Toronto Police are hosting two more meetings, including one in Malvern, to talk about a planned “transformation” of the force and how the city’s police do their jobs. A task force proposal, The Way Forward, includes not just a reorganization of how officers are stationed in neighbourhoods but changes to the “c u l t u re” o f policing. After hosting a series of public forums across Toronto, including in Scarborough, police and the Toronto Police Services Board said they heard from people who still wanted a chance to ask questions about reforming the force. “We have heard that our usual start time of 5 p.m. is too early for most people to attend,” added a police release this week. The Malvern neighbourhood meeting is Wednesday, Nov. 2 from 6:30 to 9:30 p.m., at Blessed Mother Theresa Catholic Secondary School on Sewells Road. A meeting at Toronto City Hall on Saturday, Nov. 5, which had been scheduled during the morning, will be held from 1 to 4 p.m., the release said. Chinese people in Greater Toronto not seeking help for mental illness: research MIKE ADLER madler@insidetoronto.com “Ethnicity matters” in seeking help for a mental illness, and in Ontario, Chinese patients are more likely to be treated only when they have no choice, organizations concerned with mental health heard this week. Hong Fook Mental Health Association, launching what it called a needs assessment of Greater Toronto’s Mandarinspeaking community, called the results of recent research projects “alarming,” and said policy-makers and others must work to change cultural perceptions of mental illness. “A stigma is still playing a huge part,” Bonnie Wong, Hong Fook’s executive director, said after research was released on Tuesday, October 25. “Many people try selfmanagement (of an illness) until they cannot cope with it.” One study looked at three groups of 2,500 patients each from the 133,000 admitted to hospital in Ontario over a seven-year period for treatment of a mental illness. It found, for example, that 67 per cent of Chinese

patients were involuntarily admitted, compared to 46 per cent of patients from the general population. That means those patients delayed seeking help until their illness had progressed so far they have no choice, said Dr. Maria Chiu, a research scientist with the Institute for Clinical Evaluative Sciences (ICES) at Sunnybrook Health Sciences Centre.

“

Clients find counselling and psychotherapy helpful, but this is usually not funded by the province, and the wait for some mental health services can last longer than a year, she said. Their illnesses when admitted tended to be “much more severe,” and so did symptoms of psychosis - such as delusions or abnormal thoughts - as well as aggressive behaviours, such as a resistance to treatment. from June to August in 2015, and a survey from June 2015 to February 2016. They found the “stigma score” was highest among seniors, and lowest among

young people, but also that participants under 34 reported experiencing more problems with their mental health. “The mental illness prob-

lem’s getting younger and younger even for the mainstream,” said Poon. “How can we break down these barriers so they can talk about mental illness earlier?”

That’s the message that a petition of more than 600 Beach residents sent to the Oct. 26 Executive Committee meeting, where Mayor John Tory and city councillors will be deciding how to readjust ward boundaries across the

options-previously favoured by Mayor Tory-would see the number of city councillors remain the same. But the east end Beach would be split on that model-with the eastern half becoming a part of a ward that includes parts of Scarborough. The petition, submitted by Beach resident Brian Graff, was signed by 639 Beach residents and asks that the committee not split the Beach and add the three

city. The committee will be deciding between recommendations from outside consultants who’ve examined the city’s population and demographics. The consultants are recommending that the city increase the number of councillors by three, to a total of 47. Another of those

seats. “Many people in the Beach were outraged at the 44 Ward option that would arbitrarily split up our community,” wrote Graff in his letter to the Executive Committee. “I had no trouble getting signatures - because Queen (Street East) is so busy with pedestrians and our community is so cohesive and people stay well informed.” Graff noted that historically, the eastern boundary of

the Beach has been Victoria Park, and that the neighbourhood is more associated with downtown Toronto than it is with Scarborough. He scoffed at the idea perpetuated in media reports that “Beachers” hate Scarborough. “Scarborough does have the unfortunate nickname of ‘Scarberia’ because of its sprawling character and major streets lined with parking lots, strip retail plazas and “Big Box” stores.

