That’s probably not the end of the story for Shan, who took a crowded byelection for public school trustee in ScarboroughRouge River easily on Monday, Jan. 25, Shan, who got nearly 54 per cent of votes cast despite having 19 opponents, is unabashedly ambitious. Most of the 4,197 people who voted for him probably know it. Asked during a debate whether he would use the Ward 21 trustee seat at the Toronto District School Board as a platform from which to run for some higher office, he called serving on the board “one of the many ways” he would use his voice for others. “It’s not about how long you stay, it’s about the work you do while you’re there,” Shan said. >>>shan, page 12

Scarborough’s subway shrinks in size, stops DAVID NICKLE dnickle@insidetoronto.com The revised transit plan for Scarborough that will see light rail and SmartTrack heavy rail heaped in the east end in place of two of three stations on the Scarborough Subway could end the “civil war” on Toronto Council over subways in the east end. That was the word from politicians following the release of a game-changing planning report, recommending radical change to council’s plan to build a three-stop subway line between Kennedy station on the Bloor Danforth line and the Scarborough Town Centre. “I hope the long civil war we have had on council will come to an end,” said Scarborough Centre Councillor Glenn De Baeremaeker at a news conference last Thursday with Mayor John Tory and TTC chair Josh Colle. De Baeremaeker has been one of the strongest proponents of the subway in Scarborough – second only to former mayor Rob Ford – but he said when he saw the new plans, he changed his tune. “This was not a solution that I expected, and I had to wrestle with the abandonment of something I’ve fought for. But this compromise means that we can guarantee people

the best transit they’ve ever had,” said De Baeremaeker. Tory, meanwhile, acknowledged the old plan might not have survived another vote at council and that was why he was interested in exploring a compromise that would keep the bottom line for many Scarborough councillors – a subway extension into Scarborough – but also provide higher-order transit to other neighbourhoods in the city. “Glenn De Baeremaeker referred to it accurately as an ongoing civil
war and it showed every promise of having another chapter,” Tory said. “I was looking for ways to avoid that. I asked, ‘Is there a better plan?’ We worked away on that. I hope, I really hope, it takes a lot of the politics out of that.” Josh Matlow, the St. Paul’s Councillor who has been one of the subway’s sharpest critics, said without the compromise council might well have voted down a subway this spring. “That vote was incredibly close,”
Matlow said. “There are a number of councillors who strongly disagreed with the initial three-stop subway plan as was proposed and there are many new councillors who are strongly against the three-stop plan. There may have been more debates, and I think he was correct in bringing members of council together from various factions to arrive at a resolution that they can work with.” The new plan, according to city staff, would cost approximately the same as the $3.56-billion subway scheme, but would redirect the investment. First, it would lay new LRT track, extending the Eglinton Crosstown LRT to the University of Toronto Scarborough campus and north to Sheppard Avenue. It also contemplates SmartTrack as a north-south rapid transit system that would offset the need for additional stations on the express subway line. In total, the new line would provide 25 stations (26, once a station is established linking the crosstown to the Sheppard LRT) to communities through Scarborough, many of them priority neighbourhoods. The new plan was assembled based on two criteria: the first, an economic development and planning imperative to link the Scarborough Civic Centre area to the subway system in a way that it is not now, and the second,
to provide transit to Scarborough residents that didn’t simply funnel to the downtown, but allowed mobility within Scarborough. The new plan satisfies both those requirements, and should be able to move forward more quickly than the three-stop plan: the subway itself will be simpler and less costly because of the removal of stations, and the environmental assessment work is already finished on the Eglinton Crosstown line, while SmartTrack is on the cusp of getting underway. “I will say to the people of Scarborough, help is at hand,” said Tory. The plan does have its critics. Parkdale-High Park Councillor Gord Perks said while the LRT “will be the best service we’ve seen in Scarborough since we improved bus service in the 1970s,” there are unanswered questions about SmartTrack, notably whether it can run trains frequently and cheaply enough to attract significant ridership. He noted the new subway line will provide very little service to Scarborough. “That subway will run the distance between Union Station and Davisville, and we have 10 stations between those. That transit doesn’t provide service to the people of Scarborough, it goes right underneath them without letting them on.”
Scarborough Community Renewal campaign seeks ‘encouragement’ MIKE ADLER madler@insidetoronto.com A two-year-long campaign to revive Scarborough continues to get moral support, and not much else, from Scarborough councillors. Believing local people must improve the area themselves, Scarborough Community Renewal has a habit of not directly asking politicians for money or policy decisions. “This is not about what government needs to do,” Dave Hardy, a Rotarian, told Scarborough Community Council last week. Local Rotary clubs started the
campaign, and have said they want to hand its leadership over to a broader community coalition. They’ll attempt to do this next month by forming a Scarborough Community Renewal Organization (SCRO) Feb. 23. For now, though, the campaign remains a Rotary-funded initiative with many ambitious ideas, but few resources. Hardy told the Scarborough councillors the campaign only wanted their “ongoing encouragement” and recommendations on which residents of their wards should be part of the SCRO. The campaign’s Institute for
New Surburbanism, a think-tank on suburban design, is planning a 2017 conference at University of Toronto Scarborough, which will cost $250,000. The institute will approach foundations for the money, said Hardy, who seemed to confuse some councillors – currently in the middle of settling the 2016 municipal budget – by adding if the city wanted to fund the Institute and conference, “we wouldn’t turn it down.” Some of the campaign’s goals do seem to depend on what government does. Hardy, for example, said supporters hope to see the province accept
and act upon the recommendations in an expert panel report on area hospitals made public last month. The campaign also hopes to see Mayor John Tory make good on his pledge to bring public service jobs from downtown to Scarborough. Scarborough Community Council chair Chin Lee said he hopes Scarborough councillors can be counted on to support the campaign and its initiatives, “because the community itself is doing that.”

