Fed up with the lack of contributions from both the city and federal government, a heated Glen Murray confirmed the provincial Liberals and Metrolinx are proceeding with a streamlined extension of the Bloor-Danforth subway line into Scarborough.

It will cost $1.4 billion, the same as the cancelled Scarborough light rail transit (LRT) line which was originally funded as part of the Transit City network to replace the aging Scarborough RT. New Scarborough French school welcomes students and technology Instead of textbooks, students at a new Scarborough school are being supplied with tablets and laptops. École élémentaire catholique Saint-Michel at 29 Meadowvale Rd. opened its doors for the first time Tuesday.

Principal Andre Savard said the school is utilizing the latest technology in the classrooms.

Each classroom has a Smart Board and a supply of tablets and laptops.

Two classrooms also have an active table, which is like a giant iPad that up to six students can be around.

“I think it will be the way of the

future,” said Savard, noting the technology gives students access to the most up-to-date resources available.

Teachers will be trained on using the technology in the coming weeks.

One teacher is also responsible for integrating the technology into the classrooms and supporting his colleagues with the devices on a day-to-day basis.

“I think books will always be important but at the same time we have to be realistic (about) the situation and the way the students think now and what they have at home,” Savard said.

“They are more able now to have a lot of information outside of the

traditional textbooks.”

The French Catholic school has just 70 students though the building can accommodate 250.

Each classroom has between eight and 15 students.

Savard hopes the school “will be almost full” in the next two to three years.

The school has students from junior kindergarten to Grade 6, and has an all-day kindergarten program.

The school has a green roof and will soon also be equipped with solar panels.

Pedestrians need safer streets

L

ast September, the Office of the Chief Coroner of Ontario issued a comprehensive Pedestrian Death Review.

It’s a relevant and timely document, based on the 95 pedestrian deaths in Ontario in 2010. The report contains several recommendations on how to improve pedestrian safety.

We mention this report in light of the tragic death this week of 14-year-old Violet Jia Liang in North York.

For the second time in six months in this city, a school-aged child has been fatally struck during school hours. Back in March, five-year-old Kayleigh Callaghan-Belanger, who was walking home from school, was struck and killed by a garbage truck at the intersection of Cliffside and East Haven drives in Scarborough.

In response to Kayleigh’s death, Scarborough Southwest Councillor Gary Crawford had asked the city’s our view waste management department to review “all policies, City must equipment, training requireshow us ments and routing to reduce the risk of injuries or fatalities its plans to pedestrians in the future.”

The motion was passed by council in April and a report is expected back to council next spring. In response to this latest tragedy, Crawford has hinted at broadening this review (the truck that hit Violet was not a city vehicle).

We’d like to see the city publicly update residents on any work related to adopting recommendations in the coroner’s report, and specifically point out further areas if they exist where the recommendations have relevance to Toronto residents. The report did recommend “all municipalities annually undertake a forensic review of all pedestrian deaths that have occurred within their jurisdictions.”

Reports and studies only have value when their recommendations are implemented. City staff have acknowledged the report’s value: Toronto’s Medical Officer of Health recommended the city’s Board of Health “commend the Chief Coroner for the important research.”

Toronto has done some positive things for pedestrians. In 2002, the city approved the first Pedestrian charter in North America, and adopted its own walking strategy in 2007. City’s balancing act benefits residents

F

or all of those who refuse to believe the worst about Toronto, our ranking as one of the best places in which to live among 140 cities worldwide must be reassuring.

All of the top five cities – Melbourne, Vienna, Vancouver, Toronto and Calgary – share similarities: they are mid-sized, and all have medium-level densities. The criteria by which they were rated include political stability, health care, culture, the environment, education, and infrastructure.

When the list is extended to the top 10, and so takes in cities from Finland and New Zealand, additional similarities can be found, such as all being part of economies that value both private and public investment.

Equally remarkable is that the most famous cities are missing from the top.

For instance those cities with cachet or buzz, such

david soknacki beyond the headlines as Paris, London or New York, are well down. So are others that excel in just a couple of criteria at the expense of others. Hong Kong comes to mind: it has enviable economic growth and superior hard infrastructure, but extremely high densities, many inadequate services, and a murky political environment.

Many Torontonians, who think their hometown is full of shortcomings, have much to learn. Perhaps the first lesson ought to be in self-esteem. We are near the top of the list not because we do one thing perfectly, but because we are able to achieve a balance so well.

While we might moan about gridlock, we are investing in both transit expansion and major road repair. Privately and publicly we give to culture and

support environmental initiatives yet we have embraced frugality as a culture at City Hall.

The same balance is evident when looking at development. Much of urban planning thinking centres around using public resources efficiently, which leads to intensification. Yet pushed to extremes, overdevelopment creates its own problems, which are hugely expensive to fix and sometimes takes decades.

