City about to launch study of singles receiving Ontario Works MIKE ADLER madler@insidetoronto.com Lone parents with children are no longer the most likely residents to fall into deep and lasting poverty in Toronto. Singles, often young men, have taken their place, and the city wants to find out what can be done for them. The shift is one seen in several Canadian provinces over the last two decades, and this month Toronto City Council’s Economic Development Committee was told it’s an important issue. "Singles represent the

largest proportion of the (Ontario Works) caseload, experience the deepest poverty, and have access to fewer financial supports outside social assistance," a committee report said. From 2000 to 2011 in Ontario, it added, "the number of lone parents (on OW) declined by 20 per cent, while singles increased by 65 per cent." Some of this is due to governments’ success in fighting child poverty. The province stopped clawing back child benefits to parents on OW in 1998. Its anti-poverty strategy in 2009 aimed to cut poverty by 25 per cent in five years. Lone parents facing poverty, most of them single moms, became a success story, according to John Stapleton of the Mowat Centre, a public policy think tank at the University of Toronto.

Today, one in four kids in Toronto live in poverty but "their poverty is shallower," and a single mother, if she can get child support and arrange for child care, stands a good chance of getting off welfare, said Stapleton, who documented the shift in 2011 in a paper, Trading Places: Single Adults Replace Lone Parents as the New Face of Social Assistance. "The singles don’t get any of this" extra financial support and, if not on the Ontario Disability Support Program, get very little help outside Ontario Works, which is $706 a month, he said. "Anybody knows you can’t live on $706 a month, not in Toronto." The city, once responsible for 20 per cent of OW payments to its residents, will see that fall to zero by 2018 but still be responsible

Toronto Black Film Festival screens The Toronto Black Film Festival will hit the screens in February, which is Black History Month. The festival, now in its fifth year, will showcase 40 films from 20 countries Wednesday, Feb. 15 to Sunday, Feb. 19 downtown. The province is also about to launch a project this spring testing a Basic Income program. Sarwar Choudhury, a volunteer for the Scarborough Civic Action Network, said the group met recently in Scarborough community centres to gather opinions on the idea, which must go to the Community and Social Services ministry by the end of January. People at the meetings said individuals receiving more assistance could make healthier lifestyle choices, such as buying more nutritious food, Choudhury said.

Information, funding needed for rail safety Rail carriers are working under a shroud of secrecy, putting Ontarians at risk every day. Information regarding what hazardous materials are shipped through our communities remains elusive. At any given moment, emergency responders and local governments have no idea what, exactly, is being transported through municipalities across the province. Yet they are the ones tasked with keeping the populace safe in the event of a disaster. The continued secrecy is putting the public at unnecessary risk and it is not a theoretical risk. The danger is very real. In 2015, 144 rail-related accidents occurred involving dangerous goods in Canada. The five-year-average is 140. One need only look to the disaster at Lac-Megantic to see how very real and devastating such disasters can be. When the unattended freight train derailed, it left 47 people dead and half of the community’s downtown destroyed. That train had previously passed through the densely populated GTA. The disaster prompted renewed calls from municipalities and the province for increased transparency on the shipment of dangerous goods. There have since been improvements to informationsharing, but has it gone far enough? Emergency responders in municipalities have access to historic data of what has come through their community. From that they can undertake disaster planning. The burden - and cost - of preparing for these potential disasters falls squarely on the shoulders of municipalities. Not only must our towns and cities prepare without knowing when, how often and what materials companies are transporting, they must also find a way to pay for managing the dangers these private rail carriers pose. For security reasons, real-time information is not available. And what information is shared with select municipal officials is not intended to be shared with the public. No one wants to tip off a potential terrorist about the exact location of specific chemicals. And the rail carriers don’t want to panic the public. Not only are emergency responders faced with a lack of information, the public remains largely in the dark about what dangerous goods are rolling through their communities. This culture of secrecy does not allow residents to make informed decisions or adequately prepare for possible disaster scenarios. More information is needed. The public needs to have general data regarding what is regularly transported through their backyards. Municipalities need more up-to-date information about what dangers their first responders might have to battle. And those first responders need adequate funding to defend against the worst case scenarios. Rail lines are an important part of this country’s economy, but the dangers they pose need to be better managed. It shouldn’t take another Lac-Megantic to bring about these much-needed reforms.

