"There are many people that are cheering for you," said Hunter, who is MPP for Scarborough-Guildwood, adding a new provincial program offers free apprenticeship training in colleges. "Saying, ’I can’t afford it’ is not a reason anymore." Participants have a high school diploma or equivalent, but Tremblay said Tropicana would start a second program this year for people without high school. That group, he said, will write an equivalency exam, get job placements in a provincial collision centre, and can move on to traditional apprenticeships. A recent Ontario 150 grant gave Tropicana $9,400 to help repair its damaged roof - pylons in the gym are stationed below leaks - and replace safety ladders, Shelton said.

If Toronto’s auto body industry is like a family, as people entering a pre-apprenticeship program were told this week, Cheyenne Matthews is one of its rare sisters. But that may change because of people like Matthews, 21, the only woman in a group of 20 students. "For quite some time, I’ve loved cars," she said at Scarborough’s Tropicana Community Services. The industry needs new blood -an auto body technician’s average age in Ontario is 52 - and to keep up with new technology, participants in the program, which received 100 applications from across the city, heard on Monday, April 3. "Technology’s crazy. We’re at hyper-speed right now," said Wayne James, a former operations director for Maaco Canada and now board chairperson for the sector at the Ontario Col-

lege of Trades. "Be proud of what you’re going to become," James said, pointing at the participants. "Nobody can take that away from you." Auto body isn’t just banging metal around, added John Norris, executive director of Collision Industry Information Assistance. More and more, he said, "it’s working with your heads, not just your hands." If they finish the free program in body shops and Centennial College, participants will be on their way to being auto body techs or painters who can earn $40,000 to $100,000 a year. Sharon Shelton, Tropicana’s executive director, told them to stay focused, and to respect Matthews, whom she called up to the stage. "Listen to me, young men, she’s going to kick your butts," Shelton said. "You are to help her, she will help you." Matthews, would like to

ABOUT US

School fundraisers create inequality for students If you think all children in Ontario’s publicly funded schools have the same opportunities, think again. This month’s Metroland special investigation into inequalities in school fundraising uncovered what could be the tip of the iceberg. Beyond the formula created to disperse provincial funding to schools, the schools and the people and organizations supporting them locally raise millions every year. Parents and community members put their money where their hearts are, and boost cash-strapped schools with fundraising. At some schools it’s a penny fair in June and a bake sale or two, at other schools there are galas and bigticket raffles - all supported through the generosity of monied parents and grandparents. In other area’s, there’s virtually no fundraising. According to a 2014 report by nonprofit People for Education, the top 10 per cent of fundraising schools raise as much as the bottom 81 per cent - money spent on student excursions, playground equipment, technology, arts supplies and more. It’s no surprise growing up with the privilege that comes with wealth opens doors to additional opportunity, however, Canadians expect equality in education. But it’s a sham. Underfunded schools need the leg up they get from community fundraisers - in one small northern school the extra money meant the girls’ basketball team didn’t have to wear the already sweaty pinnies the boys had just competed in anymore. In another school it could mean technical and cultural enrichment for students whose family income has already given them a leg up. In the end, it’s not fair. What we have learned is disturbing, but perhaps more disturbing was the message we received from most of the schools and boards we approached for fundraising details: how much does each school raise in the community? The boards aren’t willing to divulge how much money they’re getting from their parent committees and book sales unless they are compelled to do so by legislation. A few individual schools opened their books and we salute them; most insisted we file a freedom of information request. We have done so, but this is a bureaucratic process and it will take time, likely months. When we get the data, we will share it with you; we’ll let you know how much your child’s school is raising and compare it to how much other schools across the province collect from their communities.

