Survivors of domestic violence in southwest Scarborough are being assigned “victim advocates” to help them cope with the justice system and meet their other needs. Working from the headquarters of Toronto police’s 41 Division at Birchmount Road and Eglinton Avenue, the two advocates are described as “goto” persons who lead teams tailored to assist victims and their children in a project called the Scarborough Family Justice Initiative. A decade of advocacy work led to a $249,000 federal investment in the project announced recently by Justice Minister Peter McKay. Research in 2005 showed a “disproportionate amount” of domestic violence in this part of Scarborough, and distances residents had to travel for services, added to frequent language barriers, made navigating the system “almost insurmountable,” said Bobbie McMurrich, programs director for Victim Services Toronto. The organization began matching clients with advocates

who saw the Leafs play back in those days and can comment on it.” Mike Ferriman, the Leafs’ manager of game presentation, said the team doesn’t get many requests for Apps’ jerseys but the team was pleased to provide the gift to Houston, especially since he is a veteran. Although Houston was in a wheelchair during the party, the father of two, grandfather of two and great-grandfather of three with another on the way next month, often gets around just using a cane. He has trouble hearing but remains quick-witted, his 71-yearold son, Braden Houston, said. “He’s got a great sense of humour,” said Braden, who grew up playing hockey in the Leafs’ system before joining a team in South Africa. “He can remember anything back from the ’20s and ’30s in detail. He’s still telling me what to do. ‘Time to get a haircut, son.’”

When Braden showed his dad a 1942 photo of Apps and other Leafs, mistakenly telling him a man in uniform was one-time team player, coach and executive King Clancy, Houston was quick to point it couldn’t have been because Clancy wasn’t in the military. Turns out it was Leafs owner Conn Smythe. A life-long fan of the Leafs, Houston now has trouble following the puck on TV, Braden said. His biggest complaint is that players wear helmets, making it difficult to make out their faces, and that some don’t keep their hair cut short enough, he added. Houston’s party and gift came through Sunnybrook’s Grant a Wish program, which helps make the dreams of veterans come true. “Veterans are encouraged to wish for whatever their hearts desire,” said program co-ordinator Leanne Hughes, a recreational therapist. About 850 wishes have been

Born in 1908, Houston, who worked for Eaton’s for 45 years, was 34 years old when he applied to the airforce in 1942. Because of his age and the fact he had a family, he never saw duty overseas. Instead, he provided some training and was assigned to security detail, once even escorting a prisoner to Toronto from up north, Braden said. Watching his dad being made a fuss of at his party, Braden said his father was thrilled with the celebration and his gift.

Two robbers punched and kicked a 20-year-old man after he gave them his phone and wallet Friday night. The mugging happened near Eglinton and Midland avenues at about 10 p.m. Police said the male suspects came up to the victim and demanded his phone and wallet. He complied, but was punched and kicked. Police are investigating a pair of local bank robberies. A man entered the CIBC at 1100 Ellesmere Rd., produced a handgun and demanded cash around 12:20 p.m. on Aug. 17. A bank employee complied, and the suspect fled. The robber is white, about 50 years old, 5’10” tall with a medium build. On Monday, a robbery occurred at the CIBC at 4256 Sheppard Ave. E. A man produced a note, indicated he had a gun and demanded money at about 4:40 p.m. The teller complied. The suspect is white, 50 to 55, 5’2” to 5’3” tall with blue eyes and a small build.

