Early risers or light sleepers near the Tam O’Shanter Golf Course in Agincourt may soon wake to spot a strange helicopter flying not far above the tops of trees there.

This could happen twice between May 21 and June 11 as the City of Toronto uses a biological insecticide to attack a European gypsy moth infestation that has grown too big to control any other way.

The moths produce masses of up to 1,000 eggs in loonie or toonie-sized beige or tan clumps, and two small areas of the city-owned course between Birchmount and Kennedy roads are heavily infested, said Kristjan Vitols, a forestry health care supervisor.

The stars shone bright inside Scarborough Town Centre yesterday during the 2013 Scarborough Walk of Fame induction ceremony.

Seven groups and individuals were presented with stars during the ceremony, held at the Scarborough Walk of Fame court, in the lower level of the shopping centre.

There wasn’t an empty seat to be found, as people packed the area for the ceremony, and many more looked on from upper-level balconies. Many dignitaries were in attendance, including former Scarborough mayor Paul Cosgrove.

Anticipation built as the Highland Creek Pipe Band could be heard, faintly at first, then loudly announcing the arrival of this year’s inductees.

Past Scarborough Walk of Fame inductee Debra McGrath co-hosted the ceremony with her husband, comedian Colin Mochrie.

“Many of these inductees have reached national, and even world-renowned status,” said McGrath as she opened the ceremony. “Their stories inspire us all, providing examples of what can be achieved through commitment and determination.”

the careers and contributions of this year’s inductees, which included Barenaked Ladies, Christine Bentley, Dwayne Morgan, Monika Schnarre, Gerry Phillips, Judie Oliver and Scarborough Historical Society’s Lionell Purcell and Richard Schofield.

Morgan, a poet, speaker, and social entrepreneur, honoured in the arts and culture category for his own artistic contributions, and for promoting the contributions of African Canadian and urban-influenced artists, read a poem during the ceremony that he wrote for the event.

The poem documented his youth in Scarborough,

and how the community nurtured and helped grow his talents.

“I’ve tattooed this community on my spirit,” said Morgan, holding back tears.

“No matter where I go around the globe, Scarborough will always be home.”

“I remember the first time I swam across the pool without my water wings. It was awesome, but not nearly as great as today is.”

Phillips, former Scarborough-Agincourt MPP, was honoured in the community category for his commitment and contributions to community service, politics and education.

“Wherever I went, and somebody said where are you from, I always said Scarborough, never Toronto,” he said. “I’m proud to be from Scarborough.”

Purcell and Schofield, Scarborough Historical Society executive members, were honoured for the society’s work to preserve, study and stimulate interest in Scarborough’s heritage.

“It’s an honour to have your name placed on a star here in Scarborough in the famous Walk of Fame that so many before have travelled,” said Purcell, past president of the society, praising his family for supporting him in his work.

Schofield, a former Scarborough teacher, and founder of the Scarborough archives and other historical initiatives, has penned five publications and hundreds of newspaper articles in The Scarborough Mirror about Scarborough’s history.

“I’d like to take this opportunity to thank all of the people who helped promote the community of Scarborough, which we all believe is the best community in Ontario,” Schofield said to cheers.

The Wexford Gleeks’ performance was praised by Barenaked Ladies member Jim Creeggan, who accepted the band’s star on behalf of himself, and fellow bandmates Ed Robertson, Kevin Hearn and Tyler Stewart, who were unable to attend.

“Barenaked Ladies owes a lot to Scarborough,” said Creegan. “In fact, we wouldn’t even be a band if it weren’t for the Scarborough music camp where we met.”

Just one week after giving birth to her first child, Schnarre looked every bit a supermodel as the statuesque new mom accepted her star.

She mused about her youth in Scarborough, fondly recalling trips to Miracle Mart with her mother.

“I’m always proud to say I’m from Scarborough,” she said. “This is the place I love and grew up in, and my family is here ... This is my home.”

Bentley, honoured in the community category for her broadcast journalism and charity work, said it means a lot to her to call Scarborough home.