Set against these forces of capitalism and orthodoxy is a jumble of municipal regulation and a provincial tribunal, which often produces a sensible balance between density and preservation.

None of Toronto’s strengths would be sustainable without a strong local economy. Here we have achieved success as well.

Our most recent employment figures are up, as are retail sales. In addition, our low office and industrial

vacancy rates are a sure a sign of healthy investment.

Like our other successes, Toronto’s economic strength is not due to any one sector. We have successfully although painfully changed from competing as a low-cost manufacturer into being a centre for value-added services across a range of industries such as finance, aerospace, education and health care.

In short, we have achieved a quality of living that is the envy of the world by moving with the times and achieving a balance in so many areas of our urban life.

For the future our goal must not to worry about being the biggest, the flashiest, or excelling in one virtue at the expense of others, but rather to continue the balancing that we do so well.

Expanded school zone safety review considered LISA QUEEN lqueen@insidetoronto.com The death of a North York teenager, struck by a truck on the first day of school, has left at least two councillors wondering whether to expand an ongoing review of city garbage truck safety, which was ordered following the death of a five-year-old Scarborough girl in March.

Violet Jia Liang, a student at C.W. Jefferys Collegiate Institute, died after being hit by a truck just before 8 a.m. on Tuesday at Sentinel Road and Lamberton Boulevard in front of Elia Middle School.

Police continue to investigate the collision that left Violet dead a day before her 15th birthday.

York West Councillor Anthony Perruzza, whose ward includes the intersection where she died, called the death of the straight-A student a tragedy.

shiver down your spine,” he said.

“My thoughts and prayers go out to the family. I’m a father. I have a young daughter. I shudder to think what this would do to me.”

Violet’s death comes nearly six months after Kayleigh Callaghan-Belanger, 5, died on March 7 after being struck by a city garbage truck at the

intersection of Cliffside and East Haven drives as she walked home from Cliffside Public School.

The truck driver was charged with careless driving.

Kayleigh’s death prompted Scarborough Southwest Councillor Gary Crawford to ask council in April for a safety review of the city’s Solid

Waste Services.

Council directed the division’s general manager to review as soon as possible “all policies, equipment, training requirements and routing to reduce the risk of injuries or fatalities to pedestrians in the future.”

In the wake of Violet’s death, Crawford is wondering whether the review needs to be expanded to investigate broader issues such as the safety of both private and public trucks travelling through school zones and other pedestrian safety concerns.

“It (Violet’s death) is an

absolute tragedy. I know firsthand what the community is going through (following Kayleigh’s death),” he said.

A f t e r V i o l e t’s d e a t h , Crawford met with Solid Waste officials Wednesday to find out the status of the review.

He also wants to meet with Perruzza to gauge his thoughts on expanding the review and to determine the mandate if it makes sense to proceed.

Expanded review An expanded review would likely include school board officials, he said.

In the wake of the tragedy, it is natural to demand action but Crawford said he wants to ensure a broader review doesn’t provide knee-jerk recommendations.

For example, regulating private vehicles brings different challenges than with city ones.

Also, while Violet died after being hit by a truck, it

is possible the same tragedy could have involved a car or minivan, which would be more difficult to regulate in school areas. Moreover, banning trucks in school zones could simply force them on to other residential roads.

In addition, enforcement of new rules may be difficult to implement.

“At the end of the day, this is about safety, not only of students but pedestrians who use the streets,” Crawford said.

Perruzza said he has been talking to his staff about reviewing truck safety following Violet’s death and welcomes the chance to discuss the issue with Crawford.

“I would like to sit down with Gary and see what he is thinking about,” he said.

“But I want our (city) staff to look at school zones and all the bylaws that pertain to school zones (to see if changes are needed).”

Murray also had criticism for Mayor Rob Ford, saying he had not managed to contribute “five cents” for building subways, despite voting for higher property taxes, and had not submitted a business plan for completing the full Scarborough subway.

Ford and the majority of city council voted in July to alter the master agreement and kill the Scarborough LRT in favour of a $2.8 billion subway extension from Kennedy station to McCowan Road and Sheppard Avenue East.

As part of the vote the city imposed a deadline of Sept.

30 to come up with federal and provincial funding to pay for a three-stop 7.6 kilometre line.

But Murray said the money was there now to build the extension to Scarborough Town Centre.

“We’re having a lot of discussions about things we’d like to do in every level of

government,” he said.

“But there’s a big difference between what you’d like to do and what you are actually doing.”

Under the new plan, the route will travel 6.4-kilometres near the existing RT, which will go out of service sometime during the construction period.

Kennedy turn The TTC has said in the past running a subway along the route is not feasible because existing subway trains are too large to turn into Kennedy station from an RT corridor.

But after talking with Metrolinx brass, Murray said he now thinks it’s possible for trains to make the turn into Kennedy along a “gentle radius” made possible by building a new station housing both the Eglinton Crosstown LRT and subway stops.