Like any birthday boy given a Maple Leafs jersey with the name and number of the team captain, James Houston was thrilled. At his party, he posed for photos with the cherished sweater and smiled as guests sang Happy Birthday before he tucked into his birthday cake. But it wasn’t the name and number of current team captain Dion Phaneuf on the jersey and this wasn’t a birthday party for a child. Instead, Houston was the guest of honour last Friday at a party at Sunnybrook Health Sciences Centre’s veterans’ centre, a day before he turned 105. The jersey carries the number 10 and the name Syl Apps, who was the Leafs’ captain from 1940 to 1943 and again from 1945 until his retirement in 1948. Apps led the Leafs to three Stanley Cups. That includes 1942, when the Leafs came back from a 3-0 game deficit against the Detroit Red Wings to win the next four matches in a row to take the Cup, the only time the feat has been accomplished in the Stanley Cup final. In fact, the feat has only been accomplished three times in the history of the National Hockey League (NHL). “He was a good man,” said Houston, who lived near Lawrence Avenue and Bellamy Road in Scarborough until his wife, Lou, died in June 2007 at the age of 99. “That’s a wonderful sweater.” Syl Apps Jr., who attended the party, said his father, who died in 1998, would have been honoured by Houston’s request for his jersey. “I think my dad would have thought it was kind of special. It’s nice,” he said. “It’s a very select group of people

Emerald ash borer: time running out

ime is running out for Toronto property owners looking to save ash trees from the emerald ash borer beetle. We urge property owners to educate themselves about the beetle, the tree it feeds on, and the best course of action to take depending on the tree’s condition. The beetle, first discovered in Toronto near Hwy. 404 in North York in 2007, is an invasive species that is highly destructive to ash trees. According to the City of Toronto, there are an estimated 860,000 ash trees on private and public lands in the city. Earlier this month, Josef Ric, the acting supervisor of forest health care for Toronto Urban Forestry, confirmed to Metroland Media Toronto that ‘time is running out.’ The only proven defence, a pesticide called TreeAzin, must be injected into the tree between June 1 and Aug. 31, our view when the tree is able to use it to kill beetle larvae under the bark. how aggressively the invaEducation key Given sive species has spread, there is to making the a concern that waiting until next year will be too late; the infestaright choices tion may be too advanced for the pesticide to work. If this route is viable, Bourdeau advises the use of licensed professionals and obtaining more than one quote. Consider joining your neighbours for a group discount if there are a number of trees in your neighbourhood. It’s important that property owners educate themselves about what’s on their land and how to care for it. Use this as an opportunity to avoid potentially costly tasks in the future. Time to repair public confidence in police

C

harging a police officer with murder in the shooting death of a youth is so troubling. Troubling, not only because of the circumstances and the tragedies now impacting those directly affected, not only because of the severity of the charge, but also because the incident is eroding Torontonians’ confidence in their police. The outrage that grew as over a million viewers downloaded a video of the shooting also latched on to additional events, such as the number of emotionally disturbed individuals killed by police and the difficulties in laying charges arising from the G20 disturbances. In this case authorities were quick to react. The police chief asked for a review on the use of force. The Ontario ombudsman will study how the police defuse situations. As well, probes are underway by the Special Investigations

david soknacki beyond the headlines Unit and the Toronto Police Service itself. Many hope that once these reports are presented, and the recommendations implemented, all will be well. After all, crime is down and Toronto is perceived as a safe city. To think that Toronto’s policing requires just a bit of tinkering is to miss the warnings revealed by these incidents and the latest crime statistics. While Toronto’s crime has fallen, it has fallen much faster, and to significantly lower levels, in many other cities including in New York, Los Angeles and Chicago. Compared to other Ontario jurisdictions, and by a number of measures, the ability of Toronto’s police service to solve or otherwise clear criminal code incidents is among the least efficient.

At the same time the world of policing is changing rapidly. Demographics, new legal requirements and policing techniques are all in flux, as are public expectations. Perhaps the most obvious example is the ubiquity and impact of bystanders posting images online, an activity that forever changes the balance of power among the public, our institutions and the police. It is clearly in the public’s interest to have confidence in its police force, a priority with which our police chief and the Toronto Police Services Board constantly struggle. Along these lines they have encouraged inclusive hiring practices, regularly implemented demands for reform and met with whoever has a complaint. Yet these responses, as well as the probes underway, only address the symptoms of change. It has been almost a generation since the police

services board has worked through, with residents, a vision and direction for the police, advising on priorities and setting expectations. It’s time to do it again. Developing and implementing a new strategic plan for the police will achieve many goals. It will refocus the chief and his officers to meeting residents’ needs. It has the potential of opening up new perspectives to enhance police productivity. Even the process itself will go a long way in refreshing the critical relationship between our police and the public. Should the consequences of the shooting include a complete review of policing that restores our public confidence then at least there will be some lasting benefit from the incident.

