That’s what Audrey and Ted Shea say when asked how they’ve managed to remain married for 70 years. “We had ups and downs just like everybody else,” says Audrey now 89 years old, the only difference is they stuck it out. The couple met in the early 1940s in the Toronto community of Riverdale. Audrey was just 16 years old and Ted was 18, working at a local grocery store as a delivery boy. He would bring groceries to Audrey’s mother’s home every Friday. “I just thought she was such a pretty girl,” says 91-year-old Ted, who admits Audrey had a lot of admirers at the time; he wasn’t sure if he was even on her radar. “She had a lot of boys after her in those days. She had all the guys.” But as fate would have it, they both ended up attending the same young people’s dance club put on by the YMCA at Broadview Avenue and Gerard Street, but with different people. Development proposals are emerging for the future Sheppard East light-rail route, and this week a Scarborough councillor argued one condominium plan might not be big enough. Scarborough Community Council approved a first report Tuesday for 371 condo units at 3445 Sheppard Ave. E., where a builder proposes 10 and 11-storey midrise towers, ground-floor retail and 42 stacked townhouses to the rear of what is now a car dealership. The development, which would need a zoning amendment, is the first to test the Sheppard-Warden “avenue” study Toronto Council approved last year. Reviewed by local residents and businesses over two years, the study ( www.toronto.ca/ planning/sheppard_east.htm) was meant to revitalize an 800metre stretch of Sheppard around the Warden intersection, with new parkettes, streets and buildings up to 11 storeys tall. we have our bylaws to protect us,” Helen Morton told the public meeting, adding the proposal is more suited for Toronto’s “inner city” than its suburbs. The development will be an eyesore and become a “ghetto,” said Angela Sheridan, one of several WRCA directors who spoke against it. “Don’t pollute our neighbourhood.” Residents said the development would congest local roads, its 65 parking spots were inadequate, basements would flood because the property is marshy and approving a zoning change to allow residences on the land was a bad precedent and threatened property values. Brown, like the city staff, dismissed these arguments, at one point saying - over jeers - the project’s projected contribution to traffic on Island was “extremely modest and minor,” even at peak times. The mixed-use commercial property is not “inside the
community” and was zoned by Pickering as if it were in a different area; otherwise, there would be no supermarket across the street from it today, Brown said. Fernie House Brown was challenged, however, by representatives of Fernie House, who charged the application treats their open custody detention centre, designated a rehabilitation home for boys since 1976, as if it were invisible. Executive Director Patrick Reber said the non-profit group recently bought its two-storey home from the province for almost $1 million, intending “to build a modern facility for the next 50 years.” Though its relations with West Rouge residents are good, Reber said detention centres aren’t popular and a high number of residents next door means a “high concentration of concern.”
Another Fernie House location was “turfed” from Rosebank Road in Pickering because of such concerns, Reber told the meeting, arguing the townhouse residents would “most definitely” create pressure to close the Island Road centre, sending its teenage charges, who are from the Scarborough area, somewhere else. “It’s exactly what happened at the Rosebank Centre,” he said, explaining the province could withdraw funds from Fernie House unless it agreed to a move. “It’s kind of like a financial gun to our head.” Reber didn’t mention in his remarks Fernie House in Pickering was home to children in care of the Children’s Aid Society for 11 years before it quietly began acting as open-custody detention centre for teenagers in July 2011. The youth offender program was put “on hiatus” a few weeks after residents discovered the change. Brown said the developer
had no concerns about Fernie House. Neither did Banar Pasha, who said he operates a business near West Rouge, wanted to find a right-sized home there and liked the look of the townhouse development. “I ask this friendly community to be open-minded,” he said. “This area does lack a certain size of homes that would be suitable for a person like me.” S c a r b o r o u g h C e n t re Councillor De Baeremaeker asked Pasha whether he would want to shut Fernie House down if, after he moved in, “one of the young boys next door insulted your wife.” Fernie House said they want their youth to be part of the community, Pasha responded. Moeser and WRCA President Tom Jones said they want to talk to the developer about proposing a commercial business for the property instead, though Brown
said successful businesses generate more traffic than residences do. Before the 6-0 vote (four councillors did not attend the evening session of Scarborough Community Council), Scarborough-Rouge River Councillor Chin Lee suggested the association faces a difficult fight at the OMB and should hire a planner. Gary Crawford, another councillor, said West Rouge had changed somewhat in the past 40 years and more development was coming. Crawford asked the residents whether the townhouses were really so bad, speculating the OMB may approve something they will like even less. Moeser, though, insisted he could not ignore the community’s wishes or make decisions based on what the appeal board might do. – with files from the Pickering News Advertiser

