Ballooning subway proposal heads to Council for ninth vote DAVID NICKLE dnickle@insidetoronto.com Defenders of the onestop subway extension into Scarborough showed up in force to the March 7 Executive Committee meeting, where councillors were asked to confirm approval to the now more costly $3.35 billion, six kilometre subway extension. The committee spent most of the day with those defenders - many speaking on behalf of a group calling itself Connect Scarborough - and also opponents of the subway plan who charged that the line that will move trains between Scarborough Town Centre and Kennedy Station is both unaffordable and inadequate. In the end, the commit-

tee voted to recommend staying the course with the more expensive subway plan - with only one councillor, Scarborough East Councillor Paul Ainslie, voting no - for what will be the ninth time that Council has dealt with the subway. But the fireworks proceeded through the meeting. Robin Simpson, of Selkirk Investments, voiced her company’s support for the plan - particularly as it benefits future development that Selkirk and Oxford Properties are hoping to proceed with in the Scarborough Town Centre area. "It is time to stop treating the eastern part of Scarborough as Scarberia," she said. Ryan Maglaland of Connect Scarbrorough supported the subway - saying it currently took him two hours to get to work downtown from his home near the Toronto Zoo. "I don’t think it should be defined as a one stop subway-it should be called a necessary extension," he

Sitharsana Srithas, vice president of the U of T’s Scarborough Campus, said that the subway - and the Eglinton light rail extension - was essential for students trying to get to the campus.

"Historically, Scarborough has been underserved," she said. "Scarborough has seen the worse facilities, the worse services and is asked to pay more and more in fares. Scarborough is too big not to get high order transit." Councillors on the committee - and Mayor John

Tory - bristled at some of the deputations coming to promote the other side: cutting the Scarborough subway and returning to a fully funded light rail network. Tory asked one deputant, Joy Robertson of Scarborough Residents Unite who had argued that the six kilometre stretch without a

station was too long, about the strength of the support. "Are you prepared to accept the fact that business people came in here, the business community, and they talked about the people who would be coming in. it’s not as though there will be tumbleweed rolling down the platform," he said. She replied: "What I saw was their interests - their business interests took the forefront, ahead of our residents that need to be serviced first. That’s what I saw today." In his remarks, Tory dismissed opposition to the subway plan as people "who’ve used everything short of poison-tipped umbrellas and exploding cigars" to derail a subway project that Toronto Council had already approved. Other councillors noted that the subway was not technically approved until Council approved a tender. The matter will go to the March 28 meeting of Council.

Proponents, opponents clash over Scarborough subway

Exhibit shares past and present of Kingston Road motels An exhibition opening March 10 looks at the history and continuing uses of Scarborough’s Kingston Road motel strip. No Vacancy, which continues at Scarborough Arts’ Bluffs Gallery on Kingston Road through March 31, pairs historic images of the motels in their prouder past with contemporary artworks by Sandra Brewster, Nadijah Robinson and Curita Wright. Earning a less-than-savory reputation over the years, the remaining

Kingston Road motels have been used as overflow city shelters and temporary refugee housing. Through them, No Vacancy "explores the stories of Toronto’s displaced populations" and "examines the multipurpose use of these seemingly desolate motel spaces today," Scarborough Arts says in a release. Curator Alyssa Fearon added she was inspired by artists such as Theaster Gates and Rick Lowe, who "committed their careers to transforming communi-

ties through art." Besides an opening reception on March 10, there will be a guided walk of the exhibit on Saturday, March 18, as well as a panel discussion, "Vacancies in the Arts in Scarborough," moderated by Fearon, on March 30. Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-

zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. During the bitter, longrunning war, which ended in defeat for separatist Tamils in 2009, many Tamil-Canadians boycotted Sri Lankan products and asked other Canadians to do the same. In 2015, however, the island’s hardline regime changed when Mahinda Rajapaksa lost a presidential election. As a result, more TamilCanadians felt free to reunite with relatives back home, and to do business in Sri Lanka. "We saw a window of opportunity, a ray of hope," said David Poopalapillai,

Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. As a result, urban customers may find a lower fee on their bills whereas rural customers could get dinged quite substantially because they bear the brunt of the cost in less populated areas. The province currently has 60 local distribution companies, but Rodger expects that number to go down in the future. Mergers, he said, could help alleviate the cost of delivery as distributors find efficiencies in their transmission systems. “By having 60-plus utilities, there is an extra $1 billion of cost in the system … Through consolidation, you can remove those costs through efficiency gains.”

