ARTISTS CELEBRATE: A group of artists, led by teacher Donna Love, unveiled a mural they painted together at Stephen Leacock Community Centre yesterday morning. The mural was painted over an eight-month period in memory of Susanne Sykes. The artists who collaborated on the project were Tai Kwon, Catherine McDevitt, Connie Mendoza, Bob Micks, Peter Miller, Irene Nagy, Maria Prochilo, Marjorie Scott, Lynne Woods, Sophia Ge and Robin Hammond.

A wind farm could have worked off the Scarborough Bluffs after all, at least according to monthly wind speed measurements Toronto Hydro released this week.

The measurements are from an anemometer the utility installed a kilometre off East Point Park in Lake Ontario.

Built to record wind speeds at a 90-metre height, the device was as hated by many area residents as the idea of an offshore

wind farm – up to 60 turbines two to four kilometres into the lake – the anemometer could have supported by gathering data from June 2010 to August 2012.

In February 2011, with a provincial election looming, the Liberal government announced a moratorium on offshore wind projects, but the anemometer kept working on its platform until it was removed last August.

Firefighter honoured for heroic actions Rotary Club also thanks police and paramedics

honourees w Paramedics Charles Labelle and Chris Rotolo looked after a terminally ill patient at his Scarborough home for two hours Nov. 11, then returned on their own initiative the next day to check up on him.

The paramedics were initially called to the home because the elderly man had fallen off his bed. Labelle and Rotolo noticed the senior had symptoms of a stroke and wanted to take him to hospital. But the family wanted him to stay home. Respecting the family’s wishes, Labelle and Rotolo contacted a palliative-care team and stayed with the patient until a doctor arrived.

The off-duty Scarborough firefighter jumped into emergency mode and saved an onduty police officer’s life.

It was just before midnight on April 15, 2012: Const. Jeff Blair was stabbed in the neck during a traffic stop on quiet Northmount Avenue near Bathurst Street and Wilson Avenue. The 38-year-old suspect, Peter Lumanglas, was shot multiple times.

Blair, covered in blood, asked Salb to secure his weapon.

“I took his gun into my house, grabbed some first-aid supplies and a flashlight and went out and attended to his wound,” Salb said. “He had a very deep laceration to his neck, bleeding profusely.”

Salb looked outside and saw the injured officer. He quickly got dressed, asked his wife, Renate, to call 911, and ran outside.

“The street was deserted.

The officer was leaning up against his cruiser, holding his neck,” Salb said. “I could see another gentleman lying

Salb applied pressure to Blair’s wound until paramedics arrived.

When Blair was placed in an ambulance, Salb turned his attention to Lumanglas, who by then was being tended to by other firefighters.

Blair suffered life-threatening injuries but made a full recovery and is now back on

the job. Lumanglas died in hospital.

Salb, an acting captain at Station 234 on Coronation Drive in Scarborough, was honoured Tuesday by the Rotary Club of Scarborough.

“Because of the amount of blood he had lost, it was a good thing that I got to him quickly,” Salb said. “Our families have

gotten to know each other.

He’s got a couple of really great little kids, and I’m glad that he’s still around to see them grow up.”

Salb was among five emergency services workers recognized with the Service Above Self award on Tuesday at the Scarboro Golf and Country Club.

Thirty Scarborough high school students and 32 police officers took part in the wilderness survival trip at Sherborne Lake May 30 and June 2.

Tasse, a school resource officer, said some students had previous run-ins with the law while others were chosen because they were leaders.

“She fought it to the last with confidence,” her husband said last week.

Punithavel said his wife was treated kindly during her stay at the Louise Temerty Breast Cancer Centre at the Sunnybrook Health Sciences Centre, which treats one in 15 breast cancer patients in Canada.

he Enbridge Ride to Conquer Cancer returns this weekend, June 8 and 9, with participating cyclists riding more than 200 kilometres from Toronto to Niagara all to fundraise for cancer research.

