Tomlinson, who grew up on Scarborough’s Canlish Road, was 21 and father of a three-year-old boy. On Feb. 5, someone shot
him beside a house in North Riverdale. His parents are preparing to bury him, and so far, there have been no arrests. "You can be in Rosedale, and this can happen," says his father Keith Tomlinson. "You’re seeking anything, and as you arrive, you die without cause." His parents want to know who did this to their son, an upbeat young man, Keith said, "loved by all in this family, respected by all his brothers and sisters, and well-beloved in the community." They want the shooter to turn himself in, he added, "to make this all be a little
better so we can sleep at night knowing what happened to our son in his final moments." Tomlinson’s absence leaves a void in a community where he was known for being friendly and talkative. He had plans, ideas, dreams, a future, "which were all snatched from him that night," his father said. Tomlinson, who had eight siblings, attended Ionview Public School in midScarborough, and Winston Churchill Collegiate where he was outstanding in basketball, football, track and field and soccer. He worked part-time through temp agencies, but
had set his sights on being an elevator technician. "He said, ’Dad, this is what I want to do.’" Early on Feb. 5, Toronto Police found Tomlinson shot near Pape and Danforth avenues. They searched for a man who fled east, on foot. There’s been no public update on the case since. Tomlinson was an "excellent dad", never hesitating to feed or change his baby boy, his mother, Princess Mcfarquhar recalled. Family members delighted in seeing the toddler on weekends when Tomlinson took care of him. He was going to see his girl-
kids," Mcfarquhar said. Since the shooting, there have been calls from Florida, Bermuda, Jamaica, calls from people she doesn’t even know. People come to the door with envelopes, and donate online, because the family needs money to see their son properly laid to rest. Time to make case for city’s fiscal needs When Toronto Council debated its budget last week, Mayor John Tory felt like the loneliest mayor ever. At least that’s what he said, in his speech capping the daylong debate on the 2017 operating and capital budgets. "I can tell you, it’s been pretty lonely so far," Tory told his colleagues - many of whom were critical of his decision to keep the property tax increase relatively low at 2 per cent. Tory pointed out that marginally higher tax increases on Torontonians’ homes won’t make much difference to Toronto’s larger fiscal difficulties. What would make a difference, he said, was a few more voices turned toward Ottawa and Queen’s Park, to press the case that he has been pressing: Toronto needs more money, and perhaps more powers, to finance its many needs and aspirations as the largest city in Canada. It is a compelling case, and Tory has not been alone in making it. Mel Lastman, amalgamated Toronto’s first mayor, made it most bluntly, when he called Premier Mike Harris a "liar" for promising that the amalgamation of Toronto and provincial downloading of bigticket services would be "revenue neutral" for the city and the province. His method brought in a number of one-time fixes, but was largely a rearguard action. Lastman’s successor, David Miller, made the case with slightly more gentility, and did indeed manage some successes: a gas tax federally, transit infrastructure funding provincially, and, locally, new powers to tax under a new City of Toronto Act. The late former Mayor Rob Ford had little time for intergovernmental relations, but even he did his bit attracting some federal investment from the Ford-friendly Harper Conservative government to build a subway in Scarborough. So it falls on John Tory, and Toronto Council, to continue to make the case for further support and revenue powers. And if the fight is not lonely, it is uphill. Toronto Council’s initial foray - to impose tolls on the Gardiner Expressway and Don Valley Parkway - went nowhere with Premier Kathleen Wynne. The mayor has shifted his demands - that the province put money into transit infrastructure, housing, maintenance of those two highways and port lands flood protection. Tory is relying on the federal government to help secure this money - specifically, that federal funding for local projects be tied to provincial cost-sharing. Will it work? In politics, that’s always up in the air. But like his successors, Tory is in the right. It should work. For Toronto’s sake, it must.

