Chamber warns of ’unintended consequences’ MIKE ADLER madler@insidetoronto.com In Toronto’s downtown Regent Park neighbourhood, news that Ontario’s Liberal government was moving to a $15 minimum wage left people happy and, in some cases, speechless, says a local organizer. "All together, we made it," Nadira Begum, part of a campaign pushing the province for labour reforms, added on Tuesday. "There is a big difference in people’s lives." For more than five years, the married mother of three has juggled three part-time jobs with no benefits. Though some Regent Park residents thought it a waste of time, Begum and others went to rallies and pressured their MPP, Glen Murray. Now that Premier Kathleen Wynne has committed to some of what campaigners wanted, Begum said, more actions are planned,

because people know politicians say things and forget them. "We want to see it real," she explained. The $15 and Fairness movement sparked concern in business groups, including the Toronto and Region Board of Trade, which called the proposed move to $15 an hour "drastic" and said it appeared to be "a wholly political decision." The move, which will raise the current minimum wage of $11.40 an hour to $14 on Jan. 1 and $15 a year later, will add costs to everyday goods and services, and force Toronto employers either to let employees go, cut hours and close shop altogether, said Karl Baldauf, the Ontario Chamber of Commerce’s policy and government relations vice president. "The notion that these policies will be seen as popular, I certainly question that," he said Tuesday. The province’s labour market needs responsible and "evidence-based" policy changes, Baldauf argued, "and that isn’t what we saw from the government today."

The faith coalition hoped for $15 this year; getting it in 2019 is "the longest delay we would be prepared to accept," Schachter said. Some businesses welcomed the promised changes to wages and employment standards, believing they’ll lead to more spending power, which will support local businesses in turn. "It’s putting goodpaying jobs back into the community," said Amanda Terfloth, co-ordinator of the Better Way to Build the Economy Alliance. The group’s 27 businesses range from four to 7,000 employees, she said.

Will minimum wage boost be good for Toronto?

Apart from one threeyear gap, he had represented the Scarborough East area since 1988, including 10 years as a City of Scarborough coun-

cillor. Toronto City Council voted 24 to 13 last Friday to fill Moeser’s Ward 44 seat for the remainder of this term by appointment, rather than byelection. Applications for potential appointees are now available at the Scarborough Civic Centre on Borough Drive, where they must be filed in person (or

at Toronto City Hall) by June 19. On June 28, Toronto Council will meet to hear from applicants, and will then vote on an appointment. Eligible candidates must be Canadian citizens, over 18 years old, and either a resident of Toronto or an owner or tenant of a property in To-

The 12-year-old dog wandered too far down the bluffs near the foot of Lakeside Avenue and couldn’t get back up at 9:39 a.m. May 30. Fire crews were called to rescue the stranded canine. "We sent down a stokes basket, a rescue team," said district chief Stephan Powell, adding the dog was placed in a bag with its head out and "remained calm in the basket" as it was hauled up to safety. The dog suffered a few cuts and bruises and immediately tried to go back towards the cliff. "Maybe it forgot its bone. I don’t know," Powell said. Owner Cindy Iannuccci was seen thanking the res-

Conservation authority ‘appalled people are still disregarding these notices’ For years, the "erosion works" (large stones placed to stop erosion below the bluffs) and the waterfront construction road east of Bluffers Park have been used as a park, particularly by area residents, despite the TRCA’s position that they are not safe. The authority is studying a plan for developing a safe set of waterfront parks and trails below the bluffs. The bluffs see run-off and erosion each spring, but the landslide danger has increased as local rainfall in April and May reached record levels. As usual, people who don’t respect the authority’s fence lines placed along bluff edges could find themselves caught in a slide. Gaffney said around a dozen landslides on the bluffs this year have been confirmed, but that number will rise after TRCA studies

People strolling up to the edge of the Scarborough Bluffs or walking below them are risking death, says a Toronto and Region Conservation Authority (TRCA) spokesperson. Signs posted at access points in May warn people of the danger of being on the construction road below the bluffs, but the authority has noticed a lot of people going there anyway. "We’re actually a bit appalled people are still disregarding these notices," said Nancy Gaffney, TRCA head of watershed programs, on Tuesday. If someone ends up buried by a landslide below the bluffs, "we would not know," Gaffney added. "Emergency vehicles cannot even get to them at this point."

