Invictus Games Flag Tour visits Legion MIKE ADLER madler@insidetoronto.com There’s no official word yet on why the Invictus Games National Flag Tour made its only scheduled stop in Toronto at Royal Canadian Legion Branch 13 on Kingston Road. But, member Bob Murdoch says it must be due to the branch’s successful fundraising, which got psychiatric service dogs for two Canadian veterans with post-traumatic stress injury or post-traumatic stress disorder (PTSD). "There’s a lot of veterans who can’t leave their room," Murdoch said on Friday, as the international games founded by Prince Harry of Wales were nearly underway in the city.
"We want to give them as much help as we can." Having the flag - which also made an unscheduled visit to Scarborough’s Variety Village - at Branch 13 in Birch Cliff on Tuesday, Sept. 19 was a "tremendous honour," Murdoch said. People at the branch were inspired by a television documentary on service dogs helping veterans with PTSD. The dogs were assigned to a sailor and a combat engineer. One lives in Winnipeg, the other in Ottawa, and both are doing better with their new companions, Murdoch said. The flag visit came with no street run-up or slick presentation, he added. "I think that’s what made it so genuine."

Shane Clifford called the developer’s actions "cruel" and "inhuman" and said his father suffered a "mental breakdown." Though he lives in Chatham, Shane wants his father’s business - supported for 25 years by film companies and regular browsers - to be around for his children. "For me, I think it’s the biggest struggle I’ll ever have to go through," he said in an interview on Friday. "We believe things happening to us are unlawful." David Wills, speaking for Core, said tenants got notice six months earlier they would be out by July 17. The builder later agreed to let Clifford stay until Aug. 17, and to pay
his moving costs. Core maintains the Cliffords agreed on Aug. 1 to leave by Sept. 3. But Roy Clifford in an interview with Metroland Media Toronto on Sept. 26 said he was in hospital at the time, and while he signed the document, he wasn’t in a fit state of mind. Core later gave Clifford more time, but his shop was needed for the presentation centre, so on Sept 10, Core "secured" it and changed locks. Core will pack his belongings for free and move them to secure storage, Wills said. "We don’t really know what else we can do." Wills said the company didn’t want to let Clifford in to remove the cat, for fear he would try to remain. Late on Sept. 21,

get back into the building with a court order, said Shane Clifford, who maintained his father had been packing his stock carefully into trailers behind the store. Since the locks changed, people working
for the builder emptied the main floor, he said. "Right now, we feel all we have is community support." Scarborough Southwest Coun. Gary Crawford called the situation "very unfortunate and sad." His office - which devot-
ed "dozens, if not hundreds of hours to helping Roy out" - was under the impression the developer and the family were co-operating, the councillor said. Wimpy’s, a diner on the corner of Manderley, can stay for several more months, as the space isn’t needed for the sales centre. Other stores displaced by the development (1480 to 1496 Kingston) are vacant already. Abdul Malik, owner of Mayfair Custom Upholstery, said the builder let him keep his store open until Sept. 30, and to use the basement until Oct. 18. Malik is hoping to reopen his business on Betrand Avenue. "After 40 years in one location, it would be difficult for anyone to move," he said.

MIKE ADLER madler@insidetoronto.com The Asia-Pacific Peace Museum planned for Scarborough’s Wexford area is about more than facing the facts of what happened during the Second World War, supporters say. It can help former enemies reconcile, and save us "from the warmongers of today," Japanese-Canadian author Joy Kagawa says. The Order of Canada winner lent her support to ALPHA, the Association for Learning and Preserving the History of the Second World War in Asia, as it announced a $5-million museum and $3million endowment Monday. Housed on a narrow lot between a plaza and an apartment building on Lawrence Avenue, the museum will present the story of the war in Asia, from its causes to the atomic blasts of 1945. Breaking ground as early as next spring, it will contain a research hub, space for memorials, and be a learning
experience for everyone, not just Asian Canadians, Dr. Joseph Yu-Kai Wong, ALPHA’s founder, said at a news conference in University of Toronto’s Regis College. The museum would contain exhibits on JapaneseCanadian internees, as well as of the Nanjing Massacre, Japan’s use of "comfort women" and slave labour, and other events from a theatre of the war where 23 million people lost their lives. "People continue to deny history," Wong said, but ALPHA will also be helping people understand how to keep such things from occurring again. Kagawa said this can only happen by facing "unvarnished truth" and abandoning belief in a "planet of ’us’ and ’them.’" What the world needs instead, she said, is "its enemies falling in love with each other." Wong, who is also the founder of the Greater Toronto’s Yee Hong Centres for

