Sheppard LRT delay raising subway hopes MIKE ADLER madler@insidetoronto.com The province approved it, the mayor shelved it, councillors and citizens groups debated it for months this year and finally saw the Sheppard East light-rail transit (LRT) project brought back to life. But then, in June, Ontario’s government quietly delayed construction of the 12-kilometre line from Don Mills station in North York to Scarborough’s Morningside Avenue by another three years. That means residents and TTC riders who saw work on the line begin in 2009 – before Rob Ford won the mayoralty and shut it down – won’t see the project resume until 2017 or finish until 2021. OTHER PRIORITIES Three other LRT lines Toronto Council greenlighted this spring – the Eglinton-Scarborough Crosstown, Finch West, and a replacement and extension of the Scarborough Rapid Transit line - are now scheduled for completion before Sheppard East, in 2020. “It came out of the blue,” said Ernie McCullough, executive director of the Sheppard East Village BIA, whose members have known since the group’s 2007 formation between Midland Avenue and Markham Road they stand to lose sales during construction while gaining streetscape

improvements. The Business Improvement Area had worked with the TTC and Metrolinx, the province’s transit agency, to smooth the construction period. McCullough, part of a panel that helped council choose the LRT over a Sheppard Subway extension to Scarborough Town Centre, said members in April accepted news the project could not be restarted until 2014.

Orangutans taking to technology at Toronto Zoo DANIELLE MILLEY dmilley@insidetoronto.com When it comes to using technology, orangutans at the Toronto Zoo seem interested in the same things as the general public – watching videos and playing games. The zoo received an anonymous donation of a two iPads in March and since then keeper Matthew Berridge has been giving the intelligent animals some weekly screen time as an additional enrichment activity. Knuckles on screen “At this stage of the iPad program, we’re basically getting them used to this weird device,” Berridge said as Puppe, 46, and Budi, 6, tapped their knuckles on the screen. The first interaction between the orangutans and the tablet saw the animals more interested in the screen’s protective cover than the iPad itself. Berridge had to work on getting the zoo’s six orangutans to learn to use their knuckles or fingers to touch the screen – there were some challenges as orangutans’ nails grow

Direct contact is necessary to make the iPad work. Berridge said the orangutans have since used their tongues and lips to interact with the screen. Match game Yesterday morning, mother Puppe attempted to hog the device while the much smaller Budi looked on. “The adults tend to push the young ones out of the way and use it more,” Berridge said. To show off their skills, the animals played a match game, which they have yet to master, and watched

a YouTube video. “It provides them something else to do...It builds trust between the orangutans and keepers,” Berridge said. “They really love looking at pictures of orangutans and videos of orangutans.” Pick food When the animals touch the screen correctly or tap on a match card, they are rewarded with food just as they are with any of their incentive activities. For now, the iPads are used once a week on average for about 15 minutes at a time, purely as another activity to fill the orangutans’ days and provide interaction between them and the keepers. There is hope the device could be used in another ways such as measuring intelligence or allowing the animals to convey information, such as what they’d like for lunch. “Down the road we’re hoping it will give them a means of communication,” Berridge said. There are iPad programs at other zoos, though this is the first in Canada.

