The committee backed plans by city water and wastewater staff to construct new, state-ofthe-art incinerators following an environmental assessment that looked at three ways to deal with the waste from the plant: hauling it away by truck as either sludge or dried pellets, or to replace the aging incinerators currently in use at the site. MPPs talk budget at Scarborough breakfast TARA HATHERLY thatherly@insidetoronto.com Local MPPs came together at the Scarborough Rotary Provincial Budget Breakfast Friday, Feb. 26 to speak about Ontario’s 2016 budget the day after it was unveiled at Queen’s Park. Scarborough-Rouge River MPP Bas Balkissoon, Scarborough Centre MPP Brad Duguid and ScarboroughAgincourt MPP Soo Wong each spoke about the budget and took questions during the event. Scarborough’s other MPPs, Lorenzo Berardinetti, Mitzie Hunter and Tracy MacCharles did not attend due to other commitments. Balkissoon was first to speak at the event at JC’s Banquet Hall which was hosted by the Rotary Clubs of Agincourt, North Scarborough, Scarborough, Scarborough Bluffs and Scarborough Twilight. He touted the budget’s investments in infrastructure and green initiatives, along with its elimination of education tax credits in favour of providing free post-secondary tuition for students from low-income and cash-strapped families. Education “The government’s plan will invest in people’s talents and skills,” he said. “An educated workforce is Ontario’s greatest competitive edge.” He also addressed the Ontario Retirement Pension Plan (ORPP). He said the plan’s goal is to help Ontarians prepare for retirement, so seniors will be less likely to be dependent on social services, adding the priority is to work with the federal government to meet that goal through enhancing the Canadian Pension Plan. “We want to make a shift of having to put out all these expenses at a later stage in your life, that we prepare you that you could handle the expenses when you retire,” he said. “Our first goal is to make the Canada Pension Plan better. If we’re not successful, then the ORPP will come into place.” Wong was next to speak, focusing on health care and social
health initiatives and neighbourhood improvement areas, as well as the new Ontario Student Grant program, a proposal for a new hospital in Scarborough, changes to plans for the Scarborough subway and the elimination of the children’s activity tax credit. supports, making Ontario more “digital friendly” and growing the economy. “We’re going to have a digital government action plan,” she said. “We will be opening an office about this. So there will be a staff, there will be an office to support users and also accessibility. Right now you can renew your Service Ontario; a number of services can be done online in two minutes.” She praised the budget’s contributions to hospice and palliative care, cancer care, and autism support for schools and communities. She also lauded its plan to increase social assistance payments, designate more funds for affordable housing for low-income families and seniors, and contribute $100 million to the development of a strategy to end violence against Indigenous women. She noted the budget’s support for refugees as well. “We’re increasing our commitment to support the refugees to the tune of $12.5 million for international relief, but also direct support here in Ontario,” she said. “When newcomers, new Canadians, succeed, we all succeed.” Duguid heralded the budget’s plans to increase infrastructure spending and support for small and medium sized businesses.
“Without having competent infrastructure, and the ability to move goods and services around, and the ability to maintain the quality of life that we have, we would not be able to compete in the global marketplace,” he said. “We’re looking for some of the next generation investments that the new economy’s going to need, and that involves things like expanding natural gas more across the province, and expanding and enhancing broadband, which is crucial, because in today’s fast-changing manufacturing sector, businesses are now going high tech in just about everything.” He also highlighted investments in advanced manufacturing development, and programs to help growing start-up businesses develop other innovative technologies, through partnerships with post-secondary schools. “Our companies have to be innovative from the shop floor to the CEO,” he said. “We need to make sure all our manufacturers are at the cutting edge of technological development, that means looking at things like 3D printing, robotics and things like that.” During the question period, the MPPs were asked about provincial support for small businesses, mental