Province should heed Justice Tulloch Ontario’s police watchdog needs more teeth. The Special Investigations Unit is a civilian agency that was established to maintain public confidence in Ontario’s police forces by providing independent investigations into serious injury, death or sexual assault allegation involving police. The unit is intended to provide transparency and accountability. Yet both seem to be lacking, raising questions about the efficacy of the provincial oversight unit. The onus is on individual police forces to notify the unit if there is a serious injury, death or sexual assault allegation. The SIU cannot invoke their mandate until they are contacted by police. It’s a system built on selfreporting. Self-reporting is only effective if there are incentives to co-operate. Currently, if police don’t call in the unit, there are no real consequences. That concern was brought to the fore when neither Durham nor Toronto called SIU after an alleged assault by an off-duty Toronto officer in Durham. It was only months later SIU was notified by the complainant’s lawyer. There can be no accountability if there is no reporting, and there is arguably insufficient motivation to report if there are no real penalties. The SIU becomes little more than a toothless watchdog if it cannot invoke its mandate. Meanwhile, when the unit is called in, the public is only made aware of about a quarter of the investigations. The SIU isn’t required to report to the public and only does so as a matter of policy, citing lack of resources for its dearth of public notifications. It’s difficult to claim transparency and build trust and confidence in policing if information is being withheld, regardless of the rationale. Justice needs to be seen to be done, and police forces must be held publicly accountable if there is to be any faith in the system. To do otherwise is to nullify the express purpose of the provincial unit and sow the seeds of doubt and suspicion. These problems, and many more, are addressed in Justice Michael Tulloch’s review of the SIU. His report includes 129 recommendations to improve police oversight in Ontario. This includes a recommendation the law require the unit to report to the public on every investigation and more precise requirements regarding notifying SIU. Former SIU director Ian Scott says if Tulloch’s recommendations are implemented it would make the Ontario unit the most transparent and accountable in the world. That’s a goal worth striving to achieve. With the recommendations already on the table, we just need the political will to make our system truly accountable, transparent and independent.

Garbage collection schedule a safety concern I am writing to you because I have a concern with the Mississauga garbage truck pickup schedule and school zones. I am a high school student in the Lorne Park area and have noticed that the garbage truck pick-up schedule (Mondays) is at around the same time as the little kids are walking to public school. I leave for school at 8:10 a.m. and on the way to school, I have to pass two public schools. There are always garbage trucks close by the schools, causing congestion for parents dropping off, and for kids walking. The truck is stopping every few feet (of course) and the cars are forced to go

