the food bank myth LISA RAINFORD lrainford@insidetoronto.com There exists a myth that those who rely on food banks are lazy or have made bad choices. This is absolutely not the case, stress leaders in the fight against hunger, not only in Toronto, but across the country. “People who use food banks are the same as you and me. They’re people who have experienced job loss, sickness, or mental breakdown. It can happen to any of us,” said Gail Nyberg, executive director of the Daily Bread Food Bank, the largest provider of food relief in the Greater Toronto Area. “We’re here to give them a hand while they’re down and get them back on their feet.” The Etobicoke-based distribution centre that provides food and resources to as many as 200 food programs across Toronto distributes 600,000 hampers

a month to its member agencies – one third of those in need are children, Nyberg said. The registered charity’s latest ‘Who’s Hungry’ report that looks at the past year will be released in September. “We know we’re starting to see a dramatic increase (in food bank use). This replicates what we’re seeing in the economy: precarious jobs, part-time and contract; retail outlets closing and plants shutting down,” Nyberg said. People who have lost their jobs typically don’t fall into dire straights immediately, particularly if they qualify for Employment Insurance. Food banks are accessible once a week to receive two to three days’ worth of food for each member of the family. “We’re in our lean time now, too. More info on Scarborough hospital merger plans ‘imminent’ MIKE ADLER madler@insidetoronto.com With their proposed mergers less than two months away, hospitals in Scarborough and Durham Region are still working on how to communicate with the public about their plans. Ontario Health Minister Dr.

Eric Hoskins in April directed The Scarborough Hospital to merge with Rouge Valley Health System’s Centenary campus. Following advice from a hand-picked panel, Hoskins also told Lakeridge Health in Durham to absorb Rouge Valley’s Ajax campus, effectively breaking up the RVHS.

Boards of the three hospitals have already approved the mergers, which are on track to take place by Nov. 1, and would affect 10,000 employees and 2,000 doctors. But at a meeting on Aug. 24, directors of the Central East Local Health Integration Network noted they had seen

no plans to discuss the mergers with residents and other stakeholders. The LHIN, which must give both integrations its stamp of approval, told the hospitals it expected a schedule for communications and consultations by mid-September. TSH CEO Robert Biron later

said the release of a community engagement plan, which would include a website to explain the mergers and accept comments, was “imminent.” On Tuesday, Mark Rochon, appointed a special advisor by Hoskins to facilitate the mergers, said the hospitals hope >>>WEBsitE, page 24

Cho wins MPP seat for Progressive Conservatives MIKE ADLER madler@insidetoronto.com Everybody loves Raymond. If Raymond Cho, victor in the Scarborough-Rouge River byelection based his candidacy on anything, it was this, and not policies of the Progressive Conservative Party of Ontario. And yet here he is – at nearly 80, likely the oldest person ever elected to a rookie term in the legislature – breaking through for the PCs in Toronto, and snatching a seat that had stayed Liberal red since the riding was formed in 1999. “Together, we made history,” he told supporters in his packed Sheppard Avenue headquarters last Thursday night. “Together, we changed the colour of Scarborough-Rouge River riding from Liberal red to PC blue.” Courtly and practiced in his handshake from infinite community appearances he’s made in 25 years as a local councillor, Cho, when talking about Cho, nearly always stresses the support, the recognition, the love his residents have for him. One thing he never had, despite a consistent core of support in the city’s Ward 42, is a higher political office. C h o’s o l d c o l l e a g u e o n Scarborough Council, Bas Balkissoon, ran for the Liberals in a 2005 byelection, and fought off all comers until this March, when he suddenly quit politics.