The neighbours don’t want townhouses at 17 Island Rd., and that includes people who run a youth detention centre next door. Facing such opposition, including residents brought in on school buses by the West Rouge Community Association, Scarborough councillors on Tuesday, Sept. 10, refused to allow 50 threestorey stacked townhouses on the vacant triangle of land near Port Union Road. But some who voted to satisfy the community also warned their decision could backfire at the Ontario Municipal Board, where Adam Brown, a lawyer representing the developer, said the matter was “absolutely” going to go. He noted the city’s own planning staff had reported the proposal, which Brown repeatedly called modest, was appropriate and posed no outstanding problems. “We would look at higher densities for this site” at an OMB hearing, added Brown, who earlier mentioned the applicant’s first idea for the property was a seven-storey retirement home. Local councillor Ron Moeser and several of the West Rouge residents who filled the Scarborough Community Council Chamber, however, said three-storey townhouses simply don’t belong in the neighbourhood of bungalows and two-storey houses on large lots. A small community hemmed in by Hwy. 401, Lake Ontario and the Rouge River, West Rouge was once part of Pickering. “We’re a different community and that’s why

usinesses in Toronto – big and small – help make our city the economic force it is. They create jobs, they pay taxes and they provide services and create products we need. We’d suggest there’s another goal local businesses should make a top priority: to give back to the community they serve. Business owners and their employees are part of our neighbourhoods just as much as anyone else – in fact, they hold a position of influence that should be used to set an example by spreading goodwill. In recent editions we’ve helped share the stories of some businesses already leading the way. Or form a company team and pitch in on a Habitat for Humanity build. This can be a win for everyone, but also a teambuilding exercise and a way to instill pride in the company and confidence in its mandate. Even adding a charity element to a new office opening or anniversary can make a difference. Province shows might in subway decision
N
ow that most of the key players have switched positions, and we found out that the impossible can be done, Scarborough residents have the luxury of an alternative, fully funded, rapid transit extension from Kennedy station. With any luck, one of them, a subway or light rapid transit, will get built. Last week, the province announced that it had designed a subway extension from Kennedy station, using the current Scarborough Rapid Transit route, and ending at Scarborough Town Centre. Since the province is willing to re-allocate budgets, the subway extension is fully funded, as was the illfated Light Rapid Transit option. This is good news, right? Up to a point. First and foremost, it demonstrates what polls show: among those likely to vote in Scarborough, subways are popular. This
david soknacki beyond the headlines is a different proposition than building a system based on cost, service or need. Secondly, it proves that the province is in charge. Despite a premier who touts conversations and consultations, the announcement says very clearly that the Queen’s Park is prepared to do what it takes to get action on critical matters, especially when seats in the legislature are at stake. Third, it shines a sharp light on problems at council and the TTC. Toronto’s transit commissioners and its many staff could have implemented the same proposal with the same funds years ago. They flipped. They flopped. They dithered. They decided nothing could be achieved with the funds available.
It took the provincial transit agency to show what could be done. These three factors have put a very different dynamic into transit planning. Although details of the proposal require city approval, it is obvious that the province will not tolerate a veto from the municipality. TTC staff, its commissioners and council have the choice of either finding a face-saving solution to approve the new plan, or to sink into irrelevance. Once the squabbling subsides and construction begins, it will be useful to reflect on our new world of building transit. Over at the TTC offices and Toronto City Hall there must be servers and bookshelves full of meaningless plans. But as well, there are two lines that either are being built, or are likely to be under construction. The difference lies in the need for provincial

involvement. As council proved by its inability to raise additional taxes for transit, councillors prefer pushing transit investment to Queen’s Park rather than facing taxpayers. In turn, the province’s consideration turns not on a project’s technical justification, but from a calculation of political advantage. It’s how we are building the Spadina subway extension and the basis for the Scarborough extension. While it isn’t the best way to create rapid transit, it beats doing nothing at all.

