Huge sports SCARBOROUGH’S IMMACULATE RECEPTION investment celebrated in Scarborough MIKE ADLER madler@insidetoronto.com What’s being called the “largest ever investment in Canadian amateur sport” moved closer to fruition yesterday with an official ground breaking for the 2015 Pan American and Parapan Aquatics Centre and Field House at the University of Toronto Scarborough. “How exciting that we will have a chance to witness the thrill of these games in our own back yard,” Pickering-Scarborough East MP Corneliu Chisu said during ceremonies in a campus parking lot transformed into a carnival for the afternoon. With the great excavation for the facility on Military Trail behind him, Chisu, a former fencing champion, said he was pleased to hear the facility in his riding will house aquatics, fencing and Parapan sitting volleyball events in 2015. He welcomed the economic boost the buildings will give the area, not just in having them completed by the summer of 2014, but through hosting athletes from across Canada who Chisu said will train there long >>>PAN, page 3

Byelection called to replace Catholic school trustee Envergas CYNTHIA REASON creason@insidetoronto.com Toronto’s Catholic trustees opted for democracy over austerity this week in voting to break with their recent tradition of appointment and instead fill a trustee vacancy in Scarborough via a more costly
byelection. The decision to call a byelection to fill the Ward 8 seat left vacant earlier this month by Tobias Enverga’s appointment to the Senate of Canada – which will cost the Toronto Catholic District School Board (TCDSB) more than $160,000 – was one advocated by the Catholic
ratepayers of Ward 8, regardless of the cost. “Parents here in Toronto are exceptionally attached to democracy. Even though a byelection in Ward 8 would have a substantial cost, they want one because they don’t want to sacrifice the freedoms they know are precious...” Parents
as First Educators President Teresa Pierre told trustees at Wednesday, night’s five-hour special meeting of the board. “Afterall, what price can we put on democracy?” That sentiment was echoed by East York/Toronto Trustee Angela Kennedy, who put forth the motion

calling for a byelection, touting it as the more “tried and true” option. “We don’t want to punish the people in Ward 8 just because their trustee has been appointed the highest office in Canada – we want to give them a voice,” she said. “We were elected by representatives in each >>>COST, page 3

Pan Am, Parapan Games centre will leave sports legacy >>>from page 1 after the games. The federal government is paying about $115 million of the project’s estimated $205 million cost and in all, paying $386 million, or 56 per cent, of the capital costs for the various games venues in Greater Toronto. Toronto Mayor Rob Ford said excitement was building about the games, which he said would strengthen Toronto’s reputation as a world-class city. “I look forward to welcoming the world to Toronto in 2015,” Ford said, before joining a line of dignitaries, children from Military Trail Public School and some residents of Scarborough’s Mornelle Court in shovelling up dirt for the cameras. Besides serving as an impressive campus landmark visible from Hwy. 401, the aquatics centre, home to two 10-lane, 50-metre pools and a diving tank, will be the Toronto region’s only facility that meets the latest international standards. It will have seating for 6,000, and the field house, a gymnasium and training centre, will be able to seat 2,000. “We’re going to grow a community. We’re going to create dreams for the next generation” among children who want to be Pan-Am or Parapan athletes,” said Swimming Canada CEO and national coach Pierre Lafontaine. Lafontaine joked he thought of bringing Speedo swimsuits for the assembled dignitaries, including Ford, since there was already standing water in the construction site. “We don’t have to wait for the pool.” Several times, politicians stressed the facility – the first of five new games venues to start construction – will be available not just to athletes but to students and Scarborough
resident as a legacy of a “People’s Games.” “The People’s Games are off indeed, with a big splash,” said Charles Sousa, provincial minister responsible for the games, standing on stage with Scarborough MPPs Tracy MacCharles and Soo Wong. Keeping up the banter, he challenged Ford to a cannonball diving contest when the pool opens. Ford predicted he’d win. Toronto 2015 CEO Ian Troop said the facility will turn out provincial, national and international champions and be able to serve students and Scarborough residents 30 years from now. Canadian Sport Institute Ontario, which the facility will house, offers cutting-edge services that allowed Canadian trampolinist Rosie MacLennan and the country’s Paralympic men’s wheelchair basketball team to win gold at the London Olympics, CEO Debbie Low said. It’s been a 14-year journey to actually bring the Institute to Ontario, she told the crowd. “It’s Ontario’s time and we are ready for the spotlight.” Olympic and Paralympic athletes and coaches watched the ceremony, including Martha McCabe, who reached the Olympic 200-metre breast stroke final in London. Having a new 50-metre pool “is huge” and a big improvement on practice facilities in Greater Toronto, McCabe said before the speeches. “They’re good now, but this is going to take it to an all-new level.” McCabe said the Sports Institute would also contribute to winning performances. “You don’t just get better by swimming lengths. You need to do the research behind it too.”

