Like Toronto’s first food banks, it was supposed to close soon after it opened, but Scarborough’s clinic for the medically uninsured is busier than ever. And yet, after 18 years of treating people who need medical care and can’t get it, the volunteer clinic’s end could be near - an unthinkable result for Dr. Paul Caulford, its co-founder and medical director. "Our desperate goal now is to keep the doors open," Caulford said last week at the Canadian Centre for Refugee and Immigrant Health Care on Sheppard Avenue, the clinic’s latest home (and name). Since locating in the former church manse, the clinic has added more services, including a dental office upstairs serving the city’s working poor, but although its volunteer doctors and nurses

MIKE ADLER madler@insidetoronto.com Rivals for the Scarborough Centre Progressive Conservative nomination are appealing the result following a nomination meeting they describe as "chaotic" and "marred by irregularities." The two unsuccessful contestants also wrote letters of protest to the provincial party both before and after a controversial night of voting June 26 at Ellesmere Community Centre. Antonio Villarin, one of those contestants, and Raphael Rosch, a riding association vice president, both predict PC Leader Patrick Brown’s support for Thenusha Parani, a late entry who won the nomination, will hurt the party’s chances in Scarborough Centre. Both say Parani refused to be interviewed by the riding’s search committee, despite several requests, and joined the party only a day before she registered as a candidate. "If the leader can just choose who he wants, why have a nomination election meeting in the first place?" Villarin, who is also an as-
sociation director, said on Monday. "Why lead people on that way?" Christina Mitas, the other unsuccessful contestant, filed the appeal and letters jointly with Villarin. A lawyer, he said he doubted Brown’s decision to name Parani as the candidate on June 29 could be reversed, but said he hopes the appeal will show other members "irregularities" occurred, "and that’s not the way the nomination’s supposed to be." Attempts to reach Parani, or to get the party to comment on the controversy were unsuccessful this week. Rosch said he joined the PC party two years ago, and tried to contest the nomination himself. On the Nomination Day, however, he was told the party was rejecting him because of his socially conservative media posts. Rosch maintains Parani was an eleventh-hour "mystery candidate" who didn’t seem required to follow certain nomination rules, as other candidates had. She wouldn’t meet the search committee or the board, Rosch said.
"There was nothing at all to be found on her." Rosch recorded the meeting for a video posted on YouTube. It shows some of the thousands of people who turned up to vote in a hall with a capacity of 150. At 11 p.m., two hours after the voting was scheduled to end, hundreds still waited to have their accreditation checked so they could cast a ballot. In a letter to the party, Mitas and Villarin note lights in the hall were briefly switched off at 11 p.m., "and there is no way to tell if the ballot boxes were tampered with while the lights were off," Police helped clear the hall and the parking lot, but some voters "chased election staff and tried to stuff ballots in the boxes," add Mitas and Villarin, arguing on June 29 the nomination "was disorderly, lacked proper oversight and should be stopped, disregarded and redone." Villarin said there was no reply to the protest letters, but he and Mitas spoke to the party’s executive board on July 8 and launched the appeal. Rosch said what happened dur-

"He is going to lose the next election." The riding, like Scarborough’s other seats, is held by a Liberal, and has been since Brad Duguid defeated PC MPP Marilyn Mushinski in 2003. Brown’s statement congratulating Parani mentions she has an "incredible track record of giving back to her community as a volunteer." The party says Parani worked
with Scarborough’s Newcomer Summit, as well as charities providing support to children with autism and persons with special needs, and that she continues to work with the Toronto police 41 Division Community Police Liaison Committee. "I have no doubt Thenusha will work tirelessly to earn the trust of Scarborough Centre voters, and that her passion for her community will make her an excellent representative at Queen’s Park," Brown said. Basu Mukherjee, the PC riding president, said he’s waiting for results of the appeal, but has full confidence in the party, and is willing to accept results as they are. He said the nomination hasn’t soured his opinion of the party or Brown. "Whoever the party picks, he or she will be my candidate," Mukherjee added. "I was ecstatic to see the turnout." Mukherjee said he met Parani quite a few times prior to the nomination. "I think she’s very spirited," he said. "We need a change and I think she’s the one to bring the change."