We must all take next step to curb youth violence

he provincial announcement this week to put $20 million into programs to curb youth violence will undoubtedly be embraced by the at-risk communities in the city that will benefit from this additional funding. In the wake of the Danzig Street shooting last month, which killed two people and left 24 injured, residents across the city were demanding action. But the youth action plan outlined by Ontario Children and Youth Services our view Minister Dr. Eric Hoskins on Wednesday should not be Community seen as the ultimate solution to resolving the issue of youth involvement violence. Rather, as Hoskins noted him- is key to safe self, it’s just a starting point. More funding for the Summer neighbourhoods Jobs for Youth Program is welcome as well as the private-sector job initiative that will provide summer recreation activities for 3,500 more children and youth in the Greater Toronto Area. The additional $5 million a year to strengthen after school programs will help support community initiatives in priority neighbourhoods across the city including Lawrence Heights in North York, Jamestown in Etobicoke and Kingston-Galloway in Scarborough. This news is positive. Secure funding for the TAVIS (Toronto Anti-Violence Intervention Strategy) and PAVIS (Provincial AntiViolence Intervention Strategy) programs is also a step in the right direction. That said, investing more money into good programs alone won’t succeed in addressing the root issue of why young people get into trouble. Community involvement is just as integral in helping disadvantaged youth feel a sense of connection, subsequently making neighbourhoods safer. That could mean volunteering at local organizations, which offer those youth programs that just received funding from the province. Make a point to attend community events like the East Scarborough Festival Market on Thursdays, or Flavours of Ukraine festival in Etobicoke and Rastafest at Downsview Park in North York both taking place tomorrow. Residents in every neighbourhood should get to know the police officers serving their community and develop a positive relationship with them. At the end of the day, it is the work that goes into changing the culture of a community by getting involved is far more sustainable and effective over the long-term. To the editor: Re: ‘Easy steps for better waste diversion,’ Editorial, Aug. 16. While I agree with the gist of the editorial that we must each do our part to sort our trash properly, I believe we need to take a step back further to the origin of our recyclables. While it may not be an issue for the City of Toronto on its own, all municipalities would benefit from requiring the manufacturers of goods to ensure their products and packaging is recyclable. I am prepared to do my part in sorting, but I would hope it would be easier knowing all packaging and products were eventually recyclable. A better way for the mayor to get around, perhaps?

ll this talk that Mayor Rob Ford should have a chauffeur. I don’t know about that. A chauffeur is not for everybody. Ford doesn’t come across as the kind of guy who would be comfortable with a personal driver. That type of extravagance is not his style. Oh, sure, I can see the point that well-wishers are making. Phoning, reading, writing, texting, Tweeting, whatever, they’re all no-nos behind the wheel. One can’t be distracted. I just don’t see why the automatic assumption is that a chauffeur is the only way for him to go. There are other ways. Take The Better Way, for example. How come nobody has suggested Ford take the TTC? Lots of people do every day. Why not the city’s head honcho? I love the idea of the mayor of my city using public transit. How often

do you see a high-profile figure elbow to elbow with the masses on their way to and from the rat race? It’d be neat to bump into the mayor unexpectedly on the subway, bus or streetcar. I’d get a kick out of just seeing him on one of the escalators at one of my regular subway stops. Mind you, I’d get a kick out of seeing anybody on one of those escalators. Trouble is they never seem to be working on my route. But that’s a column for another day. The TTC is also a great fit for Ford. He’s truly a man of the people. Where better to find people in Toronto than on the TTC? I’m not just talking rush hour either.

I routinely take the subway late at night and it’s often standing room only during the summer. I’m not sure where everyone is coming from or going to, but the cars are brimming with activity. It’d be fun to see him in that crowd. And the TTC has more going for it than just its everyman appeal; it would also be a frugal choice, which is right up his Honour’s cost-conscious alley. Ford campaigned aggressively against excessive office expenses. I’m guessing he places a chauffeur’s salary in that category. Ah, but The Better Way would dovetail perfectly with his thrifty persona. He could easily pay for each monthly Metropass out of his own pocket and, to stay true to his principles, commit yearly in advance to get a discount. Nope. Chauffeur, schmauffeur, I say. Anyway you slice it, The Better Way is

the better way for the mayor. Here’s hoping he makes the bold move. And if he does, who knows, there could be a nice domino effect, too. Seeing him make the switch could entice other citizens to follow suit. Imagine the impact on city revenues if Ford turns the TTC into a place to be. Heck, if just those ubiquitous shutterbugs dogging his every step make the transition to pick up this new trail, think of the windfall they alone would provide the TTC. They must be spending a small fortune on chauffeurs to drive them all over city. make sense, Moeser said, because the project’s costs will rise. “The longer it’s in the process, the more costly it gets.” Scarborough-Rouge River Councillor Chin Lee was even gloomier this week, saying the delay may mean northern Scarborough will never receive a rapid-transit line, given how fragile the province’s finances have become. “In the end, there’s no money,” he said, and elections years from now may derail the project again. “Every time the political masters change, the direction may change.” But North York Councillor Shelley Carroll, whose Don Valley East ward includes the planned LRT line’s western terminus, said Ford, not the province, deserves blame for the delay.

