Shining the spotlight on moths at Rouge Valley Conservation centre hosts event to help people learn more about diversity of the species, ecological role The Rouge Valley Conservation Centre is shinning the spotlight on moths this Saturday evening. While the more colourful butterflies seem to get all the attention, moths are usually much more abundant in an area â&#x20AC;&#x201C; they just wait until dark to come out so they often go unnoticed. However, moths do have an important ecological role to play in the environment. Moths provide a critical food source to the declining bat populations and caterpillars feed

both adult and juvenile songbirds. Moths also serve as an important indicator of forest ecosystem health, as well as atmospheric and air quality conditions. Moths also serve as important pollinators to forest and meadow ecosystems, and fruit and vegetables plants as well, although those responsibilities are usually only associated with bees. In recent years, flying insect populations are thought to have been in decline (including moths) causing

a cascading effect that has caused declines in the population of aerial insectivore birds such as nighthawks and swifts, landing many on the endangered species list. People have the chance to learn more about moth diversity in the Rouge Valley and to see nature in a different light Aug. 18. As space is limited, those interested are asked to RSVP by emailing their contact information and the number of people in their party to events@ rvcc.ca

The event starts at 9 p.m. at the Rouge Valley Conservation Centre, 1749 Meadowvale Rd. People are reminded to dress for the weather and bring a travel mug for tea and coffee, which will be provided. The event is free, but there is a suggested donation of $2 per person to cover costs. There will be a short presentation and then staff will demonstrate how to catch and identify moths. Except for the presentation, all other activities will take place outside.

Our police budget must be discussed in communities

ike a broken record, the loop that is the Toronto Police Service budget is coming around again. Wednesday’s police board meeting has raised the budget spectre once again. Reaction – on both sides – sounds very much like it did last year. The debate between city hall and the police service around how much money it takes to protect the City of Toronto comes up every year. This time, Police Chief Bill Blair has warned there could be layoffs; and the city’s budget chief, Councillor Mike Del Grande, is musing about an indeour view pendent study justifying the about-5,600 officers currently Give residents employed. Wrangling between politia say on where cians and police does nothing to solve the issues faced by dollars are spent communities affected by violence, gangs, guns and drugs. All it does, if anything at all, is create Band-Aid solutions without speaking with those most affected by the problems. Given the spate of gun violence in Toronto recently, we suggest police budgets should not be discussed solely by politicians and police. The conversation must be in the community first. Councillors should seek to engage directly with their constituents on this issue specifically. Only that way will a truer picture emerge of the local impact of the resources currently being applied. Those conversations will generate a pathway for future resource application. The Danzig Street shooting has spurred politicians to hold community forums and town halls. Leaders in the Scarborough community shaken by the violence have also taken up the mantle as well. But the reality is these forums, although very beneficial, go nowhere without continued and consistent interaction between the community and the police. In a perfect world, money would be no object. With civic budget restraint already reflected in communities across the city, how the money spent on the police budget should be scrutinized – just like any other department’s. Frank discussions are needed. The result may be that we find out certain areas of the city may need less of a police presence than others. The result may be that officers need to be re-deployed to other neighbourhoods. Perhaps more initiatives are needed – like the school resource officer program where the community gets to the know police officers. Regardless, police interaction with the community should be more direct and compassionate – and efficient. To the editor: Everybody talks about gridlock, but those in charge are obviously not interested in the extra work it may need. Years ago I contacted my councillor about synchronizing traffic lights on major routes in the GTA. He referred the matter to one of the fellows in charge for our district. That’s where it died. Considering the City of Hamilton introduced this system many years ago, why are our people ignoring the possibility of moving traffic just a little faster? In Hamilton it is possible to drive from one end of the city to the other without ever having to stop at a traffic light, while driving at the proper speed limit. Just consider the amount of pollution we can avoid by not forcing all vehicles to a continuous stop and go. How much pollution does a single truck emit in this system? And how much less expensive is this suggestion, compared to building subways? There is no guarantee drivers will switch to subways and the big trucks will still have to deliver their loads. The word “synchronizing” has recently appeared when we talk about gridlock, but has the possibility actually been discussed seriously? Please lend your support to this idea whose time came long ago. Let’s get the people in charge of traffic lights moving by putting pressure on them. If Hamilton can do it, so can Toronto. And if it requires more one-way streets, so be it. An additional benefit will be to discourage speeders and save gasoline. Or is big gas actually supporting a system that increases their sales? Herb Kucera

