Liberal government expected to include new program in budget MIKE ADLER madler@insidetoronto.com Some Toronto social activists see a basic income program, expected to be launched as a pilot in the provincial budget, as a simple, no-strings way to give the city’s poor more freedom and financial support. Others see it as a trick, dreamed up by a desperate Liberal government trying to look like it’s taking action on poverty when it really isn’t. "For them, primarily, it’s a means of stalling until after the next election," says John Clarke, an organizer of the Ontario Coalition Against Poverty, On Thursday, April 13, the New Democratic Party’s Leap faction staged a basic income debate at the Ontario Institute for Studies in Education, with people speaking for the idea and others, including Clarke, speaking against. Hours earlier, members of Toronto ACORN (Association of Community Organizations for Reform Now), "tired of endless consultations" on social assistance, tried to bring an appeal directly to Ontario Community and Social Services Minister Helena Jaczek at the ministry’s office on Grosvenor Street. The group’s message, repeated in recent months, is Ontario Disability Support Program and Ontario Works payments aren’t

Laurie Simpson, ACORN’s Weston chairperson, joined a small group of demonstrators which entered the building through a side door to bring this demand to Jaczek. It was surrounded by police. On ODSP herself, Simpson believes spending years experimenting with basic income, a program which would replace ODSP and Ontario Works, would be wasted when "they know what they need to do, increase the rates." Just raising the shelter allowance in ODSP to the present level of Toronto rents would bring up people’s living standards on

the program. Simpson’s bachelor apartment, where she’s lived for 12 years, costs $790 a month. The housing allowance for a single person on ODSP remained $479 for those 12 years, while the amount covering food and other necessities budged only slightly, she said. "I personally use 75 per cent of my income to rent," said Simpson. Also on April 13, Toronto City Council’s Community Development and Recreation Committee approved a report supporting the launch and "rigorous evaluation" of an Ontario basic income pilot. Part of the city’s argument is with "precarious" employment growing in the Toronto area by 50 per

Whether the Ontario pilot is a delaying tactic or not, Grey said, she’s encouraged "it’s on the table" when, until recently, basic income seemed out of reach. A founder of the group Low Income Families Together, Grey said she’s not looking at the government as a monolith, and recognizes the government’s poverty-reduction advisers include "solid people." "We forget that it’s our job, too, to influence government and join in the dialogue," she added. Basic income "has to be understood as a human right," and it would give some farmers and lowwage workers more than they have now, said Grey, adding such a program offers more freedom than "the restrictive and punitive social assistance system we have now."

"I think that he’s the last member of the old Scarborough Council who was here at amalgamation," said Scarborough Agincourt Councillor Norm Kelly, who came to Toronto Council in 1998 from the former Metropolitan Toronto Council. "It’s the passing of the old order." Kelly remembered Moeser as a staunch advocate for Scarborough interests, and a hard-worker in a ward that saw more than its share of development proposals. "At one point, the largest segment of Scarborough Community Council was development proposals in his ward," he said. "I think he was very attentive to the issues that developed in his communities. And because many of the communities there were single family communities resistant to higher-density change, he sort of had to walk the tight-rope between the two. That might

Moeser, who has represented the south-east corner of Scarborough since 1988 when he served on the old Scarborough Council, died April 18 when a case of pneumonia he’d been dealing with for two weeks took a turn for the worse over the weekend. Last year, he announced he had lymphoma and had been undergoing treatment - and over the past year his attendance at council meetings have been sparse. The cancer diagnosis followed close on the heels of an infection of a joint replacement surgery in the previous term of council, that also kept him from meetings. But his Scarborough colleagues at Toronto City Hall remembered him fondly.

