The 15th annual Scarborough Ribfest runs Friday, July 29 through Monday, Aug. 1 at Thomson Memorial Park, at the corner of Brimley Road and Lawrence Avenue. Presented by the Rotary Club of Scarborough, the event attracts approximately 140,000 people. “Everyone always has a good time, that’s the beauty of Ribfest,” said Michael Murton, a member of the event’s steering committee. “It’s a wonderful outing in the city.” There will be 10 ribbers from throughout North America at this year’s event, competing for best ribs, sauce and chicken awards. Firing up their grills this year are Bibbs BBQ, Blazin BBQ, Camp 31, Crabby’s BBQ, Gator BBQ, Hawgs Gone Wild, Horn Dawgs BBQ, Jack the Ribber, Sticky Fingers and Texas Rangers. Residents raise concerns at police task force meeting MIKE ADLER madler@insidetoronto.com Derek George says Toronto’s police simply aren’t equipped to deal with addiction or mental health problems. “I have a problem with alcohol. I get drunk,” said George, a formerly homeless man who, by his own count, was incarcerated four times in the last two years, “for situations that could easily be rectified.” When he’s drunk and police come, they don’t ask him questions, George told Chief Mark Saunders and members of a “transformational” police task force in Scarborough. “They come with a predisposition that I’m going to jail.” George, who shook hands with Saunders afterwards, is now involved with St. Stephen’s Community House downtown. Youth and many other

adults at the centre with mental health or addiction issues wanted no part of the community meeting Monday at AccessPoint on Danforth in Scarborough, if police were there too, he added. “How you’re going to bridge that gap is going to be an uphill climb for you.” The task force’s wideranging interim report recommends a freeze on hiring and promotions for three years. It would merge some city police divisions and spread officers out in sub-stations, hopefully placing more police on foot in neighbhourhoods, and having whichever officer is closest respond to calls. The final report will be released in January. How Toronto’s police respond to people in distress is something leaders of the force agree is a major and growing issue.

Toronto police Chief Mark Saunders and Police Services Board Chairperson Andy Pringle answered questions from the public Monday at a meeting on The Way Forward, a plan to “modernize” the city’s police force, at AccessPoint on Danforth.

Toronto Police Services Board chairperson Andy Pringle said the force has seen a “vast increase” in such calls to about 24,000 last year. Officers apprehend people “for their own good” around 720 times a month, he said. Saunders - aware of

high-profile cases in which Torontonians in distress were shot by police - said police would rather have professionals skilled in handling people in crisis respond instead. “Zero harm, no death, is what we shoot for each and every year,” he said. “We’re not

where we need to be, but are moving in that direction.” But Saunders suggested mental health professionals aren’t available for such calls at all hours, even if they should be. “Why is it that the Toronto police are the only mental health agency after 8 p.m.?” he asked. There was also skepticism Monday from members of the city’s black community on whether the task force really can change the culture of Toronto’s police. Pauline Adams said that although she’s an upstanding citizen and a grandmother, she is still treated as a “visible minority” by police and feels discriminated against. Adams asked whether the task force’s new “communitycentred vision” for policing was just “another buzzword,” noting its 15 members included just four persons of colour, and seemingly no representation for the “ordinary working man, white or

black.” George Knia Singh of Scarborough said the task force tackles financial issues well, but he didn’t see anything in it to improve accountability for officers. If police know they will lose their jobs if they stop someone based on their race, or break the law, such incidents would drop dramatically, he said. Pringle and Saunders, however, said the task force is trying to get all points of view, and public comments could change the final report considerably. A Toronto wildlife charity is slamming police for shooting and wounding a sick coyote in Scarborough Saturday. Police maintain they were protecting the public. A citizen concerned about a coyote roaming around the Euclid Avenue and Morrish Road area called police at 6:14 a.m. Police said the resident reported that the animal “seems to be chewing his own legs and looks to be in rough shape.” “We contacted animal services but they were unable to attend,” police spokesman Mark Pugash said. “The officers’ concerns for possible threat to public safety and

the fact that they had tried animal services and animal services was unable to attend left them, they felt, with no choice but to do what they did.” The coyote fled after being shot and remains on the loose.