Big changes coming to healthcare in Scarborough MIKE ADLER madler@insidetoronto.com Big changes are coming to health care in Scarborough and the CEOs of both local hospitals say residents should prepare themselves. For exactly what, they can’t yet say. But Rik Ganderton of Rouge Valley Health System and Dr. John Wright of The Scarborough Hospital are making a point of warning that soon, because Ontario has chosen a different way to fund hospitals, people will no longer go to the closest hospital to get every sort of care. In a June blog posting, Ganderton said the next three years, as the formula is phased in, will see the biggest shift in care delivery since Medicare was introduced to the province in the 1960s. “It may not be a huge upheaval. On the other hand, it could be quite significant,” he said in an interview last month. “The scale of the change is yet unclear because we’ve never done this before.” When Ontario’s Liberal government announced its Health Care Action Plan in January, it said the province had invested 61 per cent more in health care since 2003, but

added if quality of care is to improve, “we will have to shift spending within health care to get better value for our health dollars.” A stricken economy, the need to manage chronic disease and an aging population are all ramping up pressure to change the system, said Debbie Hammond, CEO of the Central East Local Health Integration Network, which funds healthcare providers in Scarborough, Durham, Northumberland and the Kawarthas. “We are going to have to take money out of the hospitals. It’s not a small amount. We’re talking about millions,” Hammond said. Wright said he sees a “huge transformation” coming as budgets for hospitals, funded independently until now, is shifted to mainly “patient-based” funding based on the efficiency and volume of services performed. Hospitals still don’t know how much the province will pay for those services, and some procedures are hard to cost, but Wright predicted amounts the province pays will be “very close to the line” even for services done efficiently. As of October, cataract surgeries will be funded this way, which doesn’t worry Wright, since TSH has one of

Ontario’s largest cataract centres at its Birchmount campus. But though this year, the formula includes just cataracts, hip and knee joint replacement and chronic renal disease; next year, 15 more services will be added, Then in 2014, it will be 30 more. The result is hospitals will specialize, focusing on what they do best, Wright said. “Not all hospitals will do all things. That is coming and that is exactly what the government wants.” Some services will move out of hospitals into the community, and hospitals will work with each other, “sorting out who does what,” Wright predicted. Though hospitals will have to subsidize some services, he acknowledged, but those who can’t reduce costs for a service to what the government pays will say, “Why am I doing this, because I can’t afford to?” Wright was guarded when asked about a possible hospital merger in Scarborough. Earlier this year, when the possibility of a merger of TSH and Toronto East General Hospital was under study, Wright suggested such a move was needed to help area hospitals compete with larger counterparts downtown. The merger was unpopular with

staff of TEGH and at TSH, however, where a significant number still regret the joining of Scarborough Grace Hospital (now the TSH Birchmount campus) to Scarborough General Hospital a decade before. L a s t m o n t h , Wr i g h t s a i d Scarborough’s three hospital campuses - the third being Rouge Valley Health System’s Centenary campus - may not need to merge, but those which refuse to consolidate services will fail. “There’s no way to say, ‘I want a full-service hospital in my backyard.’ The hospital will go bankrupt and close.” Ganderton said he recognizes consolidation of services is an emotional issue, around which “the inevitability is for people to be defensive,” but added residents must be made to understand why such changes may be necessary. “We are organized in an ineffective way, and now we’re looking for a correction,” he said. Ganderton and Wright both maintained the resulting extra distances residents may travel to receive a service - five kilometres, say - would not be a barrier to providing them with “better” health care. Because services are “fragmented,” available at different locations, waits

may be longer or services aren’t available when patients need them, they say. “Access isn’t just about physical location,” Ganderton said, expressing hope that rather than seeing a system in decline when they need a procedure, residents may see “a better service but it may be provided at a single site as opposed to multiple sites within Scarborough.” Hammond said the province’s direction won’t necessarily change the LHIN’s clinical services plan, which was already encouraging hospitals to specialize in some services. Providers will have to determine if procedures could be done outside the hospital, where they will be less expensive. Patients, however, could save the system money by having procedures when necessary, and not just for convenience, she added. “We know a lot of people are having caesarean sections when they really shouldn’t have. That’s an extra cost to the health-care system,” Hammond said. She said the LHIN will work with groups such as the Canadian Association of Retired Persons to help residents understand changes. “We’re trying not to alarm the public,” Hammond added. “This is all about the patient.”

