Basement flooding a priority for community DAVID NICKLE dnickle@insidetoronto.com Owners of hundreds of homes whose basements were flooded with raw sewage this summer in southwest Scarborough’s Ward 36 could be getting some assurance that it won’t happen again, after Toronto’s public works and infrastructure committee voted to add the community to a list of priorities for dealing with basement flooding issues. The committee voted to make Ward 36 the 33rd community in the city to queue up for remedial work on the aging sewers, after local councillor Gary Crawford spoke to the committee on Wednesday. He pointed out that the city had already completed an environmental assessment in the ward in 2007 so the matter would be relatively easy to advance. After the meeting, Crawford told The Scarborough Mirror that as far as he could tell, leaving Ward 36 off the list was a simple oversight. RELIEF NEEDED

Speed humps unpopular with local councillors >>>from page 1 stituents. “They should actually be banned in Toronto, don’t you think?” Residents of Oakridge Drive came to this week’s meeting with a 106-signature petition asking councillors not to include speed humps when their street is resurfaced this fall. In 2004, 65 per cent of homes casting a vote on a four-block street between Brimley and McCowan roads – representing at least a third of all households – wanted the humps to stop speeders and drivers using Oakridge as a shortcut. But this summer, a survey by residents found 61 per cent of all households, including some with children, wanted the humps removed, and only six or seven wanted strongly to see them return after the roadwork, Bret Snider told the councillors. Dale Mitchell, another resident, said he has spent half a century on Oakridge and never had a problem with its traffic, having taught his children, he said, that “the street was not a playground.” Now 81, Snider said, “I have nightmares” about how quickly an ambulance could reach him at his home and said he tries to avoid driving on his own street if he can help it. An opponent of the humps in 2003, Snider charged they make street cleaning and snow removal more difficult and added the noise

they make as vehicles run over them bothers people. Most neighbours he talked to “didn’t like them at all,” he said. The city’s transportation department maintained the humps work, cutting speeds on Oakridge from an average of 55 kilometres an hour in 2003 to a consistent 30 to 40 kilometres. A report said the street still meets all criteria for traffic-calming and not continuing with the humps “will have a negative impact on the community” when higher speeds return. Failed experiment That didn’t sway Scarborough councillors, however. “They don’t work. Good luck to folks who want them downtown,” said Glenn De Baeremaeker, adding the humps have even bothered him when he uses the street as a cyclist.“I think it was an experiment. It has failed,” he said. De Baeremaeker also said he doesn’t think speed humps belong anywhere in Scarborough, and he tells people in his Scarborough Centre ward who want them he won’t take their requests for a traffic-calming study (the first step to a poll of homes on installing humps) to community council. Resurfacing on Oakridge should be completed by November.

Pedestrian, 47, seriously injured Immigration forum after being struck by motorcycle slated for civic centre

ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A 47-year-old man suffered lifethreatening injuries yesterday after being struck by a motorcycle while crossing Victoria Park Avenue at Terraview Boulevard, north of York Mills Road. Police said a northbound motorcycle driven by a 23-year-old man struck the pedestrian at 6:42 a.m. “It happened in the area of the pedestrian island,” Const. Clint Stibbe said at the scene. “This is an uncontrolled pedestrian crossover, meaning there are no lights or signals indicating the traffic has to stop.” The pedestrian was taken to Sunnybrook hospital via an emergency run. The motorcyclist was taken to North York General Hospital with minor injuries. Police closed Victoria Park between Hwy. 401 and York Mills for more than four hours as they investigated. “We do have witnesses to the collision,” Stibbe said. “They have given statements, but we are looking for more witnesses.”

A man faces charges following a robbery at a gas station on Markham Road Monday. Police allege a man walked into the gas station, pointed a black

handgun at the clerk and demanded money at 10:20 p.m. A suspect left with a quantity of cash. Police arrested a man later that night. Julius Fodor, 22, has been charged with robbery while armed with a firearm, theft and failing to comply with probation.

