The Free Scarborough campaign is out door-knocking for signatures to redraw a municipal boundary along Victoria Park Avenue in 2018. Leader Robert McDermott isn't trying to de-amalgamate the whole Megacity Ontario's Mike Harris government created. He just wants to give Scarborough back its tax money, autonomy, and city hall. "We'd manage our own affairs," he told a woman living near Craiglee Nursing Home in Cliffside, a South Scarborough neighbourhood where McDermott signed up several residents near Kingston Road. He said he may need 400,000, recorded by volunteers in each Scarborough ward, before the province would hold a referendum. Future Downsview Park aerospace hub gets federal funds Centennial College says new aerospace hub opens in Fall 2018 MIKE ADLER madler@insidetoronto.com Downsview is part of Canada's aviation past, but with federal and provincial funds announced this week, it should also have a place in the future. Centennial College is getting a new $72.4-million aerospace campus in Downsview Park, on the spot where de Havilland of Canada built bombers and peacetime aircraft. Recently home to the Canadian Air and Space Museum, Downsview's de Havilland plant was where the first Canadian satellite, Alouette 1, was built, as well as the first Canadarm for the U.S. Space Shuttle. During the Second World War, workers there turned out 1,000 Tiger Moth biplanes, and more than 1,100 Mosquito bombers. "You could say this is hallowed ground," Centennial's

president, Ann Buller, said Monday after a ground breaking staged beside the former factory, which is being partially demolished. The campus, scheduled to open in Fall 2018 within walking distance of the new Downsview Park subway station, will have room for 900 students and about three times the space Centennial's aerospace programs have now at its Ashtonbee Campus in Scarborough. Those programs at Ashtonbee have been pressed for space since interest in the trades picked up. "We've outgrown our house," said Josh James, a Centennial aerospace lab technician. Centennial's transportation school will expand by moving into the Ashtonbee hanger. In a bar near the site, Canada's Science Minister and Etobicoke North MP Kristy Duncan said the federal government is offering $18.4 million to the new campus. The province will contribute $25.8 million, while $28.2 million will come from the college and its donors. The campus will be used not just by Centennial, but by aero-

space programs at the universities of Toronto, York and Ryerson - and, it's hoped, by Bombardier and other companies - for training and research. Ontario Premier Kathleen Wynne told Buller she recognizes the Centennial president was "dogged" in her determination to create this hub, which Wynne called a "bricks and mortar testament" to the strength of Ontario's economy. "If we're going to punch above our weight, as we need to do, we have to innovate," she said. Progress on the vast Downsview lands has come slowly since Canadian Forces Base Downsview closed in 1996 and the federal government declared plans for Canada's "first urban national park" there in 1999. York Centre MP Michael Levitt acknowledged it's been a long wait, but said the new Liberal government is committed to "bring about the vision that's been promised for so long." Longer-serving politicians for the area also sounded optimistic. "We have a dream in Downsview that's partially come true today," said York Centre Councillor

Move fast on contracting out of garbage, says Tory DAVID NICKLE dnickle@insidetoronto.com Toronto should put out feelers to the private sector as soon as a new report on garbage privatization east of Yonge Street drops in January says Mayor John Tory. "I think there will be savings. It's difficult for me to quantify them," said Tory Nov. 21, at an early-morning meeting in Scarborough prior to the November Public Works and Infrastructure Committee meeting where the committee asked for a further report looking at how contracting out stacks up against keeping garbage collection in-house. Tory said the only way to determine whether privately-provided

garbage collection is viable across the city is to ask the private sector what they'd charge. "One of the things we're going to do, just like average people, we'll go out and get estimates," he said. "So we will say in the manner our staff advises anyone who wants to bid, tell us how much you'll do this work for and what is the quality of work you will provide. And then we'll have a look at what's out there." In reports submitted thus far, city staff have cautioned against private garbage collection across the whole city, suggesting in a report earlier this year that mirroring the private-sector service provided west of Yonge Street wouldn't provide savings.

