Schedulers help keep TTC on the move Team’s goal is to provide optimum service for riders RAHUL GUPTA rgupta@insidetoronto.com It’s been a long time since someone complained to Scott Haskell about an overly large number of TTC buses.

"People would run up and shake their fist in my face," said Haskell, head of the TTC’s service planning department who has a history with the transit commission running well back into the 1990s. "They’d ask me what I would say if and when a bus ran over their child. That was the time it was."

Fast forward to 2017, and one could strongly argue dependence on public transit has never been higher.

That makes for a lot of work for Haskell and his colleagues in Strategy and Service Planning.

Earlier this year, Metroland Media Toronto had the opportunity to learn how service levels are determined by the TTC. From a nondescript office tower in North York, the quartet of Haskell, Daisy Chan, Eric Chu and Laurence Lui co-ordinates every TTC service: buses, streetcars, subway trains.

The team is ultimately responsible for calculating based on demand what routes should receive more

service, introducing new schedules every six weeks, and which should be cut, as well as making planning recommendations for elected officials to consider, or not.

"I don’t think people realize how much service the TTC runs," said Haskell.

"You can walk out to a bus stop and there will be a bus there within 10 minutes most times of the day all day long. There’s hardly a transit agency in North America with that level of service."

Broadly speaking, the team’s goal is to improve service as much as possible to get hundreds of millions of riders moving as smoothly as possible. That means determining minimum service standards, anything from acceptable crowding standards for bus use during rush hour, to whether a community could benefit from more service depending on what transit already exists in the area, and how nearby it is.

"We weigh all (of the factors) together and if it comes out that overall customers will benefit from a route change, we’ll recommend it," said Chu. Certain factors are weightier than others: transferring to another route has long been considered onerous compared to travel contained to one vehicle, even if it takes longer.

But the weighing of it can change based on customer feedback, said Lui. "The transfer penalty is

"But if you look at, say, the other 45 minutes of the hour, it might be less busy and on average we’re still within our standard," said Lui. "If we try to plan for just that 15 minutes (when it is busiest) we’re going to be operating way too much service."

The final determinant of a transit schedule is calculating optimal run-times for vehicles. That’s easier said than done in a city as congested by Toronto.

The process has improved in accuracy by mining historical GPS data in an effort to calculate how long it should take on average to service a given route.

While the team meets with the TTC’s different operating divisions four times a year, the general perception among vehicle operators is a lack of un-

derstanding for traffic, leading to what are considered unrealistic schedules.

Even with better travel data, Chan admitted it won’t ever be possible to gain a fully accurate calculation of optimal trip time.

"There is no right or wrong running time, that has to be acknowledged," she said. "There are no absolutes, only a range of what’s feasible."

Increasingly, TTC vehicles are travelling slower on average due to worsening congestion.

For the team, it means constantly having to make tough choices, such as adding more vehicles, and absorbing extra cost, or reducing crowding standards just to maintain the service.

"We have to juggle with the resources we have," said Lui.

America’s tourism loss could be our gain It comes as no surprise that Donald Trump’s travel ban - now stalled by the American judiciary, again - has resulted in a chill on prospective travel from the seven nations named in the ban. After all, Trump himself referred to it as a "Muslim ban" during his election campaign.

But the chill isn’t limited to those countries. An Australian travel magazine - Traveller - recently carried the headline "Think twice about visiting America if you don’t want the Mem Fox treatment," referring to an author who has sworn she will never return to the United States after being detained and questioned on her way to a literary conference.

A British survey taken in February found about 30 per cent of respondents were less likely to visit the country now that Trump is in power. And Britons make up the third largest number of foreign visitors to the U.S., after Canadians and Mexicans. British travel bookings to the U.S. are down year over year, although travel experts point out that is also related to a strong American dollar.

The official marketing organization of New York, NYC & Company, says it expects 300,000 fewer international visitors in 2017, due to "travel ban related rhetoric." Tourism Economics, a U.S. firm that crunches numbers for airline and travel booking websites, projects that by the end of next year America will have lost 6.3 million visits, which translates into US$10.8 billion in spending.

