Foundation denies claim of ’a reprisal’ against union MIKE ADLER madler@insidetoronto.com Omeir Syed Ali, 16, looked forward to graduating next spring with friends returning to Scarborough’s Islamic Foundation High School. Now, he says, it’s hard for him to sleep at night, "because I’m freaking out" after the school’s sudden closure two weeks before the start of the school year. Principal Viquar Ahmed told parents in a letter on Aug. 21 the high school was closing "due to low enrolment," and "in the face of some challenging administrative and financial issues that have arisen." United Food and Commercial Workers, Local 175, which successfully organized elementary, middle and high school teachers of the Islamic Foundation School on Nugget Avenue in May, called the announcement "a reprisal" against the union. Some of the 150 displaced high school pupils believe the union’s version of events, protesting the decision Friday across the road from the school and the Islamic Foundation of Toronto mosque. "Thanks for closing down the doors of our future," one girl’s sign said. In a letter this week, IFS managers said their high school suddenly closed "for financial and administrative reasons," and not because IFS is negotiating with a union. They added the Aug. 21 announcement, just two

This wasn’t long before Ramadan, the Islamic month in which the Islamic Foundation of Toronto, where IFS is based, raises most of its funds, parents were told in a letter this week. There were three negotiating sessions with the union, but finances weren’t covered, so the Foundation couldn’t consult with parents about how a contract with teachers would affect school fees, because it didn’t know itself, the letter argued. "Financial sustainability is important for any institution, especially for Islamic institutions because we refrain from borrowing
money impacted by interest," said the letter. "Due to the fast approaching start of the school year, a decision needed to be made quickly." The high school was one of the top performers in the province in provincial EQAO tests, and had boasted a perfect record in getting graduates into university. In an open letter last Wednesday to IFS directors, Yahya Qureshi, principal from 2003 to 2016, said the school could have turned to parents and the community to overcome money problems. "With one bad year of management difficulties, we have slaughtered a highly reputable institution. Muslims in North America looked up to it
and hoped that all Islamic academic schools will perform like it," Qureshi said. "No one else is to gain by its downfall, only we will be the losers." Qureshi was in the crowd during Friday’s demonstration. "I came here for my kids," he said of his former students, many of whom Qureshi thought won’t be able to enroll in public schools near them on such short notice. "When I was there, we always had waiting lists," he added. "The impact of the union had not become obvious yet." The union, which is preparing to bargain with the IFS again on Sept. 8, is trying to "pursue every legal action possible" to reverse the closure. "We believe it was not
based on anything other than their trying to break the union," said Tim Deelstra, a spokesperson for Local 175, which had also recently unionized the Islamic Institute of Toronto Academy on Nielson Road. The union said eight IFS teachers could lose their jobs. One could be Ahmed Goralwalla, though he said he hasn’t gotten a written notice saying so. The drive to unionize "was never about the money" but for getting IFS administration to give the teachers more respect in their workplace, he said. "We weren’t being listened to." Goralwalla said there was no mention during the last school year of financial difficulties. "The talk was about expanding." Other teachers whose
future at IFS high school is in doubt are trying to launch their own Islamic school, called Gibraltor Leadership Academy, which has already met with parents. "Even if I don’t go, I want to support them in any way that I can," said Ali, who’s trying, for now, to enroll at West Hill Collegiate or St. Pope John Paul II Catholic Secondary School. As students try to find a new school, it’s not clear they would come back to IFS now even if that were possible, Ali said. The union’s negotiating committee said it met with management and offered to help save the high school by adjusting class sizes if needed, "but no specific response was forthcoming" other than a promise to present the offer to IFT directors on Wednesday, Aug. 30. IFS managers, who did not grant interviews, also promised an action plan which includes formation of a parents association, information meetings for parents three times a year, and consultations with parents when "major decisions" at the school are made. Invictus Games flag tour to visit ’Heritage Trail’ in Birch Cliff MIKE ADLER madler@insidetoronto.com History fades away, and so does art depicting it when it’s left in the open air. In the 1990s, muralists created a heritage trail along Kingston Road in Scarborough, from Birch Cliff to Highland Creek Village, by painting historical scenes on a dozen exterior walls. More murals have been added, while two of the 12 have been lost. The art was only expected to last 10 years, the length of time building owners agreed to keep them on. But, though worse for wear, the trail remains and its murals have become a familiar sight in their South Scar-
borough neighbourhoods. "They’re quite loved by the community," says Karin Eaton, executive and artistic director of Mural Routes, a nonprofit group which commissioned the trail as its first big project. This summer, thanks to a City of Toronto grant and its own fundraising, Mural Routes has been restoring three damaged pieces on the trail in Birch Cliff and Cliffside. Work on Scarborough Rifle Company by John Hood (painted in 1990) will be finished by September 13, when a flag tour for the Invictus Games will stop beside it at the Royal Canadian Legion Branch 13. The mural outside the legion shows a group of militia marching out against a Fenian raid. Restoration is also underway on H.M. Schooner Onondaga (John Jackson, 1992), which depicts the ship that Upper Canada’s first lieutenant governor

