Eglinton Crosstown spurs proposals for mixed-use development

Mixed uses, light rail may revive the Golden Mile MIKE ADLER madler@insidetoronto.com The parking lots around the Golden Mile Shopping Centre at Eglinton and Victoria Park avenues, are large, and largely empty. Part of Scarborough’s once-famous Golden Mile district, they rarely see full use these days, but that’s about to change as a lightrail transit line and new secondary plan remake this stretch of Eglinton Avenue. On an afternoon last week, however, a few people struggled against the wind, walking across the asphalt with bags. A young man paused to feed a crowd of seagulls and pigeons. Watching from the front seat of his car, Michael Thompson, the local councillor recalled the Golden Mile, when he was a boy, was a place to be on weekends, thriving and hopping. "There was a real community here," Thompson said. Born as the Golden Mile of Industry, the strip began after the Second World War to turn itself into a shopping destination - the Queen herself visited in 1959 to see the Golden Mile Plaza open - and now has two million square feet of retail and commercial space between Victoria Park and Birchmount Road. Today, it’s a bit stagnant, featuring big-box

Across Eglinton, the owners of Eglinton Square, with 18.6 acres, applied last December to replace eight three-storey apartment buildings with five new blocks - three mixed use with towers, two with stacked townhouses - on the westerley portion of its property, adding up to 1,640 units of housing. RioCan, which owns 26.5 acres of retail on the north side of Eglinton at Thermos Road, is also asking for a conversion to mixed use. The big boxes won’t necessarily go away. Michelle Holland, councillor for the ward on the south side of Eglinton, said that’s not a bad thing, because residents love them. But people also want a Golden Mile which is "newer, modern and a place to

Neighbours await return of youth parties Costco opens first Complaints of drinking, drugs and sex on Scarborough Bluffs MIKE ADLER madler@insidetoronto.com Now that warm weather’s here again, neighbours of East Scarborough’s Sylvan Park say they expect another season of picking up beer bottles, used condoms and drug baggies. Young people, they say, will be back to this isolated area on the Scarborough Bluffs, setting up bonfires. And at the dark end of Sylvan Avenue, drivers of certain cars with tinted windows - dealers, allegedly - will be selling drugs. "There’s no way you’d catch me walking in here once it gets dark," Bobbie Ermel King said by the park entrance last week.

Homeowners near Sylvan Park on the Scarborough Bluffs, seen on April 3, complain about drug activity and young people lighting fires and leaving trash behind. Many trees in the park were cut over the winter, and others are marked for cutting. People near Sunnypoint Park, also on the bluffs, complained to police and municipal officials at a meeting last month about local youth and dealers using isolated park areas for drinking, drugs and sex. But Sunnypoint, which overlooks Bluffers Park, isn’t the only place on Scarborough’s shoreline where illicit activities take place. Aside from litter, late-

could be left standing. Coun. Paul Ainslie said he’s asked for regular police enforcement, but added young people drinking by the bluffs "has been an ongoing thing as long as I can remember." City staff have promised to clean up ruts left behind by the tree-cutting, and a planting program is in place, but the replacement trees will be smaller, he said. Another Sylvan resident who didn’t want his name published, said police have come to the park, "but not when the people are down there." Neighbours are intimidated by the late-night visitors; they recorded car licence plates, but nothing happens, he said. Sylvan Park isn’t easy to reach, even for people who know the area. A second entrance on Hill Crescent washed out about two years ago and was closed by the city. It is blocked by a snow fence.

Toronto’s embarrassment of riches spells trouble Toronto has always been a city bursting at the seams. We don’t have enough road capacity for all our cars and trucks, and our public transit system is underdeveloped and overcrowded. We are just getting a handle on our aging sewer infrastructure, which has been neglected for decades and has shown it after heavy rains. Mitigating poverty and homelessness has been a constant struggle, and our stock of subsidized public housing cannot keep up. Now we can add another pressure to the list of forces bedevilling Toronto: Wealth - in the form of the city’s obscenely overvalued stock of housing that is decidedly not subsidized. According to the Toronto Real Estate Board, the price of a house in the Toronto area has risen by 33.2 per cent over the past year, and now sits at $900,000 on average. That is good news for people who’ve bought their home in the past decade. It augurs badly for young families or anyone else hoping to put down roots in our communities through the traditional and powerful route of home ownership. The choices for those of more limited means are unappetizing. Even those earning high-five-figure salary will have a hard time gathering a down payment and paying a mortgage on a $1-million property, but attempting to do so is one option. Rental housing is another possibility - but hyperinflated real estate costs have had the effect of hyperinflating the rental market, too. A third option - simply seeking housing elsewhere - is the perhaps the most viable for house-hunters, but disastrous for a city. As Canada’s largest city and the country’s major financial centre, Toronto has always been marked as a focal point for wealth, but that has never been the city’s sole identity, and certainly not its best identity. At our best, we live the city’s motto; Diversity Our Strength. And diversity is sorely curtailed, in a city where the price of entry is on average $1 million. It’s encouraging to see our political leadership at all three levels of government taking note, even if it is somewhat belated. Whether the actions that have so far been proposed - taxes on vacant units and offshore investor purchases to cool speculation, and changes to the Tenant Protection Act to mitigate gouging rent increases - will be enough, is another question. There is another solution; a catastrophic market correction that will cost people their homes, but eventually set the ship right. Let us pray it doesn’t come to that.