In 2012, Cho was chosen to take Balkissoon on as a member of thenleader Tim Hudak’s Tories. It seemed an odd fit: Cho is a former social worker who often makes short speeches about the environment. He was never considered a right-winger on Toronto Council, started out in politics as a New Democrat, and once ran for MP as an “independent Liberal.” In the 2014 provincial vote, he finished third behind Balkissoon and Neethan Shan, a New Democrat and school trustee who on Thursday made his third unsuccessful run for MPP in Scarborough-Rouge River. This time, though, with Patrick Brown as PC leader – the man Cho predicted will become premier in

2018 – and some help from Toronto political celebrity Doug Ford, his campaign co-manager, Cho achieved his dream. “I’m so glad. I just couldn’t believe it, that today I’m MPP,” he said to laughter and applause. Liberal candidate Piragal Thiru, a first-time candidate and a transportation planner in York Region, could not catch Cho, and Shan slipped into third place. Earlier, Thiru clapped supporters on the back as he made his way up stairs to a rooftop restaurant on Morningside Avenue, where his party’s volunteers gathered. “We tried,” he said. With all polls in, Cho got 38.58 per cent of the votes, and won by 2,429.

Thiru took 28.9 per cent, and Shan wasn’t far behind at 27.4 per cent. A byelection to fill Cho’s post on council seems likely, but a caretaker councillor could also be appointed for the next two years. The PC campaign ran steady, attacking high electricity costs and seeming to side with doctors who rejected a proposed fee agreement with the Liberal government. Cho supported the one-stop Scarborough Subway extention to Scarborough Town Centre. He also promised he’d fight to see the subway continue further north to Sheppard Avenue, though it was unclear when this could be done or who could pay for it. One late hiccup came in the form of a letter, signed by Brown and delivered to doors in the riding, promising to “scrap” changes the Liberals introduced last fall to Ontario’s sex education curriculum. Brown later said the letter and its pledge were a “mistake,” an admission that may have confused some local voters who cared about the issue. But on Thursday, it didn’t seem to matter. “The party’s over, Kathleen,” a jubilant Ford said from the stage beside Cho and Brown. “Finally the people of Scarborough are going to be heard.” At the restaurant, Scarborough Centre MPP Brad Duguid, one of Wynne’s ministers, said the Liberal government will learn from the byelection.

“We’re the one party that has supported the Scarborough Subway. The others have vacilated,” said Duguid, adding the Liberals will continue to invest in local hospitals. Brown, however, said the PCs are gaining momentum, “and now we have a seat the Liberal party has never lost in Toronto.” “There is not one riding Kathleen Wynne can take for granted.” Queenie Yu, an independent, ran against the new sex ed curriculum, and finished a distant fourth. The riding’s Green candidate, Priyan De Silva, was fifth. Also running were Libertarian Allen Small, Ania Krosinska of the Trillium Party, Dwight McLean of the People’s Party, Wayne Simmons of the Freedom Party and Above Znoneofthe for the None of the Above Party. The vote broke down as 38.58 per cent for Cho; 28.91 per cent for Thiru; 27.40 per cent for Shan; 2.32 per cent for Yu; 0.86 per cent for De Silva; 0.58 per cent for Allen Small of the Libertarian Party; 0.54 per cent for Above Znoneofthe for the None of the Above Party; 0.30 per cent for Wayne Simmons of the Freedom Party; 0.22 per cent for Dwight McLean of the The People’s party; 0.15 per cent for John Turmel of the Pauper’s Party; and 0.14 per cent for Ania Krosinska of the Trillium Party. Elections Ontario said voter turnout for the byelection was 28.14 per cent.

