Cyclist suffers serious injuries after collision ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A Scarborough man received head injuries and broken bones after being hit by a car while riding his bike on Kennedy Road yesterday. Police said the 42-yearold cyclist was westbound on Stratton Avenue, north of Eglinton Avenue, around 5:45 a.m. When he tried to cross Kennedy, he was struck by a southbound black Honda Civic, police said. “The cyclist gets hit in the back wheel area, so he almost makes it across,” said Const. Hugh Smith of traffic services. “He gets thrown into the wind-

shield...and then he gets thrown to the ground over by the bus bay.” The cyclist, an area resident, was taken to hospital in critical condition. His condition was later upgraded to serious. “He sustained head injuries, facial (injuries), a few broken ribs and a broken pelvis,” Smith said. The motorist, a 39-year-old man, remained at the scene. “We’re not looking at any impairment or speed factor at this point,” Smith said. Police closed a portion of Kennedy for more than three hours as they investigated.

School’s in: Lots to look forward to
N
ew schools, new programs, new teachers, new classmates. There’s lots going on at both the Toronto public and Catholic school boards as the new school year begins on Tuesday. In our special feature in today’s edition, we look at what’s new in the schools. And there’s plenty: both locally and around the city. To see our comprehensive coverage of what’s new across Toronto, visit us at bit.ly/TOschoolnews A number of Catholic elementary students will be starting classes in new school buildings with the openings of Blessed Pier Giorgio Frassati in northeast Scarborough and St. Ambrose near Dufferin and Dundas streets. The need for a school in the recently built Scarborough neighbourhood was huge, and parents and students alike are excited about the opening. But education is more than bricks and mortar. It’s about people and programs, of our view which there’s lots to be excited about this year. For example, a number of Changes Northview Heights Secondary abound local School students will be sharing what they learned at this month’s and city-wide Adobe Voices digital media arts summit in California. They were the only students from Toronto to attend the summit, which featured students from 23 countries share art projects aimed at making social changes in areas such as bullying and cultural awareness. Also, students at a number of schools including Blacksmith Public School will be using technology to improve their math skills by playing the computer game Prodigy. Less high-tech, but every bit as valuable in the real world students and their families live in, is a bicycle repair and maintenance program at Central Commerce Collegiate Institute. At Bishop Marrocco/Thomas Merton Catholic Secondary School, new principal Derek Chen admits he has some big shoes to fill in replacing Maria Pereira. “She’s a legend,” Chen said. “I’m pretty honoured to follow in her footsteps.” While students have all this and more to look forward to, a big part of back to school is also showing off the new fashions to classmates. With that in mind, we invite readers to enter our First day of School Contest. Send us your best first day of school photo and you could win a $250 Cadillac Fairview gift card. For more, go to www.insidetoronto.com and click on contests under Local Interest.

