Close to 2,000 girls hockey players in Scarborough for Ice Trials tourney The Scarborough Sharks Girls Hockey Association is set to host its 29th annual Ice Trials girls hockey tournament which begins tomorrow and continues until this Sunday.

The filled-to-capacity tournament, with 119 teams and 1,800 players, is split into six age divisions (atom, peewee, bantam, midget, intermediate and senior) at the four top skill levels (AA, A, BB, and B).

Hospital hosts meetings on health system changes The Scarborough Hospital (TSH) is holding more community meetings this month on what it calls a coming health system transformation.

Hospital officials want residents to know a new provincial formula will make it necessary to cut TSH’s operating budget and move some services out of its Birchmount or General campuses.

Some of these possible adjustments will be recommended in a consultant’s strategic review for the hospital, which is expected to be finished and released later this month.

Though the consultant’s proposals aren’t ready yet, the meetings are a chance for hospital officials “to share information” on the need for changes with Scarborough residents and to be questioned by them in turn.

Upcoming meetings are at Warden Woods Community Centre next Wednesday, Jan. 9, at Malvern Community Recreation Centre on Jan. 10 and Cedarbrook Community Centre on Jan. 14.

Each meeting is from 7 to 9 p.m.

More public meetings are

expected to be scheduled after the review’s release.

n City budget forum

Councillor Chin Lee is inviting residents of his Scarborough-Rouge River ward who are interested in the City of Toronto’s 2013 budget to a public forum next Thursday, Jan. 10.

Lee will host the session at Albert Campbell Collegiate, on Sandhurst Circle north of Finch Avenue East, from 7 to 9 p.m.

Councillors on Mayor Rob Ford’s executive committee are scheduled

to do a final review of the 2013 city capital and operating budgets on the same day at city hall.

The budget is expected to pass during a Toronto Council meeting that begins on Jan. 15.

Scarborough’s Moeen Centre for Physically Disabled and Developmentally Challenged Young Adults is inviting everyone to an event in North York.

More fiscal restraint needs to be shown by province To the editor: Re: ‘Teachers need to be appreciated for their work,’ Letters, Dec. 7.

While letter writer Danion Beckford raises legitimate concerns regarding broken contract promises, it is only fair to mention that Premier Dalton McGuinty’s government has been more than fair to the teachers over the years.

It seems somewhat duplicitous having teachers accept the many goodies doled out over the years and take strike action when the government takes long overdue action to rein in it’s spending.

The excessive banking of sick days comes to mind as one such example.

Being healthy helps entire community

ow that we’re already three days into 2013, a number of our readers may already be struggling with the New Year’s resolutions they made Tuesday morning. Don’t fear, however, as the City of Toronto’s Public Health department is available to offer you some help.

“If your new year’s resolution is to be healthier, Toronto Public our view Health (TPH) is here to support you throughout the year,” said Take the first Catherine Clarke, manager of healthy living, in a press release step toward a this week.

That’s good, because healthy healthy 2013 residents benefit the entire community in so many ways.

People who feel better have more energy, and are able to be more involved and effective members of their workforce, their families and their communities. A healthier population as a whole also eases stresses and costs on our health care system.

So often, well-intentioned new year’s resolutions are quickly tossed aside because they are just too hard to accomplish and those who make them become discouraged. That’s where TPH is offering some specific help to local residents.

For those who want to quit smoking, TPH has 1,000 free quit kits available for residents. The kits include sugarless gum, a stress ball, a toothbrush and other items to help those trying to quit smoking deal with their cravings. Those looking for some personal advice, can also call a TPH nurse at 416-338-7974.

There’s more specific information on quitting smoking online at www.toronto.ca/health/smokefree/quittingsmoking There’s also help for those looking to get more exercise or improve their eating habits in 2013.

TPH advises residents to eat healthy by cutting down on portion sizes, reading labels for calorie and sodium counts, and asking restaurant staff for nutritional information when ordering food. Many city restaurants already offer such information online.

There are also TPH registered dieticians available to offer advice by calling 416-338-7600, and more info is online at www.toronto.ca/health/nutrition One of the best ways to start getting healthier is to get more exercise, and TPH says that’s as simple as just getting out into your neighbourhood and taking a walk. For inspiration, there’s a pedometer lending program offered through Toronto Public Libraries.

