A rally, information fair and march around the neighbourhood are part of a year-long community project on violence against women, said Cathy Mwanza, manager of Women’s Place at the Malvern Family Resource Centre.

Friday’s event, outside the TAIBU Community Health Centre at Tapscott and Nielson roads, is happening so women can speak out against violence and “how they want to feel safe when they’re out walk-

The rally runs from 6 to 8 p.m. at TAIBU, which is on the Malvern Town Centre property, at Neilson and Tapscott roads.

It will be preceded by a community fair, starting at 4:30 p.m., at which several agencies will offer information.

“We’ve been encouraging women to come together and learn more,” said Mwanza.

She added she hopes women and children from all parts of Scarborough will attend.

The event will end with a march around the Malvern neighbourhood taking place from 8 to 9 p.m.

Bus, shelters hit by vandalism Police are investigating after a TTC bus and 26 bus shelters were vandalized in Scarborough early Tuesday.

Police believe a slingshot or a pellet gun was used in the vandalism spree, which happened just after midnight.

Damage is estimated at more than

$10,000. No one was hurt.

There were 17 shattered shelters on Sheppard Avenue, six on Brimley Road, one on Kingston Road, one on McCowan Road and one on Rouge River Drive.

The bus that was damaged was on McCowan at Commander Boulevard, two blocks north of Sheppard.

TTC spokesperson Jessica Martin said the driver reported at 12:05 a.m. that “an unknown object” had contacted the bus.

“We immediately dispatched police to the scene.”

The City of Toronto’s latest attempt at a harmonized zoning bylaw will be explained in a series of public meetings starting in Scarborough next week.

Amalgamation left the city with 43 different zoning regimes, each with its own rules for planning.

The previous Toronto Council in 2010 approved a previous effort to combine them, but even after six years of preparation, some councillors complained the harmonized bylaw was unsuitable and lengthened processing time for possible changes.

Some 694 property owners appealed the bylaw to the Ontario Municipal Board before the new Toronto Council tore up the bylaw last May and restarted the process.

A new draft harmonized bylaw, which includes everything from permitted building heights to parking requirements, was released this June.

The first public open house will be from 4 to 8 p.m. next Tuesday, Sept.

11, at Scarborough Civic Centre on Borough Drive, with a presentation by city planning staff at 5:30 p.m.

Others follow on Sept. 13 at Metro Hall on John Street, Sept. 19 at Etobicoke Civic Centre on The West Mall and on Sept. 20 at North York Civic Centre on Yonge Street.

City staff City staff have met with many of the applicants to resolve their concerns have added some transitioning clauses to the draft bylaw so that applications in process will continue to operate under their area’s old zoning, said Klaus Lehman, an acting manager of the bylaw project.

Exemption clauses will also shield existing buildings from new zoning rules.

Fear of mosquitoes a shared phenomenon

oronto residents will be impacted in a number of ways if proposed changes are made to federal riding boundaries within the city.

The changes usually come about every 10 years to reflect shifts in population and ensure each riding serves an approximately equal number of voters across a particular province.

What that means for Toronto is an increase from the current 23 ridings (one of which crossed the municipal border of Toronto our view and Durham Region) to 25 ridings, all of which would be New boundaries contained within Toronto.

The boundary changes mean more will see Canada’s Parliament increase in size by 30 seats to power in Toronto 338. Fifteen of those proposed seats are in Ontario, which means the provincial Legislature will increase by that number as well.

Torontonians need to be aware, though, that these changes reflect the continuing growth taking place in the 905 regions surrounding our city. While Toronto essentially gains two seats, the 905 will see an increase of nine. The Hamilton and Barrie areas also each gain a new seat.

Federally and provincially, the gain to Toronto’s influence is tiny – but combined with our neighbours in the 905, the Greater Toronto Area’s power has grown substantially.

This is hugely important for our city in areas such as transit and economic development. What is needed is a willingness for federal and provincial representatives to work together for the good of the entire GTA, not just the communities that elected them.

Also of interest for Toronto residents is the impact the changes could have on Toronto Council.

Redistribution would create a scenario in which Toronto Council could increase from 44 members to 50. Whether that will happen ultimately lies with the province, but the justification is there based on the number of proposed ridings.

What is most needed now is feedback from Torontonians.

Residents in southeast Scarborough must surely be pleased that they will not have to share their MP and MPP with Pickering; and North York residents should feel they will have a stronger voice with the addition of another riding – Don Valley North. North Toronto residents should also feel an increase in their voting power with redistribution creating a Mount Pleasant riding.