Swimming Canada’s CEO and national team coach Pierre Lafontaine addresses the guests at the groundbreaking ceremony for the Pan Am/Parapan Am Aquatics Centre yesterday at the University of Toronto Scarborough.
University students protest lack of transit They were praised for helping pay for a new aquatics centre and field house, but their students at University of Toronto Scarborough staged a silent protest yesterday, reminding politicians the campus was promised light-rail transit lines too. During a ground breaking ceremony, members of the UTSC students’ union made clear who they blame for those LRT lines not reaching the campus by Pan American and Parapan Games 2015 — Toronto Mayor Rob Ford. Students, including one wearing a Scarborough Campus Students’ Union raccoon mascot costume, stood to one side of the podium as Ford spoke, holding signs reading “All we got was Ford riding the gravy train,” “Where is our promised LRT?” and “Scarborough didn’t vote for a part-time mayor.” Though he said the day was
one which saw UTSC and the Scarborough community move forward, and that students were proud of the financial sacrifice they made to build the facility, SCSU president Abdalla Al-Baalawy said Scarborough is the part of Toronto “that experiences the most poverty.” Plans were in place to build two light-rail lines which would have formed a connecting loop around the campus, “but it didn’t move forward,” said Al-Baalawy, who represents 10,000 undergraduates and sat close to the mayor in the front row during the ceremony. The facility will bring pride to the community but also more demand for rapid-transit, said Al-Baalawy, adding access to transit lines are shown to help people move out of poverty. Students who voted in a referendum to contribute funds to the facility expected the Sheppard East LRT line, a surface rail route from
Don Mills Station to Morningside Avenue north of UTSC, to be ready for the 2015 games. Another project, the Scarborough-Malvern line running from Kennedy Station along Eglinton Avenue, Kingston Road and on Morningside to close the loop at Sheppard was ranked low on the list of projects but politicians involved with Toronto’s bid suggested it would be moved up under a successful bid. When Ford was elected in 2010, he declared the Sheppard East line was cancelled and he would build a Sheppard subway extension to Scarborough Town Centre. That decision was reversed by Toronto Council but work on the line isn’t expected to resume until 2017. “After we put up $30 million, the city kind of took back their end of the deal,” said Guled Arale, SCSU vice president and one of eight who held protest signs.
Cost of trustee byelection estimated to be about $180,000 >>>from page 1 of our wards, we were not elected to represent the wishes of Ward 8 constituents.” As in past vacancies at the TCDSB, the Ministry of Education mandated options before the trustees were either appointment – which has been the board’s fallback in the last three incidences of trustee vacancies – or byelection. At issue for most trustees struggling with the latter option was the
price tag attached it. According a board report into the matter, a byelection is estimated to ring in at $160,000 plus HST (or $180,800), while a straight appointment would cost the board only a fraction of that at around $10,000. “If you’re talking about a gravy train and wasting money, this is a waste of money...” said North York Trustee Sal Piccininni. “I’ve got schools that need supplies, as I’m sure every one of us does. And
to tell them we’re going to waste anywhere from $150,000 to $300,000 on (an election) campaign would be atrocious. They would break my neck. So I can’t in good conscience vote for a byelection.” Cost a concern Also troublesome to most trustees was that a funding source for the byelection had yet to be identified – a situation Student Trustee Andrew
Walker, a St. Michael’s Choir School senior, said his fellow students would not abide. “Every single dollar in this board should go to the students – period, end of story...I ask you to not pass any policy today without knowing that money will not be taken from students,” he said. “We should not be taking monies that are building more schools, that are improving our schools, or that are paying teachers top teach our
students.” Most trustees agreed, in theory, to Walker’s arguments – sending a strong message to board staff that, in seeking out the funds to finance the Ward 8 byelection, they look to the administrative lines of the budget, not to programming or other cuts that would negatively impact students. After lengthy debate, the trustees ultimately voted 7-3 in favour of a byelection.

