In May, Toronto Public Health held a press conference in Morningside Park to discuss the city’s growing blacklegged tick population and warn residents to protect from bites. Along with Morningside Park, Rouge Park and Algonquin

Island have been identified as areas where the ticks are most likely to be found in Toronto. Ticks from Rouge Park have tested positive for Lymedisease-causing bacteria. First identified in Toronto in 2013, blacklegged ticks, which can’t fly or jump, migrate by attaching to birds and other animals, so they can be found outside known areas as well. Two swimming events and two Olympic medals, so far, for Toronto east-end teenager Penny Oleksiak at Rio 2016. On Sunday, she earned a silver medal in the 100-metre butterfly, one night after she anchored the Canadian women’s 4x100m freestyle relay team to a bronze medal. The individual silver medal for the 16-year-old Toronto resident, who finished up her Grade 10 year at Monarch Park Collegiate in June, marked Canada’s first individual female Olympic swimming medal since Marianne Limpert at Atlanta 1996 – four years before Oleksiak was born. It also marked the first Olympic medal of any kind for a Canadian woman in the butterfly event. She is also the first Canadian woman to win two Olympic medals since Anne Ottenbrite did in 1984 in Los Angeles. Her time of 56.46 seconds was also a world junior record, breaking her own record that she set in the preliminary round. Ahead of her for the gold medal was Sarah Sjostrom from Sweden who won the event in world record time of 55.48 seconds, smashing her own world record. In third place was defending Olympic champ

Transit commutes, future plans at issue in Scarborough-Rouge River byelection MIKE ADLER madler@insidetoronto.com The choice on Sept. 1 in Scarborough-Rouge River seems to be between parties who say “Let’s build the Scarborough Subway,” and those who say it isn’t being built quickly enough. Blaming the Liberal government for its residents’ long commutes on transit is certainly an option in the northeastern Scarborough riding. But on Monday morning, when NDP Leader Andrea Horwath and candidate Neethan Shan boarded a TTC bus on Seasons Drive in Morningside Heights for a two-hour journey to Queen’s Park, they did so suggesting, first, that people in the riding suffer because of Liberal Premier Kathleen Wynne’s “inaction” in building better transit. And second, that Shan, if elected, will fight to “make sure the Scarborough Subway finally gets built.” The party’s release didn’t mention the $3.2-billion subway extension now ends at Scarborough Town Centre, south of Hwy. 401, instead of reaching the riding at Sheppard Avenue, as promised originally. There was no mention either of the earlier proposal for a light-rail line from Kennedy station to Sheppard and Progress avenues as a possible alternative. Horwath and Shan sounded as sold on the merits of the one-stop subway as Toronto Mayor John Tory. “It needs to happen right away,” said Shan, who lives in Morningside Heights and is also a local school board trustee. “First thing is to get the shovels in the ground so we

can get moving.” The Liberal candidate Piragal Thiru said he’s thrilled about the subway. Yes, it will only go to Scarborough Town Centre, but “overall, people are pleased” and think it’s a great start, Thiru said in a recent interview. The Liberal government, he added, is making infrastructure investments like no other, and as MPP he wants to “continue to build on these investments,” which include building GO Rail service along the Stouffville corridor which will get commuters that Milliken station to Union Station “in a little over 35 minutes.” In a statement this week,

he rejected the NDP charge the Liberal government, more than 13 years in power, has not significantly improved transit in Scarborough-Rouge River. Progressive Conservative Party candidate Raymond Cho, a city councillor in the riding for 25 years, wants the subway too. But Cho said he’s fighting to extend the subway north to Sheppard, though the Toronto Council he sits on has ruled out that possibility. Cho has also said he wants to build a Sheppard Subway extension from Don Mills to at least as far east as Morningside Avenue. Both projects – if they ever get built – would reach edges of the

