of the Canadian National Railway maintained the shoreline by heaving large stones from the tracks. “Now that we own it and have put a park in front of it their worries are over,” Pinto said. The stones remain, but the strip beyond the embankment has sprouted poplars and dogwoods. Sand from the mouth of the Rouge is accumulating in the first of the park extension’s cobblestone beach cells. Further west is a drumlin, a sandy hill where the swallows nest and there’s a bridge over another pocket wetland, this one with a channel fish can pass through to lay eggs. A chorus of a rubber band sounds comes from green frogs hiding in the reeds. “Oh, it’s beautiful here,” said Linda Stewart, a Port Union resident who was walking her dog Tucker. “I like to bring people who don’t live around here and show off.” The park extension erased

Chesterton Shores, a row of homes, once part of Pickering, along a single-lane road. For years, the authority bought or expropriated the remaining homes. One family, the Zids, fought to stay as long as it could. Today, the trail goes through some tableland where no trace of the Zid’s house remains, but where Pinto said she recently saw a snapping turtle. “Other than the trains going by you wouldn’t know where you were.” If there’s a problem with the park, it’s that few people outside Port Union seem to know it’s there. An authority survey after Phase 1 opened in 2006 suggested park users, apart from invited guests, are “overwhelmingly local,” Pinto said, yet the waterfront trail was built as a regional park and can be reached by GO Train or a Lawrence East bus (Rouge Beach is just beyond the TTC turnaround loop).

tive committee for permission to seek funds for the remaining 8.5 kilometres of the Scarborough Waterfront Access Plan - the $70 to $80 million over 15 years to complete an actual park between the Rouge and Bluffers. The environmental assessment alone is expected to cost at least $2 million. Authority staff were told to ask the city, which contributed $12 million for the Port Union park, for $6 million a year. What the authority calls “temporary” shoreline protection has long remained below Guild Park with no funds available to expand it. With the city negotiating a deal to revive the Guild Inn, and pledging to spend millions on cultural projects in the surrounding park thereafter, prospects for a continuous Scarborough waterfront park may be improving too.

A second problem is a determined traveller could, thanks to the authority’s latest shoreline protection works to the west of Marine Drive, walk from the Rouge all the way to Bluffers Park Beach without much trouble. The facts are that shoreline works exist below East Point Park, Guild Park and other sectors of Scarborough shoreline, including a new section under Meadowcliffe Bluff that is nearly complete. Local residents and a few others are well aware this “construction road” has existed for years and can be reached by a trail down Gates Gully (Bellamy Ravine) or below the Guild. The authority can’t keep people off these sections of the shoreline either, and the joggers and cyclists return each weekend. “I know they’re down there informally,” Pinto said, “but we cannot promote them as public parks because they’re not.” In April, Pinto and other TRCA staff asked the authority’s execu-

That’s just the first kilometre. “For my money, Phase 2 is even more spectacular than Phase 1,” said Pinto, the Toronto and Region Conservation Authority’s senior project manager for the waterfront. It’s the second phase of the park which the authority turned over to the City of Toronto in November. “We couldn’t keep people off it anyway,” Pinto said. The formal handover will be at the Port Union Waterfront Festival this Saturday, below the south end of Port Union Road. Both Port Union sections together took 12 years and $25.5 million to build, but they link East Point Park at the mouth of Highland Creek with Rouge Beach 3.8-kilometres to the east, where people can hike north into Rouge Park or cross the Rouge River into Pickering and go as far along that city’s waterfront as Frenchman’s Bay. All of the park’s 33.4 acres of land is new. For more than a century, crews

he spotlight is back on Toronto Community Housing Corporation (TCHC) with a recent report by Toronto Ombudsman Fiona Crean citing poor practices for evicting seniors still take place. In addition to the findings of this report – which was prompted by the death of 81-year-old Al Gosling in 2009 weeks after being evicted – TCHC has long dealt with negative press, often being associated with the stigma of being crime-ridden and unsafe. Both Mayor Rob Ford and TCHC CEO Eugene Jones have since vowed to fix the problem as well as correct the lack of compassion with training for all TCHC staff to follow proper poliour view cies. But the rest of the community must also get involved. Problems Problems that exist within TCHC aren’t isolated ones but at TCHC rather affect the community as a not isolated whole. Project Neighbourhood Safety, launched today by Toronto Police 11 Division, is a good example of a community working together in the city’s west end within an area that’s reported violent crime incidences in recent years. “We’ll be focusing on working with the community to resolve problems,” said 11 Division Community Response Unit Sgt. Chad Nicolle. “The difference between this project and others is that we’ll be there for the long-term in this particular complex.” With TCHC complexes existing across the city, this project, based on the concept of neighbourhood policing, can be done informally in all local communities where residents are on the lookout for any suspicious activity on a daily basis. Community members can partner with not just police but local businesses too that would also benefit from having safer neighbourhoods. Residents should also be on the lookout for those most vulnerable in society like seniors and at-risk youth. Volunteer opportunities also exist across the city. Most projects begin and end, but community involvement is the true long-term fix to improve not just TCHC complexes but the surrounding community as well.

