MIKE ADLER madler@insidetoronto.com The first Scarborough Film Festival, which opens next Tuesday, is not about Scarborough, and yet somehow it is. There’s no midnight screening of the Mike Myers masterpiece Wayne’s World, and nothing starring Tony Nappo, another actor with a Scarborough pedigree. Films didn’t have to have anything to do with Scarborough to get in. They just had to be good, organizers say. The six-day festival, “showcasing local, Canadian and world cinema,” begins with the Ontario premiere of a FrenchEstonian film, A Lady In Paris. It’s also celebrating a century of Indian cinema with a pair of features from India, Celluloid Man and Tasher Desh, and the world premiere of a documentary, Pandi, from Toronto-based Indian filmmaker Maria-Saroja Ponnambalam. Festival co-directors Sergei Petrov and June Kim, however, want people to know how bullish they are on the former city east of Victoria Park Avenue. Scarborough “has so many great things” people don’t know about, Petrov said earlier this month. “The Bluffs are amazing. The history of Scarborough is amazing.” >>>FESTIVAL, page 14

Police have issued a public safety alert following a rash of distraction thefts targeting elderly Chinese women in north Scarborough. Police said the victims were approached by three women who start up a conversation in Cantonese about family illnesses. The women claim they can provide a blessing that will help cure illnesses and direct the victims to withdraw money and place both cash and jewelry in a bag. “The women would secretly take the money and jewelry and replace it with paper and other items,” police said in a news release yesterday. The victims are told to place the bag in a hiding spot in their house. They discover the scam at a later time when they look in the bag. A 79-year-old woman was robbed of her jewelry in the

lobby of a Scarborough building Saturday. Police said two men entered a building near Ellesmere and Markham roads around 7 p.m. on May 25. One man approached the senior, grabbed her necklace and fled with his accomplice. The suspects are black, 18 to 20 years old with thin builds. One is about 5’5” tall while the other is about 6’2” tall. At 1:45 p.m. Sunday, an 82-year-old woman was robbed of her chain in the Markham Road and Eglinton Avenue area. The suspect is black, about six-feet tall, 180 pounds with a medium build. Neither victim was hurt. 44, sexually assaulted wWoman,

Police are looking for a man after a 44-year-old woman was sexually assaulted early Saturday. Police said the incident happened just after midnight near Brimley and McCowan roads. The victim didn’t need medical treatment.

A man in a car — he did not own — was clocked going 56 kilometers-per-hour over the speed limit. At 9:15 a.m. May 24, police clocked a 2009 Nissan SUV at 116 km/h in a 60 km/h zone on Markham Road at Finch Avenue. The 31-year-old motorist, who didn’t own the vehicle, was charged with stunt driving. His licence has been suspended for seven days, and the vehicle has been impounded for seven days. Police said the owner of the SUV, not the driver, is responsible for the $800 impoundment charges. “Any person who lends their vehicle out must realize that as the registered owner they are responsible for any monetary charges levied against the vehicle,” police said in a news release.

Free bicycle tune-ups and repairs are part of an annual Bike Rodeo open to southwest Scarborough residents this Saturday. Part of the City of Toronto’s Bike Month, the event also features a bicycle course with safety and skills stations and a marketplace of cycling and environmental organizations. Scarborough’s Paul Abraham rides from Montreal to Toronto to raise funds which he used for the remainder of the trip. The next setback was weather related: Abraham got caught in a hailstorm on the Thousand Islands Parkway. “The wind had knocked me off before the hail started,” he said, noting “every time I wanted to give up I thought about Mike.” Abraham also had to contend with frightening thoughts, especially when riding alone through marshlands. “I was just thinking a few times: if something jumped out and grabbed me, there’s no way anybody could find me out here.” Seven days after leaving Montreal, and 631 kilometres later, Abraham arrived at Toronto City Hall. Throughout the journey, he said, he encountered a lot of stares and laughs. “If people laugh then I know they think it’s funny and that’s cool with me,” he said. “That’s two minutes of their day that was better because they saw me doing what I love doing.” SickK ids Foundation spokesperson Janessa Bishop called Abraham’s fundraiser “absolutely incredible.” There are more than 1,300 fundraisers on behalf of the foundation every year. “We have things from lemonade stands to police officers that will cycle, but I believe this is the only unicycle ride so I think Paul is the first one to do this for us,” Bishop said. “Definitely a unique fundraiser and something that has helped us raise awareness and funds for the hospital.” Abraham’s 2013 Unicycle Tour has raised $3,770.

