Ballooning subway proposal heads to Council for ninth vote DAVID NICKLE dnickle@insidetoronto.com Defenders of the onestop subway extension into Scarborough showed up in force to the March 7 Executive Committee meeting, where councillors were asked to confirm approval to the now more costly $3.35 billion, six kilometre subway extension. The committee spent most of the day with those defenders - many speaking on behalf of a group calling itself Connect Scarborough - and also opponents of the subway plan who charged that the line that will move trains between Scarborough Town Centre and Kennedy Station is both unaffordable and inadequate. In the end, the commit-
tee voted to recommend staying the course with the more expensive subway plan - with only one councillor, Scarborough East Councillor Paul Ainslie, voting no - for what will be the ninth time that Council has dealt with the subway. But the fireworks proceeded through the meeting. Robin Simpson, of Selkirk Investments, voiced her company’s support for the plan - particularly as it benefits future development that Selkirk and Oxford Properties are hoping to proceed with in the Scarborough Town Centre area. "It is time to stop treating the eastern part of Scarborough as Scarberia," she said. Ryan Maglaland of Connect Scarbrorough supported the subway - saying it currently took him two hours to get to work downtown from his home near the Toronto Zoo. "I don’t think it should be defined as a one stop subway-it should be called a necessary extension," he

A proposed subway line to Scarborough Town Centre, to replace the aging SRT is still on track opposition from various interest groups. said. The subway also got support from the University of Toronto. Sitharsana Srithas, vice president of the U of T’s Scarborough Campus, said that the subway - and the Eglinton light rail extension - was essential for students trying to get to the campus.
"Historically, Scarborough has been underserved," she said. "Scarborough has seen the worse facilities, the worse services and is asked to pay more and more in fares. Scarborough is too big not to get high order transit." Councillors on the committee - and Mayor John
Tory - bristled at some of the deputations coming to promote the other side: cutting the Scarborough subway and returning to a fully funded light rail network. Tory asked one deputant, Joy Robertson of Scarborough Residents Unite who had argued that the six kilometre stretch without a
station was too long, about the strength of the support. "Are you prepared to accept the fact that business people came in here, the business community, and they talked about the people who would be coming in. it’s not as though there will be tumbleweed rolling down the platform," he said. She replied: "What I saw was their interests - their business interests took the forefront, ahead of our residents that need to be serviced first. That’s what I saw today." In his remarks, Tory dismissed opposition to the subway plan as people "who’ve used everything short of poison-tipped umbrellas and exploding cigars" to derail a subway project that Toronto Council had already approved. Other councillors noted that the subway was not technically approved until Council approved a tender. The matter will go to the March 28 meeting of Council.

Proponents, opponents clash over Scarborough subway
Exhibit shares past and present of Kingston Road motels An exhibition opening March 10 looks at the history and continuing uses of Scarborough’s Kingston Road motel strip. No Vacancy, which continues at Scarborough Arts’ Bluffs Gallery on Kingston Road through March 31, pairs historic images of the motels in their prouder past with contemporary artworks by Sandra Brewster, Nadijah Robinson and Curita Wright. Earning a less-than-savory reputation over the years, the remaining
Kingston Road motels have been used as overflow city shelters and temporary refugee housing. Through them, No Vacancy "explores the stories of Toronto’s displaced populations" and "examines the multipurpose use of these seemingly desolate motel spaces today," Scarborough Arts says in a release. Curator Alyssa Fearon added she was inspired by artists such as Theaster Gates and Rick Lowe, who "committed their careers to transforming communi-
ties through art." Besides an opening reception on March 10, there will be a guided walk of the exhibit on Saturday, March 18, as well as a panel discussion, "Vacancies in the Arts in Scarborough," moderated by Fearon, on March 30. All the events are free. More about No Vacancy, which is presented in partnership with the Myseum of Toronto and the Scarborough Historical Society, is at www.scarborougharts.com/No-Vacancy.

Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

The Jane Falstaff Community Association Giacometti and others created still meets, but the few leading it, she says, "are getting burned out." Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-
zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. "If you’ve got the fire, we need the fire," she says. Reach Mike Adler at madler@insidetoronto.com

But Tory, Shan and Michael Thompson, a Scarborough councillor and the city’s economic development chairperson, will spend one full day in Sri Lanka’s northern Jaffna province, from which many Tamils emigrated to Toronto. During the bitter, longrunning war, which ended in defeat for separatist Tamils in 2009, many Tamil-Canadians boycotted Sri Lankan products and asked other Canadians to do the same. In 2015, however, the island’s hardline regime changed when Mahinda Rajapaksa lost a presidential election. As a result, more TamilCanadians felt free to reunite with relatives back home, and to do business in Sri Lanka. "We saw a window of opportunity, a ray of hope," said David Poopalapillai,

It will be the first time Shan, elected a councillor for Scarborough-Rouge River last month, sets foot in Sri Lanka since leaving for Canada as a refugee, fleeing civil war at age 16. "I’m looking forward to it, going back as a city councillor," said Shan, acknowledging though his role is official, "you can’t take away the emotional aspect of it." health care, improved outcomes and a better patient experience - all are direct results of investments we’ve made and hard work done by nurses and others," Hoskins said in the statement. Last month, Hoskins told about 110 Ontario nurses and nursing students at the Registered Nurses’ Association of Ontario 17th annual Queen’s Park Day of his proposed legislative amendments. If approved, those regulatory changes would include authorizing nurse practitioners to prescribe controlled substances. Expanding the scope of practice for registered nurses and nurse practitioners has been a long-standing priority for the association, said Doris Grinspun, the Registered Nurses’ Association of Ontario CEO. "By taking this tremendous step, we’re making history," Grinspun said. "We’re absolutely thrilled.

son to the (hospital) emergency department. How often do geriatricians come to the long-term care facility, do the test, and prescribe the antibiotic," she said. The Ontario Liberals began nursing reforms under former premier Dalton McGuinty. "In the McGuinty era, nurse practitioners were authorized to admit patients from the emergency department to in-patient units, and treat and discharge patients," Grinspun said. "Today, several other jurisdictions allow nurse practitioners to do that. (Ontario) was the first." Under Wynne, there are now 75 funded nurse practitioner positions in longterm care facilities, she added. In recent years, Ontario’s nurse practitioners have grown from 1,500 to 2,000 to well above 3,000, Grinspun said.

The Ontario government will soon authorize registered nurses to prescribe certain medications independently and to communicate diagnoses, Ontario Health Minister Eric Hoskins said Tuesday. "By introducing proposed amendments to the Nursing Act this spring, we will authorize RNs to prescribe certain drugs for non-complex conditions and to communicate a diagnosis for the purpose of prescribing, making it easier and faster for Ontarians to get the high-quality health care they deserve," Hoskins said in a statement Tuesday. Hoskins said working with nurses is the latest among "significant improvements" the Liberals have made to Ontario’s health-care system since 2003. "Increased access to
It will enable nurses to provide a full contribution to the health and health care of all Ontarians." Ontario’s registered nurses will be the first in Canada to prescribe medications, she said. "Now registered nurses and nurse practitioners can become a huge solution to health care access issues, not only for people, but for complications and system ineffectiveness," Grinspun added. "A percentage of people if treated in primary care or longterm care in a timely fashion would not need to go to a hospital emergency department." The regulatory changes for Ontario nurses is a specific priority for Hoskins in the next two years, outlined in Ontario Premier Kathleen Wynne’s mandate letter to him last September. There are 96,000 registered nurses in Ontario. Grinspun said if even 10 per cent of registered nurs-