riding, but the PCs have not offered to pay for them. There’s been no talk in the campaign about the Eglinton East light-rail line from Kennedy station to the University of Toronto Scarborough, which council approved this year but left unfunded, putting its construction in doubt. Earlier this year, a group called 1loveMalvern called for the LRT line to be extended north to Malvern Town Centre, but the request didn’t get much attention. The Sheppard East LRT line, which is funded and would run along the route of Cho’s imagined Sheppard subway, is meanwhile in limbo, delayed by the province until after 2021. Many believe it won’t be built. Vincent Puhakka, a volunteer with Scarborough Transit Action, said he’s glad attention is being paid to transit in Scarborough-Rouge River byelection. But on Tuesday, he said if there’s blame for not improving transit in the riding, it lies with councillors who blocked proposed LRT lines to the riding, which would have been built and running by now, and with MPPs who “played weathervane” and didn’t defend those projects. Puhakka’s also disappointed with positions the byelection candidates are taking on transit and the Scarborough Subway, which he argued won’t help residents who aren’t headed downtown. “They’re thinking very small,” he said. Other candidates in the riding are Green Priyan De Silva, Libertarian Allen Small, Ania Krosinska of the Trillium Party, Wayne Simmons of Freedom Party and Dwight Mclean of The People.

NDP complains to Elections Ontario about ‘unfair advantage’ for Liberals in byelection call Ontario New Democrats are complaining their Liberal opponents in ScarboroughRouge River had an “unfair advantage” they showed by announcing the riding’s byelection early. Some minutes before the gover nment’s offi cial announcement on Wednesday, Aug. 3 that riding residents would go to the polls on Sept. 1, local Liberals put out their own announcement. ‘Clear violation’ NDP house leader Gilles Bisson told Elections Ontario the Liberal campaign seemed to know when the byelection would be called, a “clear violation of electoral convention and the principle of electoral fairness,” which Bisson said would be contrary to the provincial Elections Act. Wynne could have waited until mid-September to start the campaign to replace former MPP Bas Balkissoon, but people in both the NDP and Progressive Conservative camps had heard Wednesday

was a likely date. That didn’t prevent the NDP in Scarborough-Rouge River from making the timing an issue. “The byelection has barely started and Premier Wynne and the Liberals are demonstrating yet again that they don’t respect Scarborough,” the NDP added in a statement Friday. Ontario’s Liberals issued a brief apology in response. “This was the case of an eager local campaign that should have waited two minutes until the government release was posted,” said Patricia Favre, a spokesperson. The early announcement by the local Liberal campaign was also criticized by the PCs and their byelection candidate, Raymond Cho. “The government’s actions are typical of how Premier Wynne has run her Liberal government – by mixing business of the government with the operations of the Ontario Liberal Party,” he said in a statement. – Mike Adler

Torontonians need to take precautions against Lyme disease

icks that carry the bacteria that causes Lyme disease are confirmed to be in at least three Toronto locations, which should be a cause for concern but not panic among residents. In the case of protecting ourselves from this disease, an ounce of prevention will go a long way. Part of that includes knowledge about the causes of Lyme disease, its diagnosis and in what places to be especially careful – not just in Ontario but anywhere you might travel. In today’s paper, we’re giving readers that valuable information. Be aware that Toronto Public Health has identified Algonquin Island, Morningside Park and the Rouge Valley as city locations where blacklegged ticks (that carry Lyme disease) have been located. In the case of Rouge Park, ticks have tested positive for the Lyme-disease-causing bacteria. When in these areas, please use OuR ViEW caution. Our stories today provide some safety tips for you. Take Diagnosing Lyme is a chalresponsibility lenge for the medical community, says Jim Wilson, the president for tick safety of the Canadian Lyme Disease Foundation. His organization wants Canada’s testing for the disease changed as they do not consider it to be accurate or able to cover all the different strains of Lyme disease. Wilson also says treatment plans need to be re-examined at the federal level, specifically the decision to treat for Lyme disease and the course of antibiotics used and for how long. Canada is only now working on federal public health framework on dealing with Lyme disease. It’s been a long time coming on the federal level, but fortunately the Province of Ontario has been moving ahead on its own and putting its emphasis on reducing risk. That’s a sound strategy by the province, but it will require a high level of public education and personal responsibility on the part of all residents. “It’s really very much in the hands of the public, because they’re the ones that choose to get exposed, they’re the ones that choose to go see a doctor or not, and choose to ask about it, so we want them as knowledgeable as we can get them,” said Dr. David Williams, Ontario’s Chief Medical Officer of Health in an interview with Metroland Media Toronto.