Rivals allege ’irregularities’ in Tory nomination
Scaleless fish, tarantula cousin found in BioBlitz MIKE ADLER madler@insidetoronto.com Think finding a bottom-hopping, scaleless fish in the Rouge River isn’t enough to get people excited? Not when it’s the slimy sculpin, recorded in the Rouge for the first time in 26 years. Scientists and other volunteers swarmed into the Rouge National Urban Park last month for a BioBlitz, a 24-hour biological treasure hunt where the goal is to find as many species as possible. The slimy sculpin, or Cottus cognatus, lives in cold streams and lakes as far away as Siberia, and is considered rare in Greater Toron-
to. Rowshyra Castraneda, who took its picture, used an electrofisher stunning device with her team in a creek where this nightactive species was recorded decades earlier. A slimy sculpin popped up, along with a similar species called a mottled sculpin, brook trout, minnows and a sunfish called a pumpkinseed. From a base camp near the Toronto Zoo in Scarborough, the BioBlitz worked from noon on June 24 to noon the next day and results are still coming in, since certain species are tough to tell apart. So far, the BioBlitzers have identified 567 species, including 85 arachnids, 98 birds, 32 fish, 67 insects, 25 mammals, 193 plants, 10 noninsect invertebrates, 12 reptiles and amphibians, 14 fungi and slime
moulds, 31 bryophytes (flowerless plants including mosses) and an unknown number of lichen. One of those arachnids was the black purse web spider, a member of the tarantula family spotted for the first time in Greater Toronto
during the last Rouge Park BioBlitz in 2013, crawling across a road near the Rouge Valley Conservation Centre at 3 a.m. This time around, the tiny tarantula cousin was found in daylight. Slimy sculpin are sensitive to acidification. They are threatened by the round goby, a bottom-dwelling invader which is found in the lower Rouge. Warming of the creek may also eliminate the slimy sculpin, reports Erling Holm, the Royal Ontario Museum’s assistant curator of ichthyology. A total of 1,750 species were eventually catalogued from the last Rouge Park BioBlitz in 2013.

’We’re about to go into a deficit soon’: Dr. Caulford nurses pay the rent, they don’t pay administrative costs. Without those costs, amounting to around $200,000 a year, the centre must soon either cut itself back to the bare bones or close, Caulford acknowledged. "We’ve been living hand-to-mouth on the administrative side for about a year now," he said. "We’re about to go into a deficit soon." The refugee patients, though, keep coming, some in the winter with severe frostbite, many pregnant, and some with diseases or fractures that need immediate attention. Agencies and city homeless shelters refer them to the CCRIHC. Where else can they go? The centre also sees new immigrants waiting to get OHIP, refugees waiting for the Interim Federal Health program, refugee claimants waiting years
without coverage for their case to end, students and temporary workers whose coverage is lost or falls short, and people who overstayed their visas. There are tens of thousands of such people in Toronto, possibly that many in Scarborough alone. Caulford believes human migration "is the challenge of our times", and he’s built a volunteer team that cannot look away from that challenge. One third of the clinic’s patients are children or youth new to Canada. All are people "falling through the cracks of a system where the cracks are getting fairly wide," Caulford said. The CCRIHC is one of a handful of places they might go in Greater Toronto without running up a huge bill because, in Caulford’s words, they live here but are "not Canadian enough". Though it’s hard to quantify, the work of the centre’s doctors, nurses,

outlast its founders. "We’re getting older," said Caulford, who will be 69 soon. "New ideas, new youth is needed. New human health resources are needed." The centre has raised some funds, but most of that goes directly to patients who would otherwise be turned away from hospitals. There’s nothing coming in to cover the costs of electricity, heat, water, taxes, vaccines storage, reception, or medical records, said Brad Sinclair, the CCRIHC’s parttime executive director. Doctors paid by OHIP can charge a third for administration, said Sinclair, but "in this case, that’s a third of zero". Caulford is the primary health care lead physician for the Central East Local Health Integration Network, which distributes funds to health care providers in Scarborough, but gives the CCRIHC nothing. If the centre has hope for a stable future, it will

In 1999, when he was The Scarborough Hospital’s chief of family medicine, Caulford and Jennifer D’Andrade, a Toronto Public Health nurse, started the clinic after the hospital turned away an uninsured girl with sickle cell disease. "What we saw shocked us, and it’s still happening in greater numbers," Caulford said, adding his goal now is to have the centre

Other volunteers will launch an online campaign for the centre this fall. Meanwhile, Stamatakos is urging people to make a donation of $20 or $25 at its website, healthequity.ca