His bike got stolen but he kept rolling. And earlier this month Paul Abraham put his new wheel in motion for a good cause, attracting stares and smiles along the way. Si x m o n t h s a g o, t h e 21-year-old spent hundreds of dollars restoring a bicycle that his grandfather had given him. But just two weeks later the beloved bike was gone. Abraham, who grew up in Scarborough, said he went to a bike store but didn’t want another bicycle. “I had my eye on an adult tricycle. They’re about $900. At the time I just didn’t have the funds.” So Abraham settled on a unicycle. “I was like no one is going to steal one wheel, so I bought it and then taught myself how to ride it,” he said. “It just takes deliberate practice and focus and a lot of discipline.” In late February, Abraham happened to meet a nineyear-old cancer patient named Mike at SickKids. The encounter inspired Abraham to help the hospital. “This kid’s drive and his will to live and his passion for life touched me,” said Abraham, adding he called SickKids with a unique idea: a charity unicycle ride from Montreal to Toronto. The idea was embraced. Abraham left Montreal city hall on his unicycle at 8:30 a.m. May 10. “I planned my route out a month in advance and I printed out all the directions,” he said. But because he doesn’t understand French, Abraham said he quickly got lost. He ended up buying a map,

n today’s newspaper we’ve presented the 11 funding tools Metrolinx was considering as ways to find $34 billion to fund the first part of the Big Move project in the Greater Toronto and Hamilton Area (GTHA). There’s been plenty of debate about these tools, how transit expansion should be paid for and who will pay. Ultimately, all roads lead to the Province of Ontario when it comes to these questions. Metrolinx, the provincial agency tasked with building and financing the Big Move transit expansion, has recommended four of the 11 revenue tools in a report which will go to the province and affected municipalities by this Saturday, June 1. You can find which four Metrolinx said no to; which three it listed as supplemental measures; and the four it passed on to the province in our exclusive look here. Other players with a our view stake in the Big Move, including the City of Toronto, CivicAction and the Toronto Region Board of What are Trade, have their own positions you willing on the funding tools; this is also reflected in our report. to accept? The Big Move is a huge project with many spurs of transit growth, and multiple jurisdictions with competing priorities. However, we are all part of the same transit/traffic mess, and it’s hurting our economy right now in long commute times and increased business costs. We’ll all pay the price for not getting the Big Move right. The onus is on taxpayers to understand the situation and its impact. It’s your tax money that will potentially fund transit upgrades. It’s easy to just say no to taxes, but then you have to be able to offer other sources of funding and be part of the solution. We hope our report will let readers better understand some of the ways in which Metrolinx thought the Big Move could be funded, and how those funding tools would work. Take a look at them and then let your local MPP know what you think, and what you would be willing to accept and pay. It is the province that will decide which revenue tools to implement, and right now we have a relatively unstable minority government situation. Hopefully, the importance of better transit will trump politics when making these decisions.

