Many coming to see Hussen at the Scarborough Civic Centre on July 5 were refugee claimants, or people sponsoring spouses or children, each waiting for their family ordeal to be over. "I need my husband here and my children need their dad," one woman, in Canada for four years with her now-teenaged children, told the minister, sobbing as her microphone was cut off. One man said he came to Canada at age 12 and will turn 22 this year, but his status as a refugee still isn’t resolved. "I wake up every

day wondering, ’When’s this going to end?’" Another man said family members he’s trying to sponsor call him often from the Democratic Republic of the Congo, expressing fear for their lives. Hussen, a York SouthWeston MP who arrived in Canada as a refugee in 1993, said he told the previous minister, John McCallum, the thousands of "legacy" refugee claims left over from the Conservative regime must be resolved. They will be, Hussen told an overflowing crowd in the Scarborough Council Chamber on Wednesday, because the department now has a task force which will do nothing but clear old claims. "The legacy cases should be eliminated in less than two years," Hussen pledged, adding the Liberal government has

The Liberal government, he insisted, has done more to improve the immigration system in its first 15 months than the Conservatives did in 10 years. It’s cutting backlogs and processing times for sponsorships of spouses, parents and grandparents, and for renewing permanent resident cards, Hussen said. There’s also a new focus on client service, so "people come out pleasantly treated," with a better website and simpler forms, he said. Scarborough’s Liberal MPs, who organized the meeting because immigration issues are so important to residents - it’s 80 per cent of work their offices do, said ScarboroughRouge Park MP Gary Anandasangaree acknowledged frustration with long delays on sponsorships and refugee

claims. So did Hussen, though he said delays can occur for many reasons. The minister told several questioners to seek help by calling their MPs, adding his own office can work with them unless the matter is before a court. Some Canadian missions overseas deal with security issues or a higher workload, he said, but the department is looking to help them improve. The Canadian Centre for Refugee and Immigrant Healthcare in Scarborough, which Hussen has visited, released a report in June saying a third of its patients are children or youth who, for various reasons, are denied access to free health care in Canada. "It’s a stroke of a pen that can fix much of the problem," Dr. Paul Caulford, the clinic’s medical director, said this week.

Help reunite families, immigration minister hears

The 14 women and men presented with the first KGO Impact Awards have this in common. Plus, they’ve come to love an East Scarborough neighbourhood often shunned by outsiders because of its struggles. "We want to see the neighbourhood as a model of the city. This is my vision," one recipient, Fezilatun Nessa Babli, 63, said after a July 5 ceremony at the East Scarborough Store-

front. Babli started volunteering in the area in 2003, running workshops on healthy living through art for active seniors and single women. Her latest is an "intergenerational gathering" program. She sits on five City of Toronto advisory panels. "I want to bring a change in this neighbourhood so people feel safe, feel trust," Babli said. Wendy Fanfair, 50, hosts a local Black History event every February and is an ambassador for Storefront and adviser for an advocacy group Residents Rising. Fanfair said she has "a passion" for getting people

Residents have seen improvements since. "The crime rate has dropped because of the activities and the persistence of the people," said Thompson.

building on Dearham Wood is at 105 per cent on the board’s facility condition index, which means doing all repairs it needs would cost more than a new building. Elizabeth Simcoe isn’t in much better shape, said Jerry Chadwick, the area’s trustee. "These buildings are old and tired, and they’re not going to last a lot longer. They’re going to need major repairs." Enrolment has fallen in Guildwood, a leafy set of subdivisions between Scarborough’s Kingston Road and Lake Ontario. The board formed a Pupil Accommodation Review Committee (PARC) with representatives from the four schools. Chadwick ultimately supported its recommendation: close Guildwood Junior and Jack Miner, but rebuild the others as kindergarten-toGrade 8 schools, beside the existing Elizabeth Simcoe and Poplar Road buildings, by Fall 2021. Elizabeth Simcoe and Poplar Road parents pushed hard for the new builds but, Chadwick noted, "the real passion" came from Guildwood Junior parents.