Canada’s rules for immigrants and refugees are changing, and people in Scarborough need to know how those changes could affect them, says a speaker at a public forum at Scarborough Civic Centre next week. “The changes are quite dramatic” and likely to be in place by December or January, said Shalini Konanur, executive director of the South Asian Legal Clinc of Ontario. “super visas” The Immigration Forum on Wednesday, Sept. 19, from 6 to 9 p.m. is presented by Scarborough Civic Action Network (Scarborough CAN) and offers experts on sponsorship, refugee claims, “super visas” for relatives and on how to get help from government agencies and nonprofit organizations. Also to be discussed is Bill C-31, the Protecting Canada’s Immigration

System Act. It passed in June, and will give refugees arriving from certain “safe” countries less time to file a claim or an appeal, said Konanur, suggesting the act was aimed at cracking down on fraud. “People like myself don’t believe that is a huge concern,” she said. Though annual federal targets for immigration are about as high as they’ve ever been, Konanur suggested it feels like Canada is tightening its borders when it comes to refugees. There have also been federal funding cuts to some agencies providing services to immigrants and refugees, she said. “Is that what we want as Canadians?” The civic centre is on Borough Drive near the Scarborugh Centre Rapid Transit Station. These teens should be made aware these actions are not acceptable and they should be accountable for the cost of these repairs. If not them, then their parents should be responsible for the damages. United Way supports our neighbourhoods

U

nited Way Toronto has set an ambitious fundraising goal of $116 million for this year’s campaign drive. That’s $1 million more than was raised in last year’s campaign. “We know it’s going to be tough, but the agencies we fund really, really need the money,” said United Way Toronto CEO Susan McIsaac at the campaign’s launch last week. Locally, the United Way funds some 200 health and social service programs and our view agencies across the city. That might seem like a lot of orgaWe can all nizations slicing up the United Way pie, but residents should help make remember we are dealing with Canada’s largest city and each of a difference those agencies are on the ground making a difference in the communities we call home. That’s especially true in what are considered the inner suburbs of Etobicoke, North York and Scarborough. United Way Toronto understands the needs and challenges being faced in our communities. Back in 2006, it played a key role in identifying the 13 priority neighbourhoods in most need of attention in Toronto, all of which are directly linked to Etobicoke, North York and Scarborough. United Way Toronto understands that we in the inner suburbs are dealing with large numbers of community housing projects, low-rent apartment blocks with little space for community uses or groups, higher levels of poverty, and new Canadians struggling to get settled in numbers the rest of the city does not face. These neighbourhoods in our communities are in need, and the United Way has put its money where its mouth is. For instance, United Way funding helps both the East Scarborough Storefront and East Scarborough Boys and Girls Club in the priority neighbourhood of Kingston-Galloway. Money, though, is not the only thing this year’s United Way fundraising campaign is seeking from residents. Through a initiative called Imagine A City, Torontonians are being asked for their ideas on how to make a better city. McIsaac, as well as 10 other guest bloggers, will regularly contribute to a website (www.imagineacity.ca) that will share and generate ideas. Residents have numerous ways in which to help out the United Way, from workplace fundraising drives to individual donations. We urge our readers to do their part and get involved. To the editor: Omar Khadr has already paid a terrible price in miserable prisons for most of his life and some people want him to keep paying for pushing back. Where is the remorse for doing this injustice to our young Canadian by keeping him incarcerated for so long on foreign soil? Society has already failed in its duty. My morning cup of coffee habit runneth over

I

used to go to A Popular Coffee Franchise That Shall Remain Nameless first thing every morning. The lineups at my stop were legendary, just like at all their locations, but I didn’t mind. Toronto’s a big city that’s getting bigger by the nanosecond. Endless queues go with the territory. Besides, at A Popular Coffee Franchise That Shall Remain Nameless, the wait was well worth it. As your basic devoted customer, the cashiers all recognized me and started punching in my order before I even had to ask. What can I say? At that early hour when you’re not sure if you’re even conscious yet, every little bit helps. Alas, nothing lasts forever, I’m afraid. pete not just with companies in the coffee business, but with fast-food outlets offering lunch and dinner fare, too. Not good, from my perspective. Not good at all. An unfortunate byproduct of that marketing strategy at my favourite haunt was that the cashiers now had so many goodies to keep track of, though they didn’t stop recognizing me, they couldn’t remember what I wanted anymore. Not that I could blame them. Fact is, I couldn’t remember what the heck I wanted anymore, either. They changed their cup sizes not