East York pride can survive new boundaries East York is dead, yet it’s still with us. Next year will be 20 years since the province pushed six unwilling cities together, and East York – that borough on the Don River – was one. The spirit of East York hangs on, though; in sports leagues, legion halls, its historical society and garden club. The old civic centre is still there, and East York’s politicians don’t let residents forget. But now comes a new challenge: East York will take territory from North York. Ward boundaries designed to last Toronto the next four elections – Toronto council passed a bylaw establishing them last month – have "really torn apart the traditional boundaries of East York,"

town, a bit more new blood. It also means East York wards north of the Danforth absorb parts of North York west of the Don Valley. Paula Fletcher, council veteran from nearby Riverdale, bluntly says the boundary plan "completely disrespects East York as a legacy city." People have communities and they’re attached to them, Fletcher adds. "I think that’s important that we honour that, not carve it up." Davis, however, says she’s trying to be positive about the change. She’ll work even harder to keep East York pride, and identity, going. That identity is strong, she insists, in a generation calling themselves East Yorkers - some trading

memorabilia online - after East York, the municipality, ceased to be. The plan’s also notable for what it doesn’t change. Etobicoke, beyond the Humber River, stays intact, though a councillor there, Justin DiCiano, is appealing the redistribution anyway. Victoria Park Avenue remains the wall beyond which Scarborough lies. An earlier option divided the Beach, merging one of its wards with southwestern Scarborough. tioner or agency. This is what members of the Coalition for HealthCARE and Conscience are opposed to and are asking the Ontario government to protect them against. Ontario is in the midst of establishing MAID laws in the province through Bill 84, which has been ordered for third reading. As it is currently written, Bill 84 has no provision that protects physicians and nurse practitioners who conscientiously object to MAID. Without such a provision, they are required to make an effective referral to another doctor who could participate in MAID or be subject to discipline. Scarborough palliative care physician Natalia Novosedlik, a Coalition member whose job is to provide medical care to people near the end of their life, said assisted death is contrary to why she practices medi-

cine. "I really feel we’re here to heal and to support people. To me that can’t include ending life," she said. "I feel that if I were to make a referral and directly be responsible for engaging a patient in a process which has the potential to lead to their life being ended, that to me is a form of active participation in the act of ending a life." Novosedlik has been active in Toronto, particularly in Scarborough where she lives and practices medicine, in spreading her message. She has been speaking at churches and asking people to write letters to their MPPs to amend Bill 84 so that doctors be protected. Nurse Helen McGee who has provided care to people suffering from mental illness is concerned what MAID laws could mean for her patients.

Mental illness alone is not enough to qualify a person for MAID, but mental illness and another disease, such as cancer, is. She worries that future amendments to the law could allow for mental illness to be the sole reason for MAID. Currently, palliative care and mental health care are both underfunded, making them inaccessible for many people, McGee and Novosedlik said, which could be a factor in many MAID requests. The two women, who spoke at the legislature asking Ontario’s government to establish a law that protects conscientious objectors, say other jurisdictions have found ways to provide medically induced death without requiring medical practitioners to be active participants. Minister of Health and Long-Term Care Dr. Eric Hoskins did not respond to requests for comment.

Youngster approved for OHIP-funded surgery in the U.S. TAMARA SHEPHARD tshephard@insidetoronto.com When Keisha YoungHaecker’s son, Thomas, entered the world as a "micropreemie" at one pound, 14 ounces, gripping fear eclipsed the joy. Infection during her pregnancy induced labour at just 23 weeks. Thomas spent three-and-a-half months in a NICU incubator at Mount Sinai Hospital. Doctors forecasted a dark fate for the newborn. "Doctors said he would have severe cerebral palsy," Young-Haecker recalled. "They said he would be blind, couldn’t speak, and would be severely handicapped. The doctor said ’It’s cute going up and down the stairs when you have a little baby. But can you imagine having a 50-pound baby boy, who can’t do anything for himself, and you have to lift him up and down the stairs all the time?’ "And that was his way of telling us, maybe now is a good time to let him go. I wanted to prove him wrong. I was angry. How dare you tell me this is what is going to happen." The couple didn’t let go of their son. Thomas began intensive interventions when he arrived home at 10 months old, including osteopathy and physiotherapy that cost his parents $250 a week, and later, speech therapy and occupational therapy. Thomas wears leg splits and uses a wheelchair for distance. "Thomas is by no means severe," Young-Haecker said. "He still has his issues. As he gets older, the issues

