Busy bus routes among Scarborough transit concerns MIKE ADLER madler@insidetoronto.com There wasn’t enough time for questions, but then, there never is. People at Scarborough’s J e a n Va n i e r C a t h o l i c Secondary School on Tuesday night saw display boards and maps of transit projects, both municipal and provincial. Some had done the same thing at the school last June, but this time there were more maps, more proposals, more options – all part of the newly proposed Scarborough Rapid Transit Network. A man named Larry Harrison complained it was too much to absorb and react to intelligently. “There’s too much material going too fast,” he said. The material is also changeable: last year’s threestop Bloor-Danforth extension has been “optimized” down to a single express run from Kennedy station to Scarborough Centre. And the previously shelved Scarborough-Malvern lightrail line has been revived as the Crosstown East, 17 stops of surface rail between Kennedy and University of Toronto Scarborough. Depending on the options, the province’s GO network or the City of Toronto might add stations to the Stouffville GO corridor at Lawrence, Ellesmere or Finch East as

official, said the Sheppard project is “paused” but still funded. But its uncertain status gave hope to residents who still support a subway along Sheppard to Scarborough Centre, despite Holden’s assurances the city isn’t looking at a Sheppard extension “right now.” “Come back in 15 years, we’ll have another plan,” she added, grinning, during the night’s question-and-answer session. Raymond, a Scarborough resident who declined to give his last name, said bus routes in Scarborough carry heavy loads and are too long. The city’s current transit proposals seemed more geared to development than to addressing the needs of transit riders, he said. Holden replied ridership for proposed lines is impor-
tant, but “not the whole story.” Ridership projections for the Scarborough projects will be published soon, and show “some really sensible numbers,” she said. Bruce Budd, who was on the stakeholder advisory group for the three-stop extension, had a proposal of his own. Instead of tunnelling six kilometres from Kennedy, he said, run driverless split trains off the GO corridor from Ellesmere station, which is only two kilometres above ground (on the current Scarborough Rapid Transit route) to Scarborough Centre. “It will save $1.4 billion of your tax money and it gets you downtown faster.” The city will report on the idea, but “you’re potentially worsening the service that you would get,” Holden said, adding the single-stop extension would reach Kennedy in four-and-a-half minutes. “There’s never a perfect answer,” Mayor John Tory, who was watching, said afterwards, but the most common message from residents on transit is, “Get on with it.”

Summer jobs can inspire positive futures for youth

rime Minister Justin Trudeau celebrated his milestone of 100 days in office by marking what he hopes will be a new milestone for Canadian youth. Trudeau wants to get close to 70,000 youth working this summer, and the federal Liberals are committing massive amounts of money over the next three years to make that a reality. On Friday, he made a surprise visit to Toronto’s Dovercourt Boys and Girls Club where he announced the government would be injecting $113 million each year for the next three years to get young people in the workforce. The Canada Summer Jobs program provides funding to not-for-profit organizations, public-sector employers, and small businesses with 50 or fewer employees in an effort to help create summer job opportunities for students. The Trudeau government is our view on the right track to setting up students for success. They may develop meaningful friendships, build savings, and start dreaming of a future of possibilities. A job today equals an education tomorrow. A job today allows one to support her family in tough economic times. A job today gives a young person hope. The federal funding will be distributed to Canada’s 338 ridings. Areas that have higher levels of unemployed youth will get more funds. The program funds job opportunities for young people aged 15 to 30 years who are full-time students intending to return to their studies in the next school year. Employers and students interested in the program can visit servicecanada.gc.ca/csj for more information. The application period for Canada Summer Jobs 2016 has been extended until March 11, so there is still time to get involved.

