Trucking of sewage in Scarborough put on hold MIKE ADLER madler@insidetoronto.com The City of Toronto conceded last week it needs a study taking one year and costing up to $1 million to settle the question of what to do with solid waste from the Highland Creek sewage plant. Toronto Council had settled on a “beneficial use” solution for the sewage – trucking dried waste up to Hwy. 401 and sending it to landfills if necessary – as part of the city’s Biosolids Master Plan (BMP), and the decision was confirmed last year. Though popular in Scarborough communities to the west, trucking out the waste was unpopular in neighbourhoods nearest the plant, and with the neighbourhood liaison committee consulted during six years of study for the BMP. ENVIRONMENT MINISTRY “Several local community members” expressed their concerns to the city and Ontario’s environment ministry after council’s decision last May, and provincial approval for the BMP “has been delayed as a result,” said a staff report to the public works and infrastructure committee. The report concludes an environmental assessment is necessary to revisit the decision because the residents are expected to request the province order a higher level study to address what they consider outstanding issues in the BMP. Second man charged with Danzig murders MIKE ADLER madler@insidetoronto.com Toronto police announced yesterday afternoon that they have charged a second man, Nahom Tsegazab, with murder in the Danzig Street mass shooting. Shyanne Charles, 14, and Joshua Yasay, 23, were killed July 16 during a street party at the townhouse complex by Morningside and Lawrence avenues during what police say was

an exchange of gunfire between members of the Galloway Boys street gang and rivals from Malvern. Bullets fired at the party also wounded another 23 people. Days after the shooting, Nahom Tsegazab, 19, one of those wounded in the incident, was charged with reckless discharge of a firearm. At a news conference Thursday, police, who have identified Tsegazab as a Galloway Boy, said he had been arrested again and had appeared

Tamil community remembers civil war MIKE ADLER madler@insidetoronto.com Maaveerar Naal, annual practices honouring Tamil dead in Sri Lanka’s civil war continue in Scarborough, but there is some disagreement on how long the solemn remembrance period should last. Local ceremonies for the thousands of separatist Tamil “martyrs” were for years held during the week leading to Nov. 27, the day the first Tamil Tiger casualty, a Lieutenant Shankar, is said to have died in combat. The Liberation Tigers of Tamil Eelam were defeated as the decades-long war ended in 2009, but Maaveerar Naal remains. This year, however, the Tamil Youth Organization - Canada announced student groups had dedicated the entire month of November “as a month of purity and remembrance” in which they will “seek to protect and promote Tamil Identity” on their campuses. “The month of November is dedicated solely to remembering, commemorating and reflecting on the sacrifices of our fallen heroes,” said the statement, which was signed by 11 Tamil student groups including the University of Toronto Scarborough Tamil Students’ Association. “Therefore, we kindly ask all students, youth and community members to withhold from orga-

nizing and participating in events not associated with our martyrs as a symbol of respect for their sacrifice.” The Scarborough-based Canadian Tamil Congress issued its own statement late last month after the group “received numerous inquiries” about the issue. While acknowledging Maaveerar Naal is “an important time for most Tamils to remember and respect the lives perished in the civil war,” and stressing it was not endorsing any position on its length, the Congress voiced disagreement with an “attempt by certain individuals or organizations to mark the entire calendar month of November as ‘Maaveerar month’ - thereby unilaterally declaring it as a month where activities that involve entertainment and leisure (are) frowned upon.” “This is something new that has come up only now with no historical reference or relevance,” the statement said, adding the Congress “remains concerned that these views should not be forced upon the community nor should these views be used to intimidate others into following certain beliefs.” People can decide to observe Maaveerar Naal for a full month and to avoid entertainment or leisure activities, “but in a free and fair society, you cannot force something onto others,” David Poopalapillai, CTC national spokesperson, added this week.

MP Chow seeks stronger witness protection program ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Toronto MP Olivia Chow is calling on the federal government to strengthen the witness protection program after police last week announced murder charges against a man in the Danzig shooting case and appealed for more witnesses to come forward. Chow, the NDP MP for the downtown riding of Trinity-Spadina, said police forces across Canada have been demanding an expanded federal witness program for several years. “There’s a provincial witness protection program but if it’s a federal prosecution like drug-related murders...the RCMP runs a program but

they charge full cost recovery. It’s very expensive,” Chow said. “The local police have been saying since 2007 that it would be great if the federal government can come on side and have an agreement with the local police forces and make sure that it’s not so expensive.” The RCMP witness protection program assessed 108 people but took in just 30 at a cost of $9.1 million in the 2011-2012 fiscal year. Only four of the protectees accepted came from other law enforcement agencies. Toronto police spokesman Mark Pugash said the force is “exploring ways” to improve services offered to witnesses. “We are very mindful of the con-