Tory treads carefully around the bubble There’s a house beside a highway on-ramp in my North York neighbourhood that could be advertised as being "steps to tow trucks." People with Texas plates bought it a year ago, renovated the front, and sold it the other week for $1.7 million, about twice what they paid. There are almost no "bad" houses left in this city. Almost any residence can be sold, and fought over. Two-bedroom condos are selling for what was, a few years ago, the price of a house. And no government we have wants to do anything about it. Why would they? Tax money keeps flowing in. Selling and fixing homes is the biggest thing

MIKE ADLER Edges of Toronto Toronto has. We know it’s nuts. It’s entrenching the divide between Toronto’s haves and have-nots. It’s jacking rents as owners of condos and houses pay off their investments. Mayor John Tory met the city’s building and real estate and rental industries last week to show, he said, "a deep concern" for

those finding it difficult to live here. He emerged, repeating there would be no "eureka" moment, no magic solution, no risky measures to imperil the gushers of money. People in the room told Tory a price correction will come, because these things happen. Speculators are part of the bubble, they said, but there’s no proof on who’s doing what. A year ago, Tory dismissed a foreign-buyer tax on homes, saying Toronto isn’t Vancouver. He’s now considering a Vancouver-style tax on vacant homes, "as in completely empty," to boost supply. People say major bidding wars engineered by

agents drive prices up. The real estate people acknowledged the rules on that are "fairly weak." Talk to their regulator. My brother is renting a North York house from a man in China who bought it a year ago. Another brother was just outbid on a house by a company, not a person, in Bloor West Village. Half the city is rich on paper, and half is either trapped in ancient rentcontrolled apartments or paying whatever rents the market will bear. We haven’t talked enough about what this is doing to Toronto, or how to fix it. We should. Reach Mike Adler at madler@insidetoronto.com.

10 EDUCATION

Signs of inequality in school fundraising TERESA LATCHFORD AND AARON D’ANDREA Two elementary students are learning about calculating angles. One student has read the textbook, listened to the teacher’s lesson, and is now completing the homework questions. Student two’s class has also raised funds to bring an engineer in to explain how angles are used to build bridges and for a field trip to Legoland to experiment with implementing the use of angles in model construction. The question is, in a publicly-funded school system, are these two students receiving the same educational experience? "It’s not an exaggeration to say fundraising can create have and have-not schools," People for Education executive director Annie Kidder told Metroland Media. "There is no evidence that enriched learning has a direct impact on student test scores but it makes a big difference in a student’s overall learning experience." The education advocacy group has been tracking school fundraising for years and has found an incredible range, with some schools reporting having raised nothing and others $400,000 in the span of one year. The same schools report spending the funds on everything from musical instruments to technology. Ontario’s Ministry of Education defines fundraising as any activity permitted under a school board’s policy to raise money or other resources to enhance school programs or initiatives not covered by public funding. Fundraising events must be approved by the school principal, in consultation with

Metroland Media is looking into fundraising data at several school boards across Ontario. the parent council, and comply with policy. These dollars, also known as schoolgenerated funds, are administered by the school principal and per ministry guidelines. Although samples of money raised school-byschool show signs of this disparate fundraising, boards don’t have - or are reluctant to provide - comprehensive lists of figures for each school across their footprints. Approved uses for these funds include field trips, guest speakers, scholarships, extracurricular activities, events, schoolyard improvement projects, upgrades to sporting facilities, and more. While the ministry prohibits fundraising for classroom learning materials and textbooks as well as facility renewal, maintenance, and upgrades funded through provincial grants, a report penned by People for Education states 47 per cent of ele-

"There is no evidence that enriched learning has a direct impact on student test scores but it makes a big difference in a student’s overall learning experience." –Annie Kidder mentary schools have paid for such things with fundraising. Of those schools, 94 per cent raised funds for technology resources, 25 per cent for online resources, and 12 per cent for textbooks. Parent Gary Sims fundraises for his children’s schools to provide them with opportunities for different programs that his generation didn’t have when growing up. "We fundraise just to make it easier for them," he said. "You have to give every kid a chance." Nahum Mann, a parent representative within the Toronto District School Board’s