Ford is ostensibly pushing for a byelection because he believes democracy is the best way to run a city. But the fact that he can barely garner 23 votes on most issues he cares about must surely have banished any thoughts of saving up to $225,000 and just appointing a caretaker councillor. FRIENDLY FACE Ford is really far more likely to find himself another friendly face by asking the residents of Ward 3 to elect one than he is convincing council to appoint one. The small majority of council who routinely opposes Ford might prefer to appoint a councillor who’d be less hewn to the mayor’s hard right-wing agenda, and indeed, that

could be the game they play. But just as Ford will have to deal with criticism that in supporting a byelection he’s squandering taxpayers’ money on a councillor who will maybe attend eight or nine council meetings before the general election, so will they have to contend with the accusation that by appointing they’re stealing a mandate from 52,000 electors who deserve a say in how their city’s governed. Applying that yardstick to the question, the mayor is in the right on this one. An appointment is essentially undemocratic. It delivers a cut-rate councillor for eight or nine meetings who arrives already beholden to the councillors who supported him or her in the appointment process. And that debt is considerable. The caretaker steps into a six-figure job that will either be abandoned after eight months of

Granted, one expects Mayor Ford will bring to bear his considerable knack for campaigning to help his favoured candidate win the byelection. But that is fair play in any election. And if a moderate or left-leaning candidate wants to take a stab at the ward Holyday has represented for decades — well, the considerable knack for campaigning that forces on the left and centre can muster can enter the game too. That’s fine. Because if we’re going to be playing this high-stakes game, we owe it to everyone — particularly the residents of Ward 3 — to play it fair.

n Monday, Aug. 26, hopefully slightly more than a bare quorum of council will sit down to debate the question of what to do about Ward 3 Etobicoke Centre. Although really, debate is the wrong word to describe what will be going on. Whenever a council seat comes vacant mid-term, what the remaining council members are faced with is a game board. If council is relatively stable in its support of its mayor, it’s a friendly game of canasta. When things aren’t so stable, it’s more high-stakes poker. Maybe Survivor. Occasionally, Russian roulette. Ward 3 is a high-stakes game for everyone involved. When Mayor Rob Ford lost Ward 3 Councillor Doug Holyday to the Progressive Conservatives at Queen’s Park, he lost more than a deputy mayor: he lost a reliable vote.

To the editor: Re: ‘Take a hike,’ Special Feature, July 25. There are many beautiful multi-use trails in the city and close by. The following are some my favourites: 1.) East Don Parklands Leslie Street and Sheppard Avenue to Leslie and Steeles Avenue. In late spring and summer, the trail is shaded (covered by trees) along a portion of Don River. In September, salmon were spotted swimming upstream. There are salmon counts around that time, too. Starting at Leslie and Sheppard, one way, at normal speed, is about 55 minutes to 60 minutes, round trip is less than two hours. The only thing to watch out for is some cyclists race on the trail. 2 . ) E d w a rd s G a rd e n to Sunnybrook Park to Sunnybrook hospital to York University Glendon Campus back to Sunnybrook Park up

to Tom Thompson Trail and Edwards Garden. This route takes about two and a half hours. 3) Etobicoke’s Humber River Trail. This is gorgeous for a fall colour walk from Old Mill subway station to Steeles Avenue West. There are creeks/streams, small bridges and fall foliage along the trail. It could be a five-hour walk. 4.) Mississauga’s Credit River Culham and Red Trails. The route is along the Credit River and takes about two hours to complete. The trail is shaded with gravel surface. 5.) Seaton Hiking Trail in Pickering It is as good as, if not better than, the trails in the Rouge Park. To cover Sections 1 and 2 of the trail requires two and a half hours. In short, it is an excellent half-day hike.