Positive response for Pan-Am Path plan MIKE ADLER madler@insidetoronto.com The idea of a single path connecting Rexdale to Port Union, and stretching across Toronto in time for the 2015 Pan-American Games, has drawn a strong positive response from city artists and neighbourhood groups. More than 250 said they want to be part of the Pan Am Path, a project funded by the city this summer, by the Aug. 31 deadline for expressions of interest, the project’s lead curator Devon Ostrom said last week. The next step is selecting 16 to 20 artists or organizations to take a lead role in each neighbourhood along the path, each of which will work with others in producing festivals, temporary exhibits or permanent art along the route. Ostrom’s group, Friends of the Pan Am Path, was particularly interested in finding “artists with ties to South and Central America, (and) the
Caribbean,” the countries of the games, as well as highlighting Toronto communities along the way. “Right now, we’re focusing on making the whole trail come alive,” said Ostrom, adding one of the project’s primary aims is “making sure the games are felt across the city.” Running through hydro fields and parks in 21 city wards, the path will be marked by new signs and digital applications, its cultural displays and activities paid for through private and public sponsorships Ostrom said the group is negotiating. Most of the route (which will actually start from the edge of Brampton almost 85 kilometres, by the city’s count, from its eastern terminus at the Rouge Marsh) already exists in fair or good condition, but Toronto Council in July approved $2 million to handle repairs and build sections of trail required to complete the path. The city’s plans, however,
do not call for the path to be finished in time for the games. About nine per cent of the Pan Am Path in 2015 will follow “temporary on-road routing” rather than the proposed future trail. This is the case in connecting the East Don River Trail in Flemingdon Park to the Gatineau Hydro Corridor east of Victoria Park Avenue in Scarborough, a section which the city says needs a license agreement with Hydro One and is “not programmed until 2016” to meet the East Don Trail connection. Different problems delay a section within Lower Highland Creek in Scarborough where trails through Morningside Park can face erosion and major floods. While saying it’s unfortunate the trail won’t be finished before the games, Scarborough Southwest Councillor Gary Crawford said it will still be an important and symbolic legacy for Toronto.

“The path in many ways brings the city together,” said Crawford, a visual artist who has supported the project at council. The path has enthusiastic support from Scarborough’s newest MPP, Mitzie Hunter. Ostrom said the idea came from the DiverCity Fellows, a group within the Greater Toronto CivicAction Alliance who thought the path could join Toronto’s downtown and inner surburbs and spread the benefits of the games. Days before she stepped aside as CEO of CivicAction to run for office in ScarboroughGuildwood, Hunter asked the city to approve funds and other support for the project, saying it would “unlock the potential of neighbourhoods along the trail.” She predicted the path will be a canvass for those neighbourhoods and a “hallmark” the city can promote to tourists.

Good journalism essential G
iven the hearings, trials and appeals that Mayor Rob Ford has gone through over the past three years, it’s hard to imagine a lower-stakes game than the Ontario Press Council hearings that took place Monday. If the Globe and Mail and Toronto Star are found to have behaved unethically in pursuing stories about the mayor and his brother Doug, they’ll have to publish the scolding decisions in full. No one’s talking about throwing them out of their newspaper boxes. But wouldn’t you know it? Out of the second half of the hearing came one of the most cogent – and dispiriting – statements of the health of our body politic to come along in years. Specifically, it came from complainant Connie Harrison, who objected to the Globe and Mail’s story alleging Doug Ford once ran a hashish distribution business in central Etobicoke. She, however, demands