Parent Involvement Advisory Committee, told Metroland Media fundraising strategies should be in place to help foster community involvement. "If a community understands what a school is trying to do and how those students will achieve it and be effective, I think it brings a realness to it," he said. "The sooner you include the community, there’s more ownership felt." Mann added that a strategy where funds are being brought in by businesses may be a more successful approach in certain communities rather than asking par-

ents for money. "I think that is like at least a move toward equity," he said. Kidder points out that while one school has a beautiful playground where students can explore physical activity through play, another school may not have had the ability to raise the funds to do the same. "Our school system shouldn’t reflect the socioeconomic status of the area," she added. "Rather than creating a level playing field in the public education system, this could actually be creating a double disadvantage for students." Students growing up in an affluent neighbourhood already have access to learning enrichment through lessons and sports outside of school, and that continues within the school since parents have the income to financially contribute to the school. However, those in a less affluent neighbourhood may not have the opportunity for enrichment in the community or in the school. Kidder isn’t suggesting school fundraising should be abolished, but rather the education ministry needs to further define what is required for core learning and what is considered enrichment. "For example, in art class is a pencil a core tool and are pencil crayons enhanced tools?" she asked. "There are guidelines on how the funds can be spent but there are also loopholes." Her solution? The creation of a ministry document with clearly-defined definitions and guidelines regarding school-generated funds that is a living document, reviewed and amended often as the school landscape and education needs evolve.

Fundraising facts for Toronto’s school boards AARON D’ANDREA adandrea@insidetoronto.com Each school board is required by the Ontario government to include school-generated funds in its annual financial statements. During the 2014/15 school year, the Toronto District School Board (TDSB) generated close to $42.5 million in school-generated funds, while the Toronto Catholic District School Board (TCDSB) raised $29.47 million. In 2015/16, the TDSB gathered roughly $41 million in school-generated funds, and the TCDSB raised $29.18 million. Close to 246,000 students attend the various 588 schools within the TDSB, and roughly 92,000 students make up the population within the TCDSB, which oversees 202 schools. According to spokespeople with each board, school-by-school fundraising breakdowns couldn’t be provided unless a request was made under the Municipal Freedom of Information and Protection of Privacy Act. Therefore, Metroland Media has filed a Freedom of Information request with each school board asking for a breakdown of every school’s fundraising records within its respective board.

I was always confused by the whole "in like a lion, out like lamb" phrase. Or is it "in like a lamb, out like a lion?" Turns out it’s an old proverb talking about how March can often begin with harsh weather (like a lion) and end with milder temperatures (like a lamb). I’m glad I got that straight. Apparently, if you think the first day of spring is March 21 you are dating yourself ! Although it was the 21st for most of the 20th century, it has not been the 21st since back in 2007! We all better just get with the times. Apparently, in a couple of decades more it will move to the 19th! Where will we be then? Terribly confused, I would say! I’m kinda psyched out by the earlier Daylight Sav-

To coincide with our cousins to the south and make it easier for business. Maybe Trump will get wind of this and make further changes just to make America great again. The clincher on confusion this time of year is the moving target of Easter. Turns out it can move around each year from March 22 to April 25 de-

Trust the experts at Crystal Bath with your kitchen & bathroom renovations Bathroom and Kitchen renovations always top the list of remodeling projects that increase home value. The ability to transform the functionality and look of the space makes it a top choice for homeowners, and depending on the size of the space and amount of work that needs to be done to update the room, these renovations can be done for a number of budgets. Despite the popularity, a kitchen or bathroom renovation is no small undertaking. These rooms are the hardest areas to tile, and factoring in work like cabinetry, fixtures, countertops, plumbing, electrical, it takes an expert to coordinate every aspect of the renovation. Crystal Bath, located at 2839 Kingston Rd., has been renovating kitchens