He grew up farming and in 1993 he bought the last remaining farm in Milwaukee, which would be the start of Growing Power. Today they have farms in the Milwaukee, Madison and Chicago areas. He is at the forefront of urban agriculture, an movement that organizations such as FoodShare are trying to grow in Toronto. The Bendale Market Garden is part of that. It came about after a shooting at the school in 2008. After that incident, the principal and superintendent for the school happened to be at an event talking about urban agriculture that was also attended by FoodShare, which is a non-profit organization with a vision for good healthy food for all. The two teamed up and in 2010 the garden began. “(It was about) lifting that dark cloud and filling the front yard with this large scale market garden,” said Justin Nadeau, school food garden and environmental education coordinator with FoodShare. Shane Jones is the horticulture teacher at the school. He grew up in a farming community in northeast Durham Region and now he’s teaching his students about where food really comes from. “A l l t h e s e s t u d e n t s f r o m Scarborough never grew up around that,” he said. “They don’t have that connection with food or where it comes from ...Now they understand the seasonality of food, they understand harvest. There’s a whole new career they never thought of.” From tomatoes to peppers, squash to edamame the front yard is bursting with greenery planted by the horticulture students and tended to by five students working full-time for the summer thanks to Focus on

Youth, which aims to create summer employment for youth. Ryan Daley is one of the youth working there this summer. The focus this year was on the daily market (it takes place from 3 to 5 p.m.) where local residents have come out to support the students and purchase fresh food grown close to home. Daley had grown herbs at home before, but nothing on the scale he’s been involved with here. “I’m kind of wanting to start my own garden at home,” he said. “It’s a money saver as well and you know you’re getting the freshest food.” Some of that food made it’s way into the lunch prepared by FoodShare’s staff. There was the basil in the brown and wild rice dish, the beans in the salad, the zucchini in the vegetable stew, the beets used to make the beet dip, and the roasted okra. They tried to use as much Bendale food in the meal as possible. In 2010, the program produced 1,877 lbs of produce and involved 510 students. Teachers taught 40 curriculum lessons attached to the garden, and students in programs throughout the school such as carpentry, plumbing, and horticulture all worked hands-on in building and growing the garden. The culinary arts students use the produce in their food preparation. Bendale BTI is now part of a review of schools in the area by the Toronto District School Board with a new amalgamated school scheduled to replace Bendale and neighbouring David and Mary Thomson CI, the hope is the new school will have a larger greenhouse, a rooftop garden and incorporate more of the horticulture and agricultural programming into the curriculum. Despite declining enrolment at the school, the horticultural program is now popular among the students and for FoodShare staff seeing the idea come to fruition has been inspiring.

Partners in fruit tree project ready to pick Not Far From The Tree marks a fifth harvest

bourhood. The time was right for the project: homeowners signed up their fruit trees, organizations came on board to benefit from the bounty, and the volunteers lined up to get into a pick. The accolades also started piling up, including an Environmental Award of Excellence from the City of Toronto, an Urban Leadership Award from the Canadian Urban Institute, and, most recently, a Green Toronto Award in the local food category. Reinsborough, herself, has been named a GreenHero, an Agent of Change by the Centre for Social Innovation, and last year she received an Women of the Earth Award from the Yves Rocher Foundation. “I feel really honoured to be a part of it. I feel really grateful to play the role I have in shaping it, to build and grow the project,” she said. “I also feel humbled because this is the work of so many people. It is the 1,200 people who volunteer, the 850 tree owners.” NFFTT began in Ward 21 St. Paul’s in the summer of 2008. It has since grown to 14 wards across the city from Scarborough to Etobicoke to North York.