Keith Brooks, programs director at Environmental Defence, is pleased the government’s plan includes conservation initiatives like the $200 million Affordability Fund, which helps people make their homes more energy efficient. But he said the government’s reforms make no changes to the supply mix – the amount of power we get from nuclear versus gas versus wind. “… To keep costs low, we need to see more renewables in Ontario’s future,” he wrote in an opinion piece for Metroland Media. “Wind and solar power costs are plummeting, while costs for nuclear power are rising. build upon.” Ontario’s PC and NDP energy critics both say halting the sale of public electric companies is priority Number 1. The cost to consumers is being hijacked by the drive for profit. “…Because of the way these new private power contracts are written, we are stuck paying guaranteed profit for power plants whether we need them or not,” said Peter Tabuns, NDP energy critic. “Right now, Ontario generates more power than we can use, about $2 billion a year worth of surplus power that we sell to Quebec and New York at a deep — 75 per cent — discount. In fact, many times we have to pay them to take our power.” Transparency on the government’s current energy contracts is also lacking, said Todd Smith, PC energy critic. “In my own riding of Prince Edward-Hastings, I’ve watched power companies ask for and get

extensions from the government that drag the project out years beyond what was envisioned by the original deal,” he said. “That’s not something you do if you’re on the side of the people paying hydro bills.” Mark Rodger, a lawyer with Borden Ladner Gervais and an expert in the utility sector, meanwhile, said delivery charges are a necessary hit. Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. By having different companies running their own distribution systems, he said, it adds $1 billion in costs. “Through consolidation, you can remove those costs through efficiency gains,” he said. – with files from David Nickle

Police see spike in home break-ins ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police are urging the public to be more vigilant following a significant spike in residential breakins in northwest Scarborough. Toronto police said there was a 43 per cent increase in break and enters in 42 Division in the first two months of 2017 over that time last year. Det. Sgt. Gerry Heaney said the majority of the incidents happened during daytime hours at homes bounded by Steeles Avenue to the north, Finch Avenue to the south, McCowan
Road to the west and Victoria Park Avenue to the east. "We’ve been hit hard," he said. "We’re looking at 79 break and enters. They’re taking cash, they’re taking valuables, particularly jewelry, and in some cases they’re taking electronics, but in most cases they’re leaving those as a lot of people have tracking apps on their phones, their iPads (and) on other devices." Two people were recently arrested in connection with break-ins in Scarborough and in other parts of the GTA. But there are other suspects outstanding. "We do believe that there
are multiple organized groups operating not only in Scarborough but throughout the GTA," Heaney said. Homes that are concealed by overgrown bushes, hedges, trees or glass enclosure vestibules are being targeted, police said. In several break-ins, the suspects were posing as door-to-door solicitors in an attempt to avoid suspicion. Anyone with information is asked to contact 42 Division at 416-808-4200 or Crime Stoppers anonymously at 416-222-TIPS (8477), online at 222tips.com

LIGHTS OUT: ONTARIO’S ELECTRICITY PROBLEM
Population drives the cost of hydro delivery
Merging distributors could lower customer fees, says utility expert
ity you use in order to support the broader infrastructure. “Each of those rates are different for each of the utilities because they all have different costs and different sizes of the population,” he said. As a result, urban customers may find a lower fee on their bills whereas rural customers could get dinged quite substantially because they bear the brunt of the cost in less populated areas. The province currently has 60 local distribution companies, but Rodger expects that number to go down in the future. Mergers, he said, could help alleviate the cost of delivery as distributors find efficiencies in their transmission systems. “By having 60-plus utilities, there is an extra $1 billion of cost in the system … Through consolidation, you can remove those costs through efficiency gains.”
Metroland Media recently collected a sample of hydro bills from Ontario residents to investigate the discrepancy in delivery fees based on location and distributor. More than 20 electricity bills were collected from November 2016 across an area from Toronto to Bracebridge, Erin to Newmarket and a variety of places in between. Delivery fees ranged from $27.63 in Toronto with Toronto Hydro, to $177.92 in Erin with Hydro One. The fees cover the cost of getting that electricity to your home, explained Mark Rodger, a lawyer with Borden Ladner Gervais LLP and an expert in the utility sector. The fees are charged regardless of the amount of electric-