Cerebral palsy is the most-frequent cause of physical disability in Canadian children, affecting two to 2.5 in 1,000 children every year, the Bloorview Research Institute reported. "About a year ago, his legs were so tight they were like pulling rubber bands. His legs were shaking in bed. He said ’It hurts,’" Young-Haecker said of lessening effective Botox treatments. A nurse, Young-Haecker began online research of a surgical procedure called Selective Dorsal Rhizoto-

my or SDR. American neurosurgeon Dr. T.S. Park pioneered SDR at St. Louis Children’s Hospital where it has been performed on more than 3,000 patients. In SDR, surgeons identify and electrically stimulate the dorsal spinal rootlet nerve fibres that cause spasticity in their transmission from the muscle to the spinal cord. Surgeons selectively cut the abnormal rootlets, leaving the normal rootlets intact. Young-Haecker approached Dr. Darcy Fehlings, who follows Thomas at Holland Bloorview Kids Rehabilitation Hospital’s spasticity clinic. Fehlings discussed Thomas’ case with Dr. James Drake, the head of neurosurgery at SickKids hospital. Drake is one of

two pediatric neurosurgeons in Ontario qualified to assess patients seeking out-of-country (OOC) SDR surgery. Thomas’ future changed. Last December, YoungHaecker opened a letter from the ministry approving Thomas’ OOC OHIP funding the same day her husband Corey read a letter from Park confirming Thomas for SDR surgery on May 11. "I called Corey. ’Thomas was approved for surgery.’ He said, ’How do you know?’ We were so super happy. We were excited to know Thomas’ life would be pain-free." Four-year-old Thomas is an "excellent candidate" for SDR surgery, Park said. "Thomas will be able to walk independently with

improved balance and endurance," Park wrote in the letter. "He will be able to participate in recreational activities and SDR will prevent future deterioration." Post-SDR surgery, Thomas’ spasticity will be permanently reduced, and his sitting and standing postures and comfort improved, Park said. Still, the Haeckers needed to raise $25,000 for possible post-SDR tendon-release surgery and equipment. They took out a line-ofcredit. Their GoFundMe Page (https://www.gofundme.com/thomasjourney) has surpassed $30,000. And they committed to Park to a year of daily physiotherapy post-SDR. But Young-Haecker is concerned about how and who is evaluated for OOC

OHIP coverage. "Ours was not as tough as struggle as that of some parents seeking out-ofcountry SDR. There shouldn’t be that discrepancy," she said. "Some parents can’t even get to see these two (evaluating) doctors because they’re told they’re out of the catchment area." The Ministry of Health "is not aware of any catchment area barriers that would exclude patients from obtaining services at either location (doctor)," ministry spokesperson David Jensen said in an email. The ministry has received 17 OOC prior-approval applications for patients seeking SDR in the U.S. since it began accepting applications October 2014; 11 of those were approved for OOC OHIP funding, Jensen said. The ministry is reviewing a proposal from the Toronto Local Health Integration Network and Holland Bloorview and SickKids Hospital to establish a joint SDR assessment/surgery/ rehab program in Ontario, he added. If approved, YoungHaecker urged the government to offer parents physio cost relief. "Even if Ontario does come up with a SDR program here, they need to come up with a structure for physio after surgery where parents don’t have to pay so much for physio for an entire year after," she said. Scarborough-raised Toronto police Supt. Scott Weidmark, commander of 12 Division, is retiring after 37 years in policing. He officially steps down at the end of May, three years after taking command of the unit at Black Creek and Trethewey drives. And, the community will miss him, said Barbara Spyropoulos, who cochairs 12 Division’s community police liaison committee (CPLC) with Weidmark. "He’s such an excellent leader. He’s a team guy. Everybody’s input is valued and you’re treated as an equal," Spyropoulos said. Those who work with him and for him strive for results, she said, because of his positive leadership and his work has made the community around 12 Division safer, she said. The married father of two makes it a point that his officers are in the community. He relies heavily

on the work of the CPLC and a contingent of auxiliary officers, all to build a relationship between the public and the police. Without the public’s support, the police can’t do their jobs effectively, Weidmark said. "In some cases, in some neighbourhoods, in Toronto and everywhere, if police aren’t trusted, crime isn’t reported. If crime isn’t reported, we can’t do our job." At 12 Division, which serves 11 Toronto neighbourhoods, seven of which are Neighbourhood Improvement Areas, officers are out in the communities, on foot and bike patrols, attending events, teaching kids to cook, running basketball programs, and one officer even teaches kids how to make figurines. Weidmark said this helps develop a relationship between the police and youths and exposes them to things they might not otherwise experience, and helps build social equity. Most crimes, he said, come down to a lack of op-