Junior Citizen Awards a chance to nurture creativity
W
ho are the outstanding youth in your community? The Ontario Community Newspapers Association, of which The Scarborough Mirror is a member, wants to know. They want to know about the youth who are performing community service – independently, or through their schools and volunteer organizations. These youth are performing heroic acts. They’re contributing to their community while living with a physical or psychological limitation. They do more than what is our view normally expected of someone their age. A number of youth from Toronto communities have been both nominated and recognized over the years. Last year, two of them, Kalem McSween and Andrew Sigmaringam, then 17, were among the 12 provincial recipients. Overall, there were 176 nominees from across the province. McSween, a North York resident, served as a peer mentor to Grade 9 students who have been struggling and are “at risk” both academically and socially. He was also selected to participate with the Toronto Police Services’ Youth in Policing Initiative. Sigmaringam, an Etobicoke resident, helped raise $5,000 for the Free the Children charity and has assisted children with autism. Born deaf, he had cochlear implant surgery as a toddler to allow him to hear. He also shares his personal experiences as a guest speaker at workshops. Any Ontario resident between six and 17 (as of Nov. 30) is eligible to be nominated. Up to 12 nominees will be chosen as recipients of a provincial award and will be invited to a special ceremony next spring. Recognizing youth contributions is positive. But this should go beyond actual recognition. Ultimately, the value of Ontario Junior Citizen Awards is more than providing deserved recognition for the fine work youth do in our communities. We recently wrote in this space on the value of engaging younger citizens for the purpose of ensuring existing volunteer organizations survive a change in generational leadership. We must nurture that innovation and creativity to ensure it blossoms. When our future leaders are being encouraged to explore a pioneering spirit, it means there are fresh, relevant and contemporary solutions to community challenges. The nomination deadline is Nov. 30. Nomination forms are available at www.ocna.org/ juniorcitizen or by calling 905-639-8720 ext. 239.
We must encourage future leaders

To the editor: Toronto Mayor Rob Ford is certainly a politician who cares. I will never forget when I once wrote to him about an issue pertaining to traffic havoc in my neighbourhood, where I suggested he consider installing traffic lights at an intersection to solve the problem. Even though I was not part of his constituency, he did not ignore me. Instead, he took the initiative to call me personally. I hope the court will not dismiss him from his job, but rather, take appropriate measures to make sure the alleged conflict of interest would not happen again. While I cannot take sides on this issue, but having seen how caring the politician is, I can confirm that he would not do such a thing deliberately. He must have done it with every good intention to help those who are less fortunate. Abubakar N. Kasim
The sure sign that fall is officially here W ell, fall has officially arrived here in Toronto. You know how you know for sure? No, it’s not because the leaves are beginning to change. But good guess. No, it’s not because the days are getting shorter, either. But another good try. And no, it’s not because Sept. 21 has come and gone on the calendar, either. Give up? Or do you want to take one more stab at it? You do? Fire away. Ah. Oh so close, but no cigar, I’m afraid. No, it’s not because there’s another NHL lockout. All the above, of course, are indicators the fall season is, indeed, upon us. So you were in the right vicinity. But the question was: when does the season “officially” begin? And the fact is, it isn’t officially fall in Toronto until people start moaning and groaning about how bad a

winter it’s going to be. It happens the moment the scorching temperatures dip, we see an overcast sky or the wind picks up a little. What’s really embarrassing is that this year the complaining started two weeks ago, which was even earlier than usual. But it’s not the whining that concerns me. What’s really troublesome is the impact it’s having on the new arrivals to the city, particularly the ones who have just moved here from abroad. Hearing the endless grumbling about winter in the fall has them convinced they’ve moved to the Arctic. Look around. The ones
who have yet to experience their first winter here are already bundling up. I saw a young woman at work show up in a sweater last week. A sweater. In midSeptember. I’m not talking flimsy cardigan, either. I mean a big, bulky sweater. With a turtleneck, for heaven’s sake. She looked like she was getting ready to play a 12-ender at the curling rink. It was a tad windy that day. And it didn’t last long. It was balmy thereafter. I asked her why she was already wearing a sweater at this time of year and she said she just moved here in May and was “warned” about the winters. When I heard the way she emphasized “warned” I recommended we have a little chat. I told her about last winter. That there were a few flurries, but not enough snow on the ground for tobogganing or any snowman making.
Take it from somebody who has lived here his whole life, I advised her, due to global warming, winter is nothing for anybody to worry about anymore in Toronto during the winter, let alone in the fall. Upon hearing that, she breathed a huge sigh of relief. She has friends moving to town next month and they, too, were concerned about a frigid climate. “So I shouldn’t warn them about winter before they get here?” she asked me. “Right. But please feel free to warn them about the effect hearing about it during the fall can have on a body. Personally, it gives me the shivers. Brrrrrr.”