Ten sure signs the Olympics are in full swing Here are 10 signs the Summer Olympics are in full swing: 1. TV announcers say “repechage” a lot. It flows so easily off their tongues you’re in awe. Hard as you try, you still can’t pronounce it properly after all these Olympics. 2. When heats are being contested in any sport, you scan each lane to see if a local athlete or team qualified. If you come up empty in your search, you quickly switch channels until you find a heat in which you have a rooting interest. The semifinals and finals you tune in regardless of who’s involved, but when it comes to those preliminary heats it seems to take hometown faces and logos to keep you glued to your set. 3. Many of your favourite Olympic events have judges decide who wins or loses. Alas, all too often, you don’t agree with their decision. An athlete winning because he/she crosses

But after being mesmerized by a gymnastic routine and then having the judge give a much different score than you, you’re baffled. It doesn’t stop you from watching gymnastics, but you can’t help wish there was a system more in line with the non-judged events. 4. The Summer Games are a veritable athlonfest and Rio is no different. Pick an athlon any athlon and you’ll find it here. Each captivates in its own way, but the modern pentathlon is in a league of its own. How can you not love an event that was created back in 1912, still proudly calls itself modern and nobody gets their shorts in a knot over it?

For Canada, two of the former who come to mind are 33-year old soccer sensation Christine Sinclair and men’s doubles tennis standout Daniel Nestor. Sinclair, the most accomplished Canadian soccer player of all-time, leads the women’s team and is in her third Olympics. Nestor is in his sixth . As for the

On the path to understanding Lyme disease >>>from page 1 work, there was a public consultation in June 2015 and a conference in Ottawa this May. Jim Wilson, president of the Canadian Lyme Disease Foundation, was one of the conference chairs. “I hope the end result will be that physicians recognize that Lyme disease is neither easy to diagnose, nor is it easy to treat,” said Wilson of the framework. “I think the evidence that was presented (during the conference), and the evidence that is published in many different research papers, has shown that the testing protocol that we’ve been using (in Canada) over the past decades is not accurate. It will not cover all of the strains of bacteria that we know we have and they’re still discovering more.”

DIagNOsINg lYme DIsease Along with funding for more research, including human tissue study, Wilson hopes the framework will change how Lyme disease is diagnosed and treated. “Tying the diagnosis to the patient having been in a known endemic area is foolhardy in a disease that’s transplanted randomly, so we hope that’s going to change,” he said. “Limiting the treatment to a specific period of time, three-to-four weeks of antibiotics for example, considering the evidence that was presented (at the conference) and the many research papers, that too must change. Doctors must be free to treat the patient based upon the symptoms.” He also hopes diagnosis will stop being tied to people having a “bull’s eye” rash. While Lyme literature notes most people with the disease develop the mark, Wilson said current research and his foundation’s experience indicate many people don’t develop any sort of rash at all. Wilson wants transparency in the framework and people with Lyme disease to have a say in it. “I just want to make sure that the patients and their experts are given the voice they deserve at the table where the policy decisions are made. We want to be engaged in the writing of policy, and not just token representation, and not just as reviewers of something that somebody else has written.” Ontario’s Chief Medical Officer of Health, Dr. David Williams, said the province’s main focus

is helping people reduce the risk of getting Lyme disease. “So we have a public that is more aware, more knowledgeable on ticks, on handling of ticks, on accessing their physician in a timely fashion,” he said. “An ounce of prevention is worth a pound of cure ... It’s really very much in the hands of the public, because they’re the ones that choose to get exposed, they’re the ones that choose to go see a doctor or not, and choose to ask about it, so we want them as knowledgeable as we can get them.”