And Canada? Toronto’s Comfort Tours typically takes between 200 and 300 tourists to New York during March break. This year, 11 people signed up, the company owner said. Halifax travel consultant Bob Sime said in a media interview: ... what I hear from the hoteliers and car rental companies, and so forth, is that in traditional snowbird destinations, the winter destinations for Canada, you’ve got about a 13 to a 15 per cent drop in figures to date."

Canada’s Girl Guides has announced it won’t travel to the U.S. Other organizations are expected to follow suit.

Again, it’s not all Trump. The American dollar is a factor too, which is why more and more Canadians are finding other warm locales where their dollars go further. One country benefitting, ironically, is Mexico, so frequently a Trump target.

That’s the thing. America’s tourism loss can be a gain for competing destinations. Trump’s unwelcoming America could be a welcome boost for Canadian tourism.

Marching behind the Scarborough subway Well, that’s that. Scarborough’s marching behind its subway.

Next week, Mayor John Tory expects "war" - again as the subway, that express tunnel to one of the grandest shopping malls in Eastern Greater Toronto, returns to Toronto Council.

There, it faces people who, on a Monday, would say it isn’t Monday, the mayor told people at a Scarborough meeting this month.

Presumably, these people would call $3.35 billion too much for one subway stop. But the mayor says he can stop such quibbles, once and for all, if Scarborough helps.

subway. Now, it’s behind the mayor’s "bold vision."

Of course, the mayor’s vision is more than the subway. There’s SmartTrack, and also that 17-stop Eglinton East LRT line.

The subway ate the LRT’s budget, sure, but the mayor says we’ll find a way, somehow, to build both.

In Scarborough, he told his troops the LRT will not only go to UTSC but, "we hope, beyond" to Malvern Town Centre. Scarborough councillors Glenn De Baeremaeker and Neethan Shan say the same.

The city already needs federal funds for a relief line subway, and a waterfront LRT, but who says we must choose?

The first reason for the Scarborough Subway is to shave minutes off trips

downtown. The second is pride.

Scarborough’s been stiffed, denied prosperity only the subway can give.

Not having that tunnel to the mall, the mayor says, "keeps us from feeling like a family."

The cost is huge, but who cares? It may be a boondoggle, but what isn’t?

Aren’t they going to build that rail deck park downtown? Somewhere, there’s money.

Politicians make promises. Those promises aren’t lies, exactly. Over time, they fade, and you forget who made them.

For now, all of Scarborough’s eggs are in one basket.

Re: ’Lord Stanley’s cup lands in Sandy Lake First Nation’ Feb. 16 Thirty years ago I began my teaching career in Sandy Lake. I was thrilled to read about the Stanley Cup visiting that community.

I was even happier to learn about the donation of hockey equipment to the young people. When I was there no one was skating or playing hockey.

People won’t benefit from one-stop subway extension To the editor: I’ve been opposed to a one-stop subway since the beginning. There are many Scarborough residents who will not benefit from a subway stop at Scarborough Centre as compared

with their present stops at Eglinton, Lawrence, and Midland.

Example: You are on the subway at Kennedy: destination Markham Rd/Lawrence Ave. Now you can leave the subway at Kennedy, and take two buses to your destination. Or you can take the Scarborough RT to Scarborough Centre, then take two buses to your destination. The time required is similar, 25 to 30 minutes, during mid-day.

Or you can take the RT to Lawrence Station, then one bus to your destination.

This route saves only about five minutes, but avoids an extra transfer in the weather, and waiting.

When the one-stop subway is built, will you have to wait for two buses?

Other areas that may not be well-served by the one-stop are Lawrence/ Kennedy/Midland (now many destinations within walking distance of Law-

rence Station), Ellesmere/ Kennedy/Midland (walking distance), Lawrence/ Scarborough Golf Club Road (now one bus from Lawrence Station). The list could go on.

Many Scarborough residents living between St. Clair and Ellesmere will not benefit from a one-stop subway. A multi-station light rail system would bring them more conveniently to their destination.