Is subway service really about respect?
I
t’s the argument that, by dint of repetition, has become an unstoppable force: Scarborough deserves a subway as a mark of respect. Those who take this view dredge up a lifetime of frustration, starting with Scarborough’s higher concentration of social housing, and supposed lower proportion of municipal services. They move to the evils of amalgamation, and how large civic projects and development along with extra funding all head into Toronto’s core, filling the coffers of those community centres and parks. Then they comment how Toronto’s last subway project, the Spadina extension, came about: not by planners, nor because of pent up demand, nor even by public advocacy. Rather, say the cynics, it was designed in a rush by the city, approved to protect provincial Liberal seats, and funded to preserve a minority federal government.
david soknacki beyond the headlines This narrative of poor treatment and bad decisionmaking is so compelling that a majority of suburban residents believe that the Scarborough subway extension must be the city’s highest transit priority. Given the choice between challenging the narrative and risking voters’ wrath, most suburban elected representatives have become converts to the cause. Neglected, or perhaps purposefully ignored, has been the question of adequate funding. As a result the debate has now become why the remaining shortfall of hundreds of millions of dollars is the responsibility of someone else. But surely those who are now supporting the subway must have known, a fiscal miracle being doubtful, that the odds of actually build-
ing that subway are small, and that the only outcome from their conversion was to delay projects underway – in addition to prolonging their careers, of course. Although politics was never the preserve of logic, there is ample evidence to take a contrary position in good faith. It is not correct to blame suburban ills on amalgamation. Council has the ability to correct any disproportionate allocations of funds. And the discussion of the best transit for Scarborough, or for any place, ought not to be on how someone else got service, but rather on how to provide the best service to the most users at the least cost. All of which takes us back to the issue of respect. By not addressing separate concerns covered by the larger transit issue, our municipal and provincial representatives have done their residents a disservice. They have allowed urban myths to continue unchal-
lenged, such as the assumption that suburban services have become worse, in all aspects, than those downtown. They have abdicated tough decisions about inequities that need correction, such as the disproportionate amount of development charges invested in the core. And they have not laid out credible reasons for changing their views, other than their consideration of polls. Perhaps worst of all, they have made a decision raising expectations knowing that it could not be fulfilled. Many suburban councillors and MPPs say they have clambered onto the subway out of respect. On the contrary, they could have shown respect to their electors by dealing with their underlying issues, better setting out the reasons for their decisions, and allocating enough resources to pay for what they have chosen. ‘Friendly’ transit debate planned Toronto Council last month chose, with some stated conditions, to replace the aging Scarborough Rapid Transit line with a subway rather than light rail, but in Scarborough the debate goes on. A “friendly” debate with “supporters of each proposal” as speakers has been scheduled for the West Scarborough Neighbourhood Community C e n t r e o n S a t u r d a y, Sept.14. Both transit routes from Kennedy Station would lengthen the Scarborough RT to reach Sheppard Avenue, where a light-rail line is still planned. The surface LRT formerly endorsed by council would use the existing RT right-of-way and provide more stops than the proposed Bloor-Danforth subway extension, which both Liberal and Conservative candidates supported last month during Scarborough-Guildwood
provincial byelection campaign. “Backers of this (subway) proposal claim to have the support of most Scarborough residents, but questions have been raised as to which plan better serves us,” Paul Bocking, organizer of West Scarborough Community Action said in a posting. Bocking’s group and Scarborough Transit Action are hosting the debate, which will also include speakers from the city, from 2 to 4 p.m. at the Neighbourhood Centre, which is at 313 Pharmacy Ave. My City My Voice is trying to opinions from Toronto youth before the meeting on which transit solution is better. CNE honours Players of the Past during tourney Scarborough’s Jan Clarke played in East Toronto Ladies League and with Agincourt Seniors SEAN DURACK scm@insidetoronto.com Three Toronto residents – and four others from outside of the city – were recognized at the annual Players of the Past ceremony recently at the CNE. Beach resident John Fallis, Etobicoke’s Peter Maik and Scarborough’s Jan Clarke were all honoured at the old-timers ceremony before family and friends prior to the opener of the bantam and midget tier II girls’ CNE Fastball Tournament. Dick Gibb, Bob Domik, Donna Hardy and Patricia Kauffman, who all live outside of Toronto, were also honoured. Playing background on the three local honourees is as follows: Fallis, a retired teacher at Riverdale Collegiate and a coach for more than
three decades, played in the Beaches Men’s League for John Oliver Real Estate, Oxford Realty and Frank Vetere’s Pizza. The Lakehead University grad and the team he represented at the time were once victorious at the CNE Bulova fastball tournament, but he didn’t have the coveted championship watch that accompanies the title for very long. Ambassadors “I had the watch for about a month and my wife put it through the (washing machine) wringer,” joked Fallis. “And that was the end of that.” Fallis, who represented the Scarborough-based Ambassadors at the Canadian Championships in 1989, also played hardball for the Talbot

MP Karygiannis named Veterans Affairs watchdog by Liberals Scarborough-Agincourt MP Jim Karygiannis stepped into a new political role recently as the federal Liberals’ new watchdog for Veterans Affairs. In a letter, Karygiannis, who was previously his party’s critic on multicultural issues, asked Royal Canadian Legion branches, veterans’ clubs and advocacy groups to contact him for help. He pledged that he would
hold the Conservative government to account for the way Canada’s veterans are treated. “These men and women put their lives on the line for us and our way of life. We must ensure that when they come home, they can live their lives with dignity and respect,” Karygiannis added in a statement. “We must never forget the debt we owe them.”