“This is why you don’t cavalierly kill a project that’s already begun,” she said, charging Ford’s decision, one of his first as mayor, put the project “out of synch” with the province’s plans. Some of those plans involve underground tunnelling. It’s required to take the Sheppard East line across the Don Valley, but also to build the Crosstown line and to make an underground connection between the Finch West LRT and a new subway station at Finch Avenue. Finch West first Metrolinx might as well complete the Finch West LRT before it does the tunnelling for Sheppard East, Carroll said. An LRT supporter, Carroll said her constituents understood the LRT line was a good value for them and she doesn’t fear campaigning on the issue again, though Carroll said continuing the debate is wasteful. “The real (transit) riders of Scarborough want to get on with it,” she said, while adding many east of Victoria Park have “been confused and manipulated” into believing the private sector will pay

for a subway. Moeser, Cho and McCullough all said they hoped the province’s need to order light-rail vehicles for LRT projects, and a lack of financial support for a subway, will eventually give opponents no choice but to give in. Tied up in transit “I’m certainly convinced the LRT is going to be built,” McCullough said, noting LRVs are on display at the CNE, so that for the first time people can see for themselves the vehicle “isn’t a stupid little streetcar.” The BIA, meanwhile, is weeks away from receiving a marketing plan – prompted by the project’s 2010 cancellation – which McCullough said will be used to promote the Sheppard East Village area in hopes of building loyalty that will help see merchants through the construction one day. McCullough said the latest delay allows the BIA to act in a more typical fashion, such as putting on special events. “We never did that because we were always tied up in the transit planning.”

The boys beat the Leaside Leafs Monday night to take the championship series at Talbot Park in Leaside. Leaside opened the deciding game by jumping to a 6-1 lead in the third inning. Then, Eryk Brol took the mound for the Twins. Along with some great defence in the field, Wexford-Agincourt’s bats came alive in the fourth inning and they never looked back, finishing with a 15-6 win and the championship. Police at 42 Division in Scarborough are warning residents about “distraction thefts” in which a woman approaches people and startles them by placing a piece of costume jewelry around their neck. These actions, usually by a lone female, are said to be part of a series of thefts targeting people who wear gold necklaces, police said in a bulletin for residents Tuesday. “In most cases, the victim does not realize that the suspect has stolen their gold necklace and has

left the costume jewellery in its place until much later,” it said, adding a suspect in the alleged thefts was sometimes seen “in close proximity to a vehicle with a male driver.” Police are telling people to be cautious if approached while walking. Anyone who witnesses such a theft is asked to call 911, and to call 416-808-2222 if they see anything else that seems suspicious. No description of the suspect or suspects was given.

n Home invasion

Police are looking for four male suspects following a weekend home invasion in Scarborough. Police said the suspects forced their way into a home near St. Clair Avenue and Brimley Road at about 12:55 a.m. on Sunday.

One suspect knocked a 30-yearold male resident to the ground while two others held the victim down and punched him in the face. The fourth suspect produced a baton and jabbed the victim in the back. The robbers stole a tablet, a laptop and a wallet. The victim wasn’t hurt. There are vague descriptions of the suspects. and other contracts less than about $340,000. As well, there are exemptions for grants, existing municipal non-conforming measures, and even the ability to create municipal monopolies. For Toronto, that means its annual portfolio of about $50 million in grants is exempt, as is the city’s main environmental financial organization, the Toronto Atmospheric Fund. Nor is there is anything in the agreement that encourages privatization or de-regulation. Municipalities remain absolutely free to consider quality, value, social and environmental considerations, as long as rules are applied in a non-discriminatory manner. Reviewing the contracts issued by the City of Toronto and Toronto Transit Commission over the last year shows the vast majority would be exempt. Under the proposed terms of the agreement, it is only the larger items that would have been open for more competition. Examples from the recent past include the $132-million contract for curbside waste collection, $118 million for the York University subway station, and a $24-million contract for new buses. But even if a European company quoted on these large projects, it would be hard to understand how it could collect Toronto’s waste or construct a subway station more efficiently than the