Ford Nation fights on despite controversies

A

s the Ford brothers, Rob and Doug, face allegations about their personal lives and setbacks due to the departure of key staff, they have shown aggressiveness in defending what they say are key achievements of the administration. To those who disparage, they point to the “over a billion” they have saved taxpayers, taming the unions, their advocacy for subways, and standing up for the average resident. Really? Let’s take a look at some of those claims. While claims for saving “over a billion” may be hyperbole, the Ford administration has limited the size of municipal government. Huge amounts of gravy have never been found. Yet the administration has found savings by chasing many small issues. It has not been afraid to eliminate costly practices, implement labour-saving automation and merge departments. Even critics concede that

david soknacki beyond the headlines outsourcing waste collection was vindicated by achieving both lower costs and fewer complaints. These triumphs are all the more impressive by coming after council revoked the much loathed vehicle registration tax, and approved labour agreements with the city’s major unions. Against these early victories stands a long string of defeats. First came the administration’s need to reverse its position on the redevelopment of the port lands, a decision that taught councillors that the administration could be beaten. Nor was the mayor able to deliver on his key platform plank of “subways, subways, subways.” Being unable or unwilling to compromise, he lost control of councillors on the TTC, then council itself,

and finally had to suffer the humiliation of seeing council approve the plan he declared dead on his first day of office. Generally, on the critical transit file, Mayor Ford seems to misunderstand the demographics driving transit demand, fantasize about private financing, misread council, and so, by not grasping the new powers being given to Metrolinx, has lost the ability to make major transit decisions. As well, council took the issue of a casino away from the mayor’s control. Although it was highly unlikely that the current premier would allow a downtown casino, the mayor’s ineptness was directly responsible for council’s disapproval for a casino at Woodbine Racetrack in Etobicoke. It was a decision that has the potential of costing jobs and revenue. In short, the mayor’s first year in office, and his focus on select financial issues saw notable successes, fol-

lowed by mutiny, personal troubles and most recently, by the inability to even articulate positions on signature issues such as Metrolinx’s recommendations for new taxes. Although there is some truth in the administration’s claims, promoting their achievements list was done mostly to appeal to their core supporters, called Ford Nation. So far, it has worked. Controversies have done little to dent the mayor’s approval level that stays at about 36 per cent, a figure unchanged from early May, although it is somewhat down from the 47 per cent with which he won the mayoral election. The conclusion from the events of May is that until allegations from the media have been proven, the mayor, his administration and his supporters are solid enough to fight on.

Canadian Energy Pipeline Association disputes Mulcair’s statements To the editor: Re: ‘Federal NDP leader Mulcair visits local recycling plant,’ Community, May 16. In the article, inaccurate statements were made about the pipeline industry. We would like the opportunity to set the record straight with the facts. The Canadian Energy Pipeline Association represents Canada’s transmission pipeline companies that operate about 110,000 kilometres of pipeline in Canada. In 2011, these energy highways move about 1.2 billion barrels of liquid petroleum products and 5.3 trillion cubic feet of natural gas each year. Our members transport 97 per cent of Canada’s daily natural gas and onshore crude oil from producing regions to markets throughout North America. In the article, NDP leader Thomas Mulcair, leader of the Official Opposition of Canada, was paraphrased by saying “But bitumen

may corrode the pipe faster than the crude it now carries, and the proposal is not going to be object of a serious, complete and credible environmental assessment process, because the Conservatives are gutting environmental legislation.” No factual evidence This statement needs to be corrected. There is no factual or operating evidence that diluted bitumen is more corrosive than conventional crude oil. There have been numerous studies, including one released earlier this year by the Penspen Group, that dispelled the myth that diluted bitumen is more corrosive than conventional crude. In this report, the Penspen Group examined 40 studies addressing the behaviour of diluted bitumen and conventional crude over a 40-year period. The research con-

cluded that diluted bitumen is no more corrosive when compared to conventional crude oil. There was also another study by Alberta Innovates Technology Future (AITF) completed last year. It indicated that in terms of corrosion rates, there was no increased risk of transporting diluted bitumen versus conventional crude. The AITF engages scientists and other experts, many of whom are worldrenowned in their areas of study, to look at this issue. Lastly, at the most recent National Academy of Corrosion Engineers (NACE) International conference, 16 studies were cited, dating back more than 20 years, that compared corrosion rates between conventional crude and diluted bitumen. None of these studies found evidence to determine that diluted bitumen was more corrosive than conventional crude. NACE International is the most