more than the Globe has been able to provide, being as none of the sources who spoke about the alleged Ford hashish business were willing to be identified. Assurances from editors and reporters that the sources had been vetted, and their fears of the consequences of revealing their names were real, didn’t wash with Harrison. The Globe should have betrayed its sources, submitted its reporter’s notes to a third party, or failing that, simply ask for its reporter’s resignation. Bottom line: whatever credibility the Globe had managed to earn over the decades reporting and publishing the news of the day didn’t count to her. By reporting as much of the story that it thought it could without squaring the circle with unwillingly named sources, the Globe and Mail did only harm to the city. The mayor and his brother take pains to paint their critics in the media as partisan liars, whose freedomof-information requests are signs of impertinence rather than diligence. Is that narrative taking hold? Not overall, hopefully. The accountability provided by good journalism is, as was stated by both Globe editor John Stackhouse and earlier in the day by Toronto Star editor-in-chief Michael Cooke, essential to the functioning of a healthy democracy. It’s also fragile. Reporters and editors cannot compel testimony or proceed with criminal charges if they believe they’re warranted. They can’t use wiretaps. They can’t enter premises. They cannot, always, deliver 100 per cent of an important story as fast as their readers might wish. With all its imperfections, however, good reporting sheds light on matters that the public should know about, and that’s a vital function.

Suspect wearing hockey sweater with own name on it arrested Police have arrested a man after he allegedly committed an indecent act while wearing a Toronto Maple Leafs jersey with his name on it. Police were called to the Kennedy subway station for an indecent exposure at 1:35 p.m. on Sept. 3. Police allege a man “brushed up against” a group of females standing on the bus platform, sat down at a bench behind them and committed an indecent act. “The man subsequently approached a second group of females and brushed himself against them,” police alleged in a news release. Tunnelling for Spadina subway extension nears completion RAHUL GUPTA rgupta@insidetoronto.com Tunnel construction for the 8.6 kilometre Toronto-York Spadina Subway Extension (TYSSE) is nearing completion, the TTC said this week. Around 85 per cent of subway tunnel excavation and construction is already done for the project which travels north from Downsview station to Vaughan. Around two kilometres of tunnel work remains between Hwy. 407 and Hwy. 7 and is scheduled for completion by the end of 2013 – a major milestone for the $2.6-billion transit plan according to TTC planning manager Joanna Kerwin. “In terms of the whole project, we’re past the 50 per cent mark,” said Kerwin during a media tour organized by the TTC, which included a serpentine section of completed subway tunnel between the construction site for Downsview Park station

and the intersection of St. Regis Crescent and Keele Street. Downsview Park station, located near the intersection of Sheppard Avenue West and Chesswood Drive, is one of six planned subway stops for
the extension travelling north from the Yonge-UniversitySpadina line’s current terminus. The other planned stations are Finch West, Pioneer Village, York University, Hwy. 407 and Vaughan
Metropolitan Centre. Tu n n e l l i n g o f t h e Downsview Park section was performed by 430-tonne tunnel borer machines, nicknamed Torkie and Yorie, 50 feet below the surface and under four industrial build-
ings which were kept in operation while the work took place, said Kerwin. “Just keep in mind that above you are four industrial buildings we tunnelled under,” she said. With the tunnel complete, rail track installation has commenced between Sheppard and Finch. This will be followed by installation of communications and automatic train control system (ATC). The TTC has already begun installing the ATC system through the YUS line which is expected to increase service efficiency and increase subway capacity by 30 per cent. At the Downsview Park site, safety manager George Brathwaite said work crews of between 35 to 40 members were laying around 60 feet of track per day, which involves clamping and welding two sections of track which are then moved and “clipped” into place via rail tie supports. The process, he said, could
be dangerous, and workers are constantly listening for a humming vibration indicating a piece of track is moving. “When we hear the rail singing you know it’s moving and that’s when you have to be extra careful,” said Brathwaite of third party contractor Herzog Delta who is in charge of training workers for safety. “It’s like spaghetti when it starts moving, heavy but flexible and that’s what makes it dangerous.” With little space to maneuver construction machinery, Brathwaite said his prime concern was making sure no accidents take place. The project had been halted 2011 after a fatal accident at different construction site at York University, which led to a workplace investigation and delayed the scheduled completion of the TYSSE to 2016.