Scarborough students to see new schools open Board News
ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com

Both the Toronto public and Catholic school boards will be offering something new to kick off the 2013 to 2014 school year. The following are some of the changes taking place.
esidents of the Rougeville community will soon get their own school. But they’ll have to wait a little longer than planned. Alvin Curling Public School, at 50 Upper Rouge Trail, was originally set to open in September. But because of construction delays that won’t happen until January. “We had a very short timeline to get this school built: under one year,” said Shaun Chen, the local Toronto District School Board trustee. “The original thought when staff realized that the school might not be ready for September 2013 was to complete the classroom wings of the school for occupancy while work continued on the gymnasium and common area sections.” It was later decided that construction work while children were in the building was too dangerous.

“This community has waited a very long time for this new school,” Chen said. “I’m just incredibly thrilled to see the bricks go up one by one.” NATURAL HABITAT The school is situated in natural habitat: a ravine runs along the edge of the property, and the Rouge Valley System and the Toronto Zoo are nearby. “I think one of the things that the school is going to be known for is its commitment to environmental sustainability,” Chen said. “We’ve already talked about working to strive to become an eco-school. We’ve talked about partnerships with the Toronto Zoo.” Chen added the design of the school makes use of natural lighting. “The gym, for example, will have light going through it.” The two-storey facility consists of five full-day kindergarten rooms, 22 classrooms, one instrumental music room and two special education rooms. The school can accommodate 654 students from junior kindergarten to Grade 8. Alvin Curling is not the only new school set to open in Scarborough this school year. Opening in September are Ecole Elementaire Catholique Saint-Michel, a French Catholic school at 29 Meadowvale Rd., as well as Blessed Pier Giorgio Frassati Catholic School at 8 Seasons Dr. near Morningside and McNicoll avenues. “I love the look of it, and it has all that eco-friendly build to
it,” parent Roy Vascotto said of Blessed Pier Giorgio Frassati. “We had a tour of it, and it’s really beautiful inside.” Blessed Pier Giorgio Frassati can accommodate 467 students though this year’s enrollment is only about 200. Local Catholic school board trustee Garry Tanuan said he hopes the school will reach capacity in the coming years as more people move into the neighbourhood. The school offers a French immersion program, beginning with senior kindergarten this year. “We have a multi-purpose room available for speciality programs and after-hours use,” Tanuan said. “There’s also new architecture design, which allows natural lighting all over the school.” The school also features an elevator and barrier-free washrooms.
■ The Toronto District School Board (TDSB) is launching its new website in time for the school year with easy access to information about all of its schools and events taking place board-wide. ■ Another 17 Specialist High Skills Major (SHSM) programs are being offered at TCDSB schools this year, up from a dozen offered in previous years. Students participating in the SHSM program have the opportunity to explore a specific area or career of interest and to acquire the experience and skills that will help them in their post-secondary pathway. Community housing launches Connected for Success LISA RAINFORD lrainford@insidetoronto.com Children sang the praises of a pilot project offering affordable broadband Internet, subsidized computers and software to Toronto Community Housing residents at a special launch event at Cooper Mills in the Dundas Street West and Scarlett Road-area recently. “It’s so awesome,” said Dahlia, 8, of the Rogers Youth Fund initiative, Connected For Success program, during an event that featured cupcakes and T-shirts for the kids. “I love computers,” chimed in Aaliyah, also eight. Residents at Cooper Mills were some of the first to sign up for the program, which has been made possible with support from Compugen and Microsoft Canada, and will be rolled out to all Toronto Community Housing (TCH) complexes in the city. The program, designed to make the Internet acces-