Thorncliffe Park, a place of unsolvable problems What’s happening in Thorncliffe Park is what’s happening in Toronto’s other highrise neighbourhoods, only more so. Its problems can’t be solved, only patched. The elevators grind, fail, sit waiting for repair. Bugs crawl. Kitchen cabinets fall apart. Thorncliffe’s aging: 43 apartment buildings in a horseshoe of land on the Don River. They were built long ago, like St. James Town, Flemingdon Park, and Scarborough’s Markham Road highrises, when Toronto apartment towers rose at the rate condos are popping up today. Thorncliffe’s overcrowded: grandparents and cousins are shoehorned in. Families rent rooms in other people’s apartments. Designed for 12,000 residents, the neighbourhood has 30,000, possibly

Daryl Chong of the Greater Toronto Apartment Association told Thorncliffe tenants most of them are in Thorncliffe "because we haven’t built any new (apartment) buildings in 40 years." "If you had more choice, you would vote with your feet." Apartments pay three times the property taxes houses do, Chong and political representatives added, so people in the city’s poorest areas are subsidizing Rosedale. "One of the reasons it’s a long road (to changing that) is that homeowners vote," said Jon Burnside, Thorncliffe’s councillor. Landlords want property tax breaks, or big cuts in development charges before they build apartments.

Tenants who live in Thorncliffe, or anywhere there are roaches or the hot water cuts out when people are showering, can mostly look forward to more of the same. But they’re tired of landlords being awarded rent hikes above inflation while renters get no raises at work, work orders that see months go by without results, and a tenant board seemingly weighted toward landlords. If they’re lucky, they’ll get tougher city enforcement – thanks to a new landlord bylaw – and rebuilt elevators that beep angrily when overcrowded, until enough people step off. Scarborough resident hosts drive at cafe run by former child soldier JUSTIN SKINNER jskinner@insidetoronto.com Women fleeing sex trafficking are typically stuck rebuilding their lives from scratch, with few possessions to call their own. Long-time Scarborough resident Cari Flammia is looking to give many such women a little help with a special event that will provide women escaping the sex trade in developing countries some undergarments. Flammia is hosting a "Free the Girls" bra donation at Jal Gua Café in downtown Toronto, asking visitors to drop off gently used or new bras as they enjoy a bite to eat and take

"We launched (the Beatitudes Movement) in November and did an event where we collected gifts to

distribute to women’s shelters in Toronto," she said. "Now I want to continue the movement and reach as many communities as possible, both locally and internationally." The Free the Girls event will reach far further abroad, with the bras col-

lected going to a charity that distributes them to sex trafficked girls in developing nations. The idea for a bra donation came about when Flammia wanted to donate bras of her own but learned that few places would accept them. "I learned about Free

the Girls, which works with women rescued from the sex trade in Mozambique, Uganda and El Salvador, so I got a bunch of friends together and we collected 125 bras," she said. The Beatitudes Movement urges people to use their own gifts to bring about positive change. "It’s about taking the blessings we have, the things we’re good at like art or music, and using them to bless other people," Flammia said. The choice of Jal Gua Café as a venue came naturally. Flammia worked with the café’s owner, Emmanuel Jal, when he was launching his music career. Forced into the Sudan People’s Liberation Army to serve as a child soldier at the age of seven before being smuggled into Kenya by a British aid worker and eventually settling in Canada, Jal has dedicated his life to combating social injustice.