Scarborough’s subway, still so insecure They held a byelection in Scarborough this month. The subway won. You might hear a man called Neethan Shan won, but the subway got more votes. In Toronto, some people believe governments do nothing but fill bags with money, which they throw into holes in the ground. The point most candidates in Ward 42’s byelection made is Scarborough never gets its fair share from those bags. And for a fair share, think subway to Scarborough Town Centre. Sure, many wanted more than that, but Scarborough’s one-stop subway extension has grown to be what matters most.Scarborough’s councillors, MPPs, and Mayor John Tory have

A new group, ConnectScarborough, has given out flyers at Scarborough Town Centre since January, signing people to a pro-subway petition it will give councillors when cost estimates are public. munity Renewal Organization, born from a grassroots campaign to revitalize Scarborough on many fronts, announced its "strategic partnership" with ConnectScarborough.Pressure for the subway must continue until construction actually starts, says SCRO’s interim chairperson Jennifer McKelvie. The cost review also covers the Eglinton East lightrail line. That line can bring development and jobs back to East Scarborough, maybe break the back of poverty in five neighbourhoods. The investigation, dubbed Project Fellowship, began on June 28, 2016 in Scarborough. "It started out with the use of cheques to inflate or maximize people’s available funds in their accounts," Det. Const. Michael Lane said in an interview Friday, Feb. 17. "From there, it allowed them to use those funds. Later on, the financial institutions learned that the cheques were worthless and that they’re out a lot of money." Another aspect of the investigation was the use of fake ID to obtain financial gain, police allege. "With those fake names, they created businesses and then they were able to open up accounts," alleged Lane, adding suspects were then able to get "vehicles by stating they worked for these companies, which the allegations are don’t exist, and then never
paying for the vehicles or loans." At least 10 financial institutions in Ontario and Quebec were allegedly defrauded. The financial institutions have been "very cooperative" with the investigation, police said. Investigators believe more than $8 million worth of fraudulent cheques, stolen merchandise and proceeds of crime were obtained. "We executed the search warrants on the weekend (Feb. 11 and 12), and we obtained a large quantity of identification, identities in multiple names," Lane alleged. Cellphones and computers were also seized. About 100 pieces of the recovered property were displayed during a news conference at Toronto police headquarters Friday. "It was a very detailed and elaborate scheme," Lane told reporters at the conference. Vehicles have been seized by police during the investigation. "Some of the funds have been recovered as well," said Lane, of the 42 Division fraud unit. "Part of

obtained by crime over $5,000, laundering proceeds obtained by crime, unauthorized possession of a counterfeit mark and conspiracy to commit an indictable offence. He appeared in court at Old City Hall on the morning of Feb. 11. His wife, Sukanya Panchalingam, 30, also of Ajax, was arrested Feb. 13 and is charged with fraud over $5,000, possessing proceeds obtained by crime over $5,000 and laundering proceeds obtained by crime. She is scheduled to appear in court at 1911 Eglinton Ave. E. on the afternoon of April 6. She worked for a financial institution as a fraud detection agent, police said. Police didn’t release the names of the other 12 people charged. The investigation is ongoing. “I became so angered, so frustrated,� she recalled. “My pain is excruciating, and they’re telling me nothing is wrong. My life is hijacked. I can’t work. I can’t walk without help. I’ve gone through a lot of my savings.� A new family doctor referred Robinson to a new orthopedic surgeon. “’You have the hips of a 90 year old,’� he told her and quickly booked her surgery. “I want to live a rich, healthy life like everybody else,� she said. “People need to advocate for themselves or have someone represent them. You are the one in pain. You know you’re not imagining it. If one doctor says no, get that second or third opinion.� Robinson is one of thousands of Canadians on waiting lists for medical procedures. There’s “no question� wait times are a concern, said Michael Decter, chair of patient advocacy group Patients Canada and
coauthor of Navigating Canada’s Health Care published in 2006. “The most important thing for me to say is patients don’t have an easy way of measuring a lot of things in health care but they do know how long they wait,â€? he said. “It’s not just that waiting is ďŹ lled with fear for patients and sometimes accompanied by a great deal of pain but there is also, in a signiďŹ cant number of medical conditions, a worsening outcome if you wait.â€? While there is a patchwork of impressive initiatives aimed at improving wait times, overall there has been “slippageâ€? following initial progress following the 2004 federal-provincial health care accord, Decter said. “We think the Canadian system can be ďŹ xed. We’re optimistic about that,â€? he said. “But there’s a lot of rhetoric about patient-centred (care) and a lot of the things that are being done in the name of making the
system more patient-centred are really reorganizing the provider side without much patient involvement.� Ontario’s Ministry of Health is committed to improving access to surgical services and Diagnostic Imaging, spokesperson David Jensen said. “Ontario has invested over $1.9 billion for more than 3 million additional procedures to help reduce wait times since 2003/04,� he said in an email, adding the government is investing $77.89 million a year to add 6,468 surgical procedures and 237,250 hours of operation for MRI and CT tests. Ontario has also been recognized as a “strong performer� on wait times for hip replacement surgery, knee replacement surgery, cataract procedures, cancer radiation and coronary artery bypass graft, he said. Bacchus Barua, senior economist with the Fraser Institute and coauthor of last November’s