portunity, such as access to good work, housing, good neighbourhoods, health, recreation and more. "Where we can, we try to influence those things and try and help build those things up. If we build those things up or are part of that, then it does reduce crime in the neighbourhood," he said. The son of a police officer and near lifelong Toronto resident started in policing in 1979 in Edmonton and then was hired in Toronto in 1981. Promoted to sergeant in 1998, he continued to work on the front lines and at the Toronto Police College. He designed crisis-resolution and use-of-force training. He later worked directly under then-Chief Bill Blair before coming to 12 Division. During his career, he’s saved people’s lives, and had others die in his arms, but, in all, he said he’s had a good career. "Not everything is perfect, but generally speaking I’ve loved every job I’ve had," he said.

The nation’s largest public spring tree-planting event is back for its 28th year. Ten thousand trees will be planted in Rouge Park, which overlaps the city of Toronto, Markham, Pickering and the Township of Uxbridge. The event takes place on Sunday, April 23 at the planting site located at the southwest corner of McCowan Road and Hwy. 7 behind the strip plazas. More than 2,000 volunteers participate each year to assist the organization

in restoring more than 186 acres of fragile land in the Rouge watershed. For the first time, volunteers will plant 1,000 wildflowers from over 10 different species native to the Rouge Valley habitat. A shuttle bus that leads to the planting site will be available for volunteers who park at the GO Station located north of Markville Mall. Volunteers will need to bring waterproof boots, gloves, a short-handled shovel and a refillable water bottle or mug to take ad-

vantage of free Starbucks coffee or water from the water-on-wheels trailer. Three ceremonial trees for each level of government will be planted by dignitaries to commemorate Canada’s 150th birthday. Ontario is the second worst economy in Canada for younger generations a.k.a. people under 45. That is the key message in a recent report titled Code Red released by University of British Columbia’s Dr. Paul Kershaw and his advocacy organization Generation Squeeze. Among other things the report finds "full-time earnings have fallen by $4,600 by comparison to when today’s aging population was young" and "hard work pays off less for young citizens in Ontario now by comparison with the past. "Ontario fares worse than all other provinces except British Columbia. Though the findings may surprise some, they only provide research-based evidence to what many of us already knew. Reading the report reminded me of a recent tweet I posted: "We are the generation of always taking on more than we can handle, yet always struggling to make ends meet." I drew this conclusion, not through academic re-

Knowing all of this it’s no wonder that whenever I check in with my peers to see how they’re doing, "stressed" or "overwhelmed" are common responses. Similarly for when they check in on me. It’s why a recent survey conducted by Centennial College and CivicAction that showed millennials are more likely than their Baby Boomers or generation X counterparts to seek mental health services at work made perfect sense. The reality is that some of us are tired. Some of us just need a break. And what all this emerging research points to: I’m not alone in thinking this.

Effort grows to turn Borden BTI into local hub MIKE ADLER madler@insidetoronto.com Community partners are coming together to save Sir Robert L. Borden Business and Technical Institute, turning the closed East Scarborough school into a public hub. They’ve got a big hill to climb: the Borden property on Poplar Road in West Hill is valued at $46 million, and the Toronto District School Board is required to get market value for it. Paul Ainsile, the local councillor, says he’s determined to cobble together enough money to save what he believes can be a useful resource centre. So far, he said, he’s met with representatives from trade unions, the East Scarborough Storefront, the Boys and Girls Club of East Scarborough and other groups to work on a proposal. He’s also appealed to Scarborough MPPs, know-

ing the area around Borden includes what the City of Toronto calls Neighbourhood Improvement Areas - districts where youth unemployment is high. "With a provincial budget coming this month, I’m still hoping," Ainslie said last week, adding governments have "got to find jobs for youth, and I think this is a perfect opportunity." Part of his argument is the fact Scarborough has no centre for learning trades, and Borden can become one. Local students enrolled in trades, Ainslie said, have been "pretty despondent, upset, frustrated" at having to travel to the city’s west end, where such facilities are. For a time, Orlando Franklin, an NFL star raised in Scarborough who attended Borden, was part of the effort to save it. There were reports the Los Angeles Charger had bought the Scarborough

Jerry Chadwick, local public school trustee, said a hub at Borden, which is south of Kingston Road and west of Morningside Avenue, "would be a bestcase scenario for the community," but he also warned "the property is assessed at a very high value." The school was closed last June, becoming the last of Scarborough’s three former business and technical institutes to be shut down by the board. If the city doesn’t buy it, Borden goes to the open market. Ainslie said the city doesn’t have enough money to buy Borden. If there’s no workable hub proposal, developers will likely "pound 500 townhouses" onto the site "and be on their merry way," he said.