sible to more youth, has the potential to reach as many as 150,000 low-income resi-
dents. “Access to the Internet is so important, particularly to our
youth, but for some people, it’s too expensive,” said TCH CEO Eugene Jones Jr.
“This is an example of how, when we all work together – the private sector, community leaders and Toronto Community Housing staff – we can provide youth and all residents in our communities with the tools to succeed.” As part of the program, TCH residents will have access to Rogers Hi-Speed Internet service with speeds of up to 3Mbps and usage allowance of 30 GB for $9.99 monthly. Rogers Communications, in conjunction with Microsoft Canada and Compugen, is providing the option of purchasing a computer for $150, which will come pre-loaded with complimentary standard productivity and educational software as well as access to technical support. As a father of three teen boys, Rob Bruce, president of communications at Rogers Communications, said he understands how crucial the internet is to staying connected with peers while keeping up with homework.
“We know that roughly two million Canadians do not have Internet at home,” Bruce said. “Roughly the same amount don’t own a computer. It’s a digital world in which digital skills and access to the Internet are the foundation needed to succeed. Connection to the Internet is the gateway to staying on top of homework, working on group projects and communicating with teachers.” Parkdale-High Park MP Peggy Nash called Connected to Success a “terrific program” for a community of “hard-working people, who contribute to their community.” Violet, 11, said she was impressed by the program. “I think it’s a great way for kids to play on computers because some kids don’t have one,” she said. Budget-friendly outdoor renovation ideas Homeowners are increasingly extending their living spaces outside the walls of their homes. Expansive and intricate stonework patios and decked-out outdoor kitchens are the kind of additions many homeowners dream of. Those with unlimited budgets can enjoy just about any look they desire, but many homeowners may not have the money to go all the way with their outdoor living spaces. But that doesn't mean it's impossible to create budgetfriendly spaces that are functional, fun and eye catching. Decks and patios are popular gathering spots outside a home, and hom-
eowners have numerous inexpensive options at their disposal when choosing patio materials. And those who can do their own labor when installing a patio can save a substantial amount of money. Instead of higher-priced composite or resin decks, homeowners can go with standard wood, which will need to be stained periodically. Scaling back the size of the deck means less materials to buy and less labor involved. The cost of patio blocks depends on the material and style. Poured concrete patios will cost less than placed blocks or stones because concrete is less labor-intensive. For those who desire the look of patio blocks without the cost,
stamped concrete can mimic the look for less. Homeowners may not need to replace patio furniture, even if chairs and tables have seen better days. A can of spray paint can cover up any rusted areas or spots where paint has peeled off due to exposure to the elements. Updating cushions and purchasing a coordinating umbrella can revitalize the patio's entire look. Also, very often stores run sales to clear out merchandise for new displays. Defining edges of planting borders and refreshing the landscape may be all that is needed to improve the yard. This is easily achieved with inex-

pensive mulch and some vinyl edging. While cleaning up the yard, use a pressure washer to clean stains off of siding and patios and create a likenew appearance. End-of-season sales can also be the ideal opportunity to purchase bigticket items like a pool, a hot tub or an outdoor fireplace/fire pit. Shoppers can learn when stores discount their merchandise to make room for new inventory and then use these sales as opportunities to save. Sometimes saving means repurposing antiques or items found at garage sales. Thanks to the Internet, people can easily advertise items they no longer need or desire. A person can search for backyard items they need at a deep discount if they are fine with previously used materials. From patio furniture to masonry blocks to above-ground

Traffic signal boxes to be adorned with public art City attempting to discourage graffiti and illegal postering A city beautifying project will see traffic signal boxes wrapped and adorned with public art to discourage graffiti and illegal postering. When the Outside the Box initiative is completed, the entire surface of some 2,200 metal boxes, which house the controls to operate and co-ordinate traffic signals, will be covered in a wrapping made from a special coating intended to make graffiti removal easier. Two types of wrapping were created for the project,
containing designs from renowned Canadian graphic artists Gary Taxali and the late Moira McElhinney. A jury selected panel of 11 artists through the StreetARToronto initiative (StART) will also hand-paint 20 traffic control boxes between now and Oct. 25 at various locations. The designs, according to city public works chair Denzil Minnan-Wong are intended to foster an artistic sense of city identity as well as combat vandalism.
“ We look for ward to beautifying these boxes and hope that traffic-signal boxes around the city can become an impressive public art collection,” said MinnanWong in a statement released Tuesday, Aug. 27. The project is part of the city’s ongoing campaign to reduce graffiti. Similar street furniture wrapping is employed by other Canadian municipalities and the Toronto Financial District BIA recently installed vinyl wrapping on traffic poles along the intersection of King Street West and Bay Street.