However, with the leadership race, I’m sure whatever measures have been undertaken will soon be rescinded.

Where the government can be more easily faulted is the somewhat burlesque handling of finances.

It hands out performance bonuses to civil service managers earlier in the year and then announces belttightening measures.

Severance pay is given to employees moving to other jobs.

The conversion to alternative energy has been a costly and largely needless fiasco.

At the Ministry of Health, as evidenced by Ornge, eHealth and monies given to the regional health centres, it seems as if little if any financial oversight exists.

Last, and certainly not least, there was the decision to move the two power plants to save Liberal seats in the last election.

Finance Minister Dwight Duncan may try to portray himself as the tough nononsense gatekeeper of the public purse, but the facts show differently. A more diligent minister of finance would be a welcome addition to the next announced cabinet.

Doctors Without Borders asks members to help at Scarborough clinic serving uninsured patients MIKE ADLER madler@insidetoronto.com Physicians working with refugees in Toronto say the federal government’s move to designate “safe” countries of origin puts lives in danger.

“Pregnant women will no longer have access to essential pre-natal care, and will not be able to deliver their babies in hospital - unless they are able to pay thousands of dollars for it,” Dr. Michael Stephenson, a general practitioner with Access Alliance Multicultural Health and Community Services said in a release.

The group operates hubs welcoming newcomers to Canada at AccessPoint on Danforth in southwest Scarborough and AccessPoint on Jane in the former City of York.

“People having heart attacks or diabetic shock will no longer be able to seek even emergency treatment for their conditions. Lives will be lost through this political decision,” Stephenson warned.

Claimants from “safe” countries will now get coverage only in cases where there is a public health or public safety concern.

That means a person showing violent tendencies or an illness endangering others – tuberculosis, for example – will still be treated

free, said Dr. Paul Caulford, a family physician who runs a clinic for uninsured patients in Scarborough.

Women in labour or patients with suspected heart attacks won’t be turned away from hospitals, but if it turns out there’s no emergency, they’ll get a hefty bill, he said.

Kenney said the European Union “with its democratic tradition of freedom, respect for human rights, and an independent judiciary - has been the top source region of asylum claims made in Canada,” yet 91 per cent of EU claims to the Immigration and Refugee Board of Canada were rejected last year.

Designating countries, speeding the hearing process and limiting appeals, the minister said, ensures “genuine refugees fleeing persecution will receive protection more quickly, while, at the same time, failed asylum claimants from generally safe countries will be removed much faster.”

Caulford said he has seen “an unprecedented crisis in numbers of uninsured or underinsured refugee claimants” appearing at his Lawrence Avenue East clinic, adding both patients and community health organizations are confused about

who is covered and for what. “We are seeing newborn babies being denied” health insurance and pregnant patients being told they have to pay $2,700 for an obstetrician and delivery, though hospitals and doctors have often absorbed costs for claimants who can’t pay, said Caulford.

The situation is an “utter mess” and Doctors Without Borders – an organization that sends physicians overseas to countries where the health system has collapsed – is asking members to help at the Scarborough clinic, he said.

On the designated list is Hungary, source of many ethnic Roma claimants in Toronto. Access Alliance said Hungary is “a country where human rights abuses towards ethnic and political minorities are welldocumented” and Caulford agreed Hungary should not be treated as a “safe” nation.

Caulford said claimants and other uninsured people, whether their claims are genuine or not, should be treated not just on compassionate grounds but because they will cost Ontario’s health system more when, after getting sicker, they end up in emergency rooms.

A 15-year-old boy struck while crossing Kennedy Road has become the third Scarborough pedestrian to die in December.

The teenager died on

lision on a Toronto road in 2012, but December saw a string of serious or fatal accidents involving pedestrians in Scarborough.

The city’s 42nd fatality is a 68-year-old man was killed Dec. 18 at 9:45 p.m. crossing Kingston Road at Beechgrove Drive.

A westbound Infiniti struck the man as he tried crossing from Kingston from the south on the west side of the

intersection, and police said he was pronounced dead at the scene.

The city’s 43rd fatality was another man of 68, struck and killed by an eastbound Mazda in the centre median lane of Sheppard Avenue west of Kennedy Road just before 8 a.m. on Dec. 20.