hanges to the Temporary Foreign Worker program in Canada, which slaps on fees for some visiting international musicians is endangering the local live music industry, according to local promoters and politicians. New regulations mean any venue where music is not the primary business must pay a $275 application fee per musician and crew member when it applies for a Labour Market Opinion (LMO) to allow them to perform and work at the venue. An additional $150 work permit must also be paid per musician and crew member. For the Small World Music Festival, which provides opportunities for Canadian performers at various stages of career development by presenting their work alongside recognized international artists, it could mean the show will have to be cancelled. A charitable organization, Small World Music, which is run out of Liberty Village, has presented close to 400 events since 1997. The 12th annual Small World Music Festival launches Sept. 26 and runs until Oct. 6 at venues across Toronto. Along side local artists, the festival features internationally renowned musicians performing genres including Balkan, calypso, Afro-Colombian jazz, funk, Mexican rock and more. But many of those artists are now subject to the fee, making the series of shows not financially feasible, said Parkdale resident Kayla McGee, who is an administrator for the Small World Music Society. “We have 40 international artists,” she said. “And (the government) is not accepting the LMO exemption for our festival.” Of the seven international acts, four have received an exemption because the venue they are playing in is exempt. Previously taxpayers were paying the entire processing cost.” It has long been the case that booking agents, promoters, and venue owners are required to obtain an LMO to hire international artists to perform in bars and restaurants in Canada.

Toronto man, 80, dies of West Nile Virus An 80-year-old man is the first Toronto resident to die this year of West Nile Virus, according to the city’s public health department. The man died within the last two weeks, but it took time to confirm the cause of death, the department said in a statement. The unit did not identify
where in Toronto the man lived or where he was infected with the virus, which is passed to humans by mosquitoes. The man is one of two confirmed human cases of the virus is 2013, public health said. That is down significantly from last year, when there were 94 human cases and
one death. The number of cases has fluctuated significantly from year to year, according to public health figures. For example, the worst year for the virus in Toronto was 2002, when there were 163 cases and 10 deaths. The best year was 2009 when there were no cases.
Award for blog wRVHS Tough talk gained some acclaim for Rouge Valley Health System, whose hospital blog won an international award recently. The hospital received its 2013 APEX Award for Publication Excellence for articles on its blog (http://
rvhsblog.blogspot.ca/) written last year by CEO Rik Ganderton and David Brazeau, RVHS director of public affairs. The posts, mainly by Ganderton himself, set out a view the province’s Action Plan for Health means big changes for health care and the role of Ontario hospitals.
Ganderton, whose hospital is studying a merger with The Scarborough Hospital, argued such changes are necessary and overdue, warning readers that mergers “will clearly be on the table.”

Tamil community walk helps rehab hospital Thousands are expected to walk from Scarborough’s Thomson Memorial Park this Sunday as Toronto’s Tamil community raises funds for Holland Bloorview Kids Rehabilitation Hospital. The annual five-kilometre Canadian Tamil Congress walkathon, which also features a barbecue and games for children and adults, starts at 9 a.m. in the Brimley Road
park. This year, it will benefit Canada’s largest pediatric rehabilitation hospital for children with disabilities, on Kilgour Road in North York. “Autism and disabilities among children are important issues that lack much-needed awareness in our community,” Christine Seevaratnam, co-chairperson for the Scarborough-based

when it asked that the province build a subway to replace the aging Scarborough RT line, back in July. Murray’s plan, which would cost $1.4 billion, would follow the route of the existing RT line. Initially, Murray said it would have just two stops — at Lawrence Avenue and the Scarborough Town Centre — but later said that there could be more stops, pending among other things Toronto and the federal government’s willingness to add their own funding. On Tuesday, Metrolinx — the provincial body tasked with implementing transit infrastructure in the GTA — endorsed Murray’s plan. But Stintz and Ford said that the council-endorsed plan, which would require $1.8 billion from the province, was still
TTC Chair Karen Stintz and Mayor Rob Ford made it clear yesterday that they are continuing to support the more expensive, council-approved alignment of the Scarborough subway, as opposed to Ontario Transportation Minister Glen Murray’s plan to build a shorter line to the Scarborough Town Centre. “It’s not the council position and not what the TTC recommended,” Stintz told reporters, after having left a meeting with Ontario Premier Kathleen Wynne to talk about a a variety of transit issues including the Scarborough subway plan. Stintz told reporters that the plan advanced by Murray earlier this month won’t meet the standards that council set