soon after and I was struggling just with that. Nope. This was definitely a sign for me to move on. It was evident that it was way too much to absorb for all of us. I had to get out of there. Ah, but where to go? That was the $1.80 question. As it turns out, not very far at all. To a place just around the corner. A place I walk by every day. A place I had never thought of to get my morning coffee fix. A place known worldwide as A Popular Fast-Food Franchise That Shall Remain Nameless. Whoulda thunk it? I didn’t know anybody bought coffee at A Popular Fast-Food Franchise That Shall Remain Nameless. But many do, apparently. And as it turns out, the coffee there is quite tasty. What’s more, right off the bat my cashier passed the “customer service” litmus test with flying colours:

The neighbourhood is now on a list of priorities, but it will still have to survive the city’s budget process this fall before it can be known when work will be done.

The July 15 storm that walloped her Southwest Scarborough neighbourhood backed water and sewage up into the house Slater, a single mom, shares with another family. Sewage climbed two feet up the walls of her basement living area and ruined the furniture. “Anything that wasn’t in a plastic container, it’s gone.” To Slater, who spent eight weeks at a hotel while the clean-up continued, the flood seemed random. Her house never flooded before, she said, and some neighbours’ basements flooded while houses beside them were spared. At a basement flooding open house at Warden Hilltop Community Centre last Thursday, Slater and other homeowners considered purchasing a backwater valve or another flood-prevention device subsidized by the city. There was talk of other buildings that saw damages in the July 15 storm - a local church, a funeral home and Variety Village - and also an undercurrent of anger among residents of older homes who said the City of Toronto is at fault for

the floods. Aaron Gulko said the city knows sewers on his street near Danforth and Kennedy roads were installed in the mid-1950s and since then thousands of newer homes and businesses have hooked in “upstream.” “The pipes (in the older areas) are old and small and need to be bigger,” said Gulko, one of several residents attending a session on basement flooding who suggested newer developments have put too much strain on older sewer systems. ‘passing the buck’ “The city is passing the buck. They’re not paying for the problem which is caused by the city’s poor planning,” he told around 60 people crowded into a small room to hear a Toronto Water manager, Ted Bowering. Bowering and other city officials consider Gulko’s view a misconception. The July 15 storm was a onein-100-years event in Southwest Scarborough and would have overwhelmed any system, they say. Many of the area’s subdivisions weren’t built to handle extreme rain events and sanitary pipes, many still connected to local storm sewers, don’t have much extra capacity

either, Bowering said. When the sewers are full and start “surcharging” water collecting from downspouts, area drains, window wells or reverse driveways will seek the lowest points: basement floor drains, toilets and showers. The lowest basement on a street will flood first, then others, Bowering said. unimpressed Gulko was unimpressed with subsidies the city offers to homeowners for devices, including backwater valves (up to $1,250), sump pumps ($1,750 at most) and disconnection of a home’s foundation drains (weeping tile) from the sewer system (up to $400). “They want us to pay for it with a paltry little grant that doesn’t cover the costs,” he said. Lorenzo Berardinetti, the local MPP whose cell-phone video of his own overflowing basement toilet was something of a media sensation after the flood, had a plastic backflow value installed in his flood-prone basement fives weeks ago. At the open house, he was demonstrating how it worked. “We’re telling everyone we talk to, ‘Get one of these installed,’” the MPP said. Michelle Berardinetti, a local

councillor and his wife, said the city could do a better job educating people on flood protection devices. The councillor said she will bring motions to Toronto Council next month to ask province to negotiate with the insurance industry so financial incentives are offered to homeowners who install backflow valves and sump pumps, and to amend Ontario’s building code to make them mandatory in new homes and homes “undergoing major basement renovations.” She will also ask council to put her Ward 35 on a schedule as one of the city’s 32 “basement flooding study areas” making it eligible for some sewer upgrades. Southwest Scarborough was left off the schedule in 2006. Just as the July 15 storm left parts of the city with almost no rain, a previous 100-year storm in August 2005 dumped its fury on North York and Scarborough along Hwy. 401 and to north of it. Gary Crawford, Southwest Scarborough’s other councillor, successfully asked a council committee this week to have his Ward 36 added to the study area map, though he said he’s aware Toronto Water fees are not enough to pay for all improvements people want.