Improved crisis training needed for Toronto police

omething needs to change. In the last four years, four people in mental distress have been shot and killed by Toronto police officers. All four shootings happened within minutes of the initial contact with police. In none of these deaths was a mental health crisis worker on scene. On Monday, Const. James Forcillo was convicted of attempted murder in the shooting death of 18-year-old Sammy Yatim. Yatim was behaving erratically on a streetcar July 27, 2013, brandishing a knife. But it seems clear from a YouTube video that members of the public were not in harm’s way and neither were Toronto police officers in imminent danger. Yet, police took a confrontational approach. our view A situation like Yatim’s required calm behaviour and Better training verbal de-escalation. He did not need to have a gun pointed at him while being yelled at to drop the knife. That’s a major failure of our police’s training when it comes to dealing with people in mental distress. Mayor John Tory said something needs to change when it comes to that training, and we agree. Just hours after the verdict, Tory said: “We must learn and make sure that Sammy Yatim’s death, a dark moment for our city, results in real change.” As a member of the Toronto Police Services Board, Tory will be able to demand better police training, and ensure it happens. Police Chief Mark Saunders said his officers’ oneday training in crisis management is adequate and stressed Yatim’s death was an isolated incident. We feel one day is not adequate training for officers. A coroner’s jury looking into the police shootings of Michael Eligon, 29, Reyal Jardine-Douglas, 25, and Sylvia Klibingaitis, 52 – all shot after approaching police with knives or scissors and all considered mentally ill – released its findings in February 2014 and called for better and longer training for police in dealing with such situations. Here we are almost two years later waiting for training to get better. It can’t happen fast enough. newsroom ph:

Funding key to fixing public housing portfolio It’s hard to be hopeful in the best of circumstances, and when you look at the state of public housing in Toronto, it can be difficult not to despair. On Tuesday, Mayor John Tory and Senator Art Eggleton did their best to put a hopeful face on the prospects for Toronto’s public housing portfolio, as managed by the Toronto Community Housing Corporation. The occasion was the release of the final report from the Mayor’s Task Force on Housing. The task force was one of the first things Tory kicked off after his election in 2014. Headed by Eggleton and made up of blue-chip executives and community leaders, the task force has been doing yeoman’s work trying to find a way out of the housing weeds. Task force members, to their credit, did what they could. Last year, they found a way to permit the corporation to renegotiate some of its mortgages to
david nickle the city find more operating dollars. They identified problems with services to tenants on matters such as repairs and safety, and offered up some solutions. And finally, at the end of their tenure, they’ve recommended a bicameral structure intended to divide up the management of existing buildings and the construction of new ones between two new non-profit companies, at a somewhat greater arms-length from city council than the current Toronto Community Housing (TCHC) as it’s currently constituted. Essentially, that plan would put Toronto’s public housing stock into a co-op model. As Tory noted at the news conference, there are 240 co-op-run housing corporations in Toronto, and little is heard of them, presumably because they’re
well run. Going co-op would let the corporation play with its mortgages more aggressively, borrowing against assets to cover the cost of maintenance and also expand the housing stock. And that would allow the corporation to create more mixed-income communities, where more units are rented out at market rates. Without doubt, this all is a step forward. But again, it’s hard to be too hopeful that implementation of the recommendations will be a success, when TCHC is so woefully underfunded. Eggleton made this point right off the top. The giant portfolio of public housing is crumbling, and the repair backlog totals $2.6 billion. Soon, many of the units will be uninhabitable. The TCHC is also operating under a growing operating deficit that could become as high as $200 million in a decade. The federal government has given good indica-
tion there might be some money from Ottawa going to housing renewal and construction. The provincial government, according to Tory, is in a trickier situation and is unlikely to be able to provide much funding in the foreseeable future. In that scenario, what is foreseeable is something a little more sinister: an arms-length, non-profit company determining that the best way to deal with its unbalanceable books is not to take out mortgages, but to begin to sell. Ultimately, Eggleton was right to frame the problem as he did. There are changes that can make Toronto’s public housing portfolio more manageable and the lives of tenants better. But the first of those changes must involve funding. Anything else is just shuffling deck chairs.

Hey, February, give us all a break With February just around the corner, it got me thinking. I once seriously considered voting for the Rhinoceros Party of Canada because a central part of their platform was that February be declared a statutory holiday. I was in university and it seemed like a reasonable thing to do at the time. I didn’t cast the vote for them, but it definitely got me thinking about statutory holidays, particularly in winter when we used to have to go all the way from New Year’s Day through to Easter without one. Depending on when Easter fell that could be a long time here in the Great White North. More on Easter later. I know that Sir John A. Macdonald’s birthday, which falls on Jan. 11, has been seriously considered as a stat. It makes sense. Our first prime minister, it’s cold, it’s January – let’s celebrate our ultimate founding father and sleep in. Macdonald was known to have a few drinks, and I’m sure he slept in occasionally. Let’s do the same in his honour!
LYON AROUND The Macdonald statutory holiday may have lost steam with the introduction of Family Day, plus it’s awfully close to New Year’s Day anyway, and doesn’t fit the bill too well of breaking up the long stretch from New Years Day to Easter. Formal recognition of some kind of his birthday by the calendar people, whoever they are, will likely gather steam as Canada celebrates its sesquicentennial in 2017. Thankfully, we now have Family Day in February in Ontario. Introduced by the provincial government in 2007, it at least gives us working stiffs a long weekend break in the middle of our cold, dark, northern winters. I must say it confuses me a bit when the stat falls around Valentine’s Day, like this year, so it’s like an extra long lovers’ holiday weekend. As if us guys didn’t have enough Valentine’s pressure, the calendar people

I never understood how the calendar people move Easter around on a year-byyear basis, seemingly from mid March to late April. Turns out they move it around based on tides, moons or suns or some such. You’re telling me the celebration of the birth of Jesus Christ is fixed, but the celebration of his death and resurrection can’t be pinned down and is moved with moons or something? Someone in the calendar office should lose their job over this. I think we could all use Family Day, even if it’s tacked on to the Valentine’s Day holiday. So, here’s to the calendar guys!