Canadian contract winners. So what’s the fuss? Under the proposed agreement, Toronto will not be able to discriminate against a European supplier that complies with all of our rules, and offers our city a better value. Currently we cannot discriminate against other Canadians, Americans or

Mexicans. The agreement will add Europeans to the list. Torontonians who pay for and receive our municipal services are the beneficiaries. On the other side, those who currently deliver municipal services see the agreement as a threat. It is instructive that the major research papers that came

to council were funded by public sector unions, and that council’s left wing voted in a block for Toronto’s exemption. By making such a position, and asking the federal government to exempt the city from a trade agreement on that basis, council runs the risk of eroding its credibility.

ast week, the German and Canadian prime ministers agreed to prioritize approval of a free trade agreement between Canada and the European Union. Under negotiation now for almost two years, the leaders expressed their hopes that the text would be ready for their parliaments by the end of this year. On the surface, it seems like such a good deal for Canada. In exchange for Europe’s access to our population of about 34 million, and a per capita income of about $39,600, Canadians get access to a market of about nine times our size, with comparable average wealth, familiar institutions and shared values. Europe is far enough away not to be a major cultural threat, rich enough to interest our entrepreneurs, and different enough to allow each side to develop its own competence. Yet dozens of Canadian municipalities have passed resolutions looking for exemption. Toronto joined this group in March, citing that the agreement would “impose on the city’s ability to create local jobs, protect the environment and provide programs/services as it sees fit.” From its resolution, council sees no benefit to the agreement, instead seeing it solely as a danger to jobs, the environment, and that it will hamper council’s ability to serve residents. Really? Let’s take a closer look at those threats. The proposed agreement conforms to rules already in place that exempt construction contracts issued for less than about $8.5 million,

DAVID NICKLE dnickle@insidetoronto.com The provincial action plan to combat youth violence has potential, but needs to focus on young African Canadian people, according to a group of organizations from the province’s African Canadian community. “While the action plan is promising, its worth will depend on the manner in which it is implemented,” said Moya Teklu, a lawyer with the African Canadian Legal Clinic and spokesperson for the African Canadian Coalition of Community Organizations. “The devil is in the details.” Teklu was commenting on the $20 million action plan unveiled Wednesday by Children and Youth Services Minister Eric Hoskins. The plan takes on a multi pronged approach, investing money in enforcement as well as youth employment and outreach programs — focusing the funding in neighbourhoods at risk for gun violence.

The plan stems from a 2008 report authored by former Scarborough Liberal MPP Alvin Curling. The coalition said the entire report’s recommendations ought to be implemented. Curling, who attended yesterday morning’s news conference and has been retained as an advisor on the implementation of programs for youth at risk of gun violence, said his sense was eventually the report’s recommendations would be implemented. “I don’t regard this action plan as a full response from the province,” he said. “If you do that, you’re going down the wrong road.” Curling said the plan needed to focus on both policing and helping to provide employment for young people — and to an extent, he said, it does. Gabe De Roche, a spokesperson for Hoskins who attended the meeting, said the summer job funding enhancement was intended to extend jobs for at-risk youth into the school year. He maintained that the ministry felt the best way to deal with the issue was using a “location-based” system, it was well aware of the disproportionate impact gun violence has on African Canadian youth and would be crafting policy with that in mind.