Council has options on traffic congestion
T
raffic congestion is an issue that remains top of mind for Torontonians, as it will remain during the upcoming municipal election. Opinions on how to solve the problem come from every section of the political spectrum: from one-track solutions such as building subways, to menus of options presented by interest groups, all the way to laying of most of the blame at Queen’s Park’s or Ottawa’s doors. Members of the public can be forgiven if they become confused by the choices, or remain doubtful in believing that one solution will solve a problem that has been almost a century in the making. Part of the challenge in reducing congestion is due to its many causes. Its roots can be found in an original road pattern not designed for cars or current densities, and in rapidly changing demographic and
david soknacki beyond the headlines commuting patterns. At the same time we have higher expectations about the environment, on safety and the economy. Context is important as well: Toronto has traffic jams because our city is one of the most desirable places to live, the economic engine of Canada, and the home to institutions of international repute. Although arguments on congestion rapidly move to a discussion about megaprojects and money, congestion-relieving projects requiring major investment from Queen’s Park will be the responsibility of the province’s regional transportation agency Metrolinx. For Toronto Council, these decisions are now off the table. So what’s left? Lots. There remains a surpris-
ing number of tools within council’s jurisdiction that can be used without bankrupting the city. Admittedly some ideas are undesirable. We do not want to create an environment that stunts employment growth or chases away newcomers. Other ideas are politically difficult, such as removing stop signs or traffic calming measures, or increasing speed limits. Managing motorists through tolls is still a difficult subject for a mayor, but much less so for councillors whose residents usually fall into one or the other of two sides. On the positive side there are so many ways council can help relieve congestion. For instance, it can greatly encourage development densities near transit lines or nodes. While such decisions are usually confirmed in the downtown core, governance changes are probably necessary to help
make changes in the suburbs. In addition, the city has more than 2,500 acres of virtually empty space in its hydro corridors that can be used for new busways and transit-centred development. And then there are the hundreds of smaller ideas that together will ease congestion. Examples include the optimization of traffic flows through technology, putting limits on deliveries and parking on arterial roads, separating turning lanes, building service roads, installing roundabouts and the like. While not as glamorous as advocating for new subways, the total of these decisions will make a significant difference in our lives. Better yet, these suggestions can be implemented by council, without large risks, and without further dividing residents.

Councillors approve single sidewalk for Chine Drive MIKE ADLER madler@insidetoronto.com Chine Drive residents aren’t happy about it, but the single sidewalk to be installed on the street is as close to victory as possible for everyone involved, Gary Crawford says. “This is the compromise the entire community was looking for,” the local councillor said Tuesday near the end of a long debate at Scarborough Community Council. If the community includes all parents and children at Chine Drive Public School, as Crawford said it does, then it remains bitterly divided over part of a reconstruction project first proposed in 2004 and approved this week. Residents from the 56 homes on the semi-rural street south of Kingston Road gathered signatures on a lastminute petition before the meeting, one suggesting a sidewalk “would mean the destruction of a large number
of trees, many of them more than 100 years old.” But Karla Thorpe, who will start sending her son to the school in the fall of 2014, presented another petition from like-minded parents who, she said, don’t want to see the project delayed further. Safety concerns Many have spent years walking to the school an arms length from cars and garbage trucks, and the death of fiveyear-old Kayleigh CallaghanBelanger in March on a street with no sidewalk in nearby Cliffside has increased their desire for walking safety, she said. “It is the easiest, safest thing (to be done on Chine for pedestrians) and it can prevent a tragedy.” Some parents said they were shocked and saddened by how controversial the issue became. Chine does not just belong to those who live on it, said Karen Inselbacher, adding she
researched streets with 600 public and separate elementary schools in Toronto and found only two others had no sidewalk children could use. While no accidents were recorded on Chine in the last five years, parents said there have been near misses on the narrow, winding street. Inselbacher said her daughter was left “rattled” after a caregiver walking with her was almost hit by a school bus. Work to build the sidewalk – its 1.7-metre width roughly within the eight-metre-wide existing road surface – would start next year, along with replacement of the street’s watermain and sewer attachments. Earlier this year, Ontario Environment Minister Jim Bradley cleared the project to proceed by rejecting a request by Chine residents to see a more in-depth environmental study done first. Though it was thought in 2004 the reconstruction would destroy 107 mature