Wounded warriors prepare for Invictus Games TARA HATHERLY thatherly@insidetoronto.com
T
eam Canada’s training for the 2016 Invictus Games recently got underway at Scarborough’s Toronto Pan Am Sports Centre (TPASC). The team came together for the first time for a five-day training camp at TPASC, with Canadian Sport Institute Ontario (CSIO). Athletes completed physical testing earlier this month, then spent the next four days training in their specific sports. “Training was great, fantastic,” said Team Canada captain Bruno Guévremont following the camp. “The team is amazing, everybody’s pushing real hard.” The camp was hosted by Soldier On, in partnership with the True Patriot Love Foundation. In total, 25 men and five women will represent Canada in Orlando, Florida at the 2016 Invictus Games. The Games take place from May 8 to 12 at the ESPN Wide World of Sports Complex at Walt Disney World. This will be the second installment of the Invictus Games, which began in 2014 in London, England. The international sporting event for wounded, injured and sick Armed Forces members and veterans was founded by Prince Harry. The prince, a military man himself, was inspired by an event held in the United States called the Warrior Games. Invictus means unconquered. It represents the unfailing spirit of the wounded warriors competing. The Games celebrates the contributions and efforts of Armed Forces members, while highlighting and harnessing the power sport has to support mental and physical recovery and rehabilitation, according to the website. Athletes will compete in 10 individual and team sports at the 2016 Games: archery, swimming, power lifting, indoor rowing, road cycling, sitting volleyball, track and field, wheelchair basketball, rugby and tennis. Hundreds of athletes from 15 invited nations will compete for medals at the event, while also supporting and applauding each other’s performances. This will be the first time participating in the Games for Guévremont, who will compete

He completed two tours in Afghanistan, serving out of Victoria, B.C. and Petawawa, ON. “It’s a great honour to be a part of Team Canada, and being asked to represent our country at the Invictus Games,” he said. “It’s very exciting. It’s helping a lot of vets get back into having a purpose, having a reason to get back into physical fitness and
performing at high levels.” At the inaugural Invictus Games in London, England, in 2014, Team Canada took home two silver medals in archery and swimming. The team is hoping to add to its medal total this year, but its main goal is to support each other’s transition from military to civilian life. “The first and foremost goal is to make sure that the athletes have an incredible experience that will move their healing and
transition forward, to get better, and for their well-being and being able to carry on in life after the military,” Guévremont said. “And then, obviously, the second goal is to win medals.” He noted the team’s athletes are already close to beating recorded times from the last Games. Members will continue to train individually, or with fellow athletes from their areas if possible, before returning to TPASC for another camp in March. After that, they will continue training at home before coming together again in Ottawa May 1. The athletes will participate in a staging camp in Ottawa, then fly as a team from the nation’s capital to Orlando on May 4. The team is looking forward to returning to TPASC to train with CSIO, which Guévremont said he thinks will give Canada an advantage at the Games. “We have a very high level of
training, because of the coaches that volunteered, elite class coaches, that volunteered to train us in this amazing facility,” he said. “This is world class. This is the best facilities I’ve ever seen.” Members communicated online through a Facebook group before meeting for the first time at the training camp. Guévremont said it was great to come together as a team, noting everyone quickly bonded. The athletes were joking around and clearly having a good time with each other when they met with The Scarborough Mirror at the end of their camp. There were many jokes about Justin Bieber and adopting his song “Sorry” as the team’s theme song, since Canadians are known for our frequent use of the word. “Team Canada are Beliebers. We’ve been practicing our dance for the Justin Bieber ‘Sorry’ song. It’s going very well, we’ll be ready for the second camp,” joked Guévremont. “We’re actually looking forward to having Justin Bieber join us at the next training camp, and coming to support the athletes, because we’ve all caught the Bieber fever and we’re all Beliebers.” He said the Canadian athletes will use their team spirit as motivation in Orlando, along with their determination to deliver their best performances for Canada. The team is already well on its way to achieving its goals, and has a secret weapon in its arsenal. “We feel very confident,” he said, adding with a smile, “We’ve got something that other countries don’t have – Bieber fever.” A legacy facility from the Toronto 2015 Pan/Parapan American Games, TPASC is at 875 Morningside Ave., at the University of Toronto Scarborough campus. It is home to CSIO, part of the Canadian Olympic and Paralympic Sport Institute Network, which offers a full range of training and services for high performance athletes and coaches at the facility. In the Ward 21 trustee byelection, Shan said he benefitted from his track record in the community, his time as a youth worker in Malvern, and people who supported him in past elections. Shan was also backed by the union representing high school teachers and the Toronto and York Region Labour Council. He came from a war-torn country, a Tamil refugee from Sri Lanka who arrived in Canada at age 16. “I bring a lot of resilience to my character,” Shan said, which makes him ready to tackle challenges at what has been a troubled school board. Shan said he’ll be “a vocal champion for Scarborough” in his new post. “That’s being visible, that’s being vocal, that’s being heard,” he said. Shan said he’ll host leadership training sessions for parents and youth in the ward, “to get them organized so the solutions are coming from them and me.”