cerns that some people have for not coming forward, and we’re trying to do whatever we can to improve and increase the services that we can offer to witnesses to reassure them so that they can come forward with confidence.” Police use a variety of approaches when protecting witnesses. “It might be going to a different school, living in a different area,” Pugash said. “It doesn’t always require what most people assume to be witness protection, but assessments are made on what is most appropriate under the circumstances.” Liberal MP John McKay (Scarborough-Guildwood) said changes to criminal procedures

could also help protect witnesses. “Within 35 days of the case, the crown has to disclose their entire witness list and then the trial doesn’t necessarily happen for six months or a year or two, so for all of that period of time, the potential witness lives in the community, presumably beside or near or at least known to the accused,” McKay said. “Either the time period (should be) shortened or you could have an exemption from disclosure, disclose in a non-identifying fashion.” McKay, in whose riding Danzig Street is located, said the “chief problem” with the witness protection program is that “not everyone wants to go to Saskatchewan to live for the rest of their lives.”

It’s time for teachers and the province to get along

Show riders what TTC fare hike pays for I

t should come as no surprise the Toronto Transit Commission approved a five-cent increase on tokens, to $2.65, in the new year. A fare increase should be expected, if Torontonians want the public transit system they deserve. That said, with last year’s increase of 10 cents, this week’s five-cent increase, and a our view warning from TTC chair Karen Stintz that riders should expect Riders bearing the same kind of inflationary hike in 2014, Torontonians should start to raise an eyebrow brunt of transit or two. With ridership projected costs in city to grow by 25 million rides to 528 million in 2014, there are plenty of transit-riding Torontonians who should pipe up with their concerns – and hopefully some ideas. An increase in fares makes sense, but should come with a focus on building and improving public transit. Raise rates, hold to current spending, and direct all revenues from those increased rates toward a specific infrastructure improvement. The 2013 increase will raise $18 million, which will close a $10-million gap in the TTC operating budget – a budget the TTC approved on Wednesday. However, if the TTC were to raise fares by 10 cents, that would bring in approximately $36 million – a drop in the bucket for anything the TTC needs to do, especially when it takes $1 billion per kilometre to build a subway. But it’s a start. Imagine a one-year increase of 50 cents or a flat transportation tax across the board for a set time. Raising billions would be easier. This does not cure all the TTC’s woes, but it might help bring Toronto one station closer to a better subway system. With an operating budget that was to remain flat next year at approximately $411 million, Stintz said the TTC will ask the city manager for a subsidy increase for 2014. Will the TTC then reduce rates? Not likely. They will only increase those rates as inflationary pressures continue. The TTC’s public consultations of a few years ago should be an ongoing process, not just one that comes up when the TTC needs to raise its profile, deflect criticism, or improve its image. The TTC must learn from its users. Whatever your mode of transportation, it’s obvious public transit is a concern. All manner of revenuegenerating ideas have been suggested, but only fares are hiked. If this is the only option, make sure those paying the fares know where the money is going and for what. Toronto Community News is a division of Metroland Media Group Ltd. To the editor: I am 10 years old and in Grade 5. I love sports and participate in many extracurricular activities in my school, and this teachers’ conflict is hitting kids like a ton of bricks. It came out of nowhere. They didn’t ask us what we wanted. Did they think this wouldn’t affect us? All kids in schools are affected by this horrible mess. It’s a disgrace to children and parents. Our education doesn’t only occur in the classrooms. It takes place on the playing fields, in the gymnasiums, on the diamonds and in so many other locations that extra-curricular activities takes students. We need teachers back. It’s not their needs, it’s ours. How it gets done is up to the province and the unions. We learn to get along in the classrooms, and the province and teachers should, too. Kayla Herrington

My festive cup has not runneth over this year

t was an absolutely gorgeous Saturday so I went for a longer morning run than I normally do to take advantage, and after I was done I made a pit stop at The Perpetually Trendy Upscale Coffee Establishment in my neighbourhood. I’ve always thought that handle was a rather wordy choice for the well-known franchise but seeing as how it is typically standing room only inside and outside the place every morning, the company obviously knows what it’s doing. Anyhow, when my coffee cup arrived it didn’t have the usual unmistakable trademark design. I did a double take. Actually, it was more like a quintuple take. Canadian figure skating sensation Patrick Chan seated nearby gave me a high five and what he thought was a