Two Terry Fox Runs set to take place in Scarborough The 36th annual Terry Fox Run is slated for Sunday, Sept. 18, and there are two runs planned for Scarborough. As in past year’s, local Terry Fox runs will take place in Cedarbrook Park and Colonel Danforth Park. Both are open to people on bicycles, inline skates or in wheelchairs, as well as walkers and runners. Known as the West Hill Terry Fox Run, the Colonel Danforth Park event goes from 8 a.m. to noon and follows a 10-kilometre route through

the park along Highland Creek to the shores of Lake Ontario. The West Hill run is organized by Joe Lemoine, who can be reached at josephlemoine2@gmail.com. It runs from 8 a.m. to noon, and participants can register at the start/ finish area on Old Kingston Road in the Highland Creek valley between Military Trail and Manse Road. The Scarborough Terry Fox Run takes place in Cedarbrook Park, 91 Eastpark Blvd., west of Markham Road and south of Lawrence

Avenue. Registration begins at 8:30 a.m. and the walk goes from 9 a.m. to 1 p.m. It follows a 10-kilometre route through Cedarbrook and Thomson Park. Organizers are Paul and Janet Ainslie, and they can be reached at paulandjanetainslie@sympatico. ca The Terry Fox Run is held annually in memory of Fox who at the age of 20 started his Marathon of Hope in

April of 1980 in Newfoundland. Fox’s dream was to run across Canada, despite the fact he had lost right leg to cancer, to help raise funds and awareness of cancer. However, Fox was unable to finish his cross-country run. The Marathon of Hope ended on Sept. 1, 1980 just outside Thunder Bay, ON, as Fox was forced to stop because cancer had spread to his lungs. Fox completed 3,339 miles of his run, but Canadians refused to let his dream die and the first Terry

Fox Run was held in September of 1981. Before his death at the age of 22 on June 28, 1981, Fox knew that runs in his name were being planned to carry on his dream. He also has a strong connection with Scarborough as the Marathon of Hope stopped in the community and Fox spoke to huge crowds during an emotional event at the Scarborough Civic Centre on July 10, 1980. The need for food banks still growing

he week of Sept. 19 to 23 has been designated as Hunger Awareness Week in Canada, and it’s a time for all residents to think about and take steps to help deal with what is a growing need across our country, and especially in Toronto. In our feature story in today’s editions, we look at the challenges facing food banks in our city as they deal with an increasing number of clients. Gail Nyberg, executive director of the Daily Bread Food Bank, rightly points out, though, that hunger is not just a week in September. It’s a reality for a lot of families in our city, and the users of food banks come from a wide range of our population. “We know we’re starting to see a dramatic increase (in food bank use),” Nyberg told Metroland Media Toronto. “This replicates what we’re seeing in the economy; precarious jobs, part-time and contract, retail outlets closing and plants OuR ViEW shutting down.” Ryan Noble, executive director Food security of the North York Harvest Food Bank, said his organization disan issue across tributed more than 2.3 million pounds of food last year through our country 77 community organizations it partners with. He pointed out that Toronto’s booming real estate market coupled with stagnant wages is one of the reasons for such need. Basically, the cost of keeping a home in this city is becoming so high for some people that they are forced to turn to food banks when the money has run out for the month. That’s a scary scenario that should be a warning for all Torontonians as it highlights a growing gap between those who can and cannot afford to live in this city. That being said, it’s clearly more than just a “Toronto problem” as food bank use across Canada has grown by 26 per cent since 2008, according to Pam Jolliffe, interim executive director of Food Banks Canada. What’s sad about this is that when food banks first began to pop up in Canada 30 or so years ago to help deal with the recession of the early 1980s, they were seen as temporary and would not be needed once the economy rebounded. Sadly, that’s not the case and we need a hard national look at what poverty and food insecurity means in Canada and how we are going to address it.

Amalgamated Toronto was born in austerity Every so often it sneaks up on you and smacks you in the ear: Toronto, at least the amalgamated one we live in now, was founded on a myth of nothing grander than austerity. The provincial government forced the amalgamation of the five cities and a borough with old Metro Council with the promise to save tax dollars. Mel Lastman, the first mayor, got elected with the promise to freeze property taxes. Toronto’s newly elected council argued for a while whether it made sense to move from Metro Hall into Toronto City Hall, then once they moved spent considerable time arguing about selling Metro Hall. Twice-weekly garbage collection in North York became a distant memory. Free recreation programs in the old City of Toronto became unaffordable and the city started charging for them. And, as we were