Toronto Wildlife Centre executive director Nathalie Karvonen called the police response “completely unwarranted.” “We don’t understand why there would be such an extreme and aggressive response to an animal that’s

not dangerous to people, that’s just a sick weak animal,” she said. “It doesn’t make any sense to us.” Karvonen said police should have called her organization when animal services wasn’t available and is calling for a review on how the force handles animal calls. “The police do also have our number,” she said. “They’ve always had the number, and they do sometimes use it. But they didn’t in this case.” Pugash said calling TWC is not part of police protocol. Officers, instead, call the “municipally set up animal services,” he said. In the past month, there have been numerous sightings of the sick coyote, which suffers from mange, a debili-

tating skin disease. On June 29, police issued a public safety alert after the coyote was spotted near Military Trail and Morningside Avenue the day earlier. At the time, police said the animal had a shoulder injury and may also be suffering from a brain disease. Also on June 29, TWC rescue staff responded to a call where six police officers had their guns drawn on the coyote. TWC said its staff explained to police that the coyote posed no danger and had no brain disease. The officers then put their guns away. Since then, TWC staff discovered an active den with three sick baby coyotes. It’s believed the shot coyote is their father. The mother was recently

struck and killed by a car, TWC said. TWC staff had set up a motion-activated camera outside the coyote den and determined the babies are no longer there. “Either they were starving and have gone wandering off in search of food, which they can’t possibly catch yet at their age, or the injured father made it back and moved them,” Karvonen said. “We would definitely like people in the area to please be out on the lookout for this injured sick father coyote because we would very much like to find him and the babies to be able to get them the help they need.” Anyone who sees the coyotes is asked to call TWC at 416-631-0662.

Celebrate Simcoe Day by having fun in Toronto

he coming long weekend is known as Simcoe Day and now is a good time to learn a little bit more about Upper Canada’s first lieutenantgovernor and the founder of our city. John Graves Simcoe is honoured across the province with a lake, county and more streets than we could ever mention. But it is only Toronto that celebrates the first Monday in August as Simcoe Day. The August long weekend holiday has many other names across Ontario and Canada ranging from the fairly bland civic holiday to the City of Vaughan’s Benjamin Vaughan Day and the City of Ottawa’s Colonel By Day. Simcoe, though, deserves a special place in the hearts of Torontonians. Named Upper Canada’s lieutenant governor in 1791, he founded York, which later became Toronto as the capital city, and also had a key role in naming Scarborough OuR ViEW because the bluffs reminded his wife Elizabeth of Scarborough, Simcoe has England. Though only lieutenant goverspecial place nor until 1796, his accomplishwere many, including in our hearts ments taking a strong stand against slavery and banning it in Upper Canada years before it was abolished across the entire British Empire. He also laid out Toronto’s famous grid street system of north-south and eastwest roads, earning the thanks to this day of those travelling through and around the city. So how do we celebrate him some 230 years after his time as lieutenant governor ended? Well, like all long weekends in Toronto, we have fun. There’s numerous events set for our city this weekend, many drawing huge crowds of both local residents and tourists. There’s the Toronto Caribbean Carnival on this weekend, which features the King and Queen competition Thursday night at Lamport Stadium and then the Grand Parade Saturday, from 9 a.m. to 9 p.m. at Lake Shore Boulevard and Exhibition Place. Also, there’s the 15th annual Scarborough Rotary Ribfest from Friday through to Monday at Thomson Park and the Veld Music Festival at Downsview Park Saturday and Sunday. And if you’d like to step back to a time closer to Simcoe’s, you can take part in Simcoe Day activities Monday at Fort York. Whatever you do, have fun and stay safe whether you are in the city, travelling the highways or enjoying Ontario’s lakes and wilderness.