On the hospital proposal, Balkissoon said to stay tuned, indicating Ontario’s Minister of Health will make an announcement about the proposal “very shortly.” He added he and his fellow Scarborough MPPs all support the proposal, and are “urging the minister to do the right thing quick,” eliciting applause from the audience. Wong also spoke to the question, saying a new hospital in Scarborough is “imminent” and noting another proposal from the panel that recommended the hospital, that a community health centre also be built in Scarborough, has funds included in the 2016 budget. On the perpetually still-to-come subway, Duguid said the recent reduction of promised stops from three to one is a “sensible” solution he’s “really excited” about. The proposed subway design now has it running directly from Kennedy to the Scarborough Town Centre. “We probably have all had a bit of weariness and fatigue about changes and debates over this and that on a subway that should’ve been there since day one,” said Duguid. “We’re going to get our subway to the Scarborough (Town) Centre, which was our number one priority, but what it does is it provides an opportunity to move a line, the Eglinton Crosstown, to continue out to the University of Toronto Scarborough Campus. That’s going to help thousands of students.” On the 2016 budget’s elimination of the children’s activity tax credit, Wong said data showed it was mostly benefitting middle and high-income families who could largely already afford physical activity programs for their kids.

City right to regulate use of chewing tobacco

anning chewing tobacco in public spaces, arenas and sports fields should be a piece of cake. Given Toronto’s history dealing with tobacco regulation, it’s more likely to be a gooey lump of chaw. Chaw is one of the terms for so-called smokeless tobacco products. Historically popular in the American south and midwest, the product also known as chew, grizzly, skoal and snuff has been spreading in at least visibility thanks to its popularity among professional and semi-professional athletes – in particular, baseball players. The use of the product is extremely unhealthy. It might not get into the lungs, but it’s just as addictive as cigarettes and pipes and it’s associated with mouth, esophageal and pancreatic cancers, gum disease, and heart disease and stroke. Its use is on the rise among young people. In it’s used by six per cent our view Ontario, of students in grades 7 to 12, or 58,200 students (that according Chewing to the 2015 Ontario Student Drug and Health Survey). Council ought to approve the bylaw when it comes forward, as a matter of responsible stewardship, just as it has approved ground-breaking bylaws preventing smoking in bars and restaurants and bingo halls. Critics might argue a bylaw in this case would differ from one restricting cigarette smoking: there is no issue of second-hand smoke affecting the health of non-smokers. This may be so but it doesn’t mean there’s no second-hand influence. And the influence of celebrity athletes, casually gumming a wad of toxins, is demonstrable and needs to be stopped.

Union’s ‘job for life’ being phased out Toronto council won a significant victory in its negotiations with the city’s outside workers – no question. Forget about the less costly benefit plan and the meagre pay increases that CUPE Local 416 agreed to. That’s just money. The big, champagnecork-popping win is on something more fundamental. Now that this contract is signed, it won’t be long before Toronto can shed itself of a significant number of unionized garbage collectors by putting out a tender call, having a couple of meetings and contracting out garbage collection in most and eventually all of the city. Conservative members of council and former mayors have been hoping to contract out garbage collection since amalgamation, when former Etobicoke mayor and west-end councillor Doug Holyday came extolling the virtues of old Etobicoke’s contracted-out garbage
david nickle the city collection. Etobians were very happy, thank you very much, with their contractor-delivered household garbage collection. The trucks came on time, picked up the garbage, and if there was ever a problem between the drivers and the owners, well that was their problem. Etobicoke was strike proof. Not so the rest of Toronto. In North York, Scarborough, East York and York and Toronto, city worker strikes meant that garbage moldered in garages and backyards until it got rank enough to heap in city parks and surface lots. CUPE Local 416, the union representing garbage workers, had real leverage at the bargaining table because of that. Former councillor Jane Pitfield put it most nakedly when in the
run-up to her failed 2006 mayoral campaign, she told reporters that she thought it was time to “phase out” unions. Toronto’s outside workers have agreed to something like it, after they ratified the provision in the contract that phased out what another former councillor and deputy mayor Case Ootes dubbed “jobs for life.” That was a provision that former mayor Mel Lastman’s administration agreed to, that prevented the city from replacing workers with more than 15 years seniority in the event their position was contracted out. That provision has been the single barrier to the contracting out of garbage collection citywide. It’s why even uber-conservative mayor Rob Ford could only contract out half the city. It’s why a strike in warm weather would still be a political nightmare for councillors and mayors who want to get re-elected
in wards east of Yonge Street. It’s why CUPE Local 416, whose membership is less than a quarter that of the city’s inside workers’ union CUPE Local 79, has real power in a collective bargaining session. That power hasn’t been removed, but it is, as Pitfield put it, being phased out. In 2019, the final outside worker will cross the line into an inaccurately named “job for life.” He or she will enjoy another decade or two of job protection. The rest of the city’s workers will serve at the pleasure of Toronto council, and the jobs that they have will be as good as Toronto council deems to be their due. No doubt about it. In love, war and contract negotiations, to the victors go the spoils.