Sadness at the heart of the Uber-taxi battle There have been few issues at Toronto City Hall so consistently suffused with sadness as the Uber-X ride sharing fight with taxi drivers has been this past 18 months or so. From the outside, it’s been easy to confuse that sadness with rage. At the early February meeting of Toronto council, taxi drivers’ rage was certainly on display: several had to be removed from the council chamber as they watched councillors step away from seeking an immediate court injunction to stop Uber-X from operating in the city. Last week, Paul Sekston, one of those taxi drivers, took that anger to the airwaves and announced the new United Taxi Workers’ Association would be staging a protest to disrupt the NBA All-Star Game and run-up to it. It would have been a bad scene had it happened, but it didn’t. The same day, Feb. 11, he and other members of the taxi industry had a
david nickle the city sit-down with three city councillors – Janet Davis, Glenn De Baeremaeker and Kristyn Wong-Tam – after which, they decided to call it off. What clinched it? They simply needed to hear city councillors say aloud the thing that is undeniably true. Uber-X, as it’s currently operating in the city, is illegal. And there it was: the heart of the sadness beating beneath the crumbling front of rage. Taxi drivers, or at least Sekston, need if not a hug, then at least some clear allies in what they perceive, correctly, as the fight for their vocational lives. Mayor John Tory has tried to provide some assurance after he mused about the inevitability of disruptive technologies in a way that seemed to be giving Uber-X a moral if not entirely legal break.
And from the perspective of taxi drivers seeing their livelihoods dry up, Uber-X has gotten an easy ride from almost everyone else on the legal front. Yes, it’s complicated. When cab drivers came to the Toronto Police Services Board demanding more drivers be charged, Chief Mark Saunders explained doing so en masse is legally and operationally challenging. And when cab drivers demanded Toronto enforce its own bylaw – passed just last fall – setting up requirements for UberX’s continued operation that the ride-sharing app and the drivers who use it couldn’t and wouldn’t meet, council demurred. Again, it was for strategic reasons: if an injunction can’t be heard for three months, and the city’s new regulations governing ridesharing apps will be before council in two, the entire matter may become moot. Meanwhile, Uber Canada continues its charm offen-
sive, delivering kittens to stressed-out office workers and experimenting with shuttle services to underserved communities near the downtown – and, of course, by undercutting taxi fares for customers who are becoming used to trading fare savings for the invisible risks of riding an unregulated service. And to add to the sting: the Toronto licensed taxi model isn’t a sterling alternative. While taxis are regulated, the vehicles more rigorously inspected and drivers more comprehensively insured, Toronto’s system of commodified plates and absentee owners still makes for an ugly feudalism under which drivers work now. It’s been awful to watch, no doubt awful to live, and it’s hard to see anything near a happy ending to it all.

haring a block with a provincial courthouse, Scarborough’s Dolphin Gaming dropped bingo from its name last year and installed play-on-demand and TapTix machines. Dolphin is an expanding family business and, like Delta Bingo in Weston, it’s found a way to stay open and keep dozens of local charities running. But are these renovated “charitable gaming halls,” still running paper-based bingo alongside electronic games, casinos that people in Toronto never agreed to? “The bingo hasn’t changed at all,” Paul Nitsopoulos, Dolphin’s owner since 1997, said in his Eglinton Avenue East hall on a morning last week. But since the other changes last spring his staff, including a brother, sister and nephew, increased to more than 60, and the charities made $1 million, or pretty close to it, Nitsopoulos said. Charity volunteers, standing around in white T-shirts, don’t have to handle the money anymore, he added. “My charities are a thousand times happier.” Among the 700 seats at Dolphin are more than 300 terminals, some of them for electronic bingo, and some