Homeowners register their tree, then volunteers arrive at a predetermined time for the pick and the fruits of their labour are divided into thirds with a share going to the homeowner, a share to the volunteers and a share to local social service organization, such as Wychwood Open Door. Kathy Biasi is the manager of this day-time drop-in centre that serves homeless and socially isolated people. It’s been a partner since the beginning. “There was always more than what we could use and it was such a shame to let it go to waste,” Biasi said. “To me it made a lot of sense.” The people served by Wychwood Open Door have limited funds to buy fresh food for themselves so the donation was welcome. “It was really nice because it came from the neighbourhood,” Biasi said. As NFFTT expanded to other neighbourhoods it found partnerships with local service groups in each neighbourhood – 30 in total – so the fruit stays in the community. Volunteer Jenna Hossack likes the community aspect of NFFTT. “When I’m labelling my jars

of jam I always name it after the street I picked it from so I remember where it came from,” she said. The St. Paul’s resident first began volunteering two years ago and loved it so much she signed up to be a supreme gleaner, which is a volunteer in charge of a pick. “I jumped at the chance to be more involved,” she said. “I liked meeting new people and being outside.” Hossack, who grew up in the country, said she eats more local fruit in Toronto than she did in her small town. She’s picked cherries, mulberries, apples, pears, plums and serviceberries, but hasn’t gotten to an apricot pick yet. Being a supreme gleaner means she picks three or four times a week. And it means she has a better chance of getting in on a pick, which are a hot ticket in the city. “What’s most overwhelming is there’s interest in every single neighbourhood,” Reinsborough said. “We’ve grown quickly but still we’re nowhere near able to keep up with the demand.” The pick notices go out through an evite and fill up within minutes

as there’s room for just half a dozen volunteers. Hossack, a pastry chef, uses the bounty to make baked goods, as well as jams, apple butter and even mulberry ice cream. She is now much more aware of fruit trees in the city and has shared this discovery with her friends. Reinsborough likes that NFFTT can take credit for some of the growing awareness about urban fruit. “One comment we used to get is, ‘Is it safe to eat?’. We don’t really get asked that anymore. Now we’re starting to show by doing that the food in your backyard is safe,” she said. “Part of what motivates me to continue this project is it’s bringing attention to urban ecology in a way.” NFFTT continues to look for sustainable funding to expand the project, all while helping to mentor other programs in Ontario, across Canada and around the world. Reinsborough said they are also working to find other ways for people to get involved since the demand for picks far exceeds the opportunities. “It’s a happy challenge to have,” she said.

Man arrested in Toronto, waiting for extradition to the U.S. A man wanted for murder in Philadelphia has been arrested by Toronto police. Police allege officers in Scarborough’s 42 Division arrested a man near Sandhurst Circle for over 80mg operation at 1 a.m. Aug. 7. “The accused identified himself as Yu Chen,” police alleged in a news release. “The accused was released

from custody pending a future court date.” Police allegedly later learned the true identify of Chen to be Kai-Guo Huang, 35, who is wanted for murder, conspiracy, possession of an instrument of crime and abuse of a corpse stemming from a 1998 murder and dismemberment of a male victim in Philadelphia. Last Friday, Huang was

located and arrested. He is being held in custody awaiting extradition proceedings.

Choose your words carefully Study reveals five best and worst words commonly used in real estate listings According to research done by a professor at the University of Guelph, real estate ad phrasing has a strong effect on the sales price and a home's time on market.

Worst Words Here are the worst phrases a seller could use in the sale of their home: • Motivated: While you might expect a word like “motivated” to indicate that the homeowner is willing to negotiate on price, it seems this word has the opposite effect. It makes sense for the seller to focus more on the listing and less on describing themselves personally. • Must sell: Unfortunately, the use of “must sell” implies that the home seller is desperate and that there must be something wrong with the place. This, in turn, leaves the

home for sale on the market for longer than it would otherwise be. This term could convey that there is something wrong with the home or that it was overvalued to begin with. • Good value: Sellers often try to list their homes using the phrase 'good value’, which should be avoided. To a potential buyer, this phrase translates to 'not much to look at but a bargain for the price'.” • Starter home: When a potential home buyer sees the words “starter home” on a listing, they immediately imagine a tiny home made for 1.5 people. It indicates that the property is small and economical for first time home buyers. The pitfall of saying “starter home” would be that you are only appealing to a certain portion of

buyers instead of the whole market. Add the square footage of the home in the listing rather than using those words which have a negative connotation. • Freshly painted You've invested a couple hundred dollars to paint your home and prepare it for sale and you think it looks pretty darn good. If you put the promise of a house as 'freshly painted,' potential homebuyers might wonder if that's the only thing that has recently been revamped.