and bathrooms in Scarborough for 20 years. The family business is owned and operated by Ann and her husband, a licensed tiler with 40 years of tiling experience, and their son Chris, a licensed plumber. “Not every company has a licensed plumber on board,” says Ann, “So this means our clients can trust that our plumber has the most up-to-date training, insurance, and the skills to tackle even the most complicated plumbing jobs, like second story additions.” It also means clients have a reliable plumber they can call on for everyday maintenance. Along with plumbing, bathtub, sink and faucet installations, Crystal Bath also handles cabinetry, millwork, tiling, flooring, countertops, electrical and lighting. Since the company focuses on

kitchens and bathrooms exclusively, they are able to control the quality of the work. Crystal Bath works with their clients to create stylish kitchens and bathrooms, whether they are aiming for a traditional or modern look. They offer professional advice on design and function, as well as materials for the renovation. Clients are welcome to visit the Crystal Bath showroom to see demo models and product catalogues. While Crystal Bath completes bathroom and kitchen renovations all year long, those looking for a spring renovation should be looking to book in January or February, as spring continues to be a popular time for renovations. ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com When Scarborough Chinese Baptist Church bought a property at 3223 Kennedy Rd. in 2002, its members could never have suspected they were acquiring an important piece of Canadian history. The church was built on the property in 2005, but it was nearly a decade later when the congregation discovered the significance of the land. The original property was a farm owned by Leslie Miller who fought in the Battle of Vimy Ridge during the First World War. After the battle, he collected acorns from blasted trees and sent them home to be planted on his family farm. Those acorns are now majestic oaks. "There are nine on our property (and) one slightly down the road," Rev. Scott Bissell said. "We’ve created a prayer walk that goes through a woodlot at the

nour Canadians accordingly." "This was a decisive battle... Historians talk about it as being the birth of the nation in many ways," he

Cooking for one is a lot of work.

A recently released children’s book contextualizes Canadian soldier Leslie Miller’s experiences in the Great War, highlighting his gesture of hope and renewal: pocketing a handful of acorns after the Battle of Vimy Ridge and posting them home to be planted on his family farm. Those acorns are now majestic oaks, creating a living memorial to those who served. The Vimy Oaks: A Journey to Peace was written by Toronto non-fiction author Linda Granfield and illustrated by Brian Deines. The 36-page hardcover, for ages seven and up, is filled with artwork and archival photos. The book, which sells for $19.99, came out in March. and to distribute commemorative "Vimy Oak" saplings across Canada. said of Vimy Ridge. "It’s the very first time four divisions ever fought together under a Canadian general." The church will hold a

Vimy Ridge commemorative service at 10 a.m. Saturday, April 8 to honour the 100th anniversary of the battle. The ceremony will include an orchestra, prayer and videos to remember those who fought in the battle, which took place April 9-12, 1917 in northern France. Guided tours of the church’s woodlot will also be offered. Bissell said the church learned of the "Vimy Oaks" two or three years ago during a visit by Monty McDonald, a friend of Miller’s who also worked on the Miller farm when he was a boy. "It was a discovery for us," Bissell said. "(Miller) called the farm the Vimy Oaks, so I guess it was out there, but nobody really made the connection." Northern leopard frogs, like this one spotted along a road in Scarborough last August, are among the species found in the Rouge Valley._Frog Watch volunteers each year record the numbers of frogs by listening to distinctive calls the amphibians make.

Canada’s story is one we all share in Scarborough. Starting on July 1, 150 Neighbours will feature, over 150 days, Scarborough people "who are good neighbours, community and nation builders, past and present" to mark the nation’s sesquicentennial. Residents will be asked to contribute stories to the

project, supported by the federal government and led by University of Toronto Scarborough. Community groups will host storytelling events and help residents post their stories online, the university said in a release last week. "By telling personal stories as a community, resi-

dents will be part of something bigger," added Bruce Kidd, UTSC’s principal. Canadian Heritage Minister Melanie Joly called 150 Neighbours (see www.150neighbours.ca) "a wonderful example of a project that will highlight the wealth and diversity of Scarborough’s cultural heritage."

Major University hearing study seeks participants. Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. By studying those people having difficulty in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

Why Research Hearing Loss?