To help, Ontario launched a public awareness campaign as part of its “Combating Lyme Disease Through Collaborative Action: Ontar io’s 10 Step Education and Awareness Plan” that was released in July. Williams has seen “snippets and bits” of the federal framework, but noted it hasn’t been finalized, because some aspects are still being discussed. He hopes it will help provinces and territories better understand how other parts of Canada approach the issue, and how it varies throughout the country where different strains of Lyme-disease-causing bacteria are found.

He wants a better picture of how many Ontarians may have been exposed to infected ticks, because monitoring is done through testing and doctors sometimes use preventative medicine instead of ordering tests. Testing isn’t effective in the very early stages of infection, when medical intervention is thought to be most effective, because tests rely on antibodies that need time to build up. Instead, doctors sometimes prescribe antibiotics to keep a potential infection from setting in. “We would like to document that a bit better, so we can understand the work that our primary care doctors are doing in that regard, so it’s part of our surveillance system,” Williams said. He believes Ontario’s testing method is the best. “We have a standardized one that we use, the same as CDC Atlanta and the other top-leading laboratories, it’s a two-stage one. We’re continually looking at our testing to make sure we’re trying to standardize it with other leading centres, and we feel ours is the gold standard.” He added, “We take (Lyme disease) very seriously, and we’re very concerned about it.” The provincial government will continue its awareness campaign. “We really want to make (the public) aware of what we are doing, that we want to do more of it, and want to do it better.” he said. “And keep raising that bar up on a prevention mode.” Visit www.ontario.ca/lyme for Lyme disease information from the Ontario government, and www.canlyme.com for more on the Canadian Lyme Disease Foundation.

His patient wasn’t human, and the operation took place on Aug. 2, in a hidden hallway of the Toronto Zoo’s gorilla habitat.

Josephine, a Western Lowland gorilla who has lived at the zoo since before it opened and is now a grandmother of five, is expected to recover. Mandelbaum, a general surgeon since 2002, hadn’t been called on to operate on a primate before and was not familiar with gorilla anatomy. “I went on the assumption it would be very similar,” he said Wednesday, adding the

procedure turned out to be simple, and went exactly as expected. “She has a very superficial wound, and hopefully it’ll be fine.” It was thought Josephine might be struggling with an inguinal hernia. What Mandelbaum removed, with assistance from fellow general surgeon Dr. Neil Orzech, anaesthetist Dr. Chris Hawling and nurses Sandra Ricketts-Fusca and Kerry Bennett, was a lipoma, a fatty lump underneath the skin. Mandelbaum said the team performed a dry run at the zoo last month, and when the time came, zoo staff gave Josephine, who was born in Gabon, West Africa, her first tranquilizer without agitating the gorilla. “I don’t think she realized there were big plans afoot,” he said. “I would do it again if they needed similar help.”

New Scarborough Town Centre food court next step in making area a ‘downtown’ hub mIKE ADLER madler@insidetoronto.com To r o n t o n i a n s k n o w Scarborough Town Centre is the place at the end of a future $3.2-billion subway stop. City councillors and Ontario cabinet ministers support the project because they believe extending the Bloor-Danforth line will turn the shopping centre and area around it into a vibrant “downtown” hub. That’s exactly what will happen, the mall’s general manager said. But Robert Horst added Scarborough Town Centre has already changed in ways that are driving sales revenues up and leaving customers pleasantly surprised. “We’re on a very positive trajectory right now,” Horst said recently as the 1.6-million-square-foot mall between Brimley and McCowan roads prepared to open the first phase of a two-level dining area, TASTE MRKT. The Scarborough Town Centre is managed by Oxford Properties Group, which, Horst said, wants it to become

