A loving dad. That’s how Jennifer Taitt remembers 25-year-old Demal Graham, who was gunned down in broad daylight July 23 on the driveway of a home on Empringham Drive in Malvern as his daughter played nearby. "He was a father that cared. He was a father that was there," said Taitt, adding Graham was a "very quiet" man who "always had a smile, always had some corny joke to tell you." For three years, Graham’s daughter attended 12 Tribes of Empringham, a summer youth program that Taitt founded in 2011, a year after moving to Empringham Drive. "He would bring his daughter to camp, pick her up from camp. She was very close to her father," said Taitt, noting "an hour before he got murdered, they just came back from the movies."

Demal Graham, 25, gunned down 18 hours after double-murder at birthday barbecue l Continued from front

A funeral service for Graham, the city’s 26th murder victim of 2017, was held in Scarborough on Friday. "I remember him as the loving father, a father who loved his daughter," Taitt said in an interview. Police said a man in his mid-20s with some facial hair and a brown complexion was seen speeding away in a four-door light coloured sedan after the shooting. The man was wearing a hooded sweatshirt, police said. A GoFundMe memorial page described Graham as "an active member of the Malvern community who never missed an opportunity to run a joke with a neighbour or help a friend." He believed music was a source of healing and was in the process of developing a "musical afterschool program for youth," the page said. Taitt said that when she moved to Malvern she quickly realized there was a gang problem. "The reason for that program (12 Tribes of Empringham) was to try to teach the youth to stay away from gun violence, to stay away from gangs and stay away from selling guns." Graham’s murder occurred less than 18 hours after Rinaldo Cole, 33, and Dwayne Campbell, 30, were shot dead and a 28year-old woman was shot and wounded at a birthday barbecue in the backyard of a home at 83 Gen-

"We’re not sure what the war is all about, but something’s going on out there why these youths are shooting each other and we need to find out what it is," she said. "We have a serious problem here." MIKE ADLER madler@insidetoronto.com Ron Moeser’s work with Ward 44 residents is hard to match, but Jim Hart, his replacement as local councillor, is trying. Appointed by Toronto councillors from a list of hopefuls in June, Hart, 59, says he loves his new politician’s post but won’t run again in Ward 44, or anywhere, after it ends in December 2018. "This is my attempt to finish Ron’s term, respect his legacy, and leave a job well done in 2019," Hart said last week. Moeser, first elected in 1988, served almost continuously until his death in April. A whole generation in southeast Scarborough scarcely knew another councillor. What impressed Hart most about Moeser were his interactions with residents, especially when the councillor was ill, struggling

with lymphoma during his last year. "It was frankly inspirational," said Hart. "That’s the part of his legacy I intend to do my best to fulfil." Hart, general manager for the city’s parks, recreation and forestry division before his 2014 retirement, lives in the ward and volunteered to help Moeser. Hart walked John Tory through the Toronto Pan AM Sports Centre, watching the mayor chat with children in a gymnasium and again express optimism the Eglinton East light-rail transit line, proposed to run through the University of Toronto Scarborough campus but unfunded, "is going to be here." Moeser wasn’t an aggressive politician. Hart, soft-spoken himself, mostly looked on and listened. Eyes were on Tory, and Hart let the mayor have his moments. Beside the centre’s

He also showed the mayor two stormwater ponds, "hidden gems in our community," but overgrown with phragmites, an invasive plant. Hart wants them cleaned up. He also took Tory to see an oft-congested section of Port Union Road, which will be widened in 2019. Hart supports completion of the proposed Scarborough Waterfront Trail, a project Moeser cited as a reason for running again in 2014. It’s headed to Toronto Council this fall. After 31 years working for the city, Hart said he gets jokingly asked how he feels being "on the other side." He said the city’s political arm and bureaucracy are one, and he’s now on "a different part of the same team."

The city’s missing people need our help There are a lot of missing people in Toronto. We know, because we write up every police report and share online in the hopes word will spread and that person will be found. Our social feeds are sometimes chock full of missing person stories just due to the volume. It’s a service we justify by imagining what loved ones are going through, not knowing if their child, parent, spouse, or friend is safe. We’re an effective channel of communication and we hope getting word out there fast will mean someone somewhere will notice something, send in a tip, or better, report that they’ve been located. In the best-case scenario, we’re having to update the story soon after publishing because the person’s been found. In one recent incident, a husband apparently went out for an extended period of time without his phone and his wife panicked. Those updates are a relief to publish. Better to be safe than sorry. We’d like to thank our online followers for sharing these stories and photos. Mostly, these are published online at Insidetoronto.com and shared on our Facebook and Twitter page. Sharing with your networks helps get the word out quickly, and time is of the essence in getting people located and home safe. Domingos Martins, the 83-year-old with Alzheimer’s, was miraculously found alive last week after being missing for five days. His family made the search very public and made several appeals for help, even offering up a reward. He was eventually located trapped between a fence and a wall, and was taken to hospital in critical condition. We’ve reported several times on the story of a 31-yearold Duane Montaque who lives with autism and regularly goes missing from the home where he lives with his mother in Scarborough. Once, he stowed away on a train to reach Montreal. Earlier this summer, someone found him in Ottawa. As part of our Sunday Reads online series, once a month we also profile a historic missing child case. Though it’s been years - sometimes decades - those families and the police investigating still hold out hope. When you see these stories, have a read, examine the photos, and share with those you know. The police desperately need tips and need to act fast, so your assistance may be what makes that crucial bit of difference.