Scarborough also has nice post-war residential areas, the Bluffs and the Rouge River and the new Rouge Park. But Beachers have an identity and image of our community as being quite distinct from the image and identity of Scarborough.” Under the 47 ward option, the Beach would be divided along a zig-zagging line south from the railway lines along Main Street, Lee Avenue and then east along Queen to Victoria Park.

n a few days our streets will be full of miniature ghouls, princesses and witches, excitedly going door-to-door to fill up their treat bags. At this time of year, however, it’s not just on Halloween that drivers and pedestrians need to be cautious of each other. The days are shorter and it’s usually under the cover of darkness that people busy themselves getting to and from work, or kids make their way to school. Last week Toronto police reported 18 pedestrians were hit on the road in one day - with one of those incidents resulting in a fatality. We’ve all seen that video from Pickering where the girl getting off a bus is nearly OuR ViEW little hit by a careless driver zooming past. Distracted The close call was enough to walking can make staff gasp in the newsroom. The reality is, for our streets to cause injuries be safer, both drivers and pedestrians need to change their ways. Drivers cannot be distracted. Put your cellphones away, don’t drive while juggling a burger, pay attention to what’s happening in front of and around your car. Watch crosswalks and check blind spots - particularly curbside - for approaching pedestrians or cyclists. For those on the sidewalks, attention needs to be on your surroundings too. As Peel Regional Police Const. Mark Fischer told us this week, “Just like distracted driving, there’s distracted walking that can cause injuries.” Make eye contact with drivers as you approach crosswalks. If it’s raining, use an umbrella so you can monitor the traffic around you. Adult and children pedestrians also need to be mindful of their appearance. Dark clothing limits visibility; choose reflective gear instead. Parents should talk with their kids about street safety and wearing the right clothing in darker hours. If children can walk with a parent, a friend, or in a group - all the better. Some neighbourhoods organize ‘walking school buses’ that pick children up at their front doors. It’s on all of us to change our behaviours and make the effort to keep pedestrians safe.

Do voters need a rest from byelections? What with the tenor of the presidential election nearing its close south of the border, maybe we shouldn’t be surprised that the good voters of northeast Scarborough are tired of being voters and would like a rest. Still, it was hard not to be a bit surprised when at the last council meeting Councillor Chin Lee suggested that some 900 residents of Ward 42 (Scarborough-Rouge River) were interested in abandoning their franchise until the next municipal election and seeing the seat vacated by long-time councillor Raymond Cho filled by council appointment. Lee said he had a petition of that size, asking for an end to what they called “musical chairs” between the various elected offices in Ward 42. There have been a lot of byelections there. Cho departed for Queen’s Park in the last one, this past summer. School trustee Neethan

david nickle the city Shan, a New Democrat, was recently elected to the Toronto District School Board in a January byelection, and ran against Cho in the summer. Perhaps, the petitioners worried, the enthusiastic legislator Shan (identified in everything but name in the petition) would do so again. And so with the support of Mayor John Tory, his executive committee members and really everyone else but the left-wing minority, council is waiting a month so that Lee (whose ward borders Ward 42) might consult further with the community. Sympathy for weary Scarborough electors aside, one can’t ignore the possibility that the majority wing of city council wants more of a say in the representation of Ward 42 (and one vote in 45) than a quick byelec-

tion - you know, the sort of thing that people expect in a democracy, two years out from a general election might otherwise allow. There’s going to be more of this as time goes on. On Wednesday, Mayor Tory’s executive committee had a look at the final report from consultants charged with recommending changes to Toronto’s ward boundaries for the next election. The meeting occurred after the deadline for this column, but the matter must still move to council next month and when it does, I predict a vigorous if occasionally arcane fight over the recommendation to add three new wards bringing the total to 47. Now, the discussion as to whether the number of politicians should be increased is a bit more nuanced: democratic representation can be balanced with 47 councillors, the current 44 or even the 22-member council that the late Rob Ford advocated. And

councillors do cost money. These ones would cost a total of $870,000 a year, with another $210,000 to set up the three city hall and constituency offices in the first year. Aside from the money, there is also the matter of all that debate. Those old enough to get tired of voting are also old enough to remember when Toronto Council had 57 members, just after amalgamation, and how exhausting that bunch was. Of course, the real answer is that whether we want to or not, the right to vote in an election and have one’s views and interests represented in government is important in itself - and as well as being a right, a responsibility. One might think that everyone should understand that.

