Both sides in conflict feel guilt over violence, group says MIKE ADLER madler@insidetoronto.com Tamil-Canadian business owners from Toronto who visited their Sri Lankan homeland have returned urging fellow community members to invest in the island and support its government.

Their appeal - unthinkable during the three decades of Sri Lanka’s civil war - came after March meetings with Sri Lankan leaders who, the investors say, admit the government was partly responsibility for the war and the suffering it caused.

"They feel the guilt now.

They’ve been contributing, and we’ve been contributing," Kula Sellathurai, co-chairperson of the Canada Sri Lanka Business Convention, told an April 23 news conference in Scarborough.

"They don’t want to see a second generation go through a war."

The 21 potential investors, on a trade mission with Don Valley East MP Yasmin Ratansi and two other Ontario MPs in the Canada Sri Lanka Parliamentary Friendship Group, met Sri Lanka’s president, Maithripala Sirisena.

They left impressed with his candidness, and his willingness to recognize injustices were done to Sri Lanka’s Tamil minority by governments led by the Sinhalese majority.

Years after a civil war ended between Sri Lanka’s government and separatist Tamils, Tamil-Canadians are encouraging investment there as a way to rebuild the economy of their homeland. which during the war became the largest outside Sri Lanka, played in donations supporting the violence.

"We, the diasporas, were the ones that helped fund the war for 35 years," said Stan Muthulingam, the group’s other co-chairperson, at JC’s Grill House.

The war ended in 2009 as the government finally crushed the separatist Liberation Tigers of Tamil Eelam.

In Toronto, where protesters had blocked the Gardiner Expressway during the conflict’s final days, calls continued for an independent Tamil state, boycotts of Sri Lankan goods and international sanctions to stop what organizations described as

continuing human rights violations and genocide against Tamils.

But Mahinda Rajapaksa, the president who oversaw the final military campaign, was defeated by Sirisena in 2015 and relations with the Toronto diaspora improved significantly.

By visiting the island now, Muthulingam said, "your perspective on the country will change and you will be a changed person."

Tamils were "pulled down" by past Sinhalesemajority governments, but Sirisena needs Tamil support and economic development in the island’s warravaged north and east to remain in power, said Muthulingam, adding, "we have a duty to strengthen this government."

Though postwar reconciliation "has to come from people themselves," Tamils in the north "need our knowledge," learned in Canada, about operating businesses, said Sellathurai.

"We can pass it on to these people, and they can improve their life."

The regime is also offering tax holidays, and long leases on land for foreign investors. It’s interested, for example, in arranging cold storage facilities for farmers, hospital management programs and toll roads, Sellathurai said.

There were decades of mistrust created between Tamils and Sinhalese, but convention chairperson Ganesan Sugumar said he sees the current government as sincere about re-

building the north.

"They are not fooling us.

They want us to come, they want us to help," he said.

"As a business community, we can’t talk about the political side, but we can help the region’s people."

Kim Derry, a former Toronto deputy police chief in Toronto, was part of the trade mission and said Sri Lanka is open for business.

People the group met, he insisted, "want to be seen as Sri Lankans," not as Tamil or Sinhalese.

Though they didn’t meet, the mission’s timing almost matched a March visit to Sri Lanka by Toronto Mayor John Tory, who signed a partnership agreement with Jaffna, the north’s largest city, and visited a memorial at Mul-

livaikal dedicated to Tamils killed during the final stages of the war.

Tory also donated books to the Jaffna Library, burnt by a mob in 1981.

In February, the Scarborough-based Canadian Tamil Congress hosted a three-day conference on redeveloping Sri Lanka’s northern and eastern provinces at Scarborough’s Centennial College.

That event, concentrating mainly on health care and education, featured several members of the Northern Provincial Council and Sri Lankan MPs. The Congress and other organizations have pushed for an independent international investigation of possible war crimes against Tamils in Sri Lanka, and David Poopalapillai, the group’s national spokesperson, said its views haven’t changed.

"We still want the Sri Lankan government to address the genuine grievances of the Tamil people."

The new government provides a "ray of hope" that justice will be served, but the pace of reform in Sri Lanka is very slow, Poopalapillai said.