A hip hop artist and activist, Jal is spreading a message of peace and love through his music, and collaborations with such stars as Alicia Keys and Nelly Furtado have brought his sound to wide audiences. Often fusing hip hop with African beats, Jal’s songs are rooted in positivity and carry strong anti-violence themes. "I write music that can make me feel better," he said. "I feel the music you listen to, you become that, so I want to write about peace." He has made a point of hosting events at his café that do some good in the world, and Flammia’s Free the Girls event fits the bills perfectly. The bra donation, slated to take place from 3 to 6 p.m. on Saturday, Feb. 4, will also feature live music and guest speakers from the Free the Girls charity. The myth of free parking There’s no such thing as a free lunch, and there’s no such thing as free parking. But that doesn’t stop transit agencies offering swathes of public land for commuters to park their wheels as they kiss n’ ride. It certainly doesn’t stop politicians grandstanding about the need to preserve all that land for the enjoyment of a privileged few - many of whom do not even live or pay taxes in this city Fortunately with city property values surging past the stratosphere, it appears even the awesome influence of motorists is made null when dollars are on the line. BUILD Toronto, the city’s real estate arm responsible for shedding costly and surplus lands, recently sold a commuter lot at Wilson TTC Station leading to outrage, and of course that familiar outcry about a non-existent war on their four-wheel lifestyle. As city planners and watchers will tell you, there

is a cost to free parking, even if it isn’t directly borne out by the individual. Urbanist Sean Marshall noted it cost Metrolinx over $39,000 per space to build a 1,200 space lot in Pickering back in 2014. Parking lots take up so much of GO station space the Crown agency increasingly constructs multi-level pads to reduce the overall footprint. Metrolinx insists it needs to provide parking at no cost in order to entice motorists, even fleetingly, to consider public transit. But think of what Metrolinx could do with all that space

Leaf playoff beards would be a little wispy

for local communities, how it could enliven drab streetscapes and strengthen transit options if it got rid of even some parking. How much money could the agency raise for its Big Move if it could at least charge for parking, or stand to benefit from land sales of such lots resulting in new prime real estate geared to transit? In Toronto, the idea a public transit agency must subsidize private auto use persists among our elected officials. That’s disappointing considering the TTC, which relies on a subsidy to operate without a loss, doesn’t even benefit from operating the lots. So long as the myth of free parking endures, it’s hard to see this changing any time soon.

Pretty heady times for these Toronto Maple Leafs these last few weeks. Flirting with a playoff spot for the first time since the Joe Clark Conservative government. Well, not really but it almost feels that long sometimes. Only one playoff appearance since the 2003-4 season means not only a whole lot of bad hockey, but also that a generation of potential Leaf fans have grown up without playoff memories, except maybe for the seven game series vs. the dreaded Bruins in 2013. I can still see my daughter weeping openly on the couch after the botched three goal lead in the third period of Game 7. The Leafs are hot, one of the biggest surprises in the NHL this year, and a team on the rise brimming with young talent. So much young talent that the rookies may break the record for most points produced by rookies on one team,

Not to be confused with Downsview to the south which will be renamed to Sheppard West, Downsview Park is one of six stations under construction as part of the Toronto York Spadina Subway Extension (TYSSE). The 8.6-kilometre extension north to Vaughan is the first TTC rapid transit line to connect the 905. After multiple delays, the line is readying to open at the end of the year, and when it does promises to represent the evolution of TTC service, said CEO Andy Byford. "People will look at (TYSSE) as just a subway extension," said Byford during the media tour at the station located inside of Downsview Park on Mon-

day. "To me it’s way more than that because this will be a Presto, Wi-Fi, Automatic Train Control (ATC) equipped subway. All of those projects have to come together at the same time, which is an incredibly complex piece of coordination." According to Byford, TYSSE is more than 90 per cent complete, and Downsview Park is almost ready to begin safety testing once the power goes on at the station, scheduled for the first of April. Testing will include not just ATC - which will allow for the operation of subway trains remotely via computers and not a human - but all station components including ventilation, communication systems, backup power and train radios. Like the other stations on the extension - Finch West, York University, Pioneer Village, Highway 407 and Vaughan Metropolitan Centre - Downsview Park is cavernous compared to existing stations, boasting

"Essentially we are in fact building the station for them, and they are providing funding for that," said Kervin, the TTC’s director of third-party planning for TYSSE. "It just so happened we were going to initially have the subway station separate . but it just made sense we would build (the GO station) into our single contract, and what we’ve added is construction of the train platform." In addition to a paid area which will be accessible via Presto, although the TTC doesn’t plan to phase out subway tokens and tickets until 2018, the station will also act as a public throughway for local residents passing through, but not intending to use transit. Byford said negotiations were ongoing between the TTC, Metrolinx and York Region about how to allow riders to transfer seamlessly between services.