Benefitting The Campbell Family Institute at The Princess Margaret, one of the Top 5 cancer research centres in the world, the Metroland Media Torontosponsored event has been successful in raising more than $80 million in Toronto alone since 2008.

More important is its success in bringing family, friends and neighbours together for a cause that is best addressed as a community.

City’s broken planning process on display

T

oronto’s broken planning process will again be put on display at the next council meeting, when Etobicoke councillors urge their colleagues to turn down a redevelopment proposal for the Humbertown Shopping Centre, located on The Kingsway.

Although this controversy is based in Etobicoke, similar problems occur regularly throughout the city. Unfortunately, this pattern repeats itself, while the underlying issues are not addressed.

Like many large projects, the Humbertown application before council has been modified by public consultation, city staff input and consultants’ studies.

According to the city’s planning staff, “The proposal meets the intent of the City’s Official Plan... The proposed height, density and built form are appropriate. The development ... provides additional land-

What’s not to like?

A lot, according to residents.

They say the buildings and densities are too high.

The intensification is incompatible with adjacent homes, and infrastructure, from schools to roads to day care, is inadequate. It is, said one deputant, an urban proposal for a suburban area.

One does not need psychic powers to guess what will happen next.

Local councillors will lean on colleagues so that council turns down the proposal. The developer, armed with a favourable report from city staff, will submit their plans to the Ontario Municipal Board (OMB). Since the city’s own staff approved the development, council will need to hire outside consultants to

argue against the proposal.

The city solicitor will confidentially tell council it will lose. After many more months and thousands of dollars, the OMB reaches a decision very similar to the staff recommendations.

Councillors and residents then blame the OMB, and the cycle is ready to repeat itself.

The Official Plan is the main document under which our planners operate. It contains the rules by which the Humbertown application and all other development is approved.

It was drafted after public consultation and approved by council by a vote of 34 to 7.

It follows then that if we do not want developments over a certain height, or if we do not believe in intensification, the solution is quite simple. Change the rules.

If these new restrictive rules were ever approved, then the developments opposed by activists

wouldn’t have a chance with planning staff, the OMB, or the courts.

But that is not the case.

We want to use public infrastructure efficiently.

Generally we believe in professional studies to determine those limits.

Recently, we have added environmental goals.

The support for these themes is demonstrated by the strong majority by which it has been approved at council, and how the Official Plan has gradually evolved over the years.

At the end of the debate, there are really two options facing those who oppose development. If the policies are terrible, then change the law. But if the rules have wide public support, recognize that opponents to a development are asking that the rules are to be applied to everyone except to themselves.

We’re not all part of the same transit challenge Mayor Rob Ford is being unfairly targetted by media To the editor: Re: Mayor Rob Ford drug allegations.

Recently Mayor Rob Ford was accused of consuming ‘crack’ from a pipe, which was allegedly caught on camera.

Personally, I did not believe this story.

A video was alledgedly taken of Ford using drugs.

The person who uploaded this video is unknown. The image of the video is not clear.

UNACCEPTABLE Addressing or accusing false or true statements without professionalism is totally unacceptable.

If this accusation was true, it should have been taken seriously within the

court system.

The rate of accusations against Ford that have been occurring is a bit odd.

I mean, the media is after our mayor, waiting for him to slip and fall.

GOOD EXAMPLE Humans make mistakes and no one is perfect, so why is Ford targeted?

I do believe Ford should be a good example for Torontonians and his people, however, the judgements toward him should be carefully examined.

This is not healthy for society.

We are not “all part of the same transit challenge”. Those who made the effort to live near their work, who work from home or who can time their travel do not have the problem.

The problem is that too many people who chose short-term savings (low price and taxes) or a lifestyle that uses lots of land now want everyone to fund their transportation.

I rarely go more than 10 stops on the TTC but pay the same as someone who travels the length of the system. If the proposed

routes would solve the transportation problem, I could support them.

