And the Ontario University Athletics (OUA) final four is being held this weekend in Scarborough at Birchmount Stadium.

The semifinal games are as follows: Saturday, Nov. 5 *Noon: University of Toronto Varsity Blues vs. York University Lions; * 3 p.m.: Ryerson University Rams vs. University of Guelph Gryphons.

Sunday, Nov. 6 The OUA championship (featuring Saturday’s winners) is set for 3 p.m. preceded by

The York Lions are the two-time national and OUA champs (2015, 2014) and made the national final four in 2013.

The above four OUA teams finished top four in the regular season, thus earning byes through last week’s preliminary round games, and all avoided upsets in the quarterfinal round on Sunday, Oct. 30: York 3, Western 0; Toronto 2, Carleton 1; Ryerson 1, Queen’s 0; and Guelph 3, McMaster 1.

York and Guelph won handily; U of T had a bit of a scare needing a goal in the 81st minute to break a 1-1 deadlock; and Ryerson had the toughest challenge scoring the game’s only goal in overtime in the 112th minute.

A fundraising walk at a Scarborough school Thursday, Oct. 27 paid tribute to a local teen who passed away after a battle with leukemia.

The third annual walk at St. Dominic Savio Catholic School (50 Tideswell Blvd.), held in memory of 14-yearold Lauren Burry, raised money for the Leukemia

and Lymphoma Society of Canada (LLSC).

“They do honour her memory this way every year,” Lauren’s mother Elvira said.

“It’s very comforting, and I love having their support.”

The school has raised more than $1,500 over the past three years.

“That’s what makes it a little more bearable: being able to do some good, so

hopefully there will be fewer stories like ours to share,” Elvira said.

Lauren was diagnosed with acute lymphoblastic leukemia in July 2012.

The teen had an aggressive form of the disease that didn’t respond well to treatment, and she passed away on Sept. 6, 2012, just seven weeks after diagnosis.

Lauren’s dad Vince taught at St. Dominic Savio for 10

years and initiated the nowannual school fundraiser.

FINDING A CURE The mission of LLSC is to find a cure for leukemia, lymphoma, Hodgkin’s disease and myeloma and improve the quality of life of patients and their families.

t has been just a little over two years since John Tory became Toronto’s fourth mayor, and there are certainly reasons to celebrate.

Tory was, after all, elected in 2014 as an antidote to the awful toxicity of Toronto City Hall under the stewardship of his predecessor, the late Rob Ford.

And he has filled that role admirably and well - rising well above what was frankly a very low bar for civility and professionalism set by Ford.

Having reached the halfway point of his first term, Tory can be satisfied in the fact that he has brokered an effective peace, or at least détente, among Toronto Council’s often warring factions, forging a strong voting bloc of centrist and conservative members of council.

He has forsaken many of the less savoury dog-whistle rhetorical positions that have blurred council debates in the past (anyone remember the “war on the car?”) and shown a willingness to compromise in a way that occasionally crosses the ideological divide with council’s left wing.

That has generated much good will. But good will comes at a cost, and over the remainder of the term and beyond, Torontonians will be paying that cost.

To make peace in the city’s east end, Tory has stubbornly maintained solidarity with the ruinously expensive singlestop Scarborough subway plan. To please the north and the west, he backed another gold-plated infrastructure project, to maintain an elevated highway at the east end of the Gardiner Expressway against the good advice of city planners but according to the wishes of suburban motorists and their representatives.

He and council largely avoided making hard choices in the term’s first two budgets and may well be headed toward a cliff on the third in 2017 - again, in the interest of peace and compromise.

In all this, Tory has shown himself to be a good-natured and collegial Torontonian with the city’s best interests at heart. It’s a good thing that he has the remainder of the term to demonstrate the ability to manage the peace that he’s forged.

Transit financing deal could be too much for taxpayers Is it possible that it’s all too much, this suddenly tiny transit expansion plan?

