City councillors say cash stores target the ’most vulnerable’ MIKE ADLER madler@insidetoronto.com Toronto councillors want the province to help the city restrict cash shops they see as predators in their neighbourhoods. But payday lenders warn proposed new rules and caps on charges will cause them to shut storefronts down, driving Torontonians desperate for cash to online lenders operating outside the law. "People who need it will go somewhere else," Tony Irwin, president of the Canadian Consumer Finance Association, which includes Money Mart and other payday lenders, predicted last week. If the brightly-coloured storefronts do close, their owners won’t get sympathy from Maria Augimeri, a North York councillor who has seen cash shops open in her ward as smaller bank branches shut down. She dismissed the argument that payday lenders offer necessary services for people who need cash. "It’s a lure. You don’t make ends meet through these payday loans. You get further into debt," said Augimeri. "Small, struggling communities don’t make for a successful bank, but they do make for a successful usuary shop." Paul Ainslie says people in his East Scarborough ward have gotten second payday loans to pay for the first, since interest and overdraft fees can add up to more than the loan itself. "They don’t understand what they’re being hit with," added Ainslie, who’d like to see cash shops in his area shut down.

Payday lenders tend to cluster in areas where people with low incomes or on social assistance need help making ends meet. There are several near the intersection of Morningside Avenue and Kingston Road in Scarborough. The City of Toronto has asked the province to tighten rules for payday lenders. With Bill 59, the Putting Consumers First Act, Ontario’s Liberal government is proposing extended repayment periods, more time between loans, more rules covering "unfair debt collection practices," and minimum distances between cash shops. On Jan. 1, the province reduced the maximum $21 payday lenders charged for a short-term $100-loan to $18. A $15-limit is proposed for next January. Irwin said Alberta imposed a $15 limit last August, and "virtually extinguished" the payday industry there, though he acknowledged "not a lot" of Alberta cash stores have closed yet. If rates go to $15 per $100, the Independent PayDay
Loan Association of Canada told the province, independent cash stores "will have to shut down entirely, or they will have to resort to lending a far higher per cent of net pay than the 50 per cent currently being offered by them." The group also argues unregulated online lenders - many operating from offshore and using search advertising to find customers in the U.S. - could scoop their business if it gets harder for Ontario consumers to reach regulated lenders. Many, however, think Bill 59 won’t go far enough. Jagmeet Singh, deputy leader and Consumer Affairs critic for Ontario’s New Democrats, says the legislation doesn’t cap an-
nual interest rates for payday loans or allow borrowers to pay them back using instalments, instead of the entire principal and interest at the same time. That practice, Singh said, "puts people already in difficult financial positions in a worse financial position." By allowing cash shops to get around rules keeping a lender from charging more than 60 per cent interest a year, Augimeri charges, the province is condoning "highway robbery." Should the storefront lenders vanish, however, opponents don’t believe the need for quick cash will disappear. Toronto ACORN, a group representing lowerincome residents, told the
province more than half its members need to use "high interest" lenders "because mainstream financial services have failed them." The federal government should force banks "to create an alternative to payday and instalment loans at low interest and with extended repayment terms," ACORN said. Singh said the province itself could help provide affordable credit or "micro financing," and raising its minimum wage would help relieve financial pressures for many. Frances Nunziata, a Toronto councillor who contends payday lenders in her Weston neighbourhood target "the most vulnerable" and are "almost like loan sharks" in inter-
est charged, represented the city at Bill 59 hearings last month. Toronto asked for an interest cap, and supported "microcredits" or other alternatives that can fill "the current credit gap." People on social assistance have a hard time not living beyond their means. For some, going to cash shops "becomes a bi-weekly or monthly act," said Ansley Dawson, financial empowerment superintendent with WoodGreen Community Services in East Toronto. Collection agencies "can be aggressive in appropriate ways" trying to recover such loans, creating "a lot of stress and mental duress for our clients," Dawson said. WoodGreen, through a free financial empowerment program (call 416-6456000, ext. 1330 or write to fe@woodgreen.org), helps people find out what their rights are, and to take steps on a long journey toward financial stability. Dawson said the agency works with clients of all ages and ability so they can meet basic needs. In 2012, the city introduced reloadable social services benefits cards which, for residents on social assistance, are meant to eliminate need for cheque-cashing services, a profitable sideline of the cash shops. On Jan. 31, Toronto Council approved a motion from Ainslie calling for public consultations on payday loans "to propose further changes if needed."