Young Scarborough actor appears in TIFF film Film is a reflection of families, painful pasts Young Scarborough actor Karlo Williams graced the red carpet at the Toronto International Film Festival this week when the film he is in made its premiere. The local youngster has a role in the French documentary which combines archival footage, 3D interviews and black and white recreations to tell the story of director Jeffrey St, Jules’ grandparents and their rugged frontier life in the logging towns of Northern Ontario during the Great Depression — where ultimately the family is dislodged. The result is a reflection on broken families

William plays the St. Jules’ father, Maurice, when he was a six-yearold downtrodden boy left in a convent with his brothers. William’s mother, Shunell Hillman said filming for the produc-

tion took two full days and the crew started early in the morning and late at night. This was not William’s first foray in film acting. He was in a bank commercial when he was a toddler. His mom also said acting seems to be a natural fit. “He used to do acting at home. You spend so much time and money on your family cottage, that it only makes sense to do all you can to protect it. By being as thorough as possible, you'll not only keep out the weather and little critters, but you'll also keep your property insurance costs down by reducing the chance of damage over the winter and any resulting claims. Keep in mind that on average closing your cottage can take up to four weekends. Aim to be finished by the Thanksgiving weekend because the cold and frost tends to arrive earlier in cottage country. Here's a brief check list to help you stay organized: • Take a good look around your entire property. Identify anything that may need an emergency repair before you close for the season and make sure there's time to get it done. A good example is roof repairs because snow and ice over the winter could make the problem much worse. • Animal and weather proof your place: Clean out the gutters and the chimney. Before you leave for the season, be sure to cover the chimney to keep out the weather and animals. Check for and seal any small openings. Secure and seal all the windows and doors. • Make your cottage burglar-proof. Ultimately, you want to your place as

At 9 p.m., three males approached a 34-year-old woman from behind in the hallway of her apartment near Finch and Warden avenues. One male held a knife against the woman’s back and throat and

demanded cash. The victim didn’t comply and was punched in the face. The suspects fled with the victim’s cellphones, laptop and wallet, which contained credit cards and cash. The woman suffered minor injuries. Descriptions of the suspects were vague. At 9:26 p.m., a male entered a Benleigh Drive home through the

rear door, hit a 46-year-old female resident with a blunt object and demanded cash. The woman didn’t comply. The suspect fled with the victim’s cellphone, tablet, laptops, clothing and cash. The victim was taken to hospital with serious injuries. The suspect is black, 15 to 25 years old and about 6’2” tall.

A man faces charges after police found a marijuana grow house in Scarborough. Police allege the drug squad executed a search warrant at a home near Lawrence Avenue and Orton Park Road and seized 1,046 marijuana plants, a large quantity of grow operation equipment and $2,280 cash on Tuesday. “The house was found to be

set up for growing and trafficking marijuana,” police alleged in a news release. “The hydro meter was bypassed, thereby stealing electricity.” Juen Jeat Lim, 34, was arrested on Wednesday. He is charged with producing marijuana, possessing for the purpose of trafficking marijuana, possessing proceeds of crime and theft of electricity.

Thomson Park walk on Sunday to support Centre for Addiction and Mental Health Tamil-Canadians and others in Scarborough will walk five kilometres around Thomson Memorial Park this Sunday morning for Toronto’s Centre for Addiction and Mental Health (CAMH). The Canadian Tamil Congress

has chosen CAMH as its walkathon cause this year because appreciates what CAMH does for Canadians and wants to encourage others to lend it a hand, David Poopalapillai, national CTC spokesperson said Thursday.

