Ontario's new Anti-Racism Directorate is hosting a meeting to hear the public's ideas on what the province should do about "systemic racism" in institutions it governs or regulates. When the directorate was created in February, the Liberal government said it would help "address and prevent" racism in policy, laws, programs and services. Public meetings – including next Wednesday at the Chinese Cultural Centre of Greater Toronto – were presented as a chance to comment on the goals of the directorate and learn more about what it does. The first of the meetings was downtown in July. The Oct. 5 meeting, from 7 to 10 p.m. at the centre on Progress Avenue east of Markham Road, is the last one scheduled in the city. The government admits racism "continues to create barriers" for residents of Ontario – including, for example, in the province's justice and child welfare systems, where indigenous and black people are over-represented – and says it wants to "promote fair practices and policies that lead to racial equity."

Toronto’s downtown arts organizations used to stay downtown, and never branched out to places like Scarborough. But after the Rob Ford era – when grumbling in the suburbs about “downtown elites” disturbed the city’s politics – that changed. Suddenly, festivals and arts institutions whose works never left the core are seeking chances to branch out to Etobicoke, Scarborough and North York. “They’re recognizing there is an audience there, and they’re thinking of ways to bring their art there,” Sasha Kovacs, program director at Scarborough Arts, said this week. But it’s time to talk about how these downtown groups should approach the suburbs, said Kovacs, whose organization and its Bluffs Gallery got offers in the past year from the Luminato Festival, the Tarragon Theatre, and others. “We don’t want people to just parachute in,” she said. eople visiting John Spanos’ barbershop receive not only a haircut, but also comedy, social commentary and even political advice. “It would always be a fun place to come,” said cabinet minister and Scarborough Centre MPP Brad Duguid, a customer since he was in Grade 6. “He (Spanos) became what I would call a bit of a neighbourhood icon.” The Scarborough barber is giving up his scissors after 46 years in business at 1907 Ellesmere Rd. “John has now been cutting hair in my family for three generations: my father, myself and my son,” Duguid said. “When John closes up shop at the end of the month, this neighbourhood is going to lose an important part of what has, in many ways, been part of our heart and soul here and a gathering place for generations.” Spanos greets customers with his joke of the day and chats about world events. “He has an opinion on everything,” said customer Gary Glaze, noting Spanos is “probably the most welcoming, sociable character I’ve ever met.” Duguid said his haircuts would also be an opportunity to get the “unvarnished truth” about what people are feeling in the community. “Every time I’m sitting in this chair, he gives me political advice, and sometimes I take it and sometimes I don’t,” Duguid added. “It depends on how close the razor is,” Spanos quipped. “We used to have Mr. Dressup (from the children’s TV series),” Spanos said. “When the kids found out that he’s coming, they’d come over and sit on the mat over there.” Spanos is also known for his barbershop polls during provincial and federal election cam-
paigns. “The best kept secret in Canada is the fact you could get almost precise numbers by coming to John before an election after he does his count. He nails it,” Duguid said. In the last provincial election, Spanos’ poll was off by only two
percentage points on the popular vote. “It was a little bit off on the Conservatives (two points higher) because we have some older people coming here,” he said. Spanos has developed a loyal customer base over the years with clients coming from all across southern Ontario. “Yesterday I had one from Orillia,” Spanos said Friday. “He’s a retired police officer. He doesn’t have a lot of hair, but he doesn’t trust anybody else.” How does Spanos keep customers loyal? “I don’t have a secret,” he said. “You just perform a good job. I worry more about their haircuts than they do because I want them to come back.”
Police are looking into possible connections between two weekend stabbings, one fatal, near Scarborough Town Centre. At 9:22 p.m. Friday, police were called to the Scarborough Centre station bus platform (290 Borough Dr.) after 15-year-old Kareem Derr was stabbed in the chest during an altercation between two groups. Police said the wounded teen ran onto a bus where he collapsed. He was taken to Sunnybrook hospital via an emergency run and was later pronounced dead. Derr is the city’s 52nd murder victim of the year. At about 8 p.m. Saturday, a 16-yearold boy was stabbed in the stomach at the YMCA on Town Centre Court as a nearby memorial for Derr was coming to an end. The building was briefly put into lockdown. The victim was conscious and breathing when taken to hospital. He is expected to survive. Police didn’t release descriptions of suspects in either incident. Toronto resident Patricia Allen has been coming to the Scarborough Town Centre since she was young and was shocked by the violence in the area over the weekend. “It’s horrible,” she said. “I feel terribly sad for the families and friends, and society in general. I feel like these things are happening more and more, and something has to be done.” Investigators are looking to see if the stabbings are related. Witnesses to Derr’s murder can call the homicide squad at 416-8087400. Anyone with information on the stabbing Saturday night is asked to call 43 Division at 416-808-4300. Toronto can take steps to stop youth violence

