Recreation space numbers set to increase locally MIKE ADLER madler@insidetoronto.com Scarborough is set to get many more centres for subsidized recreation once a system City of Toronto staff admit is “inconsistent and inequitable” is changed in 2014. The city’s Welcome Policy subsidizing recreation for low-income residents was used by 24,204 Torontonians last year. But the subsidized programs are only at 22 recreation centres the city calls “priority centres,” and only one of these, Oakridge, is in Scarborough. The Welcome Policy is effective, but its method for choosing priority centres “resulted in inconsistent and inequitable distribution across the city,” staff said in a presentation

to Toronto Council’s Community Development and Recreation Committee last Wednesday. Councillors heard 42 of Toronto’s low-income census neighbourhoods - including many in Scarborough weren’t served by the policy because they were more than 1.5 kilometres away from a participating centre. The city’s new Recreation Service Plan for 2013-2017 recommends increasing the number of priority centres to 39. Based low-income neighbourhoods in the 2006 Census, Scarborough would be the biggest beneficiary of the change, going from one priority centre to 10. The plan recommends making the change in 2014, so the city can use 2011 Census data available next year. >>>CITY, page 4

Scarborough fundraiser for SickKids hospital A charity concert to raise money for SickKids hospital is taking place at Birchcliff Heights Public School this Sunday from 2 p.m. to 6 p.m. Connor Ross’s life changed drastically a year ago when the young local boy was rushed to The Hospital for Sick Children after his parents became concerned when he was having trouble walking and he was vomiting. Less than 24 hours after he was

admitted to the hospital, Connor underwent surgery to remove a large brain tumour. Luckily, Connor’s tumour was not malignant and though he is still followed by SickKids, he started junior kindergarten this year at Birchcliff Heights Public School. MIKE ADLER madler@insidetoronto.com Scarborough youth, if they don’t think their local city councillor will listen to them, now have another representative to turn to, someone close to their own age. Nine of Scarborough’s 10 municipal wards chose members recently for a Toronto Youth Council which lets young people speak for themselves. “It’s actually a very revolutionary idea,” said Austin Han, 17, who represents everyone in his ScarboroughRouge River area called Ward 41 between the ages of 14 and 22. “Whether or not it works, it’s still necessary to try.” In messages this month, youth councillors from other wards said they thought the newly-created posts were a good fit for them. “I feel it is a great opportunity for young voices to be heard,” wrote Ward 35’s youth councillor Zainab Maveen Aslam, who said she has always taken a strong interest in politics and her community in Scarborough Southwest. “Many kids feel that their opinion does not matter to the government. The youth council hopes to change this negative mindset.” Joshua Miller, a student at University of Toronto Scarborough, said he felt “obligated” to run for the position in Ward 44, where the campus is located, adding “the only way I could know that this new council was being taken seriously

and the youth and students being represented was to run for the position myself.” Sounding confident that “what goes on in the meetings and the decisions we make will change things in Scarborough,” Miller said it’s important young people know who represents them on the council, “a more effective outlet than speaking at a rally and hoping the people will get what you are saying.” Rashik Naveed, who said his Ward 43 contains more youths than any other ward in Toronto, said it’s been a problem that young people “don’t have something or someone to rep-

resent them,” and the youth council “allows them to know that there are people, their peers, dedicated to improving the quality of life for them and for getting their ideas and thoughts across.” Naveed, who is 16, said the council has one monthly meeting at city hall as well as various committee meetings, adding, “if youth in my community have a problem I plan to have various submission methods for their problems” so that the council can solve them “by advocating the ideas brought forward.” Han said each youth councillor is responsible for holding events and

meetings in their own wards, and many are seeking opinions already through social media or personal websites. A student at Albert Campbell Collegiate, he had to be nominated by 20 people before running in a week-long election that finished Oct. 22. Other candidates for the ward dropped out, so Han was acclaimed. He wasn’t much involved in municipal politics before, but Han and other youth councillors met Oct. 27 in the council chamber at city hall, where each could submit a motion on the same issues debated by municipal councillors. In Scarborough, transportation is a major issues, and TTC buses don’t come fast enough, Han said while observing a meeting of Scarborough Community Council last week. Watchers of Toronto politics take note: Han supports light-rail lines as a transit solution, rather than subways, because LRT “serves more, costs less, takes less time to build.” Youth following the subject are angry the LRT-subway issue is back for debate, he said. “We thought the situation was actually settled.” Ca r r y i n g a c o py o f Ja re d Diamond’s Guns, Germs and Steel, Han said he wants to study human biology at University of Toronto, then go on to law school. “My personal ambition is to become an MP.” To Han’s surprise, Chin Lee, Ward 41’s councillor, introduced him to the meeting, where Han was greeted