Map out storage zones to ensure items are where you would expect them to be. From winter wear to camping gear and books to toys, built-ins and storage benches work well to eliminate visual clutter without taking up too much

floor space. Consider adding shelves at different heights for varied accessibility and use nooks and crannies — think about the space under the stairs or building storage units between rooms. 2. Lighten up. Good lighting is often forgotten when storage spaces are planned. But seeing is believing! A licensed electrical contractor can provide ideas on automated options for closet lights and suggest the best lightbulbs to use. Motion sensors are another popular choice. Just remember that it’s important to know the rules around the safe distance between ceiling lights and storage items to prevent anything from catching fire. For example, pot lights must be 150 millimetres away from any stored items or

cabinets; while other ceiling lights must be 300 millimetres away. 3. Hidden electrical. Give devices, laptops and gadgets a designated space by adding charging stations and strategically located outlets. And while we would all like to tuck away the electrical panel, keep in mind that it can’t be located in a closet or bathroom and that the working space in front of it can’t be obstructed. Is it ever OK to punch a Nazi? If you’ve been spending any time on social media over the past week - or watched the news out of Washington over the last weekend - you’ll be familiar with this question. It arose from an incident caught on video by an Australian news crew, as they interviewed so-called "altright" (definitively white supremacist) leader Richard B. Spencer, considered by many who know a bit about Nazis to be, well, a Nazi. Spencer was just getting finished explaining how he wasn’t a Nazi and what his lapel pin really meant, when a black-clad, masked man leapt into the frame and clocked him in the side of the head. The culprit ran off, and so did Spencer, who appeared uninjured as he hightailed it into the crowd. Of course it went viral.

And it split the world, at least online, on that question: Is it OK to punch a Nazi? Well it’s certainly not legal - there or anywhere - to punch a Nazi. And yet ... It’s not to say good has never come of it. We in Toronto have firsthand experience with this. In August of 1933, quite a lot of Nazi-punching went on in the Christie Pits. It was between Canadian Nazi sympathizers from Toronto’s east end and, initially at least, a Jewish baseball

team from the Harbord playground, who were playing the St. Peter’s team, at what was then known as Willovale Park. The young Nazi sympathizers unveiled a white sheet, with a large black swastika - the symbol of the new, hate-filled government in Germany. There was a fight. A big one. And vicious too. You could say that the Nazis provoked it, and the Harbord playground team were provoked. Local allies from the surrounding communities, immigrants themselves, joined it. The police let it play out. And so it did. For six hours. No one was killed, but plenty were hurt. When it was over, City Hall banned the swastika. Not long after that, we went to war.

Cut management, boost auditing: budget committee chair DAVID NICKLE dnickle@insidetoronto.com Toronto’s bureaucracy could see a cut of 10 per cent to its management ranks, and the city’s Auditor General office will see a $1 million boost to root out waste, under a going-forward plan announced by Toronto’s budget committee chair Gary Crawford Jan. 23. "This is continuing the work that’s already been happening," said Crawford in a Jan. 23 interview. "This year we’ve already saved $170 million through attrition and modernization and we’re asking the city manager to come back with a report on a way to look at reducing management by 10 per cent." Crawford made the announcement as his committee prepares to finalize its recommendations on Toronto’s 2017 operating

and capital budgets, before the executive committee and Toronto Council deal with it over the next month. Through that budget, Toronto departments were asked to look at 2.6 per cent cuts to help deal with a budget gap of more than $700 million. The new plans are looking forward, to 2018 and beyond. At this point, Crawford said that council is looking at a gap of $400 million. The instruction to look at a 10 per cent management cut - mostly middle management - is one way that he hopes to deal with that. "Good work’s been done but more has to happen," he said. As well, he said that the city will be looking at strengthening the Auditor General’s office - an independent oversight office

