Tanuan Kwanzaa story ‘humbled’ to be elected new Catholic board trustee CYNTHIA REASON creason@insidetoronto.com The byelection in Scarborough on Monday saw longtime resident Garry Tanuan elected to fill the Toronto Catholic District School Board (TCDSB) trustee position left vacant in September following Tobias Enverga’s appointment to the Senate.

Tanuan, who has lived in TCDSB Ward 8 for 12 years and has four children who attend Catholic school in the ward, won the byelection with 39.9 per cent (or 1,120 votes) of the 2,805 total votes cast, decisively beating out a field of nine other contenders.

In a statement released yesterday, Tanuan said he was “humbled” by the results.

“It is an honour to represent the Catholic ratepayers of Ward 8,” he said.

Bobolinks and bikers in Beare Road Park MIKE ADLER madler@insidetoronto.com The City of Toronto may have a proposal next month on how much of the former Beare Road landfill should go to the bobolink, a groundnesting bird, and how much should go to mountain bikers.

Different and possibly conflicting interests want to be included as a plan for a Beare Road Park is drawn up on 200 acres the city owns along its eastern boundary with Pickering, south of Finch Avenue.

Dominated by a hill concealing nine million tonnes of mainly household waste, Beare is a sizeable green

space essentially surrounded by the future Rouge Park National Urban Park without being part of it.

Walkway along lake shore opens to the Rouge River MIKE ADLER madler@insidetoronto.com Promised for years, a park opening Scarborough’s Lake Ontario shoreline from Rouge Beach to the mouth of Highland Creek has been quietly completed.

Now a larger dream – opening up the shore for public use from Pickering all the way to the Bellamy Ravine – is closer to coming true.

T h e To r o n t o a n d Re g i o n Conservation Authority handed 1.8 kilometres of new shoreline works over to the city recently, the second phase of a Port Union Waterfront Park which has been open since 2006.

Residents are free to walk in it, Nancy Gaffney, the authority’s waterfront specialist said. “They can get essentially everywhere now.”

Approved by Transport Canada in 2004, the second phase – a set of headlands and beaches pedestrians can reach through a tunnel at Rouge Hills GO Station – used up 15,000 truck loads of rubble, 28,000 tonnes of armourstone, 16,000 tonnes of rip rap and 22,000 tonnes of cobble stone.

Costs for this half of the 3.8-kilometre park rose from $16 million to $25 million while it was held up by negotiations with few remaining residents of Chesterton Shores, once a corner of Pickering with cottages served by a single-lane road.

The authority demolished the last Chesterton Shores home this year - after it burned - and the road is now closed to vehicles except bicycles, with the CN level crossing at Lawrence Avenue blocked by bollards, metal posts removable for emergency vehicles.

Two parking lots, divided by a bus loop are expected to be in place for the park at the eastern end of Lawrence.

There are no lights in park, partly because Toronto police said they didn’t want lighting there. Despite this, there were people in the park “every hour of the night” including during the construction, Gaffney said.

line works to the west, below the Scarborough Bluffs, and are advancing under the Meadowcliffe section so close to Bluffers Park, Gaffney said, people have taken advantage of the current low lake level to reach the park’s beach area.

The TRCA is still negotiating with owners of homes above the bluff, which have to hand over control of property extending into the lake, but the Meadowcliffe project, scheduled to be finished next summer, won’t build the works all the way to Bluffers, she said.

Little known outside the area, the shoreline works from Bellamy Ravine to below Scarborough’s Guild Inn include paths locals stroll or walk their dogs on, but Gaffney said these sections have never been a public park, “although we hope it to be”

under the Scarborough Waterfront Access Plan.

That may be hard for residents to believe, considering many people and some maps call the pathway from the Guild to the top of Bellamy Ravine the Doris McCarthy Trail, after the late landscape artist who lived nearby.

For now, the TRCA says it will allow public access to the shoreline service road for recreational purposes on holidays, weekday evenings after 5 p.m. and weekends from 4:30 p.m. Friday to 7:30 a.m. Monday, when the road is not needed for construction staff and equipment.

“It’s meant to stimulate discussion and inspire action,” said Alexis Wood, TRCA project manager for the creek, adding the authority will incorporate the projects and continue consultations as it starts an overarching Greening Strategy Update for the watershed next year.

Examples of projects in the plan are bioswales on the edge of Milliken Park parking lots and plantings along the creek in Cedarbrook. Wood said teams will try to move many forward as volunteers.

Some projects are simple: the Cedarbrook team wants to add tree cover to the watershed, so it will ask neighbours to take advantage of the city’s free tree policy to more trees in front yards, Wood said. “There’s a lot of small actions you can do at home,” she added.