Shan didn’t exactly champion the changes, but in an interview Tuesday, said it’s a myth opposition to the sex education curriculum is only in non-white, non-Christian communities. “There is an upgrade needed and it’s happened,” said Shan, but added the province could have avoided a lot of opposition and misinformation by engaging parents properly about the issues. Other Scarborough school trustees have graduated to other public offices, Scarborough-Agincourt MPP Soo Wong, for example, or Shaun Chen, Shan’s predecessor in Ward 21, who jumped to Ottawa last fall after serving nine years. Shan for years has been executive director of CASSA, the Council of Agencies Serving South Asians, and more recently joined a local campaign to stop the Liberal’s sale of the provincial utility Hydro One.

But in 2009, residents of West Hill laughed and shouted at planners explaining how the LRT tracks would require staged “jughandle” turns at Kingston and Morningside. The province said the line had a poor business case, and pushed its construction back to 2023, basically saying
Few may remember, but what used to be called the Scarborough-Malvern LightRail Transit line got very mixed reviews in Scarborough. The 17-stop line suddenly revived by Mayor John Tory and TTC chair Josh Colle last week – whatever it’s now called – would still head east from Kennedy station down the middle of Eglinton Avenue,
it might never be built. Yet UTSC and others have lobbied city officials and Tory to make the line part of a new Scarborough transit plan that includes SmartTrack stations and a one-stop express subway extension to Scarborough Town Centre. “We’ve been quietly talking to them for months,” Bruce Kidd. UTSC’s principal, said this week. “We wanted to make it clear that we had needs, but we respected they had compli-
cated political terrain.” Besides being a “gamechanger” for UTSC students, faculty and staff, the $1-billion LRT line will benefit the residents of surrounding neighbourhoods and bring more visitors to the campus to use its new Toronto Pan Am Sports Centre and attend events, Kidd said. Tory’s new plan addresses two of Scarborough’s most pressing problems: getting downtown more effi-
ciently, and getting around Scarborough, he added. Before council changed its mind in 2013 and supported a three-stop Bloor-Danforth extension, UTSC was left out, but Centennial College’s Progress Campus, where half its students attend classes, looked forward to having a stop on another seven-stop LRT line. That Scarborough LRT line was shelved by council. T h i s w e e k , Ro s a n n a
Cavallaro, Centennial’s associate vice-president of marketing and communications, said the college wouldn’t push for that option, though it’s an “ideal solution”, to be resurrected at the expense of an Eglinton-KingstonMorningside route. “We had been briefed on the U of T plan and supported it, especially when it became clear that the Progress route was off the table,” a statement from Cavallero said.