Public hearings on the plans are set for Nov. 14 at the North York Civic Centre and Nov. 15 at Metro Hall.

To the editor: While Dallas is coping with its worst outbreak of the West Nile virus, cases have emerged in Ontario, Saskatchewan and Manitoba.

This mosquito-borne virus is cause for concern.

Mosquitoes can carry malaria, a disease that has killed 1.2 million people in 2010, mostly children.

However, thanks to Toronto residents, progress is being made to protect these children and provide for their needs through gift catalogue purchases such as mosquito nets and clean water projects. Toronto is among the Top 20 most charitable Canadian cities to make donations through our catalogue this year.

Fix the root cause of poverty in priority neighbourhoods

These initiatives provide young people with opportunities to gain valuable skills they can use to pursue job training or a post-secondary education, which will assist them in succeeding in the future.

There have been many media reports and academic studies that have documented the difficulties of young people and recent graduates entering the labour market.

This literature shows the situation is considerably more dire for racialized graduates.

The most effective way of eliminating poverty is

to tackle its root causes: underemployment, unemployment and lower average pay for marginalized communities. Numerous studies have shown that marginalized communities have lower employment and participation rates and are compensated less for their labour through no fault of their own.

By minimizing labour market inequities, we as a society, can reduce poverty and its associated effects.

Gary Dale has made some clear and correct points regarding Omar

Khadr and Canada’s treatment of him.

Under ordinary circumstances I would agree with him. Child soldier, Canadian-born citizen, let’s

give him the benefit of the doubt.

But in this particular case, Khadr has not shown any remorse for his crime, has not renounced violence,

nor has he shown any desire to rehabilitate himself.

If we allow Omar Khadr to go free, society will have failed in its duty.

MIKE ADLER madler@insidetoronto.com North Korean refugees, as many as 15 couples who recently escaped to the “paradise” of Canada, will finally have the weddings in Toronto that poverty prevented in their homeland.

And they will be married together in Toronto City Hall’s Council Chamber on Sept.

15 with dignitaries including Toronto Police Chief Bill Blair giving the brides away, Scarborough Councillor Raymond Cho said this week.

“The group wedding is cheaper than individual weddings,” said Cho, a native of South Korea who met North Korean refugees at his Annexarea church and started teaching them English after Sunday services.

He said he heard heart-

breaking stories of their escape to China - and how those who weren’t successful were either shot or arrested and sent to “re-education” camps.

Scarborough-Rouge River Councillor Raymond Cho Though he has not been to North Korea, Cho said he was shocked by accounts of how its citizens live.

“People are dying of hunger,” the councillor said.

“It’s really, literally a sick country.”

Though he said weddings are important in Korean culture, Cho was told people in

North Korea cannot afford them, and must live together unmarried.

“They say Canada is paradise, and I agree with them, especially when you compare it to North Korea.”

Cho said many North Korean couples living in the Toronto area have few resources.

At first, Reverend Hae Bin Chung, pastor of Alpha Korean United Church on Bloor Street West, agreed to marry a couple or two. It’s now expected 14 or 15 couples will take part in next Saturday’s mass ceremony at 11 a.m.

Besides the police chief, three consuls general and other members of the local clergy including a Hindu priest and a Muslim imam will act as fathers of the brides, Cho said.

Boaters on Lake Ontario made a grisly late-morning discovery yesterday when they brought a floating suitcase to shore at Scarborough’s Bluffers Park.

The suitcase contained human remains, Toronto police confirmed. At an update for reporters at the Bluffers Park Yacht Club late yesterday afternoon, police said the coroner had determined that the suitcase contained a “badly decomposed” human torso.

Police said a post mortem will be conducted this morning and no identification has been made.

A Scarborough woman, Guang Hua Liu, 41, who used the English name Heather, was last seen by friends on Aug. 10 before one of her feet was found Aug. 15 in the Credit River in Mississauga.

Peel police also found the woman’s head and hands in the river before more of her remains were discovered along a section of Highland Creek in Scarborough near to where Liu, a mother of three, had lived in an Agincourt townhouse.

A former boyfriend was arrested in Liu’s murder, but police said some of her remains had not been found.

At yesterday’s media briefing, police said they had been in contact with Peel police regarding the suitcase and torso found in the lake.

However, a police spokesperson said yesterday afternoon that until the post mortem is conducted today, they cannot determine whether the torso found in the suitcase is linked to Liu’s murder.

Scarborough seniors had a chance to compete in the Ontario Games held in Brampton recently.

Scarborough is one of 42 districts in Ontario.