“I am so proud to be part of this community,” she said.

“Scarborough produces, for some strange reason, an inordinate amount of talented, compassionate, caring people who go out in the world and make a mark, and set an example for others.”

Oliver, a masters swimmer who has held almost 30 world records throughout her still ongoing career, was honoured for her aquatic contributions as a competitor, and as an instructor, mentor, coordinator, coach and meet official.

“The first world record I set was here in Scarborough.

I didn’t even know there was such a thing as world records,” she said with a laugh, warmly recalling learning to swim in

hether you’re in a car on the highway, a boat on the water or in your house working on a do-ityourself project, the message is the same when it comes to safety.

We must all practise it and encourage others to do so. It needs to be habitual, not a one-time act.

As the Victoria Day long weekend approaches, there’s always the traditional advice to drive safely and act responsibly. This advice takes on a heightened importance in light of some numbers released

by Sunnybrook hospital in North York.

Sunnybrook noted the number of trauma patients it treated over the 2012 Victoria Day weekend (21) was almost double from the 2011 patient total. That number from 2012 is also higher than those from Victoria Day weekends in 2008, 2009 and 2010.

While Joanne Banfield, manager of Sunnybrook’s trauma injury prevention, isn’t our view sure why the number spiked last year, it’s a definite cause for conHave fun, but cern.

“For us, even one trauma is too be responsible many,” said Banfield.

Regardless of what your weekthis holiday end activities will be – on the road, on the water, in your yard – enjoy the time off, but be aware of your surroundings and what other people around you are doing.

Time with our friends and family in our respective communities is precious.

We all value that time.

Let’s make sure we enjoy it.

If travelling on the roadways, be patient and give yourself plenty of time with expected traffic volumes.

Remember, too, police forces go to great lengths ahead of time to publicize an increased presence on our roadways.

Calls for safe practices in all walks of life may seem repetitive and restrictive, but there’s a reason why they’re still around: there’s still work to be done.

For example, seatbelts have been mandatory in all provinces and territories for more than two decades yet Transport Canada statistics show seven per cent of motorists and passengers still don’t wear a seatbelt. They account for 40 per cent of fatalities in vehicle collisions. You’d think we’d get the message.

So we repeat: buckle up, use a buddy system if you’re going swimming, if you’re lighting fireworks, follow the instructions.

Traumatic injuries are preventable. We all have a role to play in preventing them.

Transit debate shows council at its weakest That wasn’t a council debate on revenue sources for transit last week. It was more like a forum in which a bare quorum of individuals argued about mutually exclusive goals.

Without understanding transit’s new realities, the final votes only succeeded in showing council at its weakest.

In this case council’s impotence matters, not only for the immediate question on who will pay for transit, but just as importantly, it sent a doubtful message on how well council understands transit.

Because of the huge sums involved, commuting that usually crosses municipal boundaries, and the involvement of hundreds of stakeholders from dozens of jurisdictions, transit has become a complex regional issue.

In the past week alone, local headlines were made as priorities for Oshawa were jealously compared to

david soknacki beyond the headlines promises made for Toronto, and Mississauga’s mayor insisted her residents ought to receive the same subsidy should Hamilton receive provincial funding.

To referee and prioritize these demands, the province established Metrolinx.

By the time hundreds of ideas are distilled into Metrolinx’s priorities, they have been through months of trading and compromise.

Once recommendations are approved by the Metrolinx board, decisions are well beyond the authority of our mayor and council.

As recent leaked conversations and subsequent backtracking proves, those decisions cannot be revisited even by the transportation minister. Perhaps only the premier can revoke Metrolinx decisions, and such a U-turn would probably annoy thousands of

stakeholders, or bankrupt the treasury.

Even if there is a change of provincial government, the same crippling financial requirements, regional demands, and political considerations will remain.

It is against these hard truths that the transportation minister, chair of the TTC and council stumbled.

At the same time it is obvious that campaign promises for new transit without taxes, fees or compromise cannot be fulfilled.

Perhaps council knew that it had no power.