City finally unseals Toronto apartment towers Toronto’s tower-in-thepark apartments are products of The Boom, the decade bridging the 1960s and 1970s which saw 140,000 units built. Some sprouted in the suburban middle of nowhere - Rexdale, rural North York, East Scarborough, with big surface parking lots and lawns. Built when even nursing home patients were expected to have cars, they sometimes assigned each apartment two spots. The towers were "sealed in a time warp for 50 years," says Greater Toronto Apartment Association president Daryl Chong. No mixed uses were allowed. Tenants were expected to drive everywhere. Towers aged as the city grew around them. There

Journalists must retire ’known to police’ Known to police. Three words I have heard, and read, about people I’ve known, or people from my community who have been victims of violence. A few weeks ago, when tragedy hit Malvern and three homicides occurred over the course of one weekend, the use of the term reached a head. The family of the woman who was shot while celebrating her birthday party released a statement, a few days after the police and media had referred to all three victims - the woman who suffered serious injuries, and the two men who died - as "known to police." "On any reasonable assessment of her life, one cannot make the inference that she lives a criminal lifestyle, yet, recurrent in the media’s rendering of this senseless violence that has caused injury to her is a seeming chorus of ’known to police,’" said the

PRIYA RAMANUJAM Millennial Mind statement. "The Lewis family deplores this loaded and morally presumptive chorus . It does not inform the reader, but instead is a device used to demean, injure and dehumanize the victim." The family is right. For many of the city’s young people - read black and other racialized youth - it takes nothing more than existing to be "known to police." In 2012, I attended the Young People’s Theatre to watch Nomanzland: Known to Police, a true-tolife theatre production

about life as a young person growing up in Toronto’s Jane and Finch neighbourhood. The play fought against the three words. Despite its razor-sharp critique of the loaded and ambiguous term, its use persisted. A few years later, after a young man I knew had been murdered, I left my take on Facebook. Dear fellow journalists, I need to get this off my chest. Someone being ’known to police’ or having a prior charge or a conviction is NEVER reason or justification for that person to lose their life to gun violence or any other type of violence. It may come as a surprise to most, then, that for much of the month of May 1882, Jackson’s story was splashed across headlines both local and national, capturing the attention of the city, the country, and even the likes of then-prime minister John A. Macdonald. Back then, however, the man known today in certain, all-toosmall circles as a hero about whom a play has been written, a Staff/Metroland lane has been named, and a memorial plaque has been dedicated, was referred to in headlines simply as "The Colored Postman." Nine students attending high schools across the city attained grade averages of 99 per cent or above to receive the board’s top scholar designation. Jays Care Foundation, the Toronto Blue Jays charity, pledged $1 million of the estimated $1.5-million cost to build the diamond on July 25, and will fundraise the rest, Crawford added. "There are a lot of people sitting home wondering what they’re going to do," said Orgea Royal, whose son Omari, 23, has autism and is non-verbal. Scarborough has waiting lists for relevant programs with more people on it than the government seems prepared to help, Royal said last week. A woman named Lindy, who has a special-needs child and works with special-needs children in several local Catholic schools, agrees. Parents sometimes ask her: "Where can I take my child?" she said.

People running a small private facility in a Bellamy Road North building think they have an answer if only they could expand. On Thursday, Aug. 17, Sunflower Developmental Services is hosting a special community event from 10 a.m. to 3 p.m. to muster up donations and support. will go into programs. Right now, she added, many Scarborough parents can’t get their children into programs they need because their children aren’t considered "highfunctioning" enough. But Sunflower takes them all, Lewis said, and some wouldn’t have another place to go. Lindy, who didn’t want to give her last name, said her daughter, who is 17, has gone to Sunflower on a "need-to-go basis" this summer, and has learned and gained a lot. "It’s an essential service to me," she added. "If they could expand, it would be such a relief for people." Royal said her son, who has attended programs at Sunflower for three years, does well there. "They go above and beyond providing my son what he needs."

Band leader wins 18th title Scarborough band leader Louis Saldenah has taken the top prize at Toronto’s Caribbean Carnival for the 18th time. Saldenah’s Mas K-Club, assembled in Malvern, put 4,200 masqueraders on the road during Canada’s largest cultural event, the festival’s largest band, and won the category for the biggest bands (minimum 750 participants). Runners up were the Toronto Revellers and Carnival Nationz. "It was a team effort," said Saldenah, who’s been leading the band since 1977. This year, the Peeks Toronto Caribbean Carnival also added a second separate category for small, medium and new bands. Tribal Carnival, part of the festival for 11 years, took first place in this category, with Fantazia Carnival and Sunlime as runnersup. Organizers said a record-breaking crowd joined Saturday’s Grand
