If you chop it, they will come. Kothu Roti, a Sri Lankan street food often made from leftovers, is more than a meal. It’s a dish that has the power to unite communities, say founders of a one-day Kothu Fest returning to Scarborough next weekend. Kothu means “to chop.” Its versatility, its working-class cred, and its entertainment value mean anybody can make it theirs. You can have jerk kothu, souvlaki kothu, pizza kothu with pepperoni and cheese - and at Kothu Fest, next Saturday, July 24 in Albert Campbell Square, you probably will. “Kothu is not kothu unless you kothu it. It’s not just a food, it’s a miniature event,” James Gnani, a festival co-founder, said this week. “We are trying to take this food to where it should be.” Organizers say for people in Greater Toronto’s Sri Lankan community, whether Tamil or otherwise, this style of street eating - as common on the

island as hot dogs are here - is something everyone can get behind. Most Canadians haven’t heard about this “food of the people,” of course, but maybe that’s about to change. “The event is so Toronto, so Scarborough,” said Theeben Paul, another festival cofounder. “We want to bring in the downtown crowd.” Starting at noon, the square, off Borough Drive just south of Scarborough Town Centre Station, will have at least 10 different kothu vendors chopping different recipes, all overseen by Toronto food writer Suresh Doss. There will be musical entertainment too, with an emphasis on local talent, a kothu-eating competition, and a spice tasting, which “might have to come with a waiver,” Gnani said. Young people from three midScarborough neighbourhoods are meeting next Saturday,

July 23, for a community summer festival. Now they just need performers to listen to. Action for Neighbourhood Change is asking for people to step up and provide entertainment for the festival, which runs from noon to 5 p.m. outside 400 McCowan Rd. That address is a highrise not far north of Eglinton Avenue. Local singers and dancers who want to share their talent will be particularly welcomed, said Omar Brooks, program coordinator for the local ANC. He added the festival will serving meals at “a very minimal cost.” Youth from Eglinton East, Kennedy Park and Ionview - neighbourhoods which include pieces of Eglinton Avenue, Danforth Road and St. Clair Avenue - are the intended audience. Conditional pass given to restaurant where cockroach found on plate JOANNA LAVOIE jlavoie@insidetoronto.com A north Scarborough dim sum restaurant has been issued a yellow conditional pass under Toronto Public Health’s (TPH) DineSafe program after a group of patrons found a large, dead cockroach on a plate of beef balls they ordered last week. A Toronto Public Health inspector visited LHL Seafood Restaurant at 4438 Sheppard Ave. E., July 7 in response to a complaint filed by one of the diners and observed a number

of Food Premises Regulation infractions. A conditional pass was issued later that day. “The operator will be issued summonses for the following two infractions: 1) Operator fail to ensure food is not contaminated/adulterated and 2) Operator fail to provide separate handwashing sink(s),” said Sylvanus Thompson, the associate director of healthy environments at Toronto Public Health, in an email to Metroland Media Toronto. “The exact infraction is fail to use sinks for handwashing only.” Thompson went on to explain that

once the summonses are issued, the operator will be required to attend court for a trial. “These latest summonses are for the two infractions observed on July 7, 2016, only,” he noted. “There is a separate outstanding ticket for an infraction from the March 16, 2016, inspection.” This is the fifth time since 2014 that the Agincourt eatery has received a conditional pass due to food safety infractions. The incident in question happened on July 6 afternoon when Pickering residents Rob Dacpano,

his wife Chanda, along with their friends Jason and Raymond went to LHL Seafood Restaurant, which is located on the second level of the HSBC building at the corner of Sheppard Avenue and Brimley Road, for a bite to eat. The group ordered about seven dishes. “As we began to take a beef ball each, we noticed a roach on the plate as if it were hiding between the beef balls. It did not appear to be alive but quite disgusting,” he elaborated in an email to The Scarborough Mirror. “It’s unfortunate because the last

three times I’ve been there it was OK, pretty good.” Last Thursday afternoon, Kent Li, the restaurant’s owner, said he is “sorry” about the cockroach incident, adding he didn’t charge the group for their meal. Sex trade traffickers target vulnerable young girls online