Landscaping needs vary by season AUTUMN
SPRING Spring is a season of renewal when plants and trees will begin to look fresh and green once more. Spring maintenance includes applying fertilizer to lawns, replenishing mulch in planting beds, creating more pronounced edges around the lawn and garden beds, and testing soil. Some homeowners like to apply a weed-prevention product in the spring as well. Spring is a good time to plant annuals that will add a pop of colour to the landscape. For those concerned about permanent planting, container gardening allows homeowners to move around planters in a configuration that works best for them.
SUMMER
Judging a home by its appearance is often par for the home-buying course. An appealing home exterior suggests the homeowner takes pride in his or her home and wants to make every effort to maintain that home. Curb appeal involves various components a home’s exterior, but beautiful landscap-
ing can make a home stand out. While maintaining a lawn is something many homeowners may think is exclusive to spring and summer, lawn maintenance is really a year-round endeavour. The following steps can help anyone maintain curb appeal no matter the season.
Summer landscaping is all about maintaining what was established in the spring. Regular mowing, weeding and trimming can keep a landscape manicured. Other than drought, weeds are perhaps the biggest lawn and garden nuisance to a landscape in the summertime. Black medic, carpetweed, knotweed, mallow and prostate spurge are some of the weeds that will crop up during the summer. Seeds begin to germinate as soil warms up. According to the University of Maryland Extension, control with a broadleaf post-emergent herbicide applied when the weed is actively growing will help prevent weeds from suffocating lawns.
Autumn is often a forgotten season when it comes to maintaining a landscape. However, fall is a key time to keep landscapes in order. According to the landscaping resource LoveYourLandscape. com, fall is the ideal time to tend to a lawn that just endured summer heat. Seeding and fertilizing can ensure a stronger lawn come next spring. Perennials should be pruned and cut back. Raking leaves will help keep the property looking presentable.
WINTER One of the ways to maintain an attractive landscape throughout winter is to install plants that can survive the colder temperatures. Winterberry is a cousin of holly, but loses its leaves in the fall. The bright red berries can be a stark contrast to the white of winter snowfall. Camellia is an evergreen that blooms from fall to early spring and looks like pink roses. Heather is a popular plant in the United Kingdom, but is growing in popularity on this side of the Atlantic as well. The Home Depot says this plant blooms all year and offers beautiful flowers in summer and fall. In winter, the thick foliage makes for an appealing contrast to the more delicate blooms of other winter plants. Maintaining a landscape through the seasons makes a home attractive all year long.

Don’t bully. That’s the message from police to teens during an Internet awareness presentation at Central Toronto Academy Tuesday. Students at the Shaw Street high school also took part in the event by showing videos they made on the issue of cyberbullying. Toronto police Det. Const. Warren Bulmer, a social media expert, warned students to not only be guarded about the content they’re posting online. "But the apps themselves do things that are sometimes beyond your control, and it’s important . to know a little bit about the applications and what they’re doing." Bulmer noted cyberbullying could be prevented through education. "Some things can be relatively simplistic and people can be blocked and things can be deleted," he added in an interview. "In other cases, it’s not as simple where things may be shared somewhere online where the ability to delete by the Internet service provider isn’t there." Bulmer said sexting is also a problem. "You have people engaged in intimate relationships at the young ages and sometimes things are recorded and sent

Det. Gail Regan and Det. Const. Diane Kelly, both of the financial crimes unit, organized the event, which was dubbed #DontBFooled. "The whole idea is to teach kids about the use of digital media and the effects and the risks (to) reputation that can possibly affect them throughout their life," Regan said. Grade 11 student Jarred Boivin said cyberbullying happens more often than "actually getting into a fight." "It happens in our
school. There have been things in the past that the police had to come in and talk about it," he said. "People were making fake accounts and saying certain things about students." Bulmer’s main message is simple: "Don’t be a bully." "But clearly there are some who still partake in doing that sort of behaviour so the underlying message I have is don’t accept the fact that it’s never going to happen and it’s never going to happen to you," he said. "Know what to do when it does or know how to intervene when you see something like that happening."