Four faces charges in home invasion Four males face charges in connection with a home invasion last summer in which a man was shot and wounded. Police allege a man, his wife and their teen son were in their home on Charlemont Crescent when the teen answered a knock on the door around 11:25 p.m. June 25. The teen was rushed by four masked males armed
with two handguns and a crowbar. A struggle ensued, and the teen’s father was shot twice. The father was treated in hospital. On Feb. 25, police arrested two men, ages 19 and 54. Both face charges, including robbery with a firearm. On Feb. 29, two boys, ages 15 and 17, were arrested and face a number of charges including assault.

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85-Alive” program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 per cent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been s successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.
Licensed Mortgage Agent Andre Ouimet, Expert Mortgage’s “85-Alive” representative for the Scarborough, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners like Anita P. don’t see a prob-
lem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debts. We also had $25,000 left over that we put in the bank for emergencies. Goodwill TECNO will not reopen; files for bankruptcy CEO Nakamura says she will be stepping down TARA HATHERLY thatherly@insidetoronto.com Goodwill Industr ies of Toronto, Eastern, Central a n d No r t h e r n O n t a r i o (Goodwill TECNO) will not restructure and reopen, CEO Keiko Nakamura announced Monday along with her resignation. On Feb. 8, Nakamura announced Goodwill TECNO had filed for bankruptcy in the hopes of restructuring and reopening some stores. In the Feb. 29 statement, she said the defunct company is too deep in debt to claw its way out. “After an exhaustive analysis and search for investors, I have concluded that there is no viable option that allows the organization to reemerge from the bankruptcy process,” she said. “A revival plan to reopen profitable stores, although feasible, cannot be achieved without significant financial investment. The present lack of security for a loan is an untenable risk for potential investors.” Along with investor hesitation, she cited debt, lack of assets and “the challenges in meeting expectations of a unionized workforce” as barriers to restructuring. A lack of assets meant bor-
rowing rates were too high for the organization to get the funds needed to restructure, she said, adding Goodwill Industries International’s decision to cut ties with Goodwill TECNO was another factor scaring away potential investors and donors. Several of Goodwill TECNO’s leases have already been terminated by property owners, further adding to the difficulty of reopening, she noted. The organization is $6 million in debt, she shared, $4.2 million of which is owed to former employees for vacation and severance pay. The bankruptcy trustee, Pollard and Associates Inc., was slated to hold a meeting yesterday for creditors, which includes former landlords along with former employees Since the organization is not restructuring, it no longer needs a CEO. Nakamura announced her resignation along with the news the bankruptcy process would proceed. She said she has been assisting the bankruptcy trustee on a volunteer basis since Feb. 7 and will continue to do so. “I joined Goodwill TECNO knowing that a turnaround in its financial affairs would
be an incredible challenge,” she said. “For an organization that has been in place for decades, the difficulties were insurmountable and solutions were never simple as we tried our best to avoid this outcome ... I deeply regret that there is no way to save this company.” She expressed gratitude to former staff who helped work on a restructuring plan and to Team Renew the Good, a group of former employees who came together to support some of their most vulnerable colleagues by raising emergency funds and offering job search and emotional support. She also thanked advisors who volunteered time and expertise “to help me exhaust all avenues before reaching this conclusion.” Goodwill TECNO’s 16 stores, 10 donation centres and two offices in Toronto, Mississauga, Brampton, Newmarket, Barrie, Orillia, and Brockville closed Jan. 16. The shutdown came without warning to employees, whose collective agreement required at least 30 days notice of closures. The collapse affected 530 unionized and non-unionized workers.
Chewing tobacco ban in parks sought Toronto could become the first municipality in Canada to ban chewing tobacco from stadiums and public parks if Toronto Board of Health Chair Joe Mihevc gets his way. Mihevc announced Monday he would be placing a motion before the board in March asking the Medical Officer of Health to report on the shape of a bylaw that would ban the practise. Although chewing tobacco has no second-hand smoke impact, Mihevc said when professional and amateur athletes use it in the course of play, it encourages young people to take up the practise
themselves. “Just as we did with cigarette smoking and hookah smoking we need to limit the exposure that youth have to tobacco products and practises that promote their use,” he said. Michael Perley of the Ontario Campaign Against Tobacco noted the practise of using chewing tobacco has increased significantly among young people as professional athletes set an example. “What in effect happens when a major league baseball player is seen chewing tobacco anywhere is that his young followers and fans assume this is a good thing
to do or should be a part of their baseball practises,” he said. “This is something we have to stop.” Perley said the number of youth using chewing tobacco is in the “thousands.” “There are many young baseball players and also many young hockey players,” he said. Chewing tobacco has already been banned in public places in Los Angeles, Boston and New York. According to Joanne Di Nardo of the Canadian Cancer Society, chewing tobacco contributes to oral and other cancers as well as other serious diseases of the mouth.