Though not mentioned in the petition, ConnectScarborough says it supports not just a Bloor-Danforth extension from Kennedy Station to the mall property, but other projects Mayor John Tory promised Scarborough last year. That includes Smart Track improvements to GO Rail service and an extension of the Crosstown light rail transit line, the
Eglinton East, from Kennedy to University of Toronto Scarborough. "I’m confident that ConnectScarborough is about more than just the subway," said McKelvie, maintaining the aims of both groups are "very complementary." SCRO supporters "don’t want a flip-flop" on the subway, and will keep pressure on Toronto city council to support it, she said. McKelvie also said the Eglinton East LRT - which has no budget or construction timeline - "has to happen," and SCRO will push governments to fund it.

A Scarborough school has set up a "trading post" to ensure every student is kept warm in the winter. In December, teachers at Scarborough Village Alternative Public School became aware that some students were in need of snowsuits. "There was a discussion about how to make sure all the kids were clothed appropriately for outdoor activities at recess," said teacher Miriam Taylor. "Then I talked to my class about it. . They said: ’What if we have a place in our school where kids could bring their mitts that they’ve grown out of ?’ " Taylor then sent a letter to parents seeking their support for a school trading post.The letter said

Foster’s Shoes steps up with old fashioned service

The old school feel begins from the street, but once inside, the old fashioned charm, look and service really hit you. Foster’s Shoes sits in a tiny 1960s strip plaza on the north side of Lawrence Avenue in the Wexford community. They are celebrating their 50th anniversary at this location this year. An ancient cash register that their father was paid six dollars per week from in his first job in the business sits in the corner of the showroom as a reminder of the family history. Ted Rogers, 58, and John Rogers, 62, have been working at the family business since they were teens. They are now both certified pedorthists, or pharmacists for feet, as John says. Their father Bill started by specializing in orthopedics, wide widths and children’s shoes in the 1950s. In the 1970s the business moved into adults’ specialty footwear. Fosters will

need really. "I’ve made a lot of friends in the business and if I stay home, I will get bored," says longtime manager Bert Cox, 80. He admits sometimes people come by just to say hello, or bring him a bottle of rum to taste. The brothers were recently pouring over a list of attendees from a shoe manufacturer’s educational session from the 1970s and found they were the only ones still in business. "They’ve got more patience than most ... they take the time and they listen. There’s no question the whole younger generation doesn’t have time (for this)," says Margaret, 76. Old fashioned service indeed.

Neethan Shan became a public school trustee in a Scarborough byelection last January. In September, he then ran unsuccessfully in a byelection for the provincial riding of ScarboroughRouge River. A few months after that, Shan ends up winning a seat on Toronto City Council. The man who came second in the trustee race isn’t happy about that. "He is elected, and then he runs for MPP. And then later runs for city councillor," said Jack Wang, who finished with 1,258 votes to Shan’s 4,197. "He’s always running.
He’s running for every election." Wang, on the other hand, said he couldn’t argue with the results on Feb. 13, when Shan stepped into Raymond Cho’s former post. "The voters selected him, right? We don’t have any control." But Wang said every byelection costs Toronto’s public board something like $250,000 at a time when it can’t afford to maintain its buildings. Instead of playing "the election game" again, he suggested, it would be fair for the board to appoint a trustee for the post Shan won and left - it’s Ward 21 in Scarborough-Rouge River, which covers municipal wards 41 and 42 - from now until the next election in 2018. Wang said he’d accept the position if it were offered to him. Trustees must soon decide, likely at a special

board meeting on March 8, whether to appoint or hold a byelection, which would be the fourth in that part of Scarborough in a year and a half. The new trustee must be appointed or elected 90 days from Feb. 14, which is when Shan assumed the office of councillor. The board’s last Ward 21 byelection cost about $244,000, but the city hasn’t yet estimated costs of a 2017 byelection, TDSB spokesperson Ryan Bird said Wednesday. Some residents questioned Shan while he was running for trustee if he would use the position as a stepping stone to a seat on city council or entry to provincial politics, since he had run for councillor and MPP before. At the time, Metroland Media Toronto asked Shan directly if he would ever run for another office while still serving as a trustee.