on’t talk to strangers is a common piece of advice parents give to their children. Warning your kids to not go with someone to find their ‘lost’ puppy or enter a vehicle with mommy’s ‘friend’ because she’s late picking them up is part of parents’ basic arsenal of street proofing. This isn’t new. What’s new are the strangers lurking behind fake profiles on social media – canvassing the vulnerable for a life in the sex trade. This week, Metroland Media Toronto is publishing the first of two parts on human trafficking of young girls. Our reporters found in their research that predatory men and boys are spying on Instagram and Snapchat – any place they can find a girl who is down after a fight with her parents, a blow out with her boyfriend, ostracized by her friends or feeling or unaccomplished in OuR ViEW unpretty an online world where image, or the optics of having it all, is paraTalk to kids mount. in human trafficking about human tellExperts Metroland Media Toronto that girls around 16 years old are trafficking the main targets, but some as young as 12 have been lured into the sex trade. “They tell their life stories online,” saying things like, “I look fat today,” said Det.-Sgt. Nunzio Tramontozzi, head of the Toronto Police Service’s human trafficking team. Trolling, traffickers start out by assuring the girl, “You’re not, you look great,” he said. “Within days, they hook them.” If a child gets the validation and acceptance they seek online it’s like a ‘dopamine’ hit experts say, the ‘adrenaline rush’ they need to feel valued. You’ll read some troubling stories in this feature. Stories of young girls being passed around from man to man, shuttled between hotel to hotel. It’s important to trust our children enough to do the right thing online. But when the young mind is growing and emotions and hormonal changes are unbalanced, a kind word or a sweet gesture from the wrong guy at the right time is all it takes for the unthinkable to happen. We hope these stories educate and inform you of the dangers that are present. Speak to your children. Open the discussion about human trafficking no matter how uncomfortable or awkward. Anything can happen to anyone at anytime.

Lastman set tone on keeping property taxes low It was only appropriate that as Toronto Council began to debate its budget directions for what could be a very austere 2017, surviving mayors of Toronto’s pre-amalgamation municipalities should be gathered to unveil a display of portraits and a bit of a light history lesson on amalgamation. Former Toronto mayor Barbara Hall was there along with ex-Etobicoke mayor Doug Holyday. Former York mayor Frances Nunziata was on hand to officiate, along with East York’s last mayor Michael Prue. The late Frank Faubert of Scarborough was in the picture, and there in memory. And of course, there was Mel Lastman – North York’s first, last and only mayor; and arguably one of the preeminent co-authors of the financial conundrum that Toronto is facing today. Lastman was North York’s favourite son, a successful municipal politician whose boosterish approach

david nickle the city to governance made his re-election in North York a certainty and made him a good bet to win the mayoralty in the first election of amalgamated Toronto. It was a good bet but by no means a sure thing, and to nail it down, Lastman relied on two things: the love of his North York constituents, and a promise to freeze property taxes for three years straight. This, he did for the first three costly years of amalgamated Toronto. And they set a standard – impossible to meet, but always there – of very low property tax increases. Because of that, revenue has never quite kept up with demand. On Tuesday, Lastman offered a reminder of his original pitch.“People don’t understand. Take a look at the price of food: you go in to buy apples, you buy a

lettuce, a celery. Six bucks, eight bucks. It’s crazy. Then you come along the last thing in the line, the taxes. You increase taxes? Where the hell will they get the money?” Other mayors have put this more gracefully, but this is the blunt narrative that leads us to Toronto’s financial problems today. Upstairs, Lastman’s successors spent the day grappling with the need for a 2.6 per cent cut to all programs in order to write a budget that’s sustainable. Property taxes have actually been shrinking over the years, and services have become more expensive. Under questioning from councillors, senior staff acknowledged that services are going to be constrained and necessary growth in services in, for example, poverty reduction, will be nearly impossible. The tricks that saved Lastman and his successors – deferring expenses through what turned out to be bad

leasing deals, or ballooning revenue from our everbubbling land transfer tax, rescues from more sympathetic provincial governments – won’t be available for long. So that means service cuts in the short term, and in the long term? Maybe revenue tools. But Lastman wasn’t so sure about those. A little alcohol tax, some tobacco tax… maybe hotels would be fine. “But if they start hitting on other taxes they’re in trouble, because the people can’t afford them and they’re going to get fed up with politicians completely,” warned Lastman. With words of wisdom like that from amalgamated Toronto’s founding father, it seems pretty clear that we’ve all been in trouble for a very long time.