Guildwood ‘re-greening’ meeting planned Guildwood is losing trees fast, but residents can get behind a plan for “re-greening” next week. Ash is the area’s dominant tree, but the emerald ash borer is expected to wipe most of the ash trees out. The ash borer and the devastating 2013 ice storm have hit the area
hard, the Guildwood Village Community Association said. Residents, said the group, are reeling not just from the loss of so many mature trees but from the cost of tree removal. The association wants to hit back this spring by signing people up for a planting project with Sheridan Nurseries.
Sheridan will sell trees to private properties in Guildwood Village at a discount. Residents can learn more at a 7 p.m. meeting on Wednesday, March 9 at the Church of the Holy Trinity on Livingston Road. Go to sheridannurseries. com/guildwood for details.

The Union Pearson Express fare cuts could affect dues-paying taxi drivers Add another barrier to the pressures preventing Toronto cabbies from making a decent wage: the Union Pearson Express. Representatives from the iTaxi Association, representing dues-paying taxi drivers, said the recent fare cuts to UP, which go into effect next week, will have a disastrous effect on their bottom lines, as more riders rely on public transit rather than a cab to get to the airport. As an alternative, the group is suggesting the city ease current restrictions prohibiting carpooling, which would at least allow for cabbies to pick up multiple fares on the same ride – something customers of taxi arch-rival Uber currently enjoy. SUV hits pedestrian tunnel Four people were taken to hospital after a vehicle hit a bridge and then rolled into a glass pedestrian tunnel in Scarborough Sunday. Police were called to the area of McCowan Road and Progress Avenue around 8:40 p.m.
The injured were inside the vehicle, not in the tunnel. Two were taken to Sunnybrook hospital with serious, but nonlife-threatening injuries while the others were less seriously hurt and were transported to a local hospital.

Poll says residents want hydro to stay public People in Scarborough want to keep their hydro public, according to a poll released by Keep Hydro Public. The union-backed campaign against the planned majority sell-off of the provincial utility Hydro One followed up a mid-Scarborough canvass Saturday, Feb. 27, by declaring 82 per cent of local residents agree the sale should stop. Around 72 per cent of 430 Scarborough residents surveyed by Environics said privatizing Hydro One will cause their electricity bills to go up. The Liberal government has said it must sell a majority of Hydro One because it needs money for transit and other infrastructure
projects. But organizers of the local campaign launch, which included billboards and flyers targetting Scarborough Southwest MPP Lorenzo Berardinetti and Scarborough Centre MPP Brad Duguid as supporters of the sell-off, reported 61 per cent of voters polled say they’ll be “less likely to vote Liberal” if the sale is completed. “Scarborough MPPs, like Liberal MPPs across the province, better pay attention and start speaking up on behalf of their constituents, or voters will take out that anger in the next election,” Canadian Union of Public Employees Ontario President Fred Hahn added in a release.