That is certainly an impression that one might take reading City Manager Peter Wallace’s report on a costly deal with the provincial government for building and managing the vestiges of Mayor John Tory’s SmartTrack heavy rail and former mayor David Miller’s Transit City light rail plans.

To begin with, the plans are tiny compared with their visions. Tory’s SmartTrack heavy rail plan now drops from 22 stations promised in the election to just six stations, and crucially is to be delivered by 2026, not as he promised within seven years. The old Miller light rail plan has been diminished for some time, resurrected as it was after the late mayor Rob Ford “killed” it in 2010. But now the lines on Eglinton, Finch and Sheppard

by Metrolinx will be run by the city-owned Toronto Transit Commission.

The Eglinton Crosstown LRT will cost $80 million; Sheppard will cost $38.1 million; Finch West, $51.5 million. SmartTrack is expected to cost another $40.5 million to operate.

Which is peanuts compared to the capital spending the city will have to do to cover the costs of the SmartTrack expansion.

The city will need to finance debt to the tune of $2.01 billion of the $3.72 billion cost (which includes the cost of the Eglinton West LRT). The city can finance that through a mix of tax increment financing, development charges, and, eventually, the equivalent

of a property tax increase as high as three per cent.

And in case one thought that might be all - Toronto will, under the agreement, begin contributing $20 million a year over three years to GO Transit’s own capital expansion program.

That’s a lot to digest.

And it doesn’t include the cost of building the onestop extension of Line 2 to the Scarborough Town Centre, which will add another $3 billion to the city’s debt, or the eventual cost of the downtown relief subway line – identified by the TTC as essential to deal with growing congestion on the Yonge subway Line 1, which could cost in the neighbourhood of $7 billion.

Council will have to make a call on the deal next week at its November meeting, and it’s an unenviable task. Toronto does need better transit, and has for years, and this costly plan seems to be

the only route to actually creating it.

The trouble is that some of the biggest spends in this expensive list don’t match that well with the most urgently needed transit infrastructure in the city. SmartTrack might be Tory’s political priority; it is not, really, Toronto’s.

And even the elements that do address priorities come with a surprising and politically unpalatable cost.

Council probably can’t say no, in spite of those costs and misapplied priorities; if they do, it’s tantamount to giving up on city building, at least as far as partnering with the province is concerned.

But councillors and the mayor will have a hard time convincing attentive voters that they’ve brought home anything like a win.

“Science is my passion,” Shrimon said from a table in the Woodside Centre mall on Saturday, Oct. 29 during an event hosted by scientists trying to get children interested in careers in chemistry.

Shrimon is keeping those job opportunities in mind, but also the power of chemistry to make things happen.

“Little kids come here just to see us do experiments and learn. They could be one of those people who could change the world with science,” he said.

Other experiments at the annual event hosted by the Toronto East chapter of the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) taught passing kids how to be a human battery, make Play-Doh, and dissolve Skittles for the fun of it.

“We do this to plant a seed,” Lorrie Machett, a volunteer with a background in aviation and nuclear sciences. “If they come here, they might light up like a Christmas tree, and say ‘that’s cool.’”

mental scientist, used a group silver and zinc cells to power a clock from her wrist.

“One day, you’ll be able to run a cell phone from body heat alone,” Patchett said.

“We might as well use what we have to generate power in the cleanest possible way.”

Shrimon’s brother Athul, who’s 15, demonstrated another “science hack” by applying some lime juice to a sliced apple, which kept the apple from turning brown.

OACETT members said there is a bright future for girls in the sciences as well as boys.

“Engineering, chemistry, is not for men, it’s for everybody,” said Pasha Mohammed, the Toronto East chapter’s college liaison.

Watching where you commute Control centre relies on camera feeds, automated software to improve traffic flow

RAHUL GUPTA rgupta@insidetoronto.com Inside a control room, located in a nondescript East York office building, a small team watches the city’s traffic unfold.