Dreaming of a big transit win Maybe it’s all those crowds gathering in Maple Leaf Square lately, but I can’t help compare the fortunes of public transit with this city’s long-suffering sports teams. Both the Leafs and Raptors are embarking on playoff quests, creating a fervour not usually seen around here this time of year. Fans of that other municipal pastime, transit watching, might also feel a little optimistic these days with federal funds flowing and mega infrastructure projects like the Eglinton Crosstown LRT nearing completion. For the first time in a while, there’s optimism Toronto might yet achieve its sporting and mobility dreams. Let’s not get too carried away. Improvement in both realms is largely incremental. The Raps have ignited the city for the last three years only to fall short of a championship, sometimes embarrassingly so. Leafs fans are only just getting

Meanwhile, transit watchers point to the lack of progress on core projects like the relief subway line and the waterfront LRT, and nearly $4 billion earmarked for a one-stop subway extension, and wonder just when that fabled mobility renaissance is coming. Last week, Mayor John Tory continued his practice of blitzing neighbourhoods to speak on his twin passions: pumping up Toronto’s professional sports teams and beseeching other governments for funding. On that second matter, he

spoke directly to Ontario Premier Kathleen Wynne, imploring her to think of the opportunity presented in saving transit. Pleading with a higher power? Most sports fans can relate. Let’s not forget the transit rider, pitched on the promise of a network expansive enough to one day connect Agincourt with Alliston, yet forced to rely right now on a service growing ever more expensive and unreliable. Kind of like a season-ticket holder asked to re-up for pricier ducats with little guarantee of a winning team. You get the picture. Hope springs eternal and maybe, just maybe, we will one day see this city’s transit ills addressed. Perhaps in time for a championship parade down Bay Street.

That one was a long-shot too, and Wynne won by tacking to the left while Tim Hudak’s PCs and the New Democrats’ Andrea Horwath tacked populist right. And she has governed more or less as she campaigned, pushing progressive sex education rules, public transit expansion, and, soon to come, rising minimum wage, and even a guaranteed universal basic income pilot project. There have been problems - out-of-control Hydro rates, electoral scandals and a sputtering climate-change plan - but many of them are frankly

business-as-usual for the Liberal oligarchy in Ontario. If they weren’t branddestroying in 2014, why are they now? Ontario voters got what they asked for and knew what they were getting. So what gives? The fact that no one can offer a definitive answer is what makes Wynne’s conundrum so bedevilling. Her last chance to find that answer is coming in just a week, when her finance minister Charles Sousa delivers what he promises to be a balanced budget - the first in years - without, he promised last week, any new taxes on families. If that doesn’t work . well, it will be hard to justify anything other than following Hollande’s lead, and give up on any hope of leadership.

In last week’s column, we spoke of John Tory’s conundrum in the coming 2018 election: how to balance the need to defend against a candidate running from a populist rightwing Ford Nation position, and convince the majority of non-Nation voters that he hasn’t out-and-out defected. Kathleen Wynne’s problem is much starker. As it stands, it seems as though the MPP for Don Valley West is a premier without a nation. Going into the 2018 provincial election, her approval rating hovers in the middle teens. Faced with ratings not very much lower last year, French President François Hollande made the call to bow out of the elections there. There is pressure on Wynne to do the same. Her reluctance (as of this writing April 18) is understandable: after all, didn’t she just deliver a majority government to the Liberals three short years ago?

Canadian Tire gift card winner donates to shelter Ray Russell donates $700 worth of goods to Scarborough shelter JASMINE HUI jhui@metroland.com Scarborough resident Ray Russel recently won a $2,500 gift card from a contest at Canadian Tire and decided to use his winnings to help a shelter in need. Russell won the gift card at the store’s Rylander Boulevard location and instead keeping the winnings to himself, he decided to ask Homes First Scarborough Shelter what they urgently needed. "When I go by, I see these guys coming out every day with their brown paper bags," Russell said.