for play-on-demand (POD). By the Eglinton entrance, in part of a former restaurant space Nitsopoulos’s father once owned, are banks of TapTix machines, which look
like slots. These upgrades are part of what Ontario Lottery and Gaming (OLG) calls the Charitable Gaming Revitalization Program. “The whole purpose was to reinvigorate the industry and attract a new demographic,” said Ryan Bissonnette, an OLG spokesperson. “We’re trying to get away from the stigma of bingo being Mom, Pa, the smokefilled room.” When Nitsopoulos opened Dolphin Bingo, Toronto had 22 bingo halls; now it has six. In 2013, OLG lost its campaign at Toronto City Council for a downtown casino, but its conversion of bingo halls to charitable gaming halls was already underway. Bingo
hall owners approached the city, as partners with OLG, to apply for conversion. Only Dolphin and Delta, on St. Clair Avenue at Old Weston Road, were interested. “Nobody else came up to the plate,” recalled Nitsopoulos. OLG and Nitsopoulos maintain TapTix are just ticket-scanners, no different than the pull-tab Nevada tickets bingo customers already know, but find less appealing these days. “It’s a completely different mechanism of operation” than a slot machine uses, said Bissonnette. “It’s really just pre-determined.” Dr. Nigel Turner of the Centre for Addiction and Mental Health, however, argued recently TapTix “are basically slot machines” even
if they don’t use random number generators as slots do. Generating random numbers on a card reader, Turner said, gets around provincial rules in a “sneaky” way, but TapTix – being more limited in their games and rewards – are “far less fun” than the video lottery terminals (VLTs) some provinces allow in corner stores and bars. Still, Turner said TapTix could be “the thin edge of the wedge” and it wouldn’t surprise him if OLG tried to introduce other slots to charitable gaming halls. Bissonnette said OLG has no plans to put slots or table games into such places; this would be outside OLG’s mandate. Standing in a corner at Dolphin was an OLG responsible gambling “resource centre,” a rack of pamphlets and an interactive station. A study by Kevin Harrigan of the University of Waterloo’s Gambling Research Lab says Ontario’s modernized bingo
halls “should be carefully monitored as a potential source of increased problem gambling.” Published last year, it found POD games such as Electronic Shutterboard or Electronic Scratch Ticket were particularly worrisome because they “have features similar to multiline slots games” and can be played at a much faster rate than paper bingo. Putting POD games, TapTix and bingo together – as Delta and Dolphin have done – is “potentially far more dangerous to players than the general public might realize,” the study concludes. Members of the soughtafter millennial generation weren’t visible in Dolphin’s morning crowd, but Nitsopoulos said they’re more common during evenings, and tend to try the PODs or TapTix before joining bingo sessions. Writing for GamingPost. ca last month, blogger Susan Clark, wrote millennials like electronic bingo because it’s faster. It saddens her, she said, that younger people are playing far more cards than traditional bingo players, giving them a greater chance to win each game and relieving them of the effort of daubing paper cards. “The only thing they will need to co-ordinate is the lifting of espresso glass to mouth,” Clark added.

For the past 20-plus years, the Scarborough Historical Society, Archives, Museum and Preservation Committee have set up a Heritage Showcase at the Scarborough Town Centre to mark Heritage Week. Unfortunately, STC management said they were “moving in another direction” and cancelled the Heritage Showcase for the four Scarborough groups. Bu t a s w e c e l e b ra t e Heritage Week (following Heritage/Family Day) let’s remember our local history. From the time of the First Nations to the most recent immigrants, many have called Scarborough home. Our local community is something on which we can all reflect, regardless of our ancestral roots. In 1793, Elizabeth Simcoe noted the resemblance of the bold cliffs east of Toronto to the cliffs of Scarborough in Yorkshire, England. At this time our township was known as Glasgow, a name popular with the many settlers of Scottish background. However, Elizabeth and her husband, Governor John Graves Simcoe renamed the township Scarborough. Early in the 19th century settlers from England, Scotland, Ireland and the United States began to hew out homes in the forest which covered the land. Scarborough did not have a voice in municipal government. Magistrates meeting in Courts of Quarter Session ran what was then known as the

In 1799, Archibald Thomson and Samuel Heron were elected as town wardens and David Thomson was “pathmaster and fence viewer”. One of the earliest documents is a page from the “Town Book for Scarborough, 1827” which lists the “Marks of Cattle” and 20 farmers then active in the old Township. In 1841, the Sydenham Act was passed in Parliament and Scarborough was permitted to elect two representatives in the new Home District Municipal Council. William Clark and John Torrance were to be elected. By 1850 the Scottish, English and U.E.L. settlers had established a thriving farming community with 3,800 inhabitants. It was in 1850 that Scarborough became incorporated as a municipality with the power to elect its own council. Although Peter Secor was Scarborough’s first reeve, his tenure was short-lived and he was replaced in 1851 by John Perryman Wheler who held the position for a record 18 years. Throughout the 19th century, villages with saw and grist mills, inns, blacksmith shops and stores flourished at major crossroads. By 1867 there were post offices at Scarborough Village, Woburn,
Highland Creek, Ellesmere, Malvern, Agincourt and Wexford. Eleven school sections had been set up to provide primary education and various churches were established, Scarborough remained a purely rural community until about 1910 when suburban development then began at Birch Cliff. Electricity first arrived in the township in 1912, a water works in 1921 and high schools in 1922 and 1929. By 1940 the population reached 23,274. During the post war boom, subdividers quickly transformed open farmland into streets of closely packed houses, commercial buildings and industry. By 1954 the population was 95,706 and Scarborough became one of the federated municipalities of Metropolitan Toronto. During the next 25 years, families from all parts of the world came to make a new home in Scarborough. As we celebrate Heritage Week, 2016, we can reflect upon the days when British and United Empire Loyalist pioneers set out to clear the land and build homes for their families in Scarborough. We can also look at the cultural mosaic that is our present community.