The group of traffic watchers, called operators, monitors feeds from dozens of cameras posted at the city’s busiest intersections, logging major traffic incidents 24/7.

The team also coordinates emergency road closures, dispatches maintenance crews and communicates advisories to the commuting public.

On a gloomy October morning, traffic surprisingly moves well during the heart of rush hour. But even during this unusually calm period, the traffic control team logs 12 major incidents between 7 and 10 a.m., which is normally one of the busiest parts of the day, according to head controller Linda Lee. “That’s just part of living in a city that’s booming,” said Lee Thursday, Oct. 20, during a tour of the traffic control centre. “When we look at our downtown cameras, it’s not just automobiles but lots of cyclists and pedestrians.”

Cameras capture traffic at expected hotspots like the Gardiner Expressway and the Don Valley Parkway. Feeds are also centred on Allen Road, Eglinton Avenue - more than 190 in all, capturing action in real-time.

The operators, contractors to the city, not only monitor traffic but also learn how to dispatch service. They undergo three months of training, learning how to operate the cameras, and familiarizing themselves with

various locations. Each feed can be accessed by punching a four-digit code. Feeds starting with ‘8’, for example, reference expressway locations.

“It used to be we could ask an operator to bring up a (feed) and it was simple, but it’s a little more difficult because we’ve got so many cameras now,” she said. “Now it’s hard to remember them all.”

From the control room, operators can also make traffic signal-timing changes to improve flow. The process can also be automated, with the system making predictive changes based on detectors measuring the level of traffic.

Operators can also favour traffic signals at certain routes at the expense of others to even out traffic flow. Over 300 current signals have the adaptive technology, according to Lee, with more to come.

“There are a lot of factors which can impact signal coordination,” she said.

A major intersection with multiple left-turn lanes, for example, will drive up the amount of time before the light changes. And for the signals to be coordinated, they all have to have the same “cycle length”. The spacing between lights is another factor, not to mention whether there are transit signals for TTC vehicles on the route. Sometimes, the detectors can be damaged

through construction, causing the traffic signals to cycle without any apparent rhyme or reason.

The team monitors the communications of the traffic signals and dispatches a maintenance crew in case anything is off. In some cases there is daily monitoring, but in less busy areas that drops to weekly.

Lee says the value of the program comes from being able to easily coordinate a response to an incident. For example a disabled vehicle creating a massive traffic pileup can be more quickly

diffused and authorities dispatched if it appears on a camera feed. Lee also gets tips from police, sometimes even media outlets advising of a traffic scenario.

THE FUTURE The control centre also tracks response times and reviews with the pertinent authorities how to improve them.

Analysis of traffic patterns also takes place, although Lee admits without the proper software, it’s not possible for a deep-dive into the informa-

tion just yet. She’s hopeful new software ordered for the control centre will be able to provide automated suggestions to deal with a specific incident.

“Right now if an incident happens, our operators need to find the camera feed and then determine if messages have to be changed on an electronic road sign,” she said.

“The advanced system on the way will provide suggestions on what to post and where to post it based on where the closure. It makes the process more efficient.”

RE-TIMING TRAFFIC SIGNALS The city has also undertaken re-timing its traffic signals, something which started back in 2012. Lee says a review has been undertaken of signal times at major arterials to improve the timing of traffic off-sets, so that there’s minimal waittimes between a succession of signals. All of the city’s 2,300 signals are scheduled for retiming, with 939 completed at major routes. But re-timing is expensive, with one installation costing as much as $160,000 and regular maintenance $15,000 a year.

Remembrance Day ceremony this Sunday at civic centre Remembrance Day is approaching, and those who wish to honour the courage and devotion of the men and women who made the supreme sacrifice of dying for their country can do so at the Scarborough Civic Centre.

The annual event this year includes the March on the Colours, O Canada performed by Scott Newland and the East York Concert Band, and a readi n g by Maeesha Biswas of In Flanders Fields.