Scarborough student wins 2016 Citizenship Challenge JASMINE HUI jhui@metroland.com Scarborough student John Gobin co-won Historica Canada’s 2016 Citizenship Challenge, beating out 88,000 participants that took the challenge this year.

Along with fellow winner Sarah Spehar, 13, of Saskatoon, Sask., 17-yearold John won a grand prize trip to Ottawa with all-expenses paid.

The challenge was started in 2010 by Historica Canada, the country’s largest organization dedicated to enhancing awareness of Canada’s history and citizenship, and is funded by the government of Canada.

Over 340,000 Canadians have participated in the challenge since it began and tested their national knowledge by studying for and writing a mock citizenship exam in French or English.

John and his classmates

were informed about the challenge by their Canadian and world studies teacher, Michael Grover.

The challenge triggered John’s interest and he ended up winning the grand prize with a score of 100 per cent.

Grover said John did not keep all the funds from his grand prize for his trip, but instead shared it among three other students from his school, allowing them to share the experience as well.

"I cannot think of a more deserving candidate," Grover said. "If the final decision is more than arbitrary, I cannot say enough good on his behalf."

John travelled to Ottawa with his dad, Winston Gobin, Sarah and her mom, Crystal Spehar, and Citizenship Challenge facilitators and explored Canada’s history and culture from March 17 to 19.

This trip was John’s second time to Ottawa, but being able to visit the capital again furthered his interest in politics.

"I want a career in politics and (to) use the lessons learned from the past for a better future," John said.

Grover believes John demonstrates the sense of empathy necessary for true leadership and would act in the best way to serve his community.

Outreach project seeks stories of First World War veterans Stories of T. Eaton Co. enlistees sought for Do You Know My Story? initiative CYNTHIA REASON creason@insidetoronto.com When Pte. Henry Agassiz signed up to serve in The Great War in 1916, his proud portrait joined those of more than 2,200 of his fellow enlistees from T. Eaton Company’s Toronto store on the flagship’s walls.

Sadly, the next time Agassiz’s name was inscribed was on the Eaton’s Memorial Plaque as one of 315 company men killed overseas.

Still, his story - like those of each and every one of the everyday working men and women who signed to serve in the First World War - is an integral part of Canada’s history, said Nancy Reynolds, curator of Mackenzie House museum.

"It’s often hard to tell the stories of individuals unless they’re famous or they’ve done something, but that’s what we’re trying to do," she said of Do You Know My Story? - an outreach project being undertaken in partnership between the City of Toronto’s Museums & Heritage Services and the Archives of Ontario.

The goal of the project is to tell the personal stories of those T. Eaton Co. Limited employees like Agassiz who, perhaps enticed by company owner John Craig Eaton’s offer to pay wages to his employee enlistees on top of their military pay, signed up to fight

"We want to tell the stories of ordinary people: how they came to Canada, why they came to Canada, how they ended up at Eaton’s, what happened to them and their families during and after the war," Reynolds said. She noted that, in total, Eaton paid out $2.2 million in wages to his 3,327 Eaton’s employees from across Canada who enlisted.

"It’s those ordinary stories that are so often left untold."

the old portraits - more than 2,000 of which survived to be displayed in Eaton’s Goes to War, an online exhibit created by the Archives of Ontario in 2014.

The next step is outreach, said Bruce Beaton, who’s leading the Do You Know My Story? project.

"This is a history that lives in the families of these men," said Beaton, a historical interpreter at Mackenzie House, calling on the relatives of First World War veterans from Eaton’s to come forward with information.

"One of the questions I

always ask the families is, what does this person mean to you in your life?

And they always have some answer - be it how they sacrificed, or their duty to commit to public service, or perhaps something more personal. Whatever it is, this means something to people; the lives of these people still have meaning within their families - and that’s what I’m trying to access."

So far, however, Beaton said he’s been able to collect life stories to match just 18 of the more than 2,000 Eaton’s portraits - Pri-

vate Agassiz’s among them.

Agassiz’s family history is one Beaton has been able to piece together via a combination of family accounts, his military records, and an expenditure ledger from City of Toronto Archives.