trees, city staff now say as few as 10 might be lost, and three will be planted for each tree removed. At least one tree, a butternut, is to be transplanted. Crawford noted the latest petition from Chine focuses on “saving trees” when no trees will actually be removed to build the sidewalk. One resident, Dave Jones, kept arguing for a “responsible” alternative plan, a walkway at the rear of the homes along land owned by the Saint Augustine Seminary, even after Crawford said the seminary and public school board refuse to consider it. Other residents from Chine said the road is safe
to walk on, and if there are safety concerns, people from outside their neighbourhood are to blame. “It is those very parents who are the root of the problem, speeding to and from Chine Drive school,” said Jo-Ann Craigie. Crawford, Scarborough Southwest’s former public school trustee, said their comments about “out of area” students coming to the school were “unfortunate” and parents had a right to send children there. Residents of Chine have also objected to a granular pathway through an upper portion of Bluffers Park at the south end of the street, which local people call Chine Meadow. Authorities said many informal paths were harming the park, while residents said a formal path would harm plants and wildlife and speeding cyclists would pose a danger to pedestrians. The pathway, part of the city’s waterfront trail between Brimley Road and Chine,
was dropped from the city’s plans last May, but a resident, Cheryl Benson, appeared to connect it with the sidewalk issue in a posting last week: “My spin on this is that the city is putting sidewalks in under the guise of public safety, while their true agenda is to increase foot traffic to the new ‘Bluffers Park,’ formerly known as Chine Meadow,” she wrote. Crawford did bend Tuesday to the residents’ desire to keep a stub at the south end of Chine instead of a small cul-de-sac, despite a policy forbidding city vehicles from backing up to turn around. Residents had said a culde-sac would be dangerous because parents picking up children would use it. The project was amended to keep the stub. Only Scarborough East Councillor Ron Moeser voted against the reconstruction.