david nickle the city reminded Tuesday morning at the September Government Management Committee, the old City of Toronto’s gift shop closed its tiny doors. I was there at the time and barely recall the decision. Pam McConnell, who was among the 56 councillors who made up the first amalgamated Toronto Council and prior to that had sat on the old Toronto Council, said that it was cut by then-budget chief Tom Jakobek, as an unaffordable frivolity. The gift shop was another casualty of the dour mindset into which young Toronto was born. Well, frivolity has come back into vogue under Toronto’s fourth mayor, John Tory – and on Tuesday, the committee voted to see what it would take to open another shop for tourists at City Hall.

It’s fair to say they supported Councillor Mary Margaret McMahon’s idea with a fair bit of enthusiasm. Why shouldn’t they? Toronto’s wildly overbudget renovation of Nathan Phillips Square has proven to be a hit with the tourists – aided by the considerably less-costly giant glowing TORONTO sign that landed on the north side of the skating rink / reflecting pond thanks to the 2015 Pan Am/Parapan Am Games. And our weird old City Hall itself is both a civic and a science fiction icon; the now 50-year-old Star Trek television series used postcard images of the two curving towers and saucer-shaped council chamber as backdrops in more than one episode. A gift shop is the least that City Hall should have, and maybe it will have a bit more. Just under a year ago, Toronto councillors approved a plan to look into building a modestly

scaled municipal museum at the eventually liberated Old City Hall just across the road. A bit further afield, councillors will soon be setting the wheels in motion to build a fantastically expensive park near King and Spadina, and another one on Richmond Street. Austerity, at least for the moment, seems a thing of the distant past. It won’t, of course, stay that way for long, as the city gets back to the quotidian business of budget-setting. Mayor Tory is asking for big cuts to spending across the board – 2.6 per cent – in service of an old-fashioned inflationary property tax increase. And that means that however weary we might be, of a city limited by austerity – that is the place we will be heading again, before we know it.

Landlord licensing proposal brings hope to tenant activists MIKE ADLER madler@insidetoronto.com Eight years ago, tenants of some Scarborough highrises made a video showing holes in their hallway ceilings and other conditions their landlords refused to fix. Along with a group called ACORN Canada, they were pushing the City of Toronto to license landlords the way it licensed restaurants. Ruled out in 2008, the idea is coming back to Toronto Council this fall. “It took them long enough. A part of me is upset (by that), a part of me is happy,” Marva Burnett, one of the tenant activists, said last week. Burnett, who still lives in Scarborough, is now president of ACORN Canada, a group that pressures the city to fix problem buildings and has campaigned for licensing for more than a decade. No one yet knows the details, but the city will consider a licensing system for rental buildings with 10 or

more units and at least three storeys. “I’m hopeful. City councillors keep saying tenants don’t vote, but they are also a huge chunk of their con-

stituents they have to start representing,” Burnett said Wednesday at Scarborough Village Recreation Centre, during the last in a series of public meetings on the

idea. “Too many tenants are suffering in Ontario, and we need something to stop the madness.” Instead of licensing, the city in 2008 started the MultiResidential Audit Program (MRAB) to target common areas of “high-risk” buildings, and so far has audited 1,048 of Toronto’s 3,500 or so apartment towers. City inspectors can also issue orders to comply with property standards. Many orders are appealed, but the city can finally move to “remedial action,” hiring a contractor to do the work and attaching the costs to a building’s property tax. These programs work “relatively well” but licenses could address weaknesses in property standards enforcement, promote best practices and give tenants and the city more information about buildings, Amy Buitenhuis, a senior policy officer for the Municipal Licensing and Services Division told people

at the Scarborough Village meeting. Fines levied by courts now don’t seem to be enough to stop “bad behaviour” by certain landlords, she said. Buittenhuis said the city doesn’t want the licensing fee to be “burdensome” to tenants or landlords, and knows tenants don’t want to pay the costs, estimated at $12-$15 per apartment per year. Whether it can be passed to tenants in a rent increase or not is up to the province’s Landlord and Tenant Board, she said. The Federation of Rental Housing Providers of Ontario (FRPO), calls licensing “a new tax on tenants,” and argues on its website “these types of licensing schemes do not help to increase the quality of rental housing.” Daryl Chong, president of Greater Toronto Apartment Association, the city should focus on the bad landlords, “a handful of addresses,” and use remedial action, “an effective tool.”