Metroland Media recently collected a sample of hydro bills from Ontario residents to investigate the discrepancy in delivery fees based on location and distributor. More than 20 electricity bills were collected from November 2016 across an area from Toronto to Bracebridge, Erin to Newmarket and a variety of places in between. Delivery fees ranged from $27.63 in Toronto with Toronto Hydro, to $177.92 in Erin with Hydro One. The fees cover the cost of getting that electricity to your home, explained Mark Rodger, a lawyer with Borden Ladner Gervais LLP and an expert in the utility sector. The fees are charged regardless of the amount of electric-

Autumn is often a forgotten season when it comes to maintaining a landscape. However, fall is a key time to keep landscapes in order. Harrison still playing 40 years after draft Scarborough native Steve Harrison is definitely not a household name in the hockey community. One thing he is, though, is persistent. This 58-year-old former third round draft pick of the St. Louis Blues in 1978, and former Scarborough

Don’t bully. That’s the message from police to teens during an Internet awareness presentation at Central Toronto Academy Tuesday. Students at the Shaw Street high school also took part in the event by showing videos they made on the issue of cyberbullying. Toronto police Det. Const. Warren Bulmer, a social media expert, warned students to not only be guarded about the content they’re posting online. "But the apps themselves do things that are sometimes beyond your control, and it’s important . to know a little bit about the applications and what they’re doing." Bulmer noted cyberbullying could be prevented through education. "Some things can be relatively simplistic and people can be blocked and things can be deleted," he added in an interview. "In other cases, it’s not as simple where things may be shared somewhere online where the ability to delete by the Internet service provider isn’t there." Bulmer said sexting is also a problem. "You have people engaged in intimate relationships at the young ages and sometimes things are recorded and sent

school. There have been things in the past that the police had to come in and talk about it," he said. "People were making fake accounts and saying certain things about students." Bulmer’s main message is simple: "Don’t be a bully." "But clearly there are some who still partake in doing that sort of behaviour so the underlying message I have is don’t accept the fact that it’s never going to happen and it’s never going to happen to you," he said. "Know what to do when it does or know how to intervene when you see something like that happening."

We certainly don’t want to leave the most vulnerable behind." The government consulted people recently on replacing provincial social assistance with a guaranteed basic income. Simpson and other ACORN members, however, want OW and ODSP rates raised immediately. Judith Taylor, on ODSP, can’t afford to get her three-year-old daughter in gymnastics or swimming and lives in a roach-infested building at Weston Road and Lawrence Avenue; she can’t afford to move and is $600 behind in her rent. "We are people," Taylor said. "I don’t want to live on the streets with my daughter and I don’t want to give her up."

Maxine wants people who think the province’s ODSP benefits are enough to live three months in her shoes. Those shoes were a gift from a friend. So was the jacket she wore as Maxine and others demonstrated outside a Weston-area office to argue Ontario Works and the Ontario Disability Support Program payments are too low. "The government knows no one can survive on what they’re offering," said Maxine, who wouldn’t give her last name but said she was a rest home administrator before suffering kidney failure in 1994. The North Scarborough woman’s been on ODSP ever since, and though she lives in public housing, getting through the month is getting harder no matter how she stretches the money. Maxine’s diabetic but sometimes misses meals. Her health is getting worse. She can’t afford fresh fruits and vegetables she needs for a healthier diet. "If you’re lucky enough you might get a friend to