Walls hosting the murals on either side of the Cliffside Pharmacy have needed repair, but damage to the murals is mainly from the sun. Artist Allan Bender of Blinc Studios in Toronto
said paints used in 1992 weren’t as resilient as those he’s applying now, which should give the murals fresh life for at least a decade. Bender, who lives in Oshawa, said many resi-
dents have praised this summer’s work, including "a lot of geezers" who recall when the art was first painted. "There’s a lot of very positive stuff being said," Bender added last week.

Hiking HST for cities a bad idea, but what’s better? Meet Kathleen Wynne, tax fighter. Even the Ontario premier’s staunchest allies will agree that’s not a description that is often applied to Wynne. And yet, you can thank her for saying an abrupt ’no’ to a request from the Association of Municipalities of Ontario (AMO) which would have seen the harmonized sales tax (HST) go up by one per cent in order to fund municipal infrastructure improvements such as roads, sewers and arenas. No doubt this is not what Wynne had in mind when she told municipalities to work together on developing new sources of revenue to make a dent in municipal infrastructure gaps. Increasing the HST from 13 to 14 per cent is not among the options she is prepared to consider. Not with an election around the corner and polls showing the Liberals are inching back into contention with the Progressive Conservatives. A bad idea motivated by good reasons is still a bad idea. Increasing the HST is not something any of the major political parties are willing to consider. Especially not the Liberals who have been criticized for previous tax increases, and especially not with a hotly contested provincial election just around the corner. But here’s the thing: While this idea was doomed from the start, the problem it was intended to address is all too real and getting more serious. Municipal officials have been warning for years that towns and cities cannot afford the growing cost of infrastructure maintenance and development. With increasing concern about liability, insurance costs are becoming prohibitive, leading to public facilities in some communities being shuttered. Roads, sewers and bridges across the province are in need of serious upgrades and repairs. This hits smaller communities with small tax bases hard, and only adds to the larger, better-documented burden placed on cities like Toronto. In most communities, the gap between need and available investment is growing incrementally every year. Provincially, it’s pegged at $4.9 billion. How will municipalities keep up? They don’t have the myriad of revenue options the province has. But for most municipalities, the options are few: increasing user fees, reduce services or increase property taxes. None of those is a sustainable strategy. They leave property taxpayers not only in Toronto but across the province with an untenable burden. There is no question. Municipalities need more options. Where are the solutions that are palatable to all involved?