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85-Alive” program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 per cent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debts. We also had $25,000 left over that we put in the bank for emergencies. ESCAPING THE TRAP: Preying on the vulnerable from homeless girls to the girl next door MIKE ADLER AnD FAnnIE SUnSHInE newsroom@insidetoronto.com Girls are growing up online, and many in Greater Toronto spend as much time with social media as they do in school, chatting, liking, posting. They don’t know pimps are watching. Predatory men and boys are waiting not just at the shopping mall, but on Instagram, Snapchat, free dating sites, anywhere they can catch a girl at the right moment. Experts say that could be after she argues with her parents, or expresses vulnerability about her looks. “They’ll tell her how smart she is, how pretty she is, that she’s a grown-up who can make her own decisions and doesn’t have to listen to her parents,” says Michele Anderson, human trafficking advocate for Toronto’s Covenant House. Sixteen is a typical age, but girls as young as 12 are targets. “They tell their life stories online,” saying things like, “I look fat today,” said Det.-Sgt. Nunzio Tramontozzi, head of the Toronto Police human trafficking team. Trolling, traffickers start out by assuring the girl, “You’re not, you look great,” he said. “Within days, they hook them.” Online luring is one reason sex trafficking happens around Greater Toronto - a hub for this type of crime through which victims are moved quickly from hotel to hotel - not just to homeless girls, but to the girl next door. If a child looks for validation or acceptance in an online space, and someone offers it, “that’s an adrenaline rush, that’s dopamine,” said Debbie Gordon, director of kidsmediacentre at Centennial College. Online culture puts pressure on children to get approval for posts, or to build up followers, without really caring who those followers are, she said. Some may say, “If I show more, take more risks, the next selfie will get more likes,” added Gordon. “You see so many kids taking such incredible risks.” A trafficker will suggest meeting for dinner or coffee, and will shower a girl with expensive designer purses or cell phones, said Anderson. They’ll then head to a hotel, where the girl is introduced to some of the trafficker’s friends, and she’s forced to have sex with them in exchange for the gifts she received. “They’ll say, ‘What, you think this is all free?’” Anderson said. If the girl resists, blackmail ensues. Or the trafficker gets aggressive and abusive.

Victims are typically allowed home at night, but the threat of physical violence always looms if they dare tell anyone what’s happening, Anderson said. In Olivia’s case, the trafficker was someone she knew from high school, entering her life when she was about 20, struggling with her mental health and severely low self-esteem. There was a honeymoon phase where she felt special and loved. Olivia (not her real name) began living with the trafficker, feeling like she hit the jackpot. “He played on those vulnerabilities, knowing I wanted this relationship to be my forever.” Olivia worked as his girl for two years, in hotel rooms from Burlington and Oakville to Markham, Richmond Hill, and downtown Toronto. “To some degree, the industry itself met a lot of my needs. Now I felt good at something. I felt desired.” Leaving was difficult. She was incredibly scared for her reputation, and her trafficker threatened to

send her sex ads to people she cared about. One day, a police officer posed as a John, checking Olivia’s identification to see if she was underage. She wasn’t, and wasn’t too receptive to his questions, but kept his card. It was six months before she called, hoping to escape and rebuild her life. Some trafficked women and girls finally, literally run for their lives. Others are held in place by ingrained feelings of love, dependence or fear. Luring is sometimes done by women, most often by friends who are victims themselves. Some are told they could be “partners” with their trafficker if they recruit replacements. Recruiting is a means of self-preservation, a chance to have sex with fewer people, said Carly Kalish, a therapist for the Scarborough-based East Metro Youth Services. “The illusion of being their partner is a big part of why you stay, but it’s never actually the case,” she said. Ken Green marks 60 years of football officiating this season DAVID GROSSMAN scm@insidetoronto.com It has been a very long time, but Ken Green remembers it all. Back in his second year of studies at the University of Toronto, and admitting to being bored from afternoons without classes, Green made a decision – and it was one that would have an enormous impact on him for decades. Green chose to respond to a 1956 newspaper advertisement looking for football officials and the Scarborough resident thought he would try “something different”. That is, assuming he was good enough to get hired. “I remember the ad – they wanted bodies to officiate and I figured it was something to offset the boredom of nothing to do after classes,” recalled Green. “I never played the game and I actually think they didn’t care about qualifications. But I had to learn quickly and have been at it ever since – a long time.” Fast forward and Green, with quite the legacy and now in his 60th year as a football official, is the only person in Canada doing