However the Public Works and Infrastructure Committee has asked for another report, based on new metrics that staff say they have discovered for measuring efficiency in garbage collection. Tory said that one of the changes in circumstances was the culmination of collective bargaining with CUPE Local 416, which

removes obligations to find work for employees displaced by contracting out work. "One of the reasons we're moving ahead now after the small delay is so that we can get this done," said Tory. "I campaigned for this office on a commitment to contract out garbage collection east of Yonge Street and at least

one other candidate did." CUPE Local 416 Executive Vice President Matt Figliano said that the city should heed its staff. "He's got it wrong – he claimed there would be a cost saving," said Figliano. "In 2015 there was a report saying there would be no cost savings .... They should keep solid waste in house."

Time to break the cycle of child poverty

his is where it starts: sometime this month – or maybe next – a mid-size company in the Greater Toronto Area is pushed to outsource a department to stay viable. A person loses a job. At first, he finds freelance work, then temporary manual labour gigs. Then, nothing. A single parent, he looks at starting his own business, but that would require an infusion of cash. Or retraining, but that, too, would cost money, and leave the household without an income for an extended period of time. The first things to go are the luxuries – TV packages, smartphones, music lessons. The SUV is traded in for a used compact car. Next come some harder choices – running the washing machine less often to save on hydro and water, fewer trips to the grocery store supplemented with items from the local food bank. One day – and then the next– both kids go to school without breakfast. These are the faces of child poverty in our communities. In a Metroland special investigative series, reporters from community papers across southern Ontario examine the issue of child poverty, which may at first blush not be visible some areas of Toronto. One of the stories is online and in print today, the rest can be found at insidetoronto.com They present research that says more than 370,000 Ontario children (or 13.8 per cent) lived in a lowincome household in 2013, only slightly better than the national average of 14.3 per cent. They also found that more than 800,000 students take part in more than 4,000 school meal programs across the province. Certainly, initiatives such as the recent changes to the Child Tax Benefit program will help address the problem. As well, accurate, detailed information garnered through the recently restored long-form Census will aid in creating a focused poverty plan. But it could be years before such strategies bear fruit. Other avenues that need to be explored include economic development initiatives that focus on maintaining – and creating – local jobs, investments in training and seeking out ways to help Ontario Works clients secure meaningful employment without worrying about clawbacks to benefits. Most of all, students need to learn life skills and strategies that will help put them on a path to a successful future. Make no mistake: child poverty is family poverty, and it is a cycle we need to break. We all have a part to play. Let’s get to it.

Dreaming the impossible dream of breaking up Toronto I have met the Don Quixote of Toronto’s suburbs. He’s out there, mostly on weekends, trying to free Scarborough from the clutches of Toronto by gathering signatures door to door. About 400,000 should do it. Then Kathleen Wynne must listen. Ontario’s premier will hold a vote, and return Scarborough, after two decades of abuse, back to its fiscally-responsible people. “It’s been an abysmal failure, amalgamation,” says Robert McDermott, leader of the Free Scarborough Campaign. “It was undemocratic, forcefully and arrogantly put through.” McDermott is a realtor who tried running for council in Scarborough, and led a Toronto-wide slate of candidates against

Mike Harris didn’t listen in 1997, when people in each of Toronto’s former cities voted not to merge. escaping Toronto as people in Leaside, Forest Hill or Long Branch. But an ache remains, not just in Scarborough but everywhere away from the Megacity’s core. At its heart is one conviction: our money flows downtown, and doesn’t return. “We can only remember how happy we were,” says Giorgio Mammoliti, a North York councillor. “All we get are scraps to appease us in the suburbs.” Downtown’s Rail Deck Park, perhaps to cost billions, is far away. In neighbourhoods called Rustic and Oakridge, the city asks residents to show up, vote and then, just maybe, it will put lights in the park or replace cracked sidewalk planters. Suburban councillors fought to save traditions of their former cities, but

these were mostly about leaf collection and parking. Those former cities are older now, and poorer. An independent Scarborough in 2018 would have responsibilities its leaders couldn’t fathom as its subdivisions were built. I don’t know what you call your neighbourhood, or why. Does North York still exist for you? Does East York? That’s part of this column, finding out. McDermott still dreams the impossible dream. We’re stuck with each other. TTC board approves 10 cent fare hike for 2017 Presto integration, Spadina subway extension present major financial pressures, says Josh Colle RAHUL GUPTA rgupta@insidetoronto.com