the dominant retail and lifestyle destination for Eastern Greater Toronto, meaning not just for Scarborough but Pickering, Markham, Whitby and even the Beach. A six-kilometre subway link from Kennedy station, replacing the obsolete Scarborough Rapid Transit line now running through the property, is a key to making that happen. “We believe we should strengthen our community with transit. That’s very important,” Horst said, and Oxford – partly owned by AIMCo, the Alberta Investment Management Corporation – is looking at adding elements, including residential, retail and entertainment, to create the “downtown” politicians see. “We have a bold vision for our future,” Horst said. The shopping centre, bustling with 22 million shoppers a year, recently broke through the $800-per-square-foot level of sales, which places it among Canada’s most productive malls. Before undergoing a $62-million renovation in 2009 that refreshed its entire interior, it was at around $500 per square feet. In the last two years,

Scarborough Town Centre, adding high-end stores such as Michael Kors, Vince Camuto and Zara, has climbed from $600 to a projected $850 by the end of 2016. The food court was the last remaining piece for the makeover, Horst said. Food at the first phase of the $37-million TASTE MRKT, at which everything is served on dishes with cutlery, reflects the area’s diversity, he said. “We know that the world lives in Scarborough.” The opening celebration is today at 11 a.m., with Olympic rower Rachelle Viinberg and Paralympian wheelchair basketball player David Eng to add a Rio flavour. The upper level, to be finished by May, will have two quick-serve and three premium sit-down, fully-licensed restaurants, which Horst called “a place to see and be seen” for office workers and movie-goers. Mayor John Tory campaigned on bringing the subway through the mall. Horst said public investment and commitment can drive private investment, and the subway will help all developers in the area.

A woman suffered serious but non-life-threatening injuries after the vehicle she was driving collided with another car and flipped onto its side, taking down a traffic light, yesterday morning. The crash happened at Sheppard Avenue and Conlins Road, east of Morningside Avenue, at 9:52 a.m. It took firefighters about 30 minutes to extricate the driver

A female pedestrian is recovering in hospital after a hit-and-run collision early yesterday morning.

Substance sought in byelection campaign Scarborough-Rouge River’s byelection is finally underway, and true to form, has almost been as substance-free as the Liberal government would like. The three main candidates all support the Scarborough subway, which won’t reach the riding, but hey, it’s a start. Raymond Cho is running as Raymond Cho, beloved local city councillor. At 80, he’s game to be MPP, but his quotes in Progressive Conservative press releases don’t sound like him. Liberal Piragal Thiru is a newcomer running as a Liberal, which in Scarborough is enough. New Democrat Neethan Shan is running as Neethan Shan, currently a school trustee but chiefly a politician who’s run for the same MPP job and Cho’s post more than once. Shan says he’d be a “fighter” for Scarborough at Queen’s Park – and Scarborough, being a one-party state, could use one – but his trip down-

For the past eight years, a spirited group of seniors (240 members and growing) have gathered every Saturday morning at Birkdale Community Centre to dance, sing, play music, share meals, and learn about keeping healthy. They are among the happiest and liveliest seniors I’ve encountered in Scarborough. I spoke with Carol Banez, a retired clinical nurse specialist, president, and one of Scarborough Ontario Seniors Association (SOSA)’s founders – along with Teresita Bautista – about its success. I’ve added information in parentheses, and my interview with her has been edited for space and clarity. Q: What inspired SOSA’s creation? A: We envisioned SOSA (a non-profit organization) to be a vehicle for attracting isolated seniors, new senior immigrants, retired sedentary residents – and to meet their needs. Q: What is your mission at SOSA?