Scarborough Centre MPP Brad Duguid said the subway extension could theoretically be built in less than 10 years

– even though it will require additional environmental approvals as well as planning work before construction can start.

“There are certain approvals that have to go through and we don’t have an answer today how long it will take, but we are going to build it as quickly as possible,” said Duguid, Ontario Minister for Training, Colleges and Universities.

Following the announcement, Mayor Ford said the city would maintain its “strong working relationship” with the province and Premier Kathleen Wynne.

“This is great news and a huge victory for all of us.

Scarborough will finally get its subway,” said Ford in a statement.

Everyone in Scarborough wins: De Baeremaeker DAVID NICKLE dnickle@insidetoronto.com Transportation Minister Glen Murray’s plan to build a foreshortened subway along the route of the aging Scarborough RT is the end of the line — at least as far as the debate over what to do about mass transit in Scarborough goes, says Karen Stintz, chair of the Toronto Transit Commission.

“It’s the province’s decision and it’s their money,” said Stintz following Murray’s announcement yesterday afternoon.

“They asked council for our opinion and we gave it, and they’re choosing to do something else.”

Stintz and Scarborough Centre Councillor Glenn De Baeremaeker both championed a subway extension along with Mayor Rob Ford.

But council proposed a plan that would have more

stops, go all the way north to Sheppard Avenue East, and would allow the SRT to remain in service during its construction.

Stintz maintained she still supported council’s plan. “I stand by the decision that council made, that is that we would contribute to a subway expansion to Sheppard.

That’s the plan that council approved,” she said.

De Baeremaeker, meanwhile, called the announcement “absolutely amazing.” “ E v e r y o n e i n Scarborough wins,” said De Baeremaeker.

He said the provincial plan means that a subway will come north to just south of Hwy. 401.

“Now we just need to poke that subway north to Sheppard and McCowan. This is absolutely fantastic news. I have nothing but praise and thanks for the provincial government. As of today, they’re

the only people with a lot of money in the game. The city hasn’t contributed a single penny yet. We don’t know how much money there is and the final vote hasn’t yet taken place.”

De Baeremaeker said the worst case scenario now is that the city will have a subway to the Scarborough Town Centre, “and we will dance and celebrate.”

Pa r k d a l e - H i g h Pa r k Councillor Gord Perks, who opposed the conversion of the light rail line to a subway, said the news conference was nothing more than political theatre.

“The province is just thumping its chest,” he said.

“I think the mayor and the head of the TTC led council into a fantasy and now we’re in a place where nobody’s prepared to pay. I warned people all along: if this continues, Scarborough will get nothing.”

Caring for young trees is the subject of a free workshop next Tuesday at the Scarborough Civic Centre.

Mark Sherman, arborist for the non-profit Toronto group LEAF (Local Enhancement and Appreciation of Forests), will tell people how to properly watch, mulch and protect trees during the event from 6 to 8 p.m. in the centre’s Committee Room 1.

Such knowledge may be especially important while many of the city’s pri-

vately-owned trees are falling victim to pests such as the emerald ash borer and need to be replaced.

“A short outdoor walk will showcase real-life tree care examples,” LEAF and co-hosts the Toronto and Region Conservation Authority and Highland Creek Green Team said in a posting this week.

The building on Albert Campbell Square at 150 Borough Drive is also the site on Sept. 26 of a TRCA and Green Team workshop on year-round planning for native plant gardens.

Attendees in the Council Chambers from 6:30 to 8 p.m. on that day will be encouraged to “get a jump start on spring” by introducing perennial native plants this fall.

YouthWorx helps teens to develop skills MIKE ADLER madler@insidetoronto.com Tamiarea Mitchell-Baisden’s “best summer” began when she saw a flyer in the lobby of her Toronto Community Housing Corporation building in Bay Mills.

She needed a summer job. The flyer led her to YouthWorx, a new program in which 104 youths across Toronto, wearing bright yellow T-shirts, were hired to clean and paint TCHC buildings.

YouthWorx turned out to be a good fit for MitchellBaisden, 16, who said the work was repetitive but didn’t feel like it because everyone was friendly.

“My summer would have been wasted if I didn’t have

Of the 36 youths, ranging in age from 14 to 22, hired in this part of the city, none dropped out, she said.

YouthWorx also opened some doors, producing other job offers and giving its participants hope, so they are not just thinking, “no one’s going to hire me because they see my address,” Chiu said.

The Scarborough Cricket Association is hosting the opening of a new cricket facility at Ashtonbee Re s e r v o i r Pa r k t h i s Saturday.

The field is behind Centennial College at Warden Avenue and Ashtonbee Road.

The event starts at 10:45 a.m. with a ceremony followed by a ribbon cutting at 12:20 p.m.

City councillors and representatives from the City’s Parks and Recreation Department are expected to attend.

The first cricket match at the officially opened ground is set to start at 1 p.m.