Let registered nurses prescribe medication We’ve almost all been there at one time or another. Your child has an earache or your parent in a longterm care facility has a bladder infection. Patients with these conditions can wait hours for treatment, sometimes at an already-busy hospital emergency department. Could authorizing nurses to prescribe drugs for non-complex conditions make the Ontario health-care system more efficient and effective? The Registered Nurses’ Association of Ontario (RNAO) thinks so, and the Ontario government agrees. This month, Metroland Media was the only Toronto media outlet to report the Ontario government is preparing to amend the Nursing Act to authorize registered nurses to prescribe certain drugs for non-complex conditions and to communicate a diagnosis. If approved, the changes would also authorize nurse practitioners to prescribe controlled substances. "Increased access to health care, improved outcomes and a better patient experience - all are direct results on investments we’ve made and hard work done by nurses and others," Ontario Health Minister Eric Hoskins said in a statement to Metroland Media Toronto. RNAO has been lobbying for years to expand the practice scope of Ontario’s 96,000 registered nurses. Registered nurses bring a wealth of knowledge gained from years of experience in front-line patient care, and for many, from ongoing continuing education. A 2012 RNAO report concluded the medical knowledge of registered nurses (who have a four-year degree), and nurse practitioners (who have a degree plus postgraduate education) has not been fully utilized. As RNAO CEO Doris Grinspun said,"Now registered nurses and nurse practitioners can become a huge solution to health care access issues, not only for people, but for complications and system ineffectiveness." In Britain, nurses have been prescribing medication for 15 years, Grinspun noted. Alberta and Manitoba is moving toward developing a prescribing role for registered nurses. It makes sense for Ontario to do the same. Registered nurses on social media asked if increased responsibility and liability will be accompanied by a pay raise. Some nurse practitioners argue, since they already prescribe, why not focus on their scope of practice first? Prescribing medication is a serious responsibility. The Ontario government’s move to amending the legislation must be met with the education required to protect patient and nurses alike. Allowing nurses to use their wealth of knowledge could be just the prescription needed to benefit patients and the Ontario health-care system.

An ALICE among Toronto’s payday lenders After nine years in Scarborough Village, Maranatha Auguste knows a lot of people who take payday loans, and she considers them "the best business ever." "It’s an addiction," says Auguste. "There’s people that go there every week." Friends and acquaintances returning to the cash shops - the bright red, yellow, or green storefronts now so common in Weston, Downsview and other parts of Toronto never get to use their own money. "By the time they get paid, they don’t have no money left," says Auguste. The province on Jan. 1 forced payday lenders to cut the maximum $21 interest they charged for a short-term $100-loan down

A few years ago, she took a payday loan. "I was not making enough hours. I couldn’t meet the bills." Auguste borrowed $300. The lender charged her $45 in fees, and she still had to pay back $360, but did. Auguste now prefers to use her credit card when short of funds, but says some people don’t even have that. The payday industry describes two customer personalities, the ALICE, or Asset Limited, Income Constrained, and Employed - in other words, the working poor - and the ARTI, Asset Rich, Temporarily Illiquid, who use the loans as "interim financing" for unexpected expenses. Auguste is an ALICE,
one of many. Her $11.25 minimum wage comes to $1,500 a month after taxes. Her husband, also working for an agency, gets $11.25 hourly at a food lab. "Our rent is already $1,200. What can we do to pay the rest of the (bills)?" she asks. For people offering you work, it’s a game, says Auguste. "While you work like a horse or a donkey," she adds, they’re happy to give you $11.25, "because the government says that’s what your work is worth." Supporters urged to help push for extension "one more time" and the University of Toronto Scarborough. Tory asked everyone there to email Toronto councillors ahead of the latest review of the extension by the TTC board on March 22 and council on March 28. The lack of a subway to Scarborough Town Centre "keeps us from feeling like a family," said Tory, acknowledging the project is costly, but predicting, 25 years from now, Torontonians will praise the "courage" and "steadfastness" behind it. He suggested, after multiple votes and debates since council decided in 2013 to scrap a light-rail line to the mall and beyond with a Bloor-Danforth extension, the coming subway debate should be the last. "I’m saying we just have to do it one more time," said Tory.