An examination of the Sheppard subway should quickly dissuade anyone

from believing the projections.

The original proposal projected annual riders of 20 million.

In 2009 to 2010, the TTC reports about 15 million people used it. The subway has several bus routes feeding it so most of the revenue is split.

The board of trade claims a cost of $5 billion a year in congestion costs.

Assuming we could cut that in half (impossible), we are going to spend $5 billion a year to save $2.5 billion (maybe) and add a huge subsidy to the city’s budget for public transit.

The proposed solution is not an investment – an investment is supposed

to have a positive return – it is an expense that will limit the city forever.

Most bus routes are subsidized near 50 per cent for each rider and the further out generally take a much larger subsidy.

The new routes will be no exception.

In regard to David Nickle’s The City column (Metrolinx shows leadership; unlike councillors,’ May 30) neither the board of trade nor Metrolinx people have to get elected.

Toronto Zoo’s elephants deserve much better future To the editor: While we are basking in the pandas who are costing a great deal to keep at the Toronto Zoo, maybe we could give a thought to the

poor elephants.

They looked pathetic last year when I saw them.

A few days later, the mayor apologized for calling us “maggots.”

But the enforcement of the policy is new, and the purpose of that enforcement can only be to allow the mayor and his staff to continue to evade embarrassing questions from reporters — in this case, on a matter of city-wide interest.

Not a new problem This is not a new problem, or one endemic to the Ford administration.

The city’s security team along with a number of politicians have been looking for ways to restrict and even remove media access to councillors’ office areas since former mayor David Miller administration.

Accountability Indeed, using the pretext of security to bar those questions from being asked raises a serious public accountability concern.

All of this would be irrelevant, of course, if our elected politicians would either come forward and answer the questions put to them.

Or if they don’t wish to do so, they relied on their own resources to muddy the water and left the public service out of it.

Lake anemometer wind speed test results released >>>from page 1 checked by York University researchers, which showed average monthly wind speeds of 7.4 metres per second, close to the 7.5 the utility said the Ontario Wind Atlas and satellite images had predicted.

“There is good agreement between the actual wind speeds and the prediction models,” concluded the onepage summary, which included monthly averages from June 2010 through May 2012.

The anemometer, a primary Light Detection and Ranging (LIDAR) system backed by more conventional vane and propeller instruments, recorded its highest average of 10.4 metres a second in January 2012 and its lowest of 5.6 last May.

‘Favourable wind resource’ Residents and activists believed the utility had no basis for choosing the area and accused it of wasting more than $1 million on the tests, acknowledged Joyce McLean, a Toronto Hydro spokesperson who said the released results are “in the realm of a favourable wind resource.”

Though the utility never launched a proposal or an environmental assessment, McLean said Toronto Hydro believed anticipated speeds of 7.5 metres per second would be good enough to develop a wind project “given all the other factors operating in our favour.”

One of these was the province’s feed-in tariff offer for offshore wind power – 19 cents per kilowatt hour – which was withdrawn as the moratorium was declared.

Having the wind data was only a first step, and didn’t mean the utility would proceed with a project, said McLean, calling the measurements a critical piece of a puzzle “we didn’t get to put together.”

Area residents objected to a possible wind farm for many reasons, citing the possible harm turbines could do to bird and butterfly migration, the seascape and residents’ health.

Scarborough East Councillor Paul Ainslie, who has said it would surprise him if data showed turbines off the Bluffs were viable, tried unsuccessfully to cut the anemometer’s data-collection short, though his fellow councillors on Mayor Rob Ford’s executive committee did not agree.

Ainslie could not be reached for comment yesterday.

Purely academic Franz Hartmann, executive director of the Toronto Environmental Alliance said as long as the moratorium is in place, what the research shows is “purely an academic conversation.”

Hartmann, however, said he believes turbines, if properly sited, are a viable and environmentally friendly power source and added he’d urge the utility and Toronto council to look at siting renewable power generation as close to the city as possible. “Too much is at stake for us not to be investigating that.”