During the debate some members became provincial party advocates, others proposed transit lines to their wards, while a few openly abdicated responsibility. Finally a majority approved whimsical resolutions as diverse as rejecting almost all the new fees and taxes yet reserving for its own use 25 per cent of those new fees and taxes should the province decide to proceed. These final

votes cannot be interpreted as a position of council so much as the wishes of 45 individuals.

The premier, whether of this or a subsequent government, must draw the obvious conclusion from council’s spectacle: regional transit needs regional decision-making.

In some ways, further integration helps long distance commuters. But for some sections of Toronto, trying to fit one rule everywhere poses problems.

For example, Toronto’s investment and experience in transit is significantly greater than its neighbours.

By choosing not to participate, council’s decision went far beyond making a statement about taxes. It has made council’s weak position weaker, and so left Toronto’s transit interests in the hands of Metrolinx and the province.

Metrolinx CEO comments on transportation plans To the editor: We all agree that getting around in the Greater Toronto and Hamilton Area (GTHA) can be challenging.

With an average commute time of 82 minutes, our region is currently among the worst in North America for daily commute times.

The GTHA is growing and will continue to grow. In the next 10 years our population will grow by three million. If we do nothing to address congestion – if investments in infrastructure are not made – we could end up spending an average of 109 minutes commuting every day.

The price of congestion and delays is high. We know that the GTHA loses out on about 26,000 jobs due to congestion and costs our economy $6 billion a year.

Congestion has direct, negative impacts on our economy and our environment, and the price we pay is about much more than how it translates to a fiscal bottom line.

It is also about quality of life, our health and well-being – how we are able to spend time on what matters to us.

Metrolinx has a plan to ensure our roads and public transit systems

across the GTHA are able to meet the needs of families, businesses and visitors. It’s called The Big Move. The plan was endorsed unanimously by all the GTHA municipalities four years ago.

Sixteen billion dollars in investment has already started the building of The Big Move. There are number of major projects completed or currently in construction that will transform how our region moves.

The Union Pearson Express will cut the journey between the airport and downtown to a quick 25 minutes. GO Transit is expanding, with major infrastructure projects like the Union Station Revitalization and the Georgetown South Project creating new capacity to meet rapidly growing customer demand, and help make the GO Train an even more convenient travel option for you and your family.

New rapid transit is being built across the region. Currently under construction is an 18 kilometre eastwest busway that will run across the City of Mississauga, as well as vivaNext, a network of bus rapidways in York Region. Züm express buses have been introduced in Brampton, and Pulse express buses will soon

launch in Durham. Toronto light rail transit (LRT) projects are already underway.

These are just some of the over 200 projects currently in progress across the GTHA. Significant gains are being made; but it is clear that more is needed.

Next wave The Big Move’s proposed next wave projects will continue Metrolinx’s transformation of the region’s transportation system by expanding the regional transit network and providing resources for local transit, roads, walking and cycling, and more.

The next wave is worth $34 billion. It is a significant investment and from it the economic benefits of construction will be enormous, creating between 800,000 and 900,000 new jobs, and growing Ontario’s economy by $110 to $130 billion by 2031.

Metrolinx is tasked with providing advice to the Ontario Minister of Transportation and the heads of the councils of municipalities in the GTHA on an investment strategy, including proposals for revenue

generating tools that may be used by the province or the municipalities to support the implementation of the transportation plan for the regional transportation area. This is advice is due to be delivered by June 1, 2013.

Emotions should be taken out of traffic signal debates: Kelly MIKE ADLER madler@insidetoronto.com Toronto councillors are fighting to install new traffic signals in their wards for emotional reasons they may regret later, Scarborough Community Council heard this week.

Some councillors at the meeting questioned whether such decisions should even be theirs to make.

“I regret that traffic lights are adjudicated at the community council level,” said Norm Kelly, a ScarboroughAgincourt councillor who argued the city spends millions on unnecessary lights because colleagues treat the approvals as “courtesy votes” which follow the wishes of local councillors.