Maple bacon jam identified as source of illness Number of CNE patrons fell ill after eating cronut burger It was the maple bacon jam topping on the cronut burger that caused people to fall ill last week, Toronto Public Health ( TPH) confirmed Tuesday morning. “New lab results indicate
that the maple bacon jam, which is one component of the cronut burger, is the cause of food-borne illnesses at the CNE,” said Dr. David McKeown, Toronto’s Medical Officer of Health. “We have

MLSE KickStarts inner-city soccer program again Fannie Sunshine fsunshine@insidetoronto.com Goeiva Collins is looking forward to making new friends and learning new skills as part of a free soccer program organized by Maple Leafs Sports and Entertainment (MLSE) Foundation. The 12-year-old took part in KickStart last year, the first time the program was offered, and is eager to get back on the playing field. “It’s fun, you get to exercise,” said the Islington and Finch avenues area resident, adding he hones his skills with his dad and brother and also plays on a rep team. The MLSE Foundation, in partnership with Kia Canada Inc., launched the second year of KickStart, a free eightweek soccer program in 12 Toronto Community Housing communities, Wednesday, Aug. 21 at the Kia training ground at Downsview Park. The program is set to start the week of Monday, Aug. 26.
The program, open to youths aged six to 12, aims to build soccer skills, selfesteem, fair play and leadership in the 240 youngsters taking part this year. Toronto FC was on hand to run drills and offer advice to the budding soccer stars, something Goeiva saw as inspirational. “It gives us encouragement,” he said of seeing professional soccer players at the event, adding he’d like to play for Toronto FC down the road. Last year, 10 Toronto Community Housing communities were involved with KickStart, and this year two more communities have been added. Coaches from the communities were trained by professional soccer players, and the idea is to run KickStart in each community for eight weeks. Two practices are held each week, along with one game on Saturdays. Games are played at Amesbury Park at Keele Street and Lawrence

Continuously expanding the program is something Eugene Jones hopes to see in coming years. “ M L S E Fo u n d a t i o n approached us with this wonderful opportunity,” said Jones, president and CEO of Toronto Community
Housing. “It focuses on education, team work, friendship, camaraderie. I don’t want it to stop. I want it to be an everlasting program. We have 350 Toronto Community Housing communities and 12 are here. I hope to expand it to include all of them.”

Toronto FC players kick the ball around with camp participants last Wednesday.
Mike Bartlett, executive director of MLSE Foundation, said a big part of the foundation is getting kids active through sports. “We built up a nice relationship with Toronto Community Housing,” he said. “Soccer is one of those
games where it takes a ball, that’s it.” Sh e v o n T h o m p s o n , KickStart co-ordinator, said the response from last year’s program was so positive they decided to add more communities this year. “It’s breaking down barriers,” he said. “It’s bringing different communities together. They are learning a different sport they wouldn’t normally play. Usually they play basketball. Having Toronto FC here is a big benefit.” Toronto FC player Jeremy Hall, who co-spearheaded KickStart from the players side, said the program encourages kids to stay active. “When I was this age, my mom signed me up (for soccer),” said Hall, who grew up in Tampa, Florida. “You are running around and staying healthy. If I’m here next year I would love to do this again, I think it’s great.”