recognized, global organization dealing with corrosion matters. In addition, this article also quoted Mulcair as stating the Conservative government was “gutting environmental legislation.” This also requires correction. It seems that there is a continued effort by some members of the media, as well as, Mulcair, to misrepresent the purpose and application of Canada’s new environmental assessment legislation, CEAA 2012. The changes to federal environmental legislation in 2012 have consolidated responsibility for environmental assessment of federally regulated pipeline projects with the National Energy Board (NEB). The NEB, as an expert regulator with full life cycle oversight of federally regulated pipelines, utilizes its own assessment requirements and those of CEAA 2012 to evaluate projects and ensure the environ-

ment is protected and the public is safe. Any project that is approved is subject to conditions that are enforceable, projects are inspected during construction and operation, and NEBregulated companies are accountable for their performance. Environmental assessment and environmental protection are important to all Canadians. The public interest is poorly served by inaccurate comments that exaggerate personal views and is not supported by an understanding of regulatory processes that are designed to inform and engage the public in the review of projects. Accountability, wise spending sought from Toronto’s politicians To the editor: Now that it appears Mayor Rob Ford’s reign might come to an end, I have noticed something peculiar. After garbage privatization west of Yonge Street, our own sanitation workers were efficient and friendly and bins actually landed in the same spot from which they were picked up. That has suddenly changed. The bins land either in the middle of the road or driveway and the workers smirk when challenged. They sense the changes coming where unions will rule once again. Condominium consultation meetings set for civic centre

Condominiums, a form of housing that succeeded in Toronto like almost nowhere else, have come with their own set of problems. The City of Toronto started asking residents about life in condominiums earlier this year. A second round of consultation, one the city can use to shape future developments, is planned this coming Monday, June 2, at Scarborough Civic Centre from 7 to 9 p.m. “The first round of meetings identified issues that condo residents are experiencing. Bringing up a sensitive topic with an aging parent or relative is something experts say people should do before it’s too late. How to do it is the subject of Tough Transitions in Aging, Families and Eldercare, a talk presented by The Scarborough Hospital Foundation next Thursday, June 6, evening. Part of an occasional lecture series called It’s Time to Talk, this free event covers “how to have difficult discussions with your loved ones about elder care,”

which includes substitute decision-making, powers of attorney and advanced care planning. It also lets audience put questions to its expert speakers, including a social worker, ethicist and nurse practitioner working at TSH, as well as Toronto Alzheimer Society CEO Cathy Barrick. The June 6 forum, preceded by a one-hour health fair at 6 p.m., runs from 7 to 9 p.m. in the auditorium of Eli Lilly Canada. Pros for implementation: w Stable, long-term funding since parking spots are unlikely to be removed over time. w Easy to implement. w Encourages smarter land-use planning.

Examples where it is used: Oregon raised more than $200 million in 2010 for the Portland area TriMet transit service through an estimated 0.69 per cent payroll tax. Also used in New York City and Paris, France.

HIGH OCCUPANCY TOLL (HOT) LANE How it works: Low occupancy drivers pay a user fee to access High Occupancy Vehicle (HOV ) lanes normally reserved for vehicles transporting three or more people. Annual projected revenue for the Big Move: A toll of 30 cents per kilometre would bring in anywhere from $25 to $45 million by 2014 and up to $250 million after 2017 if additional HOT lanes are constructed on the 400 series highways as planned.

Examples where it is used: Vancouver’s TransLink and London, Ont. have funded transit projects through property tax hikes.