The 10-unit figure is arbitrary, and the city didn’t seem to look at alternatives to licensing, Chong added last week, arguing Toronto’s purpose-built rental building owners pay higher property taxes than other owners. The stock of apartments is aging, and the city’s treatment of the industry doesn’t encourage building more, he said. But Joy Robertson of Scarborough Residents Unite said something must be done for Toronto’s tenants, and if licensing is in place, “the city has some sort of teeth to make sure tenants are protected.” Bad buildings affect property values of nearby houses, Robertson said. “If a landlord is neglecting his buildings, these buildings affect our entire community, so everybody’s affected.” A landlord licensing proposal is expected to reach Toronto’s Licensing and Standards Committee in November, and Toronto Council by mid-December.

Straining the food bank system >>>from page 1 Campaigns, such as Hunger Awareness Week, which takes place Sept. 19 to 23, help bring attention to the issue of hunger in Canada, and sees food banks across the country hosting events to highlight the work they do and the experiences of Canadians who are assisted by them. Yet, hunger, pointed out Nyberg, is not just a week in September, it’s here all year. She encourages everyone to make a food donation by dropping off items at the nearest fire hall or grocery store. Daily Bread also benefits from companies like Loblaws that have strict rules regarding expiry dates. Food that gets turned away from chain stores can go to food banks, Nyberg said. The North York Harvest Food Bank is the primary food bank for northern Toronto. Last year, it distributed more than 2.3 million pounds of through 77 community programs. Since the recession in 2008, food bank use in the inner suburbs has increased by 45 per cent, according to executive director Ryan Noble. He points to the high cost of real estate coupled with stagnant wages and fewer employment opportunities as some of the reasons for the increase. “People find themselves in food insecurity because of job insecurity. We live in a very rich city in terms of financial and food,” he said. “It’s when housing systems and job systems break down that there’s a problem.” Food bank users are getting a small supply of food so that their money can stretch further, Noble said. For the average user, once rent and utilities are paid for, all that’s left is $4.51 a day, he said. Through its partner agencies, North York Harvest Food Bank also provides clients with further support, such as job skills, settlement services, and housing. The food bank, Noble said, “gives us a captive audience to understand what the root causes (of poverty) are.”

The food that is needed at food banks is the same that families want to serve at their dinner table. It’s healthy, low sodium, low sugar, and protein-packed. “There’s a lot of food insecurity awareness around fall and Christmas,” Noble said. That’s why September’s Hunger Awareness Week is timely and important. “It helps raise awareness before we enter our busy season,” Noble said. Pam Jolliffe, interim executive director of Food Banks Canada, a national charitable organization that supports a network of provincial associations, affiliate food banks, and food agencies working at the community level to relieve hunger, said hunger is a symptom of people living in poverty. “It’s a persistent problem – unacceptable in a country like Canada,” Jolliffe said. “Most food banks started 30 years ago as a short-term solution. Unfortunately, they’re still here many years later.” Overall, food bank use has increased by 26 per cent since 2008. Alberta is suffering economic difficulty because of the sputtering oil and gas industry. So many Albertans are out of work, Jolliffe said. Praise for international language programs Toronto is famous for its multiculturalism, and we embrace this openness at our city’s two school boards. A combined 78 languages from Arabic to Vietnamese are offered to tens of thousands of students through the international languages programs. The TDSB also provides an African Heritage program. Positive self-esteem, respect for others’ cultures, and broader career options are some of the celebrated merits. I asked Scarborough teachers Maria Regala and Hannah Li of the Toronto Catholic District School Board (TCDSB) about the advantages of acquiring a language outside of English and French in our elementary schools. Q: Why are international languages important within the school curriculum? A: Mrs. Regala (Filipino teacher): Learning a language is a fundamental element of identity and culture. Students can fully appreciate and understand their heritage or another’s. They may discover a deeper relationship, a bond with family members.