Police are still asking witnesses to any of these collisions to report significant information by calling 43

Meanwhile, another pedestrian, a man of 74, suffered “life-threatening injuries” on Dec. 27 as he tried crossing Lawrence Avenue East from the north side at 6:29 p.m.

A westbound Chevrolet Impala struck the pedestrian in the passing lane west of Morningside Avenue, police said.

Council peace in 2013 unlikely

A

mid all the handwringing about vacant mayor’s offices and crumbling highways, one might be forgiven for missing one of the most reliable news stories of the winter months. Toronto is making a budget, and over the next few weeks, will be performing the final pieces of the ritual to make it complete.

Late last year, the city’s budget committee finished their tinkering with the $9.4 billion budget. It was (and remains) a plan designed to attract a minimum of tinkering at council.

Budget Chief Mike Del Grande moved at the end of the process to increase property taxes a sliver more than the original proposal had intended — they’re going up two per cent rather than 1.95 per cent — and allocated the $1.15 million to restore services in areas where citizens had made what he considered a good case.

That didn’t happen last year, and when the budget proceeded to council,

the city

david nickle councillors tore it to pieces and rebuilt it – $15 million fatter – pulling money from reserves to do so. Del Grande doesn’t want to see that happen again this year; so much so that he’s vowed to quit if council does anything else with the plan he’s presented.

Some of his colleagues have snickeringly suggested this might be an excellent way to find themselves a new budget chief.

But really, the budget going forward will be difficult to make changes on.

The budget cuts firefighter positions, and as a policy move council might reverse that.

Similarly, the trimmed police service budget

approved by the Toronto Police Services Board and scorned by Toronto Police Chief Bill Blair might get another look.

Council could look at restoring money to child care, homeless shelters and other pieces of social infrastructure.

And there are some on council, like Parkdale-High Park Councillor Gord Perks, who are concerned the city is paying too much cash for capital projects such as road work, comparing the move to buying a house with all the money up front.

The mayor (because he’s the kind of mayor he is) might, if still in office by the time the budget’s debated mid-January, take issue with that property tax hike.

The new year starts with contemporary art exhibits in Scarborough. Artists Josef Kursky and Nicolae Vasilescu Junior’s artwork will be on display from Jan. 2 to 11. The opening reception is Sunday, Jan. 6 from 1 to 4 p.m.

Kursky acrylic paintings express his style, which is aking to Surrealism, Expressionism and the automatic painting of Joan Miro.

Kursky’s paintings feature luminous colours and geometric forms. Vasilescu’s has been painting since childhood, and his work explores a variety of styles, including abstraction, surrealism and impressionism. His works are vibrant in colour and full of life.

From Jan. 13 to 25 Erik Bennink & Linda McIntosh will be at Cedar Ridge. The opening reception for this exhibit is Sunday, Jan. 13 from 1 to 4 p.m.

McIntosh’s works use mixed media to feature the human form combined with textured Japanese papers.

Bennink’s recent abstract paintings are a collision of colour and assorted objects.

Using drawing tools like

sticks and garden rakes, he creates paintings with multiple layers of acrylic media, enamel, glass, plastic, metal and other found materials.

Bennink said that his spontaneous painting methods create a “sense of adventure and excitement, challenged by unfolding events that are revealed before my eyes”.

Souvenir Involontaire Artist Mélanie Rocan creates a visual world blended in a swirl of emotions and objects. Rocan’s imagery floats in the realm of the subconscious, with her dream-like, dream-dwelling subjects melding with environments both natural and cultural. The sense of nostalgia evoked by Rocan’s painted images — ferris wheels, gingham tablecloths, tire swings, floral wallpaper — speaks to memory and timelessness.

These images are more about fleeting recollections than about the objects that define one’s social status.

Province wants ‘strong protection’ for Rouge Park MIKE ADLER madler@insidetoronto.com Ontario’s government, following an appeal by conservation groups, says it is “committed to keeping strong environmental protections in place” as it transfers its share of Rouge Park to the federal government.

The province owns about twothirds of land in the proposed Rouge National Urban Park through the Toronto and Region Conservation Authority, and last June told federal authorities it wants compensation before handing it over.

After Parks Canada released a concept plan for the federal park last year, some environmentalists criticized it for not seeming to stress ecological preservation as the park’s main goal and because it didn’t mention plans for a 600-metre-wide wildlife corridor through the park in Markham.