VEHICLE KILOMETRES TRAVELLED (VKT) FEE

How it works: All vehicles in a designated area would have to pay a charge for every kilometre travelled. Distance would be measured via GPS devices installed in cars or odometer readings. Annual projected revenue for The Big Move: Charging three cents per kilometre would net for transit construction around $1.6 billion. Pros for implementation: w Extremely high revenue potential with the ability to rise significantly in the long term. w Would reduce congestion and impact driver behaviour especially if different pricing rates are adopted to account for peak travel times. Participants in Maya’s March will have their hearts in the right place. They’re raising money on behalf of Maya Murphy, an eight-year-old Scarborough girl who was born with a rare genetic disorder that has placed her heart on the opposite side of her chest. The disorder, which affects one in 15,000 people, is called Primary Ciliary Dyskinesia (PCD). “It’s fun when you take her to a new doctor and don’t tell them the heart is on the right side,” Maya’s mother Paula said. “There’s a look of puzzlement on their face.” Maya experienced respiratory distress at birth. An x-ray revealed her organs were reversed. The newborn was sent to The Hospital for Sick Children where she spent more than two weeks. She was diagnosed with PCD at four months of age. “It’s quite frightening to think that your little baby has a lifelong incurable disorder,” Paula said. “But because we caught it so early and started treatment so early, we’ve really been blessed.” Maya endures twice daily physiotherapy and daily med-

ication to keep her healthy. “Sometimes she comes out with this wicked cough but other than that you really would never know,” Paula said. “She’s active, she’s very good in school, she has lots of friends.” Maya’s family started Maya’s March five years ago to raise funds for SickKids and PCD research. Last year it was

decided that all the money raised will go towards PCD research at SickKids. Maya’s March begins at 10 a.m. this Sunday at 21 Conlins Rd. The five-kilometre walk goes along Military Trail to Old Kingston Road, along Lawson Road, through Colonel Danforth Park, up Old Kingston Road and then back along Military Trail, ending at Conlins where there will be a barbecue, live music and a silent auction. Paula said she hopes to raise $15,000 this year.

Mayor Rob Ford’s executive committee has voted to look at reducing the number of councillors at the same time as consultants review new ward boundaries. The committee supported an amendment by the mayor – a move that takes Ford a step closer to fulfilling a 2010 election promise to cut Toronto Council in half, or nearly so. At the meeting, Ford made a passionate case for ignoring city legal advice to allow the ward boundary review to go forward without preconceived direction from politicians. Ford argued federal riding boundaries are likely to add three new ridings in Toronto. And if council continues with the practice of dividing ridings in two to create city wards, that would increase the number of wards from 44 to 50. “What we have to do folks, is look at where are we going to go,” said Ford. “Are we going to go to 50 wards? At the rate we’re going we’re going to have 50 councillors – and you see the problems we have with 44 councillors.” During the election, Ford promised to reduce council to 23. In his motion, he didn’t

specify a number of wards, but when he spoke, he repeatedly referred to 25 councillors as being a workable number. “We have to align ourselves with the provincial and federal government, and 25 councillors can do the job,” said Ford. “I don’t want to hear the argument that we work harder than MPs. I have no problem with increasing our salaries in line with an MP or an MPP... You might have to sit on two committees instead of one. But this is what people want. They don’t want more politicians in the city. They want less.” Councillors on the committee voted for the recommendations.The matter will go to the June meeting of Toronto Council.

Festival founder a fan of films and Scarborough

The festival website (www. scarboroughfilmfestival. com) is full of facts about Scarborough.

Toronto may have film fests of many sorts, but Petrov, who went to R. H. King Academy and is a board member of Scarborough Arts, speaks proudly of his event as being one of the first outside the downtown core. “I’m a film fan, yes, but I’m also a Scarborough fan,” he said. Kim, who like Petrov has worked for the Toronto

International Film Festival, said Scarborough has a “minimal” presence in the cultural life of Greater Toronto, despite being one of its largest regions. “I started to see Scarborough as a clean slate, a new canvas that’s waiting for a new initiative,” she wrote this month, adding the volunteer-run event from June 4 to 9 can “bring the community

together through showcasing quality and inspiring films that everyone can enjoy.” Petrov also has hopes the festival can help people get beyond Scarborough’s problematic public image. When he asked students at Centennial College to make short films about Scarborough, four of the five films they finished were about killers or rapists, he said. “Why not do it about a corner store? Or a documentary? Or experimental?” The festival, meanwhile, struggled to find local venues outside of Scarborough’s remaining megaplexes. One of the few alternatives, the Woodside Cinema, is closed