It’s a bad practice, and the money could be invested in parks, trees or social programs instead, said Kelly.

Sparking the discussion Tuesday was a three-way intersection, McLevin Avenue and Malvern Street, where city transportation staff studied pedestrians crossing and said traffic signals weren’t justified.

They also found the Malvern intersection east of Markham Road wasn’t right for a crosswalk or a pedestrian refuge island.

Ra y m o n d C h o, b r i s tling a bit and arguing he doesn’t spend money in his ward to look good, said he wasn’t asking for signals, just another study, since the measurements were taken in 2011 and traffic in the area is worsening.

“I keep getting complaints all the time,” he said.

The city supports installing signals where an intersection has a certain volume of traffic, there are long delays for people crossing, or there

is a demonstrated danger of collisions with cars and pedestrians.

McLevin and Malvern did not meet any of those tests, called warrants.

Still, it’s not uncommon for councillors, including those in Scarborough, to reverse staff recommendations at community council on such studies, putting intersections on a waiting list for lights, which typically cost $150,000.

Signals worth $350,000 at intersections which “don’t even come close” to meeting the warrants got final approval at Toronto Council last week, said Mike Del Grande, who added he doesn’t know why the city should bother with tests when decisions seem based on emotion.

Councillors are challenged when the city’s experts disagree with residents about an intersection, said Michelle Berardinetti, suggesting her

An outdoor rink in winter, the pool has been by the side of Scarborough Civic Centre since the building opened in 1973.

Last year, though, budget cuts removed the pool’s lifeguards. The City of Toronto’s parks department said the feature had to close because children can’t be left unsupervised in more than six inches of water.

The wading pool, a perennial scene of “frenzy and joy and fun,” is eight inches deep and lowering the level to six inches didn’t work because pumps couldn’t circulate the water well enough, Scarborough Centre Councillor Glenn De Baeremaeker said this week.

At his urging, Scarborough

colleagues should not fear to explain how traffic studies work. “Otherwise, we’re going to have a traffic light at every intersection.”

A death at an intersection is an emotional issue, said Scarborough Southwest Councillor Gary Crawford, who following such an accident in his ward had a set of signals installed two years ago.

Since then, Crawford said, he’s heard from residents who don’t like the lights and argue they create a hazard.

“Sometimes we shouldn’t have delegated authority,” said Crawford.

Councillors received the report on McLevin and Malvern, but asked the transportation department for a new study.

Community Council passed a motion asking the department to “ensure” children could frolic there again by June.

“It’s a four-decade-old tradition in Scarborough and one we should maintain,” said De Baeremaeker, adding thousands of condominiumdwelling families living near the Scarborough Civic Centre can consider the water feature their “summer pool.”

Another councillor, Norm Kelly, said keeping the pool dry “runs counter to the character of Scarborough.”

Kelly said he was caught at Toronto Council last week praising the wading pool without realizing it had been closed. Councillors at the Tuesday, meeting didn’t explicitly tell the department to restore the lifeguards or lower the water level, but Kelly suggested risk is unavoidable in life and waders would use common sense.

Giant pandas to spend five years at Toronto Zoo

Aerial spraying to deal with gypsy moths on Tam O’Shanter Golf Course >>>from page 1 “They’re starting to hatch right now.”

Gypsy moth caterpillars, which start off tiny, are big eaters. By July, the mature caterpillars are grey with bumps, coarse black hairs and rows of red and blue dots. They particularly like oak and birch but can strip the leaves off a wide range of tree species.

The city last used helicopters to spray caterpillars during the previous population upswing of the

moths in 2007 and 2008. As with the current infestation, most of the heavily infested areas were in Etobicoke.

It’s thought a mild winter in 2011 led to an unexpected surge, and Tam O’Shanter was put on a list of 11 places to be sprayed from the air with a bacterium called Bacillus thuringiensis subspecies kurstaki (Btk), which remains active for one to four days.

In other places, city employees have been spraying from the

ground, removing egg masses by hand or injecting a small number of trees with TreeAzin, the same pesticide used to protect certain high-value ash trees from another invasive insect, the emerald ashborer beetle.