At a board committee meeting on June 5, the proposal, called Option 2, lost. It lost again on June 21, when the board itself voted no. "It’s not common," said Chadwick. "In my seven years as trustee I don’t think I’ve ever seen the whole PARC (recommendation) overturned." The four schools are within two kilometres of each other. Option 2 would have seen the least number of students bused, said Chadwick. Staff were confident the board could use a special provincial envelope, closing this year, in Guildwood to fund two of just eight school building-projects across the entire city. Guildwood Junior, however, was a designated Model School for Inner Cities with a subsidized daycare, and some trustees didn’t want to see a school for disadvantaged students close. "It clearly divided the community, and that was the worst part of the whole process," Chadwick said. Halliday said Guildwood Junior parents considered the choice before the board to be

"It’s kind of showing people, ’Look what we have to offer,’" said Halliday, who sent a note of thanks to trustees, saying, "This is the school you kept open." Enrolment at Guildwood Junior declined from 228 students in 2007 to 116 in 2016; both Guildwood Junior and Jack Miner were then below half-capacity. But Guildwood Junior, small though it is, has a strong focus on inclusiveness and environmentally-friendly education. "Our real goal overall is to level the playing field for all students," principal Eckleton Richards said. The June 5 meeting heard arguments both for closing Guildwood Junior and Jack Miner, and for keeping them open. Maria Pochodyniak, an Elizabeth Simcoe parent, said she understood closing two schools involves saying goodbye to memories and a strong emotional bond, but she added, "I believe that the opportunity for our children to have access to two state-of-theart schools for their learning needs is simply too great to ignore." "This is a decision which should be made with the head,

Halliday said she’s friends with parents at the other schools, and believes Chadwick supported a plan he felt was better for the neighbourhood. After Toronto’s real estate bubble bursts, more young families will move into Guildwood, she predicted. On June 27, the board announced through a letter to the neighbourhood it was sending another recommendation to the PARC committee for study: Close Jack Miner, and expand the other three Guildwood schools to handle students from junior kindergarten to Grade 8. Chadwick said he’ll meet with board staff in September to start working toward a solution. "Guildwood Junior is down to 108 kids, and that makes it difficult to program for," he said. "We’re down to 600 kids (across Guildwood) and that doesn’t warrant four schools. It warrants two."

We must learn to adapt to game-changers It’s long been said the only constant is change. All one needs to do is examine the pace at which new technologies are altering our daily lives to recognize that the age-old phrase is truer now, perhaps, than it has ever been. Consider that in a relatively brief span of time, hailing a taxi, booking a hotel reservation over the phone, and renting a movie at the video store have all become things of the past. Instead, more and more people get a lift via Uber, secure a place to stay through any number of hotel booking websites or Airbnb, and rely on internetbased video streaming services, such as Netflix, to watch films or catch up with their favourite television shows. If you think those innovations are something, buckle up, because many more are on the way. These socalled game-changers are heralds of what professor Klaus Schwab, the founder and executive chairperson of the World Economic Forum, calls "the fourth Industrial Revolution". What will the next wave of innovations look like? Well, experts envision being able to receive your online purchases via drone delivery, having the power to buy plans for an item and 3D-printing it at home, and even visiting a store from the comfort of your home thanks to virtual reality. You can also expect the "sharing economy" to not only persevere, but increase in the future. As much as many of those developments sound exciting, they, and others, possess the potential to cause substantial disruptions for existing industries. For example, the trend toward increased automation will directly impact many of us, with the Brookfield Institute for Innovation + Entrepreneurship estimating nearly 42 per cent of the tasks Canadians are currently paid to do could be at risk of being replaced by technology. As with any seismic shift, one can view what’s coming as a crisis or an opportunity. And, while it won’t always be easy, it’s likely best to take the latter view as resisting change of this magnitude is most likely futile anyway. "One can decry the loss of the old world, but we’re all having to adapt," professor and former provost at York University Sheila Embleton says. "When we link the best of the old with the new, we will end up with something that’s altogether better." She’s right. We can’t always control what changes and challenges will be thrown at us, but we can control how we react. Like the dinosaurs, our choices will essentially boil down to evolve or else.

Doomed strip plaza is part of a big change Toronto’s suburbs were built around strip plazas, and those plazas, practical though they are, have begun to die. In Northwest Scarborough’s Bridletowne area, a developer is knocking down a nine-unit commercial building and building a stack of 60 townhomes where it stood. "The strip mall is a vision that needs to be replaced," says Marco VanderMaas, the project’s Dutch-born architect. VanderMaas sees BT Towns as part of a wave of intensification that must come. With many city neighbourhoods priced out of reach, there’s a "missing middle" for housing, a gap between detached houses and "boxes in the sky," he

since mid-rise condos seem more threatening. The now-doomed plaza on Bridletowne Circle seems normal enough, with a variety store, cleaners, other useful shops. Unsurprisingly, residents wrote to oppose the project. Wouldn’t this worsen traffic, some asked. A decade ago, longtime Bridletowne homeowners hit the roof when condo towers were proposed nearby at the listless Bridlewood Mall. But it was clear the area, greying and suddenly classified as a "priority" neighbourhood, needed new blood. VanderMaas knows people used to Bridletowne’s layout - single-family homes and towers - will think BT Towns too crowded. He argues the units,