for renovations. Kim and Petrov decided to have some screenings, including opening night, at The Fox in the Beach, which Petrov calls “borderline Scarborough.” Other films will play at the University of Toronto Scarborough, in a campus lecture theatre which Petrov said can seat 500 and has superb sound quality. Submissions to the festival poured in from Europe, the U.S., and Thailand, but some short movies by Scarborough filmmakers are also included: Chance, by Kuru Selvarajah; Mermaid, by Joanne Doughty; Student Bodies, by Geoff Anhorn; and Little Miss Jihad

by Stephanie Law. A l s o h o m e g r ow n i n Scarborough is Ryan O’Callaghan, who wrote, produced and stars in the feature film Placebo, also screening. He now lives in New York City, where his story is set, and said he “couldn’t be more excited” to have it shown at The Fox, where his grandparents went on dates in the 1950s. “Scarborough has shaped the person I am and the artist I’ve become. The creative potential here is limitless,” said O’Callaghan, who grew up in the Guildwood area.

Heavy rains lead to flooding in basements, on roads DAVID NICKLE dnickle@insidetoronto.com City staff are bracing for re p o r t s o f w i d e s p re a d basement flooding following an overnight rainstorm that flooded the Don Valley Parkway through the morning rush hour and has taxed the city’s systems to the maximum. “We had an extreme event,” said Denzil Minnan-Wong, the chair of Toronto’s public works and infrastructure committee yesterday morning. “We received a rainstorm of somewhere between 50 and 60 millimetres in an hour. It was a significant amount of water.” The storm set off an alarm system on the Dundas Street bridge over the Don Valley Parkway at around 3 a.m., telling city staff that the Don River was beginning to rise. “Staff were immediately deployed around four, started to close roadways — we

changed the signal timing on some streets in expectation that there would be flooding,” he said.

The Don Valley Parkway was closed until mid-morning. Minnan-Wong said there

could be more trouble in the afternoon commute, as another system tracks across the region.

But Minnan-Wong said the real problem is still emerging, as homeowners across the city continue to call in with

basement floods from sewer backups. “The people I have a lot more concern with are the people who’ve had their basement flooded,” he said. “We’ve had about 200 calls so far.” Minnan-Wong said the calls have come from every area of the city with a particular concentration in North York. Pockets of the former municipality have had to deal with sewer backups every few years. They usually occur when heavy rains cause the storm sewers to back up into sanitary sewers, sending raw sewage into homeowners’ basements. The city’s wet weather master plan is a long-term infrastructure improvement program intended to mitigate against flooding in the future.

Metrolinx shows transit leadership

I

n the midst of the political apocalypse unfolding here at Toronto City Hall, it’s nice to see that things aren’t collapsing everywhere when it comes to the governance of our city. On Monday, Metrolinx released its preferred revenue tools — yes, also known as fees and taxes — to pay for transit expansion in Toronto and the surrounding communities. The revenue tools preferred are a one per cent hike in the HST, a five-centper litre gas tax, a 25 cent commercial parking levy and a 15 per cent increase in development charges. Metrolinx also recommended tolls on HOV lanes, parking fees at transit stations and a land value capture tax as supplemental tools for funding. The total cost for the average household would be $477 a year, according to Metrolinx’s calculations. More for big families. All of this was too rich for the broken instrument

david nickle the city that Toronto Council had become earlier this month, when it attempted consensus on ways to raise money for transit expansion. The best council could do then was ask for a couple more subways, and tell the provincial government to find the money to pay for it elsewhere. The political appointees that currently make up Metrolinx are, sadly, left to be the grown-ups in a room full of democratically — elected kindergarteners. Toronto needs that politically mature guidance right now. The city and the region that surrounds it desperately needs to update and expand its transportation infrastructure. And council? Beset by scandal in the mayor’s office, its members divided along political, regional and grudge lines... In its current