Earlier Wednesday, Ford said that while he was “flexible,” he supported council’s plan for a subway. “(I prefer) the one council approved that goes to Sheppard, but if they want to pay for it all and give us the alternative... I’m flexible on both routes. But we should stick with what council approved,” he said. Stintz, however, said she hopes to continue negotiations up until the Sept. 30 deadline council set for finalizing its support for the subway plan. “We want to build the right service for Scarborough and this isn’t a subway — it’s an elevated two-stop route,” said Stintz. Civic employees set United Way fundraising target City of Toronto employees are aiming to raise more than a song for the United Way Toronto this year. City workers kicked off the 2013 $1.1 million campaign with a singing competition Tuesday morning in Nathan Phillips Square. Representatives between five municipal sector organizations – the city, Toronto Hydro, Toronto Community
Housing, Toronto Police Service and the Toronto Transit Commission – squared off in the singing competition over the lunch hour. The winner was Donald Eta from Toronto Hydro. Councillors critical of staff vacancies linked to savings Toronto’s budget surplus of $57 million will likely grow to $100 million by the end of 2013, but in the meantime, the city’s management is struggling to fill 2,500 city staff vacancies that some councillors say is affecting front-line services. The vacancies are highest in planning, public health and information technology positions but are across the board, a result of ongoing cost-saving efforts by the city. So far, the city has saved $38 million in its various departments and agencies by leaving vacancies unfilled. Couples have ‘to work it out’ say marriage veterans >>>from page 1 delivery boy by the name of George who was her age and Ted ended up going with Audrey’s lifelong friend Margaret. “She loved to dance. Ted loves to dance. He still loves to dance. So they were a great pair,” said Audrey. But after a few nights at the Y, Audrey and Ted hit it off and would always get the other
kids to start dancing. “So we used to jitterbug all over the place,” said Audrey. Shortly after Ted joined the army and after two years of dating they wed. She was 19 years old at the time and he was 21 when they said their vows on Sept. 11, 1943 at St. Anne’s church off of Gerrard Street. When Ted returned from
service in the Second World War, they were able to start their lives together. Audrey worked at the University of Toronto’s Faculty of Dentistry and Ted was a logistics manager for Snap on Tools. The couple celebrated their 70th anniversary at the Scarborough Golf Club last night with the whole family, including their 10
grandchildren and six great grandchildren. But just two years ago, her family wasn’t sure she’d make it to see her 70th wedding anniversary. “She got shingles in the eye and it went to the brain. She had encephalitis,” said their daughter Caroline Oliver. But Audrey recovered and bounced back from the virus that left her with a hole in