Scarborough’s Lenin M. Sivam screens film at Montreal festival A Scarborough filmmaker’s latest feature, A Gun & A Ring, will screen at the 37th Montreal World Film Festival, which begins today. Lenin M. Sivam’s fictional stories in the film are about “a single gun and a wedding ring” as well as “the harsh realities faced by different generations of Tamil Canadians who try to rebuild their lives in an adopted land, but are unable to let go of their pasts that were framed by violence, death and conflict in Sri Lanka,” a release said. A previous Sivam feature, 1999, an exploration of Tamil youth gangs that once fought in the streets of Scarborough, was informed by the director’s interviews with ex-gang members and youth workers. The Montreal festival runs from today until Sept. 2. The local premiere of A Gun & A Ring is Sept. 28 at the York Cinemas in Richmond Hill.

Being fluent in four languages is no small feat, but Luc Pokorn is looking to grow that number. He’d like to learn Slovenian, Polish, Japanese and Korean, before tackling a “hard one” like Arabic, he said. At 20, the Glendon College student already converses in English, French, Spanish and Mandarin. In fact, his Mandarin skills helped secure a spot at the “Chinese Bridge” Chinese Proficiency Competition, held in Hunan province, China, for the month of July, for which Pokorn took home the title of Champion of the Americas. “The contest lasted a month and I stayed an extra two weeks,” Pokorn said. “It was unbelievable. It was a great experience, an unforgettable experience.” The competition, open to foreign-born post-secondary students under age 30, or overseas-born Chinese whose first language is not of Chinese origin, is made up of Chinese language (Mandarin) proficiency, knowledge about China, Chinese cultural skills and comprehensive learning abilities. Students who win the preliminary rounds held in their countries qualified to go to China for the finals. Pokorn won the preliminary competition in May, which was held at Seneca College. Pokorn, along with four others, made it to the Top 5 of the contest, and each won the title of champion of their region, with Pokorn taking home Champion of the Americas, he said. “A lot of the contest was performance related,” said Pokorn, who also won the popularity contest. “There w e re s k e t c h e s, m u s i c , speeches. skills.” The competition also included some Amazing Race-type activities, with an amusement park styled as an old Chinese village that had participants look for people dressed as well-known Chinese figures, he said. Pokorn, who is doing a double major in international and Hispanic studies, took a gap year after his first year at Glendon and headed to China to study Chinese, he said. It was there he heard of the Bridge competition. Upon resuming his studies at Glendon, Pokorn took a Chinese course, with professors encouraging him to participate in the Bridge competition, which was paid for by the Chinese National

Hanban organization. Pokorn trained for the competition with the assistance of a professor and two Chinese friends, who helped him with performance and speech tips. “I don’t think I would have been able to win without their help,” he said. Pokorn, who splits his time between his mother’s home in Scarborough and his father’s place in North York, won an all-expenses-paid scholarship for a full study program in China, in a discipline and university of his choice, thanks to his Champion of the Americas win.

Similar to a previous undertaking headed up by Keesmaat - the Feeling Congested? public transit consultations which launched last spring- she said the goal of PiPS was making city planning more accessible to the public. “It’s a way to introduce ourselves and explain to people what it is that planners do,”

Potential urban planners of all ages turned up at Nathan Phillips Square to help celebrate a new city initiative and build the Toronto of their dreams. Planners in Public Spaces (PiPS) is the latest marketing brainchild from the city’s planning department and

said Keesmaat of the monthlong campaign which had its official launch Tuesday. “I really see this as a first step in making planning in this city more transparent and collaborative.” The four-hour launch allowed Keesmaat and her team to interact with visitors to the Square, answer questions or concerns about urban design and planning

and explain the key aspects of her department’s mandate, which includes advising city council and improving transportation and design plans to create a more livable city. The main attraction for participants young and old, however, was the opportunity to contribute to the building of a miniature Toronto - entirely out of Lego. “There’s people who know