state, it’s never been less fit to govern this city. As Deputy Mayor Doug Holyday has pointed out, the business of the city goes on as it collapses. And that’s true, inasmuch as Toronto is 90 per cent a service delivery organization and as long as it’s financially sound and retains a professional bureaucracy, the city itself will work. But that crucial 10 per cent, which involves moving an agenda forward and crafting policy — looking at the city we’ll have five years as opposed to dealing with the one we’ve got — is beyond Toronto. Fortunately, the most crucial policy question of this term — how to fund and build better transportation — has been taken from council and given to an unelected body. Under ordinary circumstances, that would be alarming. These days, it’s a lucky break.

Province urged to act on Metrolinx report Mayor repeats opposition RAHUL GUPTA rgupta@insidetoronto.com Several pro-transit funding groups want the provincial government to act quickly on Metrolinx’s final recommendations for new dedicated transit taxes and fees. The provincial transit planning agency released its longawaited Investment Strategy this week which it will present to the province and municipalities by Saturday, June 1. Metrolinx’s said the recommendations for four main revenue generating tools is enough to bring in the necessary $2 billion per year required to complete the Big Move transit plan’s first phase of priority projects within 15 years. During a special meeting on Monday, Metrolinx’s board of directors voted to

unanimously endorse the report, which contains a number of recommendations for the Liberal government of Premier Kathleen Wynne. The recommended revenue tools are increasing the HST in the Greater Toronto and Hamilton Area (GTHA) by one per cent; hiking development charges to 15 per cent; imposing a five cent gas tax; and requiring commercial parking lot operators to pay a fee of 25 cents per space. The Greater Toronto CivicAction Alliance, which has long called for revenue tools to fund a regional strategy urged the province to accept Metrolinx’s recommendations. “It’s been decades in the waiting, and the time has come for governments to invest in a dramatically better way to move people and goods across the

Toronto region,” said group chair John Tory. “Let’s make our dream of a connected regional transportation network a reality.” The Pembina Institute also reacted positively to the report. “We are particularly happy to see that Metrolinx’s proposal includes a mobility tax credit to address income equity, and also a dedicated transportation trust fund to ensure that new revenues go exclusively to the Big Move,” said the environmental research group’s Ontario director Cherise Burda. The Toronto Region Board of Trade, which made its own revenue tool recommendations earlier in the year, said the province should be quick to adopt the recommendations. “We urge the provincial government to move quickly

in advancing the report to the public through planned consultations. We will be looking for a clear timetable to legislatively approve a final investment strategy by the fall.” said board president Carol Wilding. TTC chair Karen Stintz, who attended the release of the Metrolinx report on Monday, said she supported three of the recommended revenue tools but was concerned by the impact of a parking levy on Toronto region business owners. “Adding the fourth tool of a parking tax will tip the scales of simply taking too much from our economy,” said Stintz in a statement posted on her personal blog. Mayor Rob Ford is no fan of Metrolinx’s suite of revenue tools. On Tuesday evening, after a day-long executive committee meeting, Ford invited reporters and cameras into his office to make sure that was perfectly clear. “It’s no secret that I’ve been fighting for new subway lines for the City of Toronto from Day One,” he said. “I support developing new rapid transit — and streetcars are not rapid transit. What I do not support is the province’s plan to slap new taxes on the backs of Ontarians. They call them revenue tools but we all know it’s a fancy name for taxes.”

Ford referred to the recent debate at council, which took place against his will, that nevertheless rejected all options for revenue tools and demanded the province fund two new, unplanned subway lines. “Toronto Council took a firm position last month — they stood beside me and said no to these new taxes,” said Ford, who had hoped to forestall the debate on revenue tools until Tuesday’s meeting of the Executive Committee. “Yet the province is moving ahead without consulting the public, with a plan to hit Toronto families for taxes that will cost $500 to $1,000 a year if not more.” Ford said the province should “lead by example” and deal with its own deficit before discussing new taxes.