The house proposed on Conlins Road had nine four-piece bathrooms. Three bathrooms were on the first floor, and the placement of smaller rooms on that floor didn’t inspire confidence this would be a “single-family” home. Not unless that family was large. This looked like a rooming house, and in Scarborough, especially, rooming houses are Public Enemy No. 1. For more than a decade, local councillors have blamed rooming houses – illegal throughout North York and Scarborough – for garbage left on lawns, extra cars on streets and abandoned shopping carts. But nothing those councillors did in North York or Scarborough stopped people from rebuilding or carving up houses to rent rooms. No enforcement campaign shuts them all down. The chance to pay off a newly bought home, or

mike adler edges of toronto turn a vacant house into income property, is too strong for many owners to resist. Students looking for cheap rents are the main reason. Scarborough’s Conlins Road, where I paid to see one home’s plans in 2013, is near University of Toronto Scarborough Campus (UTSC). A report at Toronto Council’s Executive Committee this week suggests blocking out five areas where licensed “multitenant housing” may soon be allowed. Four are near post-secondary institutions with inadequate housing: Humber College, Seneca College Newnham, York University’s Downsview Campus, and UTSC. The fifth proposed zone for these “pilot permissions” takes in Scarborough’s northwest corner, where in 2008 one home was found to have

18 bedrooms. The neighbourhood is just south of Markham, a city so retrograde it’s still being pushed toward allowing basement apartments. Rounds of consultations got the city to this point. There will be more, and certain councillors and residents convinced rooming houses are poison, will do everything they can to stop things changing. They may succeed in delaying a compromise on rooming houses so the problem will be left for the next term of council. But this is a battle they will one day lose: people still need cheap places to live on North York and Scarborough’s edges. It would be wise to have those places inspected, and held to standards the city sets. Simply saying no again won’t solve the rooming house problem.

Childcare seems to be the topic of conversation these days amongst my peers. One friend told me she was missing out on paying gigs because she was no longer eligible for daycare subsidy and couldn’t afford the $106 a day fee. Previously, when she was working part time in retail, it was also a struggle. Shifts ending as late as 9:30 p.m. meant daycare facilities weren’t available. She searched for a babysitter, which she said would sometimes run her up to $20 an hour. A considerable amount more than her hourly wage. It turns out my friend’s childcare woes are shared by many in Toronto. A recent study commissioned by the City of Toronto to look at the demand for licensed child care showed that 75 per cent of families find it unaffordable. As such, the demand for it is low because it’s unattainable. The study, led by University of Toronto econ-

priya ramanujam MILLENNIAL MIND omists Gordon Cleveland and Michael Krashinsky, puts forth three possible strategies to improve the situation: provide fee subsidies for all eligible families, cap childcare costs at 10 per cent of a family’s income or cap fees at $20 a day per child. Put any one of those strategies in place, and the study shows a significant increase in the demand. Beyond that, though, I’d argue it’s time for the entire childcare system to undergo a serious overhaul in order to meet the evolving needs of parents. In today’s precarious work, gig economy landscape, a system largely built on a traditional 9 to 5, Monday to Friday work model is growing obsolete. A 2015 research paper completed by the Childcare Resource and Research Unit, titled “Work Around

the Clock, A Snapshot of Non-standard Hours Childcare in Canada”, determined that regulated childcare options outside of 7:30 a.m. to 6 p.m. on weekdays are grossly lacking. More options like late evening, weekend and even overnight facilities or co-working spaces with built-in childcare – that are affordable and subsidized as needed without impossible wait lists – must be considered. Quality childcare has many benefits, but the economic benefits of working parents and social benefits of the child’s development are top of mind. Send Scarborough 3,000 jobs, John Tory told Mike Adler madler@insidetoronto.com Move 3,000 City of Toronto jobs to Scarborough immediately, a community coalition has told Mayor John Tory in a widely-circulated letter. The Scarborough Community Renewal Organization (SCRO) asks Tory to transfer entire departments, including those handling city planning, engineering and purchasing, to Scarborough Civic Centre and office buildings nearby. Generated by a campaign led by Rotary clubs, the group said it’s “excited” to include the Bloor-Danforth extension to Scarborough Town Centre - backed by Tory and approved by Toronto Council in July - to a list of reasons why corporations should move to Scarborough. “That said, Scarborough residents and businesses are hearing from potential investors, ‘If the City of Toronto is not investing in Scarborough

why should we?’” says the letter. Speaking at a Centennial College event in April 2015, Tory gave the impression he would relocate a number of municipal employees from City Hall and other downtown buildings to the Civic Centre, which has become less than crowded since Scarborough’s amalgamation with Toronto. The mayor said he would “show some leadership in moving some city jobs to Scarborough and having some presence here.” He added he would then say to private employers, “I’m making the move to put some people in Scarborough; so should you.” The SCRO, now preparing promotional material to attract employers, suggested it is pressing the mayor to keep his word. “We feel there is no need to wait for the subway to be constructed,” SCRO chairperson Jennifer McKelvie said on Friday.