A Nova Scotia native, Agassiz was a 37-year-old husband and father of four - with another baby on the way - when he enlisted on April 3, 1916. Earning just $15 a month as a trimmer at Eaton’s at the time, Agassiz was older than most other enlistees at the time, and

was perhaps enticed to do so by Eaton’s full-wage offer to married enlistees in order to provide for his growing family.

His tragic death in France at the Battle of the Somme less than six months after his enlistment, however, left his wife Eugenie, son Alfred, and daughters Vaudine, Muriel, and Dorothy in such extreme poverty that newborn son Claude died because they were unable to feed him, according his granddaughter.

At 14, Agassiz’s only surviving son Alfred was forced to drop out of high school to support the family.

The Agassiz family story is a valuable piece of Canada’s history, Reynolds said, because it demonstrates the sacrifices made by so many ordinary people in extraordinary times.

"His is an important story of World War I, because that was the first time that you saw such a large domestic army," she said.

"These were not all (career) soldiers, so when they got home, there was that feeling for the first time that the government owed them something; that it owed the families of those killed. And that marked a real change in the way people looked at government and what its responsibilities were."

Beaton is still seeking further story contributions to the Do You Know My Story? project, which will be on exhibit at Mackenzie House starting on Sept. 29.

After two years of complaints, Crawford said he’s looking at ways to "deter undesirable activity" in and around Sunnypoint, such as parking restrictions, more lighting, and pruning overgrowth "so it’s not as private."

Police and municipal officials at the meeting say residents can help by reporting bad behaviour.

"If you’re not calling in, it’s very difficult for us to stop people proactively," said Const. Paul Rowe from 43 Division.

Many of the culprits are teens from the area, police say.

A few weeks back, the division’s staff sergeant found four young people in a car, and could have charged them with minor liquor and marijuana infractions; they were let off with warnings, said Const. Julie Campbell.

"We have no interest in charging good kids with minor offenses."

Some residents, however, wanted to see more charges laid, and one man suggested residents may turn security cameras on the park.

"It’s attracting an element of society that we don’t want," another said.

New home possible for group helping autistic South Asians Charity fighting community stigma against autism in children MIKE ADLER madler@insidetoronto.com Started in the basement of a Scarborough home eight years ago, the South Asian Autism Awareness Centre (SAAAC) has grown ever since.

The community’s need is that big. Space in the charity’s current Ellesmere Road facility isn’t.

Now the City of Toronto is helping SAAAC move to a larger building near Scarborough Town Centre, one that’s sat unoccupied for at least a decade.

"When your parents come into this lobby, they will feel like kings and queens," Glenn De Baeremaeker, a local councillor, promised SAAAC support-

ers touring the industrial unit recently.

One was Erasiah Kobikrishna, a parent who joined SAAAC when it was a onewoman operation run by executive director Geetha Moorthy.

Kobikrishna’s autistic son Niroshaanth, or Niro, was then nonverbal and very low-functioning.

Thanks to SAAAC, Niro, at age 19, now enjoys dance and music therapy, sports, and one-on-one therapy.

The charity is a gathering place for parents of autistic children. "It’s a big relief to talk to each other," said Kobikrishna, adding the 150 volunteers - excluding parents, who often help out themselves - "are passionate to do this job."

"A lot of the (autistic) kids are still hiding. The parents don’t bring them out," he added.

One reason for that is stigma attached to autism, which many South Asians blame on a child’s parents or their past actions. "Peo-

An accountant and teacher of Indian traditional dances, Moorthy organized dance programs for children with autism, but never saw South Asian families there, she said.

But a dozen came to her first South Asian dance workshop in Scarborough.

She later took children into her basement, and the park across the street.

By 2010, the group, then operating from the basement of a Hindu temple on Middlefield Road, could hire therapists part time, and in 2012 SAAAC moved

to Ellesmere, where it serves 250 families with free or subsidized programs.

With early intervention, autistic kids show huge progress, but SAAAC has 100 families on a waiting list, and everything at its current facility "is limited," Moorthy said.