Michael Ford continues family’s political dynasty What with all the sound and fury south of the border Monday night as Democratic Party conventioneers girded their loins for what could be a worldchanging political battle royale with the Trump family, it would be easy to have missed the quiet, civilized affair that ushered the late Rob Ford’s nephew Michael into that family’s office at Toronto City Hall. America may have a stark choice ahead of it – but the voters in Ward 2 (Etobicoke North) made their choice a long time ago, and on July 25 they simply confirmed it. The Ford family – first the late Rob Ford, then his brother Doug Ford, and now Michael – are the dynasty of choice for Toronto’s northwest. Nothing, not even Rob Ford’s toxic, drug-andalcohol-fuelled meltdown during his single term as mayor, seems to be able to shake that loyalty. And so it comes to pass

david nickle the city that Toronto Council has a new member, maybe not the same but quite similar to the last two members, in Michael Ford, the 22-yearold son of Rob and Doug’s sister Kathy. By all accounts, Michael Ford is a bit different than his uncles politically, although it is early to say: he hadn’t yet completed a single term as a school trustee before Rob Ford’s death necessitated his candidacy in the Ward 2 byelection. He has developed a reputation in that time as a consensus-builder, curious and prone to evidencebased decision-making. He is said to admire Prime Minister Justin Trudeau. If this is so, it will be a relief to Mayor John Tory, who also seems to admire

Trudeau. Since Rob Ford’s death earlier this year, Tory has governed without a real critic on the right. If the Ford family had sent Doug Ford back into the Ward 2 trenches, Tory would have been faced with having not only a critic, but also his most formidable foe in the 2014 municipal election. It is possible that Michael Ford will grow into that role. On election night, Michael Ford’s grandmother Diane opined that he might one day follow in his uncle’s footsteps and become mayor himself. But it will be a while, likely, before the new councillor for Ward 2 moves into that part of the Ford brand, because so far he’ll be doing the work that established the family in Etobicoke to begin with and has endeared them all to those constituents: which is to say, answering phone calls, showing up at doorsteps, solving small

problems definitively and optionally, dealing with large problems at a policy level. Michael Ford’s Uncle Rob treated that last element of the brand extremely optionally. Even as mayor, he paid policy scant attention – focussing on keeping taxes low, pointing out waste and gathering political capital as much from the votes he lost at council as the ones that he won. There seems to be hope that Michael Ford will be different in that regard, and examine the needs of his constituents collectively as well as individually. Because let’s face it: the voters of Ward 2 have collectively done much to elevate three generations of Fords to public office. It will be interesting to see how the latest generation repays that loyalty.

Wetlands, forests, birds at risk as invasive species start to spread >>>from page 1 increase the murkiness of the water making it difficult for native fish to find food. Grass carp specifically destroy wetlands that are key habitats for native species. “It’s important to educate the public on what they look like,” Chadwick said. “Our mandate is education and awareness.” Bighead and silver carp have spread the most aggressively through the U.S. and pose the greatest threat to the Great Lakes. The bighead can be identified by its small scales with dark blotches, short dorsal fin and eyes below the centre of its body; the silver carp has small, shiny scales; the black carp has large dark scales in a crosshatched pattern, and a pointed snout; the grass carp also has a short dorsal fin, and large, dark crosshatched scale pattern. Brought to North America in the 1960s and ‘70s, Asian carp are often mistaken for common carp, Chadwick said. Unlike Asian carp, the common carp has a long dorsal fin and two barbels (slender, whisker-like sensory organ at the mouth). Fisheries and Oceans Canada continues to monitor for the presence of Asian carp. “We’ve had lots of calls from the public. People are keen to help,” spokesperson Becky Cudmore said. There is a reason why these species are deemed invasive. They’re highly adaptable and can tolerate a variety of habitat conditions. Parks

and forestry staff are currently battling the dog-strangling vine. Although it is not new to Toronto – it arrived from Eastern Ukraine and Southern Russia in the 1900s – the herbaceous vine invades meadows and forest edges.

They could damage sport and commercial fishing in Ontario, which brings in millions of dollars.

“It prefers open spaces,” said Cara Webster, acting supervisor of tree nursery and natural resource management within Parks, Forestry and Recreation. “It grows in vine form, twining small trees and shrubs. It chokes them out. If we don’t keep up on control, it will overtake newly planted species.” It grows in large patches, outcompeting other species, Webster said, adding it poses a threat to native species like the black oak savannah in High Park. It can impact recreation areas because once it establishes a huge colony, “you can’t walk through it,” Webster said. Grassland birds, such as the Bobolink meadowlark, are particularly at risk. That’s because the vine alters their habitat preventing them from nesting. Toronto first began controlling the vine in the late 1990s when staff and volunteers