The Civic Centre is on Borough Drive, just south of the Scarborough Town Centre shopping centre.

Other local ceremonies for Remembrance Day will take place on November 11, including at the Scarborough Cenotaph on Kingston Road at 10:45 a.m.

Man sought in violent Scarborough robbery Toronto police have issued a public safety alert after a woman was allegedly violently robbed in northwest Scarborough.

The incident happened on Saturday, Oct. 29 at approximately 11:15p.m.

Investigators report a woman was walking through a laneway near Steeles Avenue East and Warden Avenue when a man approached her from

behind and started violently punching her in the head. The attack knocked out one of the woman’s teeth.

The suspect then reportedly grabbed her

purse and fled the scene.

The victim was able to get the attention of a resident who called police.

Police attended the scene but did not locate the suspect, who is only described as wearing dark clothing.

“The laws against it were designed to target certain ‘undesirable’ ethnic groups,” he said. “At the time, most Canadians didn’t even know what marijuana was and had no idea that the cannabis preparations they’d been using for years were the same as this fiendish and dangerous marijuana drug.”

The campaign to denounce cannabis has done an aboutface recently, with 70 per cent of Canadians agreeing that it should be legalized according to a 2016 survey, he noted.

Cannabis itself contains more than 500 compounds which target the body’s endocannabinoid system - a system within the human body featuring receptors that react to THC and CBD, the two compounds in cannabis that are primarily used for medicinal purposes.

Strains of medical cannabis and cannabinoid products vary in terms of how much THC and CBD they contain.

Unlike recreational marijuana, it is not smoked, but is typically vaped or taken as an oil extract.

“It’s hard to imagine a physician giving you medicine and asking you to light it on fire and smoke it,” Marks de Chabris said.

Schecter said many patients who would benefit from medical cannabis fail to do so because either they or their physicians fail to understand the benefits. He spoke of a “1080-10” rule, estimating that 10 per cent of doctors are willing to prescribe it, another 10 per cent have decided they will never prescribe it, and the remaining 80 per cent need more information.

He said misinformation remains about the use of medical cannabis, adding that if people simply wanted to get a cheap high, they could use opioids or other prescription drugs.

“Our patients don’t want to get high, they want to get better,” he said.

Yale noted the Arthritis Society is devoting funding to research into medical cannabis and its benefits.

“I’m a strong believer that it’s medicine,” she said. “It has to be taken seriously as a medication and it has to be treated that way.”

Lakeshore East Rail Corridor Expansion (Guildwood to Pickering) – Environmental Project Report The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Lakeshore East Rail Corridor Expansion (Guildwood to Pickering) Project. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx is working to transform the way the region moves by building a seamless, convenient and integrated transit network across the Greater Toronto and Hamilton Area. As announced in 2014, the Government of Ontario is committed to bringing more GO service to the GO rail network over the next ten years. The service increase will be phased in while Metrolinx builds additional infrastructure.

To support this service increase, Metrolinx is planning to build an additional track between Guildwood GO Station and Pickering GO Station to relieve a bottleneck that will help to ensure service reliability and enable GO service expansion. The project also includes: • • • •

Grade Separations at: Morningside Avenue, Scarborough Golf Club Road and Galloway Road; Review of other road/rail crossings; Bridge widening at Highland Creek rail crossing; and Bridge widening and replacement at Rouge River rail crossings.

The Process The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. People of all faiths welcome in T.O. I’m an optimist who grew up in multi-faith Scarborough.

Although I attended Catholic schools, I’ve encountered and befriended people from many other world faiths.

It’s a natural occurrence in Scarborough, and we often take this peaceful mix for granted.

As a Scarborough resident, I pass by both stunning and modest religious structures regularly – churches, mosques, temples, gurdwaras, spiritual centres repurposed from factories and storefront houses of worship. These are important and resilient cultural milestones for communities, serving not only as places to pray, but as the base to connect with others of the same faith, to gain social support and to serve the vulnerable. Whether you’re a believer or an atheist, we can all agree they have a crucial purpose.