A goal of many of the actions is to hold water back from rushing into the creek. It’s Highland Creek’s flashy flow that for decades has eroded its banks during storms and disrupted fish habitat.

MacFarlane said meetings on possible projects helped interested people from his neighbourhood find “common elements in our concerns and what we’d like to do.”

The TRCA, he said, showed people how to apply for grants and is offering a workshop on how to start a Facebook group.

Its watershed is entirely within Scarborough, and 85 per cent is urbanized, paved with hard surfaces that flush water to Lake Ontario whenever it rains.

And yet, visitors to Morningside Park early in the morning can glimpse deer by the creek and, in some spots, can forget they’re still in the city, Brian MacFarlane of the Curran Hall Community Association said this week.

In fall, said MacFarlane, who grew up near the creek and has led nature walks through the park, people can see salmon jumping there, the younger fish returning to the lake and the older ones expiring – becoming food for foxes, coyotes, herons and hawks.

Such experiences have encouraged local homeowners, apartment tenants, college students and other people over the past two years to join local “green teams” to improve the creek’s health.

Tanuan, who has more than 20 years experience as a consultant and project manager in the financial, biotech, clinical research, energy and education industries, had previously served as both Ward 8’s elected representative on the Toronto Catholic Parent Involvement Committee (CPIC) and as Cardinal Leger’s representative at the Toronto Association of Parents in Catholic Education (TAPCE).

Work together to ease strike impact

T

his week, Toronto residents saw students from numerous high schools take to the streets to protest the loss of extra-curricular activities at their high schools as part of the continuing battle between the Ontario governour view ment and its public school teachers.

Next week, however, the heat Sharing of is really going to be turned up effective ideas as a one-day strike by public elementary school teachers in encouraged Toronto is expected at some point before next Friday, Dec. 21.

The union representing the elementary school teachers, the Elementary Teachers Federation of Ontario (ETFO), has been calling one-day strikes in school boards across the province since Monday of this week. The ETFO is giving boards, and parents, 72 hours notice of the impending strikes. Perhaps by the end of this week or early next week, Toronto residents with children in the public system should know what day the Toronto District School Board (TDSB) will see a strike at its elementary schools.

The TDSB will close the doors of its schools with students from junior kindergarten to Grade 8 on the strike day. The board has sent home letters to parents encouraging them to start making alternate arrangements for their elementary school children now.

For thousands of parents this is going to be a costly, complicated and stressful day.

But by working together in our neighbourhoods and school communities, we can make it easier for those facing challenges.

Communities in other boards have come up with some good ways of dealing with the strikes beyond taking the day off work or sending the kids to other family members.

For instance, the City of Ottawa announced it would be extending its before and after school programs on the day of the strike. We expect to see an announcement from the City of Toronto shortly that it will be doing the same. Also, other organizations are stepping up. In the case of Ottawa again, the Ottawa Senators said they’d offer a full-day hockey camp that day for kids aged five to 12. Hello, Toronto Maple Leafs – there’s a great idea.

There are many other great ideas out there parents can start sharing with each other right now, so that those who are able to help with child care on strike day can do so while those who must go to work can also do so. newsroom

To the editor: I would deduce that Clayton Ruby’s victory in dislocating Mayor Rob Ford from city hall has outraged hard-working, taxpaying Torontonians like myself who welcomed Ford’s prudence after the excesses of the David Miller years.

Should Rob Ford lose his appeal I only hope for the sake our city that Doug Holyday or Doug Ford will fill the void, shielding Toronto from regressing back to the Miller-era days, which elected to support union jobs rather than go with the most cost-efficient TTC streetcars and subway train replacements at the expense of the taxpayers. They also gave us the abhorred land-transfer tax that has hindered real estate transactions.

Shaping up to be a truly forgettable NHL season

F

ess up, all you NHL fans out there pining over missing your beloved hockey. Even if this lockout drags on until January and the league ends up with just a 48-game or 60-game season and the New York Islanders end up playing the Florida Panthers two or three fewer times than they the normally do, are you really going to lose any sleep over it?

As much as you love the game of hockey, don’t you think an 82-game schedule, is a tad long?

Come on now. Be honest.

You know it. I know it.

The owners and players know it.

Heck, deep down even Don Cherry knows it.

The fact is, the wear and tear is way too much on us all. The movers and shakers behind the scenes are doing everybody – and the game – a humongous favour by shortening the season.

At least that’s how we all feel today, with autumn still in the air.

Temperature drops The moment the temperature drops that same endless NHL season doesn’t seem so long after all.

In fact, everything about the league suddenly makes sense. Even the Islanders and the Panthers facing off two or three too few or too many times.

For some reason amnesia automatically sets in when winter arrives. Old Jack Frost takes his first nip out of your schnozz and presto,

you immediately forget everything about the NHL that drives you up the wall.