Lakeshore East Rail Corridor Expansion (Guildwood to Pickering) Transit Project Assessment Process Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a fast, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA). Over the next 10 years, Metrolinx will be working with communities to transform the existing GO rail system and deliver a whole new rapid transit experience that will bring 15-minute, two-way electrified service to the Lakeshore East Rail Corridor. The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor east of Guildwood GO Station in the City of Toronto and up to Pickering GO Station in the Region of Durham. An additional third track is required to relieve a bottleneck that will help to ensure service reliability and enable GO service expansion. The project involves: • Addition of a third railway track between Guildwood GO Station and Pickering GO Station; • Grade Separations at: Morningside Avenue, Scarborough Golf Club Road and Galloway Road; • Review of other road/rail crossings; • Bridge widenings/replacements at Highland Creek and Rouge River rail crossings. Over the past year, public engagement has assisted in improving the design with continued input from the community. As part of the TPAP, an Environmental Project Report (EPR) is being prepared to assess the potential environmental effects of this transit project. ith school starting right around the corner, Woodside Square Shopping Centre collaborated with United Way Toronto and York Region to try and gather together as many school supplies as possible to help out local families in the Toronto area. With so much to do, this friendly community mall did not forget about giving back to the community. From notebooks to calculators, mall patrons donated these items and much more to those families feeling challenged to provide their children with school supplies this September. In some areas of Scarborough North, the need for backpacks and school supplies is in high demand. Woodside Square aims to reduce one known barrier preventing children and youth from successful learning and participation in school. Through support of community donors and mall customers, this mall continues to meet the needs of children and youth in the community. “I mean it’s frustrating especially with the economy and the rising cost of utilities. Zoo celebrates birth of camel, mourns the death of male lion The Toronto Zoo had both good and sad news last week as it welcomed the birth of a camel and mourned the loss of a lion. The zoo announced the death of Lyndy, a 16-year-old African lion, in a statement posted online last Friday. “Over the last few months, keeping and veterinary staff found that Lyndy’s health and quality of life had been slowly deteriorating, with early signs of kidney disease, an inconsistent appetite and subsequent weight loss, all of which are common in geriatric cats,” the statement read. “Due to the progressive and irreversible nature of this condition, the decision was made to humanely put him down before he began to suffer.” Lyndy was born July 14, 2000 at the Toronto Zoo, along

with his brother Jerroh, to parents Rowdy and Nokanda. The larger of the brothers, Lyndy weighed more than 250 kg (550 pounds) in his prime. In the wild, African lions live for approximately 10 to 12 years. Captive lions live approximately 14 years. A vulnerable species in rapid decline, there are currently an estimated 30,000 African lions left in the wild. “Staff and volunteers will greatly miss Lyndy, but are happy to know that he helped increase awareness around lion conservation over the years,” the statement added. On a brighter note, the zoo’s 20-year-old female Bactrian camel, Alice, gave birth to a male calf on Aug. 30. According to a post on the zoo’s Facebook page, Alice

gave birth after a 13-month gestation. That’s typical for the twohumped Bactrian camels, which are native to the rocky deserts of Central Asia. The male calf, whose name has not yet been announced, has an important month ahead. According to the zoo, the first 30 days are critical for baby camels, but the calf appears healthy and is feeding well. Zoo staff are bottle-feeding him with his mother’s milk and will be closely monitoring him. New parents Alice and mate Goober will remain on exhibit in the Bactrian camel habitat at the zoo, but their baby won’t be joining them just yet. However, you might be able to catch some glimpses of him during exercise periods out in the paddock.