De Baeremaeker, accompanied by another Scarbor-

ough councillor, Neethan Shan, said city staff, with Mayor John Tory’s support, have agreed to fix the vacant building at 705 Progress Ave., spending $150,000 on structural issues.

Retrofitting SAAAC’s new home will cost more than that, but rent for its 11,000 square feet will be the same as for its current 5,000 on Ellesmere.

Before amalgamation, the former City of Scarborough and its school board bought 10 acres on Progress east of McCowan Road for a school and park.

De Baeremaeker said the retrofitting money will come from surpluses in rent charged to nearby cityowned industrial units, many of which will be demolished for the park in 2019.

Toronto city council must still approve the funds in June, but De Baeremaeker is confident they won’t be refused, and that SAAAC can move in by this Christmas.

In between though there were a series of nearly a dozen chain reaction steps and stages.That was one of 17 Rube Goldberg machines designed by Grade 11 Physics students at Agincourt Collegiate Institute on Midland Avenue.

The school displayed the machines March 3 during its annual Rube Goldberg competition, designed to instill a passion for physics.

"We used household materials to build everything here," said student Samantha Soon, adding the project was about "applying what we learned in the textbooks" about energy transfer.

"It took a lot of days and a lot of effort to build," she added.

The competition was judged by retired teachers, former winners and a group of Grade 7 and 8 students.

"They get better every year; obviously, the Inter-

net helps," teacher Kathy DeNoble said of the machines.

"One of the groups pulled apart an old (lightup) birthday hat and took all the lighting out and re-

wired it."

Rube Goldberg was a cartoonist and engineer whose cartoons depicted machines performing simple tasks in complicated ways. The children’s game Mousetrap is based on a

Rube Goldberg device.

"Some might think it’s a waste of time, but the kids really get a lot out of it," DeNoble said.

"They’re really just fun and involve just outrageous steps and stages: cas-

cading dominoes and mouse traps."

Retired physics teacher Dave Doucette said the project "creates passion" in students, which could get them thinking about a career in engineering.

Ms. Letna’s Healing Hope Brunch returns on April 2 Diagnosed with breast cancer in 2011, Letna Allen-Rowe survived, and she pledged to support the hospital that treated her.

The annual Ms. Letna Healing Hope Brunch was born less than two years later.

So far, Letna, who lives in Scarborough’s Malvern neighbourhood, has raised $24,900 for the Cancer Care Program at the Centenary campus of the former Rouge Valley Health System.

Her fundraisers also sent $5,200 to the Jamaica Cancer Society Mammogram Department, helping out women "who cannot afford to pay for this essential service," Letna said in a release.

East Toronto MPP pushes for increased rent protection NDP MPP Peter Tabuns calls for elimination of Ontario’s two-tiered rental system JOANNA LAVOIE jlavoie@insidetoronto.com A private members’ bill introduced earlier this week in the House of Commons is aiming to ensure Ontarians aren’t forced from their homes because of significant rent hikes.

The Rent Protection for All Tenants Act, which Toronto-Danforth MPP Peter Tabuns tabled Monday, calls for rent-hike protection for all renters by immediately closing a loophole that allows landlords of dwellings built after 1991 to arbitrarily raise the rent.

"We hear from young renters who are worried that this might be the month they’re hit with a rent hike they can’t afford.

We hear from families that

say the increases are chasing them from their homes - the place they’re raising their kids," Tabuns said in a March 16 release.

"That’s not fair, and it doesn’t have to be this way.

It’s time to do something about it. It’s time to extend protection against unreasonable increases to everyone."

Both the Federation of Metro Tenants (FMT) and the Advocacy Centre for Tenants Ontario (ACTO) are supportive of the new law, which would see the Residential Tenancies Act amended to include a rent cap for all renters according to the annual rent increase guidelines, which are typically 1.5 per cent annually.

"In Ontario, rents are regulated to help tenants keep a roof over their heads," Kenneth Hale, ACTO’s director of advocacy and legal services, said in the release.