Toronto’s mayor on Monday, March 13 surrounded himself at Centennial Recreation Centre with allies he might need to stop a rising at City Council against the $3.35-billion project. He sat with five Scarborough councillors, two MPPs and three MPs. The meeting, hosted by ConnectScarborough, a campaign paid for by owners of Scarborough Town Centre, included Renew Scarborough, the Rotary-inspired grassroots group now partnered with it. The mayor continued to sell the six-kilometre subway as part of a "network plan" he announced last January, which includes SmartTrack GO Rail stations in Scarborough and also a 17-stop light-railtransit line, the Eglinton East. Rising subway costs have left that LRT, running from Kennedy Station to UTSC past two Centennial campuses and some of Scarborough’s poorest neighbourhoods, with almost no funds. Tory told the audience that won’t stop the line, an extension of the Crosstown LRT, from being built "as soon as possible," and possibly extended further north. Scarborough councillors Glenn De Baeremaeker and Neethan Shan, elected last month, said they hope federal and provincial money will take the

Kennedy P.S. ’icon’ retires after 50-year teaching career ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Dave Pollard has been a teacher since he was in elementary school. "I would take the children who were in the preceding grades and take them home with me and teach them the same lesson that my teachers had taught me," he said. After graduating high school, Pollard did a year of teacher training. Then, still a teen, he began teaching Grade 8. "In those days, you didn’t need a degree," said Pollard, noting he was just a few years older than his students. Pollard, 69, retired Friday, March 10 after a teaching career that spanned half a century, including three decades at Kennedy Public School on Elmfield Crescent in Scarborough. Pollard credits his grades 1, 2 and 3 teacher, Mrs. Walling, for inspiring him to be an educator. "I loved the way she taught. I loved the way she cared about children. I loved the way she nurtured me," he said. "I thought this is the lady I look up to and this is who I want to be." Pollard, in turn, has passed the passion for the profession onto his students. Jason Michailidis, a teacher at James S. Bell Junior Middle School in Etobicoke, was Pollard’s Grade 3 student at Kennedy P.S. in 1988. "He inspired me then," said Michailidis, who returned to Kennedy on Friday for Pollard’s retirement party. "His stories, his motivational tactics were very subtle but very effective and made me love being a student and love being in his class." After high school, Michailidis said, he wasn’t sure where he was going in life and had a chance encounter with Pollard while working at a restaurant. "He (Pollard) said come by my classroom, come check it out, and I did, and it changed my life. It made me become a teacher," he said. "He’s the number 1 reason why I am where I

many people here and to realize that I did make a difference." Vice-principal Lisa Teodosio called Pollard a Kennedy Public School "icon." "Very few educators can claim to have taught for half a century," she told students and staff. "Imagine the impact to the lives of students who were fortu-
nate enough to have called Mr. Pollard their teacher, their advocate, their caring adult. He exemplifies dedication, perseverance and heart." Principal Rhonda Cohen-Pierobon said Pollard "inspired students and teacher candidates to do well in every realm of life." "Your students experi-
enced something more profound than education. They gained inspiration, motivation, knowledge and the wisdom to make themselves count," she told the assembly. "And because you have given so much to so many, Kennedy graduates succeed not only as academics but as true role models to
their peers and citizens of the community." In an interview, CohenPierobon noted Pollard incorporates current events and his life adventures into his lessons. "Those stories come to life because of his experiences, not because they’re in the books that they read, so I think that’s what’s engaging," she said. "The world comes to life, and the classroom boundaries are extended." Pollard, a founding teacher at Kennedy, said he decided to retire following a recent health scare. However, he said he plans to continue working in education, in teacher training. "I’ve seen trends in education come and go," Pollard said when asked about teaching styles. "If you hold steadfast and true to a teaching strategy that you know works even though the rest of the world has abandoned it, if you sit still long enough, it’s going to come around again." But Pollard said the key is to have a balanced approach, using various teaching styles and strategies. He also stressed the importance of being adaptable. "When the horse you are riding drops dead, it’s time to dismount, and for many teachers, the problem is not recognizing a dead horse when they see it because some instructional strategies certainly lend themselves better to a certain situation," Pollard said. "You have to be open to a repertoire of teaching styles. You can’t lock yourself into one of them." Teacher Erika Csombok, who worked with Pollard for the past 13 years, described him as being "genuine with the kids." "Because he lets the kids in and see who he really is, the children can develop a relationship with him, and that’s where teaching starts," she said. "He’s just so comfortable being who he is and he’s comfortable in his own skin, and when you’re around somebody like that, it allows you to be who you are."

