People can “kick off the new year celebrating Scarborough’s diversity” this Saturday say organizers of a new festival.

Celebrate Scarborough invites residents to Scarborough Civic Centre for a free multicultural program from noon to 4 p.m.

Outside on the rink in Albert Campbell Square, Mayor John Tory hosts a New Year’s skating party from 2 to 3:30 p.m. with hot drinks and a “familyfriendly DJ.” There will also be performances including a Bengali folk dance, a school choir, steel pan, Spanish cultural performance dance group and other family activities.

Scarborough-Rouge River Councillor Chin Lee, host for the indoor event, said he wanted to people to gather at the civic centre so they can appreciate what a “hidden gem” it is and “so we build an understanding of each other.”

The double program this year replaces the New Year’s Eve countdown show and traditional New Year’s Levee at the civic centre. Both events saw declines in attendance.

Advance poll dates for trustee byelection set There’s growing interest in North Scarborough about the byelection to fill a public school trustee’s seat later this month.

Shaun Chen was the Toronto District School B o a r d ’s t r u s t e e f o r Scarborough-Rouge River, but he won a place in the House of Commons last October.

That leaves his position at the board representing Ward 21, which covers the City of Toronto’s Wards 41 and 42, open.

Councillors on the City of Toronto’s Budget Committee, including chair Gary Crawford, are setting aside time to hear from Scarborough and East York residents next week.

A subcommittee arrives at the Scarborough Civic Centre, 150 Borough Dr., Wednesday, Jan. 13 and will hear deputations from the public starting at 3 p.m.

At 6 p.m., they’ll return to the civic centre’s council chamber to listen to what people want or don’t want to see in Toronto’s 2016 capital and operating budgets.

And it’s likely to be the only time the Budget Committee will visit Scarborough before that budget passes.

Anybody can tell the councillors what they think, but speakers must register by noon Jan. 11 by either writing

Sharks, Ice Raiders set to host hockey tournaments There will be plenty of hockey in Scarborough this weekend with two annual minor hockey tournaments taking place.

The Scarborough Sharks Girls Hockey Association is holding its 32nd annual New Year’s Classic Tournament Jan. 8 to 10.

And the Scarborough Ice Raiders/Scarborough Hockey Association is hosting its Don Montgomery Memorial House League Select Tournament Jan. 7 to 10.

But again, deputants must register for these other sessions by noon Jan. 11 and each person can only speak to the subcommittee once.

There’s also a public forum on the budget today at the Action for Neighbourhood Change office in the Scarborough Village Recreation Centre, 3600 Kingston Rd., from 6 to 8 p.m. People don’t have to register in advance to speak at that event.

Cutbacks a challenge for homeless drop-in One of Scarborough’s largest drop-in programs for the homeless didn’t cut its hours, but its agency did cut back on staff.

“I had some hard decisions to make,” Lee Soda, executive director of Agincourt Community Services Association, said this week.

“I had to let go some really qualified, hardworking people.”

Six days a week, including on statutory holidays, ACSA supplies hot breakfasts, lunches, and other help to people at its offices near Sheppard and Midland avenues and at churches nearby.

The drop-in is only closed Wednesdays, but decisions at Toronto City Hall last year cut grants to the program by 20 per cent, or $50,000.

That meant, with another winter on its way, the drop-in might be open fewer days, or have less food.

Soda, after a week when the city issued its first extreme cold weather alert of the season, said cutting services to Scarborough’s most vulnerable was a choice she and other directors of the agency couldn’t accept. Instead, she said, ACSA eliminated a fulltime position and cut hours for another.

Union Station lease seems like a good deal for Toronto

oronto might be a city on the move, but a casual observer might wonder whether that movement would be outpaced by a glacier.

When we build something – whether a subway, a highway or a waterfront – we are not inclined much to hurry.

Of all the slow-burn builds, few are slower than the revitalization of Union Station.

The grand old station officially opened in 1927 and was built during the First World War. It was then and remains a vital transportation hub for the largest city in Canada.

It was in 2000 – 16 years ago – that Toronto purchased the station and looked for a private-sector partner to redevelop and renovate the station.

Nearly a decade ago, Toronto and the federal and provincial governments launched a $640-million plan to expand, repair, and revitalize the station.

It went over budget, and now our view is going to cost in the neighbourhood of $800 million.

It was supposed to be finished New deal in 2015. brings life to Now, it is expected to be done in 2017. To say the project’s progtransit hub ress has been painful is an understatement.