Vitols said the aerial sprayings, done between 5 and 7:30 a.m. by a double-engine helicopter flying 15 to 30 metres above the highest branches, can be done quickly, though police may block Kennedy for a few minutes as a precaution.

Residents are promised 48 hours of notice before sprayings, which Vitols said will occur in fair weather with low winds.

The city says Btk, a “naturally occuring bacterium found on dead or decaying matter in the soil,” has no known effects on mammals, birds or insects other than caterpillars.

“It has to be injested (eaten), but you have to be a caterpillar for it to be harmful,” said Vitols.

In a release, however, the city said residents who don’t want to be

exposed to Btk should stay indoors during and immediately after spraying, and suggests they can cover patio furniture and play areas, or hose them off afterwards.

Vitols said people who spot egg masses on city-owned street or park trees can call 311 to arrange an inspection.

Tom Mulcair, who says he will fight the next federal election campaign “on a theme of sustainable development,” has called a Scarborough recycling plant a symbol of what that development must be.

“You’re in the middle of one of the most forwardlooking companies you’ll find anywhere in North America, and indeed in the world,” Canada’s Opposition Leader said at the headquarters of Electronics Recycling Services after touring its plant yesterday, with Toronto New Democrat MPs. Though some buildings in east-end industrial parks stand empty, Mulcair, who heads the federal NDP, said the fast-growing company’s success and the strength of its research are “testimony that people understand in today’s economy, you can invest in green jobs and get an incredible result.”

Mulcair was less complementary about Enbridge, the company that has proposed reversing the flow and increasing the capacity of Line 9, a pipeline north of Finch Avenue carrying oil across Toronto.

“Enbridge has a horrible track record. They’re a very irresponsible company,” said Mulcair in a press conference after the tour, reminding reporters an official on

the National Transportation Safety Board called the corporation “Keystone Cops” for how Enbridge handled a major oil spill into Michigan’s Kalamazoo River in 2010.

Mulcair said he isn’t against reversing the westward flow of Line 9 in order to carry diluted bitumen from the West to Montreal, adding it should mean more jobs in Canada and more royalties for the oil-producing provinces.

But bitumen may corrode the pipe faster than the crude it now carries, and the proposal, he argued, “is not going to be the object of a serious, complete and credible environmental assessment process, because the Conservatives are gutting environmental legislation.”

The NDP leader charged Prime Minister Stephen Harper is doing an “intellectual moonwalk” when it comes to regulating the environment. “He pretends to be advancing on these issues while signalling to his base, the Reform Party, that he’s actually backing out.”

Mulcair, who said his party believes Canada should reduce its energy consumption and that “coming to grips with global warming includes taking into account our carbon footprint,” praised the City of Toronto’s “tower renewal” program, designed to retrofit aging social housing and pay for itself through

the resulting energy efficiencies.

Toronto’s declaration in February that it is a “sanctuary city” which does not ask or report its residents’ immigration status should be the model for other Canadian cities, he added.

“If you have a child in Grade 5, are you going to remove that child from school because the parent’s papers are still the object of some discussion and debate at the administrative tribunal?

I would suggest the answer should be no, and that’s a simple question of humanity,” said Mulcair.

“It’s a big debate in my home province (Quebec) whether that child should be taken out of school for lack of funding. And I don’t think that’s a result that’s acceptable.”

The ERS plant near Kennedy Road was not far west of a Lawrence Avenue clinic for people without medical insurance, where volunteer staff have reported an overwhelming need for care due to federal cuts in coverage for refugee claimants.

Davenport MP Andrew Cash said Scarborough is not the only part of the city where health care workers are offering services for free to refugees and others falling through the system’s cracks.

Almost two-thirds of young Canadians (63 per cent) are looking to purchase their first home within the next two years, according to a recent RBC Home Ownership Poll. But these 18-34-yearolds have significant concerns about making the leap. Almost half of respondents (49 per cent) in this age group cited affordability as a reason they had not

P

aula, a petite redhead who grew up in Scarborough, had no experience as a cheerleader when she decided to try out for the Canadian Football League’s Toronto Argos cheerleading team.