“By moving jobs now, Toronto Council can send a strong signal that they are committed to implementing the transit plan. This will also give businesses confidence that Scarborough is a great place to have corporate headquarters,” she added. McKelvie said 3,000 out of 24,000 city employees currently work in Scarborough, which has a quarter of Toronto’s population. Moving 3,000 more to the Civic Centre and nearby office buildings, she added, “will mean 25 per cent of City of Toronto employees work in Scarborough.” The letter, dated October 19 and signed by McKelvie and Scott Hua, who heads the group’s economic development committee, also argues staff transferred to the Scarborough Centre area would gain “a first-hand understanding of the challenges Scarborough faces.” The mayor’s office on Friday, however, suggested the mayor will not under-

Centennial College started with a leaky old radar factory in Scarborough MIKE ADLER madler@insidetoronto.com The day Centennial College opened it rained, and barrels stood in the hallways to catch water from the leaking roof. Construction workers continued to drill and hammer inside the building, a former radar factory on Scarborough’s Warden Avenue, as students arrived on Oct. 17, 1966. “It was an old arsenal. It just looked old. Nothing gorgeous about it at all,” recalls Sandy Marion, an original member of the faculty. The “temporary” campus rented from the federal government didn’t close for 38 years, but Centennial, Ontario’s first college of applied arts and technology, has grown and improved ever since. “It just went nowhere but better,” said Marion, who taught Secretarial Studies there from Day One until 1998. She remembers one thing most about Centennial’s early days: working there was fun. A year earlier, Marion was teaching secretarial skills in Cobourg, Ont. - she had taken a course as a graduation present - when a man named Frank Graham appeared in her classroom. Graham, head of Ontario’s trade schools and responsible for setting up the new community college system, drew the outline of Ontario on her blackboard. “We are planning to open 22 colleges, and the first one is Centennial,” Marion said he told her. Would she come work for it? On the day in May 1966 when Centennial got its founding documents from the province, Marion was one of two instructors the college called with offers. Hugh Innis, the first dean of faculty, promised $7,200 a year, “what I thought was quite a bit of money,” she

said. On Sept. 19, when she first drove to the building, found by a committee of Scarborough and East York residents, Warden Avenue was under construction, and in rough shape. The faculty had three weeks to pull together a curriculum and programs for 514 students as construction continued. Marion remembers John Haar, Centennial’s first president, having to wear a hard hat while sitting at his desk.

She was barely 22, not much older than most students enrolling in technology, public relations, journalism and other courses. But it was a different, more casual time. The faculty grew close, and Marion started teaching shorthand, typing and what was then called “office practices.” “We weren’t sophisticated, but we did the training.” Centennial’s equipment was pretty good, Marion recalled. “John Haar said anytime we needed money

1966: Centennial College - named for Canada’s approaching 100 birthday in 1967 - opens on Warden Avenue. John Haar is first president. 1968: Merged with Provincial Institute of Automotive and Allied Trades, Centennial buys building from Volkswagen Canada and gets second campus at 930 Warden. 1972: New Ashtonbee Campus, which becomes Canada’s largest transportation training centre, opens beside old VW building. 1977: Centennial’s third campus, Progress, opens near Markham Road to house business and engineering technology students. 1979: East York Campus opens. 1988: Province awards Centennial a Centre of Entrepreneurship, the only college to receive one without a university partner. 2000: Financed by students, a $8-million Student Centre opens at Progress Campus. 2001: Centennial buys Howard Johnson Plaza Hotel Toronto East across from Progress Campus, turning the hotel into a student residence and, later, conference centre. 2004: Centennial starts building new campus on land leased from University of Toronto Scarborough on Morningside Avenue. Ann Buller becomes Centennial’s sixth president. 2006: Centennial partners with schools in China, India and other countries. 2014: Ashtonbee Campus finishes “thorough makeover”; including glass-enclosed “gateway” building on Ashtonbee Road. 2016: Centennial celebrates 50th anniversary with Paint the Town Green, sending students and staff to “lend a hand” in 11 Toronto parks.