Prayers in the rain for troubled Jamestown The rain starts falling as they walk up Jamestown Crescent. Memories come back, every one of them painful. "Beckles got shot at this door, right up there. We had a prayer rally up here," says Rev. Carmen Lewis. Gordon Beckles, 46, died on his porch in March 2015. Lecent Ross, 14, was killed as a handgun went off four months later. "Her mom is just up here. Oh, there’s just been so many of them," says Al Bowen, a local pastor. Bowen points his borrowed pink umbrella at where Candice Rochelle Bobb, 35, was shot in a car last May. Her unborn son died three weeks later. "It’s hard to say whether it’s getting better." As the group walks back to their cars, King says he lives in a safe community. "Why can’t these people?" Potential school closures worry parents new builds should Guildwood and Jack Miner close something the parents say is a waste of money given Simcoe has recently renovated its library and added a new playground. Though the accommodation process is ongoing, many feel the decision has already been made. Parent Adrienne Ramsay said that sentiment was clear at a late March meeting with parents regarding a potential rebuild at Simcoe. "The overall tone was ’this new build is exciting for you as parents,’" she said. TDSB spokesperson Ryan Bird refuted the concerns that the closure was a fait accompli. "No final decision has been made," he said. "We continue to be in consultation with the community to find the best solution."A community consultation meeting will take place at Sir Wilfrid Laurier CI, 145 Guildwood Parkway, from 6:30 to 8:30 p.m. on Thursday, April 20.

Road closures expected as Crosstown work to commence ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Parts of Eglinton Avenue in Scarborough will soon face lane restrictions as construction begins on building surface stops on the Crosstown. The 19-kilometre light rail transit line, which is slated to open in September 2021, will run across Eglinton between Weston Road and Kennedy Station, with street-level stops between Laird Drive and Kennedy. Construction is well under way on the underground portion of the line, which will run between Keele Street and Laird. "Anytime there’s a construction project, there are always going to be impacts to the neighbourhoods where this is being built," said Richard Piliounis, Metrolinx’s at-grade project manager for the Crosstown project. "It’s a matter of working to minimize those impacts and that’s what we’re working through to accomplish on this project." Metrolinx held a preconstruction open house for residents recently at a school in the Eglinton and Kennedy Road area. Area resident George Bell said traffic congestion will be a concern. "There’s going to be lots of road work, and it’s going to back up traffic a lot," he said. "In the name of progress, I guess we have to put up with it." Bell said he’s also concerned about the impact construction will have on local businesses. "The merchants are probably going to be suffering a little bit," he said. "I guess the government will help them somehow, I

Edouard Grandmaison, who recently moved to the Kennedy and Eglinton area, said he hopes the Crosstown will rejuvenate the neighbourhood, which currently resembles a "ghost town." "It’s probably going to increase the value of our property. It’s just unfortunate that we won’t be able to use it earlier. It won’t be functional until 2021. It’s a long time." Grandmaison is a former resident of the Keele and Eglinton area and knows the impact of Crosstown construction first hand. "The construction

was very constricting. We couldn’t just walk to where we wanted to," he said. "I suppose it’s going to happen here too." Nevertheless, Grandmaison said he’s "mostly excited" about the project. Metrolinx had a series of display boards and subject matter experts at the open house. "The work that’s ongoing in 2017 is primarily for identifying locations of existing utilities because in some cases they have to be relocated," Piliounis said. Road widening will also begin in 2017. During construction, traffic on Eglinton will be shifted in stages,

affecting pedestrian routes, crosswalks and TTC stops. The $5.3 billion Eglinton Crosstown will have 15 underground stations and 10 surface stops. The LRT will carry passengers in dedicated right-of-way transit lanes separate from regular traffic. Construction is also now beginning on a new Kennedy station. "It’s going to connect to a major hub and provide a new way to get to the city along Eglinton," said Michael Wiedow, Metrolinx’s Kennedy project manager. vation will begin in July. Demolition of the existing Kennedy station’s north entrance will also take place this year. Nearby residents could expect noise and vibration in the area caused by a pile drill, crane, loaders, trucks and other construction equipment, as well as dust from drilling activity and debris removal, Metrolinx said. "We need to make connections from the LRT to the subway underground," Wiedow said. "The main entrance is going to be removed and replaced with a new main entrance on the other side of Transway