I am writing to you in hopes that you will publish my letter and bring this concern to the public’s attention as well as to the city, as my attempts have failed. Putting the blame where it belongs I read with interest John Stewart’s article in the Mississauga News about the city’s proposalsfor the flood-prone homes along Cooksville Creek. I have previously read a report about the flooding in 2003 and 2013 that stated that the flooding was caused by the intense concrete development at City Centre and Square One which used to be farmland when these affected houses were built and approved by Peel Region or Toronto. Perhaps no previous government during the pe-
riod of the housing development along Cooksville Creek is to blame. Perhaps the blame should be placed on Mississauga planning and government during the development of Square One and City Centre. If this is true, then the city should be prepared to pay homeowners an amount well in excess of market value and accept the responsibility of the city’s planning mistakes. As one who remembers Hurricane Hazel as it ravaged our East York neighbourhood and the Don Valley, I am curious if anyone knows whether there was any flooding on the supposed flood plain along Cooksville Creek at that time during Hurricane Hazel. Metroland Reports: SIU
Tulloch review would make SIU ’most transparent, accountable’ in the world Metroland asks three former SIU directors to pick and choose the Tulloch recommendations they would most like to see the Ontario Attorney General implement in new legislation due out this fall JEREMY GRIMALDI jgrimaldi@yrmg.com What is the biggest issue with the current Special Investigation Unit model? Is it that cases are taking almost five times as long as they did in 2011? That a Mississauga woman accidentally shot in the back by police while in her home still can’t find out who shot her? That the public is regularly being kept in the dark about SIU investigations? Or that police forces regularly don’t follow rules or don’t report incidents, without punishment including the recent case of a teenager who was beaten up by an off-duty cop and his brother? What is the biggest issue with the current Special Investigation Unit model? Despite the ongoing debate, one thing most can agree on is that the current system is broken and in need of reform. What form that will take is up to Ontario’s Attorney General, who has given little indication so far on which portions of Ontario Court of Appeal Judge Michael Tulloch’s review of the SIU - the provincial police watchdog that investigates when police kill someone, cause injury or are accused of sexual assault - should be instituted. What we do know is the latest public comment has indicated the recommendations are under ’active consideration’ and new legislation involving portions of the report will be ready in the fall. Metroland has interviewed three former SIU directors to find out what they believe are the most pressing issues facing the maligned body.

He said change has already occurred in the face of Tulloch’s review, citing the Durham police chief’s most recent statement indicating the force will advise the SIU of incidents regardless from which force the officers derive something for which his police force was heavily criticized for failing to do in the case of then 19year-old Defonte Miller’s alleged assault at the hands of an off-duty Toronto police officer. "To me this is a sign that change is imminent and it’s al-

ready started," said Marin. "(When you finally) see consequences (for failure to act) you will see a sea change in behaviour." Ian Scott, the director from 2008 to 2013, said one of his top priorities involves a clear and concise definition of serious injury legislated in Ontario to avoid confusion. "I remember arguing with police about that, they all have different ideas about what serious injury is," he said, explaining these differences often result in incidents going unreported, because they don’t necessarily fit with individual police force’s interpretations. He added that Tulloch’s suggestions that SIU investigators add allegations of corruption, fraud and perjury to their remit is one of the most powerful points in the document. Peter Tinsley served as direc-
tor between 1999 and 2002, during a time of great transition following the Adams review of 1998 conducted by former Justice George Adams. Tinsley said independence for the unit should be considered paramount. Legislating a requirement for an annual report to be tabled, which until this past June had not been published in the previous two years, would go a long way in terms of forging the unit’s autonomy. "It’s a hallmark of the independence of the unit," he said. "The director is not an officer of the legislature, but it provides a mechanism for accountability and transparency directly sourced from the unit to the legislature and community." He agreed with Marin that punishment for police forces that don’t co-operate has long been a point of concern, adding that another body should be the ones to
dole out sanctions. "It should be administered by a third party," Tinsley said. None of the three men took issue with some of the SIU’s most hotly debated issues in the media, including the hiring of former police officers as investigators and the naming of subject officers who are never identified by name prior to charges being laid. As long as there is a mix of civilians and former police investigators, any allegations of prejudice can be dealt with by the agency when they come up, said Tinsley. Scott agreed, saying despite claims about the potential for bias, those with experience in criminal investigations are vital. "If charges are laid, (those charges) can go to trial, you need investigators that can withstand the criminal trial process," he said, explaining few can handle the pressure better than former police. As for the question of whether officers should be identified prior to charges being laid, Marin questioned the motivation behind these requests, as long as reports give appropriate "circumstances, findings and details." "What’s in a name," he questioned. "People want to picket outside officer’s homes? It’s not a deal breaker." Although still a mystery what will come out of the Tulloch review, one thing is for sure in Scott’s mind. "If these recommendations are implemented (in their entirety)," he said. "Ontario will have the most independent, transparent and accountable oversight agency not only in Canada, but (likely) all jurisdictions in the world."

