is identifying and helping the female victims. "We get missing persons reports at our station every day, and a lot of times those are key leads for us," Gibson said. "We canvass the Kingston Road strip for missing youth and suspicious activity, the presence of young women at these hotels. We speak to management, identify what rooms these girls are occupying or associated to and find out why they’re there." Const. Chris Alexakis, also of 43 Division, noted many victims decline help when they’re identified. "A lot of the girls don’t want to be rescued, so we’ll approach them, we’ll talk to them, and they’ll turn their back on us," he said. "I guess their dependency or their need to be with their pimp, they see it as much more important than being safe. . Unless they’re a child in need of protection, under 16, we can’t do anything. We just have to stand by and watch them walk away. It’s very frustrating." And if a victim is unwilling to cooperate and provide a statement to police, it’s very difficult for charges to be laid. Alexakis said the victims are often assaulted both physically and sexually. "These pimps have their way with them whenever they want however they want," he said. And the parents of the victims are often kept in the dark. "What I tell parents is don’t be afraid to be a little bit snoopy with your kids’ schoolbags, their phone. Be a bit of a detective," Alexakis said. "A lot of parents have no idea this is even happening." simple "like" on a social media site followed by a message asking to meet. That’s how, police say, many pimps make their first contact with their teen victims. "One of the girls told me that she didn’t have a friend in the world," Toronto police Const. Nate Gibson said. "And this guy said he’d be (her) friend, and that’s all it took. That’s how it started." Gibson, of 43 Division, is one of 25 officers running a special project this summer aimed at reducing the increase in human trafficking and juvenile prostitution. The project, code-named Hotel Tango 2, focuses on motels along the Kingston Road strip in Scarborough. Some pimps, Gibson said, have also been seen targeting girls at group homes. The initial contact between girl and pimp, police say, is followed by a grooming stage where a pimp takes his victim on dates. But Gibson stressed these aren’t real dates. "These pimps were strictly meeting these girls to build a bond," he said, adding most victims are "vulnerable girls" who perhaps come from broken homes or have self-esteem issues. After trust is built, the victim is told that she could have sex with other guys and that the profits would be split. "But the profits are never split. These girls find out very quickly that the pimps control everything. They control the girls’ movement, they control the income the girls are making," Gibson said. "They (pimps) never leave their sight, and during these investigations, we often find the pimps are just outside the room or locked away in the bathroom while these johns are coming to meet these girls. It’s a complete control situation, and a lot of them never have an opportunity to leave."

MIKE ADLER madler@insidetoronto.com Plans for an 11-kilometre waterfront trail below the Scarborough Bluffs cleared the Toronto and Region Conservation Authority (TRCA) board Friday, after a Scarborough councillor tried to reshape the $170-million project at the last minute. The Scarborough Waterfront Project has been studied for three years, and the proposal provokes fierce opposition from some local residents who want to save sandy beaches around East Point Park, as well as from members of Greater Toronto’s surfing community. Trying to reach a compromise which would satisfy opponents, Glenn De Baeremaker surprised fellow TRCA board members with a set of amendments, One would have protected 600 metres of sandy beach under Grey Abbey Park by taking the proposed shoreline trail from East Point to Bluffers Park up onto table-

land, and over a new bridge spanning Grey Abbey Ravine. De Baeremaeker also proposed the Authority plan, which is to be mainly paid for by Toronto taxpayers, create at least 400 metres of new sand beaches along the trail, plus a dock and Blue Flag beach below Guild Park. He further proposed spending $500,000 "to create a new underwater shoal" near Bluffers to make up for damage the plan would do to surfing conditions there. But Authority staff said the list of amendments, which De Baeremaeker called "a minor tweak," were contrary to its extensively researched plan. Paul Ainslie, another Scarborough councillor, called it "a poisoned pill," arguing it took years just to get money to perform the study from Toronto City Council. Eventually, the amendments failed, though De Baeremaeker told the board he’d bring them to council,