You forget that outside of emotional rivalries such as the Leafs/Canadiens, Oilers/Flames and Penguins/Flyers, for example, regular season games have about as much hitting as a pairs figure-skating ice dance samba.

You forget about how you’re constantly lulled to sleep by the neutral zone trap and the left wing lock and are so thankful that they just don’t cut it during the playoffs, even though you have no idea what the heck either one of them is, let alone which is which.

You forget that every team – except your favourite one, of course – seems to qualify for the postseason. You forget that the team that finishes first overall often gets bounced in the first round.

In short, you forget that no matter how good you

thought the regular season game was that you saw last night, it will not even closely resemble the worst playoff game of the year.

Ticket prices And you forget that ticket prices will likely go up for the playoffs, and we’re talking waaaaay up. Yes, even if half the season is cancelled.

Yeah, you forget all that when those first snowflakes fall.

Which means only one thing: the owners and players must be praying for the nastiest winter ever.

Mom showed ‘maternal instincts’ towards cubs Aurora, a female polar bear at the Toronto Zoo, has had a litter of three cubs die but seemed to accept her role as their mother, the zoo said Monday in a release.

The maternal behaviour is significant because the 11-year-old bear violently rejected another trio of her newborn cubs last year, killing two.

Zoo staff said the new litter was born last Thursday, and while one of the premature cubs died immediately, Aurora seemed to be nurturing and nursing the other two.

By Sunday mor ning, though, those cubs had also died, for reasons the zoo said are unclear.

“The fact that Aurora was doing everything right this time is a huge step in the right direction,” Maria Franke, curator of mammals Maria Franke said in a release.

by August and has been a popular attraction on the zoo’s Tundra Trek. On Oct. 13, staff and visitors celebrated Hudson’s first birthday.

While disappointed by the latest losses, staff involved in the polar bear breeding program say Aurora showed “maternal instinct was finally kicking in and she was learning to be a mother.”

Toronto police want to find witnesses to a morning road accident on Kennedy Road south of Eglinton Avenue Monday that left a senior seriously injured.

An 83-year-old man was struck by a Ford Focus at 7:13 a.m. on Dec. 10 while crossing Kennedy from the east side at Merrian Road, police said.

A woman, 28, drove the Focus eastbound on Merrian before turning left through the intersection onto Kennedy Road, where the collision occurred.

The pedestrian was taken to hospital with serious injuries.

It was enough of a fight that Toronto Council finally took part of it away from the budget committee and Mayor Rob Ford, and set the stage for a dramatic power shift in which council wrestled pretty much everything away from the mayor.

Mayor Ford and his supporters warned that in this year’s budget, council and the city would have to go through the war all over again.

As it’s turned out, that’s not so much the case.

The 2013 operating and capital budgets are definitely still a thing of the Ford administration.

The budget will see tax dollars invested in road repairs to unprecedented levels – driven even higher by the need to repair and rehabilitate the crumbling Gardiner Expressway – covering

It shouldn’t surprise that the Ford administration is taking it easy on this one, or at least playing things a little more slyly. Last year, Mayor Ford could still point to a strong electoral mandate as a basis to push hard on an agenda that was both aggressive and divisive.

That mandate is still there in theory. But the mayor and the agenda are walking dead in these weeks before Christmas, as the budget committee wraps up its deliberations.

They’ve been a sullen affair; budget committee chair Mike Del Grande presided over public deputations early this week, underneath the projection of a growing spreadsheet on which he costed every single thing Torontonians asked for in their three minutes.

But again, that’s nothing compared to the marathon meetings Mayor Ford held last year.

Spreadsheets have nothing on sleep deprivation. And from the look of things, 2013 has nothing on 2012.

To help fund that, there will be some cuts to fire, police and ambulance, and projects near and dear to the hearts of downtowners and the left wing on council – such as arts funding – aren’t getting the attention they might have under another mayor.

But generally, this is a budget that doesn’t take many risks.

There is no attempt to remove the land transfer tax. The budget doesn’t pretend to freeze property taxes. It doesn’t make an attack on downtown services particularly, just as it doesn’t reward suburban communities, especially.

It does make a significant and potentially damaging change to the way the city funds repairs, using cash instead of borrowing – but that is a serious double-entry accounting problem, and not an especially significant political problem.

This would mean creating a “zone of protection” in grasslands around the hill for the bobolink, a species threatened in Ontario that doesn’t do well in forests, said Ian Gray, a landscape architect from park consultant MMM Group.

A gravel extraction site before it was a dump, Beare received Toronto’s trash, covered each day with soil and sand, from 1968 until 1983, when it was capped with a mixture of soil and clay.