Best language The research also determined the five most powerful words and phrases to get you started: • Beautiful / gorgeous: According to the study, homes that were called “beautiful” sold, on average, 15 per cent faster. While most home buyers are thrilled to get a bargain, they still put a major emphasis on the condition of a home and its esthetic appeal.

• Move-in condition: This tells a home buyer that your home needs no repairs, changes or moderations; it is perfect and ready to be lived in as soon as you hand over the keys. • Turnkey: The word 'turnkey' is often associated with a home that is in fantastic condition. Another word that also catches the eye is 'immaculate'. Again, keep in mind that if you use this

word, your home must live up to it. • Curb appeal: When a home is listed with the words “curb appeal” many home buyers perk up with anticipation. Words like “landscaping” also did well in the survey because a home that is beautiful inside and outside appeals to the masses. • Gourmet kitchen: There is no doubt that the kitchen is

one of the most important, if not the most important room in a home. So it is no surprise to learn that words like “granite” and “gourmet kitchen” translated into a higher sale price. The kite boarder and power paraglider took up paddleboarding a few years ago and decided to start teaching people how to paddleboard at Bluffer’s Park in Scarborough this summer. As he glides through the calm, flat water in the harbour, it looks effortless. It’s not quite. Beginners have no need to fret, though, as the lessons with Peic’s Paddleboard Addict start in the harbour at the Scarborough Bluffs, which is very calm. “The flatter the water the easier it is to learn,” he explained before leading me to the edge of the floating home that serves as the launch point. “It’s a perfect spot to do it because you’re in a safe harbour here.” I hope he’s right. My lesson starts off with me kneeling on the board, which is about 14 feet long. I feel it shift on the water beneath my weight and Peic assures me the board is super stable, but I’m nervous nonetheless. He said 95 per cent of beginners don’t fall in and hardly any on flat water. While on dry land he demonstrated how to paddle and now it’s time to put the lesson to the test. A couple strokes on one side, a couple strokes on the other and after a few

minutes I’m actually paddling. “It’s basically like a canoe,” Peic said. Now that I have a handle on the paddle, he wants me to stand up. The thought of shifting my weight and possibly upsetting the balance of the board makes me hesitate. (Though for safety’s sake I am wearing a life jacket and can swim). Slowly I move one foot

out from under me and start to rise and then I’m up. Now the real fun begins. “For the average person in flat water you can pick it up in 15 to 20 minutes,” Peic said. Standing with knees slightly bent (and feet firmly clenched to the board trying to maintain contact at all cost), we paddle around the bend of the harbour and make

our way towards the lake, which seems a lot farther away now that I’ve worked up a sweat. Peic will take beginners around a loop in the harbour and if they’re feeling up to it he’ll go out into the lake to test their skills on the open water. Sadly, I never got that far. It was an absolutely beautiful morning with the sun shinning and all blue skies and fluffy white