he message delivered at an anti-violence seminar for youth held in Toronto last week was “just think first”. Unfortunately, based on the past weekend, the message didn’t get through. A 15-year-old boy was killed after a stabbing on the bus platform of the Scarborough Centre SRT station Friday, Sept. 23. The stabbing was part of a fight between two groups of about 25 young people on the platform. The night after, a 17-year-old boy was injured in a stabbing at the YMCA located close to the station. Police aren’t saying if the incidents are connected. Either way, the toll this OuR ViEW violence takes on the families and friends of the victims, and our city as a whole, lasts forever. Specifically, it was aimed at residents who “by virtue of lifestyle and or lack of conflict resolution skills have a heightened propensity to resort to gun violence as a solution to a problem or challenge.” They could have inserted knife for gun in that statement as the end result is the same. One life lost and another ruined. The event was hosted by RISE Edutainment at a Scarborough community centre where young people gather. Randall Adjei, of RISE, said young people need to think more critically about the effects of violence. “It’s a deeply-rooted systemic issue,” he said. So how do we deal with that? Building hope for young people at risk of turning to violence by providing them with educational and employment opportunities is a start. That will make them more able and willing to stand up to violence, and not use it as a way to solve petty issues. As Adjei said, much of how we deal with violence is our reaction to it after the fact. Ways of preventing violence in the first place are far more valuable solutions.