Those were days of rebellion. Students at the college “were not afraid to speak up to us, and if they didn’t like something we would hear about it,” said Marion. In the habit of protesting, members of the first student council led a march to Queen’s Park in November 1966 - not to confront thenEducation Minister Bill Davis, but to thank him for establishing the college system. Students on that march “knew this was their chance (for higher education). They

didn’t have the grades to get to university,” said Marion, who thinks she was lucky to be at the fledgling college herself. Centennial now has five campuses, serving 18,000 full-time and 20,000 parttime students, as well as partnerships with Ontario universities and schools overseas. Celebrations for its first half-century include an Oct. 28 gala fundraiser in the Centennial Residence and Culinary Arts Centre.

Scarborough’s only shelter for youth closed last October, after 23 years of operation as tenant of the Church of the Epiphany. The decision to close Second Base, which some former directors of the shelter and staff members opposed, was made by a volunteer board. The board said Second Base had to close because of mounting financial pressures, and said there was an outstanding mortgage on the building, which could soon be sold. But the city, meanwhile, has been under pressure, with many emergency shelters running close to capacity, to find more spaces to

There’s also a plan to move the Birchmount Residence, a transitional home for seniors in Scarborough’s Birch Cliff neighbourhood, east on Kingston Road to the former Comfort Inn East, where renovations are under way. The new Birchmount Residence in the Scarborough Village area, however, will open next year, and not this fall as orginally planned.

She helps run the Walking School Bus at Brampton’s Morton Way Public School, which sees more than 100 participants. “It’s a program to promote children actually walking to school instead of having their parents drive them,” she said. While this has physical and environmental benefits, it also helps keep the children safe. “They know that they have to watch their surroundings. They know who to look for when we’re out walking,” Overholt said. Plus, walking in a group is safer than walking alone. Keeping a child safe is on every parent’s mind, particularly after a near miss caught

on video earlier this school year went viral. A 10-yearold girl in Pickering almost got hit crossing in front of a school bus when a car zoomed past. This was in broad daylight. With Halloween approaching and with shorter daylight hours, motorists need to watch for children who might be harder to spot in darkness. While driving according to the weather and daylight conditions and following the rules of the road will help minimize the risk of collision, police are reminding pedestrians that they too must ensure their own safety. Be visible and pay attention, said Peel Regional Police Constable Mark Fischer. “Wear reflective clothing, reflective bands, footwear, jackets, anything is helpful,” he said. “Put your cell phone away. Just like distracted driving, there’s distracted walking that can cause injuries.”

When it’s raining, use an umbrella. “Then you can keep your eyes up and you don’t need to be looking down,” Fischer said. Children should walk in groups. Walking in a group makes you more visible to drivers, but also makes you less likely to be approached by a dangerous stranger,

Fischer said. Children should avoid crossing in between intersections, and should stick to crosswalks, or lighted intersections to cross the road. Toronto-based Parachute, a national charity dedicated to safety awareness and education, tells parents that educating children about road safety starts with them.

“Parents knowing the rules of the road and being a really good role model is important,” Parachute interim CEO Pam Fuselli said. “I think parents underestimate how much of an impact their own behaviours have on their own children. So make sure that you do cross the road at the stop sign or the crosswalk or on a green light, versus

running across the road midblock.” Children should be taught the various rules of the road at the appropriate stages of their development. For example, a young child will need to hold hands to cross the road, and an older child will need to know which roads are safe and which are too busy to cross. “Doing that over time as they age, then they develop those habits as they grow. Comparisons of different routes are slowing the subway planning down, De Baeremaeker acknowledged, “but I think it’s a good thing to do to make sure we get it right.” The councillor, reacting to a Toronto Star article suggesting council made its July decision based on a misleading TTC briefing note, told residents subway supporters are still in a political battle against a “downtown bloc” of councillors “trying to stop and sabotage this subway every single time that they can.” De Baeremaeker referred to the Star story as propaganda. “They throw out numbers and numbers and will say anything,” he said. Duguid, Ontario’s economic development minister, said he’s determined to see the subway built. “This project will be cancelled over my dead body.”

Bloor Viaduct cyclists finally have some separation from the rest of traffic with the installation of “bollards” along the roadway. The Viaduct has had a painted bike lane since 2010, but only just received the added separation, which the popular cycling blog Biking Toronto notes has increased at least the perception of safety. “Instead of having traffic whip by you with only painted lines between them and you on your bike, these new bollards are not only a physical ‘thing’ but also a constant visual reminder to cars that the bike lanes are for bikes,” reads a recent post related to the new infrastructure. for them. A 63-year-old female pedestrian who was killed on a rainy Thursday, Oct. 20 in Toronto was the 35th pedestrian fatality of the year in the city. Over in Peel Region, police have reported eight pedestrian deaths so far this year in Mississauga and Brampton.