"Once I got in there, I couldn’t believe how bad it was inside. It’s just a great big room with over 50 guys in it." The shelter was in need of microwaves, toasters, kettles and toilet paper and Russell purchased those as well as some personal hygiene items for women, and pillows. More than $700 of the gift card was used to help the shelter, which gives refuge to both men and women. Russell also bought comforters from a Salvation Army Thrift Store using his own money. "These guys are sitting in a basement with just sheets," Russell said. "When I come home and get into my nice warm bed, I think of those guys down there all the time." Homes First Society’s CEO Patricia Mueller said the donation was thought-

ful and special. "So many people have this opportunity (winning a gift card) and they immediately think of what they need," Mueller said of the April 1 donation. "To take the time to find out what the shelter needs makes a difference to the residents." A great difference was made in the life of one resident, a single mother. who used some of Russell’s donated supplies to move into her own home and reunite with her daughter. Canadian Tire general manager Shawn Douglass said he’s grateful that Russel won the gift card. "We take great pride in the fact that one of our loyal customers demonstrates such moral fibre in giving back to our community," Douglass said. Russell hopes his actions will be able to help and spotlight the difficulties the shelter faces.

City looks to relax holiday shopping rules DAVID NICKLE dnickle@insidetoronto.com Toronto’s licensing and standards committee took a step toward opening up more retail on statutory holidays - letting city staff start consultations on opening up grocery stores, entire pharmacies and creating more tourism exemptions for small business. Once that’s done, Toronto’s holiday shopping bylaw could undergo its first major overhaul since it was approved in 2006 - an amendment spurred on by a court decision overturning Toronto’s attempt to prosecute Longo Brothers Fruit Markets Inc. for defying the bylaw. That decision found that Longo could fall under the exemption for holiday openings for businesses that serve prepared meals, as the grocery store chain also served prepared meals from its delicatessen. Now, however, city staff are looking to consult on

other possible exemptions that would allow businesses to stay open on the nine statutory holidays in Ontario. Among those: allowing pharmacies to open grocery and cosmetic sections of the stores on statutory holidays; allowing more business improvement areas to apply for tourist area exemptions; and developing an application process for any retailers to request an exemption from the bylaw. Committee member Glenn De Baeremaeker said the changes would simply a matter of keeping up with the times. "For us to think that the society we live in today is the same as it was in 1950 where people work only five days a week . it doesn’t exist anymore," he said. "To say to the brick and mortar stores, to say we’re going to handcuff you nine days out of the year . that’s wrong." The committee heard from both sides of the argument. Workers Action Centre or-

said Frache. "In the Greater Toronto Area, hundreds of thousands of workers are in the retail sector and it’s a minority that are in unions." She scoffed at the idea that statutory holiday work

is optional. "It’s a myth of choice because many workers are forced to take those hours because their wages are so low - and if they don’t, they may not be seen as keeners," she said.

The committee also heard from representatives from big mall owners like Oxford Properties and Cadillac Fairview. Martin Wray of Cadillac Fairview manages malls like the Toronto Eaton Centre - which as a designated tourist area can be open on holidays - and Sherway Gardens in Etobicoke - which does not have that designation. The contrast between the two is stark. At the Eaton Centre, Wray said that 3,000 people are going to work on holidays, and are seeing close to $100 million in sales. At Sherway Gardens, "we’re probably losing 550,000 shoppers in a year and giving up $60 million in sales going elsewhere." Labour representatives urged the committee, meanwhile, to simply shore up the definition of what a prepared meal was, and leave the exemptions to bars and restaurants alone - as well as other measures that might loosen the bylaw.

When I started this column nearly two years ago my editor laid out a skeleton of columns. The early April column was entitled "Leafs make the playoffs". We both knew there would be no playoff column in the spring of 2016. They finished dead last. Fast forward to April 2017 and no one is laughing at the Leafs anymore as they secured their first playoff berth in a full season since 2003-2004. Not counting that strike shortened aberration in 2013-2014, the Leafs haven’t made the playoffs in almost a generation. When they were last in the playoffs after a full season, Auston Matthews and Connor McDavid were both 6 years old. The Leafs of 2003-2004 were led by the likes of greybeards Gary Roberts, Joe Nieuwendyk, and Mats Sundin. The 2003-2004 season began with Jean Chrétien as