throw you a pair of shoes," Maxine said on Feb. 27 as members of the advocacy group ACORN stood in front of the York Humber Employment and Social Services on Rogers Road. Some think "we’re all pariahs, we’re all scamming," said Laurie Simpson, chairperson of the group’s Weston chapter. Simpson said she’d love to work, but her disabilities don’t allow her to. On ODSP since 2005, she now spends 75 per cent of her payment on rent. Joy Mackenzie, on Ontario Works and homeless, said the city took her dog, Diesel, a 13-month-old Rottweiler, and are holding him in an Etobicoke shelter. "I’m trying to get him back but they say I’ve got to pay $209, which I don’t have." She said she agreed to leave her last apartment, where the stove was broken and you could smell the mould, on Jan. 25. OW doesn’t give people enough for shelter and food, Mackenzie said. "They’re not giving you what you need." Several at the protest said Toronto’s rising cost of living makes it impossible to meet basic needs, and people suffer as a result. Finding an apartment is

Trump could put Lake Ontario’s health at risk The existential political crisis that the United States is undergoing under President Donald Trump cannot help but impact the life of Canadians on the other side of the border. Travel for Canadian citizens and permanent residents of certain national origins will be impeded, thanks to the Trump travel ban. The arrival of refugees, fleeing home countries and the United States both, on foot across our undefended border, will swell. The flow of goods and services across the border . well, we’ll see about that. Something else we’ll see about will be the quality of the water that is lapping up against Toronto’s shoreline. Leaked documents last week indicated that the Trump White House is intending to make drastic cuts to the U.S. Environmental Protection Agency (EPA), and its concentrated $300 million Great Lakes Restoration efforts. By 2018, it will be down to just $10 million. How much will this cut

Much of the U.S. funding is, understandably, focused on the American shores of the Great Lakes - cleaning up old problems and restoring and strengthening wetlands. Our work will proceed apace. But of course there are interconnections. Tony Maas, Manager of Strategies at the advocacy group Freshwater Future, says that cut - combined with other cuts to the EPA, impacting the extensive amount of research the agency produces - will have a rippling impact. There are agencies that rely on EPA research, and on co-operative projects. Big, shared problems such as the

algae blooms choking out Lake Erie rely on EPA research. And the cuts highlight problems in quantifying Canada’s own contribution. While government does do work on the Great Lakes, it is difficult to track. The federal government did, in its last budget, allocate $3.1 million for dealing with those algae blooms. Toronto can’t be faulted, putting tens of millions of dollars into mitigating its major impact on Lake Ontario’s health - the stormwater run-off that has historically sent raw human sewage into Lake Ontario. What exactly is the Uber effect? Uber Canada is sitting rather pretty these days. The company opened a facility in Mississauga and, fuelled by decisive legal and regulatory victories, business seems to be booming for the private transportation upstart. Abroad however, Uber has faced negative headline after headline: a former female engineer documented a full year of bizarre and sexist treatment while working at the company’s San Francisco headquarters. The company’s CEO’s admitted, following a row with one of his own drivers, he needs to grow up and become a better leader. There is a still-unfolding story about how the company in some jurisdictions comes up with misleading travel data to throw off authorities. In the GTA at least, things are going far more swimmingly for the ride hailing company. It can operate legally and for now

Meanwhile its fiercest opponent, the taxi industry, continues to atrophy. That said, shouldn’t it be time to measure the effect of ride hailing on traffic patterns? In New York City, a recent mayor’s report concluded Uber and Lyft use clogs up traffic. Anecdotally at least, there are claims this is indeed the case here too. Another area requiring examination is the effect of

Uber on public transit. After years of wild growth, the TTC is finally starting to see ridership level off. Could Uber’s entrance into the marketplace have played a role in weakening ridership in places like Liberty Village where TTC service is limited or infrequent? Last September, the TTC’s board directed staff to meet with its City of Toronto counterparts to determine out the answer to some of these questions. No meetings have yet been set, and there’s no timetable for reporting. I’m not aware of any other traffic studies focusing on the Uber effect. Uber’s impact on transportation is undeniable.