with one to three bedrooms, will bring in more families, and there’s room. Also, neighbourhoods change, and mindsets do too. "I always think more neighbours means a more vital community," says VanderMaas, a devotee of the urbanist writer Jane Jacobs. "Is everybody gonna love it? No." VanderMaas argues citizens are obliged to say what they do want, not just what they don’t. Otherwise, he says, they’re hurting their neighbourhood’s evolution. Now you can do it all with the touch of a screen thanks to innovations like Uber, Airbnb, Amazon or Netflix - to name a few. Call them the game changers; they’re shaking up society, altering our lives at an exponential rate. "We stand on the brink of a technological revolution that will fundamentally alter the way we live, work, and relate to one another," predicts professor Klaus Schwab, founder and executive chairperson of the World Economic Forum. "The transformation will be unlike anything humankind has experienced before." Digital technology has already fuelled dramatic changes. Now, Schwab says, the "fourth industrial revolution" is on its way, shaped by a fresh new wave of innovation. Here’s a look at how these disrupters could impact our everyday life.

Andrew McAfee, co-founder of the MIT Initiative on the Digital Economy, warns that trucking could be one of many industries where traditional middle-class jobs are at risk. In its report Age of Disruption, Deloitte Canada warns the majority of Canadian businesses are not prepared for looming rapid advances in key technologies and will not survive. Repetitive assembly jobs in his tool-and-die plants are moving toward automation, but he still views himself as a job creator.

"I still hire, but the jobs are different and require different skills like computer expertise and ability to maintain the machines, work websites and social media." No one aims for a hollowed-out plant that runs itself, he adds. "There’s a responsibility among business owners to ensure the workforce is prepared and adaptable, because if no one’s able to make a living in this brave new world, if everything’s automated, who will buy the products?"

How we adapt How does one cope, then, in a world where everything is changing? Experts say the "soft skills" will be essential, but Steve Joordens, psychology professor at the University of Toronto, warns those are the skills we are most in danger of losing, as we isolate in our silos of convenience, plugged into smartphones, live-streaming individual movie choices, interacting in superficial ways on social media, no longer chatting with cashiers or strangers in bank-teller queues. From smarthomes to smartphones, we are eager to trade off privacy and security in exchange for convenience - but is that really so smart? Joordens suggests we should prepare ourselves for this fast-changing world by forcing ourselves to slow down and carving out regular digital-free times for "mindfulness." Sheila Embleton, a professor and former provost at York University, agrees. "Those things that have always stood people in good stead will continue to: critical thinking, being adaptable to change, able to have good relationships. "One can decry the loss of the old world, but we’re all having to adapt. When we link the best of the old with the new, we will end up with something that’s altogether better."

HILARY CATON hcaton@insidetoronto.com Known as the Airbnb of parking, the Toronto-based firm Rover Parking is changing the way people think about where they park their car. The cellphone program has a similar concept to Airbnb. It pairs drivers looking to park in the city with an unused parking space in a nearby driveway for a fee that’s 20 to 30 per cent less than a nearby lot. The app is the brain child of Torontonians Grant Brigden and Tom Wootton. The duo has been running the company for just over a year and a half. Although the model is still in its infancy, it’s already had more than 50,000 downloads and roughly 2,000 driveways on board and offering up parking in Toronto. "We’re really focused on driving supply. The key is

to get people to understand that there’s not an easier way out there to make some extra money without doing much," said Brigden. "Some of our top spots are making enough money to even pay for their car lease. "They’re making $400500 a month, which is more than their vehicle (payments). The driveway you have could essentially pay for the car you drive." The app builds on the popular notion of the sharing economy, which has people finding new ways to profit from things they aren’t using on a regular basis by renting it out or sharing with others. Those interested in posting their driveway or spot simply have to sign up, either on the website or through a downloadable app, list their spot, provide a picture of the space and a detailed description. Then those looking for parking can open up the map pro-

vided on the app and head over to the desired space. As a user offering the space, you also have complete flexibility about when the parking is available and for how long. There’s even the option to check out on average how much income space in your neighbourhood can make in a month. The app has expanded to Montreal and parts of the United States. The company is working with the mayor of Barrie, Jeff Lehan, on a pilot program to help find a technical solution to the city’s parking problem by listing residential and commercial parking spaces that sit empty. The program could stop the city from building costly parking garages with taxpayer money "We’re looking to change the style structure of mobility parking that people are so accustomed to," he said.