Another fare increase will come as a disappointment to riders, the chair of the TTC concedes. But Josh Colle insists it's necessary to fund major transformative changes to the transit commission next year. Colle and a majority of the TTC's board of commissioners voted Monday for a ten-cent increase in 2017. To soften the blow, the board also endorsed a freeze for 2018, with the rationale of keeping transit prices at the rate of inflation. A modest increase, the sixth consecutive year one has been imposed, was necessary to provide a balance between offering more service and dealing with economic realities, he said. "We're doing our best to find that sweet spot in challenging economic times to continue to deliver

better service without letting fares rise too much," said Colle following Monday's marathon meeting at city hall which saw dozens of public debutantes plead unsuccessfully with the transit commission's board to not impose another TTC fare hike. "With some of the immense pressures that are unique to 2017, we just have to be upfront about that source of revenue." Next year will be a pivotal one for the TTC, with the PRESTO fare card system set to be fully integrated, plus the opening of the Spadina Subway extension. Hundreds of millions in federal funding is also set to flow for badlyneeded repair projects that don't receive the fanfare of a ribbon cutting but are no less important in making the TTC more reliable, said Colle. But that comes as small relief to transit riders who at the start of

hike and will stay at $3.25. Of equal concern is the $61-million gap the TTC is facing for this year's operating budget - what's currently unfunded even with projected revenue from the fare

increase plus over $14.4-million from the TTC's reserves taken into account. TTC staff had prepared an "Armageddon list" of potential service cuts and fare discounts for the board to consider implementing. But in the end, the board opted to approve an unbalanced budget and force Toronto Council to come up with the money, or make the decision to cut service. Colle defended the move, saying the TTC had already slashed its costs and met a mandate from Mayor John Tory to reduce expenditures by 2.6 per cent, representing $16-million toward the TTC's 2017 operating budget. It identified a total of $75-million in cost savings, from reduced administrative expenses to cheaper fuel costs. Any more cuts, and service will be affected, he said. "The good news is kids will continue to ride for free ... and at the same time we've approved hundreds of new buses, renovated stations, overhauled subways and streetcars on top of the tens of millions added in new service," he said. "That's something you'd want to preserve."

Private garbage collection is one of life’s few certainties

In these uncertain times, few things are inevitable. One notable exception, is the 2017 contracting out of curbside garbage collection. On Monday, Mayor John Tory made that very clear. Without even a staff report recommending the move - indeed, with a notvery-old report from former city staff, arguing that private garbage collection city-wide is a bad idea Tory rose with the sun for a dawn news conference saying he intends to put out calls to private-sector haulers early in the new year, to see what kind of garbage collection the city can get for its buck. “I think there will be savings. It’s difficult for me to quantify them,” said Tory. Those savings may well be quantified in a new staff report by the new staff - mixing in some new factors, such as a recent

DAVID NICKLE The City review of the state of the city’s fleet of garbage trucks and the reality of a new collective agreement with CUPE Local 416 that makes it easier to get out of the business. That is, of course, uncertain. But what’s certain is Tory’s - and therefore a likely voting majority of Toronto Council’s resolve. Many councillors have wanted to pull the plug on city-run garbage collection for decades. Tory noted that he promised to contract out garbage during the election. It is a remarkably sim-

ilar argument to the one that Tory made about his continued support of the Scarborough subway in the face of growing evidence that building it was a bad use of scarce funds. Promises made, promises kept. City planning staff had to do some backflips to come up with a working plan for the subway, and so they will to come up with a safe way to contract out. A good start would be to make sure that the contractor taking care of the city’s west end and the one looking after the east aren’t the same outfit - and making sure that it stays that way. And a larger exit strategy, that lets the city do the job itself if the price for the private sector gets too high, wouldn’t hurt either. David Nickle is Metroland Media Toronto’s city hall reporter. Fare hike aside, it could have been worse for transit riders