MIKE ADLER madler@insidetoronto.com Scarborough has a population that is at “high risk” for tuberculosis, but the disease can be treated, cured and prevented from spreading here, say staff from The Scarborough Hospital and Toronto Public Health. Both are presenting facts, in a presentation next Friday, Oct. 5, on TB and challenges newcomers may face in stopping the transmission of chronic illnesses. Community
Littles Road Park garden celebration planned Malvern Family Resource Centre and Malvern Action For Neighborhood Change host the official opening of Littles Road Park Community Garden tomorrow. The site brings together a number of community partners, including FoodShare, CarrotCache foundation, local schools, Malvern Action for Neighborhood Change and partner agency Malvern Family Resource Centre.
The site also served as a test site for the World Crops project which provided crops of diverse global interest to local residents to experiment with growing in southern Ontario conditions. FOOD DISTRIBUTED Food from the garden has been distributed to garden members with surplus being donated to the local
food bank, Malvern Community Cupboard, and other community food programs in the neighbourhood. Also, the site represents the third community garden initiative initiated by the group in three years, adding to the already existing network of projects at 99 Blackwell Ave. and Neilson Park. The Littles Road Park Community Garden is next to St. Bede Catholic
school at 521 Sewells Rd. The celebration features a barbecue, harvest of vegetables, and a neighbourhood tour of the next phase of the neighbourhood’s food security initiatives in the area. Activities begin at 2 p.m. Malvern Family Resource Centre (MFRC) has been serving the community for over 29 years and continues to deliver programs and services to meet the changing needs
of Malvern’s diverse community. MFRC consists of seven centres which include: the Early Years Centre, Middle Years Centre, Youth Centre, Seniors Centre, Women’s Place, Family Centre and ANC. In addition to regular Centre programs, MFRC also offers a range of other services such as an income tax clinic, immigration and settlement counseling and more recently, newcomer support services for youth.

Buy first or sell first? Homeowners preparing to buy a new home often have to decide whether to sell their current home before buying a new one. According to Ontario realtors, one size does not fit all when it comes to this decision. “Personal circumstance dictates how a homeowner will deal with this situation,” says Ron Abraham, president of the Ontario Real Estate Association. “While selling a home first alleviates the financial burden of carrying two homes, it really comes down to what the homeowner's needs are.” Abraham recommends homeowners play it safe by putting conditions into their offers. “To sellers, I advise including a condition that says they will sell their home only if they find a new home within a certain timeframe. “A conditional offer can protect the buyer as well. In the event that they do not sell their current home, they won't be obligated to buy the home they have an offer on.” He also recommends homeowners consider the following before deciding on their strategy.
If selling first: You'll know how much money you have to spend on your new home; You'll be able to make firm offers on homes that you are serious about buying; You might have to rent until you find your next home.
If buying first: You may have to finance both homes and carry extra debt until you sell your current one; You may be pressured to sell your current home at a reduced price in order to align the closing dates; You'll only have to move once and can avoid putting furniture in storage. “Be sure to speak to a realtor when choosing your strategy,” says Abraham. “These specialists can also help you negotiate comfortable closing dates, get you a good price on your home, sell it quickly and help you understand your finances.” – newscanada.com
Gta realtors release mid-month resale figures Greater Toronto Area realtors reported 2,544 transactions through the TorontoMLS system in the first 14 days of September. This result was down by 15 per cent compared to the 2,995 sales reported during the same period in 2011. “The combination of stricter lending guidelines, rising home prices and the added upfront cost associated with the land transfer tax in the City of Toronto resulted in a slower pace of sales during the summer of 2012 compared to a year ago,” says Toronto Real Estate Board (TREB) President Ann Hannah. The average selling price for sales during the first two weeks of September was $496,786 – representing an annual rate of increase of more the 9.5 per cent. Average selling prices were up for both low-rise and high-rise home types, including condominium apartments sold in the ‘416’ area code. “Price growth continued to be strongest for low-rise home types during the first two weeks of September. This segment of the market has been very tight, with months of inventory remaining low from a historic perspective,” says Jason Mercer, TREB’s Senior Manager of Market Analysis.