‘Transit fairness’ topic of meeting at East Scarborough Storefront Transit “fairness” for Scarborough is on the line this fall, say groups inviting residents to a meeting next week. Cuts likely are coming when the TTC presents its operating budget on Sept. 28, and often the first services trimmed are bus routes in Scarborough, Etobicoke and other outlying parts of Toronto, said Jessica Bell, a TTCriders spokesperson. The group – hosting a meeting Tuesday, Sept. 13 in The Point at 4117 Lawrence Ave. E., Unit 11A – wants Scarborough residents to

get more active by defending services they have, and supporting changes TTCriders believe would make their TTC service better. Low-income pass That includes introducing a low-income TTC pass, an idea that will be debated at Toronto City Hall this fall, and two-hour transfers. TTCriders also supports the proposed Eglinton East light rail transit line, a 17-stop surface-rail route that would run east from Kennedy station along Eglinton

Avenue, Kingston Road and Morningside Avenue to the University of Toronto Scarborough. In July, Toronto councillors approved studies to prepare for construction of the Eglinton East LRT, which would cost something like $1.5 billion, but the line was left unfunded, Bell said, “so right now, it’s just a line on a map.” The Sept. 13 meeting, which runs from 5:30 to 7:30 p.m., will be co-hosted by Scarborough Transit Action and the East Scarborough Storefront.

It’s still not clear, however, how the hospitals

would handle one-time costs of the mergers – pegged at $25.1 million in Scarborough and $18.8 million in Durham – which are expected to produce only “minimal” savings in return. A proposed merger of all four TSH and RVHS campuses in 2014 included extensive public consultations, but failed because the province wouldn’t agree to pay the merger costs.

Toronto police are reminding drivers to be aware of school zones, including speed limits, as well as no-parking and no-stopping restrictions. Before school Tuesday, officers clocked one driver at 72 km/h in the 40 km/h school zone on Birmingham Street near Second Street Junior Middle School in south Etobicoke. The driver faces a $323 fine and four demerit points. Speeding is the number one driving offence enforced year-round by Toronto police, reported Const. Clint Stibbe with traffic services. Toronto Hydro to start sending out monthly bills Get used to 12 annual Toronto Hydro bills instead of six. Toronto Hydro customers will soon start receiving their electricity bills each month, as all electrical utilities in the province switch to monthly billing. In a press release last week, Toronto Hydro said its customers will now begin receiving bills representing about 30 days of electricity use. This change is happening in phases. Toronto Hydro customers will begin receiving their monthly bills this fall with everyone transitioned by January of next year. “Monthly billing makes sense for our customers,” Toronto Hydro spokesperson Tori Glass said in the press release.

“People are used to paying bills each month, such as cellphone and gas bills. This will align with other household costs and help customers keep an eye on their energy use more closely.” Toronto Hydro said customers will receive phone messages and postcards to notify them of the change, and pre-authorized payment plans will be automatically transitioned to align with monthly billing due dates. The amount due will be debited monthly instead of bi-monthly, so customers should be aware of this change. The Ontario Energy Board requires all electrical utilities in the province to transition to monthly billing by the end of 2016.

The Scarborough Centre on the Move study will guide these changes and establish a transportation network supportive of all users, focusing on building connections within the Centre as well as to the surrounding area and the rest of the city. The study will support the vision and evolution of Scarborough Centre into a walkable and connected urban centre, with an efficient, safe, and balanced transportation network.

The Scarborough Centre on the Move study is a Transportation Master Plan that will be conducted to satisfy the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (Class EA) process in accordance with the Environmental Assessment Act. This Class EA process provides for public input at key stages and involves the identification of the problem/opportunity, developing and evaluating a reasonable range of alternative solutions, and selecting a preferred alternative solution.