This will come as small solace to hundreds of millions of TTC riders facing another fare hike next year, but it could have been a lot worse. With the TTC facing a $61-million funding gap, staff had assembled an “Armageddon list” of services and fare discounts to potentially axe, everything from discounts for War Amps to the new service upgrades announced with great fanfare by Mayor John Tory and TTC board chair Josh Colle just last year. As CEO Andy Byford was quick to mention, no staff recommendations were made on what to cut, just a “menu of options” for the board to consider, making for a really terrible meal for transit riders. What they ended up getting, a 10-cent fare hike, is lukewarm to be sure but not nearly the disaster it could have been. And there might even be a mea-

RAHUL GUPTA TO in Transit sure of respite coming in 2018, if the board is sincere in its plan to freeze fares for the first time since 2011. By passing an unbalanced budget, the TTC board has placed the pressure squarely on Toronto Council, and most crucially Mayor Tory, to deliver the tough medicine if the intention is to achieve $61-million in cost-savings at the expense of service. It seems unfathomable Tory would go against his repeated pledges for better transit and hamstring the transit commission at

a point when it’s finally starting to see some gains following years of underfunding, particularly since he’s been quick to take credit for the service improvements. Let’s be clear here: a fare hike for the sixth straight year is nothing to be proud of. Tough choices will have to be made by too many Torontonians as whether to purchase transit fares or spend it on a more essential need, like food. One million fewer riders will take the TTC in 2017. And in the absence of a long-term funding strategy or manna from a higher level of government, more tough decisions will have to be made at this time next year on how to keep the trains, streetcars and buses running. Child poverty rates in Toronto differ by race and ethnicity JONATHAN ZETTEL newsroom@insidetoronto.com Angela grew up poor and was determined to make a better life for herself. She owned a construction business with her husband, but in 2009, after he beat her during a night of drinking, she left with her three children. Angela, who agreed to speak to us anonymously, said she never expected to wind up with “three kids on the street, basically looking for the kindness of strangers to help me out.” The local women’s shelter would not admit boys older than 12 and Angela’s oldest was 15. That night in the emergency room, a nurse offered her a basement apartment. Since then, Angela and her three children, who live in Owen Sound, have come face-to-face with poverty and learned firsthand how it undermines opportunities to rebuild. In addition to lacking money for a car, telephone or food, Angela worries about her children’s mental and physical health. Stress, anger, anxiety and a sense of isolation, coupled with the poor-quality, processed, high-carbohydrate diet provided by food banks have led to asthma, stomach problems and poor immunity. “I couldn’t figure out why they were sick all the time,” she said, adding she would be called away from work frequently to tend to ill children, which made it hard to hold down a job. Angela’s three children struggled with school and missed out on school trips and extracurricular activities because even $5 for pizza day was out of reach. Housing was also a problem and the family has moved frequently. In one instance, Angela asked her landlord if he could supply her with a letter of residence so that she could apply for social assistance - instead he gave her an eviction notice because he didn’t want “that type of people

Toronto also has the highest rates of poverty and child poverty among Canada’s 20 largest cities, indicated a 2014 report, Colour of Poverty, by Children’s Aid Society of Toronto, Social Planning Toronto and Family Service Toronto. There is “stark inequality” in children’s lives across Toronto neighbourhoods, stated a 2014 Social Planning Toronto report, The Hidden Epidemic: A Report on Child and Family Poverty in Toronto. Low-income rates among children ranged from five per cent in Lawrence Park North and South, Leaside-Bennington and Kingsway South, to 10 times higher

- more than 50 per cent in Regent Park, Moss Park, Thorncliffe Park and Oakridge. The report findings echoed others that found poverty varies greatly in Toronto by race and ethnicity, with people of African and Middle Eastern backgrounds three times more likely to live on low incomes than those of European backgrounds. In April 2014, Toronto City Council voted unanimously to develop a poverty reduction strategy. Its target: to end child poverty within a generation by 2035. Toronto’s strategy contains 17 recommendations and 71 actions to respond to the immediate needs of low-income Torontonians, to create pathways out of poverty, and to address the systemic causes of equality, the city stated. The Toronto Poverty Reduction Strategy focuses on housing stability; service equity; transit