the job for such an extensive period. Retirement is close by and Green, who will celebrate his 80th birthday in August with his wife Etty and family, has made the decision to put away his black and white stripe jersey at the end of this year’s football season in November. Green remembers earning $5 to officiate an amateur football game. Now, the figure has jumped to more

than $100 for a doubleheader. Treating it as a leisure activity back then, he focused on earning a degree and went on to teach mathematics as well as physical and health education for a 35 years. “Officiating was a hobby back then, and little did I know that I would one day become Refereein-Chief of university football, do Vanier Cups and everything from

high school to club and more. I can’t complain with what I’ve accomplished.” Having blown whistles and thrown penalty flags at thousands of games, Green still finds time to be a mentor and is the recipient of almost every major award offered to a football official in the country. Green never did get an opportunity to officiate in the Canadian Football League, saying only that “internal politics” may have been a factor, but carries no grudge and was the supervisor of CFL officials for 12 years. In 1990, Green received the Tom Cheney award, the highest award given by Canadian amateur officials. Now, the Ken Green Trophy also exists and is awarded to an outstanding official in Ontario. Chatter in the sport community has Green lined up to be honored among the next wave of inductees to the Canadian Football Hall of Fame. Being a football official, also comes with nasty comments from spectators and coaches. Only once did he eject a coach. “You rely on judgment and the rules,” said Green. “Sure I’ve made several mistakes and admit to it. If

someone comments about officiating, that’s fine. You tend to ignore it. But when they get mean, vicious and personal and direct it at you – that’s when I throw the flag. You can only tolerate so much.” Green soaks up the personal pride and said the ultimate compliment comes when coaches tell him they’re happy he’s doing their game. “The secrets of success in football – it comes down to having an understanding wife,” Green said. “During the football season, there is always a game somewhere and I have spent many hours away from home. Yet, there have been no complaints from my wife. Next to my family and teaching, football has been the most important thing in my life.” Asked if there were highlight moments, Green talks about being asked to officiate the 1979 Can Am Bowl match-up of U.S. and Canadian university all-stars. Ten years later, he did his last university game – a 35-10 win by Western over Saskatchewan in the Vanier Cup played in front of a crowd of 32,847 at SkyDome. “Looking back, it’s humbling – and like a dream,” said Green. “I’ll never be able to give back to football what it gave to me.”

I’m still trying to figure out what our crime is. Our mixed inherited landscape of silent cul-desacs, orderly wide streets, strip plaza businesses, tower neighbourhoods, and industrial zones? Pockets of great pastoral beauty next to useful, concrete bunkers of commerce? Having a blend of 625,000-plus people – humanity of all races, faiths, income levels, and life paths? Being home to those with many Scarborough stories to tell, after decades of living here; others who have recently landed, are settling in with their own intriguing stories of “back home” and why they left – and every voice in between? Is that what our disdainful critics find “wrong” about us as a community? Are these our offences? Please give your head a vigorous shake. Amidst the years-long madness that is the Scarborough subway-or-

not debate, I have heard rude, inaccurate, caricaturish things said about where I live. It’s blood curdling. I’ve had to argue with howling people that Scarborough is even within the 416 area code, that many of us are not “angry and entitled” drivers (what a cartoony generalization), but rely on the TTC everyday. That worthy, even interesting, communities exist beyond the 401. That we are smart. Our “accusers” are often gleeful, wrong, outdated… and yes, ‘elitist’. These are the same people who want to convince Scarborough they have our best interests, transit-wise, at heart. It’s easy to see why defences and resistance are up. Consequently, that doesn’t help constructive city-building. As Bruce Kidd, principal

of the University of Toronto at Scarborough campus wrote in a blog post: “The city/suburb polarization often takes on the nasty flavour of a culture war, which in turn shapes decisions about the allocation of infrastructure and resources. Scarborough… has been woefully underserved in terms of public investments.” So, my advice to the critics: Make your expertdriven case for the 24-stop LRT plan (and scrapping the billions-be-gone, one-stop subway scheme) respectfully, in a honeynot-vinegar manner - and more will be open to persuasion. Scarring and baggage from years of negative characterizations has created a bit of hardened mistrust, and unfortunately the Mayor Rob Ford years encouraged that.