“I have always wanted to be on that team,” Paula said. “My dad has had seasons’ tickets since I was a little girl and we would go and watch the game.

He would be watching the players and I would always be watching the dancers.”

With her optimism and ambition to back her up, the 23 year old said she decided to attend an open audition for the Argos cheerleading team in March. After two auditions and an interview, Paula was chosen for the team. (The Argos have a policy of not releasing the last names of the cheerleaders).

“I had no idea I was going to make it. I was just giving it a valiant effort,” Paula said.

Born in Chatham, ON., Paula grew up in Scarborough, attending the arts program at Wexford Collegiate, before moving

to Parkdale three years ago.

Paula goes to school full time, got married in August and is a mother to a twoand-a-half-year-old girl.

She is a dance major at York University, set to graduate with a bachelor of fine arts in October.

Although she didn’t cheer in high school or have any training, Paula, who studies ballet and modern dance, suspects it is her dance training that landed her on the team.

“You do do strikes and poses like regular cheerleading,” Paula said of the Argos cheerleading style. “But it is less flips and catches and lifts, it is definitely more of a dance style.”

There were roughly 150 girls at the first audition and unless you are a captain, you have to audition every year. Of those who tried out, 48 went on to an interview process followed by a second audition held at the Scarborough Town Centre. “It was open to the public and (Canadian rapper and record producer) Kardinal Offishall

was one of the judges,” she said. “And they choose 27 girls.”

Those 27 girls now practice twice a week and also participate in different events and activities in the community. “It is a lot of fun and all the girls are really great,” she said.

But the routines can be challenging, so Paula said she gets the material and then practices at home.

Although she has never taken the field with pompoms in hand, Paula said she is looking forward to it.

“It is going to be crazy to fulfill that dream I have had to actually be on the field in front of 30,000 people,” Paula said. “I think the Argos cheerleaders have made a really good name for themselves as well. It is something to be proud of to be on the team because the Argonauts are the No. 1 sports team in Toronto.

They dedicate the most time to community charity work.”

Paula will make her debut with the Argonaut cheerleaders on June 28 when Toronto plays Hamilton.

More legislative futility at city hall

O

n Monday, May 13, six members of Toronto council had a look at possible changes to the way they’re elected.

City clerk’s staff had come out with a range of ways to make the process more open, to make sure that as many residents as possible are enfranchised, to make the best choice for representing their needs and aspirations.

The committee would have none of it: all the recommendations, even one to help disabled people vote over the Internet, lost on a tie vote.

It was a depressingly familiar moment of legislative futility at city hall. The week previous, council had similarly failed, utterly, to present a coherent opinion on funding for the public transit expansion that Torontonians desperately need.

The transit asks are absurd practically, but useful politically.

david nickle the city York Centre Councillor James Pasternak joined council with the narrowest of electoral margins, and he did so in part on a pledge to see that subway connection built.

‘Scarborough’ subway Scarborough Centre Councillor Glenn De Baeremaeker was elected more handily in 2010, but has made a name for himself opposing Mayor Rob Ford’s “Scarborough” subway along Sheppard Avenue East. He and other councillors from Scarborough know full well that many of their constituents voted for Ford because of his subway promise. Opposing subway expansion entirely in Scarborough is going to hurt at least their victory margins, and could see

them out of a job.

The fact that both positions – the mayor’s and council’s – amount to little more than expensive and unproductive pandering is beside the point. Under the current electoral system, pandering is the most effective weapon in the campaign arsenal.

Would changing the electoral system resolve Toronto’s transit gridlock issues? By itself, it’s unlikely.

But the reality is that for a variety of reasons, Toronto council has descended to a level of braying, craven opportunism that if allowed to persist, will render it all but irrelevant in the lives of Torontonians.

It might make sense to see if there’s a way to have a government that reflects both the will and the needs of Toronto’s entire community. All the evidence suggests that the current system has not done so.