Scuttled licensing plan is a gift for Toronto cyclists People who use their bicycles to commute may not all see it this way, but for many, the end of September means the end of prime bike commuting weather in Toronto. It’s going to get darker and colder and slipperier from here on out. At City Hall, councillors on the Public Works and Infrastructure Committee celebrated that end this week with two gifts to those cyclists: one, approving a plan to go ahead with separated bike lanes on Woodbine Avenue in the Beach community and, another, to kill a motion by Etobicoke Centre Councillor Stephen Holyday to look at a system for licensing cyclists. It was a good morning’s work. The separated lanes on Woodbine will be a boon to bike riders in the east end, making, as Jared Kolb of CycleToronto noted, a safe and separated route from near the edge of Scarborough to downtown Toronto. And that bicycle licens-
david nickle the city ing plan? Holyday’s brainchild was probably never going to go anywhere even if it had made it through the committee. In 1995, the former city of Toronto studied the idea and rejected it as costly and ineffective, and that rejection has been good enough for subsequent councils, who occasionally see attempts to get a report that says something different. The impetus for bike licensing – an idea that has caught on exactly nowhere – is usually presented as a measure to control joyriding cyclists: if you don’t get off that sidewalk, son, we’re going to take away your license. Blow through that stop sign will you? Better get a Presto card because that bike’s going nowhere. As Holyday notes, a Forum Research poll found that more than half
of its respondents wanted to see a bicycle licensing fee applied in Toronto. One would have to speculate as to why all those people wanted the fee in place, but it’s unlikely to be the same reasons that Holyday articulated in his motion and at committee: namely, to be able to gather data for future infrastructure planning, and to encourage more people to make use of a city datamining cycling phone app. It’s not entirely clear that these form the core of Holyday’s motivations, either. Earlier this year, the scion of former councillor Doug Holyday’s political dynasty named himself as the defender of the rights of the driver, and made certain to insist on a very fine-grained study of the separated bike lane pilot project on Bloor Street. Young Stephen doesn’t like to bring his father’s fire to the floor of council, but he does bring the old man’s automobile-centric
skepticism of two-wheeled transportation. This time, the committee was having none of it, and Holyday’s motion was deferred indefinitely. The fact is that council has already put its will behind bicycle transportation. It’s approved a 10-year cycling plan that is based on a great deal of study, consultation and data-gathering already conducted. There’s no need for a licensing system to gather more data, it’s unlikely that the licenses would generate enough revenue to pay for even a miniscule portion of the cost of providing bicycle infrastructure on roads, and police can enforce the Highway Traffic Act any time they see fit. Saying farewell to The Mirror, but not to Scarborough I have spent a lot of years in the journalism business – just over 31 of them. But now it’s time to say goodbye. For a good many of those years, I’ve been managing editor of The Scarborough Mirror, beginning in January of 2002. However, the timing is now right for me to step into an early and voluntary retirement from the newspaper business. And I leave with good memories. I’ve loved spending the last 14-plus years being editor of my local paper. I was born in Scarborough, went to school in Scarborough, and still live in Scarborough. As a kid I read The Mirror, would look to see if my name was in the sports agate in the 1970s if I was lucky enough to get an assist (or very rarely a goal) in West Hill minor hockey house league, and I’d read the column penned by the late Dick Singer (who I
alan shackleton editor’s note would later have the pleasure of working with). I’m proud The Mirror has been a strong voice for Scarborough’s rights and needs, and that I could be a part of that. We’ve battled hard against the stereotypes surrounding our community. Those who know me are aware I’m not one for making things about me. Yet, I guess now is a time I have to talk a bit about myself. I’ve been with Metroland for the past 27 years, starting in September 1989 with the Markham Economist & Sun. I was there for just over 10 years before moving to the Toronto division papers in late 1999. I started in journalism in the summer of 1985 as an intern at Metroland’s
Pickering News Advertiser and then also made stops in Stouffville and Timmins. Along the way, I’ve obviously seen huge changes in how news is produced and delivered. The second paper I worked at in Pickering (not a Metroland) had manual typewriters. What doesn’t change, though, is that news is about people – the people we report on and the people who do the reporting. And I’ve met some great people over the past three decades. They are just too numerous to mention and I don’t want to miss anyone by trying to list them. What I do want to do is say thanks to the many great journalists I’ve worked with over the years, and also to the many people and organizations working so hard to make Scarborough a better place.

Action needed on affordable housing Toronto Mayor John Tory is rallying together the mayors of other big Canadian cities such as Vancouver and Edmonton to speak specifically on the housing crisis. Like transit – forgive me if I’m cynical, I’ve waited on political promises to improve Scarborough transit my entire life – we’ve been hearing about the need for change for quite some time. That need is urgent. Change needs to happen now. The wait-list for subsidized housing in this city includes a whopping 170,000 plus people. It takes years for people to move up the list. For families waiting for units with three, four or five bedrooms, the prospects are grim. And let’s not forget the serious backlog of repairs needed within Toronto Community Housing, the city’s largest housing provider. This results in units being closed, not to mention a lot of headaches for the people living in these homes. Beyond that there is a
priya ramanujam MILLENNIAL MIND shortage of both rental and for-purchase options for those individuals and families who need more space than a high-rise unit may provide, but simply can’t afford the $700,000-plus price tag that comes with the average detached home in the GTA. Renting is also becoming increasingly challenging. That’s because the natural domino effect of soaring real estate prices results in higher rental fees. After the Pan Am Games came to town, the decision to turn some of the new buildings that served as the athletes’ living quarters into 253 below-market and rentgeared-to-income units was a step in the right direction. Albeit a small step, progress nonetheless. We need more tangible solutions like this. Take this tax that Scarborough Councillor Jim Karygiannis
wants to implement for foreign buyers of Toronto homes. I’m all for it if the tax money goes directly back into affordable housing, both for creating new units or improving existing ones. If the move to tax foreign buyers indeed did help cool the Vancouver market, then it may have a similar effect in Toronto. Thus, it would help make owning, or even renting, homes more feasible, particularly for those just leaving the nest – while simultaneously putting funds into the affordable housing pot. There is no one solution to a housing crisis that is affecting hundreds of thousands of Canadians. It’s going to take all three levels of government being creative and efficient. t’s the small things – buying underwear, for instance. There’s the boys department, and the girls. Which one do you pick when your child isn’t sure which gender fits? Mandy Klein made a big mistake when she picked a pack of undies for her teenager Micah from the girls’ section. Turns out, one pair was pink. Micah was so upset thinking about the girly pink pair donned that morning, her parents say, that by the end of day she’d cut the underwear into tiny pieces and tossed them in the trash. Randy and Mandy Klein are doing their best to treat their child’s gender identity with respect, but sometimes, the Newmarket family struggles with the day-to-day details. Micah, 16, came out as gay last year and several months ago, said they are gender fluid. Micah prefers “they and them,” dresses generically and considers themself male or female depending on the day, and sometimes the time of day. It’s all new territory for the Kleins as they navigate a minefield of language and lifestyle for their only child, who is also autistic. “I avoid using pronouns when I can,” Randy says. He uses Micah’s first name when he thinks of it, but it can get confusing and sometimes, emotional. “I tell her – them – ‘when you correct me…don’t yell. I understand you’re passionate about it, but I forget. It doesn’t mean I’m being disrespectful.’” The Kleins say they will stand by their child, wherever this journey takes them. “If it’s important to Micah, it’s important we fight for them,” Randy says. Micah is a smart kid, he adds, a member of the school’s LGBTQ club, not troubled with bullying. “They’re doing well. They’ll figure it out.” In the meantime, Mandy says gender-neutral departments in stores would make life easier. It could happen. Our changing approach to gender impacts more than just the English language. Other parts of society that have
something that fits. “Maybe it’s time for fashion to play a role in stripping away the divisions and offer us different ways to express gender.”