would manually remove it. The challenge is that the dog-strangling vine has a very deep root system. “Now, we use a method of applying a herbicide by wiping it on with a sponge. That way, it doesn’t hurt other species,” Webster said. “It’s very widespread in Toronto. It’s in every watershed and transportation corridor.” Agriculture Canada has introduced a biological control moth, a natural predator, which eats the leaves on the vine, as a method of control because the dog-strangling vine began impacting agriculture. The vine is not the only menace Toronto is fighting. The Japanese knotweed, a five- to six-feet tall bamboo-like plant that out competes other vegetation, can be found along streams and at the bottom of ravines. It spreads by its roots travelling down streams, Webster said. It blocks access to water, reducing all other native vegetation. Green frogs, native to Ontario, are being displaced because they are losing their habitat. “Every ravine in Toronto has a little bit of it,” she said. Control methods include cutting it down twice a season and using herbicide on the root system. “When people don’t stay on trail systems, they’re spreading species,” Webster said. Not sure what the culprit is, but we should embrace it. Toronto’s senior citizen population - a diverse, coveted political demographic - is slightly higher than our young adult numbers (14.7 per cent vs 12.9 per cent), and rising. With the exploding 905 region snatching up many young couples and families, Scarborough has communities where significant numbers of elderly live. Their experiences vary from those enjoying independence in their own homes to living in either renowned, or troubled, facilities catering to them. Toronto Council, Queens Park, and various non-profit groups pay close attention to addressing the vulnerable in their golden years - with seniors’ strategies, specific hotlines, clinics, and recreation programs. Scarborough’s attractiveness for seniors is also thanks to it being transit-friendly, having more accessible, quiet green space, and convenient walkable local plazas (though these vary by community). We

are the home of culturally sensitive long-term care facilities such as the Yee Hong Centre for Geriatric Care, St. Paul’s L’Amoreaux, and Hellenic Home for the Aged. “Quality of life” for senior citizens is actually defined by the University of Toronto’s Department of Occupational Therapy, which has a research unit focused on exactly that. Major tangibles: physical and psychological well-being; social and community belonging; practical, leisure and growth “becoming” - for example, the ability to care for a partner, perform chores, and adjusting to changes. One great thing I’ve noticed is that Scarborough has developed a subculture of a seniors’ social scene. Seniors in Scarborough have the opportunity to connect with others and find friendship, support, and fun. The first time I saw this

phenomenon was while walking through Woodside Square one early morning before the stores opened. Friendships formed through morning rituals of free Tai Chi and synchronized dancing, then chatting afterwards over dim sum or coffee. This is repeated at community malls across Scarborough. It’s an encouraging sight. Along with activist Dr. Joseph Wong - founder of Yee Hong Centres and the Community Wellness Foundation - is a founder of the Scarborough Ontario Seniors Association (SOSA), Carol Banez. A 27-year member of the Philippine Heritage Band and an active community organizer, Banez believed there was a need for first generation immigrants of primarily Filipino heritage to meet. My next column will feature an interview with her about SOSA and its success.

Marijuana laws ‘a train wreck’ Former Goodwill site eyed Scarborough councillor told as possible homeless shelter MIKE ADLER madler@insidetoronto.com

Let the market decide how many licensed pot shops Toronto should have, some marijuana advocates told Scarborough Councillor Jim Karygiannis this week. Others, represented by the Toronto Dispensaries Coalition, proposed a set of rules (see sidebar) which include mandatory distances from schools and other dispensaries. Toronto Council’s Licensing and Standards Committee, however, won’t start talking about regulating dispensaries until at least October. In May and again in June, the group of councillors sent away representatives of the city’s marijuana industry who wanted to set up some regulations. Karygiannis, who is a member of the committee, invited them back to Toronto City Hall on Monday so they

could be heard. No other councillors showed up during their summer break to listen, but Michael McLellan of the Toronto Dispensaries Coalition made his case dispensaries are “the safest, best option” for marijuana sales, doing the city more good than harm. People in the storefront marijuana trade told Karygiannis they don’t want their distribution handed over to “novices” - as one dispensary owner, Chris Cardozo, called them - such as Shoppers Drug Mart or the LCBO after Ottawa legalizes the drug. Several said charges from Project Claudia, as raids of dozens of Toronto pot shops by police in May were called, won’t stand up in court. Abi Hod, owner of the Hot Box lounge in Kensington Market, said pot should be licensed like liquor, and cannabis lounges should be able