Mayor Tory’s combative approach pays off Mayor John Tory is going to have to find something to do with his hands now that he’s not spending his days raising the middle fingers of each in the direction of Queen’s Park. He had been spending an awful lot of 2017 doing that - really, from the point that Ontario Premier Kathleen Wynne told Toronto that a plan to toll the Don Valley Parkway and Gardiner Expressway was a nogo. Tory had spent considerable political capital on that plan, taking a very calculated political risk advocating a revenue hike that relied at least a winking assurance of support from Queen’s Park. Wynne, having calculated her own party’s risk in alienating 905 voters who

ronto members of provincial parliament, telling them exactly how many units of Toronto Community Housing stock would be closed down in their ridings if the province didn’t pay for the costs of repair. Tory met with Progressive Conservative leader Patrick Brown and New Democratic Party leader Andrea Horwath, and pushed each of them to offer their own parties’ commitments to fund housing and public transit adequately. He did everything he could to make these things election issues in 2018, when Wynne and the Liberals will have to make an energetic play for re-election. It’s a strategy that seems to have paid off.
Last week, Housing Minister Peter Milczyn joined Tory on the roof of a downtown co-op to announce that, on matters of housing at least, the provincial government will be coming through with considerable cash and maybe more: $300 million in new funding over five years to pay for certain repairs on TCHC properties. This won’t close the books on TCHC housing repairs - the backlog totals more than $700 million. But it is a good start. It is, from Tory’s point of view, very good news. Hands down. Rouge Valley confirmed source of Lyme disease MIKE ADLER madler@insidetoronto.com Eight people from Toronto likely contracted Lyme disease this year because they visited the Rouge Valley, the city’s health department says. Toronto Public Health last week confirmed 24 city residents acquired the disease in 2017, with 16 of those bitten by ticks carrying the virus outside Greater Toronto. The Rouge River Valley in Scarborough is the only place in Toronto where blacklegged ticks are considered to be both established and transmitting bacteria causing the disease, Dr. Christine Navarro, associate medical officer of health, confirmed last week. Anyone visiting the valley or doing yard work near bushy or wooded areas around it should check for ticks and take other pre-

In 2016, only one of the Toronto residents contracting Lyme disease was believed to have gotten it from a tick in the Rouge; the rest were bitten in the U.S. or Eastern Ontario, where the disease is established, Navarro said. The increase in local cases prompted a warning last Friday from TPH,
which continues to check for infected ticks in other wooded or bushy areas where blacklegged ticks have been found. This includes Scarborough’s Morningside Park, a branch of Highland Creek east of the park where two infected ticks were found, Algonquin Island, Etobicoke’s Rowntree Mills and Scarborough’s Cedar Ridge.

Urban agriculture a growing trend in Toronto JUSTIN SKINNER jskinner@insidetoronto.com From boosting food security to helping the environment, building community and adding green space in cities, urban agriculture provides plenty of benefits. The trend is growing in Toronto, and while there are still obstacles, such as finding space and securing the right to use it, more and more urban gardens are bringing green, and greens, to Toronto. The city boasts 12 outdoor allotment gardens and one indoor garden where residents can rent plots, and a growing number of organizations across the city give residents a chance to get their hands dirty, learn the basics of planting and bring some fresh food home. "In cities, green space is at a premium, especially publicly accessible green space," said Rhonda TeitelPayne of Toronto Urban Growers. "In the downtown core in particular, there’s a lot of built environment and not a lot of green space, but in some ways the space that’s there is more accessible than the space that’s available in the suburbs." Teitel-Payne noted that urban agriculture is cropping up in a variety of ways, from public gardens in parks to private gardens, backyard and rooftop spaces, to aquaponics. Still, when looking to start up a community garden, she noted organizers often wind up fighting an uphill battle. "There are issues getting permission to install a project, issues with zoning, and some (property) owners are a little skeptical - they want to see the impact urban gardens will have," she said.