High lake levels flooded the Rouge Beach parking lot weeks ago. Lake Ontario’s water levels are stable and may start going down in the next couple of days, but the lot won’t be usable until the end of June at least, said Gaffney. Though the City of Toronto will try to open Rouge Beach and Bluffers Beach in Scarborough as soon as possible, there will be very little unusable beach for some time, and the city must clean up debris, she said. Flooding also exists in other parts of Toronto’s waterfront, and the break wall for the Western Beaches is submerged, Gaffney said.

The ’Fair Hydro Plan’ is anything but that Welcome one and all to the Ontario government’s incredible, stupendous hydro-cuts emporium where you can buy cheaper electricity today - then pay big-time for it later. If this makes the Liberals’ misnamed Fair Hydro Plan sound like a slick scheme concocted to get them re-elected, that’s because to a large degree it is. Yes, we know Ontarians were begging for relief from constantly soaring hydro bills. We also know many consumers are cheering Premier Kathleen Wynne’s plan to slash hydro rates by 25 per cent this year and then limit increases to the inflation rate for the next four years. But as the province’s financial watchdog reported last week, the cost of insulating Ontarians from soaring energy bills will eventually shock them to the tips of their toes. To be sure, the Liberal plan will save consumers $24 billion over the next four years. That’s a tidy sum and it’s no coincidence the savings are perfectly timed to inspire warm and fuzzy feelings for the Liberals before the June 2018 election. But as the Financial Accountability Office just reported, it will cost the province a jaw-dropping $45 billion over the next 29 years to make those savings possible. In addition, if interest rates rise or the province starts running deficits again, the eventual cost of the plan could balloon to $93 billion. The inescapable reason for this daunting bill is that the province must borrow heavily to pay for the discounted hydro rates. That money must be repaid. And in order to lower hydro bills in the short term, the government will need to increase them in subsequent years to cover the debt that finances the plan. It’s all a bit like using a carving knife to extract a splinter. The operation may succeed, but the bleeding will be considerable. So, while you can, enjoy seeing average monthly hydro bills drop from $163 to $123 starting this summer. But brace yourself for hydro rates to increase by 6.8 per cent a year from 2021 to 2027. Be ready for the average monthly bill to rise to $213 by 2028. It is a reminder, too, of how badly this government has mismanaged the electricity file - think of their subsidies for wind and solar energy we don’t need. Other governments of different political stripes have made a mess of it before. But the Wynne government has nothing to be proud of in how they’ve handled Ontario’s electricity system.

People will keep fighting for ’$15 and Fairness’ Today, June 1, Queen’s Park shuts for the summer. It’s the last day before fall for the Liberal government to say they’re reforming Ontario’s labour laws, and raising minimum wage to $15. As of this writing, I don’t know what the government announced or hasn’t. I know people in the $15 and Fairness campaign made every day count. He’s met fellow immigrants who wait in vain to get called to work, or are sent home after an hour or two, or get $6 or $7 an hour at a grocery or convenience store. They need rent money, but without paid sick days, Sarkar says, many go to work sick, or pay a further price in back pain, or repetitive strain injuries. Malka Paracha, a food service supervisor at York University, "was an anti-union person" a while ago. But then a union, along with students and faculty, helped York’s servers stand up

and win $15 an hour and full benefits. "It is 200 per cent possible. We did it," says Paracha. The Changing Workplaces Review recommendations are a mixed bag. Campaigners knew Ontario’s Chamber of Commerce would call their reforms a job killer, but they kept pushing the government for the full package. If it wasn’t introduced by June 1, perhaps it would come this fall. If MPPs expect this to stop, they’re wrong. "If they don’t listen," Ladd says, "they will hear it at the ballot box." Affordable housing builders squeezed by hot market DOMINIK KUREK dkurek@insidetoronto.com The builders of affordable housing in the Toronto area are concerned that the region’s hot real estate market could put their ability to offer homes to lower-income residents at risk. Options for Homes primarily builds condo apartments within Toronto that it sells below market value, and offers down-payment support to help buyers get into the market. Historically, about five per cent of its units have been sold to families and individuals with annual household incomes below $30,000. "We were able to sell to people with quite modest incomes. That’s a game changer for them," Options CEO Heather Tremain said. "That is going to be more difficult for us without some significant other support in place." The nonprofit organization is currently building two projects, one at Danforth Avenue and Main Street, and another Danforth Road and Eglinton Avenue. It also has plans in Cabbagetown and Weston, the latter of which is generating great interest, Tremain said. While still below market value, those projects are expected to sell at a higher price to individuals with higher incomes than Options’ previous developments, she said. The cause of this rise in prices is primarily the result of rising land costs. "It’s a very competitive environment to source and acquire land," said Habitat for Humanity Greater Toronto Area VP of Land Daniel