“Wear reflective clothing, reflective bands, footwear, jackets, anything is helpful,” said Peel police Const. Mark Fischer. “Put your cell phone away. Just like distracted driving, there’s distracted walking that can cause injuries.” He reminds pedestrians to pay attention when they are

Fischer tells children to walk in groups, rather than alone. “Children of any age should always find a friend or family member, someone to walk with. That increases the rate of safety compared to walking alone,” he said. Walking in a group makes you more visible to drivers, but also makes you less likely to be approached by a dangerous stranger, he said. Children should avoid crossing in between intersections, and should stick to crosswalks, or lighted intersections to cross the road. For anyone wishing to make himself or herself more visible in the dark, Toronto-based Paisley Canada has a solution. The distribution company carries a Swedish-based product called Albedo100. The product is a reflective spray. It can be used on clothing, bikes and more, and it’s rain-resistant but washes off in a machine, and makes clothing reflective. “It increases your visibility,” said Bobbi Garrow, a territory manager for Paisley Canada and a Toronto mom of three. “It will increase the opportunity for drivers to see you. Cyclists can spray their helmets, clothes and use it alongside lights and reflectors. You can put it on any piece of clothing.” She and her children use Albedo100, and even a month after using the spray, a coat will remain reflective. She said the reflective spray can make you visible from 500 feet away to drivers, whereas you would normally be visible from only 80 feet. On Halloween night, she said parents can use the product on their children’s costumes to improve their visibility.

Toronto has Ontario’s fourth highest car insurance rate: study Toronto is the fourth most expensive place to insure your car, according to a list of Ontario’s 10 most expensive cities to drive. Toronto’s car insurance rate is 30 per cent higher than the provincial average.

In Ontario, the average driver pays $1,448 per year. A Toronto driver pays $1,886, according to a list prepared by online insurance marketplace Kanetix.ca. The numbers used for comparison are based on a single 35-year-old driver with

a clean driving record. Brampton is highest on the list, where a 35-year-old driver with a clean record pays approximately $2,392, which is 65 per cent more than the provincial average. Kanetix.ca notes there are

several variables that come into play when premiums are calculated, including driving record, make and model of vehicle, how likely it is the vehicle could be stolen, and where the driver lives. The lowest premiums -

around $1,000 annually - are found in Hawkesbury, Renfrew, Petawawa, Pembroke, Port Elgin, Kincardine, Smith Falls, Perth, Gananoque, Carleton Place and Brockville. There are also several cities where drivers pay premiums

Police release photo of bank robbery suspect Toronto police are asking for help identifying a man wanted in the investigation of a bank robbery in the Sheppard and Victoria Park avenues area. According to police, a man entered a bank in the area at 4:24 p.m. Tuesday, Sept. 13 and stood in line before telling a bank teller he had a gun in his pocket and wanted money. No weapon was seen. The man fled the bank with an undisclosed amount of money. The suspect is described by police as mid-to-late 40s and 5’8” to 5’10” with long brown hair and a beard. He was wearing a black baseball cap with white writing and a black-and-white jacket. Anyone with information is asked to contact Toronto police at 416-808-7350. Green P pay-and-display smartphone app rolls out to Toronto streets DaviD Nickle dnickle@insidetoronto.com Pay-and-display street parking is going digital this year in Toronto, as the Toronto Parking Authority extends the reach of its parking application to on-street parking from its Green P lots. The Green P mobile app lets drivers use their smartphones to pay for parking without leaving their car to use a pay-and-display machine. The app was first introduced in March 2015, at the city’s off-street parking lots, and since then, about a quarter of all parking payments have come from the SmartPhone. According to the Toronto

Parking Authority, there have been a quarter million downloads of the application and more than 1.5 million transactions.

Mayor John Tory and other officials were on hand on Elm Street in downtown Toronto to announce the expansion. Elm Street is a busy side street in the Yonge Street/

Dundas Street neighbourhood, and was marked as #300 - the first street that the new system will be available. “This is as many people who spend any time downtown would know, one of the busiest streets in the city for getting a parking space but at the same time the front door to many businesses,” said Tory. “It was the very first street that featured a pay-anddisplay machine. That happened back in 1998. And now Elm Street is the first street in the city where you can pay for on-street parking by the mobile app.” The app is available for Android and Apple phones, and allows the motorist to