Marshall Homes will be building their first Net Zero home in their Riverside Enclaves neighbourhood in Ajax. To qualify as a Net Zero home, the home will produce as much energy as it consumes. Marshall Homes is building a 3,227 square foot, four bedroom home. Built to current Ontario Building Code (OBC) standards, the home would consume 130 kilojoules of energy. The rooftop array of solar panels will produce 50 kilojoules of energy meaning that the energy load has to be reduced by 80 kilojoules to make this home a Net Zero home. Marshall Homes is dedicated to building this Net Zero home without sacrificing any functionality, while improving the overall comfort. To accomplish this goal, they will use more and higher grade insulation in the walls, basement and ceiling. They will also insulate under the basement floor. An air to heat pump will be installed. It’s a highly efficient, Canadianmade Dettson heat pump that produces up to three kilojoules of heat for every kilojoule of energy put into it. During the warmer months, the air conditioner is rated at Seer 21. The heating and cooling systems will be modulated to run at 25 per cent to 100 per cent so that the system will run longer at lower speeds, decreasing energy consumption and
increasing comfort. Finally, high efficiency appliances will be used and LED lighting will be installed throughout the home. Craig Marshall, president of Marshall Homes, was inspired to build this Net Zero home after seeing the Net Zero home built by Reid’s Heritage in Guelph, Ontario. “My hopes are that a greater number of people will be engaged by viewing and visiting the home, and eventually improving on the homes I build by bringing the techniques closer to standard homes,” explains Craig. Craig is also not planning on stopping at Net Zero, and has plans to go beyond what is required for the designation. Marshall Homes is planning to partner with Veridian to incorporate the home into a micro grid. A micro grid connects homes that produce and store energy together like a computer network. This is planned for the future when solar panels and batteries become more efficient and affordable for homeowners. The builder also plans on investigating other technologies to make homes more efficient, including DC wiring throughout the home, Geothermal Direct
Exchange, harvesting heating and cooling from the heat pump to other appliances in the home, and looking into the effect of insulating the basement from the outside. The home will be a demonstration home and will be open to the public. Marshall Homes is looking to partner with an educational facility to monitor the home and help with the research required to improve upon it. Marshall Homes is also planning on creating an extensive website that will provide all of the information on the home, how it was built, who helped build it and how much power it is producing and consuming. The goal is that a person should be able to build a Net Zero home from their website
content. “Many people have said that the government should require all homes to be Net Zero,” says Craig. “To those people I would say, let’s start with your home. For the money spent getting there in new construction we could have a greater impact on the environment with existing, less efficient housing. This generation is paying the cost of policies that have pushed up home prices and affordability that will leave them cash strapped for years. The pamphlet presents scenarios, based on the interviews, from points of view of both the elder and the child, said Ben Wang, head of the research team. Researchers talked to seniors and adult children in Scarborough, East Toronto, North York, Richmond Hill, and in downtown Toronto. Often, they were reluctant to speak openly about their problems, but those interviewed will be anonymous in a report on the project. Wang said the seniors, knowing this, appreciated a