Virtual reality is described as a computer-generated environment that lets you experience a different reality and visually severs the user from the physical space he or she is in. The immersive technology is beginning to expand its reach by infiltrating tourism, health care, real estate and even education sectors. It’s quickly becoming a tool to showcase, build and explore the world through a lens. By 2018, VR technology is projected to reach 171 million people and has already grossed billions of dollars in the United States. Over the past few years, VR has been making its way into the classroom to enhance student learning. Last year, Toronto-based VR company Yulio Technologies Inc. partnered with Ryerson University’s Department of Architecture Science to offer VR technology to its students to build VR models that can be seen with Yulio software. They can build a room, a house or office building using their own software, and only require Yulio’s plug-in for Android or iPhone that will send it to Yulio’s cloud where it is converted into a

Ryerson, he’s also looking to expand the use to the university’s Interior Design program. On a smaller scale, the Toronto District School Board (TDSB) has also jumped on the VR train and offers students and teach-
ers the opportunity to use the technology to enhance children’s learning experiences. Joseph Romano, the principal at Mason Road Junior Public School, is hoping to get his school a few VR headsets. Romano, a former teaching and learning coach at the TDSB who wrote his master’s thesis on virtual reality in classrooms, says getting VR in classrooms is all about adding another level
of engagement for students. "It’s about having that ability to go beyond what you can see in your own community and to come to an understanding of the curriculum as it was meant to be learned. That falls into the realm of experiential learning," Romano explained. "Students can visit the coliseum in Rome, Big Ben in London or the CN Tower down the street. Those experiences that were once out of reach are brought closer and brings the learning closer to the context of what they’re learning. It also makes them wonder what’s out there. I think all of that sparks that inquiry type of mindset." The use of VR beyond gaming is rapidly peaking the interests of the early adopters who are looking for ways of engaging students who absorb new technologies at alarming rates. For Romano, the introduction of VR is a logical step society has been working towards for a while. "It’s an evolution, really. We went from Google Maps to Google Earth and then Street View where it’s like a 3D environment and now you’re right there, you’re interacting," Romano added. "It’s a natural progression, and it’s in line with where our teaching practices should be evolving into."

War of words between Bombardier and Metrolinx escalates Two sides appear destined for court over contested LRV delivery RAHUL GUPTA rgupta@insidetoronto.com The war of words between Metrolinx and Bombardier continues to escalate as both sides appear destined for court to settle a longstanding dispute over delayed light rail vehicles (LRVs) for Toronto. Without going into much detail pending litigation, Metrolinx chair Rob Prichard said the agency was "extremely disappointed" with its LRV supplier for constant delays delivering a prototype vehicle for testing. According to Prichard, Bombardier has failed on 30 separate occasions to deliver the vehicle to Metrolinx’s exact specifications, and he suggested constant shuffling of the company’s senior leadership has severely impacted production efforts. "Our urging of Bombardier, over and over, is to focus their efforts, stabilize their leadership, stop blaming others and deliver on the promises they made," said Prichard following Friday’s meeting of the agency’s board of directors, where he and CEO Bruce McCuaig repeatedly rebuked the Canadian transportation giant. Bombardier announced last week it is seeking a court injunction to prevent Metrolinx from terminating its $770-million contract to supply light rail vehicles for the Eglinton Crosstown and Finch West LRT lines. This move comes in response to Metrolinx’s decision in fall 2016 to file a legal notice of intention to terminate the contract for 182 light rail