Ger. "Land values in general are increasing at a similar rate to the housing market." Habitat GTA is feeling the same pressure as Options. Both organizations have a selection process for their homes so there is no bidding from buyers. Habitat GTA is currently building or planning to build in 2017 four projects in Brampton, one in Caledon, one in Georgina in northern York Region, and is completing its largest development ever in Scarborough’s Malvern neighbourhood. The Malvern project, with 50 stacked townhouse units, could be the last of its kind, the organization worries. Bidding on land has become very competitive, the organization said. "Because the housing market is so strong, you get a greater pool of developers or people that would like to enter into the development world. It’s just a very competitive marketplace right now," Ger said. Land values in Toronto have risen so high that a single-family home lot in an inexpensive neighbourhood sells for approximately $500,000, Ger said. A similar lot in Georgina sells between $100,000 and $150,000. Coupled with land values, development charges (fees developers pay to governments to build) have risen. Toronto’s development charges are fairly low, approximately $25,000 per townhouse unit. Other municipalities charge much higher than Toronto, Ger said. Options partners with Tridel, which offers labour at a reduced price, and Habitat GTA gets support from the Daniels Corporation, which has donated land, provided labour atcost and has partnered with Habitat to sell units within a development at belowmarket value. Both organizations say governments play a key role in their ability to offer homes to lower-income individuals. Ger said Habitat GTA welcomes buying publicly owned land, but without having to bid for it against other developers. The City of Toronto is allocating $100 million worth of city-owned land to be sold to nonprofit developers, said Davenport Councillor Ana Bailão, chair of the City’s Affordable Housing Committee. "This is a great way to bring some equity into a partnership that can be successful in building affordable housing with the nonprofit sector," she said. It includes financial contributions including capital funding and fees and property tax relief, fast-tracked planning approvals, plus the offer of surplus lands. In 2016, the province passed the Promoting Affordable Housing Act, which allows municipalities to enact inclusionary zoning bylaws (bylaws that would require developers to make a certain portion of units within a development affordable). Municipalities are waiting for the province to pass a regulation which sets out inclusionary zoning parameters, to develop their own inclusionary zoning bylaws, which, when enacted has the potential to be a game-changer for the nonprofit sector, Bailão said.

DAVID NICKLE dnickle@insidetoronto.com A plan to put cameras in the cabs of city-operated garbage trucks in Scarborough ground to a halt at the city’s Government Management Committee on Monday. The cameras were to be part of an integrated system of external and internal surveillance as well as sensors, to make it easier for management to determine the cause of accidents in the city’s fleet of vehicles. But of all of the city’s fleet, only garbage trucks would have a camera installed in the cab, monitoring the driver and crew. That didn’t sit well with councillors at the May 29 meeting. "This is about invasion of personal privacy and the extent that management can do that," said Beaches-East York Coun. Janet Davis, adding that installing employee surveillance cameras is not something that

"This is not a way to have this discussion," she said. "Everyone across the table should have known that we would end up in a battle with employees over this issue." Toronto Centre-Rosedale Coun. Pam McConnell, a former chair of the Toronto Police Services Board, said she didn’t think there was

justification for singling out city garbage collectors. She noted that while Toronto police do have to contend with body cameras and cameras on board their cars, "that was for an entirely different reason. Police have a different interaction with the public, with crime, with danger. So, it’s very important for us to have that knowledge." She said that the only thing the cameras would do for Toronto garbage workers is damage morale. "I don’t think this is going to make them feel better. I think this is going to make them feel a lot worse," she said. "If, in fact, we are going to have cab cameras that are really monitoring the behaviour of the driver, that’s a much bigger conversation." The committee voted to remove the in-cab cameras from the tender and also voted down a motion by committee chair Paul Ainslie to have a report on the benefits of in-cab cameras in garbage trucks.