Our health care system can do better As proud as most Canadians are of their public health-care system many of us realize it could, with some effort, be even better. Alarmingly, a comprehensive new report from south of the border indicates the room for improvement and the need for it to happen are both enormous. After a study of 11 wealthy countries, Canada was awarded the dismal ranking of ninth place by the Commonwealth Fund, an American research foundation. Only France and, perhaps predictably, the United States finished lower than us. And when it came to people’s access to health care, Canada was judged the second worst in the developed world because of its lengthy waits for everything from primary care to emergency treatment, elective surgery and long-term care. Absorb those words: Second worst in the developed world. Maybe we have less to be proud of than our politicians tell us. The Commonwealth Fund report wasn’t dashed off on the back of an envelope after a morning meeting. It is an exhaustive compilation of information that comes from Commonwealth Fund surveys and groups such as the World Health Organization and Organization for Economic Co-operation and Development. The 11 countries were graded according to 72 measurements that were grouped into five categories: care process, access, administrative efficiency, equity and health-care outcomes. When it came to care process and administrative efficiency, Canada finished in sixth place or the middle of the pack. And there is comfort in knowing Canadians receive very good medical care — once they can finally get it. But in the category of health-care outcomes, we were ninth. Canada’s infant-mortality rate was 4.8 deaths for every 1,000 live births, the worst showing next to the U.S. Meanwhile, 16 per cent of Canadian adults reported having two of five common chronic conditions. Once again, only America was ranked lower. This study leaves many tough questions to be answered. One of the hardest is: Why don’t we get a bigger bang for our health-care bucks? While Canada spent the equivalent of 10 per cent of its gross domestic product on health care in 2014, it was dramatically outperformed by Britain, Australia, Norway and New Zealand, which all spent less. These countries were respectively ranked first, second and tied for fourth. How do they do it? For too long, Canadians have been content to favourably compare themselves with the Americans who grapple with an ultraexpensive, but problem-plagued, health-care system. It’s time to look at and learn from other countries such as Britain and Australia. It’s not necessarily how much you spend or how people pay that matters, it’s how you deliver that counts. Canada has a long way to go in what it delivers — a deficiency our federal and provincial leaders must fix.

Cop board stunt may be theatre, but outrage is real Desmond Cole did it again last week. The journalist-turnedactivist stopped the Toronto Police Services Board’s July 27 meeting dead in its tracks. Cole has a history of doing this to the Toronto Police Board, often in the company of other Black Lives Matter activists - on issues ranging from the police practice of carding black youth, to the placement of police officers in schools that also have more racialized student bodies than the average. He and the group stage protests outside, make their voices heard - often loudly in the board meeting - and more than once have caused the board to simply go into recess. This time, the board was ready -

leave, police charged him with trespassing. No question, the charge played into Cole’s very theatrical civil disobedience stunt. But while the stunt was theatrical, the outrage at the heart of it is real. On Dec. 28, 2016, 19-yearold Dafonte Miller was brutally beaten in Whitby, so badly that he is likely to lose an eye. Charged is Michael Theriault, a Toronto Police Service constable who was off-duty, along with his brother Chris. The two are alleged to have followed Miller, who is Black, after they saw him walking down their street in Whitby. The matter only came to the attention of the Special Investigations Unit seven months after the fact.

The Toronto Police Service for reasons that are unclear did not file the report; Miller’s lawyer Julian Falconer did. Why? For the moment, as it’s all before the courts and under investigation by Waterloo Regional Police, we can only guess. The only thing we do know that in an incident that reads like an account of a Jim-Crow-era lynching, a young Black man was badly beaten, and a Toronto Police constable has been charged, and a Black activist got himself charged, talking about it.

Final push to recognize Nanjing Massacre in Ontario MIKE ADLER madler@insidetoronto.com Supporters of a bill to commemorate the Nanjing Massacre every Dec. 13 in Ontario say they’re worried Premier Kathleen Wynne will let the legislation die this fall. If the legislature fails to pass Bill 79, "I think it smacks of racism, or at least discrimination," Dr. Joseph Y.K. Wong said this week. The Japanese Imperial Army committed six weeks of mass murder, rape and destruction after capturing the Chinese city of Nanjing, then called Nanking, in 1937. Inspired by seeing Holocaust survivors speak, Wong founded Toronto Alpha (Association for Learning and Preserving the History of the Second World War in Asia) because few schools in Ontario were teaching children about

wartime atrocities in Asia, he said. Asian lives lost in the war weren’t less valuable than those lost in Europe, Wong suggested. "Every person, every country, every people is capable of making such mistakes," he added. "If we never try to learn, we never will." After ScarboroughAgincourt MPP Soo Wong’s Bill 79, the Nanjing Massacre Commemorative Day Act, passed second reading, Wong met Progressive Conservative Leader Patrick Brown and New Democratic Leader Andrea Horwath, both of whom, he said, promised their caucuses would support the private member’s bill without reservation. But though he’s met Liberal MPPs enthusiastic about Bill 79, Wong said a meeting with Wynne convinced him she’s reluctant