UberPool may save cash, but not time UberPool, the new service from Uber that allows two passengers headed in the same direction to save money, might be more trouble than it’s worth, say UberX drivers. According the New York Daily News, the MTA this week released design renderings of an open gangway design that allows riders to walk unfettered down the entire length of the train. Public’s help sought identifying shooter in Chester Le murder ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police have released security video of a fatal shooting last week at a Scarborough townhouse complex that has a long history of violence. The video shows a gunman approaching the passenger side of a parked van at 51 Morecambe Gate (near Victoria Park and Finch avenues) and opening fire, striking the driver and his front-seat pas-
senger, around 11:30 p.m. on Jan. 20. Visit us online at bit.ly/1WMWpBB to see the video. Alva Dixon, 70, of Scarborough, who was in the passenger seat was pronounced dead on scene. The man in the driver’s seat was taken to hospital with non-life-threatening injuries. Others who were also in the van at the time escaped injury. Police said a second male suspect kept watch a short distance away.
Police believe the shooting was targeted but aren’t sure if it was a case of mistaken identity. Area residents say the victim was a well-known and well-liked man who used to live in the complex and were at a loss to explain why anyone would want to hurt or kill him. “He was a very, very good guy,” said Muharem Zorjan. “Everybody liked him. He never had a problem with anyone.” Zorjan added the victim worked in
construction and would often come to the complex to see friends. “He came here in the summer for barbecues.” The Morecambe Gate and neighbouring Chester Le complexes have been plagued with guns, drugs and gangs for 20 years. But police have seen a drop in crime there since assigning two officers to patrol the area four years ago. “We’ve seen a definite benefit with the neighbourhood officers,”
said Det. Sgt. Gerry Heaney of 42 Division. “They’ve broken down some of the barriers. Residents feel comfortable speaking to them.” Dixon is the city’s fourth murder victim of the year. “We’re appealing for witnesses to come forward,” Heaney said. Suspects sought after shots fired Police are looking for two men after a home near Birchmount and Finch had shots fired into it last Thursday. Police said several gunshots were fired into a home near Birchmount Road and Glendower Circuit, south of Finch Avenue, at 3:25 p.m. No one was hurt in the incident. Nearby Highland Heights Junior Public school was briefly locked down as a result of the incident. Police said two males were seen running toward a waiting car on Glendower after the shooting. The grey four-door car was

Charges laid in fatal house fire Charges have been laid in connection with a Scarborough rooming house fire that killed a man and critically injured another person last month. The two-alarm blaze broke out at 6:25 a.m. Dec. 29 at 117 Birkdale Rd. near Brimley Road and Lawrence Avenue. The fire department determined the home was a rooming house with six bedrooms occupied by nine people. Toronto Fire Services said
violations related to smoke alarms “affected the ability of the occupants to safely evacuate from the building.” Firefighters pulled two people from the home. One was pronounced dead in hospital while the other was listed in critical condition. Two other men, ages 35 and 56, suffered non-lifethreatening smoke inhalation. The fire marshal’s office continues to investigate the
cause of the blaze. Toronto Fire conducted an inspection after the fire and noted violations of the Fire Code related to “boarding, rooming and lodging houses” including “smoke and carbon monoxide alarms, fire separations, number of exits and fire-rated doors.” The department has laid charges against the registered owner of the house and a tenant who was sub-renting to additional occupants.

T h e R o u g e Va l l e y Conservation Centre is raising Atlantic salmon eggs this year, and invites the public to see them delivered by the Ontario Federation of Anglers and Hunters and explained through a presentation Saturday, Jan. 30 from 10:30 a.m. to noon. “We will also have a fish craft for the kids to do and some information for you to take home on Atlantic salmon to continue the learning at home,” the non-profit group Rouge Valley Foundation said in a release.