that investigates city practises to look for ways to be more efficient and effective. The boost would see $1 million added to the budget over three years. "Hopefully that million will bring back tens of millions of dollars in savings," said Crawford. Mayor John Tory, travelling out of country, weighed in with his support of the plan. "We need to look every day for opportunities to modernize city government so we can use available funds on the services and projects that really count," said Tory in a news release. "That’s what the accountability and affordability plan put forward by the budget committee is really all about. Making sure we streamline management and service delivery in every way possible ."

When choosing a study area at home, parents can designate a “distraction-free” zone where no televisions, radios, tablets and smartphones are allowed. Children are increasingly dependent on their smartphones and tablets, and while such devices can sometimes prove useful to students, that benefit is often outweighed by the distraction they present. When kids study at night, be sure they turn off their smartphones and only use their tablets as study aids.

EMPHASIZE ORGANIZATION Various organization techniques can help kids be more efficient when studying. Encourage kids to separate their learning materials by subject, and keep a calendar or daily planner at home listing when their assignments are due and which days

ESTABLISH QUIET

Quiet hours at home while kids are studying can help them better absorb their coursework, and that may lead to improved performance in the classroom. While it’s important that a kids’ study areas remain distraction-free, it can also help if distractions outside those areas are minimized. Keep televisions and other potentially noisy distractions turned off while kids are studying. If you want to catch up on a favourite television show or watch a movie, do so on your tablet instead of the television, connecting earphones so kids are not overhearing anything while they’re trying to study.

KEEP HEALTHY SNACKS ON HAND Hunger can be just as distracting as electronics, so keep healthy snacks on hand. In lieu of unhealthy fare like potato chips, keep your home stocked with fruits and vegetables and protein-rich snacks like Greek yogurt. Such snacks will quell kids’ hunger pangs while also providing a boost of energy. A strong home study environment can help students do their best in the classroom.

Surprise job lasted 38 years

he was trained as a high school gym teacher and coach, he was hired. "I was able to take everything I learned and simplify it for two-and-a-half to five-year-olds," Lee said in an interview. "Every May or June we put on a graduation for senior kindergartens and we put on a gym show. That very first year, I had two five-year-olds climb a 20-foot rope in our gym." Affectionately known as Uncle Wally, Lee is retiring Feb. 3. Since 1980, he has also served as the daycare centre’s administrator. "We teach from basic skills of balance, agility, flexibility and strength. Our job is to help develop confidence in children," Lee said. "What we’ve discovered by this gym program is when you can use up the children’s energy

constructively, they can sit longer for their circle time and they can sit longer for story time. It’s amazing what we were able to accomplish with having a gym program for the boys and girls." On Saturday, Jan. 28, Bridlegrove Daycare Centre will celebrate 40 years of service in Scarborough and pay tribute to Lee’s career. The nonprofit centre, at 2575 Pharmacy Ave. at Finch Avenue, is located in and owned by Bridlegrove Bible Chapel. Before the building was built, said Lee, the church sent a survey to the community asking how it could be of service. "The community overwhelmingly said we need child care," he said, noting the church was built "with the premise of having a child care centre because they wanted to reach out to the community and be a

help and not just to be open on a Sunday and on a midweek service." The centre opened a day camp 24 years ago and now also has a counsellor-intraining program. "We started developing leadership here, and a lot of our leaders that work within our day camp are our former children, so I’ve watched them grow," Lee said. Daycare supervisor Patti Baker, who has worked at the centre for 35 years, said Lee has a great rapport with both kids and parents. "Even parents that can sometimes be difficult, he can figure out a way to calm them and mellow them out." Baker noted Lee works on a lot of skills with the youngsters while making it "fun" for them. "He spoils the kids too," she added. "He’s always giving them treats. That’s what the kids are going to miss."