1. Cruickshanks, K. L., Wiley, T. L., Tweed, T. S., Klein, B. E. K., Klein, R, Mares-Perlman, J. A., & Nondahl, D. M. (1998). Prevalence of Hearing Loss in Older Adults in Beaver Dam, Wisconsin: The Epidemiology of Hearing Loss Study. Am. J. Epidemiol. 148 (9), 879-886.

Deep inside our ears are several thousand microscopic “hair cells.” These cells are arranged in rows and each cell is responsible for hearing a specific pitch, similar to the keys on a piano. As we age, some of these cells become damaged… from loud noises, chronic conditions, or the process of aging itself. Just like a piano with damaged keys, an ear with damaged hair cells will make things sound muffled and distorted.

Interested people can register to be a part of this lifechanging hearing study* by calling: 1.888.242.4892 or visiting connecthearing.ca/hearing-study.

For some people this loss of clarity is only a problem at noisy restaurants or in the car, but for others it makes listening a struggle throughout the entire day. It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss,1 but most do not seek treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help.2 This is because at the beginning stages of hearing loss people

He did it again. On Monday morning in the Bloor-Yonge subway station, Mayor John Tory put the boot - or, more precisely, the loafer - to the Ontario Liberal government and Premier Kathleen Wynne. As stated above, not for the first time. Just last month, Tory hosted Wynne’s finance minister, Charles Sousa, in his office, and before a phalanx of reporters and cameras took his government to task for its calculated decision to disallow Toronto’s plan to toll the Gardiner Expressway and the Don Valley Parkway. Sousa stood there grim-faced, no doubt hoping this might be the last of it. No such luck. The next day, Tory stood beside federal Liberal MP Adam Vaughan and Patty Hajdu, Minister of Employment, Workforce Development and Labour, to emphasize the point that Ottawa was a friend to Toronto while

DAVID NICKLE The City Queen’s Park might not be. And on Monday, he used the relatively generous Liberal budget - billions into new infrastructure - to shame Wynne once more. Tory is striking a soft spot and he knows it. Wynne is historically unpopular so much so that she is in danger of losing once-safe Liberal seats in Toronto. As an ally or a threat: Tory is formidable either way. Playing the threat is a good strategy, heading into the provincial budget - the last one before the more dubious 2018 election year budget. Funding for the downtown relief line approved in 2017 is much more secure

than phantom promises in 2018. It also might seem a good strategy going into the provincial election next year. It certainly makes Toronto a player in that game and, played properly, it could turn into a win for Toronto. But as the game intensifies, it will also turn into a political dilemma for Mayor Tory, who will be facing his own re-election campaign that same year. If polls don’t dramatically change, Wynne’s Liberals will be the long-shot, and Tory will have to choose between the New Democratic Party and the Progressive Conservatives - the party he once led. And that is no choice at all. David Nickle is a reporter and columnist covering Toronto City Hall for Metroland Media Toronto. He can be reached at dnickle@insidetoronto.com. Follow him on Twitter at @davidnickle, and InsideToronto on Facebook

Is there a future for Metrolinx? There was a big development with the transit file last week, and you likely didn’t hear about it. I’m not talking about approval by Toronto Council of the latest Scarborough subway legislative hurdle - there’s been quite enough written about that. But the surprise announcement by Bruce McCuaig - the long time CEO of Metrolinx announced he will step down from his post in mid-April is no less impactful. You’d be forgiven for not being able to pick McCuaig out of a police lineup, but the man who ran Ontario’s transit planning agency holds much influence. From the Union Pearson Express to the wholesale expansion of GO Transit, he’s been front and centre on virtually every regional transportation project on the books. McCuaig’s departure he’s headed to Ottawa to help establish an invest-