Only gold medal winners from the district level were able to compete in the provincial event which took place from Aug. 14 to 16..

“The purpose of these games, at any level, is to have seniors 55+ keep physically and mentally healthy,” said Doris Dignard, president of the Scarborough Senior Games, District 16.

At the Ontario Games in Brampton, John Wenman competed in the men’s 75+ prediction walk.

He came in first in his category and brought home a gold medal.

The Scarborough Seniors bowling team of Frank Ferris, Larry Harman, Ray Lampron, Harold Taylor and Mike Cassidy, competed at the provincial meet and earned a bronze medal.

The Scarborough Seniors mixed darts team of Judy King and Wayne King, also competed and also earned a bronze medal.

Annual Longboat run slated for this Sunday The 32nd annual Longboat Toronto Island Run will be held Sunday, Sept. 9.

The event will feature competitive 10-kilometre and 5k races, as well as a 5k family run and a 1k kids run.

All of the runs will take place on a scenic course on the islands and will be followed by a barbecue.

The 10k and 5k get underway at 11:15 and 11 a.m., respectively, starting on the road beside the Island School approximately 300 metres west of the registration pavilion.

Pre-registration is recommended as the race has sold out the past three years.

To help people navigate some of the difficulties and pitfalls facing those looking to enact change, OPIRG Toronto, Earthroots and Greenpeace Canada have once again come together with a series of workshops.

D u b b e d To o l s f o r Change, the workshops will touch on skills ranging from group decision making to organizing rallies to dealing with the media and government officials.

Tools for Change came about in 2010 when the three founding organizations realized they could benefit from collaboration.

“They were all doing separate training programs for their members and thought ‘why don’t we get together and run one public program?’” said Tools for Change cofounder and coordinator Jessica Bell.

The initiative has grown since it launched in 2010, with 30 per cent more spaces for participants at each workshop and an increase in the number of workshops offered from 12 to 19.

To ensure the workshops get to the crux of the matter, organizers reached out to various not-for-profits and community groups.

“We asked them what kind of skills they thought were most important for their volunteers,” Bell said.

“We got a lot of similar answers – how to get media attention, how to chair meetings, how to organize a march or a rally and how to use social media.”

Surprisingly, one of last year’s best-attended workshops focused on using Google to do research.

Given its popularity, Bell said Tools for Change will hold a similar workshop this year.

The first workshop, focusing on group decision making, will take place from 1 to 5 p.m. on Saturday, Sept. 15 in room 8201 of the OISE Jessica Bell Building at 252 Bloor Street West.

Program prepares newcomer students for school in Ontario MIKE ADLER madler@insidetoronto.com Ontario is so different.

It is cold and has no mountains, but its cities hold a surprising number of green spaces and geese.

Those are observations new students at Greenwood Secondary School made about the province we live in.

Understanding how Ontario’s schools work is something

else.

The 40 students in Greenwood’s Newcomer Orientation Week come from 27 countries where education is done differently.

Most came to Canada recently knowing little or no English, and adjusting, for many, has been hard.

“Ever ything is different than from back home,” Noor Qasem, 19, who is from Yemen but grew up in Dubai

and spent a year in Syria before emigrating last June to Toronto, a city with greenery, subways and other things she had not seen before.

At first, Qasem’s lack of English held her back, she said on Friday.

“I didn’t do anything, no friends, nothing.”

But the NOW program at Greenwood, which staged a graduation party last Friday, taught her a lot, Qasem said,

and she learned the new rules of an unfamiliar school system and made friends.

This time, she joined the program as a peer leader and recognized questions the students asked at Greenwood were identical to her own last summer.

“I have a big successful jump this year. I want to give my experience for the other newcomers.”

Sampad Dey, 20, arrived last July but wasn’t part of last year’s program.

As a result, he said, he spent the first two months of the school year not knowing useful information - that there was a washroom on the second floor, for instance - or understanding how school here differs from his native Bangladesh.

“Back home, we used to always stay in the class,” instead of moving to other classrooms, he said. “We have to write exactly what the teacher gives us.”

There were no lockers back home, and even the way students reacted to bullies was different.

Police said Carissa Balkissoon left her home on her own accord Dec. 6.

She had periodically contacted relatives by phone to let them know she was OK but had never disclosed her whereabouts.

She hasn’t contacted her family over the past few months and concern for her is growing.

Carissa is 5’3” tall, about 135 pounds with brown eyes, and long black wavy hair.

She may appear much older than she is and may be known by a different name: Crystal, Brown or Courtez.

Police don’t suspect foul play.