Hockey in Ontario now has new trans-inclusive rules, unveiled earlier this month thanks to Oshawa teenager Jesse Thompson. Thompson, born a girl, challenged the Ontario minor hockey league’s dressing room policies that prevented him from using the boys change room. His complaint to the Ontario Human Rights Tribunal led Ontario branches of Hockey Canada to post new policies allowing players to choose their dressing room based on whether they see themselves as male or female. Thompson and Ontario Human Rights chief commissioner Renu Mandhane hope it paves the way for other sports to follow suit.
COnSUMeR PROdUCtS From Entrepreneur Barbie to gender-free nursery decor, marketers are responding to the genderbending trend. International Spa Association Foundation has recognized men are visiting spas more than ever and shopping for cosmetics (although skin care for men still comes in mostly “manly” packaging). Target is phasing out genderbased signage and colours – the company’s website still directs buyers to gendered clothing sections, however – and Amazon.com removed its boy and girl options from their toy department search page. (On the Canadian site, the gender division remains.) This summer, following a petition by DadDoes.com, the Toy Industry Association announced it would drop its gender-based Toy of the Year awards. Gender is one of the Top 4 trends to impact the marketplace, research group Mintel says. “People are questioning traditional notions of gender, rejecting the restraints of stereotypes and embracing the freedom to be themselves.”
A Massachusetts mom was accosted by a stranger last month who said allowing her three-yearold son nicknamed “Roo” to wear a tutu was child abuse. Her impassioned Facebook response went viral: “Roo may not always want to dress this way, but we hope that he’ll remember that, when he did, he was loved,” she wrote.
Despite controversy over Ontario’s new sex-ed guidelines, school boards across the GTA, Simcoe County and Muskoka are addressing gender in a variety of ways such as teacher liaisons, professional development, symposiums or gender-neutral washrooms. “Labels and identities should only be self-selected by individuals, not assumed by others,” Toronto public school board’s 29-page guideline advises. “Biology does not imply identity. Nor do behaviour and expression alone.” Greater changes are seen in places like Sweden, where preschools specialize in gender-equal teaching, avoiding pronouns him and her altogether. Paul Woods, principal of inclusive school and community services with the York Region District School Board, believes the mental health strategy is clear. “We need to reduce the stigma and emphasize safety and accessibility for all.”