Celebrate city’s history, links to the Grey Cup

his Sunday’s Grey Cup is more than just an opportunity to experience an annual celebration of a storied Canadian tradition. For Torontonians, this city is on display as the rest of the country watches. Being the 100th game, it’s a milestone event and we should be proud to be hosts. But the football game is also an opportunity for us to re-connect with and celebrate the city’s rich history in the sport. our view The first Grey Cup game was played at Toronto’s Rosedale Field First Grey Cup on Dec. 4, 1909. The University of Toronto Varsity Blues defeated the game played Parkdale Canoe Club 26-6. in Toronto Of the 100 Grey Cup games, Toronto’s hosted nearly half of them at places such as Varsity Stadium, Exhibition Stadium and now the Rogers Centre. In addition to the Varsity and Parkdale teams – as well as the Argonauts – Toronto also once had a Balmy Beach team competing. Players such as Ted Reeve (a former Argonaut and Balmy Beach player) are enshrined in the city’s sporting history. Reeve’s name now adorns a sports facility in East York. Much has changed as Canadian football has evolved. While interest in the Argonauts may have waxed and waned in recent years, the city’s connection to football remains strong. There’s a number of Toronto youth teams in the Central Ontario Minor Football League. Several high schools offer playing opportunities at different levels of competition and two universities, York and U of T, have varsity teams. A number of players on both of Sunday’s championship finalists, the Calgary Stampeders and the Argonauts, also have connections to the city. The great thing is, there are ways to celebrate and re-connect with the sport even if you don’t have tickets to the game. There are plenty of ancillary events taking place in the city. Also, treat this game as an opportunity to reach out to friends with whom you’ve had a connection through the sport. Perhaps you went to games together or watched them on television or played together in high school. When people get together, events like these can unite citizens and neighbourhoods. Friendships can be rekindled. New relationships can be forged. By hosting the milestone event, Toronto and its historic connection to Canadian football is being recognized. Solar energy costly for city: reader To the editor: Re: ‘City to harness power of the sun,’ News, Nov. 15. To the uninitiated Toronto taxpayers, the information in the report might create impression that just one of the 10 solar project will “generate $75,000 per year”. Generate? It’s a joke. The report doesn’t talk about the fact the price of electricity generated by solar panels is about six to eight times higher than the average rate charged by Toronto Hydro to the Toronto residents. Even energy generated by wind, that is heavily subsidized, looks as a bargain when compared with the cost of energy generated by solar

panels. Let’s just mention the average generating capacity of the wind turbine in Ontario is below 30 per cent. To put it the other way, the turbines are running at full capacity for four months while the rest of the year, eight months, are generating nothing – zero. Until now, in Ontario, we have spent billions of dollars on wind turbines and more than a billion on solar panels. The idea of installing more solar panels in Ontario or Toronto doesn’t make any sense. We are not in Arizona or on the equator. Even in those areas the wind would be a lesser waste of money.

If money is no object, most things can be produced, achieved and accomplished. For example, with a monetary subsidy, I could build a hothouse with my neighbor and grow bananas. When the bananas are ready for picking and sale, we would invite a reporter from The Mirror to write about banana growers in Scarborough and take our picture – in colour – for publication. Since bananas from tropics are transported by planes, the Scarborough Bananas Project would “reduce the city’s environmental footprint” through reduction in the jet fuel use. Mario Gasparovic

Pressure-treated wood must be kept out of fireplaces To the editor: Re: ‘What are you putting in your fireplace,’ Letters, Oct. 25. Nothing is more pleasant than the smell of a wood-

burning fire, providing the dry wood is free of chemicals. Unfortunately, in this day of pressure- and surface-treated woods, many are unaware of the hazards contained in this

wood. Burning can release harmful chemicals, such as pesticides, which protect wood from insects but are toxic to human health. Stella Kryzanowski