toonie that fell out of my pocket during my quadruple routine and rolled under his table. Truth to be told, it was one of the brand new threenies. A toonie doesn’t go very far in The Perpetually Trendy Upscale Coffee Establishment. But back to matter at hand. I mean, IN hand, the unfamiliar cup. It was red with wintry images all over it. I didn’t recognize it without my reading coffee cup glasses that I didn’t have with me because I don’t need them for jogging. Establishment uses to celebrate the holidays. The only holiday at this time of year is U.S. Thanksgiving. Shouldn’t there have been a turkey on it? I asked. She said she was referring to the holidays at the end of next month. It was Nov. 17, felt like April 17 and I was wearing a T-shirt and shorts. I was thinking about today, not days six weeks from now. So I ran home as fast as my little legs could carry me put on my reading coffee cup glasses, which are also handy for perusing words in the dictionary, and I looked up the word “festive.” Maybe it didn’t mean what I thought it meant all these years. The words “merry” and “joyous” appeared. That’s what I thought it meant. So I glanced back at the cup. It didn’t make me feel merry or joyous about holidays a

month-and-a-half away. On Sunday, I headed downtown to catch the Santa Claus Parade. That lifted my spirits, so afterwards I dropped into The Perpetually Trendy Upscale Coffee Establishment in that neighbourhood and this time I brought my reading coffee cup glasses AND dictionary to help me get with the program. But again, all I saw was a cup that still looked terribly out of place. Oh well, you can’t fight festive cups in midNovember. A 19-year-old Scarborough swimmer has won gold at an international competition in Italy. After a long year of fundraising to be able to make the trip to compete internationally, Nicole Flynn won top honours at the sixth international DSISO (Down Syndrome International Swimming Organization) Swimming Championships held recently in Loano, Italy. With a Canadian flag signed by her teammates on her shoulders, Flynn received her medal as the Canadian flag was raised and O Canada played. Flynn has been swimming synchro in Canada for years and has won more than 50 gold medals in competition, but this was her first time on the international stage. Still, going into Italy, she was confident she would do well. Marta Cantero of Italy was favoured by many to win and local news reports were shocked when she ended up with the silver on home soil. Both Flynn and Cantero received identical marks for overall impression. However, Flynn was awarded .667 higher in execution for the win with a total of 64.3 to Cantero’s 63.6. Flynn is also competing in speed swimming competitions at the DSISO Championships. Right after competing her synchro solo, she swam the 4x50 metre relay on the Canadian team, where they placed seventh in the world.

Scarborough high school teams at OFSAA championships The high school fall sports season has almost wrapped up with the Ontario Federation of School Athletic Associations (OFSAA) provincial championship tournaments now underway in both boys volleyball and girls basketball. And Scarborough high schools are represented at the top 4A level in both sports – Pope John Paul Catholic Secondary competing in girls basketball in London and Dr. Norman Bethune Collegiate competing in boys volleyball in Hamilton. Pope John Paul is ninth ranked of the 16 teams and they’re followed by the other two Toronto teams, Eastern Commerce Collegiate and Northern Secondary, ranked 10th and 11th respectively. In boys volleyball, Bethune is ranked 13th of the 16 teams with the other Toronto teams also being lowly ranked – St. Michael’s College at 12th and Michael Power/St. Joseph at 15th. Bethune won last week’s Toronto District School Board ( TDSB) 4A championship game 3-0 over North York’s William Lyon Mackenzie. Condo proposal for Knob Hill A non-profit company wants to build a condominium tower behind three existing Danforth Road rental highrises in a deal – it says – will benefit highrise tenants and the surrounding area. Options for Homes took a zoning amendment application to Scarborough Community Council this month, asking for land to be severed at the rear of 1340, 1350 and 1360 Danforth Rd., identical buildings north of Eglinton Avenue. The company would build an 18-storey, 277-unit condominium tower at the property’s western edge, beside Knob Hill Park, and create a private drive and walkway to Danforth Road. The existing 15-storey highrises will remain, but a total of 14 new rental units would be created on their ground floors as part of the proposal. A convenience store, unused pool and

change rooms and a place of worship would be converted to apartments under the plan, but a party room and a gym for residents of the rental buildings would also be created. Added tenants on the ground floors “will increase security on site,” Jessica Speziale, the company’s marketing coordinator, said in a message last week.Options for Homes sells its condo units at cost, and Speziale said “our intent is to add cost-effective ownership buildings into several apartment neighbourhoods thus adding the positive energy of homeowners to these areas.” The company said all condo units in its Danforth Road tower will be classified as affordable housing and almost half will have two bedrooms. This week, Glenn De Baeremaeker, the local councillor said he would host a community meeting on the proposal, probably in January or February.