"Some property owners think community gardens will be ugly, messy or cause problems on the property." The City can also put up roadblocks, with an application process in place for those who wish to start up a community garden in parks or on other city-owned property. Garth Armour, manager of horticulture at the City of Toronto, noted the process is not onerous, but said a number of factors must be taken into account before approval is granted. "First, we ask for a lead (organizer) and a second lead so we have two people organizing the group, and a
list of who the garden members will be," he said. "Then we look at the financial requirements and resources and we have to take into account that park land is in great demand in a city the size of Toronto." Because park land is so scarce in many parts of the city, it can be difficult to find a site that does not have other uses, for instance as a popular picnic or recreational space, and that there is adequate parking and water access. Other considerations such as what will be grown there and maintenance of the space are also key. "We want to make sure
the garden’s in a position to succeed," Armour said. Toronto Urban Growers is currently working to secure space for large-scale public gardens in hydro corridors in Malvern and Flemingdon, a process they have been working toward for four years. "The waiting list for community gardens can be really long so we’re always looking for more space," she said. "What we need are more community gardens where people can see the
benefits and the success stories." She added that the gardens do more than provide green space and provide healthy food options in a city where many families find their food budgets stretched. "The opportunities for people to learn from each other and share stories are phenomenal," she said. "It’s really fun to see people from so many different countries growing similar things that they use in different ways." Darcy Higgins of food security-based social venture Building Roots concurred, noting that at the group’s Edible Allan Gardens site downtown, a dozen community partners come together to grow, learn and share. "It’s an opportunity for people to eat what they’re growing and try really delicious food right out of the garden, and it’s an opportunity for youth to learn how to grow food," he said. "Some of the people who use the space are experienced gardeners who don’t have space downtown and some have never grown in their lives." Most importantly, however, it’s a way to bring people together. Higgins said meeting outdoors over food brings people from different age, cultural and socioeconomic demographics together over a shared love of food. The upcoming Urban Ag Day Toronto with an event at Scadding Court Community Centre from 11 a.m. to 3 p.m. on Friday, Sept. 15 will showcase some of the city’s urban agriculture assets and provide people with a chance to get involved in urban growing. The Bangladesh Street Festival, or Pathomela, takes over a plaza parking lot at Birchmount and Danforth roads on Monday, Sept. 4. From 4 to 11 p.m., it will present live music, dancing, a fashion show, art competitions and traditional foods as thousands of Greater Toronto’s Bangladeshis celebrate their culture. But the larger goal of the festival, back for a third year, is to get the Bangladeshi community together for what could become the next Taste of Manila or Tamil Fest, said cultural co-ordinator Kohinoor Tanbir. "There’s a big community here," capable of staging festivals on a street as others in Toronto do, Tanbir said.
Booths at the free event, in a part of Scarborough where many Bangladeshis live or work, will collect donations for The Hospital for Sick Children, and for flood victims in Bangladesh, currently facing some of its worst flooding ever. Featuring entertainers from that South Asian nation, as well as from others, the festival is also a good opportunity for young Bangladeshi-Canadians to witness their culture, said Tanbir. Another event, a public concert for Bangladesh flood victims, will be held Sunday, Sept. 10 from 5 to 10 p.m. at the Grand Palace Convention Centre on Birchmount, and hosted by the Hope Bangladesh Foundation.
POLICE BEAT: TTC driver assaulted A TTC driver was treated for minor yet "disturbing" - injuries after getting into a physical altercation with a rider in Scarborough on the weekend. Toronto police Const. David Hopkinson said officers responded to the scene of the fight, which spilled out from the bus and onto the street, on Sunday, Aug. 27 at 11:45 a.m. "It began on board a TTC bus in the eastbound lanes of Steeles Avenue (near Markham Road). The operator and the patron were physically fighting and the fight had gotten out on the road," he said. When police arrived on the scene, they were able to bring him into custody. "The TTC operator was treated for minor, but disturbing, injuries - bite marks and scratches about his body," Hopkinson said, adding that his attacker was believed to be intoxicated. PEDESTRIANS KILLED A woman is dead after being struck by a vehicle at Steeles Avenue and Markham Road Sunday, Aug. 27. Toronto police spokesperson Const. Jenifferjit Sidhu said the pedestrian was taken to a trauma centre after the 8:55 p.m. collision and was later pronounced dead. Last Thursday night, a man was struck by a northbound Honda car while walking on Victoria Park Avenue near Clintwood Gate, north of Lawrence Avenue. The man was pronounced dead on scene.
BUSINESSES TARGETED Toronto police have issued a safety alert to inform the public of a recent spike in overnight commercial break-and-enters within the boundaries of 42 Division in Scarborough. In a weekend news release, police reported there were more than 30 commercial break-ins in the area between Aug. 10 to 25. "In the vast majority of these commercial entries, a man has smashed the front glass door and targeted the cash drawers and cash registers," the release read. "In many of these occurrences, he has also cut wires for the audible alarm system." Police allege the same man is responsible for a majority of the entries, which occurred between midnight and 4 a.m., with the man entering and exiting within minutes. Several entries have occurred at neighbouring businesses in the same commercial plazas on the same nights. The suspect is described as black and 20-to-30 years old, wearing a hooded sweatshirt and back packs.