The congress, however, supports reconstruction in the island’s north and east.

"We want the diaspora to go and invest and lift up the livelihood of the people."

Spokespersons for the convention, who say their next move will be to formalize their group and start a counterpart in Sri Lanka, believe the political situation there is improving, but the government fears giving concessions to Tamils before the next election.

Their message is, "Be patient, give us time," Muthulingam said.

MIKE ADLER madler@insidetoronto.com The Bridletowne hub is praised by everyone involved with it as "the future," but the North Scarborough project is currently running out of time.

Part YMCA and child care, part dialysis unit for the Scarborough and Rouge Hospital, part community and social services space, the building was proposed years ago on part of Agincourt’s former Timothy Eaton Business and Technical Institute property.

Its cost, however, has risen from $29 million to more than $80 million in six years. The 2017 provincial budget contains no mention of it, though hospital officials hoped to see one.

Toronto city council set a deadline on the hub last October, saying all contributing parties and governments must get necessary funds together by June 30.

Scarborough-Agincourt MPP Soo Wong is still "more than optimistic" things will work out by then, though the city has so far been reluctant to transfer the land, which it owns, to the hub’s proposed leaseholder, YMCA of Greater Toronto.

Had Mayor John Tory’s office given the province more information, "the decision would probably be in the budget book," Wong said last week.

The building on Bridletowne Circle would be a model for other hubs to come, and a regional draw for patients using one of North America’s largest dialysis programs.

But complicated arrangements needed between all three levels of government, plus YMCA and United Way of Toronto and York Region, all contributors to the project, make things difficult.

and federal funds should be available for the community centre, said Scarborough-Agincourt MP Arnold Chan.

"We all want this to work. We want it done" said Chan, adding there are few spaces for seniors to gather in his riding.

But the MP insisted there was no way all money for hub will be in place by June. "There will have to be an extension on the June deadline. This project’s too important," he argued last week.

Andree Robichaud, the hospital’s CEO, said its leadership will be "a bit nervous" until it sees what happens to the project.

Ontario one correction away from a debt crisis The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn.

It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario.

At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet.

The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt.

"Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said.

In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket.

To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt.

Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket.

We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now.

However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces.

The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces.

Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

Toronto Tamils ready to rebuild their homeland In a Scarborough banquet hall, I realized the civil war in Sri Lanka is truly over.

Greater Toronto’s Tamil people came here because of that war. They’re the largest Tamil diaspora outside Sri Lanka, and helped make Scarborough, Markham and Richmond Hill what they are today.

They came from a country where they felt the majority hated them, discriminated against them, and in many cases tried to kill them.

The war ended in 2009 with scenes of horror, as trapped civilians and fighters died by the thousands.

lected in Scarborough and Markham for the Tamil Tigers and their breakaway state. Local businesses gave willingly, or unwillingly.

The war was merciless.

Here, thousands waved the Tiger flag at rallies or carried banners demanding a Tiger-led Tamil Eelam. No compromise seemed possible.

In 2009, bombs were falling on aunts and cousins back home. Protesters in Toronto blocked the Gardiner Expressway.

Afterwards, Tamils here elected a "transnational government" to keep the fight going.

But Sri Lanka’s government changed in 2015. Separatist voices died away.

Compromise, that most Canadian of values, has taken hold.

At their press conference, the business owners were candid. Both sides, they say, feel guilty about the war. They know it was a terrible mistake.

"We, the diasporas, were the ones that helped fund the war for 35 years," adds Stan Muthulingam, the group’s co-chairperson.

Certainly, justice must be done for any atrocities suffered by Tamils in Sri Lanka. But those who made the trip say reconstruction and development are needed now, and the island’s government needs investors.

Eventually, war ends.

Teach personal safety, not ’stranger danger’: expert FIVE THINGS TO TELL YOUR CHILD ABOUT PERSONAL SAFETY:

ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Although child abductions by strangers are extremely rare, luring attempts may happen more often than some may think.

Earlier this year, a string of what police termed "suspicious incidents" in Malvern had the community on edge.

On March 29, a man in his 40s wearing black clothing came up to two children, ages four and six, near Neilson Road and McLevin Avenue and asked if they needed a walk to school.