To the editor: I am proud to live in Scarborough, as I have for the past 25 years. Unfortunately, I cannot stand to see us always being treated like secondclass citizens. The complaint I hear from politicians is that the population density is not enough in Scarborough to justify subways. Do they honestly believe that only people who live within a five-kilometre radius of either Kennedy or McCowan station take trains? Many people who live on the east side of Toronto, and who work downtown, are willing to drive for 15 to 30 minutes to get to either McCowan or Kennedy stations. Depending on which part of Scarborough they live in, the above-ground transit takes far too much time. I would rather the city not waste its money on an LRT along Sheppard Avenue because the existing traffic congestion is a nightmare. Adding an above-ground LRT will add to that congestion. If it takes longer to commute via LRT, people will revert to other methods of getting downtown, whether it be driving or taking the existing subway. I find it rather amusing that it takes me the same amount of time to get downtown that my co-worker takes via Go Transit from Oakville, doorto-door, when distance wise Scarborough is a lot closer to downtown Toronto. What Scarborough needs is not a slower means of commuting, which would mean connecting the Sheppard Line to Scarborough Town Centre, but an upgrading of the Scarborough RT (which is old and slow) to a subway at the minimum. Then smart future planning would extend the subway more east as required and as budgets allow. We need Toronto councillors to step up and do what we voted for them to do: do what’s best for our city first. It’s just unfortunate that many of the councillors who support the Sheppard LRT do not live inScarborough. V. Hsieh

Boy, 13, among trio charged in armed robbery A 13-year-old boy is among three males arrested in connection with an armed robbery earlier this month in the Lawrence and Midland avenues area. Police allege that on Nov. 7, three teenage boys and a man armed with a shotgun entered an apartment and stole electronics and money from the owner. On Monday, three teens aged 13, 16 and 18 were

arrested and face a number of charges including robbery with a firearm. The accused, who are ages 13 and 16, cannot be identified under the Youth Criminal Justice Act. Also charged is Jayonne Henry, 18. Police are seeking the public’s help in gaining information on the fourth suspect. Anyone with information is asked to call the hold-up

A man and a woman are facing charges after police seized a nine-millimetre handgun at an address on Pharmacy Avenue. According to police, a man and a woman got into a dispute at a convenience store in the Dean Park Road and

Sheppard Avenue area and a man displayed a handgun tucked into his waistband on Sunday. The next day, police conducted a search warrant at a Pharmacy Avenue home where the gun was allegedly seized. Thomas James McMahon, 25, and Brittany Rowe, 20, face a number of firearms related charges.

Police are investigating after an 18 year old man was robbed at gunpoint in the Steeles Avenue and Markham Road area. The victim was in a parking lot at approximately 11:30 p.m. on Friday when he was approached by two men in a car, police said. One of the men was armed with a handgun and told the victim to get into the car. Police said the suspects then searched through the victim’s vehicle and took his cellphone. They then fled in their car, which police described as a blue Chrysler 300. The victim was not

injured. Descriptions of the suspects were vague. Anyone with information is asked to call police at 416808-4200 or Crime Stoppers anonymously at 416-2228477.

Police are searching for a suspect after a 62 year old was robbed of a gold chain in the Markham and Ellesmere roads area. The victim was at a bus shelter at the intersection at about 10 p.m. on Sunday when he was approached by a man. Police said the suspect spoke with the victim and then took his gold chain. The suspect then fled east on Ellesmere. The victim was not injured. The description of the suspect was vague.