her memory about that time in her life and blind in one eye. The couple moved to Providence Healthcare at St. Clair and Warden avenues just two months ago. ‘Quest for subways’ in Scarborough >>>from page 1 Warden intersection, given what he called “our community quest for subways” in Scarborough. The Scarborough Centre councillor, who has lately thrown his support behind a Bloor-Danforth subway extension to Scarborough Town Centre, asked whether the proposed towers would be tall enough to provide enough transit riders 20 years from now, “when there is a subway, if the mayor has his way.” De Baeremaeker voted against Mayor Rob Ford and most of his Scarborough colleagues at council when he chose to back the light-rail line instead of a plan to extend the Sheppard subway to the Scarborough Town Centre. An LRT surface line east of Don Mills Station, once scheduled for completion in 2013, will likely take until 2020 to build, but was approved again. While the 3445 Sheppard
Ave. E. development was being discussed, though, De Baeremaeker said he voted against a Sheppard subway extension because none of the city’s planners “ever said to me a subway was justified” given the projected growth and densities along Sheppard. Questioned by De Baeremaeker, Ray David, the city’s community planning director, said there was no particular standard of density that justified a subway. The councillor, despite warnings from David, insisted that response was proof a Sheppard subway could be justified. “That changes the game for many people today in our council,” said De Baeremaeker. The report passed and Scarborough-Agincourt Councillor Norm Kelly said the condo proposal could be tweaked after a community meeting to discuss it this fall.
Metrolinx makes support for provincial plan clear RAHUL GUPTA rgupta@insidetoronto.com Metrolinx has come out in support of a recent provincial proposal to build a subway extension along the Scarborough RT corridor. The provincial transit planning agency had remained silent following last week’s surprise announcement by the province of a $1.4 billion eastern extension of the Bloor-Danforth subway line. No Metrolinx officials were in attendance on Sept. 4 when Ontario Transportation Minister Glen Murray announced the plan to reporters in a parking lot at the Scarborough Town Centre. But at the Tuesday, Sept. 10, Metrolinx board meeting, chair Rob Prichard insisted the agency responsible for building a series of light rail
transit lines to be operated by the TTC, favours building a subway extension from Kennedy station, instead of an LRT, with stops at Lawrence Avenue East and Scarborough Town Centre. “A subway along the SRT corridor offers for us a possibility of a better solution at a lower cost serving more people and generating more jobs and economic growth than any other alignment,” said Prichard during the public portion of the meeting. “On i t s s u r f a c e t h a t makes it the better option to pursue.” Prichard said Metrolinx, at the request of Murray, conducted a six-week “preliminary” feasibility study (LINK: http://www. metrolinx.com/en/docs/ pdf/20130910_Scarborough_ Subway_Feasibility_Study.
pdf ) on using the SRT for an elevated and at grade subway route which would represent rapid transit expansion in Toronto for generations. The study, which was posted by Metrolinx following the board meeting concludes building the route is “technically feasible” though some issues need further examination. Prichard said the transit agency would continue to do its “due-diligence” on the plan, which is fully-funded by an existing provincial commitment to the now-cancelled Scarborough LRT line. Around $85 million in cancellation fees for the LRT plan would be assumed by the city as well as any costs associated with altering a deal with Bombarder to build light rail vehicles. Another concern is getting a provincial environmental assessment approved
for the plan. While an EA was approved for the seven-stop LRT, the change in technology would necessitate a new round of approvals. The subway plan is a truncated version of a previous route approved by city council, supported by both Stintz and Mayor Rob Ford, which would build three stops between Kennedy and the intersection of McCowan Road and Sheppard, at cost of nearly $3 billion to be paid for by all three levels of government. The status of that plan is in question while a Sept. 30 deadline looms to secure funding.

For Yael Padawer, teaching English as a second language (ESL) is more than just helping students improve their English language skills. It’s about impacting social change. Padawer described her experience as a Toronto District School Board ESL teacher at the Canadian Centre for Victims of Torture (CCVT) in an
essay she wrote called “Language that Matters.” The essay was recently awarded the grand prize in the Instructor Division of the annual ESL contest organized by TESL Ontario (Teachers of English as a Second Language). “I was really excited. I was crazy excited,” said Padawer, when she heard that she had won. The Winona Drive and St. Clair Avenue area resident has been teaching English to adults at CCVT’s

Scarborough location for the past three years where her students are largely refugees from foreign countries. “I’m working with a population that’s basically lost everything. Their homes are gone, their careers are gone, their lives are gone,” Padawer said. “I’m always moved by hearing about their experiences. It’s almost impossible teaching a population like this without feeling you want

a better world.” In her essay, which was selected from 49 submissions from ESL instructors throughout the province, Padawer noted the difficulties many of her students face learning English in their new home country. “There’s a whole slew of things interrupting their week,” said Padawer, noting that classes are held four days a week for three hours each day in the morning. Some of those interruptions
include meetings with immigration lawyers, occasional jobs, sick children, and medical appointments. Later Padawer continued, “Learning English is the tool to not only forge a life here, but to access knowledge and question the social constructs in our world; to seek a more fair and just world. That is social change.”

NOTICE OF APPLICATION Subject: Pension Plan for the Salaried Employees of Manson Insulation Inc. (the “Plan”) (Ontario Registration No. 0933499) To: All members of the Plan and any other individuals entitled to benefits under the Plan in respect of such members From: 3205410 Canada Inc. (formerly known as Manson Insulation Inc.) The Plan was partially terminated effective December 8, 1995 as a result of the Company’s plant closure in Toronto (the “Partial Termination”). The Partial Termination report updating the funding position of the Plan as at March 31, 2013 indicated that the portion of the surplus in respect of the members affected by the Partial Termination (the “Partial Termination Members”) was $392,000 (the “Surplus”).