TEENS STABBED A 17-year-old boy is recovering after being stabbed in the abdomen in Scarborough Sunday night. Toronto police spokesperson Const. Jenifferjit Sidhu said the victim was attending a street festival when he got into a dispute with another male on Markham Road near Turbina Avenue, one block north of McNicoll Avenue, at 8:33 p.m. The teen was punched and then realized he had actually been stabbed, Sidhu said. The victim suffered stab wounds to the lower abdomen and was taken to hospital
in non-life-threatening condition. Police are also investigating after a teenage boy was stabbed in the torso in Scarborough’s Bendale neighbourhood last Thursday. Police said the teen, bleeding from the torso, walked into a doctor’s office at Midland and Lawrence avenues and advised that he had been stabbed. Police and paramedics were called to the scene just after noon. The victim was taken to a local hospital in non-lifethreatening condition.

Notice of Completion Transit Project Assessment Process Scarborough Subway Extension – Environmental Project Report The Project The City of Toronto, together with the Toronto Transit Commission (TTC) have completed an Environmental Project Report (EPR) for the planned extension of the Bloor-Danforth Subway (Line 2), express from Kennedy Station to Scarborough Centre. The proposed Scarborough Subway Extension will replace the existing Scarborough Rapid Transit (Line 3), and is an important component of the Scarborough Transit Network Plan. The proposed station will be located on the west side of McCowan Road, between Triton Road and Progress Avenue, beneath a future extension of Borough Drive. The Project will include a bus terminal for local and regional routes serving the Centre.

Scarborough writer finalist for award Catherine Hernandez’s first novel, Scarborough, is also the only novel among finalists for this year’s Toronto Book Awards. Scarborough, A Novel, centres on children and parents among the area’s lower-income families. Hernandez, artistic director of Sulong Theatre Company, grew up in Scarborough and ran a home daycare there. She’s one of five authors up for the city’s literary award. Pathfinder hospital program expands Some people need extra help getting around Scarborough’s three hospital campuses, and now they’ve got it. The Scarborough and Rouge Hospital formed last year from the Centenary, Birchmount and General. This summer, a volunteer program called Pathfinder - which existed only at Centenary - was tried at the other two sites. It was so successful, the hospital says, it’s going to be permanent and yearround at all three. Pathfinders, many of them high school students, stand at main entrances to greet people coming in. They’ll direct or escort you to a hospital clinic or department. They can help you find your way out again. "Help from the pathfinders takes the stress off many patients, families and visitors - and it is a delight to see how excited our

On July 13, 2017 Brock Doors & Windows presented a cheque for $25,000 to the winners of their annual home makeover contest: Dawna and Gary Malmquist of Georgetown, ON. Of thousands of entries, No. 178 was drawn through a random number generator. After speaking with the couple, Kevin Howatt of Brock Doors and Windows learned that the Malmquists are previous customers of the company, having turned to Brock for their previous home renovations. Dawna explained that during their first
project she noticed an envelope of money on the floor that must have belonged to the Brock sales representative. She called to return it immediately. Now, three years later, karma returned the favour to this honest, deserving duo. Brock Doors & Windows holds the draw annually and the Malmquists are the third couple to take home the prize.