Film fest set for subway JUSTIN SKINNER jskinner@insidetoronto.com

Carpe Diem screening on a Pattison Onestop screen in St. Patrick station. The film is part of the Toronto Urban Film Festival (TUFF), which brings short films to commuters on the TTC.
Commuters taking the subway will be able to enjoy short, independent films as they wait for their ride with the return of the Toronto Urban Film Festival (TUFF). Now in its seventh year, TUFF offers a selection of silent, one-minute shorts from around the world, with a different film screening every 10 minutes on each of the network’s 290 Pattison Onestop screens. The brainchild of founder and Sharon Switzer, executive director of Art 4 Commuters, the festival features animated and live-action shorts. Switzer said the idea for TUFF came about after she spoke with the company that operates the screens in subway stations. “It was sort of a no-brainer,” she said. “You have a city that loves film, you give people films in public spaces, who’s not going to love it?” This year’s TUFF festival
features 82 films from 20 countries. Of those, 23 come from Toronto, with some coming from such destinations as far away as Kenya and Iran. The selections were chosen from some 390 submissions by guest judge and acclaimed filmmaker Bruce McDonald. “It was an incredibly strong year for us,” Switzer said. “What we used to get in a (minute-long film), when you compare it to what we get now, the difference is amazing.” In addition to the selected films, TUFF will include some special series. On Friday, Sept. 13, experimental filmmaker Christina Battle’s “we’re not exactly sure what happened” series will provide alternative imagery to go along with snippets from CNN’s coverage of the Boston bombing from April. “She took the transcripts of the nonsense CNN was broadcasting while reporting on the Boston City bombings where they didn’t know what was going on but
kept having to talk because it’s CNN,” Switzer said. While TUFF has always traditionally provided subterranean entertainment, it is also moving above ground this year with a series of eightsecond shorts by media artist David Clark. “Pattison Onestop has a giant video billboard at Yonge and Edward, just north of Dundas and we’ll be using that,” Switzer said. “While the TUFF films run every 10 minutes on the subway screens, these eight-second clips will run every minute.” Select screens in Dundas, St. Andrew and Yonge-Bloor stations will be dedicated purely to TUFF films, and the films will also be screened as a collection at the Drake Hotel with showings from 11 a.m. to 5 p.m. from Sept. 13 to Sept. 15. Commuters are encouraged to vote for their favourite shorts, with the top films up for awards.

Gilgan centre to be new home for SickKids researchers JUSTIN SKINNER jskinner@insidetoronto.com Researchers at The Hospital for Sick Children will soon have a permanent home to call their own – one that brings the hospital’s 2,000 scientists, trainees and research staff under one roof for the first time. The 21-storey, 750,000square foot building at the corner of Bay and Elm streets is currently under construction and is slated to open this fall. Named the Peter Gilgan Centre for Research and Learning after a donor who contributed a whopping $40 million of the project’s $400 million budget, the site will finally amalgamate SickKids’ research staff, encouraging collaboration and discussion. “Today, (SickKids researchers are) in six buildings across our campus, up the street, down the street,” said SickKids president and CEO Mary Jo Haddad. “This will be home

now to 2,000 scientists.” Having one facility for all SickKids scientists will free up space in the hospital for treatment and allow the research team to move out of rented spaces in the area.
More importantly, it will give the researchers a chance to share findings and complement one another’s work. “For us, the scientists, this is the exciting part,” said Dr. Michael Salter, senior scientist
of neurosciences and mental health. “We’ll be able to rapidly share our discoveries with people in other groups and other labs.” The building will feature individual research “neighbourhoods” in six fields: brain and behaviour; organ systems and disease; patients, populations and policy; genetic and genomic medicine; cancer and stem cell biology; and molecules, cells and therapies. A large common space overhanging Bay Street will provide fodder for discussion among scientists from different fields. “You can overhear what one group is working on so you can kind of join (the discussion),” Haddad said. “The whole concept of collaboration and integrative space is to enable innovation in this kind of environment.” Labs spaces are also open in concept and can easily be rearranged to meet the changing needs of healthcare. “When thinking about
different aspects of pain in children.” The Peter Gilgan Centre for Research and Learning also features a large area where the public can come to learn about research and findings through seminars and presentations, connections to SickKids Hospital and the SickKids Elizabeth McMaster building, learning labs and a 250-seat auditorium. Every seat in the latter comes equipped with a microphone with a call button, encouraging those in attendance to ask questions and share information, along with a camera so those asking questions can be seen on screen. By promoting research, the centre will help maintain SickKids’ place as a leader in children’s care. That, said Salter, will help meet the hospital’s goal of ensuring there are “healthier children in a better world.”
the future, we don’t have the recipe for what’s going to happen,” Haddad said, adding that retrofitting a building instead of having adjustable labs would be costly. Innovation Salter said having large lab spaces that can accommodate large numbers of researchers will improve the ability of researchers to come up with innovations. He cited the study of pain in children as but one example. “Right now, my lab group of about 20 people is in one building, the clinicians and scientists who actually study pain in children are in another building and the surgeon/ scientists who try to repair nerves in some children with chronic pain are in another location,” he said. “In this area here, we will bring together all those people – a group of about 50 people working on the