Voter cards sent for byelection Voter cards are being mailed to residents eligible to choose a new trustee in the Toronto Catholic District School Board byelection next month, the City of Toronto said this week. Ten candidates are vying for the post in TCDSB Ward 8, which includes much of northern and eastern Scarborough. Completed in 2009, the BMP had recommended replacing Highland Creek’s multiple hearth incineration system, which is now four decades old, with more modern fluidized bed incinerators. Instead, council chose a plan that will remove the incinerators and sell whatever percentage of the treated biosolids it can, building a truck loading facility at the plant to contain odours.

Incineration option Scarborough East Councillor Ron Moeser supported the incineration option and called the latest turn of events a “real conundrum.” “The province thinks it’s a flawed process (leading to the decision). Council thinks it did the right thing,” said Moeser, adding he thinks council made a mistake. “There’s something wrong when we get into a bind like this.” Three local community associations asked the ministry to order a higher-level study through what is called a Part II Order request, and are happy with this development, Moeser said. “That obviously worked.”

This week, Kate Jordan, a ministry spokesperson, said ministry staff reviewed the BMP, and since council “did not vote in favour of the preferred alternative identified in the BMP for biosolids management at Highland (Creek), a new environmental assessment will be completed to assess the future of biosolids at the facility.” In the meantime, because the new study hasn’t started, residents requesting a bump-up have been told their requests are premature, she said. City staff have estimated the study should take nine to 12 months to complete and cost between $500,000 to $1 million, suggesting the higher figures may be needed to deal with Part II Order requests. Provincial changes Moeser said that a request for proposals was automatically triggered by the committee’s vote last week to receive the report. The province requires a change to either fluidized bed incinerators or beneficial use by 2020, when new emissions requirements take effect. However, since the aging plant incinerators continue to pollute air in the meantime, surrounding communities won’t benefit from the latest delay, Moeser said.

They won’t be ready to ride until 2014, but the TTC recently gave residents a sneak peek at the first of the new sleek modern light rail vehicles to replace the city’s aging streetcar fleet. Representatives from all three levels of government were on hand at the TTC’s Hillcrest complex to tour the new streetcar. The new low-floor Bombardier LRVs will be 25 feet longer than their articulated predecessors, allowing for 68 more passengers. The interior of the vehicle will contain no steps, allowing riders with mobility issues to board with ease according to a fact sheet provided by the TTC. The new vehicles, which have a top speed of 70 kilometres per hour, are fully air-conditioned and provide space for bicycles as well as designated areas for wheelchairs and mobility scooters. TTC spokesperson Brad Ross said the new streetcars will run on the Presto fare system. Each vehicle will have Presto card readers riders can tap, as well as two automated ticket dispensers that will issue receipts that double as transfers. Ross said the vehicle will be on the streets in 2013, but only for testing purposes. If all goes well, the new vehicles could be in service in early 2014.

Flaherty at board of trade: sticking with the plan DAVID NICKLE dnickle@insidetoronto.com The plan, according to Canada’s Minister of Finance Jim Flaherty, “is to stick to our plan.” Flaherty made the blunt staythe-course promise at a luncheon with the Toronto Board of Trade in a downtown hotel yesterday in a speech sketching out both the state of the economy and the federal Conservative government’s plans for the country’s financial future for the remainder of the term of office. “We will not engage in large new spending schemes, we will not engage in spending that will increase deficits,” Flaherty told the crowd. “The pressure to spend more is always there; I get many cards

and letters at this time of year... many with interesting proposals for spending tax dollars. Many projects are good ideas but we have to keep our eye on the ball.”

economic policies so far have been effective. He pointed out that Canada has recovered “all of the economic output lost during the recession,” and also increased employment beyond the losses from the 2008-2009 downturn. He said that employment has increased since July 2009 by more than 820,000 jobs – 390,000 over its pre-recession high. “This is a volatile and uncertain global environment and the government is completely focussed on the economy, the creation of jobs and the creation of economic growth,” he said. While she wrote that the process provides reasonable services to recipients given resources and demand, she agreed the information provided to recipients seemed tailored to discourage anything but promptly paying a ticket. “The information that appears on the parking infraction notice downplays the trial option and gives no indication that tickets are

in some cases cancellable without attendance in court,” she wrote. The city does have guidelines that explain how tickets can be cancelled. But they’re not accessible to the general public, wrote Crean. She noted the city has made an effort to improve the dispute system. She recommended five measures to improve service: • Expand and clarify the information on challenging a ticket that’s on the infraction notice, the city website and parking tag offices;

• Expand the use of telephone, email and fax for dealing with ticket issues where an in-person appearance isn’t needed; • Require staff at parking tag offices to identify and help recipients whose ticket cancellation might not require a court appearance; • Look at initiatives that would reduce court appearances. • Ask the Attorney General to refer the issue of creating an administrative penalty to the Court of Appeal for a final ruling.