equity; food access; quality jobs and livable wages, and systemic change. This month, a new children’s charity launched with a mandate to be a strong, independent voice for Canada’s children. Children First Canada stated while Canada is the fifth mostprosperous nation in the world, the country is falling behind in its protection and care of its children. “There is a big disconnect between what we perceive to be the case when it comes to the wellbeing of kids in Canada and what’s actually going on,” the charity’s founder Sara Austin, an international children’s rights advocate and former leader with World Vision Canada, said in a statement. “While we assume Canadian children are well cared and provided for, child poverty and suffering has reached epidemic levels in cities and towns across the

country.” The charity is calling on Ottawa to appoint an independent children’s commissioner to advocate for children, and to publish an annual children’s budget to track federal funding. The Liberals promised a children’s commissioner during the 2015 election campaign, Austin noted in a speech Nov. 16 to a Toronto meeting of the Empire Club of Canada. The government is “still studying the idea,” said a spokesperson for Jean-Yves, Duclos, minister of families, children and social development, last week when asked about the pledge. The charity also wants Canadians to volunteer with children’s organizations, talk about the issue of child poverty with friends, neighbours and family, and donate to children’s charities. The annual Toys for Tots initiative kicked off Thursday, Nov. 17 at the Canadian Tire at 1901 Eglinton Ave. E. (near Warden Avenue). Over the next five weeks, the store will be accepting new unwrapped toys as well as Canadian Tire money and cash donations. The total amount of gifts received will be matched by the store and then donated to local charities that will distribute them to families in need. Last year, about $10,000 was raised, supporting 600 families. "This is a program that's been in the community for about 11 years," said Canadian Tire store

What could 200 University of Toronto librarians do to help out during the holiday season? They could forgive library fines for a week. That, according to U of T, was how Food for Fines was born in 2012, and the tradition continues this week, Nov. 21 to 25. People get $2 in fines waived for each non-perishable food item they bring to libraries on all three U of T campuses, to a $20 maximum. Last year, librarians forgave a total of $2,594.75, which means about 1,400 students participated in some way, Larysa Woloszansky, a university media relations officer, said Friday. That amount of fines could buy, for example, 2,621 cans of tuna, 3,370 cans of chick peas or 3,243 jars of baby food, U of T Scarborough libraries donate to a local food bank. Rochelle Bulmer was back on the worn parquet floor of the gym at Guildwood Junior Public School, where she graduated from Grade 6 in 1997. "There was climbing equipment in here, and it felt two times bigger," the Toronto actress said on Wednesday, Nov. 16, after performing for the school's children with the One Little Goat Theatre Company. For today's kids at Guildwood Junior, Bulmer had been Antigone from Sophocles' play of the same name, Gogo and Lucky from Samuel Beckett's Waiting for Godot, as well as others, including a character called Mavisthe-Sometimes-Cat. As a child, she always liked singing, music, playing around. One teacher

encouraged her, made her feel she could do it. There was a choir, a band, but no outlet for acting. Bulmer sought one out. "The focus was on sports, and I don't think it needs to be," she said, as girls in the gym started up a raucous basketball practice. "I want them to explore their imagination." Once, in the same room, actors had visited the school to perform selections from Aesop's Fables. Bulmer doesn't remember who they were, but they left an impression. Acting hasn't been easy. Bulmer freelances voices for cartoons and commercials to pay bills, and plays guitar and ukulele. "I bartended probably for 10 years just to finance my life," she said. Thanks to a Ontario Trillium Foundation Grant, Play, A (Mini) His-

tory of Theatre for Kids, by One Little Goat's artistic director Adam Seelig, is touring public schools in Toronto at no cost to the school board. At this small school on Livingston Road in southeastern Scarborough, children watching this mishmash of theatre spanning thousands of years were engaged, even the kids in kindergarten. They followed every move, Bulmer said, and there was a recognition in their faces. They could see these forms of expression had existed for a long, long time. "Some of these kids have never been exposed to live theatre before. I feel good bringing it to them," Bulmer said. One Little Goat performs Play again at West Hill Public School on Tuesday, Dec. 6.