But what if a journalist wanted to contradict this lived experience with a controversial, attention-getting point that Toronto is actually some kind of xenophobic, bigoted, racist place? Would they ignore, dismiss or downplay the facts? Would they be

determined to forge ahead with their preconceived idea and present a skewed view of Toronto? A shame, because a journalist’s duty is to document honestly. They have an ethical obligation to get it right.In the 2016, Toronto-based anthology Subdivided: City-Building In An Age of Hyper-Diversity, reporter Fatima Syed writes in her piece “Finding Space for Spirituality” that there are “relatively few” visible, nonChristian (Muslim, Hindu, Buddhist) places of worship in Toronto. She concludes the GTA hinders – even blocks – the erecting of new spiritual spaces. Her extrapolation was formed after some opposition to the building of the Meadowvale Islamic Centre in Mississauga.

Syed uses that isolated example to argue Toronto doesn’t welcome a variety of faith communities.

I re-read her piece to ensure I didn’t misunderstand. Her characterization is inaccurate, and a disservice. Has she even

Toronto District School Board (TDSB) trustees voted unanimously to finalize approval for the move to Eastern Commerce Collegiate Institute during the board’s regular meeting Wednesday, Oct. 26.

“This is a really historical day for Indigenous education in Toronto, and indeed in Ontario,” said EtobicokeLakeshore Trustee Pamela Gough during the meeting.

“As far as I know, it is the first time that the needs of urban Indigenous people in Ontario have been recognized in giving them a full Junior Kindergarten to Grade 12 school.”

The school, which currently only goes up to Grade 8, is currently at 935 Dundas St. E., a space it has outgrown.

Along with being larger,

the new location at 16 Phin Ave. is near a subway stop (Donlands), which makes it easier to access.

“It’s poised to serve a much, much greater community, and to have space to conceive of ways of delivering education, of co-creating learning, and really allowing us to be innovators in Indigenous education with the community in a way that wasn’t there before,” Toronto-Danforth Trustee Jennifer Story told Metroland Media following the vote.

“It’s an incredibly exciting opportunity in front of us, and it’s the beginning of the journey, it’s not the end. We have a lot more work to do, but I think everyone’s looking forward to it.”

Work will now get underway to develop a curriculum for the high school grades and prepare Eastern Commerce for the move. Students currently at Eastern Commerce will stay there until the First Nations School of Toronto (FNST) grows to need more

space in the building. The vote that approved the move also approved the permanent relocation of the Aboriginal Education Centre (AEC) to Eastern Commerce, where it recently set up temporarily

after its previous location, Brockton Learning Centre, was closed to make way for the relocation of Bloor Collegiate Institute. The AEC will provide a community hub for students at FNST, further

enhancing their educational experience.

Principal of FSNT, Jonathan Kakegamic, said he’s relieved to have relocation and expansion plans finalized.

“I think it’s a long time coming for the community,” he told Metroland Media after getting trustees’ stamp of approval.

Students could move to the new site as early as January 2017, with high school grades introduced in September of that year, starting with Grade 9.

Plans approved in June 2015 that aimed to move FNST to Eastern Commerce by September of this year stalled when a review of the site showed it needed significant work and funds to Indigenize - increasing natural light, and creating cultural celebration and gathering areas, among other renovations. The TDSB then began exploring building a new school somewhere else in the city. A proposal to build the school in the West

Donlands area, on a vacant parcel of land reserved for the TDSB, however, was scuttled following a study and community consultations. Members of FNST expressed that moving the school to a new location as quickly as possible was more important than ensuring a relocation site was perfectly Indigenized. Plans then switched back to moving the school to Eastern Commerce, where it could immediately begin expanding.