Though the process is long, Toronto Hydro does promote connections to the Toronto grid by small-scale wind and solar projects, and has agreements with the city to install solar panels on the roofs of 10 community centres or arenas, McLean said.

Two teens honoured as community leaders by TD Bank TARA HATHERLY thatherly@insidetoronto.com Two Scarborough youths are among 20 Canadian high school students honoured with a 2013 TD Scholarship for Community Leadership.

The scholarships from TD Bank Group, worth up to $70,000 each, recognize students who positively impact their communities.

Nike Valeus, a Grade 12 student at Sir Wilfrid Laurier Collegiate Institute, will use his scholarship to study radio and television arts at Ryerson University.

“Originally I’m from Haiti, and I hope to use my education in media to start a program there. Educate children who have a passion for media, but don’t necessarily have the tools to accomplish their goal,” said Valeus, who also plans to work in audio engineering.

Crystal Gao, a Grade 12 student at Dr. Norman Bethune Collegiate Institute, plans to study law, possibly immigration or humanitarian law,

youth ambassador for Plan Canada and its Because I am a Girl initiative, and co-created a documentary focusing on sexualization of females in media.

An active volunteer, athlete and peer mediator, Valeus founded a broadcasting club at his school, where he inspired and trained students in creative and digital arts, while producing broadcast features.

He also founded an African Student Alliance to support students of African descent in his community.

The scholarships provide work experience as well.

Scholars are guaranteed summer employment with TD, where mentorship and networking opportunities will be provided. The four-year scholarships, which also honour academic achievement, offer up to $10,000 per year for tuition, and $7,500 per year for living expenses.

Both Valeus and Gao attribute part of their success to growing up in Scarborough.

A passionate supporter of female rights, she founded Young Women on the Move, a group that supports and empowers female students at her school through workshops and discussions. She is also a

thankful to have grown up here.”

Gao encouraged youths to find their passion and use it to benefit their communities.

“I think it’s so important for young people to do community work,” she said.

“It’s helped me become a more socially aware person, make more ethical decisions in my life, learn a lot of valuable skills, like teamwork and leadership, and these are the things that are going to make our generation a generation of leaders.”

It’s important for youths to seize opportunities to contribute to their communities, said Valeus.

“You have one life ... you have to do something valuable, you can’t let it go to waste,” he said. “Whatever you do, just make sure you’re doing something positive and you’re giving back, because someone is always watching.”

Gao and Valeus will be honoured during the TD Scholars Conference 2013 in Toronto today.

Adam Simson of Station 212 at Sheppard and Morningside avenues is raising money and awareness to combat angiosarcoma after a friend who lives in the United States was diagnosed with the rare and aggressive cancer.

A festival to “share the happy news” of Canada’s enduring friendship with South Korea tonight in Scarborough will be free and open to everyone, Raymond Cho says.

The three-hour celebration at the Scarborough Convention Centre in Malvern features a rare Canadian performance by the Korean Traditional Orchestra of the Blind, a group recreating the performances seen by a 15th Century Korean ruler who employed blind musicians in his court.

Performances Cho, the area’s Korea-born city councillor said festival-goers will also see Filipino, Indian, Tamil and African-Brazilian dances as well as a performance of Gangnam Style, a pop culture sensation from Korea last year.

Multicultural foods will also be served free in the Convention Centre, a banquet complex on Torham Place northwest of Finch Avenue and Neilson Road, starting at 6 p.m.

The entire event is meant to mark the 50th year of diplomatic relations between Canada and South Korea.

Festival marks 50 years of friendship

The story of four people writing their own endings.

The City of Toronto commemorated the 69th anniversary the of D-Day invasion and the Battle of Normandy at a special ceremony today at Nathan Phillips Square.

The event runs from noon to 1 p.m.