A new insurance policy for UberX drivers is now on the books, but a group representing the taxi industry is skeptical it will satisfy the requirements of an upcoming City of Toronto bylaw. The approval of the policy, provided by Intact Insurance Company, was made possible by a regulatory change in the Ontario Insurance Act intended to fill the “gap” in coverage for both UberX drivers and passengers. With the new policy, coverage begins as soon as a ride is ordered until the passenger exits the automobile. When it goes into effect on July 15, the new bylaw, approved by Toronto Council in May, will require UberX drivers to register for a new Private Transportation Company (PTC) license, which will not be issued until proof of insurance is provided.

But, despite the fact drivers can provide evidence of the new coverage via an “electronic insurance card” viewable right from a smartphone, the Toronto Taxi Alliance (TTA) says it needs more assurance. “The fact is, no one – not the insurance companies, Ontario Government or Municipal Licensing and Standards will say how many drivers have purchased the new policy, if in fact any every have,” said TTA Executive Director Rita Smith in a statement. “This announcement simply provides more compelling proof that ML&S must demand ride-hailing drivers present their certificate of insurance when they register with the City, as the May 3rd Council Motion directed”. Smith was also dismissive Uber’s operations will be fully licensed by the time the bylaw is enacted, saying she had “absolutely no confidence” in the city’s ability to vet an estimated 20,000 drivers.

According to the bulletin issued by the Financial Services Commission of Ontario, (FSCO) the Intact policy will provide blanket coverage for all occupants of a private vehicle operating the UberX service, which includes $1 million in coverage as soon as an UberX driver activates the app, increasing to $2 million once the ride is ordered and accepted. Uber has said it covers liability up to $5 million for both drivers and passengers. All UberX passengers are assessed a flat $1.50 Booking Fee, previously known as the Safe Rides Fee, which according to the company supports “safety initiatives for riders and drivers as well as other operational costs”. Uber Canada spokesperson Susie Heath said the company had already purchased the new policy for its Ontario operations. “Every ridesharing driver in Ontario is now automatically covered by the commercial policy provided by Intact.”

Repaving driveway a pain for big families It’s driveway-paving season, and in Scarborough or North York, people who pave their driveway are asking to be hit. I’m not talking about the people in new houses, on top of double-wide garages and driveways the size of Olympic pools. They’re somehow fine. I mean people in old houses, who sit on cracked asphalt or concrete parking pads as long as they can, then call a paving company. Often, the job’s done, and those people are screwed, and not just because they didn’t know they needed a permit. It’s because no matter how wide it was when they bought the house, their repaved driveway can’t be wider then their garage. A mid-Scarborough woman I’ll call Salma found that out. Her house, expanded to five bedrooms but with an original, tiny, one-car garage, had a driveway 5.5 metres wide. Cut it to 3.75 metres, the

edges of toronto city said after she repaved it. If Salma were rich and living in a rebuilt McMansion, fine. But she’s out of work and living with five other women, all relatives. You can’t park overnight on any street in Scarborough or North York. What about adult children – or in Salma’s case, a sister, mother and two nieces – who want their own cars? It’s easy for downtowners to tell members of these car-heavy households to take two buses to work, or wait for a new subway stop to open. They see it differently. They pay property taxes, and don’t understand why city staff can’t just let them park side by side. “They come up to grab money, any kind, any way,” Salma complained. She finally paved, she

said, because the city installed a hydrant beside the driveway, which caused water to pool on it for years. Her family kept falling on the ice. Her new driveway caused Salma weeks of distress. What’s heartening is her news this month the city, in a merciful moment, is agreeing to look the other way. “They said it’s OK, you can keep what you have,” said Salma, who thinks her appeals to a local councillor helped. People like Salma don’t understand all the regulations. She admits that, but she isn’t asking for that much. The city, particularly in struggling areas of Toronto, has a collective choice to make. It can use rules to make life harder for expanding families, or it can make things a bit easier.

Earlier this year, the last 19th century commercial building in West Hill was demolished, thus ending a era when this little rural community was nothing more than three stores, two churches, a hotel, blacksmith and a few hundred people. Established in 1879 by a post office application by John Hunter Richardson, West Hill was initially the west half of the thriving community of Highland Creek. As Highland Creek grew, and those to the west grew tired of walking through the valley to get their mail, Richardson successfully applied to become a post master, dividing the old community in half, the west side appropriately named West Hill. Earlier, Eli Shackleton had built a hotel on the south side of the Kingston Road in 1844 followed by John Collins who built a blacksmith shop in 1864. Two years later, Sarah Ann Cheesewright, mother of William Tredway, purchased