Toronto roads among worst in province: CAA reports RAHUL GUPTA rgupta@insidetoronto.com Once again Dufferin Street has been named the worst road in Ontario. For the second straight year, the pothole strewn street topped the Canadian Automobile Association (CAA) annual
Worst Roads survey. The CAA made the announcement Tuesday morning at the intersection of Dufferin Street and Finch Avenue in North York. Dufferin beat out Burlington Street East in Hamilton for the dubious honour, the CAA said.
In all, four Toronto streets made the 2013’s Top 10 list including Finch Avenue West (third), Bayview Avenue (fifth) and Lawrence Avenue East (sixth). More than 10,000 respondents took part in the online poll, said South Central Ontario CAA spokesperson Faye Lyons. “Voters have spoken loud and clear,”
said Lyons at the press conference. “Over 90 per cent of the comments CAA received were concerns about potholes and poor infrastructure. Their concerns reflect the fact that municipal infrastructure is in decay.” Lyons estimated it would cost around $2 billion a year for repairs to all the streets on the list. She said the money for
the work should come not from cash-strapped municipalities but from a share of provincial gas tax revenues collected on every litre of gas or diesel purchased. Nearly 90,000 vehicles travel through Dufferin and Finch according to the city’s transportation services, which ranked the intersection the ninth most congested in Toronto for a recent traffic study.
Feeling Congested meeting set for Kennedy station This weekend, Toronto city staff will take to the streets to gain feedback about traffic congestion. Part of the Feeling Congested transit consulting campaign, the three scheduled Meetings-onthe-move will take place not in a fixed location but on bus, bicycle and foot. The first event takes place this Sunday when chief city planner Jennifer Keesmaat leads a bike tour from Nathan Phillips Square at noon. Also that day, the city’s director of transportation planning Tim Laspa will join a Jane’s Walk in the west-end starting at Islington Station. And on Monday, June 24, Keesmaat will host a transit-focused event star ting at Kennedy Station at 6:30 p.m. T h e m e e t i n g s a re being billed as a way for residents to weigh-in on concerns about traffic and transportation. The TTC is looking for individuals with engineering and other backgrounds to apply for membership on an expert panel evaluating plans for future subway station exits. Made up of volunteers, the panel, which will meet between the fall of this year and throughout 2014 will work on addressing community concerns with TTC staff as well as assist with developing criteria for future second exits construction. The recruitment effort is part of a massive revamp of the TTC’s public consultations process which was taken to task in a recently in a report by the city ombudsman. Time for mayor get a driver
F
or years, Doug Ford has been saying that his brother Mayor Rob Ford needs a bodyguard. The events of last weekend, in which Mayor Ford was doused with a frozen drink at a public event, might be considered supporting evidence for that idea. One shouldn’t take such a dousing too lightly. As a 27-year-old yoga instructor has learned to her peril, allegedly tossing a drink in a gentleman’s face fits within the legal definition of criminal assault. The cup could as easily have been filled with a more harmful substance – or it could have been a knife, or a gun. It wasn’t this time. And the mayor and his non-security staff reportedly proved more than capable of chasing the woman down, apprehending her and turning her over to the criminal justice system. It’s understandable that
david nickle the city the mayor might have been reluctant to include an actual bodyguard on his staff until now. It paints an unfriendly picture of a mayor who prides himself on personally dealing with constituents’ problems. But the time might have come to reconsider that. During his recent troubles, the mayor has availed himself of city hall security – the department that is on hand to look out for the security of city hall itself and the safety of the public – to ensure his safety as he moves about the building. While so far he’s been hit by nothing worse than a frozen beverage and impertinent questions, it would be fair to suppose that he’s raised more ire than your typical mayor. Still, a bodyguard might be more than he needs. One addition that might be helpful, however, would
be another one that his brother Doug, as well as his deputy mayor Doug Holyday have also been suggesting for many years: a driver. They raised that matter most vociferously in 2012, when Mayor Ford was photographed reading speaking notes while driving along the Gardiner Expressway. If he’d had a driver then, Mayor Ford could have studied his notes riding shotgun. A driver might also be helpful on some of the mayor’s other issues — specifically, his frequent tardiness when attending public events. A driver might also provide the level of protection that our mayor needs, while being prepared for various emergencies. If nothing else, the driver might provide another pair of eyes to warn the mayor away from the dangers and traps in our city, before he encounters them himself.

Robbie Mini Festival set to hit local soccer pitches MICHELE MCLEAN mmclean@insidetoronto.com The 47th annual International Robbie Soccer Tournament is set to kick off with the Robbie Mini Festival, for boys and girls U8, U9 and U10, set for Saturday and Sunday. About 77 teams are scheduled to play in the mini festival. The 2013 main tournament has games set for Saturday June 29 to Monday, July 1. Since the start of the tournament, the event has raised more than $1.6 million for Cystic Fibrosis research. A cheque presentation of $70,000 will be presented from The Robbie to Cystic Fibrosis Canada during the parade at the mini festival. One of the biggest highlights each year for chair of the event Mike Ellis is the parade of kids donning their respective club uniforms and led by a bagpiper around the pitches. “That parade – I look forward it every year,” he said.

Surveillance video of suspect vehicle released >>>from page 1 Yesterday, police released four surveillance video clips of the suspect vehicle: a dark four-door 1999 to 2003 Mazda Protege with after-market rims and dirt behind the front wheels. Police believe three males were travelling around the neighbourhood in the Mazda in an effort to locate Vaithilingam for at least 10 minutes before the murder. At one point, the car passes by Vaithilingam as he loads interlocking bricks into a wheel barrel in his driveway. “They had a good opportunity to look at him and identify him,” Det. Sgt. Justin VanderHeyden said. The driver then parked the Mazda the next block over and walked to Vaithilingam’s home with his accomplices. The suspects walked into Vaithilingam’s backyard where he was shot once in the chest. “I believe this was up close

Pixels for Pistols gun amnesty extended to June 30 CYNTHIA REASON creason@insidetoronto.com The Toronto Police Service has extended its Pixels for Pistols gun amnesty program until June 30. Originally slated to run until June 17, the guns-for-cameras program was extended by nearly two weeks as a result of continued community interest – with more than 100 firearms and 4,000 rounds of ammunition turned over to police since

June 3. “And we’re not done yet,” Deputy Chief Mark Saunders said at a press conference this week announcing the Pixels for Pistols extension. “What we’re doing today is we’re launching another appeal and we’re hoping that members of the community will be encouraged to bring any of the unwanted firearms that you may have in your possession to this program so that we can successfully destroy them.”