They’re urging Carissa to contact police or her family or friends to let them know she’s OK. Police have also posted a video appeal on YouTube. Police converged on Danzig Street after a mass shooting on July 16 took the life of a 14-yearold girl and 23-year-old man, and wounded 23 others. A 17-year-old boy wounded at Danzig was shot again on Sunday on Chester Le Boulevard.

A police source has confirmed the victim was also shot during the July 16 mass shooting on Danzig Street that killed two and injured two dozen.

At 4:30 p.m. on Sunday, police allege a teen pulled out a firearm and shot the victim in the upper left thigh in the area of 160 Chester Le Blvd. near Victoria Park and Finch avenues.

The firearm malfunctioned, giving the victim a chance to escape.

The victim ran home and was taken to hospital by his mother. His injuries were serious but not life-threatening.

At 7 a.m. Tuesday, police executed a search warrant on Danzig Street and seized a loaded 9-mm handgun and a quantity of cocaine.

But when it comes to wireless Internet, it’s unclear when Torontonians will join their international counterparts surfing the ‘net, updating social media statuses or engaging in other online activities while on public transit.

GO Transit and TTC say they’re prioritizing implementation of wi-fi. But spokespersons for both transit agencies were unable to say when exactly that will be.

Malon Edwards of Metrolinx, the provincial Crown agency tasked with running GO, said wi-fi is a priority of the transit authority’s passenger charter, which promises riders a “comfortable travel experience.”

He said a rollout is tentatively scheduled for sometime in 2013, but wi-fi planning is still in the early stages.

“There is no firm date for implementation,” said Edwards.

Meanwhile the TTC, which has discussed since 2010 installing a wireless network to allow phone and Internet use in the subway, plans to provide an update during a board meeting sometime in the fall, said Jessica Martin.

“There hasn’t been much movement,” said Martin, who works in corporate communications for TTC.

“We have limited info at the moment.”

What is known, according to a May report presented to the TTC board, is a request for proposal (RFP) was issued in May by the TTC for three pre-qualified telecommunications companies: Bell Mobility, Broadcast Australia and ExteNet Systems, based in Chicago.

The winning bidder will be responsible for designing and installing a wireless network to work in TTC subway stations and platforms, but not tunnels.

The provider would cover the estimated $50-million installation cost, in addition to an annual fee to cover operational costs.

To satisfy a requirement of the Canadian Radio-Television Telecommunication Commission (CRTC) customers of all available cellular carriers would have equal access to the network, no matter which company is ultimately chosen as the wireless provider.

Cost questions

Questions remain as to whether the wireless service will require users to pay for access or whether it will be offered at no extra cost beyond fare entry to the subway.

Offering a free wi-fi service that requires users to watch ads in exchange for access is growing increasingly popular, with global spending on Internet advertising rising

more than 30 per cent in the last three years according to a recent report by forecaster ZenithOptimedia.

Over the summer, New York City’s Metropolitan Transportation Authority is offering free wi-fi until Sept. 7 at six subway stations located in the Chelsea neighbourhood of Manhattan, with plans to expand the service to 30 more stations by the end of the year.

London’s Underground introduced wi-fi to 80 tube stations during the Summer Olympic Games at no cost to users.

The Paris Metro has also introduced a limited service.

Whether free or not, Mihnea Stoian believes in an age of smart phones and tablet computers that it is unacceptable Toronto transit vehicles are not providing wireless connections.

“I would say that not having wi-fi is out of step as to what we as a society expect,” said Stoian, co-founder of the transit advocacy group Commuters United, along with Nilaye Thakrar.

While Stoian praised both TTC and GO for improving how it updates commuters on service changes, he said it was frustrating not to be able to enjoy the same amenities transit riders in other parts of the world take for granted.

“We can’t always be playing catch-up if we want to have a world-class transit system like in Asia or Europe,” he said last week.

Police are appealing for witnesses in a voyeurism investigation.

Police said they responded to a call for reports of a person entering into vehicles on McInnes Crescent near Old Finch Avenue and Sewells Road at 1:34 a.m. on Friday morning.

Officers searched the area and located a man. “Further investigation revealed that the accused had been taking photographs of women

while standing outside their homes,” police alleged in a news release.

Fray Adams, 44, is charged with voyeurism, carrying a concealed weapon and mischief wilfully interfere with the use, enjoyment or operation of property.

Police are looking for a man follow-

ing an armed robbery at a pharmacy Tuesday.