Smith to stay as TSH chair

After inquiries last week about his future, The Scarborough Hospital’s chairperson Stephen Smith has announced he is staying in the position for a third and final year.

The retired airline executive was appointed in 2011, and hospital bylaws say he can remain as chairperson until September 2014.

It was not clear until Tuesday, May 14, however, whether Smith intended to remain past this June as head of the hospital’s board of directors. He had been unavailable for comment.

On Tuesday, however, the hospital issued a statement confirming Smith would serve a third year, though one board member, Dr. Jagdish Butany, said he knew “Steve had been

considering stepping down at the end of his current (two-year) term.”

Butany added “having an experienced chair at the helm was essential during this time of change” and that he was delighted Smith was staying on.

The hospital has just taken on a new CEO, Robert Biron, and is undergoing a review of plans to see its two campuses specialize.

Another study that could see TSH merge or share more services with Rouge Valley Health System has been ordered completed by late September.

Hospital board members will be confirmed for the coming year at TSH’s Annual General Meeting on June 25.

Birch Cliff murder victim identified Toronto Police have released the name of a man stabbed to death in a Birch Cliff apartment on April 30, while local politicians say they have been assured the man’s death is not cause for alarm about community safety in the area.

Alan Clements, 58, was pronounced dead in a Kingston Road apartment below a variety store after police responded to a call about a stabbing at 3:26 a.m. Police said Clements’ next of kin had finally been notified of his death, but gave no other information about him.

A 23-year-old Toronto man, Kalib Dufty, is charged with second-degree murder in Clements’ death.

Last week, Gary Crawford, the local city councillor, said he met with commanding

officers of 41 Division and afterwards felt assured the killing was an isolated incident.

Cra w f o rd a d d e d h e still feels Birch Cliff “is an incredibly safe area” but he planned to talk with residents concerned about the incident this week, saying he will discuss with them the possible formation of a community safety group.

Scarborough Southwest MP Dan Harris, who like Crawford received calls and emails from people worried about the killing, also said he had spoken to police and will meet with 41 Division officers next week.

CHARGED IN ARMED ROBBERIES ◗TEENS

Police have arrested two teens and are looking for a third in connection with

two armed robberies in Scarborough.

Police said three suspects went to a food store near Kingston and Galloway roads April 26. One suspect pointed a pistol at the clerk, ripped a gold necklace off the victim’s neck and stole money from the cash register.

Police believe the same three suspects are responsible for an armed robbery at a gas station in the Old Kingston and Morrish roads area April 29.

“One of the accused put the clerk in a choke hold, forced him to the ground and repeatedly struck him about the head,” police alleged in a news release.

The suspects fled with cash.

On May 7, officers from 43 Division tried to stop a

vehicle with three occupants on a traffic matter. The vehicle sped away, struck a curb, sheering off a wheel, and slammed into a tree.

Two 17-year-old males were apprehended on scene, and a firearm was found in the vehicle.

The arrested males, who can’t be identified under the Youth Criminal Justice Act, have been charged with two counts of robbery while armed with a firearm, two counts of pointing a firearm, six counts of failing/ refusing to comply with the Youth Criminal Justice Act and four counts of possessing a firearm contrary to a prohibition order.

A third suspect is still being sought.

Before an Empire Club of Canada audience which included Metrolinx CEO Bruce McCuaig and TTC chair Karen Stintz, Andy Byford said the TTC should have larger mandate for service and said the transit commission could take on additional responsibilities - like the running of GO Transit.

“My strong message would be don’t split the TTC up,” said Byford, who is the CEO of the TTC. “If you’re going to do anything with the TTC do it all or nothing.”

After being asked if he sup-

ported Ontario Conservative leader Tim Hudak’s call for the province to oversee TTC’s subway operations, Byford instead offered his “radical” opinion the TTC should have increased responsibility – starting with the running of GO Transit currently operated

by Metrolinx.