Crescent. That’ll be the common entrance to get to the LRT and to get to the TTC." The contractor will take over the station’s north parking lot and a part of the south parking lot in May. "As the project goes on, they’ll be taking and returning different areas of parking," Wiedow said. "They won’t ever take all the parking away. There will always be some parking, but there will be some parking restrictions during the next number of years." Public notices will be posted to advise commuters of upcoming changes. Wiedow said there will be "integrated art" inside the station along with retail space. "They’re going to bring in skylights over the pedestrian crossings so that as you get into the station. You’ll be underground, but you still have effective daylight through the corridors that lead you to the TTC." The Kennedy GO station will also be rebuilt as part of the Crosstown project. The existing platform will be replaced with a concrete platform that will have a snow melt system that will reduce the de-icing salt that is typically used every winter at most GO stations. "There will also be a new ticketing building and waiting area built in the currently existing TTC parking on the east side," Wiedow said. "And there will be a partial west platform built on the west side and all this is done in preparation of GO’s separate project to put two tracks through here where there’s currently only one and ultimately to electrify that line."

Tory’s election platform shaping up YOUR NEIGHBOURHOOD

The election for mayor of Toronto is nearly upon us. Nearly, of course, is a relative term, and only so because really the election campaign for mayor typically starts on Jan. 2 when nominations open at Toronto City Hall, and, for now, it looks like that’s when campaigning might officially start. Unofficially, the buzz leading up to a mayor’s race, and therefore an unofficial campaign, starts even earlier than that. September is not too soon to start talking electoral politics in Toronto. So our Mayor John Tory really just has a few more council meetings before it starts to get real. And that means that really, he has already established the record of his candidacy when the October 2018 vote comes around.The good news for our mayor is that his record will probably withstand a challenge from Doug Ford or another populist rightwing candidate. Over the

In all of those issues where Tory won points with the right-wing populists, he necessarily raised eyebrows among the rest of the city. That sort of thing doesn’t inspire confidence in those voters who Tory wooed by promising to work hard and make evidence-based decisions.And it might just be that those voters are the majority.

But the news isn’t all that great for Tory. Last weekend, Forum Research released polling data showing that while Tory would still beat Doug Ford in an election, his approval rating for the entire city has fallen to 46 per cent. As one city hall wag pointed out to me, that’s an unusually low rating for a lateterm mayor who hasn’t presided over a major scandal

"It’s not our intention (to expropriate the property), but we need to begin that process," Scarborough Southwest councillor Gary Crawford said last week. The East Side Motel at 3300 Kingston Rd. has "long been the subject of local community complaint and concern for a variety of reasons," Toronto council’s government management committee was told on April 3. A staff report said the East Side’s owner has tried, at times, to sell the motel since 2005, without success. The city is negotiating with the owner to buy the property, but the owner is unwilling to take what the city believes is a fair price and "it appears unlikely that satisfactory terms can be reached," the committee heard. The city bought the Comfort Inn East at 3306 Kingston Rd., near Bellamy Road, a year ago to replace the Birchmount Residence it rents in Birch Cliff as a transitional shelter for elderly men. Plans to relocate the shelter to the Cliffside area and expand it weren’t popular with local residents when announced in late 2015. Many, however, cheered the city’s intention to demolish the neighbouring motel, saying it’s a haven for drugs and prostitution. "Just getting rid of it will be a positive impact to the city," Crawford said. "It’s in pretty rough shape."

It’s not clear yet what the city would do with the motel property once the building, which houses some long-term tenants, is gone. A daycare centre is possible, but Crawford thinks the city should get the property before it decides. He also expects a "smooth transition" can be arranged for people living at the motel. Renovations of the former Comfort Inn - including the installation of an elevator - have taken longer than expected. The city plans to use the Land Acquisition Reserve Fund to buy the East Side, and hopes to demolish it before the new transitional shelter next door opens, sometime around the end of this year.