Under the Pixels for Pistols program, all residents of Toronto who turn in a firearm to police will receive an Olympus digital camera and Henry’s Camera School of Imaging gift certificate – worth a total of $175. The process of surrendering your unwanted guns, Saunders said, is really “quite simple.” “All you have to do is contact Toronto police at 416-808-2222 and a police officer will arrive at your address and will take that fire-
arm,” he said, cautioning the public against bringing their firearms in to a police station or Henry’s store. “This program is designed primarily for those honest folks who have firearms legally but, for whatever reasons, no longer want to have those firearms in their possession and are willing to render those firearms over to our amnesty program. By doing so, you will guarantee that that firearm will not get within the criminal element.”
Of the more than 100 firearms so far surrendered to police since June 3, police said some look to be army surplus or historical firearms brought back as souvenirs from the war (some dating back as far as the early 1900s), while others are non-restricted hunting rifles and shotguns. If you have firearm to turn in for the Pixels for Pistols program, call police at 416-808-2222 between 7 a.m. and 7 p.m. before June 30.

Scarborough composer’s Laura Secord opera debuts Saturday MARIA TZAVARAS scm@insidetoronto.com When Laura Secord walked 32 kilometres during the War of 1812 to warn British soldiers that the Americans were coming, she also walked into the Canadian history books as a heroine. This year marks the 200th anniversary of Laura Secord’s trek from Queenston to Beaver Dams. To help commemorate her feat, Music Niagara will host the premiere of Laura Secord: An Opera, which will debut June 22 in Niagara-on-the-Lake exactly 200 years to the day she made that historic journey. Mark Richards, a Scarborough composer, pianist and music theorist, who is currently on faculty at the University of Lethbridge in Alberta teaching music courses, wrote and composed this original opera. He said he’s thrilled about its debut

this Saturday, and to be able to tell this heroine’s story. Richards said he’s proud of his Scarborough roots, attending Scarborough Village Public School and R.H. King Academy as a teen, and still considers it home today. However, being a composer wasn’t always Richards dream. He originally attended the University of Toronto (U of T) to take sciences. After a year, though, he realized it wasn’t the path for him and opted instead to take music, which his family didn’t question especially since being artistic runs in the family. “It wasn’t a huge surprise for my family because my dad is an artist,” Richards said. “He’s a portrait painter (Phil Richards) and he’s the one who painted the Queen last year for her jubilee.” Richards jumped on to his music path wholeheartedly. He attended the Royal Conservatory of Music in Toronto, took private lessons, attended the Glen Gould School of Music where he received a bachelor of music and performance, and eventually went back to U of T for a six-year course on music theory, which earned him a doctorate.

After he graduated in 2011, Richards accepted the teaching job in Alberta. Since his studies always had a heavy emphasis on original composition, during his years at school he was already creating original works including an opera about Hamlet that had a public concert reading at Stratford Summer Music in 2008, he continued to compose. As coincidence would have it, he
already had the idea to compose an opera about Laura Secord so when he was offered the commission in 2011 to create a full-length opera about her in celebration of the bicentennial of the War of 1812, it seemed like fate. “I wanted to do a story that was truly Canadian...and it looked like there was nothing done on Laura Secord and I thought it would be a great story,” Richards said. “When I started to research it, I found all these details and thought, ‘I don’t have to change a thing about this story, it’s opera already.’” Many may be surprised that Secord’s story isn’t just about her brave trek through the Niagara bush, Richards said. There is also a love story, tragic deaths and intrigue, “things that are right out of an Italian opera” he said. Told with 31 musical numbers, three acts and a cast of six singers, all of whom play multiple characters such as Captain Chapin, Lieutenant Fitzgibbon and of course, Laura, Richards said the story actually begins in the 1860’s with Laura as an older woman, desperate for money. “The whole story is done in a
flashback of her telling her story to the Prince of Wales who actually ends up giving her some money,” he said, adding that the story then goes back to where it began in 1812. For those who may not know, the story is that the American Captain Chapin stayed at Laura’s house, and during dinner she overhears their invasion plans which prompted her journey to warn Fitzgibbon. While the performance of his opera is one night only, Richards said he hopes to have some show dates scheduled in Toronto by next year, ideally at an historic site such as Fort York, so Laura’s story can be brought to Toronto audiences. Laura Secord: An Opera debuts on June 22, 7:30 p.m. at St. Mark’s Church, 41 Byron St., Niagara-onthe-Lake. Tickets are $27.50, which includes a contribution towards the restoration of the Charles Secord headstone in the churchyard at St Mark’s church. The report from city staff indicated that diversion of