Extend timeline for minimum wage hike Committee hearings are underway on the province’s proposal to raise the minimum wage in Ontario to $15 by 2019. We don’t envy its members. These hearings, to be held across the province, are sure to attract passionate, reasoned, and even desperate responses from stakeholders on both sides of this issue. The government plans to hike the minimum wage, now set to rise with inflation from $11.40 an hour to $11.60 in October, up to $14 on Jan. 1, 2018, and to $15 the following year. Nearly nine per cent of Ontario workers are paid the minimum wage, the second highest total of any province. On the labour side, we can expect support for the hike, with advocates citing an improvement in living standards and an anticipated boost to economic activity. (Economic activity is increasingly critical, as Statistics Canada data shows more than half of the country’s economy is driven by consumer spending). Proponents of the hike can also point to a National Employment Law Project report in the U.S., which revealed that minimum wage hikes are likely to create more jobs than they kill. Official government data, gathered from between 1938 and 2009, in which there were 22 increases to the minimum wage, found that 68 per cent of the time, the employment rate had actually risen 12 months after the wage hike. On the business side, many appear alarmed by the timeline for the change, warning it will cause job losses, discourage investors and worse. Fanning the flames are additional proposed reforms – equal pay for part-time workers, increased vacation benefits and expanded personal-emergency leave. "Many Ontario employers, especially small businesses, are now considering closing their business because they do not have the capacity to successfully manage such reforms," read a statement by a coalition including the Ontario Chamber of Commerce, Restaurants Canada and the Canadian Franchise Association. “There is no way to absorb and adjust to a 32 per cent hit in less than 18 months.” The group’s rhetoric is sufficiently severe that one wonders if the coalition’s prophecy of economic constriction will become self-fulfilling, should the proposals be adopted. In any case, this is a rare occasion in which both sides of the argument are persuasive and it will be fascinating to see the committee’s recommendations. Perhaps the best outcome would see the province extend the time frame for the wage increase sufficiently to relive some of the pressure felt by the business community.

Handling of land deal speaks well for council It speaks well of the members of the current term of council, that it’s taken this long for something like the Arrow Road land deal to emerge. The attempts by the Toronto Parking Authority to purchase the property at 1111 Arrow Rd., for what seems to be considerably more - $2.6 million more than it ought to be worth, almost feels like a throwback to pre-millennial times. That, older Torontonians may remember, was the age of MFP, the computer leasing company that convinced Toronto councillors and bureaucrats to sign a lease for desktop computers that wound up costing tens of millions of dollars more than they thought it

the city and ended careers, and the simple fact of what happened cost Toronto taxpayers significantly,. The parking authority deal may or may not be the same sort of thing. But here is an encouraging note: we are likely to find out, one way or another. The contrast between how Toronto Council dealt with the MFP scandal in 2002 and 2003, and the way that Toronto Council has dealt with the potential scandal at the parking authority is striking. Then, councillors were locked in a genuine debate about whether to dig deep into the problems with the computer lease that city manager Shirley Hoy re-
ported on. It got a bit ugly. This time out, councillors wasted no time. When the confidential report from Toronto’s auditor general came to the Audit Committee, its chair Stephen Holyday immediately made it public. When the matter came to Council, councillors spent the lion’s share of the meeting going over it, before immediately suspending the parking authority’s board and putting it into the hands of city staff. When the new board met, City Manager and Chair Peter Wallace put staff on administrative leave, and launched an investigation. It is good to see the impact of lessons learned well.

Volunteers help Ethiopian and Eritrean communities MIKE ADLER madler@insidetoronto.com "They are not part of the system. They don’t vote," Teferi Zemene says about members of Toronto’s Ethiopian community he volunteers to help. A licensed plumber turned union organizer, Zemene talks to people he says don’t know their rights at work, or about unions, asking them to take the fight into their own hands. Along with Abdalla Idris, who speaks to the city’s Eritreans, Zemene formed a "diversity network" for the Toronto and York Region Labour Council. "It has become our duty," he said last week. As a unionized worker, Zemene has it better than some others in the Ethiopian community. Many toil for temp agencies, waiting by the phone to hear if they get a
shift, he said. "They have no rights at all. If they’re injured, they’re gone." Underground work is illegal, but happening in Toronto. People employ newcomers for less than Ontario’s minimum wage, and don’t pay taxes, said Zemene. "Agencies will say, ’I’ll pay you $10, $8.’ People are working for $8 (an hour)." Idris, a singer in Eritrea, came here in 1991. Once, on a job in Vaughan, he decided his employer wasn’t being fair to him. He tried to unionize the factory. He now works at Toronto’s Chelsea Hotel, and helps people stuck doing part-time and agency work. "I don’t want them to go through what I’ve gone through." Toronto’s Eritreans do any jobs they can at factories and restaurants. Some well-educated people drive taxis, said Idris. Newcomers from his
East African country don’t know who to speak to about workplace issues, he added. "We give them this chance not to get lost." Without the security of a steady job, many can "go easily to this different way," which includes drugs and suicide, Idris said. In the five years they’ve volunteered, Zemene and Idris have gone to Scarborough and Etobicoke many times. It’s not always Ethiopians or Eritreans; they help whoever they can. Zemene organized a strike this year by York University food servers who wanted $15 an hour, and got it. "It’s not only life-changing for them, it will keep the living standard of the country high." Ethiopians came to Canada for a better life, but many of their children are doing minimum wage jobs. "As parents, we have a responsibility to make life
better for the next generation," Zemene said. Both men are excited about the Ontario Liberal government’s decision, following a campaign by organized labour and other supporters, to pledge a $15 minimum wage and other workplace reforms. "We have to push to make it happen," said Idris. "This is not only about our community, this is the right of humanity." Other diversity networks reach out to Toronto’s Chinese, Somali and other communities. At first, Zemene wasn’t sold on that idea. "I once thought, why divide the communities? Have one (network), fight together." But a single network didn’t work. This does. "I speak the language, I know the culture. I can reach out," said Zemene. "We know by working together, you can be productive, you can build."