Police are looking for a suspect in connection with an armed robbery Saturday night near Danzig Street. Police said a 29 year old

man was in the Danzig Street and Morningside Avenue area at about 11:55 p.m. on Saturday when he was approached by a man who demanded his property. The victim refused, at which point the suspect pulled out a handgun and put it against the victim’s chest. The suspect then fled westbound toward Morningside Avenue. The victim was not injured. David Pyette wants bargain hunting shoppers planning to head across the border for Black Friday sales to consider the deals up for grabs at this weekend’s Metro Toronto Rotary Auction. More than 900 items are scheduled for bidding for this weekend’s auction, which will be telecast live on Rogers TV from Nov. 23-24. Pyette, the auction’s communications chair, believes the discounts on everything from sports tickets to appliances will far outweigh those that can be found across the border. “There’s no reason for Toronto shoppers to shuffle off to Buffalo this year to take advantage of sales because we will beat them right here at this auction,” said Pyette. “People can get stuff for up to 60 per cent off. he uneasy truce between Toronto’s industrial past and its future played out again. One outburst occurred in response to the upcoming closure of Etobicoke’s Christie cookie plant and the idea to replace that factory with, on average, one condominium tower for each of the site’s 27 acres. Next there was a skirmish when the planning committee refused to rezone employment lands in favour of high-density residential use next to Nestle’s facility near Bloor Street and Dundas Street West. Look closely at our city and you’ll see many areas where similar conflicts could occur. Near King Street West and Niagara Street, an abbatoir is under constant pressure to stop meat processing operations. Over in Scarborough, the companies of what is known as “Chemical Alley” find it necessary to regularly test their sirens that would warn residents of major problems. And in Downsview, Bombardier is Toronto’s largest private employment site, yet finds it challenging to operate within the city. In many respects, these sites are remnants of Toronto’s mighty industrial past. At one time a huge swath of King Street West employed thousands of people making MasseyFerguson tractors, Canada’s best-known brand. It was joined downtown and later in Scarborough by the John Inglis Company, which boasted of making a million washing machines. In more recent times, the manufacturing and assembly operations for companies such as General Motors and IBM filled out Toronto’s industrial landscape. Times were different. Except during wartime, taxes were low and regulation light. Markets were protected. Occupational health and environmental protection were rudimentary. Companies that produced hazardous products, such as munitions, asbestos and chemicals, located in what was then distant Scarborough or Etobicoke. Mayor scores with Colle on committee

here have been a lot of dumb moves by the Mayor Rob Ford administration over the past year. But last Friday, the right-wing mayor and his so-very conservative team made a very smart move, as they invited Eglinton-Lawrence Councillor Josh Colle to sit on their executive committee. Colle is a first-term councillor, and one of the more prominent voices — some would call him the de facto leader — of council’s so-called “mushy middle.” Now, that is a deceptively unkind term, to describe a group of councillors who essentially bring the kind of pragmatism that one would hope comes to nuts-and-bolts municipal government, keeping their place on the political spectrum generally to themselves. More than the hated left, this group has been the real bane of Mayor Ford’s existence on the floor of council. They have proven themselves anything but mushy, as they rejected the mayor’s budget, derailed

his plans to build a subway instead of light rail lines, replaced his TTC board of directors and approved a plastic bag ban. The mayor and his team have so far responded with glares and threats of electoral retribution. But as 2013 approaches, that strategy is proving hollow, particularly as the mayor’s personal troubles stack up. Bringing Colle onto the executive committee could signal a very intelligent shift. Colle has made it clear he’s going to vote independently, whether he’s sitting on the mayor’s team or not. That doesn’t seem to have dissuaded anyone in extending the invitation. And it shouldn’t. Colle has proven himself to be a leader among the middle. He’s often at or near the middle of the

compromises that pull that middle vote one way or another. And over the next two years, the Ford administration has to have some wins. If 2012 was a lesson in anything, it was humility: that however great a mandate Rob Ford received in 2010 when he was elected, he can’t count on that alone to bring about consensus on council. If he wants to succeed, he’ll have to follow the example of other mayors and seek consensus. Ford has begun to do this — notably, backing off his dream of selling off 700 detached homes owned by the Toronto Community Housing Corporation in favour of big renewal. With Colle onside, he will have a means to determine how to make those compromises earlier. It could mean a balanced budget that passes with the consent of council. Injured Franklin hopes for Rogers Centre encore NORM NELSON nnelson@insidetoronto.com Having again tweaked his knee in the last game of the regular season earlier this month, it’s not clear whether Calgary Stampeders wide receiver and Scarborough resident Arjei Franklin will get to play in his second championship game at the Rogers Centre this Sunday. The 30-year-old Agincourt Collegiate grad, who also suited

up for the Scarborough Thunder football club, missed Calgary’s last two playoff wins which gained them a berth in the Grey Cup against the hometown Argos. Franklin, in a previous interview, explained that his first championship game “at the Rogers Centre, which was the SkyDome at the time, was in our Metro Bowl when I was in Grade 11.” Agincourt lost that game, in 1998, 43-6 to St. Michael’s.