School Superintendent John Chasty told Metroland Media it’s important Canadians act on the Truth and Reconciliation Commission’s recommendations, which include increasing support and opportunities for Indigenous education.

“I think what this does is it starts us on our journey as allies on the road to recommendations addressing reconciliation,” he said. “It’s a first step in working with the Indigenous community in the City of Toronto, and it’s a big step.”

carborough Community Safety week is an initiative of the Toronto East Quadrant Local Immigration Partnership (TEQ LIP) in collaboration with the Toronto Police Services and local and regional partners had been organized to raise awareness in regards to safety issues that affect the community.

From October 16th to October 22nd, a series of activities held in locations across Scarborough informed everyone about road, financial, family, youth, children and senior safety. Residents were able to receive information on new safety concerns and learn important steps to keep themselves safe.

In the past year, the rise in pedestrian and distracted driving deaths have been alarming. This year, the primary focus was emphasized on pedestrian and road safety.

The feature event of the week was the Road Safety Event taking place at Woodside Square Shopping Centre on October 19th. This day was filed with interactive workshops, distracted driving information sessions and a distracted driving obstacle course hosted

by Ford Canada. The Toronto Police in partnership with iNAVIGAIT also provided an opportunity for new residents to learn more about what the police do and meet the police officers in a comfortable environment.

Sunnybrook Hospital Seniors Pedestrian Safety program also launched a Seniors Pedestrian Safety Awareness promotion at the Road Safety event.

it in time for a Nov. 30 deadline set by Metrolinx to nail down the funding agreements not only for SmartTrack service on its regional express rail line, but also funding and operating costs for the Eglinton Crosstown light rail line currently under construction.

T h e To r o n t o Tra n s i t Commission will, under the agreement, be responsible for operating costs that include ongoing maintenance of the light rail lines - something that councillors and the public had understood would be managed

by Metrolinx. For the Eglinton

line, that will amount to $80 million by itself. The Sheppard LRT will cost $38.1 million and the Finch West LRT will cost another 51.5 million.

As well, the city will have to pay for about $2 billion to build six additional stations on existing GO lines, and as a part of the deal begin contributing $20 million a year to GO Transit’s growth fund, over three years. All that will mean the equivalent of a property tax increase of between 1 and 2 per cent, depending upon how the city finances the project using other measures such as development charges, special tax levies along the line and asset sales.

TTC Chair Josh Colle said councillors will have to accept that building transit is costly.

“Part of this is that if we want these things then citizens and councillors have to take these steps to pay for them,” he said.

Mayor John Tory rides high with voters halfway through term DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory is riding high with voters halfway through his first term of office and would likely prevail in a hypothetical matchup with other municipal politicians, according to a new poll from Mainstreet and Postmedia.

But Tory has slipped by seven per cent from the same hypothetical mayor’s race polled by the firm a year ago, and former City Councillor Doug Ford would have the best chance of beating him in a race that included city councillors Josh Colle, Mike Layton and Kristyn Wong-Tam. In the poll conducted with a sample size of 2,009, Tory would win 40 per cent of the vote among decided voters, with Doug Ford receiving 24 per cent, Kristyn Wong-Tam six per cent, Mike Layton four

per cent and Josh Colle just two per cent.

Twenty three per cent of the sample was undecided.

The poll broke down preference by communities. Doug Ford, brother to the late Mayor Rob Ford, unsurprisingly did best in Etobicoke, where he served as a city councillor.

There, he trailed Tory by just one per cent, 34 per cent to Tory’s 35 per cent. He also did well in North York, with 35 per cent of voters compared to Tory’s 39 per cent. But Tory maintained a strong lead with downtown voters, holding 48 per cent of votes, and was also secure in Scarborough, with 32 per cent of votes compared to Ford’s 23 per cent.

Mainstreet Research president Quito Maggi said in a statement that Tory’s strength in the downtown would mean that voters would “easily reelect John Tory today.”