Free festival celebrates 150 years Ontario’s been around for 150 years, and this weekend people in Scarborough can remember that as they enjoy a free festival. Scarborough Celebrates Ontario 150 in Albert Campbell Square is "a fun-filled weekend event" offering "the richness of Canada’s multiculturalism and heritage through the sharing of food, music, arts, culture, (and) history," says the Heritage Skills Development Centre, which is organizing it. Paul Ainslie is suggesting it wouldn’t be if the road were in downtown Toronto. During Toronto city council’s presummer meeting last week, Ainslie aired his grievance in public. "Residents are asking me why road work in Scarborough is not a priority," the councillor wrote in an official inquiry to council, which served to put the matter on the agenda. Toronto Water began relining a water main on Military Trail between East Highland Creek and Neilson Road this spring, but while this was happening, the water main west of the area broke and the road collapsed. The city then cordoned off Military Trail between Ellesmere and Highcastle roads, Ainslie said, "closing a major access point to

Rescuing thrill seekers from the Scarborough Bluffs is becoming all too common. "Dangerous and waste of resources, all for a selfie," police tweeted following the latest rescue early Sunday night. A man and a woman, both in their early 20s, who got stranded shortly before 7 p.m., were charged with non-criminal offences, police say. "We got them down to safety using ropes and harnesses at 8:23 (p.m.)," Toronto Fire Services Capt. Mike Westwood said. There were five fire trucks and 20 firefighters on scene. "It’s an ongoing problem," Westwood said of people climbing the bluffs. "People go out there for photos or for nature trail hikes, but it’s unsafe. Everybody should stay away from the Bluffs.

There are fences there, there’s signage up there." Westwood also noted dogs should be kept on a leash in the area. "Every once in a while we’re called there to rescue people or their pet dog," he said. "You tie up a lot of resources from the emergency services. In this case we had 20 firefighters there. If there’s a house fire nearby, (it’s) going to take a longer time for us to get there from halls that are further away." Police and the fire department initially referred to the rescued people as siblings. Police clarified on Tuesday that they were not in fact brother and sister. Const. Caroline de Kloet confirmed the two were charged with a noncriminal offence, but she

didn’t know what that offence was. "They have a choice, just like somebody who would get a traffic infraction, if they want to bring it court or if they want to pay the ticket," she said. The City of Toronto said entry into restricted areas at the Bluffs comes with fines up to $10,000. Firefighters responded to seven Bluffs calls, rescuing three people and two dogs, so far this year. Last year, firefighters had 19 Bluffs calls and rescued 15 people. Proposed facility includes YMCA, dialysis, community space MIKE ADLER madler@insidetoronto.com The Bridletowne Neighbourhood Centre missed a City of Toronto deadline, but supporters say the proposal for North Scarborough is still on track. Plans for the community hub have moved slowly since 2012, when the city bought part of the former Timothy Eaton Business and Technical Institute property near Warden and Finch avenues. It was pitched as a unique melding of a YMCA, the dialysis unit for what is now the Scarborough and Rouge Hospital, and community and social services space to which the United Way of Toronto and York Region

would contribute. The hub’s estimated cost, however, rose to more than $80 million, and though the bulk of that would be paid by governments, the city is unwilling to transfer the land to prospective leaseholder YMCA of Greater Toronto until that organization raises enough funds. In 2016, Toronto City Council extended a deal between all the parties, but suggested it would have to be renegotiated "should the required funding not be secured" by June 30, 2017. In that case, the YMCA, hospital, United Way, and others would have to "submit a revised project proposal" to council no later than this December. This week, Norm Kelly, a councillor for the Bridletowne area, insisted the missed deadline won’t derail the hub. "It’s still a go," Kelly said. "I’ve seen nothing that says it isn’t going ahead." Supporters have said

the hub was ahead of its time, and Kelly acknowledged the project "turned out to be more complex than we anticipated". Seeing the agreement revised, Kelly added, "doesn’t mean that it stops, or that it doesn’t honour the original intent". In a statement, YMCA CFO Debbie Sevenpifer said the organization continues "to engage with the city and the province on ways we can best serve the Scarborough-Agincourt community, and secure funding to realize the vision of the Bridletowne Neighbourhood Centre". Sevenpifer wouldn’t elaborate, except to say "discussions are ongoing". The hospital has one of Canada’s largest dialysis units, and Ontario’s Health Ministry was asked to pay most of the building’s cost, something like $60 million. "I continue to be very hopeful," said Scarborough-Agincourt MPP Soo Wong. "Everyone’s working very hard."