Mission control: a look at the TTC behind the scenes One control room manages operations of all streetcars and subway trains, affecting thousands of transit riders

RAHUL GUPTA rgupta@insidetoronto.com At the TTC’s Hillcrest campus, a group of transit workers has the not-sosimple task of co-ordinating operation throughout the network. This is the TTC’s Transit Control Unit, staffed 24/7 to monitor the performance of subway trains and streetcars. It’s mission control for transit operations, where vehicle movement is tracked, assistance dispatched and support provided. In short, it’s never boring. "If this was a dull job, we would have attracted a totally different kind of employee, but when they come here and work through a really big delay. it’s organized chaos," said Jim Ross, the TTC’s deputy chief operating officer. "Once you get hooked, you never want to leave. It’s stressful but something different every day." The control centre, whose exact location cannot be disclosed due to security reason, opened in 2004, but has undergone a major transformation since 2012, including installation of floor-to-ceiling video screens detailing every crucial bit of information needed to operate the subway and streetcar networks. One of the newer systems, Supervisory Control and Data Acquisition (SCADA), allows control over everything from powering trains and streetcars to activating heaters for iced-over track switches. A "big board" alongside determines the performance of headways and schedules, which gets com-

Beside SCADA, a bank of screens captures CCTV footage from various platforms where an inordinate amount of emergency alarms are activated. Eglinton Station tops the list currently. Finally, there’s a lightup diagram of the entire subway map, determining where trains are and if they are on schedule. At this time, a couple of hours before the start of rush hour on a weekday afternoon, the numbers look pretty good. Trains adhere to acceptable headways, and there’s only a slight delay on Line 4 Sheppard due to "crew change" issues. The technological improvements represent a
quantum leap from past control centres, when operations still took place on ancient arrays containing countless track switches, some of which had to be jury-rigged in creative ways when they stopped working. In those days it wasn’t rare for a single tower controller - essentially an air traffic controller but for public transit - to operate a single panel. "We were running around like chickens with our heads cut off," said Ross, who worked as a tower controller back in 2003. When trains go out of service, maintenance work is co-ordinated. Approximately 3,400 work orders are put in every week, according to the TTC.
As is increasingly the case with aged and declining TTC infrastructure, repairs often need to be arranged during service, which falls on railcar foremen to confer with crews and remotely offer assistance. When a delay takes place, whether big or small, the foremen act as first line of defence. Just the day before, a rider dropped a pencil on the train which got caught on a door track, preventing it from closing, grinding service to a halt. With assistance from the centre, the train guard was able to locate the pencil and get service moving again. Then there are bigger situations such as station flooding, when all hands
are required on deck. In the case of emergencies, the whole room springs into action. This is made easier as control centre personnel are crosstrained and can jump in at a moment’s notice. This year marks the launch of the long-awaited Automatic Train Control system, which will allow for computer-assisted train operation, although one human operator will remain on board at all times. ATC promises more consistent service. Ross admits he’s not yet certain how it will ultimately affect the control centre’s operations when the first phase launches between Wilson and St. George. ATC will have built-in
redundancies, lessening the need for manual repairs, but might also require more employees at first just to operate the system. This comes at a time when more operations move into the control centre, which is expanding to an additional floor. The plan is to further centralize by co-ordinating bus service along with streetcars and the subway. Once migration is complete in 18 months, Ross promises the benefits will be immediate. "We’re getting more bang for our buck, because once you put people in the same room the synergies start to happen and it’s really more effective," he said.