AREA OF EXPERTISE “My personal view would be you get people to focus on their area of expertise,” said Byford following his prepared remarks to the Empire Club audience gathered at the Royal York Hotel in downtown Toronto.

“There is a bit of me that thinks what you could do is mandate Metrolinx to maintain its planning role and make a broader TTC also responsible for GO.” Byford said the province

would be better served directing Metrolinx to assume all transit planning and expansion in the region and leave service operation to the TTC. SEPARATE FUNCTIONS “You have two separate functions, one that is there to plan and one that obsesses about the detail of service delivery,” he said.

During his 30-minute

address, Byford outlined a corporate plan for the commission which he said would focus on areas the TTC has been historically deficient in, such as customer service.

Since he took control of the TTC’s day-to-day operations last year, Byford, a British expatriate who came from Sydney Australia to run the TTC, has repeatedly stated it is his desire to improve the TTC’s flagging reputation when it comes to customer service.

He said his first year on the job was about tackling the “basics”.

He said those basics included establishing a customer charter, naming group station managers, improving station cleanliness and setting transparent performance benchmarks.

The next step, said Byford, is to create a corporate “vision

statement” for the first time in the TTC’s history.

This vision statement will set the commission’s future priorities.

“Our new plan sets out in detail what the TTC must achieve between now and 2017,” he said.

STRATEGIC OBJECTIVES “It is built around seven strategic objectives the sum of which deliver our vision of a transit system that makes Toronto proud.”

He held up a draft of the document, which has not yet been released but will focus on “game changing” improvements to safety, customer service, employee performance, infrastructure management, expansion, financial stability and the TTC’s reputation, Byford said.

He also promised new TTC

employee uniforms which are now under design and will be ready by next year.

“There will be new trains, new buses, new streetcars, a smart card, a smart new uniform and smart people,” he said.

SCARBOROUGH LIGHT RAIL Byford also mentioned the Scarborough light rail transit line, making a joke about the controversial project at his boss Stintz’s expense.

“That is the current plan right?” he jokingly asked a smiling Stintz, who supports building a subway instead of an LRT line to replace the Scarborough RT.

Electoral reform proposals for city heading to council Possible changes include voting on weekends, Internet voting for those with disabilities DAVID NICKLE dnickle@insidetoronto.com Toronto voters may find themselves electing their councillors and mayor in a different way in future elections — but it will be up to Toronto Council to decide how those changes will go, after the city’s government management committee was unable to recommend a single reform.

The committee met Monday, May 13, to hear from the public and consider a number of ways to make the electoral system more democratic.

The city clerk’s department suggested a range of possible changes

and improvements.

Voting days could be moved to Saturdays or Sundays, to make it easier for workers to vote and permanent residents who currently have no voting franchise could be permitted to vote in municipal elections.

Internet voting for voters with disabilities was another option put forward, as was communications improvements to the city’s website.

The report also contemplates a ranked ballot system, where voters would choose their Top 3 choices for an office rather than just one.

The results would be tallied until one candidate had more than 50

Under the rules of procedure, that means that the matter goes to council next month without recommendation.

Social activist Dave Meslin of RaBIT (Ranked Ballot Initiative) said the vote just means the matter will go to council. Meslin said that he believes there are 23 councillors who’ll support proceeding with at least that and possibly other electoral initiatives.

Meslin said the process has worked well in other jurisdictions.

Meslin said he understood how councillors might oppose the idea.

“The truth is, the system we’re proposing gives more power to the voters to take power away from politicians,” said Meslin. “So there might be many reasons why politicians wouldn’t support this.”

Scarborough East Councillor Paul Ainslie, who chairs the committee, confirmed that the fight over electoral reform would be fought on the floor of council.

He said that having fought two elections, the reforms made sense — particularly enfranchising new Canadians who have permanent resident status but not full citizenship.

“If you’re a permanent resident you have a concern about good transit the state of libraries and emergency services, but when a politician looks at the voters list, there’s the clear distinction that these people have no votes,” said Ainslie.

“They can call my office and complain about it, but if you want to take a jaded view, why should I help them?”