a half acre plot between the hotel and the blacksmith. Hoping to draw support from the two other adjacent businesses, Sarah and her husband Robert operated a small general store on the site. Sarah died in 1878 after only a dozen years as a “merchant”. Her husband, Robert Cheesewright, now more than 80 years old, deeded the property to his stepson William Tredway who had previously opened his own general store on the east side of the valley. Tredway was a successful businessman and began assembling property for his descendants. He kept his mother’s store and leased it to Thomas Stephenson who continued to operated the business. During this time, J.H. Richardson became West Hill’s first post master and set up the post office in the former Cheesewright store despite another general store, later operated by the Eades, sitting directly across the road from his home. Richardson was York County Clerk and later Township Treasurer. In 1880, Mary Bryne, a

dressmaker, took over, served as Richardson’s proxy, and was often referred to as post mistress. When Henry Duncan replaced Richardson as post master in 1917, the post office was moved a short distance to the east into Duncan’s store. Already 100 years old by 1966, the small, frame general store was expanded, bricked over and drastically altered to the extent that it had lost most of its historic components, inside and out. During the next 50 years it became home to Woods Marine & Camping Supplies, West Hill Auto Parts, the Golden Bell Restaurant & Tavern and finally Champion Off Track Betting and Chequ$mart. Already gone were Eade’s and Duncan’s general stores, Collins’ blacksmith and the Shackleton Hotel (as well as its replacement known as the West Hill Hotel). Now the demolition of the Cheesewright/Durnford general store puts another nail in the coffin of 19th century West Hill businesses. More townhouses are the likely replacement.

Tendercare residents do their part to help others at walkathon uReport

Reader-submitted In light of Seniors Month in June, Tendercare Living Centre in Scarborough recently hosted a walkathon for residents, staff and families around the Tendercare property. Following the theme of Seniors Making a Difference, residents decided that they would like to donate all the money raised to support those impacted by the Fort McMurray wildfire. It was a brisk, windy, morning, but the ribbon was cut and more than 80 people were out walking for the cause. Volunteers stood on guard to hand out refreshments and cheer everyone on. The programs department arranged various fundraising initiatives for two weeks prior to the walk, from bake sales and jewelry making sales to selling homemade desserts and soups. At the end of the walk, everyone gathered back at the starting point to acknowledge the big donors. The initial fundraising goal was $1,000, however, Tendercare more than doubled the goal – bringing in $2,002.65. The event was a huge success and all were in favour implementing a Tendercare walkathon annually.

Police host public consultation meetings Toronto police will hold a series of public consultation sessions to garner feedback on an interim report aimed at modernizing the force. The 35-page report by the “Transformational Task Force” was co-chaired by police Chief Mark Saunders and police services board chair Andy Pringle. The report, dubbed The Way Forward: Modernizing Community Safety in Toronto, was released last month and contains a total of 24 recommendations. Members of the public

could have their say at eight meetings held throughout the city. Each session will be attended by members of the task force as well as Saunders and Pringle, and scribes will record feedback from residents. The task force will compile the feedback and include it in the final report in December. More support needed for Syrian refugees in Toronto: Senate report MIKE ADLER madler@insidetoronto.com Syrian refugees in Toronto need more help from governments and the public than first thought, settlement workers and some Canadian senators say. Federal and provincial governments should make new plans, and continue tapping the goodwill of Canadians, to meet needs of those Syrian families, Sen. Jim Munson, head of the Senate Committee on Human Rights, said this week. The committee issued an interim report, containing recommendations for more settlement services, last week because it felt problems experienced by Syrian refugees were urgent. Having brought in 25,000

over the winter, Canadians can’t turn their backs on the newcomers, who are an investment that will pay off in the future, said Munson Monday. Make this ‘work’ “We can’t let them down now. We can’t let ourselves down now,” he said by telephone from New Brunswick. “We have to get on with making this work.” The all-party committee called on the federal government to provide the refugees with more Englishas-a-Second-Language classes and child care while parents, particularly women, attended them. once they reached the safety of Canada, MananghayaPoernama said. “Even entry-level jobs are very hard to find.” She echoed findings of the committee, adding refugees who arrived before the federal government changed last fall are still paying back the cost of their air fares to Canada. “It’s the financial part of it that concerns them the most,” Mananghaya-Poernama said. When approached now by people who want to sponsor new Syrian refugees, she said, she asks them to support those already here. Debbie Douglas, executive director of the Ontario Coalition of Agencies Serving Immigrants, said her group gets concerned about refu-

gees entering “Month 13,” because government and private sponsors only commit to support them for one year. “What happens after that year is over and people have to start supporting themselves?” asked Douglas, predicting it will be difficult if they don’t have language skills and training needed to find jobs. Many of the refugees are at beginning stages for learning English or French. That kind of ESL instruction “needs beefing up” in Ontario and many more child-minding spaces must be added, Douglas said. OCASI also said mental health challenges of refugees may not surface for years, and it’s important for frontline workers to be trained to see