Fashion designers are promoting gender-free clothing, U.K. department store Selfridges has introduced a pop-up store, Agender, and Women’s Wear Daily calls “Going Gender-Neutral” one its top stories of the year. Ben Barry, professor at Ryerson’s school of fashion, applauds the trend. “Everyone has a masculine and feminine side ... Why should clothing fail to reflect that part of who we are?” In researching his book, Refashioning Masculinity, he discovered many men shop in the women’s section because they’re looking for a more playful esthetic or because they’re looking for

Two words: hip replacement I got my left hip done in 2013 and it went fairly well, so I thought I would go in for a matched set. Send all the metal detectors crazy at the airport. I also like to think of it as getting a whole new body one part at a time as needed. I’m going into the shop next week for the repair. Joint replacement is indeed increasing in popularity. The number of hospitalizations for hip replacement increased from 41,000 in 2009\2010 to 49,000 in 2013\14, a 20 per cent increase over five years. The numbers for knee replacements are similarly increasing. What does that mean? We are an aging population for sure and the technology and know-how is providing better quality of life for those of us who need it. A recent study indicated that hip replacement surgery in Canada is said to be the second in patient satisfaction, next to cataract surgery. A recent U.S.
john lyon LYON AROUND study also put it at No. 2 in patient satisfaction behind bypass surgery. No kidding you would get some relief from bypass surgery! I guess you would be satisfied. It begs the question what did you do if you needed hip replacement back in Little House on the Prairie days? The answer: nothing. You limped around in a massive amount of pain for the rest of your miserable life. Of course, you also got married at 13 and died in your 40s so I guess things have changed quite a bit since those days. I have heard people say, “Oh ya, it’s a piece of cake. My (uncle, aunt, next door neighbour, manicurist – fill in the blank) had it done and they were up walking the next day! No problem.” Clearly out of the mouth of
someone who has not had the surgery themselves. If you call shuffling one inch at a time with a walker while still attached to a catheter walking I guess it qualifies. I’d call it just plain painful to pee. I don’t say to people it’s a piece cake. Very painful, walker, crutches, then a cane for several months. I say I know what it feels like to be 90 and it ain’t so great. Have fun now while you can! I guess I’m really going to be Lyon Around for a while. Resting, recuperating, physiotherapy and plenty of bad movies on Netflix are in my immediate future. I think I’d rather have the cataract surgery. That seems like a piece of cake. Cyclist, pedestrian collisions under reported It seems the number of cycling and pedestrian collisions this year is much more than what has officially been reported. The Toronto Police Service regularly tweets collision information via @ TPSOperations, but according to urban planner Kyle Miller it’s only reporting 37 per cent of all incidents involving a pedestrian or a cyclist. He forecasts the real number of collisions to stand at a staggering 3,500 by year’s end. While it could be the unreported collisions aren’t of a serious nature, thus not meriting reporting, the numbers reaffirm there’s something seriously flawed with road safety in this city. Hopefully they offer some sobering food for thought for our elected officials. UBER SAFETY INITIATIVES ARRIVE wNEW
Uber Canada says it’s introduced new safety initiatives for its Toronto drivers. The ride-hailing company has added new fea-

The city finally appears to be getting serious on adding more charging stations for electric vehicles. The Public Works and Infrastructure Committee at Tuesday’s meeting voted to refer a report to city staff to seek immediate solutions for expanding the limited amount of charging stations in the city. observed, has the reputation of being environmentally progressive and yet lags far behind other cities when it comes to electric vehicle use. SURVEY IN PROGRESS wTRANSPORTATION
Got an opinion on transportation? You might be getting a call from the Ontario government one of these days. Every five years, the Ministry of Transportation conducts a survey collecting information about a household’s travel habits. The data is used, says the government, in future transportation planning. For 2016, invitations were randomly mailed out to participate in the survey either over the phone or online. Cold calls are also planned between September and December, specifically to households with no landlines listed as primary phone numbers.

To help get traffic moving at the 10 most congested intersections, or “hotspots”, the city is making a number of changes at these locations, some of which have already been implemented and some of which are to come. Tory said testing is underway for a type of smart technology that will automatically sense when traffic is heavy and would need to adjust signals, instead of relying on underground sensors, but it’s
currently in the “procurement” phase and will likely be implemented late this year or early 2017. “We’re not going to eliminate traffic in the city but we’re going to make it flow better,” he said, adding many of the initiatives will be completed at the end of 2017. The city’s congestion management plan was launched in January.