Free Scarborough runs on persistent anti-Megacity views ● From page 1 money was being spent downtown, "squandered and wasted." He didn't sign, but Kieron Byrne did. "It would be a change, and change is always good, right?" Byrne said. A realtor who twice unsuccessfully ran for councillor in Scarborough, McDermott in 2014 also organized a Toronto-wide slate of candidates against the city's municipal land transfer tax. He said Scarborough, once run by fiscally responsible politicians, has different values than the former City of Toronto, where money is spent on things suburban voters don't want. "It's them against us," McDermott added during an interview, unwavering in arguing what the province did to Scarborough by creating the Megacity in 1998 can be undone. "We're not a suburb of Toronto. We're a viable municipality." Freeing Scarborough is an uphill battle, and McDermott said if there's no referendum in 2018, he'll run for council again, urging people to vote only for candidates who support a breakup. "You support amalgamation, you won't get our vote." So far McDermott's cause has a Facebook page and an email address - thefreescarboroughcampaign@hotmail.com - but soon it will have T-shirts, website and a steering committee, he said.

There's interest from other former cities in de-amalgamating Toronto. McDermott said he'd work with other campaigns, but they'd have to set up on their own. Giorgio Mammoliti, a York West councillor with happy memories of independent North York, said amalgamation hasn't worked for any of the former suburban cities merged with Toronto. It "ruined our mood" in North York, said Mammoliti, adding people in Scarborough, Etobicoke, East York and York feel the same, seeing resources going to the former Toronto and nothing coming back. "All we get are scraps to appease us in the suburbs," Mammoliti said. "They're turning us into slums." Anything's possible, he added, if there's a groundswell of people who agree the Megacity should break up. Toronto-Danforth Councillor Paula Fletcher, who represents an old Toronto ward, moved a motion at city council a few years ago "to explore what de-amalgamation would look like." She got 16 votes. She's surprised Scarborough would want out; its new subway extension, paid with taxes from across the city, is a good deal, she said, but added she understands why anti-amalgamation feeling is still alive. Toronto's "legacy" cities, including old Toronto, need more recognition and autonomy, Fletcher said, since people think we don't understand each other, have different goals, and don't get enough respect.

Randy Moore guides disabled runner to personal best Crossing the finish line at a marathon is cause for celebration for any runner; for disabled runners, crossing the finish line is an even greater achievement. This year runner Randy Moore guided three runners achieve this feat: at the Goodlife Fitness Toronto Marathon, the Scotiabank Ottawa Marathon and the Hamilton Marathon Road2Hope. For the past three years, Moore has been a volunteer guide runner with Achilles International. Achilles Canada trains, paces and guides runners with various challenges and goals to achieve. These challenges could be visual impairment, schizophrenia, anxiety disorders or individuals who may have had a stroke, brain or physi-

cal trauma. So far, he has guided runners through a number of races from 5k to the Boston Marathon in 2015. As a lifelong runner, Moore excels in the sport, and as a guide, brings out the best in his runners. “I’ve seen runners when they first started just walking, and they couldn’t run more than one or two kilometers. It’s a good feeling watching them develop over a couple of years,” he says. “Normally I’m not competitive when I guide runners, but at the Goodlife Marathon I placed third in my category and helped my runner run his personal best,” says Moore. Later that month, Moore ran the 5k race at the

Ottawa Tamarak Race weekend, placing first in his category before guiding a visually impaired runner through the Scotiabank Ottawa Marathon the next morning. The challenges to guiding a runner are plenty - from calling out potholes, navigating through runners, and even getting them out and training on time. You can expect a busy shopping day Friday, Nov. 25, otherwise known as Black Friday, but it doesn’t have to be a stressful one. Parkdale Village BIA executive director Anna Bartula said Black Friday is the kick off holiday shopping season for many people, a day filled with retail deals, and one that is also full of line-ups, parking headaches and jostling in shops. “My survival tip is to shop within your local community, because that’s where you’re going to find no line-ups and you’re not going to get that overwhelming bustle of a shopping centre where you are fighting for parking, lining up to eat, trying to find a bathroom, waiting in line to get into large shops,” she said. That sentiment is echoed by the Toronto Association of Business Improvement Areas, which encourages shoppers to visit their local market. When Black Friday retail deals arrived in Canada a few

years ago, it was the Canadian retailers’ response to the deals shoppers were increasingly finding online and south of the border as a way to re-capture those shoppers. Now, it has fully blown into a Canadian shopping day. Toronto’s BIAs launched their Shop Local campaign a few years ago on Black Friday weekend, trying to capture those same shoppers with their own deals. For some retailers, particularly the larger chain stores, the day has even surpassed Boxing Day, Bartula said. That’s even evident at Metroland Media Toronto, which last year delivered 20 million flyers the week of Black Friday, while delivering 15.6 million flyers leading up to Boxing Day. Black Friday flyer deliver had surpassed Boxing Day some years before. While Black Friday may have surpassed Boxing Day, Bartula said the two days offer different opportunities for shoppers. “Boxing Day is the day I go out and get a mattress,” she said. “On Black Friday or Shop