New highrise bylaw would get tough on bad landlords DAVID NICKLE dnickle@insidetoronto.com A new bylaw that would impose new rules and responsibilities on landlords - and stiff fines if they don’t follow along - will be going to Toronto Council later this month. Toronto’s Licensing and Standards Committee recommended approval of the proposed bylaw at its March 6 meeting. The bylaw came forward as an alternative to a proposed landlord licensing system - and it retains many of the requirements that system would have. Landlords in buildings of three storeys or more must register with the city and pay an annual fee. They must have a process in place to receive and track tenant complaints and have a clear waste management and cleaning plan. Regular inspections for pests become a must, and landlords will be responsible for taking action when pests are detected. Major system repairs must be done by licensed contractors. The bylaw will see fines of up to $100,000 for noncompliance. St. Paul’s Coun. Josh Matlow, who chairs the city’s tenant subcommittee, said the bylaw is necessary for tenants living in rundown and neglected units across the city. "This is being done because there are too many renters in the city who lack the protection for their quality of life," said Matlow. "There are tenants who are ashamed to invite family over to their apartments, because of the state of disrepair." Scarborough Centre Coun. Glenn De Baeremaeker said the bylaw amounted to an addition to Toronto’s poverty reduction strategy. "We have a poverty reduction strategy in Toronto that helps in a wide range of ways to make sure people have their standard of living increased, their quality of life increased," he said. "I think that it’s safe to say most people who live in apartment buildings in my ward aren’t the richest people in my ward. In general people in them have lower wage jobs - they live in apartment buildings because they don’t have a choice." The bylaw will be going to the March 28 meeting of Toronto Council for final approval.

Pharmacist who used CPR in Cliffside honoured by city On an ordinary afternoon, Anil Virani saved a man’s life. "Sometimes instinct takes over," says the Cliffside pharmacist, who used CPR on a customer who had a heart attack in his Kingston Road Rexall store on Friday, March 10. Virani was behind the counter, as usual, when a man in front of it hit the floor with a loud thud. The pharmacist called 911, then started chest compressions on the unconscious local man, who was in his late 60s and had no pulse. Virani describes the next anxious minutes until paramedics arrived as hard work. "I had to push a lot," he recalled. "I just happened to be in the right spot at the right time. I had to go in there to do it. There was no choice."

When Tiffany Schofield, Dorica Manuel, Daniel Griffin Hunt and Danièle Dennis graduated from University of Toronto Scarborough Campus’ (UTSC) Studio arts program, they were faced with a problem: how could they continue to work and have a career in Scarborough? The place that they were living in, had gone to school in, and in some cases grown up in. It’s no secret, after all, that contemporary arts spaces in Scarborough are rare. In typical millennial fashion, they set out to solve their problem. Together, they co-founded Y+ Contemporary - an artist-run studio space that offers both exhibition and professional development platforms for young and emerging artists. The best part: it’s in Scarborough. The exhibit on now at Y+, titled In the Shadow of Paradise, is presented as part of the city-wide Museum Intersections festival,
how being from Scarborough may have influenced their work in some way." Why is Y+ necessary? Schofield’s answer is representation. Exhibited artists from Scarborough showcase to young people growing up here that it is possible to have a professional career as an artist. And the works selected for exhibition - whether by Scarborough natives or not - explore issues and stories relevant to the experiences of the people living here. What Schofield and her team are doing is a prime example of both the Scarborough and millennial state of mind I know best create spaces that don’t exist and give back while doing it.
PRIYA RAMANUJAM Millennial Mind which is dedicated to showcasing diverse perspectives of Toronto’s past, present and future. Curated by Schofield, it features the work of three established contemporary artists Anique J Jordan, Annie Onyi Cheung and Deirdre Logue - all of whom have roots in Scarborough. Schofield explains she was interested in bringing the three women together "to see how their work resonated with one another in a way that could hint at shared experience - growing up in Scarborough or

School board to appoint trustee The political game of musical chairs in northeastern Scarborough has ended. Vacancies led to three byelections in Scarborough-Rouge River over barely more than a year, but a Toronto District School Board vote on March 8 rules out a fourth. The board decided to
appoint a trustee to fill its Ward 21 trustee seat, vacant since Neethan Shan won a position on Toronto City Council last month. Shaun Chen, who won the new federal riding of Scarborough North, left the Ward 21 seat open, and in January 2016, Shan won a byelection to
become the trustee. Last March, Scarborough-Rouge River MPP Bas Balkissoon resigned. In September, longtime councillor Raymond Cho won a provincial byelection and headed to Queen’s Park. Then came a council byelection in February which Shan won.