Mayor John Tory’s executive committee recommends boost to council’s size DaviD Nickle dnickle@insidetoronto.com Mayor John Tory’s executive committee has voted to increase the size of Toronto Council from 44 to 47, breaking with Tory’s public position that Toronto doesn’t need any more councillors than it has.

In a 7-6 photo-finish vote, the committee supported recommendations from external consultants who said that owing to the city’s growing population and future development, Toronto needs more councillors to ensure equitable representation.

York Centre Councillor James Pasternak moved the recommendations, which will cost about $800,000 more a year to implement when they’re finally in place. Toronto council will have final say on the issue. Pasternak argued that the larger council will be necessary to provide service to Torontonians in need.

“The work we do here is essential to the social cohesion we treasure. Who will call these new councillors? They will be

The committee voted to recommend that option after rejecting two others that the consultants also reported on but didn’t recommend: a reduction of council to 26, the same as the number of federal ridings in Toronto; and a status

quo of 44 councillors.

Mayor John Tory supported the 44-councillor model. He argued that the city needs no more politicians representing it than it has now, and said that the real reform needs to come through modernizing the decision-making methodology at city hall.

“We will not get better governance beyond 44,” said Tory.

“This place is broken. I don’t know how badly it is broken, but it’s broken.”

Tory was echoing the views of Scarborough Southwest Councillor Gary Crawford, who advocated cutting the size of council to 26. He said the consultants didn’t go far enough in studying the best way to find effective representation.

“What we needed to look into was effective governance and effective decisions,” he said. “Our governance structure is broken. I’ve been here for six years and it doesn’t work.”

The debate on the issue ranged not just through decision making, but also local

representation.

Beach resident Brian Graff raised hackles among councillors when he spoke to a 639name petition he brought, urging council to adopt the 47-councillor model and thereby not split the Beach community between two wards - one in Toronto, and one in Scarborough.

He said that Beach residents regarded themselves as associ-

ated with downtown Toronto - not with Scarborough.

“Scarborough has the unfortunate reputation of Scarberia because it’s big box,” he said.

Crawford, who represents waterfront communities to the east of Victoria Park in Scarborough, suggested that Beach residents already lived in Scarborough.

“Beachers are part of Scarborough - I represent

them - but they don’t want to be part of Scarborough?” he said.

Beach-East York Councillor Mary Margaret McMahon apologized on behalf of her community for Graff’s remarks.

“This divisive attitude does not help us build one city and this is not the sentiment of most of my Beachers,” she said.

Bell Media, a division of BCE Inc. (the Proponent), is proposing to operate the three existing 2.5 megawatt (MW) diesel generators (hereby known as the Project) at the 9 Channel Nine Court location in Scarborough, Ontario (the Facility) (see map). The generators will be used on a periodic basis to provide power to the Facility during peak electricity demand periods when there is excessive strain on the Ontario electricity grid. The generators were upgraded in 2015 and have been used to provide back-up power to the Facility. The only construction activities associated with the Project will be to support the addition of pollution control to the generators.

HIBBS, Pauline 1925 - 2016 On the 30th October, 2016, Pauline Hibbs, formerly of Scarborough, Ontario, passed away in her 92nd year at Westmount Gardens, London, Ontario. Pauline was born in Yorkshire, England, and moved to Lancashire after the war where she worked on the buses in Blackpool.

She emigrated in 1957 to Toronto and whilst working at Sears she met her husband Bill Hibbs, who predeceased her in 1996. Pauline was also predeceased by her parents Tom and Ida Harrington, her brother Ronnie Harrington and sister Peggy McColly. Pauline will be long remembered for her sense of humour and warm smile. She is survived by her loving sister Joan Berry, her nieces Sandra (Barry) Ashpole and Lorraine Dougherty, her nephew Peter Broadmore (MaryAnne Plousos), four grandnieces, two grandnephews as well as a great-grandniece. There will be a memorial service and interment to be announced in the spring of 2017.