The artists and performers in the programme, which begins around 7 p.m. Friday night and continues from 10 a.m. to 5 p.m. Saturday, are almost exclusively local, and some are performing for the first time, evidence of the area’s “untapped talent,” said Tim Whalley, Scarborough Arts. The festival schedule is available at www. scarborougharts.com The two towers included in the festival were chosen by the United Way of Greater Toronto to work with Storefront as a pilot project following up on the charity umbrella’s 2011 report, Vertical Poverty. The report revealed increasing concentrations of poor families in highrise apartments. It is for the benefit of the residents of the buildings, chosen as representative of the others in the neighbourhood, that the fence is being taken down shortly after 11 a.m. Saturday. Janet Fitzsimmonds, Storefront’s coordinator of resident leadership strategies, said the project and others could be important for highrises across the city. “If they work, who knows what the future could hold?” she said.

It’s not the Berlin Wall, but this Saturday morning residents of Scarborough’s KingstonGalloway and Orton Park neighbourhoods are tearing down a chainlink fence they consider a barrier. The largely symbolic act is part of a twoday “bridging festival” bringing different parts of the community together as well as a public launch of a “tower renewal” project for buildings beside the East Scarborough Storefront. The Lawrence Avenue East community building is just east of a bridge dividing Orton Park from Kingston-Galloway, and earlier festivals have decorated the bridge and provided performances under it by a section of Highland Creek. This year’s festival, “very kid-friendly, very family-friendly” and open to all, is both under and above the bridge, Tim Whalley of Scarborough Arts said this week. Steps down to the ravine are a problem for some and others thought performances below the bridge were too hidden from view, but the Toronto and Region Conservation Authority is offering interactive activities by the creek on Saturday, he said. Foundation chair Bruce Kidd welcomed the youngsters in the KickStart program, urging them to stay involved in athletics. “We believe that sport is essential for everybody. They keep you healthy, they help you with your school, they help you make friends, they give you opportunities to see other parts of the city and the world, they help you get along better with your parents and aunts and uncles. But most of all, they are just fun.” Kidd’s message about staying involved wasn’t lost on Godiva, 11, and Jamoyah, 7. “(I’m) happy to be in the program because soccer is what I play and I like doing it. I like the sport because it runs in my family,” Godiva said. “It feels great because I meet professional soccer players, people with more experience

Parents who are concerned their kids aren’t getting enough daily exercise should ask themselves if they’re getting enough exercise themselves. Kids aren’t the only ones who need daily exercise. A good way to encourage kids is to join them. Make daily physical activity a team effort. Kids don’t have to join Mom and Dad at the gym. Instead, sign them up for an extra curricular activity in organized sports or clubs like Brownies and Scouts. Kids often take cues from their parents even if their parents aren’t aware. Parents who live more active lfestyles are much more likely to have kids who are active as well. Set a positive example for kids and include them in your own routine whenever the opportunity arises.

MINIMIZE TELEVISION TIME Its recommended by pediatritions that older kids watch no more than two hours of television per day. But as any

parent knows, most kids average much more than two hours of television per day. To decrease that tube time, parents can take televisions out of their kids’ bedrooms, instead putting televisions only in the common rooms which will also allow parents to more closely monitor what their kids are watching.

ENCOURAGE EXTRACURRICULAR ACTIVITIES While parents might find it hard to believe, today’s kids, even with all the video games and additional gadgets, still get bored. Boredom might be contributing to sedentary lifestyles. To combat boredom, parents should encourage extracurricular activities that get kids off the couch. Whether it’s participating in team sports, joining the local or school theater program or even getting a job, parents should encourage kids to do more after school than come home and turn on the television or play video games.

EMPHASIZE ACTIVITY INSTEAD OF EXERCISE Many adults associate exercise with going to the gym or running on the treadmill, both of which are tough to get excited about. Kids might be equally indifferent and less enthusiastic about exercise. Instead of emphasizing exercise, encourage kids to be active. Encourage kids to get outdoors and pursue interests other than video games or television shows.