’Super team’ competes at Brave T.O. Brave T.O., an obstacle race letting participants test skills against Toronto’s first responders, is returning to Scarborough with a new "super team" of supporters. A group of "Chinese Community Stars" chosen for their charity work is expected to bring large numbers of people out to try the five-kilometre course in Morningside Park Saturday, Sept. 30, starting at 10 a.m. Inspired by training methods of police officers, firefighters, and paramedics, Brave T.O. (www.brave.to) "raises awareness of the tough job our first responders face every day," ScarboroughRouge River Councillor Chin Lee said at a press conference Friday. A year-long delay in opening a completed outdoor ice rink at McCowan District Park is a "huge" disappointment, but not the City of Toronto’s fault, Scarborough Southwest Coun. Gary Crawford said. The rink and a leisure skating trail were scheduled to open in late January 2017, but on the city’s website, the Parks, Forestry and Recreation Department announced a serious flaw in the project.
"The refrigeration piping for the new rink and skating trail at McCowan Park has failed, causing damage to the concrete surface and affecting our ability to operate the facility this upcoming season," the notice says, adding, however, the problem is fixed and "a full reconstruction of the concrete pad will be required." The former City of Scarborough decided decades ago to cover its outdoor rinks, apart from the ice at
Albert Campbell Square, so the rink at McCowan Park, south of Eglinton Avenue, was welcomed by residents. Crawford said this setback was "totally out of the control of the city," but said he could not give details "because of the potential for legal action." He added the city is committed to placing a temporary, artificial ice surface at the park this winter and he hopes the rink can open at the end of 2018.

It was "so definitely different" from Michelle Borg’s regular days at the office. Borg, an operations coordinator for Benefit Cosmetics in Yorkville, had never been at a Habitat for Humanity building site before. Yet here she was in Malvern on Sept. 20, nailing boards, putting together bay windows and, together with nine other women, lifting part of a townhouse frame into place. "The energy is amazing," said Borg at 140 Pinery Tr., where 700 women were expected to volunteer over eight non-consecutive days for Habitat for Humanity Greater Toronto Area’s Women Build. With 50 stacked townhouse units to be finished by 2019, the project near Nielson Road is the largest
by Habitat so far in Ontario. Most of the Women Build volunteers aren’t in construction, many hadn’t been on a building site, and some hadn’t swung a hammer or used a power tool. But they were having fun, helping to put working low-income families which wouldn’t qualify for a bank mortgage into homes, Habitat GTA CEO Ene Underwood said. Families that qualify contribute 500 hours of work, "sweat equity," themselves, she said. Farrah Laddak, a national account manager with Benefit, originally from Scarborough, was back for a second year of Women Build. "It’s nice to be giving back to the community I grew up in," she said. Jumpstart expands its reach Canadian Tire’s Jumpstart program focused on giving kids whose families couldn’t afford team sports a chance to play. Now, the national retailer’s charity is expanding its goals to remove barriers keeping children with disabilities out of sports. Jumpstart’s "Play Finds a Way" Movement will use $50 million over five years to build accessible playgrounds, and to retrofit community centres, arenas and parks to help all children participate, Canadian Tire pledged during a starstudded announcement in Scarborough this month. "Jumpstart’s expanded mandate will get Canada even closer to making all the places we play accessible for people with disabilities," Man-in-Motion Rick Hansen said at the Toronto Pan Am Centre. Pub celebrates 150 years Scarborough’s Jeremiah Annis House a.k.a. the Olde Stone Cottage Pub - is set to mark its 150th anniversary this week with a birthday celebration. First built in 1867 as home to Scarborough Coun. Jeremiah Annis and his family, Annis House’s exterior stonework and Gothic centre gable are just a few of the features that secured its designation as a heritage property by Scarborough city council on Aug. 21, 1978. Although the interior of the house has been gutted renovated in the years since the Annis family lived there, the building’s exterior has retained much of its 19th-century charm - from its Upper Canadian vernacular architecture and careful-