TTC examining fare hike options for 2013 RAHUL GUPTA rgupta@insidetoronto.com A spokesperson for the TTC said the transit authority will look at a variety of factors to determine how much fares will increase in 2013. Brad Ross said a budget report scheduled to be presented to the TTC board in the fall will indicate by how much fares go up as of January. To calculate a potential fare increase, Ross said the TTC considers the current level of subsidy it receives from the city, the level of service required to maintain and improve existing service and attainable cost efficiencies. “It’s not black and white,” said Ross, executive director of communications for the TTC yesterday. “There are options we must consider before a recommendation can be made.” 10 cents A potential increase of 10 cents would work out to $30 million in revenue for the TTC, said Ross. Fare increases for tokens have already risen by that amount, with further price jumps scheduled for the next three years. He said the budget report may be presented as soon as the next TTC board meeting, scheduled for Sept. 27. One transit advocacy group thinks increasing fares are necessary for the cash-strapped TTC. Cameron Macleod from CodeRedTO said regular small fare increases are necessary at a time when lack of funds are forcing the TTC to delay maintenance and upgrade work. “When fares are frozen, we essentially decrease the

fare year-over-year due to inflation,” said Macleod in an email Thursday. “Small increases commensurate with inflation make sense, and the TTC should set a clear fare increase policy and stick to it.” To solve its financial imbalance, the TTC needs to have access to long-term funding from multiple sources – whether an increased commitment from the federal government or a percentage increase in the provincial HST – rather than “onetime election goodies,” said Macleod. T h e c i t y ’s b u d g e t chief Mike Del Grande and Mayor Rob Ford have already made their preference known for a zero per cent increase in funding next year for all departments, including the TTC. Through Twitter, TTC riders have already made clear their strong disapproval for a potential fare hike. “There’s got to be other and better solutions than just a fare hike. Seriously, TTC?” Noella Choi tweeted on Thursday. “As a student paying a fortune in tuition, I can’t afford another fare hike,” wrote user @pinkolefty Macleod said the TTC should consider establishing a donations program similar to the Edmonton Transit System’s Donate a Ride program to help lower-income users absorb some of the cost of a fare hike. “Any increase to the fare is potentially pushing some away from transit, and programs need to exist to make transit more affordable to those in need,” he wrote. Scarborough will have a choice of two local Terry Fox runs to take part in this Sunday. The West Hill Terry Fox Run is slated for Colonel Danforth Park and the Scarborough Terry Fox Run will take place back in its traditional location of Cedarbrook Park. Last year, the Scarborough run took place in Morningside Park, due to construction which had closed part of the Cedarbrook route’s path. Both runs go from 9 a.m. to 1 p.m., with registrations starting at 8 a.m. The West Hill run starts at Colonel Danforth Park on Old Kingston Road in the Highland Creek valley, between Military Trail and Manse Road. The Scarborough run starts at Cedarbrook Park, located at 91 East Park Blvd., west of Markham Road and south of Lawrence Avenue, in Cedarbrae. Participants are welcome to run, walk, rollerblade or cycle the routes, both of which are wheelchair accessible. This is the 32nd year for the Terry

Fox Run, held in memory of Fox who at the age of 20 started his Marathon of Hope in April of 1980 in Newfoundland. Fox’s dream was to run across Canada, despite the fact he had lost right leg to cancer, to help raise funds and awareness of cancer. However, Fox was unable to finish his crosscountry run. Marathon of Hope The Marathon of Hope ended on Sept. 1, 1980 just outside Thunder Bay, ON, as Fox was forced to stop because cancer had spread to his lungs. Fox completed 3,339 miles of his run, but Canadians refused to let his dream die and the first Terry Fox Run was held in September of 1981. Before his death at the age of 22 on June 28, 1981, Fox knew that runs in his name were being planned across the country to carry on his dream. If you must cross the street when exiting the bus, do so in front of the bus so the

Keep coughs and colds at bay While coughs, colds and sniffles may seem inevitable as kids return to the classroom, there are many simple steps parents can take to keep families healthy this year. Know the bacteria hotspots: While many school bathrooms and study areas are cleaned routinely, desks and cafeteria tables may not receive the same attention. Teach your child to wipe off the desk or cafeteria table with disinfectant wipes, before eating lunch. Make hand-washing routine: Hands are one of the main ways infection spreads. Try to get your child into the habit of washing their hands

regularly, particularly after visiting the washroom and before eating, both at home and at school. Hand sanitizer is a good option if soap and water aren’t available. Be sure to include disinfectant wipes in your kids’ backpack before sending them out the front door. Prevent transmission of germs: When kids do fall ill, it’s important to keep them home from school until they’re well enough to return. Targeted disinfection of commonly-touched surfaces and items in the home will help protect other family members from falling ill.