to sell to customers. Hod said there are now seven such vapour lounges in Toronto, all operating on a bring-your-own basis. When Karygiannis asked her how many dispensaries and lounges the city should allow, Hod said a free market will limit the number. “Is there a cap of the amount of bars that can be licensed?” asked Marko Ivancicevic, a patient advocate who also backed this position. Constantine Beltsis, a medical marijuana patient, told the councillor Toronto’s dispensaries make “offensive” profits from pot, selling at prices tough to afford, especially on a fixed income or disability allowance. “I’ve yet to find a compassionate dispensary in Toronto,” said Beltsis, calling Canada’s current regulations on medical marijuana use “nothing short of a train wreck.”

MIKE ADLER madler@insidetoronto.com A scarcity of beds housing the homeless in Toronto might convince the city to turn a former Goodwill building on Progress Avenue into a shelter. Toronto’s government believes it needs to find as many as 15 new sites for emergency shelters over the next few years, but appropriate shelter spaces are hard to get. Since last summer, city officials have looked at more than 80 properties, hoping to find good candidates, a report to Toronto Council’s July meeting said. After Goodwill Toronto suddenly closed its thrift stores and donation centres in January, the city was quick to investigate nine former Goodwill locations. There’s now a proposal to lease one, on Runnymede Road in the west end, as a

shelter, but most of the others either weren’t available or weren’t suitable. Shelters must fit the city’s shelter bylaw, which states such facilities must be on an arterial road near transit, and be suitable in certain other ways. Staff said the Goodwill store and processing centre at 350 Progress - east of Brimley Road and Scarborough Town Centre - remains a possibility. The report said the property was “still on the market for lease at a reasonable rate,” but at 71,000 square feet, “initial analysis indicates that it might be too large of a site.” Pressures to get more emergency beds in Scarborough increased when Second Base Youth Shelter on Kennedy Road closed last fall. The city bought 3306 Kingston Rd., the former Comfort Inn East in Scarborough Village, to replace the Birchmount Residence, a transitional housing for older men. The

new Birchmount, expected to open in 2017, will be a co-ed home for seniors and larger, with 110 to 115 beds. City staff also expected, by the end of 2016, to open a new youth shelter in Scarborough and a new shelter for single women, both with capacities of 45 beds. Homes First Society, a charity which rents space in a St. Clair Avenue church basement for a co-ed shelter, hoped to move this year within Scarborough and expand its bed count from 67 to 100. Patricia Meuller, executive director of HFS, said the organization continues to search after one tentative purchase fell apart, and another building was “sold right out from underneath us.” “Real estate prices keep going up every minute,” Meuller added last week, but the St. Clair space doesn’t have enough room.

Children and adults can also take the stage to compete in daily karaoke contests. Karaoke winners will be chosen each day, with daily champions facing off Monday in a final showdown. available at the festival. A suggested donation of $2 or more per adult can be made at the entrance, with proceeds supporting community projects through the Rotary Club of Scarborough. More than $800,000 has been raised so far. “We wouldn’t be able to do the things that we do if we didn’t have Ribfest,” said Murton, noting it’s the club’s main fundraiser. This year, young Ribfest guests can enjoy a new splash pad with educational water features at Thomson Park that was built with the help of Ribfest proceeds. The splash pad will be open Friday for the start of the festival, with an official opening ceremony happening later in August. Along with treats, there will be shopping, community booths, a midway and more. Ribber awards will be announced at 1 p.m. Monday. On Saturday, attendees

TTC investigates harassment The TTC is looking into allegations made on social media of a sexual harassment incident on a subway train. Ja m i e L e i g h B a k e r’s accounting of the incident has been shared over 4,500 times since it was posted on Facebook on July 22. She claims, while taking a Bloor-Danforth train west to Islington, a man harassed her and another woman, at one point placing his hand in her lap. When she objected, two separate men leapt to the alleged harasser’s defence, claiming she was “making up stories.” Baker writes the men continued to berate her, until she activated the emergency alarm to summon authorities.