Kovacs said she wants groups such as those on the panel, when they go to the suburbs, to support the development of local artists and connect effectively with local audiences. So far, not every downtown venture into Scarborough has done that. In May, Luminato exhibited a photograph by Scott McFarland in the Bluffs Gallery’s front window, an image of Jean Arp’s Bust sylvestre, part of the Trove visual arts project. “Hardly anyone came to see it because there was hardly any outreach to our community,” Kovacs said. Other recent experiments were more successful: Tarragon performed the Donnelly Project in April behind the gallery with students from three local schools. Reel Asian staged Bollywood by the Bluffs in May, with screenings outdoors and in the galler y’s garage.
It takes energy and new strategies to connect with diverse audiences in Scarborough, said Kovacs. “You really have to think differently when you plan an event here.” Scarborough Councillor Paul Ainslie recently suggested Toronto’s Nuit Blanche try staging exhibits in Guild Park, a former arts colony in East Scarborough now undergoing a long-awaited rebirth, in 2017.

What started with curious people watching introduced Chinook salmon make their way upstream has become the Highland Creek Salmon Festival. It returns this Sunday with children’s activities, environmentally-friendly vendors, performances and guided nature-hikes, some of which are barrier-free. The creek, now heavily urbanized through most of Scarborough and prone to erosion after storms, once had a healthy population of
Atlantic salmon. The main entrance and parking for the park are off Morningside Avenue south of Ellesmere Road. Escaping sex trade’s ‘dangerous pit’ harder for girls in Canada illegally Mike Adler madler@insidetoronto.com Seeking to help women who had escaped from sex traffickers, Bibi Zaman posted notices at grocery stores in the middle of Scarborough. And over one year, 54 girls and young women – none older than 18 – walked down steps under an Eglinton Avenue East strip plaza to meet Zaman in the cramped offices of the Canadian Centre for Women’s Education and Development (CCWED). Thirteen of the girls were still only 15, though if you saw them you’d think they were 22 or 23, the non-profit group’s executive director said this week. Like Zaman, who came to Canada from Guyana, all of the sex trade survivors she met were immigrants, including 30 who were here illegally. For them, escaping was
Scarborough agency’s founder met 54 teen survivors in past year that much more difficult, she said, because worries about deportation and jail made it harder for them to seek help from what one survivor called “the dangerous pit”. “Because they didn’t have status, they couldn’t go to the police,” she said, and their lives after escaping from pimps were strings of whatever under-the-table jobs they could get. Zaman started her agency in 1991 as a volunteer working from a church at Eglinton and Kennedy Road. At Toronto’s George Brown College, she had been shocked to hear stories of domestic violence, rape, and family abuse from many of her classmates; an instructor inspired her to do something about it.
The flyers Zaman posted last year announcing her year-long program for sex trade survivors offered a safe haven. “They could talk, they could cry, they could say their stories without feeling ashamed of it. But at the same time, somebody’s listening, somebody would help.” They had come to Canada with family members, but often those families were fractured, and the girls witnessed or became the targets of physical or sexual abuse. “The girls run away from home – not that the parents want that, but they just leave because they couldn’t stand the violence,” Zaman said. “They venture out thinking they can make it on their
own, and then they fall into this trap,” a sweet-talking man who recruited them into the sex trade. They were naive, misled, and after a brief “honeymoon” when a girl is treated well by a pimp, the abuse started, and they lived as slaves. For some, Zaman said, the pattern repeated. They left one pimp, but went to another. Some acted as pimps themselves to recruit other girls. Despite all this, each of the survivors saw their chance to leave when the brutality of their lives became too much to take. Ontario announced a coordinated human trafficking strategy in June, a step advocates had waited years to see. CCWED’s work with the survivors, which included drug and mental health counselling, and information many had needed on how to get medical

care or return to school, was funded for a year by the Green Shield Canada Foundation. Zaman said governments in Canada still aren’t doing enough to rescue girls and women from pimps and help them rebuild their lives. Some of those she saw have gone back to parents in other cities, but many have banded together in small groups to share rooms and try babysit-