Metroland journalists win awards The trophy cabinet at Metroland Media Toronto is getting more additions. Photographer Justin Greaves, Beach Mirror and East York Mirror reporter Joanna Lavoie and Etobicoke Guardian reporter Tamara Shephard are recent recipients of several journalism awards. On April 7, Greaves took home four awards from the Ontario Community Newspaper Association’s 2016 Better Newspapers Award ceremony including Photographer of the Year for his work at the Ajax Pickering News Advertiser. He recently joined the Toronto team. His other accolades include: Best Feature Photo Circulation under 9,999 for the Uxbridge Times Journal, Best Sports Photo for Oshawa This Week and Most Creative Grip and Grin Photo for the Ajax Pickering News Advertiser. That same day, She-

phard was honoured with a Toronto Professional Fire Fighters’ Association 2016 Off-Duty and Media Award. Shephard received the award for her reporting last May on the funeral of Toronto firefighter Sara Rosen, 38. Rosen died in a mountain biking accident while out riding with a colleague at Kelso Conservation Area in Milton, Ont. Shephard won the award for Best Print Article, Circulation under 100,000. On April 6, Lavoie received a media award during the annual Toronto Paramedic Services Awards at Toronto Paramedic Services headquarters for a Sept. 21 article she wrote about the reopening of Station 43 in Leslieville as well as the reunion of paramedics with an East York resident they saved when he collapsed into cardiac arrest.

She was one of six members of the media who were recognized for their coverage of Toronto Paramedic Services’ efforts in improving the quality of life, health and safety of the city’s residents and visitors. "These awards help recognize the great work and effort our journalists put into their jobs, covering the news of the city and its communities," said Grace Peacock, editor-in-chief at Metroland Media Toronto. "It’s great to have these three on our team and I know I speak for the rest of the newsroom in offering them congratulations on their achievements." UNITE Here celebrates "breakthrough" against U.S. contractor Food servers at University of Toronto Scarborough who were paid "poverty wages" have a new "breakthrough contract" with a substantial raise, their union says. After a strike lasting two months and one day, around 70 members of UNITE Here, Local 75

signed a deal on April 7 which gets them a 33-percent increase over four years. Employed by Aramark Corporation, a U.S.-based contractor, most striking UTSC cafeteria and food kiosk workers made only $11.50, just above Ontario’s minimum wage. By the end of the deal’s first year, however, all will make at least $15 an hour, David Sanders, a spokesperson for the local, said on April 11. The contract, which includes a 16-per-cent raise the first day, will help lift

people out of poverty and set a standard for anchor institutions in Greater Toronto, he said. The workers picketed the Military Trail campus and stood at "silent vigils" in front of Queen’s Park during the strike. The union argued servers at U of T’s downtown campus doing similar jobs made $18 or $20 an hour. Last month, striking workers for Aramark at York University reached a five-year deal which will see them reach $15-an-hour by next March. Most were previously paid only $12.21 an hour.

The Scarborough Academic Family Health Team (SAFHT) consists of administrative staff and health professionals: nurse practitioners, registered nurses, a physician assistant, mental health team, dietician, health educator, chiropodist and pharmacist. It also has 21 affiliated family physicians and their office/medical staff. The SAFHT is part of a network of Family Health Teams engaged in primary care along with other dimensions of health care service delivery funded by of the Ontario Ministry of Health and Long-Term Care. The extended network of health care delivery includes Community Care Access Centres (CCACs) Local Health Integration Networks (LHINs), hospitals, specialists and lab services. As a provincially incorporated, not-for-profit corporation, SAFHT provides comprehensive primary health care services in an interprofessional setting to the patients of its 21 affiliated physicians. Funded 100% by the province, the team operates out of 12 locations, nine sites of which are primarily occupied by an affiliated physician practice. The ministry funding is to contractually provide programs focused on patient-centred care in the areas of chronic disease management, health promotion and disease prevention. In early 2016 the rostered and unrostered patients totalled over 33,000; located primarily in eastern Toronto and also spread across the GTA. SAFHT’s physicians who once wholly formed the Board now operate on a mixed model of governance and are seeking an additional community volunteer to join the SAFHT Board of Directors. As a Board Director, you will be responsible for directing the affairs of the organization in accordance with its constituting documents, applicable legislation, government contracts and policies established and communicated to Family Health Teams by the Government of Ontario. Directors would serve for a term of up to three years, subject to the renewal schedule of the by-laws. Significant experience on a not-for-profit Board of Directors is preferred along with an understanding of health-care administration and a desire to participate in making SAFHT a leading health care organization.