"We cannot continue to deny this protection to over 150,000 tenant households and we support the NDP’s demand to make the law apply to them."

Diane Dyson, a FMT board member, said many Ontario households are at a "tipping point."

"We’re hearing about rent increases of hundreds of dollars or even $1,000 a month. We’re hearing more and more of working people being forced to couch surf. We’re seeing people being forced to give up their home," she said.

Tabuns’ bill is set to receive a second reading. A date for that to happen has yet to be set.

In a statement, Ontario housing Minister Chris Ballard said it is "unacceptable" that some tenants are seeing their rent increase significantly.

"My staff are already developing a plan to address unfair rises in rental costs by delivering substantive rent-control reform in Ontario as part of an ongoing review of the Residential Tenancies Act," stated Ballard, who added the province is also looking to freeze municipal property taxes for apartment buildings. At the risk of beating a dead horse - or in this case climbing into a Range Rover and running it over repeatedly - for this week’s ToinTransit, I’d like to focus on the Scarborough subway extension.

If you’re still reading, you might be aware at the end of the month Toronto Council will vote again on whether to proceed on completing the one-stop subway extension to Scarborough Town Centre.

The vote to endorse running the subway along the McCowan corridor is hardly certain to succeed, even by a narrow margin.

No wonder subway supporters are engaging in some furious eleventhhour campaigning. That was on display this week when not one but two newspaper editorials came out in support of the subway plan, written by mainstay boosters John Tory and TTC chair Josh Colle.

Both pieces run high

RAHUL GUPTA TO in Transit with emotional argument, yet somehow neglect to mention even once the spiralling price tag ($3.35 billion and counting) for the again - one stop plan. Both pieces also express frustration with the "endless votes" on the file, depicting Toronto Council as dithering when it should be rubber stamping and getting out of the way of building what is quite obviously the one true transit plan for Scarborough.

Admittedly, it’s not exactly a chore to paint Council as dysfunctional or out of touch with the average Scarborough resi-

dent’s wants. What’s more than a little tiresome is this idea a democratic vote (even a series of them) is somehow hindering the completion of the project.

What’s hindering the construction of the subway extension isn’t Council’s dithering, as annoying as it may seem.

The plan is receiving ample scrutiny because its benefits haven’t been demonstrated in any kind of convincing way to the rest of Toronto, which is on the hook for paying this extravagance while city revenues are at a knife’s edge.

So in the interests of transparency, keep the votes coming, and keep scrutinizing the details.

We need to know exactly what we are paying for, and why.

"That’s too much, because I just retired in September," he said. "I’m on a limited budget right now."

Hann was among about two dozen protestors who gathered at ScarboroughGuildwood MPP Mitzie Hunter’s constituency office Tuesday afternoon to call on the province to "create real rent control by ending above the guideline rent increases, eliminating vacancy decontrol and closing the 1991 loophole."

Rent control only applies to units built before Nov. 1, 1991.

The protest was organized by the Association of Community Organizations for Reform Now (ACORN).

Natalie Hundt, chair of ACORN Institute Canada, said rent prices are out of control in Toronto.

"We want to get rid of the above-the-guideline rent increases," she said. "Instead of just doing proper maintenance and scheduled renovations that should be done anyways, (landlords are) letting things fall into a state of disrepair so that they can call it a capital expense and then file for above-the-guideline rent increases."

Lia Candido, who lives in an apartment near Markham Road and Eglinton Avenue, said she’s taking part in the protest because she believes Toronto has a housing crisis.

"There are homeless men sleeping in my stairwells, apparently overnight for shelter, because it’s that bad," she said. "It’s that severe, the crisis."

The rally began outside, but then moved inside the provincial cabinet minister’s office with protestors chanting, "Where is Mitzie?... Shame... Out with Mitzie... and Mitzie’s got to go."

Hunter also noted the province will soon release a plan that will address un-

"Landlords are being allowed to put their costs back onto us when they repair their buildings. This is unfair," Hundt told the crowd before they marched into Hunter’s office. "How can they ask us to keep paying for their own repairs, repairs that are making them money?"