Canadian forces took part in the D-Day invasion of France on June 6, 1944 that marked the beginning of the liberation of France, Belgium, the Netherlands and Denmark during the Second World War. Community members and veterans are welcome to attend.

Veteran Weldon Clark will proclaim “Toronto Remembers D-Day, June 6, 2013” at the ceremony which will include war veterans, honour guards and bands.

Cliffside sidewalk report expected in fall MIKE ADLER madler@insidetoronto.com A City of Toronto report on where sidewalks may be installed next year around Cliffside Public School won’t be ready until this fall, Birch Cliff residents learned last week.

Many from the area called for sidewalks after a March accident in which Kayleigh Callaghan-Belanger, 5, was killed walking home from Cliffside and two others were injured.

Scarborough Southwest Councillor Gary Crawford said at least 100 people meeting last Wednesday at the school on East

Haven Drive were told other concerns will be investigated to see whether changes in the short term can make children safer in the neighbourhood.

These changes include enforcing or restricting street parking rules, additional signs around the school, trimming hedges that could block pedestrian or driver sightlines, and parent council involvement in walking safety, Crawford said.

Sidewalks are a contentious issue in the community, and some residents at the meeting spoke against installing them on their streets, Crawford added.

The city hosts another meeting

next Monday on the reconstruction of Chine Drive, which some residents fought by appealing to the province for an in-depth environmental assessment of a proposed partial sidewalk called an elevated stamp.

Ontario’s environment ministry rejected the residents’ appeal and the project is cleared to go ahead this year.

The June 10 community information meeting is from 7 to 9 p.m. at Blessed Cardinal Newman Catholic High School on Brimley Road South.

Scarborough Community Council is then expected to vote on recommendations for Chine on June 18.

• Know your credit rating.

Your credit rating is a score that lenders rely on when deciding whether or not to approve your mortgage application. The higher the credit rating, the more attractive you look to pro-

spective lenders. But the lower your score is, the more difficulty you will have getting a loan. Toffoli on a tear Scarborough native Tyler Toffoli is on a bit of a scoring tear with three points in his last two games.

And the 21-year-old rookie and former Birchmount Park Collegiate student will hope to continue his modest streak as his Los Angeles Kings, down 2-1 in their best-of-seven semifinal series against the Chicago Blackhawks, host the fourth game tonight at 9 p.m.

Toffoli contributed an assist on the eventual winner in L.A.’s 3-1 win on Tuesday night .

And he had his best playoff game, point-wise, Sunday in L.A.’s 4-2 loss to Chicago with two points. Down 4-0,Toffoli drew an assist on the Kings’ first goal late in the second period and then scored the lone third period goal.

He’s now suited up in 10 playoff games for the Kings with five points (two goals and three assists) for a plus-four (in the plus-minus category).

That’s identical to the regular season in which he got his feet wet in 10 regular season games with five points (two goals and three assists) for a plus-three.

Toffoli is the only Scarborough native still active in the NHL post season.

carborough Theatre Guild ends their season with a hilarious, laugh-a-minute comedy that equals an amazing night at the theatre.

Lend Me a Tenor, by Ken Ludwig, is a farce-like comedy about an average American city that is graced by a larger-than-life visitor when a famous Italian tenor comes to sing at their local opera house.

But like many famous and handsome men, this tenor, Tito Merelli (John di Pinto) is faced with more than the city’s anticipation of his performance in Verdi’s Otello, namely, having to fight off the women who are mesmer-

ized by him and his talents.

This includes Maggie (Taylor Magee), the daughter of the opera director Saunders (Daniel Wyse), Julia (Julie Adams), the head of the opera board, and fellow opera singer, Diana (Kristie Paille), who all want a piece of Tito.

Scarborough Theatre Guild stages season’s final show mistaken identities, women coming in and out of Tito’s hotel room and Max and Saunders trying to cover up their desperate and deceitful decision to put Max on stage.