It was hopeful news, then, when at Monday’s Government Management Committee, councillors considered altering the lease with Osmington, the company that manages the leases in the public space of Union Station.

The lease will see Osmington put another $37 million into the project to enhance the leasable public space, to turn the station into more of a destination.

The deal seems like a good one: Toronto will pay for its portion of the redevelopment by forgoing the incremental revenue it would receive from the new spaces.

In the end, the city projects it will still get more revenue than if the spaces were maintained as-is.

The only money the city would put up front is $500,000 for lawyers, to make sure the deal is, and stays, as good as it seems.

We sincerely hope that it is.

While it’s difficult to fault the city for the escalating costs of a project that is at once essential and a profound engineering challenge, it would be nice to cap this very tough job with a flourish to make it all look easy.

Budget chief not interested in tax increases It didn’t take long for the fundamental direction of Toronto’s budget to emerge this week.

The Jan. 5 meeting of the budget committee had broken for lunch, after its first foray into the $11-billion worth of unfinished business that is the 2016 operating and capital budget.

The budget, as has been noted, is unfinished by design.

City finance staff made it clear in late 2015 that it is unable on its own to square maintaining existing services and adding the services that council approved last year, and also keeping the property tax increase below the rate of inflation.

Staff, in fact, couldn’t even figure out how to balance the budget without the $67-million worth of enhancements approved by council and its agencies.

The budget will require $23 million of, well, something to balance it without adding a lick of service.

There are not really very many routes.

Council could raise property taxes higher than inflation, or find some similar way to bring in extra cash. Or it could dig into other parts of the budget, either cutting services or trimming staff and resources, expecting more out of what remains.

Or, it could simply refuse to fund some or all of the enhancements it supported through 2015.

At least as far as the budget committee goes, it looks as though this last option is the one that we’re going to be looking at.

Budget chair Gary Crawford spoke with reporters after a morning going over those options with staff, and immediately after council progressives

Joe Mihevc and Joe Cressey had made their pitches for versions of the first option.

And he made it clear over the next month of budget hearings, he’s not going to have much time for tax increases and revenue tools. It’s going to all be about setting priorities, among those $67-million in enhancements, or as Crawford referred to them in scrums, the “wish list.”

We’ll see how all that goes. I don’t recall any of the motions and reports approved at council last year including the term “wish list.” Council debated the poverty reduction strategy last year, for instance, and approved it in principle then sent it along to be funded.

When council partially funded service enhancements at the Toronto Transit Commission in 2015, it didn’t represent the full roll-out of those increases as a “wish” for 2016.

To be fair, it is always the

case that a government has to balance its aspirations with its means, and nothing is guaranteed.

But council and Mayor John Tory ought to have considered affordability in the long term when they approved and promoted those things, during what may well be remembered as the feel-good honeymoon year after the 2014 election.

That was the year when council supported a hugely expensive rebuild of the Gardiner Expressway, and when it approved paying premiums to have city road work finished early, and when it put its stamp of approval on all sorts of enhancements.

This year is shaping up to be a little more sobering.

To paraphrase Mick Jagger: you can’t always get what you thought you voted for.

Scarborough needs a bigger idea Let 2016 be the year Scarborough, in search of a new image, finally drops the multicultural act and goes for something bigger.

Winter and summer, Scarborough festivals “celebrate multiculturalism,” which is to say people watch folk dancing, Wushu acrobats, and spoken word poets.

The kids doing the dancing are still great, but Scarborough is stuck in this groove and can’t seem to get out of it.

A free concert hosted by Michie Mee and headlined

by Drake at Scarborough Civic Centre last October – an event with enough star power to fill a stadium – somehow called itself the Scarborough Community Multicultural Festival.

You may not hear about most public events at the Scarborough Civic Centre and its Albert Campbell Square.

They’re tough places to find.

Recently, their creator, Raymond Moriyama – who also designed the Ontario Science Centre and Toronto Reference Library – returned.

Stories That Changed Scarborough in 2015

Some stories changed Canada in 2015 – the Liberal victory, our new government’s plan to welcome Syrian refugees, our shrinking dollar – but others only got our attention here in Scarborough. Here are some of those stories we watched last year and will continue to watch in 2016.