Chef serves authentic taste of Italy at Nova Ristorante Luciano Schipano follows tradition ALAN SHACKLETON ashackleton@insidetoronto.com “All fresh and old school.” That’s the guiding philosophy of chef Luciano Schipano at Scarborough’s Nova Ristorante. That, and large servings of passion and respect for the food served at the Lawrence Avenue restaurant. “There is a story and passion behind the plate,” he says during an interview and tasting session at the restaurant on a recent February night. “It’s about an experience and the making of a good memory,” Schipano says, describing what makes a successful meal at a restaurant. “It’s the overall experience, and many places forget that. I absolutely care about the experience.” Being a chef is in Schipano’s blood; he is carrying on a tradition that goes back three generations in his northern Italian family. Born in Canada, Schipano spent many years in Italy where he grew up learning not just about being a chef, but also how food is grown and produced, and what makes it what it is. “I have done the real work on a farm, raising a pig, milking a goat,” he explains. He also taught cooking for

many years in Italy, before returning to Canada. “You never forget where you came from,” says Schipano, who puts a strong emphasis on traditional Italian cooking methods. He brings that philosophy to the menus he creates at Nova Ristorante. The restaurant offers authentic Italian dining, with seasonal menus focussed on fresh and locally sourced food. Now serving the winter menu, which features such
items as stuffed calamari, wild boar chops, winter pesto ravioli, matriciana, and a chocolate tortino for dessert, Nova Ristorante also offers suggested wine pairings with each of its menus. Matriciana is a traditional sauce made with a blend of tomato sauces with guanicale (cured pork cheeks) flavoured with percorino cheese. The ravioli, filled with roasted garlic and mashed potato, is served in a winter parsley pesto sauce. Schipano creates the menus
himself, and what’s on them and how they are made is of paramount importance to him at all times of year. “I keep the authenticity. We create honest, northern Italian food.” Everything is made from scratch and cooked fresh in the traditional style in the kitchen when it’s ordered. For instance, the chocolate tortino is not made until the order is placed. Many restaurants simply have their desserts or other items frozen and waiting to be heated up,
but that’s not the case at Nova Ristorante. “The tortino takes 20 minutes to make, and the customers know that and they don’t mind because they know it is fresh and worth the wait,” Schipano says. He has been the head chef at Nova Ristorante since it opened in November 2014, and the care he puts into the food and the varying menus is winning fans beyond just the Scarborough area. Customers come in from across the city and as far east as Oshawa to take in Schipano’s creations. He says there’s a trust between regular customers and the food served and the menu items offered at Nova Ristorante. “They really trust what we put on the menu,” Schipano said. “They’re willing to try new things and have come to love the authenticity and freshness of the food. They trust us, and that makes us very proud.” The wild boar on the winter
menu is an example of that trust. Schipano admits its not the first thing people might expect to see on a menu of a restaurant in Scarborough, but the beautifully cooked chop (marinated for 72 hours in advance) has not surprisingly proved to be a popular choice among patrons. Nova Ristorante has an interesting history as it is on the site of the first Pizza Nova, opened in 1963 by the Primucci family. There’s still a Pizza Nova beside Nova Ristorante in the Lawrence Avenue plaza in which it is located. With a capacity of 105 diners, the setting at Nova Ristorante is upscale, but the prices are not. People can get a high quality dining experience without paying downtown prices at the restaurant at 2272 Lawrence Ave. E., just west of Kennedy Road. Rosemary Phelan’s Wake The Nightingale CD, which was originally produced in
limited quantities in 2009, has been remixed and remastered and is part of the tribute to the late singer. Gauthier met Phelan many years ago at a Friday
night song circle. “She sang and everyone was blown away by her voice. She has an ethereal presence about her. Everyone fell in love with her instantly,” Gauthier said. For many years, Phelan put her music on the back burner focusing on her work as a community nurse. “With a lot of encouragement she began to sing more and more and get more and more involved in performing. She didn’t care for performing – too much – she was always shy and nervous.” Despite her lack of love for centre stage, Phelan did not shy away from creativity.
Gauthier said Phelan had an idea to gather female musicians to form a choir and organized a group called Essentia Vocal Ensemble, made up of herself and 20 other female solo artists. In Novemver 2013, the group presented An Evening of Women’s Voices at Acoustic Harvest. Gauthier fondly remembers the evening: “It was magical. It was extraordinary. No one knew what was going to happen - including them. That’s the kind of thing Rosemary inspired.” All of Phelan’s CDs and her book Every Little Thing will be available for pur-