This show is pure fun from the start. It also boasts performers who have amazing comedic timing and talent. You will laughout-loud at di Pinto and Fairweather’s scenes as Tito and Maria, done in Italian accents, mannerisms and gestures accompanied by fire and passion.

The city underspent by about $182 million, and revenues from the Municipal Land Transfer Tax and the Third Party Sign taxes were higher than anticipated as well.

And the city’s investments also did better than expected.

Once the city had allocated nearly $60 million to comply with various legislative requirements, the $248 million surplus remains. Staff are recommending it be allocated to capital financing reserves and other reserves.

Parkdale-High Park Councillor Gord Perks called the variance a product mainly of good fortune.

“This is not a result of a deliberate plan, this is having a really good year on the revenue side,” he said. “Frankly, we should be putting more money away for an operating tax savings account.”

Lower-than-expected energy prices and higher-than-predicted revenues from parking, land transfer and investments mean the city has about $248 million more than its finance staff expected when Toronto council set its 2013 budget.

Today, Toronto’s budget committee will be looking at the Operating Variance Report for 2012. The report is the penultimate word on the health of the city’s books – finance staff still have to complete the audit of the 2012 financial statement.

But for now, at least, the news is good.

Toronto has about $248 million in unanticipated revenues and savings from 2012. That comes from a variety of sources.

The mild winter and a slightly lower Ontario Works caseload, as well as vacancies in the civil service that went unfilled saved $65 million by the end of year.

As well, city agencies – notably the Toronto Transit Commission – underspent their budgets to the tune of about $70 million.

The TTC in particular saved almost $41 million, cashing in on lower market prices

Input sought on Gardiner Expressway Toronto resident are being asked for their input to help decide the future of the Gardiner Expressway East.

Wa t e r f r o n t To r o n t o and the City of Toronto have resumed the preparation of the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment (EA) and Integrated Urban Design Study.

The EA will determine the future of the Gardiner Expressway East and Lake Shore Boulevard East, from about Jarvis Street and east of the Don Valley Parkway.

Four alternatives will be considered within the study

area, including: maintaining, improving, replacing or removing the elevated expressway.

Waterfront Toronto and the City of Toronto is asking for residents’ input and will be hosting a number of public forums, live webcasts, workshops and online opportunities for people to participate in the EA planning process.

The first public forum, set for Thursday, June 13, will allow people to learn more about the project, the alternatives being considered and what other jurisdictions have done with elevated waterfront expressways with an open house at 6 p.m. and

a presentation going from 6:30 to 8:30 p.m. at the Metro Toronto Convention Centre, Room 701, South Building, 222 Bremner Blvd.

People will be able to ask questions and speak directly with members of the project team, offer input and submit comments.

Tunnelling begins on Eglinton-Scarborough Crosstown LRT RAHUL GUPTA rgupta@insidetoronto.com At a construction site 12 metres below Eglinton Avenue West, Ontario Minister of Transportation Glen Murray helped commemorate the start of tunnel construction of an Eglinton “subway” expected to start running in 2020.

Flanked by York SouthWeston MPP Laura Albanese and Metrolinx CEO Bruce McCuaig on the morning of Wednesday, June 5 Murray launched the first massive tunnel borer machine to begin excavating the first six kilometres of tunnel for the Eglinton-Scarborough Crosstown light rail transit (LRT) line.

Promising Toronto residents a high quality transit project with a budget of $4.9 billion dollars funded by the province, Murray said he was bowing to public sentiment and calling the project a subway rather than an LRT line.

Metrolinx spokesperson Jamie Robinson said tunnelling towards Allen Road will likely by completed by next year. He said the transit planning agency had abandoned a plan to close off the Eglinton northbound connection to the Allen Expressway for a year in order to aid construction.

But he said Metrolinx was still considering an “extended closure” of the roadway to Lawrence Avenue, which would require approval from the city’s transportation services department.

“There will be periods of time where the Allen will be closed for a couple of weeks with lots of advance notice to the local community,” said Robinson following the ceremony.