Growing up Franklin said he always dreamed of playing at the Rogers Centre – but as a baseball player. That all changed, however, when he got to Agincourt where he took up football under his former coach Peter Paputsis. “I owe a lot to him. He’s the one who started me on the path to football ...” Franklin is one of at least nine players in Sunday’s game who

grew up in Toronto – including two others who, at one time or another, also played club football for the Scarborough Thunder. Those two are Mike Bradwell (Leaside High School) and Tristan Black (Central Tech) who both play for the Argos. Another Thunder alumni is Jeff Keeping, a centre with the Argos, who went to Uxbridge Secondary School. The other Toronto natives in the

Grey Cup include: for the Argos Matt Black (Northern Secondary), 27; Adriano Belli (Central Tech), 35; Jeff Johnnson (Etobicoke Collegiate), 35; and Andrew Jones (grew up in the Beach but moved to Mississauga at the start of high school), 30. And from the Stampeders, J’Michaele Deane (Newtonbrook SS), 27; and Akwasi Antwi (lists himself as Toronto resident, school not listed), 27.

Board of health folds on Residents can learn about Toronto’s Toronto’s casino plans DAVID NICKLE dnickle@insidetoronto.com Toronto Council should flat-out reject any attempts to locate a casino in Toronto on strict public health grounds, Toronto’s Board of Health has recommended. The board voted to refuse the casino after considering a report from Toronto’s Chief Medical Officer of Health Dr. David McKeown, looking at the public health impacts of locating a gambling casino in Toronto. The report is one of two major reports that council will be considering as it decides whether to invite the Ontario Lottery and Gaming Corporation to establish a casino in Toronto. The report from McKeown recommended that any casino be subject to 10 conditions, to mitigate the significant health problems surrounding problem gambling. The recommendations including limiting the hours of operation, restricting the number of slot machines, eliminating loyalty

McKeown told the board that problem gambling could grow into a significant public health problem as casinos become easier to access. “The overall evidence is that an increase in availability of gambling leads to more problem gambling,” said McKeown. He said that currently, about 0.2

per cent of the population are severe problem gamblers. In the Greater Toronto Area, that translates to 11,000 people. Problem gambling tends to hit men, young people and lowerincome people more than others — and can lead to other public health problems. And according to the report, just one per cent of problem gamblers enter treatment programs. The board decided to take its opposition to a casino a step further, and recommend simply scuttling any overtures to build a casino here. “This report leads to a very simple conclusion and that is we should not allow the expansion of gaming in the city,” said Mihevc. “Well, we should say it. That should be our input to the city, speaking as a body interested in public health.” The recommendations will become a part of the ongoing public consultations, that should culminate in the late winter when council will vote on whether to bet on casinos.

Users can also meet a cast of characters that includes the inventors, artists, entrepreneurs, bank robbers, visionaries and dreamers who have enriched Toronto’s history. “Toronto in Time makes Toronto’s history immediate and interactive,” said Scarborough Centre Councillor Michael Thompson, chair of the city’s economic development committee, in a statement. “It brings

history alive and enables users to compare the place where they are standing with what it looked like decades ago. It is a great tool for students, visitors and Torontonians alike.” Users of the app can access geolocation data to find the sites of stories closest to them marked on a map, filter stories by theme or neighbourhood, or follow walking trails. Each story includes a photo gallery or a then-and-now photo feature that shows the present site dissolving into its past. And while Toronto’s works department is hoping for more of the same this winter, they’re not betting on it. “We’re hoping for another mild winter but we’re ready if we have a heavy snowfall,” said public works and infrastructure committee chair Denzil Minnan-Wong Tuesday, Nov. 20, as the city unveiled its 2012-2013 winter snow clearing plan. mild winter The mild winter past has left the city with a $20 million surplus on top of its annual $86 million snow clearing budget — but that surplus could evaporate if the rest of November and December prove more blustery.