Teachers, youth at Albert Campbell Collegiate cope with news MIKE ADLER madler@insidetoronto.com Bruce McCallum was one of those teachers you can’t help but like. He had time for everybody, always. He wasn’t flashy, but he seemed to carry positive energy wherever he went. McCallum was also patient, using humour to teach mathematics at Scarborough’s Albert Campbell Collegiate, where he was on the staff for 18 years. Colleagues and students are now coping with the news McCallum was stabbed to death, probably as robbers took his camera near Puerto Viejo, Costa Rica, on March 4. It’s a loss for students who had him as a teacher and those who could have had him, Prakavi Rajapratheepan, a Grade 12 student said Thursday at the school. "He was always exciting," she said about McCallum as a teacher. "He wasn’t just there." At Albert Campbell,
McCallum was family, Diliana Pazin, a guidance counsellor said after signing a condolences book in the foyer. "Everyone has a favourite teacher, right? That was Bruce." People looked forward to McCallum’s return from his first year-long sabbatical, one he had saved for and which would let him travel to different continents, learning about and photographing different cultures. He visited Australia and New Zealand before arriving in Central America last month. "He would have had some awesome stories to share," said Pazin. Instead, she added, what happened to McCallum as he tried to take a picture of a sunset was something you wouldn’t wish on your worst enemy. "He didn’t deserve that at all." Interested in history, McCallum was a keen collector of stamps, comics and memorabilia he would

Mohabir works parttime as a cashier and used to give customers extra money, but no longer, he said. George Markham grew up with McCallum in Hamilton’s West Hill neighbourhood, a nice area with large outdoor spaces. They weren’t scholarly types, but both had a knack for math. They met again last summer after 25 years. McCallum was more mature, but still the same "caring, quiet, nice guy" he had been in grade school and high school, Markham said. There have been no arrests so far in McCallum’s killing, and it was not known when his body would be returned to Canada. The Toronto District School Board said details of a memorial service, planned based on the wishes of McCallum’s family, will be shared when available. People offering extra support for staff and students will remain at Albert Campbell "for as long as they are needed," the board said.

For some people this loss of clarity is only a problem at noisy restaurants or in the car, but for others it makes listening a struggle throughout the entire day. It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss,1 but most do not seek treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people

Translators are needed to help newly-arrived refugees Volunteers who speak Arabic and Farsi are urgently needed to help newly-arrived refugees staying at a North York hotel. Families from Syria,
Iran and Pakistan are arriving at the Radisson Toronto East near Victoria Park Avenue and Highway 401, and the Canadian Centre for Refugee and Immi-
grant Health Care is setting up a medical clinic at the hotel. The Scarboroughbased centre, in partnership with COSTI Immi-
grant Services, is trying to organize a roster of 12 to 20 translators who can work at the hotel or provide translation services by phone. Proper translation is important for getting the refugees all the medical care they need, said Sumathy Rahunathan, the centre’s clinic co-ordina-
tor and research lead. And some of those volunteer translators must be women. "When we need to speak about more sensitive issues, we definitely need only women in the room," Rahunathan said. Equipment and medical supplies, including samples of medication, are
also wanted for the clinic. Most health services for refugees are covered by the federal government, but there can be a gap of a month or two before coverage begins. Anyone interested in volunteering or providing supplies can call Rahunathan at 647-267-2176, ext. 4.

After 38 years at Warden and Finch avenues, Scarborough’s St. Paul’s L’Amoreaux Centre is going to split itself into two separate corporations. By April 1, St. Paul’s health care services and assets will go to a new corporation, Senior Persons Living Connected. St. Paul’s
will remain the owner and operator of its facilities and two affordable apartment buildings on the property. The new corporation and board will have skills and expertise specific to health care, said Diane Duncan, who will be executive director of both corporations.
The 150 employees and 3,500 clients of St. Paul’s should notice no changes, Duncan added last week. "In the future, we hope to offer even more services than we currently do." The Central East Local Health Integration Network allowed the reorganization to proceed.