The paddle movement seemed to work my arms, shoulders and core the

most – oh, and my legs from the perpetual half squat I maintained for 20 minutes in an effort to keep my balance. After my brief experience I can see why the sport seems to have become exponentially more popular in the past few years – or I would be able to see if I hadn’t gotten sweat in my eyes. Peic said part of the popularity is how light the boards are so people can transport them easily by themselves. He also said anyone can do it and it provides a different way to check out the scenery. “The beauty of it is you’re standing up, as well, so you can look down at the water and on a good day we’ve seen fish underneath us,” he said, adding they’ve also seen beavers, muskrats, ducks, geese, and swans in addition to fish. Maybe I can watch for wildlife on my next lesson. Simmonds signs for six years S c a r b o r o u g h’s Wa y n e Simmonds, who turns 24 on Aug. 26, is coming off the best year of his four-year NHL career with 49 points (28g, 21a) in 82 games for the Philadelphia Flyers. And he’s no doubt also having the best off-season of his career with the former Birchmount Park Collegiate student inking a six-year contract extension on Thursday. Take to the skies at this year’s Canadian National Exhibition DANIELLE MILLEY dmilley@insidetoronto.com For the first time in nearly two decades visitors to the Canadian National Exhibition will once again be able to travel from Point A to Point B through the sky. The Sky Ride is a new 1,600 foot long suspended ride that takes people from the Direct Energy Centre to the Better Living Centre, giving them an aerial view of the rides, games, BMO Field and even Lake Ontario. David Bednar, general manager, said all annual events such as the CNE exist both in people’s memories and in the present and one of the things people ask is why the Alpine Way, which operated from 1966 to 1994, was removed. “It would be impossible to install a ride of that size and scope today, but we wanted something that would do a similar function so we’ve been talking with our partners for years,” he said. The result is the Sky Ride, which is an eight-minute glide across the CNE grounds from 42 feet up. “We’re so full of action here, it is kind of nice to get above it all,” Bednar said. “It’s very gentle.” There’s also a bit of a breeze up there so Sky Ride can give people

This will be Melissa and Rex Pemberton’s first time performing in Canada. Their performance will also feature Rex’s recovery from the lake by the naval members of H.M.C.S York. Food is always a big part of the CNE and for those looking for artery-clogging indulgences there will be plenty. “What would a CNE be without fun new things such as deep fried fudge and everything to do with bacon,” Bednar said. “We cannot not have deep fried butter now that we’ve started the tradition.” There will also be a food truck rally Aug. 24 to 26 featuring more than 15 food trucks. Municipal Class Environmental Assessment - Notice of Study Completion The City ofToronto has completed a Municipal Class Environmental Assessment (EA) Study to advance the recommendations of the City’s Wet Weather Flow Master Plan (approved by City Council in 2003) to capture and treat polluted stormwater and combined sewer overflows (CSO’s) that are discharged to the Don River and Central Waterfront. This will help to improve water quality and our environment. In addition, necessary upgrades have been identified to the City’s critical sanitary trunk sewer infrastructure within the study area to improve operations and service future growth. The study has defined the problems/opportunities, identified and evaluated alternatives, and determined a preferred solution and design in consultation with the City ofToronto, regulatory agencies, and the public.The City has accepted the consultant’s recommendations regarding the preferred solution and design, including the following project components: Sanitary Trunk Sewer System l A Lower Don/Coxwell BypassTunnel that will be used on a contingency basis as a bypass to the existing Coxwell SanitaryTrunk Sewer (STS) allowing for periodic maintenance and any necessary repairs of the Coxwell STS, l Four underground storage tanks for offline storage of peak sanitary flows where additional capacity is needed. l Upgrades to the NorthTorontoTreatment Plant (NTTP). Wet Weather Flow Collection and Storage System l Three integrated tunnels (Lower Don/Coxwell BypassTunnel,Taylor Massey CreekTunnel, and Inner HarbourTunnel) connected to an equivalent of 15 underground vertical storage shafts that will collect and store wet weather flows and convey these flows to a new wet weather flow treatment facility. l Three underground storage tanks for offline storage of wet weather flows from four remote outfall locations. Treatment of Collected Wet Weather Flow l A new wet weather treatment facility that will provide high-rate treatment of wet weather flows and will be located on future lakefill in the waterlot south of the existing Ashbridges BayTreatment Plant. l A new pumping station in Ashbridges Grove Park with forcemains connecting to the new wet weather flow treatment facility. l Retrofit of an existing CSO tank at the NorthTorontoTreatment Plant. For the duration of the Canadian National Exhibition, Metrolinx has installed a mockup of a light rail vehicle (LRV), 182 of which will eventually service the four Transit City LRT lines to be completed by 2021. The train, known as the Flexity Freedom, was manufactured by Bombardier and designed to operate above, below and at grade. Metrolinx bought the vehicles for $770 million in May 2010. The vehicles, which are being manufactured in Thunder Bay, are similar to LRVs in operation in Los Angeles, Seattle and San