Metrolinx hasn’t received a pilot vehicle with even "basic functionality", said McCuaig, and won’t okay production for the rest of the order without proper testing. While he wouldn’t confirm whether the delay will impact the opening of the Crosstown already delayed by a year to 2021 for reasons not related to Bombardier McCuaig said Bombardier needs to provide clear assurances it can deliver the order on time. "We’ve been very clear they have to provide us a schedule and the means and methods how they’re going to get from here to there," said McCuaig. "It’s still in their hands to provide us with that information." In a short statement, Bombardier dismissed Metrolinx’s concerns over the delivery, again promising it will deliver the LRVs on time. The company also reiterated its claim the pilot vehicle is ready for de-
livery, inviting Metrolinx officials as it did in October to personally inspect the vehicle at the company’s Kingston, Ont. facility. "We simply urge (Metrolinx) to respect the contract so we can deliver world class trains to a world class city," read the statement. The strong remarks of Metrolinx’s most visible leadership mirrored similar statements made by the TTC in regards to its struggles with Bombardier over an oft-delayed order of new streetcars, of which the transit commission has received one so far this year, despite Bombardier committing to complete and ship from its Thunder Bay facility a total of 40 new vehicles by the end of 2017 to bring the existing total to approximately 71 in service by the end of 2017. Late delivery of Bombardier-manufactured LRVs is also blamed for the year-long delay in the opening of Waterloo’s ION LRT line, operated by Grandlinq.

In a little less than a year, Metrolinx will unveil a new plan which promises to revolutionize transit in the Toronto region. I’m not talking about a new subway plan, shiny new vehicles or even some muchneeded sustainable funding. But if fare integration succeeds in dismantling existing barriers for taking transit - such as the need to pay an additional cost when crossing from the 905 into the 416 - the payoff for Toronto riders in particular could be quite sweet. Of course, details on the various charging models under study by Metrolinx zones, by distance, some hybrid of both - need more than a little firming up. After committing to have at least a framework for a policy unveiled by last fall, Metrolinx now says it needs until the end of 2017 to make a firm recommendation for how to proceed. Well ahead of then, riders will hopefully get a clear sense how the

While a change in how fares are calculated would affect all transit operators throughout the region, it’s safe to say the impact would disproportionately affect Toronto, rather than, say, Orangeville. TTC riders, after all, can travel from one end of North America’s fourth largest transit network to the other for the same flat fare. Will such a structure continue to exist in light of a new fare arrangement? Will riders from Scarborough or Etobicoke, as an example, face higher fares calculated under a GO
Transit-style distance scheme for the same trip downtown? Conversely, will taking short trips cost much less than they do today? Then there’s the question of jurisdiction. Would Toronto readily accept a new fare structure which costs more for its riders, or cuts into existing revenue streams to provide discounted trips? It’s hard to see how the TTC, which liquidates savings accounts just to trim budget deficits, could accept such an arrangement without some compensation. There are many questions Metrolinx still needs to answer about fare integration. Such a plan could well prove a revolution for transit, but first we need more details.

Paul Carr was married with three children when he decided he couldn’t suppress his sexual orientation any longer. "It was time to figure out what it was all about," he recalled of that life-changing moment when he came out to his family as gay in 1996. The man he started seeing suggested Carr join Gay Fathers of Toronto, a downtown peer support group. Gay Fathers of Toronto was formed in 1978 as a way to help gay men who were fathers and married to women. The group doesn’t pass judgment or tell members what to do. It simply offers support and shares stories to assist others in similar situations. Carr, who now sits on the group’s steering committee, said members are typically 40 years old, with one to three kids in elementary or high school. Their wives may or may not know their sexual orientation. He recalled an email he received from a man in December who simply, yet

"Typically, children today don’t see it as a big deal to be gay," he said. "Talk to your kids, and be prepared for unexpected questions." The man came out to his child, who was accepting, Carr said. But Carr acknowledged things don’t always go smoothly. "There are still lots of men who, for whatever reason, don’t come out," he said. "Or they deal with their sexual orientation issues later in life." The group is trying to reach gay fathers in the city’s suburbs, areas that typically don’t have the same support networks as downtown, he said. Chris Gongos was mar-
ried for 20 years with two kids when he decided "it was time to move forward and live my life as it was meant to be." He learned of Gay Fathers of Toronto after telling his therapist he was gay and in need of help. Five years later, Gongos is a group facilitator. "I had suspicions of my sexuality but was not ready to acknowledge them," he said of his younger self, adding his marriage ended when he came clean about his true sexuality. Gongos said he went to a Gay Fathers of Toronto meeting because "I wanted help from men who had gone before me." "There is a sense of community, we are a special subset of the gay community," he said. If he has any advice to share with men who are thinking of coming out of the closet, it’s this:"Your life will not completely fall apart if you come out," he said. "In Toronto we’re very fortunate, we live in a very accepting society." Gay Fathers of Toronto drop-in support group meetings are held on the second and fourth Thursday of each month at The 519 Community Centre, 519 Church St. Registration is not required.