Police said a gunman entered Main Drug Mart at 1180 Victoria Park Ave., went behind the counter and demanded prescription drugs around 3:15 p.m. The suspect threatened the pharmacy employees before fleeing with the stolen drugs.

No one was hurt.

The robber is white, 30 to 35

years old, 5’5” to 6’1” tall, 155 to 185 pounds with short straight blond hair and a thin build. Anyone with information can call 416-8085400.

A gunman and his accomplice made off with a bag of cash and an envelope of receipts during a robbery Friday.

Police said a 68-year-old man got

out of a vehicle near Port Union and Lawson roads when a man came up to him, pushed him to the ground and demanded the man’s cash bag around 4:30 p.m. When the victim refused, the suspect pointed a handgun at him and at a 32-yearold woman in the victim’s vehicle.

The gunman then took the cash bag while his accomplice stole an envelope containing receipts.

Neither victim was hurt.

Chicago’s waterfront example for Toronto’s port lands

I

t was about a year ago this week that Doug Ford started talking about Ferris wheels and monorails and gigantic shopping malls for Toronto’s port lands. It didn’t go well for him or that plan — but a year later, after having spent a few days in the Etobicoke North councillor’s favourite town, Chicago, I can see how he got worked up about it.

Chicago is world-famous for many things — the deepness of its pizza, its intricate history of crime and corruption, its fantastic architecture — but for a visitor staying in a downtown hotel, I have to say: nothing beats its waterfront.

Jogging and biking trails wend up the river and along the waterfront for miles.

There are marinas and parks and an aquarium.

There is even a giant Ferris wheel, and yes, the view from the top of it is spectacular.

Chicago frequently; and it’s not hard to see how flitting between that place and the rust-belt splendour of much of Toronto’s waterfront could make a fellow impatient.

Next week, Doug’s brother Mayor Rob Ford will be looking at the plan that emerged from the wreckage of the dream of quick commercialization of the port lands. Council asked for it last year — a revised plan to see exactly what the city and the development industry could do to actually make something of its waterfront.

It’s not a job for the impatient. While there’s great potential for development in the port lands; very little

can be developed without some very major infrastructure. In total, the consultants hired on to look at the area estimated it will take $1.9 billion in infrastructure improvement to make the lands worth anything in terms of development.

Building anywhere in the port lands is going to take a long view. The $1.9 billion is only addressing development north of the shipping channel; It could literally take generations to see the whole thing built out.

Chicago’s waterfront today is after all the culmination of a plan more than a century old, using land given for public use along the lake. The battles for a public waterfront were mostly fought in the late 19th and early 20th centuries. Which is to say, we’ll get there eventually. ‘Reality check’ delivered for port lands development plans DAVID NICKLE dnickle@insidetoronto.com Just a year after council balked at a vision of mega-malls, monorails and a giant Ferris wheel for the city’s waterfront, Toronto’s executive committee will be looking at a more modest proposal for the redevelopment of Toronto’s port lands.

The proposed $1.9 billion plan is a result of a year of study and re-examination of the plan to redevelop the eastern waterfront and port lands that came about after

council rejected a scheme put forward by city councillor and brother to the mayor Doug Ford, that would have torn up much of the work that had been done to date.

Ford had promoted a plan that would have included a monorail through the 900-acre site, a massive hotel, shopping mall and a giant Ferris wheel similar to the London Eye. The new plan focusses on building up the infrastructure in the poorly-serviced port lands north of the shipping channel, and opening

up some of those lands for redevelopment.

At the same time, it preserves existing uses on the lands — mostly in the southern areas — that are deemed to be both long-term and essential to the city’s redevelopment.

“We’ve identified certain port users that are going to have to stay there for a long time to support the city,” said John Campbell, President and CEO of Waterfront Toronto.

“Concrete, for example — you can’t bring in concrete from Oshawa.

So we’ve identified many of the uses that have to stay.”

The plan likewise remains largely silent on the development of Lake Ontario Park in other parts of the port lands. That, according to Campbell, will have to be done on a piecemeal basis.

“We have a master plan to look at how we can build that incrementally,” said Campbell. “Look at Tommy Thompson Park. That was being built with one truck of fill at a time. I expect that Lake Ontario Park will be the same.”

The rest of the plan is a slow game as well. Immediately, the city and Waterfront Toronto will have to complete a revised environmental assessment to begin on a flood protection plan that will alter the mouth of the Don River.

Assuming that the city can fund and begin work on the $61 million Don River project, some development could begin very shortly, in the Cousins and Polsons Quay areas.

Local councillor Paula Fletcher was supportive of the plan, calling it “a big reality check.”