"We don’t see Germans and Jews fighting on the streets of Canada" because of Holocaust education, he argued. Though proclaiming the Dec. 13 commemoration day "could be painful for some people," and he expects Japan’s government to "react angrily," Wong said Toronto Alpha isn’t blaming anything for the Asian atrocities except the "selfish nature" found in all human beings. The bill, backed by more than 100,000 signatures, has a window of two or three months this fall to become law before the Liberal government’s term ends. Toronto author Joy Ko-

gawa, who was interned with her Japanese-Canadian parents during the war, appeared at a July 24 news conference in Scarborough to support the bill, even if that means people in Japan think she’s a traitor. "The facts are the facts, and it is wrong to deny them," said Kogawa, who’s been awarded the Order of Canada and Japan’s Order of the Rising Sun. It’s time for atrocities in Asia to be as well known as those in Europe or Canada, Kogawa said in an interview, adding she’s met many Japanese people who "think the Rape of Nanjing did not happen." A spokesperson for Wynne’s office said the premier and her government "condemn all acts of violence," but Bill 79 is currently before a legislative committee, "and we must allow that process to take place."

Farming family has tilled land for two centuries

Dale Reesor says he’s proud to be part of a family which has grown food in the area for over 200 years and depended on God throughout. "I am grateful for this, and I am thankful that God still provides," Reesor told neighbours and members of the Greater Golden Horseshoe Food and Farming Alliance recently. The group was there to honour him, his wife Lois and their five children as a Canada 150 Farm Family, giving the Reesors a marker to put in their yard facing Steeles Avenue. The family already has something beside the road proving they were there in the Year of Confederation a white oak tree marking the birth of Thomas Reesor, born in 1867 and Dale Reesor’s great-grandfather. Thomas was the first

person born on the property, Lots 1 and 2, Concession 5, Scarborough, which the Crown deeded to the family in 1812. Farming today is more efficient than his greatgrandfather could have dreamed, but requires business acumen and marketing, said Reesor, a sixthgeneration farmer who took over from father George in 1986. Federal and provincial governments expropriated tens of thousands of acres of Markham, Scarborough and Pickering in the 1970s for an airport and city which were never built. Many farmers disappeared rather than lease the land, Reesor said, "but we’re still here." Reesor’s 140-acre home farm was rented to the family through a provincial agency until it was put into Rouge Park and transferred to the Toronto and Region Conservation Authority. The new Rouge National Urban Park includes plenty of farmland, mostly

100 acres of sweet corn, wheat, soy, cattle corn and radishes on the Scarborough property, not far east of the road bearing his family name. He works 900 acres in all. Other farmers still have

land in Scarborough, but Jim Murison, who also lived there, passed away last year, Reesor said. "Since he’s gone, I guess I’m the only one left." Like other farmers near cities, Reesor avoids moving equipment on roads when traffic is heavy. "Rush hour is the worst." Despite the headaches, Reesor’s three oldest children are interested in being a seventh generation on the land, and the family still offers customers food grown in Scarborough. "They really appreciate that. We’re enthusiastic about what we’re doing." Coming from a small town in Virginia, Lois Reesor said she laments to her husband sometimes his farm doesn’t have much privacy. Then again, she said, "I realize the rich history and heritage he has in Canada," and the excellent market the Reesors have at their door. "You have to be tenacious, and he’s been very successful."

The 16th annual Scarborough Ribfest happens this week, promising four days of finger-licking good times. The festival runs from Friday, Aug. 4 to Monday, Aug. 7 at Thomson Memorial Park, 1005 Brimley Rd. JOANNA LAVOIE jlavoie@insidetoronto.com Dozens of tenants of a high-rise apartment in southwest Scarborough have had enough of what they claim are unsafe and substandard living conditions, and a landlord they say isn’t addressing their concerns. On Saturday afternoon, about 60 residents of 30 Denton Ave. took part in a protest which at times was heated. Toronto ACORN, a community action group and tenant advocacy organization for low- and moderate-income families, organized the event. During the protest, tenant Mohammed Rokonuzzaman along with several other volunteers collected signatures for a petition they’re sending to Realstar Management, which took over the building about 18 months ago. Among other things, the letter demands the landlord provide residents with acceptable living conditions and meet with tenants at 30 Denton Ave. to resolve several issues including frequent elevator and water disruptions, lack of security response to frequent car and unit break-ins, threats of eviction, roaches, bed bugs, and other issues. Rokonuzzaman called what’s happening at his apartment "systemic abuse" and believes management knows there are a lot of newcomers who live there and are fearful of speaking out. Istiaqe Mamun, who has lived in the building for two years, said his vehicle was recently rear ended and broken into on the property. Mamun, who pays $75 a month to park in the underground garage, said he told management about the situation but got what he claims was a "rude response" and said he was told there’s nothing they could do. "I feel whenever there are problems they’re not listening. We’re not being heard," said Mamun, who said overall the building lacks proper security.