RAHUL GUPTA TO in Transit ment fund for national transit building - doesn’t seem all that out of the ordinary. A long time Ontario public servant, not many could fault him for seeking a change in scenery. But I can’t help wonder what his departure portends for the future of Metrolinx. As you are likely aware, Ontario is headed into an election year, and the current premier has approval ratings approaching subzero. If the polls prove accurate, the 2018 general election will likely see the Liberals suffer an over-

whelming defeat. With the Tories or NDP in charge, Metrolinx, which was a creation of the Liberals, could see its mandate altered, perhaps significantly. The Big Move, the longterm plan for expanding transit in the Greater Toronto region, could be shorn or shelved indefinitely. An incoming government could fail to grasp the benefits of a central agency co-ordinating transit planning and opt to get rid of Metrolinx entirely, replacing it with something more ideologically palatable. Maybe nothing changes and McCuaig’s eventual successor continues the agency’s mission. To be clear, this is all speculation and likely even premature. But given the Liberals’ unpopularity and the core uncertainty surrounding transit planning, it’s fair to wonder what future lies in store for Metrolinx, if it even has one.

A GoFundMe campaign is raising money to cover funeral costs for a Scarborough boy who was struck by a minivan in North York earlier this month. Nine-year-old John Paul and his twin brother John Matthew were on their way to a library when they were hit by a 1998 Toyota Sienna at about 10:10 a.m. Saturday, March 4. Toronto police said the twins were crossing Sheppard Avenue on the west side of Magellan Drive (west of Jane Street) when the eastbound minivan, driven by a 20-year-old woman, struck them. The twins were taken to hospital where John Paul died Wednesday, March 8, just after his 10th birthday. John Matthew suffered serious injuries but is expected to recover. A family friend has set up a GoFundMe webpage, titled Remembering J.P.

Submitted photo

John Paul

Gone too soon, which has raised more than $2,600 of a $7,500 goal to help with funeral costs as well as with John Matthew’s medical costs. The webpage said the twins were crossing the road at a crosswalk at the time of the collision. "Anything that you can do to assist this family during this time of tremendous grief would be greatly appreciated," says the webpage. "As a good friend of John Paul’s father, I very much look forward to being able to hand him the results of this fundraising."

Visit www.gofundme.com/remembering-jp-gone-too-soon to make a donation. "Cannot imagine how this family is coping. . So very sorry for their loss," one donor wrote on the webpage. Another wrote, "My prayers are with you and your family. He (John Paul) is the same age as my little brother. I cannot even imagine what you are going through. I promise to donate more when I talk to my family about this. Keep your head up." Police declined to disclose details of their investigation. "The investigation is ongoing. No determination on charges (has been made)," Const. Clint Stibbe said in an email. This is Toronto’s 11th fatal collision of the year. Police are asking anyone with information to contact traffic services at 416-808-1900 or Crime Stoppers at 416-222-TIPS.

CANADIANS William Shatner Famous Canadians William Shatner and James Doohan helped audiences free their minds from the surly bonds of Earth while also entertaining generations of fans.

Scarborough - According to industry experts, there are over 33 physical problems that will come under scrutiny during a home inspection when your home is for sale. A new report has been prepared which identifies the eleven most common of these problems, and what you should know about them before you list your home for sale. Whether you own an old home or a brand new one, there are a number of things that can fall short of requirements during a home inspection. If not identified and dealt with, any of these 11 items could cost you dearly in terms of repair. That’s why it’s critical that you read this report before you list your home. If you wait until the building inspector flags these issues for you, you will almost certainly experience costly delays in the close of your home sale or, worse, turn prospective buyers away altogether. In most

cases, you can make a reasonable pre-inspection yourself if you know what you’re looking for, and knowing what you’re looking for can help you prevent little problems from growing into costly and unmanageable ones. To help homesellers deal with this issue before their homes are listed, a free report entitled “11 Things You Need to Know to Pass Your Home Inspection” has been compiled which explains the issues involved. To hear a brief recorded message about how to order your FREE copy of this report call toll-free 1- 800-355-9022 and enter 2003. You can call any time, 24 hours a day, 7 days a week. Get your free special report NOW to learn how to ensure a home inspection doesn’t cost you the sale of your home.