1 MERGE THE HOSPITALS, BUILD A NEW ONE For years, the province did nothing as Scarborough’s hospitals struggled with operating rooms from 1956 (The Scarborough Hospital General campus) and emergency departments operating at far over capacity (TSH Birchmount campus and Rouge Valley Centenary). A merger of The Scarborough Hospital and Rouge Valley Health System failed because the future looked bleak without plans for a new Scarborough hospital.

Health Minister Dr. Eric Hoskins asked an expert panel for advice, and he released

that advice just before Christmas. The panel recommends a bonanza of health care spending here, saying Scarborough should get a “comprehensive” new hospital after TSH merges with the Centenary site, plus the province should fund new operating rooms at the General campus, upgrades at Centenary and Birchmount emergency departments, and a dialysis centre in the proposed Bridlewood community hub.

But RVHS doesn’t want to be split up, and Hoskins won’t comment on the panel’s findings before the new year.

6 EVERYBODY’S WORKING FOR THE WEEKND

2 NO STOPPING THE MCNICOLL BUS GARAGE Each year, there are proposals Scarborough residents don’t like. Though a campaign to save “school parks” from development in Bendale was a runner up, the prize in 2015 for largest community effort to stop a project goes to the Coalition Against the McNicoll Bus Garage, which packed meetings, arguing there would be dire consequences if

the TTC – which says the garage is badly needed – built it in the “McNicoll Seniors Corridor” where many retirees live near Kennedy Road and McNicoll Avenue.

Toronto Council and the province gave the garage a green light anyway, and construction is expected to start in 2016.

3 SCARBOROUGH, THE TRENDSETTER Nothing bugs longtime residents more than people thinking of Scarborough as Scarberia, a suburban wasteland. A community renewal campaign backed by Scarborough’s Rotary clubs put creating a new image for the area near the top of an ambitious list.

In the past year, we got hints of what that image could be. There were satisfied

ripples when U.S. blogger Tyler Cowen declared Scarborough the “best ethnic food suburb” he’d seen, planners founded an Institute for New Suburbanism (planning a Scarborough conference in early 2017), and a Scarborough Community Renewal Organization is forming to quarterback the campaign in the new year.

4 CELEBRITY IS THE NEW NORM(AL) Norm Kelly, a Scarborough councillor since forever, suddenly became a Twitter phenomenon in 2015. Mrs. Kelly’s favourite son has 221,000 followers, is besties with Drake, and inspires T-shirts sold for charity.

Why it’s happening, no one’s really sure, and though there’s grumbling being the 6Dad (as the young folk call him) has nothing to do with taxes or potholes, Kelly’s having too much fun to stop.

5 THE GUILD ALIVE AGAIN, WITH CULTURE The historic Guild Inn’s been closed since 2001, and people started to think the building was doomed. After two failed tries at a private-sector partner, though, the city and Dynamic Hospitality finalized a deal to trim the inn back to its original shape and reopen it as an event venue and restaurant.

It may be ready by December 2016.

Not only that, but the city seems finally ready to invest millions in the surrounding Guild Park and is asking people how to bring back a version of the Guild of All Arts colony the property once housed. Former owners Rosa and Spencer Clark would be proud.

7 ELECTION ENDS ROUGE PARK STANDOFF The Conservatives announced a new national urban park for the Rouge Valley, but Scarborough MPP Brad Duguid did not think Ottawa’s plan protected the Rouge River’s ecology and refused to hand over provincial lands south of Steeles Avenue.

A lengthy (and sometimes nasty) standoff ensued, with the Tories passing their park

legislation while in control of less than half of the old Rouge Park.

With Liberals taking over in Ottawa, they and the province agree the new park must protect ecology in the Rouge above all else.

Which means a new national park plan.

That ought to satisfy environmental groups and get the new park underway.

8 TAMIL COMMUNITY COMES OF AGE For decades now, Scarborough (and, OK, south Markham) has been the centre of Tamil life in Canada. But there has never been anything here like TamilFest, a celebration of Tamil culture, history and food. About 90,000 turned up on a section of Morningside Avenue for this first-ever

street festival in August.

People called TamilFest a milestone in the community’s history, a chance for Tamil Canadians to introduce themselves to the mainstream. We’re waiting eagerly for its return.

9 SCARBOROUGH SUBWAY, RIGHT OR WRONG Even after Mayor John Tory, Premier Kathleen Wynne and other politicians swore Scarborough was getting its threestop Bloor-Danforth extension, big questions remain. Downtown types still say projected ridership numbers for the project were cooked, and in any case, SmartTrack, Tory’s other promise to Scarborough, would draw riders away. Builders are fighting development charge increases for the

extension at the Ontario Municipal Board, determined not to pay them.