The hill settled about a metre a year during the first decade, but its summit is still one of the highest vantage points in Eastern Greater Toronto and the plan would protect those views. “You told us that was important” in a previous meeting, Gray said.

The plan would also protect a pond and wetland in the park as well as trees planted during the last 25 years and patches of remnant forest going back at least 150 years, but wouldn’t seek to create an east-west forest corridor

for wildlife because that may interfere with the bobolink’s grassland habitat, he said.

A private company still converts methane escaping from the dump to electricity, and has had its contract extended to 2021, while other machinery pumps leachate to a local sanitary sewer. level crossing Gray said the city would fence in the gas conversion plant and may build a washroom nearby. Public access to the site, he said, could come through a level crossing on the property’s western side or from the southern end of Beare Road at its northwest corner.

Beare Road Park may also have multiuse trails and a zone for “more active” cycling, or mountain biking, that does not include the top of the hill, Gray said.

Mountain biking groups were unsuccessful when they asked the Rouge Alliance, a now-disbanded governing body, to let them ride on Rouge Park trails.

So m e p e o p l e a t l a s t Thursday’s meeting said

they wanted the Beare Road Park incorporated into the Rouge, but others suggested Beare could handle certain recreational uses the Rouge couldn’t.

Sheila Lathe, a near neighbour, said she suffered when as many as 500 trucks a day were coming to the dump, but she’s glad now to see the land green and growing trees.

“I look forward to it being even prettier,” she added.

Jim Robb, general manager of Friends of the Rouge Watershed, said he has seen bobolink nest on the site, but added milk snakes, frequently on the hill’s north and west slopes, are also a species at risk.

Robb said the Beare park shouldn’t be formally opened until the movement of significant species is known.

Gray said the local habitat is changing and needs more study.

The city team on the project (which posts at www.toronto. ca/parks/projects/beare_ road_park) said it will share a “draft conceptual design” for the park at its meeting on Jan. 24. The meeting’s location is not yet known.

Quit council if running in mayoral byelection: Del Grande DAVID NICKLE dnickle@insidetoronto.com City councillors thinking about running for mayor in a byelection next year should be made to resign their seats on council first, says Toronto’s budget chief Mike Del Grande.

“I will put a motion saying morally, that people should step aside from their seats and put skin into the game,” said Del Grande. “That’s the honourable thing to do.”

Del Grande told reporters he would bring the motion to council in the event Mayor Rob Ford is removed from office by the courts and council decides to fill the vacant seat by holding a byelection.

Several city councillors are considering making a run in that byelection, including Don Valley East Councillor Shelley Carroll, EglintonLawrence Councillor Karen Stintz, and Trinity-Spadina Councillor Adam Vaughan.

DAVID NICKLE dnickle@insidetoronto.com Toronto Police Chief Bill Blair said he could be forced to close a police station in 2014 as a result of the tight budget that the Toronto Police Services Board and Toronto’s budget committee recommended this week.

“There is a point in staffing reductions where we will have to make some very difficult decisions,” said Blair. “It may require very difficult decisions, and one of the decisions I will have to consider is whether we can operate 17 police stations.”

Blair made the comments earlier this week outside the committee room where moments earlier Toronto’s budget committee had approved sending on the 2013 police operating and capital budgets to Mayor Rob Ford’s executive committee.

The $927.9 million budget put forward by the board is $21 million less than the budget that Blair proposed. The board ordered the chief to freeze hiring and promotions, hold back money that is contributed to the city’s vehicle and equipment reserve and cut back on premium pay.

It also demanded that Blair find $6.7 million in unallocated savings, making no specific recommendations. Blair said that because the board’s numbers were off on savings that might be achieved through a hiring freeze, he

has to find $8.7 million.

Board members had suggested he could find that money from the $8 million surplus generated this year. But Blair said doing so is impossible without city permission, and that banking on a surplus for next year wasn’t predictable.

“There’s no pot of gold hidden under the stairs at police headquarters,” said Blair.

“There’s some speculation that there may be a surplus somehow. But what this really is is an unallocated reduction. And an unallocated reduction is without precedent. I have never seen a decision by a body to reduce a budget without knowing where those reductions are coming from.”

Blair pointed out that he has no power to lay off officers — that is a decision for the Toronto Police Services Board, who this year instructed him to hire another 80 officers who’ll begin training next week.

“They’ve approved the hiring of the 80 officers,” said Blair. “I just have to figure out how to pay them.”

The budget committee approved the budget — over the objections of vice chair Doug Ford, who agreed with Blair on the issue of balancing budgets using surpluses. “I’ll support the board and the budget team because I’m a team player,” said Ford. “Do I agree with it? I don’t agree with it. We went way too far on the one side and didn’t compromise a little bit.”