Rooming house pilot project topic of meetings Licensed rooming houses could soon be coming to parts of Scarborough, North York and Etobicoke where they’ve never been allowed before. The City of Toronto has plans to create five "pilot areas" in parts of the city where houses with up to seven dwelling rooms would be legal for three years. These areas - south of York University’s Downsview Campus and Seneca College’s Newnham Campus in North York; in Highland Creek near University of Toronto Scarborough; and across three wards north of Highway 401 and east of Victoria Park Avenue in Scarborough; and in Etobicoke near Humber College - are Toronto’s top spots for complaints about illegal rooming houses. Many residents in these areas and their councillors, especially in Scarborough,

were dead set against legalizing rooming houses in their neighbourhoods during consultations in 2015. The city, which does allow or license rooming houses in old Toronto, York and parts of Etobicoke, is preparing for a new round of public meetings in June on a new bylaw for what it calls "multi-tenant houses." All are scheduled from 6:30 to 8:30 p.m. The first meeting - for the Highland Creek area between Highway 401, Morrish Road and Military Trail - is Tuesday, June 6, in Room HW305 of UTSC on Military Trail. The next, on June 7 at James Cardinal McGuigan Secondary School on Finch Avenue West, is for the area near Downsview Campus between Finch Avenue West, Assiniboine Road, Black Creek, and Keele Street. The area near Newn-

ham Campus - between Finch Avenue East, Leslie Street, Highway 404, and Fairview Mall Drive - will be covered at a June 12 meeting at Oriole Community Centre on Don Mills Road. A June 13 meeting at Stephen Leacock Community Centre, on Birchmount Road, will focus on Scarborough between Steeles Avenue, Highway 404, Highway 401, and Markham Road. On June 15, the Humber College area between Finch Avenue West, Martin Grove Road, and Humber College Boulevard will be examined at Elmbank Community Centre, on Rampart Road. The City of Toronto effectively shut down Canada Kanthaswamy Temple Society’s use of 1380 Birchmount as its temporary location last November by issuing an "unsafe building" order banning "assembly use" in the building, which includes worship, recreation and classroom teaching. The warehouse isn’t zoned for worship. The society and the property’s manager, Doverhold Investments, were denied a minor variance appeal to permit worship there for up to three years. The society has been rebuilding a temple on its property at 733 Birch-

The mother of Cameron, 14, who is typically developing, and Ellie, 12, who has a developmental disability, is in her eighth year in the family leadership program at Holland Bloorview Kids Rehabilitation Hospital, where Ellie accesses outpatient programs and services. "I appreciate that anything that helps my daughter, helps me. But you also have needs as a caregiver outside of the needs of your child," Hammond said. "Through my volunteer work, and particularly with the family leadership program, I now have a community of friends with similar experience to mine that is absolutely necessary for me."

Hammond pays forward the support she has received from parents by supporting other parents. In particular, she is the family lead on a website, developed with Holland Bloorview’s foundation, expected to go live in late June with resources specifically geared to caregivers. It will be part of Holland Bloorview’s website. "All the resource suggestions come from families and caregivers themselves," Hammond said. "We asked, ’What would you like to see?’ We’re super excited about it." Hammond lauded Holland Bloorview, located near Eglinton and Bayview avenues (on Kilgour Road), as "an industry leader" in client and family-centred care. "Clients and families are involved in every decision and every action at this hospital. It’s an important, prioritized value here," she said. "Every mo-

Film festival includes free screenings More than 20 films from more than 10 countries will be showcased at the fifth annual Scarborough Worldwide Film Festival. The event runs June 6 to 11 at five locations: University of Toronto Scarborough, Albert Campbell Square, Scarborough Arts, Scarborough’s Bluffer’s Park and the Fox Theatre in the Beach. There will be both free and ticketed screenings of films from Canada, U.S., Iran, Chile, Croatia, India, Spain, Egypt, China, Denmark and Georgia. Armenians from across Greater Toronto marched through part of Scarborough Sunday, May 28 to mark their homeland’s 99th anniversary of independence. Carrying an Armenian flag newly-blessed by Gomidas Panosian, priest at the Armenian Community Centre of Toronto and Bishop Geghard Keosbekian, the procession of more than 800 walked for an hour before returning to the centre on North York’s Hallcrown Place. The parade was led by 250 youth of the Homenetmen, a scouting group formed in 1918 to organize Armenian youth, including orphaned survivors of the Armenian Genocide. From the community centre near Sheppard Avenue East and Highway 401, the parade moved north on Victoria Park Avenue, east on Hunting-