Undaunted, Scarborough Centre Councillor Glenn De Baeremaeker happily supervised drilling for soil samples along the McCowan Road extension route – to be revealed as the city’s choice in the new year – insisting whatever revised ridership figures say in 2016, the subway is going ahead.

10 GAMES GONE, PAN AM CENTRE STILL HERE The impressively big Toronto Pan Am/ Parapan Games were here in 2015, leaving memories behind, particularly for the orange-shirted volunteers and those people in the Highland Creek area close enough to walk to many of the events and celebrations.

Sports Centre is the Games’ legacy on Morningside Avenue, and it is spectacular.

Officially presented to the city and University of Toronto Scarborough in September, the building will be a boon to athletes and other residents for many years to come.

Teachers raising funds to help Syrian refugees A group of local teachers is raising money to resettle a Syrian refugee family in Scarborough.

The group has started a campaign called Syria2Scarborough, which aims to raise at least $17,000 to bring a family of four to the community.

Though the campaign will officially launch Monday, Jan. 11 at SATEC at W.A. Porter Collegiate Institute, where the teachers work, it has already raised more than $5,000 through a GoFundMe account.

At the campaign launch, assemblies will be held where students at the school can watch an educational presentation about the Syrian refugee crisis.

members hope their school’s students and parents, and the Scarborough community, will become involved with the campaign.

The program, which ran Nov. 19 to Jan. 3, led to 211 arrests for impaired driving.

Last year, 195 people were arrested in the 45-day project.

In a news release Monday (Jan. 4), police encouraged citizens to join “the war against impaired driving by calling 911 if they believe another driver may be impaired.”

Ending impaired driving will continue to be a goal of the service, the release said.

Freeze on taxi fees sought Mayor Tory wby

Taxi owners and drivers should get a small break on their licensing fees

until Toronto’s new ground transport regulations are ready, Mayor John Tory said.

The city’s taxi license holders are “in a particularly unique and challenging position,” Tory added in an open letter to Gary Crawford on Dec. 29, Toronto’s budget chief.

Cab drivers, complaining the ridesharing service Uber and UberX are eroding their business, have lately blocked Toronto traffic in protests.

License fees for cabs rise in January, but the mayor suggested Crawford freeze them at 2015 levels, offering “modest relief” until new regulations for both taxis and rideshare drivers go before council.

It was created before Loader’s death, marking his place as a local celebrity in Scarborough’s movie-watching community. Reportedly, before changes to Facebook automatically removed people from the group, it had more than 11,000 members. Started in 2007, it is filled with people sharing how much they enjoyed seeing Loader and how a trip to the movies wasn’t complete without him being there.

“It is a sad day for Scarborough, as a legend is gone,” Loader’s daughter Patricia Lalonde wrote online. “My family and I would like to thank all of those who have posted their kind thoughts and words. The outpouring from social media has been incredible.”

Many people have called for Loader to be honoured permanently, with some suggesting he receive a star on Scarborough’s Walk of Fame or that Cinemart Drive, by the Morningside Cineplex, be renamed for him.

“James has been working as a ticket-ripper at the theatre for 55 years, after a career at the City of

Toronto. He is well-known, and loved by his family, coworkers and strangers alike,” reads the message from his granddaughter Nicole Lalonde on the GoFundMe page.

“Although deeply saddening, we choose to celebrate his life. As many of you know, the costs for a funeral are very expensive. James was an extremely hard worker, but he struggled financially, and it is currently difficult to pay for a ceremony he deserves.”

Loader was beloved for his cheerful nature and dedication to his job.

Many people commenting online noted he plays a special part in their memories, taking their movie tickets during their childhood, and for some, their children’s tickets after that.

Several people affectionately remembered him catching them trying to sneak into movies, adding no one could ever get past him. Others shared how memories of first dates, family outings and days with friends at the movies all include memories of Loader.

“We are devastated by the loss of James Loader, our loyal cast member at Cineplex Odeon Morningside Cinemas, who was a part of the Cineplex family for nearly 55 years,”

Drone pizza delivery set to take off in the skies above Toronto this year There are those who believe this could be the year we’ll finally be able to get pizza delivered by drones.

Sensing a market about to take off, I figured I’d do what I could to help interested drones, so I decided to contact the best person I know to give advice to prospective employees seeking a job.