It promises to be bigger and better than ever, with more than 2,500 kids taking part. “It is going to be epic this year,” Kevin Carrington, one of the hosts of the parade preview, told the crowd gathered to watch the kids shake their stuff. “We do it like a boss.” The Family Day fun continues until 8 p.m. at Neilson Park, where there will be a junior showcase with young artists, pannists and dancers, and a DJ to keep the party going. There will also be activities, food vendors, a market place and more. For the first time this year, the event features a junior chef competition that will have finalists from earlier rounds face off to see who can cook the best dish incorporating Grace Foods products. “I look at 2016 as a special year,” Carnival CEO Denise Herrera-Jackson told the crowd during the sneak peek at Malvern Town Centre. “I look at 2016 as an opportunity to renew, revitalize and reinvent this carnival for the next generation.” This is the 49th anniversary of the Toronto Caribbean Carnival, and even bigger things are planned for next year’s golden anniversary, she added. Anandasangaree was away from the city and unable to attend the parade preview, but Shauna Benn, one of his representatives, spoke on his behalf. “We are honoured and excited to have the Junior Carnival take place once again in our wonderful and beautiful community of Malvern,” Benn said. “It is a pleasure to see the younger generation take part in their Caribbean heritage.” Chris Alexander, Toronto Caribbean Carnival CAO, said the festival is just as excited to be back in Malvern. “Malvern is vibrant, it’s progressive, it’s a very interesting community,” he said. “We’re very happy to be here.” Billed as the best Caribbean Carnival outside Trinidad and Tobago, the Toronto Caribbean Carnival attracts upward of a million visitors to Toronto. The three-week celebration of Caribbean music, food and revelry leads up to the grand parade along the Lakeshore July 30. The festival features several events, including a new Toronto Carnival Run on the waterfront trail Saturday, July 23 that raises money for the Simunye Foundation. Getting TTC patrons on Presto The TTC is developing a smartphone app to report harassment. CEO Andy Byford said the new app will make it possible to take a flash-disabled picture of the harasser, log vehicle details and location, and immediately send it to the TTC’s transit control centre for further action. New policies adopted on releasing suicide info to U.S. border officials Ontario’s Information and Privacy Commissioner (IPC) has withdrawn its legal action against Toronto police after new procedures were put in place preventing suicide attempt information from being shared with United States border officials. The IPC began a probe after hearing that some Ontarians were denied entry into the U.S. because of their mental

health history. The sensitive information was recorded by police forces and uploaded onto the Canadian Police Information Centre database, which is available to Canadian law enforcement agencies and U.S. border officials through an informationsharing agreement. The IPC developed the Mental Health Disclosure Test (MHDT) and recommended

the test be used before sharing mental health information. Under the test, attempted suicides are only shared in limited circumstances. Judicial review In 2014, the IPC filed an application for judicial review with the Ontario Superior Court asking for an order to stop the broad disclosure of

suicide-related information to U.S. agencies via the CPIC database. In response, the Toronto Police Service (TPS) worked with the RCMP to create a new mechanism allowing all police services to suppress suicide-related entries from being accessed by U.S. CPIC users. Under the new Toronto police procedures: * Disclosure to U.S. CPIC users is restricted to entries

t h a t m e e t t h e M H D T; * Toronto police’s flagging system more clearly differentiates between suicide attempts and threats that include harm to others and those that do not; * All suicide-related entries are removed from CPIC after two years if no other attempt or threat has been made; * Toronto police will conduct periodic audits of its suicide-related entries.

The new procedure has satisfied the IPC’s concerns. “By working collaboratively, the IPC and the TPS have been able to address privacy and public safety,” Commissioner Brian Beamish said in a news release Tuesday. “I recommend that other Ontario police services incorporate the new safeguards into their suicide-related CPIC disclosure procedures,” the release said.