Plastic bags are off the table at Toronto City Hall. That was the word from the city’s public works and infrastructure committee yesterday, as it briefly considered a report on strategies to reduce the amount of plastic shopping bags in the city’s solid waste system. The report stemmed from last year’s long and at times all-over-the-map debate at council over what to do about the five cent mandatory bag fee that was introduced toward the end of the administration of former mayor David Miller. Mayor Rob Ford had brought the matter forward to eliminate the fee, but council in a surprise move voted to ban plastic bags altogether. By the end of the year, council had reversed that decision. Yesterday, Mayor Ford took no chances and made the unusual move of attending the committee meeting himself to cast a vote on the matter. As it happened, he needn’t have. Committee Chair Denzil Minnan-Wong’s motion, to simply receive the report for information passed easily. “The item was received, that means the issue is dead,” said Minnan-Wong. “The status quo prevails. We’ve had this debate over
plastic from the waste stream improved during the implementation of the mandatory fee, by 53 per cent. A n d So l i d Wa s t e Management commissioned an Ipsos Reid public opinion survey which found that 72 per cent of residents changed their behaviour as a result of the fee, using reusable bags, and 59 per cent reduced their bags more as a result of the fee. About half were in favour of maintaining the status quo for bags.

Students at a Scarborough elementary school will soon see their library transformed, thanks to a $72,000 grant from the Indigo Love of Reading Foundation. The grant, paid over three years, will fill General Crerar Public School’s library with stacks of much-needed new books. “Receiving this grant is such fantastic news for our school and community,” said principal Heather Cairns. “We are committed to literacy, and it is almost hard to comprehend just how much this grant will impact on our students and their families. We are so thankful, and can’t wait to see how our students’ success continues to grow with this support.” The school, in the Lawrence

350 students The donation to General Crerar means its 350 students will have increased access to modern reading materials. On average, books in the school’s library are approximately 17 years old. The school, which is operating on an annual library budget of $10 per student, can now spend almost seven times that amount per student for the next three years. “It is thrilling to hear principals and teachers share with us how much impact these grants have on their students,” said Love of Reading
chair Heather Reisman. “Every time we fill a library, hundreds of kids get turned on to books and reading. We are grateful to our customers, our employees and our shareholders, all of whom help make our work at the Indigo Love of Reading Foundation possible.” Along with the grants, Love of Reading is providing 20 additional schools with new books this year, through a partnership with First Book Canada. The partnership will see 15,000 books distributed throughout the additional schools, equalling three new books per student. The schools receiving the books also applied for, but did not receive, Literacy Fund grants this year. In 2004, Statistics Canada reported each one per cent increase in literacy rates adds more than $18 billion to
Canada’s economy. Yet many Canadian elementary schools have aging and underfunded libraries, according to Love of Reading. The foundation notes some schools are operating on library budgets of less than $3 per student -enough to purchase less than one third of a new book per child, per year. Since 2004, the Indigo Love of Reading Foundation has donated $13.5 million to help more than 150 highneed Canadian elementary schools purchase new books and educational resources. Angel Cradles sought for abandoned infants A Toronto hospital could safely accept infants abandoned by their mothers for a very low cost, says a Scarborough councillor who says she’s determined to see it happen. Michelle Berardinetti put forward a motion at Toronto Council last week asking the province to create a program for Angel Cradles, “safe haven drop off” spots at hospitals for mothers unable or unwilling to care for a baby after delivering. “All you’re talking about is a hatch on the side of an emergency room. The staff are already there,” the Scarborough Southwest councillor said Tuesday. The motion, which requests such drop offs to be done “with anonymity for the parents and where the child is immediately taken into the care of the appropriate child welfare agency,” passed, but was amended to take out references to “unwanted”
children. “They are wanted,” though their mothers believe they aren’t in a position to care for them, Berardinetti said, adding women who might contemplate infanticide or dangerous abandonment after giving birth may have concealed their pregnancies from people they know. “There’s women who feel they cannot reach out,” she said. “They don’t feel they can call somebody to put (their newborn) up for adoption.” A 25-year-old East York woman alleged to have hidden her pregnancy was charged with the murder of her infant last month after she visited a hospital where staff found she had recently given birth. Days later, police said the body of an infant girl was found in the Cambridge, Ontario storage facility of a company collecting clothing at drop boxes in Toronto.