Local weekend, it’s gift-giving, that’s certainly on the majority of people’s minds.” Black Friday began in the

United States as the shopping day after Thanksgiving, much like Canada’s Boxing Day, according to Schulich School

of Business marketing professor Detlev Zwick. Thanksgiving is often a bigger holiday than Christmas in the U.S. because it is a four-day holiday and Boxing Day is not a statutory holiday like it is in Canada. “Black Friday has become a globalized phenomenon,” he said. “For example, I was watching Russian television and they have ads for Black Friday there. There is no Thanksgiving in Russia.” While one may think a sale event like Black Friday would increase the number of dollars spent on holiday gifts as people prepare for December, that’s not necessarily the case, Zwick added. Essentially, having such a large event means holiday shopping dollars is concentrated on one day rather than spread out over a longer period of time. Many shoppers set finite holiday shopping budgets, meaning the amount of money spent on Black Friday merchandise will determine how much retailers spend throughout December leading up to Christmas. - With files from Lisa Queen

People can report witnessed or suspected abuse 24/7 through the ReportON phone and email service. “We are constantly working, and will continue to work, at improving the safety of individuals with developmental disabilities in Ontario,” Dr. Helena Jaczek, minister of community and social services, said in a press release announcing the public launch. “Abuse and neglect can take many forms and it’s up to all of us to stop it from occurring. ReportON is an important new measure to further improve the safety of adults with developmental disabilities.” The Ministry notes abuse can include bullying and belittling, and neglect can include denying basic necessities like food, shelter, clothing, medicine or social interaction. Seventh annual Toronto Christmas Market features 350 main stage performances to global, so it is important that our performers be diverse," said Mathew Rosenblatt, the market's executive producer, in a Nov. 10 release. "There's something new to experience every year at the Market and we are proud to showcase the talents of First Nations, LGBT and Swedish communities, to name a few." Like those that originated in Germany in the 1400s, the Toronto Christmas Market celebrates the traditional sights, sounds, and scents of the holiday season. Once again, this year's festival includes an iconic Christmas tree that features more than 18,000 lights and ornaments. New this year is a massive Christmas countdown clock. Certified by and synced with Santa Claus and the North Pole, the 10-foottall clock is a new feature of the Toronto Christmas Market, which runs until Dec. 22 at the Distillery Historic District, just east of Parliament Street and south of Front Street. Admission is free during the week and $6 on weekends starting at 5 p.m. on Fridays. Those wishing to attend are encouraged to buy tickets online in advance to avoid lineups. For its seventh annual edition, the Toronto Christmas Market is presenting its most culturally diverse roster of award-winning singers, brass bands, cultural dancers, choirs, and Christmas chorales. The festival, which opened for the season Friday, Nov. 18 at The Distillery Historic District with a tree lighting and official grand opening ceremony, will be welcoming upwards of 1,500 performers, including more than 350 main stage acts. On Nov. 25, Junonominated 2016 Jazz Artist of the Year and double lung transplant recipient Alex Pangman will take to the stage. The Saint Lucia Swedish Children's Choir is set to perform Nov. 27, while Mohawk singer/ songwriter Logan Staats is on Dec. 6. Jeremy Dutcher, an Aboriginal opera singer, will grace the stage on Dec. 8 and the Sing Out Choir, a local LGBT group, is on Dec. 11. Classically trained Canadian tenor Michael Ciufo will close the season on December 22 by performing selections from his opera crossover Christmas album. Some of the other special events include the arrival of Sinterklaas on Nov. 29 and Deaf Association Day on Dec. 7.