Exhibit is at Scarborough Arts’ Bluffs Gallery until March 31 MIKE ADLER madler@insidetoronto.com As a child in the back seat of her parent’s car, Alyssa Fearon gazed out at Scarborough’s Kingston Road motels, asking herself, "Who’s staying here?"

They looked rundown even then, two decades ago, and Fearon, 29, grew up not far from the strip.

"There was a lot of mystery in my mind" about the motels, she recalls.

Fearon recently found out who was there: refugees, homeless families, sex workers servicing their clients, and some regular travellers - though fewer than in the strip’s heyday.

No Vacancy, an exhibit which continues until

March 31 at the Scarborough Arts’ Bluffs Gallery at 1859 Kingston Rd., results from that curiosity.

Fearon, its curator, learned how the strip changed, and how use and functions of motels evolved.

In the 1800s, Kingston Road became an important thoroughfare - a gateway to Toronto. When its postwar motels were in their prime, the road had more traffic than they could handle.

Fearon imagines the optimism developers had for the area. Once Highway 401 was built, however, the strip became "shelter for a different type of transient guest."

During the 1990s, the city used several motels as overflow rooms for families which could not fit in its shelter system.

"Plans change, society changes. The spaces that we use reflect that," said Fearon, looking at a gallery wall with a 1983 Toronto Star photo of signs for the

Today, as condominium developments move east toward what’s left of the strip, it’s easy to pass the motels without thinking of what people are doing inside them, and why.

The limited gallery space is challenging, but being so close to the motels seems to add to No Vacan-

cy’s importance.

Projected above a fireplace is Fearon’s conversation a young woman named Gloz, a spoken word artist familiar with the strip. In high school, Gloz knew people involved in sex work at the motels.

other wall, people can write their reactions on backs of replica 1950s postcards.

There have not been many previous examinations of the strip through art. The Family Suite, at the Lido Motel in 2012, presented "an interactive and evolving gallery event" done in partnership with the city’s Family Residence, using two basement rooms. It wasn’t open to the public.

Fearon, who for years has run summer arts education programs for young people in the Kingston-Galloway-Orton Park area, hopes at least some Kingston Road motels can become creative spaces.

A panel discussion she will moderate at the gallery on Thursday, March 30 from 7 p.m. to 9 p.m., titled Vacancies in the Arts in Scarborough, will make the case that the area needs more spaces for artists.

Scarborough Centre getting its own plan for public art Plan to culturally enrich area around new subway MIKE ADLER madler@insidetoronto.com As the subway extension to Scarborough Town Centre is built, there will be development around it, which means there will be public art.

And for the first time, the City of Toronto will have a master plan guiding how the area is culturally enriched by works of art.

The Scarborough Centre Public Art Plan currently being shaped will result in "public art that is of the highest quality, visually stimulating and of enduring value," the city told Scarborough community council in February.

When you ask people where they go in Toronto to see public art, "I don’t think Scarborough will be at the top of the list," said Scarborough Centre Coun.

"Give us a decade and the answer will be different."

Money for art will flow with subway-related development. The city requires one per cent of the budget for art around developments "over a certain size," and art will be roughly one half of one per cent of spending for the extension and the new Scarborough Centre bus terminal, said Diane Burchill, an urban design manager for the city. Areas around Scarborough Civic Centre already hold a number of sculptures receiving scant notice, including the "internationally significant" Hand of God by Swedish sculptor Carl Milles, standing in a

park on Borough Drive.

Burchall said public art can reinforce community pride, contribute to diversity, tell a story and connect us to the past. Neethan Shan, newly-elected as a councillor for Scarborough-Rouge River, said it’s important for the selection of artists to be done through an "equity lens," and for all communities in Scarborough to be aware of the plan. At St. Andrews Public School, students from grades seven and eight worked on a large model of the Civic Centre area, and on Monday, Feb. 27, they gave a presentation to city officials.

The next public meeting for the art plan is on March 27 in the Civic Centre Rotunda at 7 p.m. After another round of consultations on a draft, city staff hope to have a final report to community council in June, Burchall said.