In a Dec. 13 letter, representatives of Environmental Defence, Friends of the Rouge Watershed and Ontario Nature told Premier Dalton McGuinty Parks Canada’s concept “is critically inconsistent with the public vision” for the Rouge as well as with plans done since Ontario declared an interest in protecting the Rouge River Watershed in 1990.

in a transfer agreement, including keeping the federal park within the province’s Greenbelt and incorporating and restoring the corridor, a “forest habitat system” mentioned in the Greenbelt Act and Rouge Park management plans.

Last week, the province issued a statement in which it supported “the vision of the proposed Rouge National Urban Park” but said its goal is to see “strong environmental

protections” remain in place.

“We are actively working with the federal government to ensure environmental protections will remain at our high standard. Those discussions have been positive and are ongoing,” said the statement

by David Salter, a spokesperson for Ontario Infrastructure Minister Bob Chiarelli.

leader in environmental protection and will not jeopardize the ecosystem of the Rouge, though as a new category of federal park in an urban area, the Rouge NUP will require different standard of protection than other national parks.

The agency is working on a management plan for the Rouge that will provide details of this approach before legislation is drafted to create the park. Work on the document will continue “through the winter and into the spring” before it is presented to the public, Pam Veinotte, the park’s superintendent said last month.

Erin Shapero, land and water manager at Environmental Defence said the Rouge lands should not get less protection than they have now and if transferred their status as part of Ontario’s Greenbelt must remain.

Although Shapero said she thought agriculture and conservation could co-exist as the 600-metrecorridor is restored to nature, Jim Robb, general manager of FRW, has expressed doubts this can be done as long as farming continues on most land in the northern half of the prooposed park.

International comparisons for urban park Academics hope protected land in Rio de Janeiro and other spots around the world will teach them what a new Rouge Park could be like.

As Parks Canada prepares a management strategy for the country’s first national urban park in Greater Toronto, the agency wants to compare the Rouge Valley with the few places on Earth where governments have created national parks in urban areas.

Aziza Chaouni, a University of Toronto professor, has received a research grant to study both the Rouge and the Guaratiba Biological and Archeological Reserve in Rio with Guilherme Lassance of the Federal University of Rio de Janeiro.

Established in 1982 with 6,918 acres, about half the area under study for a Rouge National Urban Park, the “incredibly beautiful” Guaratiba consists of mangroves and Atlantic rainforest, but the park on the outskirts of the world’s next Olympic city is under pressure, Chaouni said last month.

“There’s a lot of informal settlement as well that’s starting to get inside the park,” added Chaouni, who teaches at U of T’s John H. Daniels Faculty of Architecture, Landscape and Design. In addition to the Guaratiba and Rouge comparison, funded by a federal International Development Research Centre and starting this month, the university expects to hear by April about a second, three-year project, through the Social Studies Humanities Research Council of Canada, to study other national urban parks.

These may include the Royal National City Park in Stockholm, Sweden, the Sydney Harbour National Park in Australia and the recently-created Calanques National Park, protecting 15,000 acres of limestone cliffs and islands in the French city of Marseille.

“The Rouge seems to have captured the imagination of a lot of academic institutions,” Pam Veinotte, Rouge Park’s superintendent, said last month.

Canada “we also want to learn from best practices around the world” and “are looking at international examples,” including in the United Kingdom and parts of North America, she said.

There are unique things about each of these national park areas but important to all of them is how they “fit into their urban context,” Veinotte said.

Chaouni said ecotourism is her main area of expertise, and her work has led to the creation of protected areas in national parks in her home country, Morroco, and in Jordan.

She said her project will look at patterns of use in the Rouge, but added a balance between different uses is a subtle thing to achieve, particularly as spaces surrounding the park become more urban. “I don’t think there is one solution. There are many visions possible,” Chaouni said. “We have to learn how to live with a large wild space next to us.”

The conditions demanded by the conservation groups - including expanding the park study area from 57 to 100 square kilometres - were generally supported in a Toronto Council

motion in late November meant to prepare some small city-owned parcels for a federal transfer.

Like the groups which wrote to McGuinty, the City of Toronto is asking the federal government to at least look at adding adjacent public lands to the park, said Scarborough Centre Councillor Glenn De Baeremaeker.