A: To promote and maintain seniors’ physical, mental, emotional, and social wellbeing through wellness programs to enhance their quality of life. (SOSA began through word-of-mouth among friends who were primarily of Filipino heritage, but has since expanded to include seniors of all cultural backgrounds.) Q: What are some of SOSA’s accomplishments? A: SOSA offers line dancing, Tai Chi and Zumba dancing exercise, karaoke singing, and healthy eating workshops, thanks to the New Horizons Seniors Program. We started a choir, an instrumental musical group, and a folk dancing group. In 2014, we performed a cultural presentation at Flato Markham Theatre that attracted an audience of 300. SOSA participated in the Collingwood Elvis Presley Festival. We enjoyed an educational tour of the Museum of Ontario Archeology in London. We’ve seen Beauty and the Beast at Lighthouse

Festival Theatre in Port Dover, and boarded pleasure bus tours to Nashville, Montreal, and Makinac Island. Our next trip is to Agawa Canyon. (SOSA’s choir and rondalla musicians were invited to perform at Philippine Independence Day festivities in front of Parliament Hill in Ottawa. You can see us performing at many local community events in Scarborough. (They recently entertained guests at the summer barbeques of Scarborough Centre MP Salma Zahid, MPP Brad Duguid, and Minister of Education and Scarborough-Guildwood MPP Mitzie Hunter.) Ontario Seniors Secretariat helps support us in these activities. I am proud to say that after initial funding from NHSP and OSS, we’ve sustained ourselves through a small membership fee and our fundraising. We hold three fundraising dances per year – Valentine’s Day, summer, and Christmas.

to spend one-to-six months at Fool’s Paradise, McCarthy’s picturesque property atop the Scarborough Bluffs. The residency program was established by the Ontario Heritage Trust, at the request of the renowned Canadian painter, who died in 2010 at 100 years old. “This property is very much an expression of McCarthy’s creativity and her character,” said Beth Hanna, Ontario Heritage Trust CEO,

Ol’ Time Carnival to celebrate African Sports important to Oleksiak family folklore traditions at Littles Road Park MIKE ADLER madler@insidetoronto.com Some say the meaning has gone missing from Toronto’s Caribbean Carnival, and an outdoor show in Scarborough this month will give people a taste of it. Carnival celebrations were once filled with costumed characters who were there to lampoon, to warn or to boast. But these traditions, rooted in African folklore and the age of slavery in the New World, are not part of the monthlong carnival celebrations in Toronto, says a Scarborough woman. “Right now, there’s a lack of history. There’s a lot of beads and a lot of feathers and a lot of foil,” said Jackie Forde of the Cajuca Mas Arts Producers. For years, Forde added, she felt what was Toronto’s carnival was bringing its audience was just a “vacuous” street party. Traditional carnival is a celebration, but it’s not meaningless, she argued, and

what the Toronto events need most is more depth, breadth and relevance. Ol’ Time Carnival, Come Again!, the show Forde and her husband Clarence present at Littles Road Park from 4 to 7 p.m. on Saturday, Aug. 20, is a reminder of carnival parades that included the sound of drummers, and where Midnight Robbers made speeches to the crowd. There will be no fences in the park, east of Morningside Avenue and south of Sewells Road. The show is free and characters in costumes as high as 20 feet tall will mingle with the crowd. All of this, organizers say, is to educate younger generations in carnival lore “and to pay homage to the people who brought

those stories with them on the slave ships to the Caribbean and the Americas.” The Fordes put on a similar show during the Toronto Caribbean Carnival’s King and Queen competition last month. Reactions there were resoundingly positive, especially from festival-goers of a certain age, said Forde. “It stirred up a lot of emotion in people.” Not every band leader is happy with carnival in the city. Michael Williams, who has made mas here for more than 30 years, chose at this year’s grand parade to put some masqueraders on the road wearing more clothing and regalia, and “not just the basic bikini you see in most bands.” Williams also hopes for a return to the carnival he once saw in his native Trinidad and Tobago. “You used to see more characters.