Members of the advocacy group ACORN demonstrate on Monday, Feb. 27 in front of the York Humber Employment and Social Services offices on Rogers Road. People receiving Ontario Works and Ontario Disability Support Program payments say they can no longer afford even the basics of life in Toronto.
People protest over Ontario Works, ODSP rates in Weston MIKE ADLER madler@insidetoronto.com
near-impossible on a monthly rental allowance of $500 to $600 a month, they say. Later, York South-Weston MPP Laura Albanese said the Liberal government knows the affordability issue "is felt more acutely" in Toronto. There’s a need to reform social assistance rates, but also to "go beyond the rates" to get people out of poverty, Albanese said. "It is important work. We certainly don’t want to leave the most vulnerable behind." The government consulted people recently on replacing provincial social assistance with a guaranteed basic income. Simpson and other ACORN members, however, want OW and ODSP rates raised immediately. Judith Taylor, on ODSP, can’t afford to get her three-year-old daughter in gymnastics or swimming and lives in a roach-infested building at Weston Road and Lawrence Avenue; she can’t afford to move and is $600 behind in her rent. "We are people," Taylor said. "I don’t want to live on the streets with my daughter and I don’t want to give her up."

Maxine wants people who think the province’s ODSP benefits are enough to live three months in her shoes. Those shoes were a gift from a friend. So was the jacket she wore as Maxine and others demonstrated outside a Weston-area office to argue Ontario Works and the Ontario Disability Support Program payments are too low. "The government knows no one can survive on what they’re offering," said Maxine, who wouldn’t give her last name but said she was a rest home administrator before suffering kidney failure in 1994. The North Scarborough woman’s been on ODSP ever since, and though she lives in public housing, getting through the month is getting harder no matter how she stretches the money. Maxine’s diabetic but sometimes misses meals. Her health is getting worse. She can’t afford fresh fruits and vegetables she needs for a healthier diet. "If you’re lucky enough you might get a friend to
throw you a pair of shoes," Maxine said on Feb. 27 as members of the advocacy group ACORN stood in front of the York Humber Employment and Social Services on Rogers Road. Some think "we’re all pariahs, we’re all scamming," said Laurie Simpson, chairperson of the group’s Weston chapter. Simpson said she’d love to work, but her disabilities don’t allow her to. On ODSP since 2005, she now spends 75 per cent of her payment on rent. Joy Mackenzie, on Ontario Works and homeless, said the city took her dog, Diesel, a 13-month-old Rottweiler, and are holding him in an Etobicoke shelter. "I’m trying to get him back but they say I’ve got to pay $209, which I don’t have." She said she agreed to leave her last apartment, where the stove was broken and you could smell the mould, on Jan. 25. OW doesn’t give people enough for shelter and food, Mackenzie said. "They’re not giving you what you need." Several at the protest said Toronto’s rising cost of living makes it impossible to meet basic needs, and people suffer as a result. Finding an apartment is

Steeles Avenue East Bridge Environmental Assessment Notice of Completion The City ofToronto has completed a study that evaluated options for a grade separated crossing of Steeles Avenue East and the Stouffville GOTransit Rail Corridor (east of Kennedy Road). The recommended design for the grade separation, as documented in the Environmental Study Report (ESR), includes: • Replacing the level crossing of Steeles Avenue East and the railway tracks with an underpass (road under rail) • Widening Steeles Avenue East from four to six lanes between Redlea Avenue and Midland Avenue • Incorporating separated cycling facilities on Steeles Avenue East from Kelvin Grove Avenue to Midland Avenue • Improving pedestrian facilities Subject to comments received as a result of this study, implementation of the project will be carried out by Metrolinx, with design commencing in 2017 and construction anticipated to be complete by 2020. Mayor John Tory
Surprises Woodside Square Community T
oronto Mayor John Tory paid a surprise visit to Woodside Square Shopping Centre, one
of Scarborough’s most diverse and distinguished community malls, on Saturday March 4, 2017. Mall tenants and patrons of all ages were pleased to not only be greeted by Tory but also have the opportunity to express their concerns about the state of the city. Tory was all ears as he embraced suggestions of ways to improve infrastructures throughout Toronto communities. Tory has recently garnered attention in the media for his persistence regarding the Scarborough subway extension. His continuous advocating for the transit commuters of Scarborough among other social services did not go unnoticed during his appearance at Woodside Square which is at the center of community happenings and initiatives. “Mayor John Tory’s surprise visit reassured community members and the people of Scarborough that their voices are heard.