Eight days earlier, a 10year-old girl walking through a trail near McLevin and Malvern Street was approached by a man who then assaulted her. She was able to kick the man and run away, police said.

On March 10, another 10year-old girl was walking home from Malvern Junior Public School when a man wearing a ski mask and sunglasses got out of a grey or black sedan and started to run towards her. The girl ran back to school and reported the incident to staff.

Three days earlier, two 10-year-old boys and a fiveyear-old girl were walking near Burrows Hall Boulevard and Purvis Crescent when a man in a vehicle approached and persistently offered them a ride. The children ended up running away.

And on Feb. 10, two nineyear-old boys were walking in the same area when a motorist approached and asked them to get into his car.

The boys ran away, and the vehicle left.

In one case, a Grade 8 student was waiting for a bus when a driver stopped and told her to get in. "She said, ’No, I’m not getting into your car,’" Pickrell said.

"When he got out to get her in the car, she just walked out in the intersection."

The man then got back into his car and drove off.

The girl later told Pickrell that she took the action because she remembered what the officer taught: be visible and draw attention to yourself when in danger.

"I tell them (when someone tries to grab you), make lots of noise, drop to the ground, roll around,"

Pickrell said. "Yell, scream.

You have to get attention so people look at you."

The well-known terms "street proofing" and "stranger danger" are controversial and no longer used by most in the child protection community because most children aren’t typically harmed while out on the street or by strangers.

"We call it personal safety," said Pearl Rimer, director of research, training and internet child exploitation program at Boost Child and Youth Advocacy Centre. "(Street proofing) gives an incorrect message that you need to be aware and afraid of who’s out

there in your community. .

The reality is there’s much greater risk from people they (children) or their family know and trust."

As well, young children identify strangers differently, often by how they look.

"If the person looks nice and doesn’t look scruffy . then they’ll likely talk to them," Rimer said.

Children also don’t associate someone they’ve seen before as a stranger.

"For example, when you go to the grocery store and you have the same cashier two times a week and you say hello, you still consider that person a stranger in the sense that you really

don’t know anything about him or her except that they work at the grocery store and they’re friendly. Your child would not identify that person as a stranger," Rimer said.

She recommends teaching children personal safety from the preschool or even toddler age with simple ideas.

"When kids say can they go out in the backyard by themselves to play, say ’No, Mommy has to be with you.

Daddy has to be with you.

Nanny has to be with you because it’s my job to keep you safe. Mommy has to know all the time where you are and who you’re with,’" Rimer said. "You use whatever situation arises to give them those messages, particularly ones about touch (and) no one should ever tell you to keep a secret from your mom or your dad. . A young child will define a secret as something that you whisper because they’re so concrete in their thinking, but that doesn’t mean that you don’t start talking about these things."

Cost of waterfront parks planning rises $1 million MIKE ADLER madler@insidetoronto.com Toronto and Region Conservation Authority (TRCA) has decided to spend an extra $1 million on a plan for connected parks along Scarborough’s Lake Ontario waterfront.

The TRCA says its study of the Scarborough Waterfront Project, which started in 2014, has so far cost $2.2 million; however, it might need $1.8 million more to cover "additional review and outreach activities" this year.

At an April 21meeting, the authority’s board approved the additional funds - enough, it hopes, to complete the environmental assessment of an 11 kilometre string of public green spaces between Bluffers Park and East Point Park by the end of this year.

Building the system of new parks could cost $80 million, but it would connect to

the Port Union Waterfront Trail, letting the public enjoy the shoreline below the Scarborough Bluffs from Brimley Road to Pickering.

Many Scarborough residents are aware of construction roads and erosion works below the bluffs, but the authority considers these areas unsafe.

The project would install more stone headlands and cobblestone beaches under the bluffs, put some private lands into public ownership, and improve lake access from Doris McCarthy Trail – also called Gates Gully – and the Guild Park access road.

However, some objected upon learning the authority’s plan, unveiled last June, includes a "series of switchbacks" through East Point Park to save 2.2 kilometres of sandy beach there.

The late Scarborough Coun. Ron Moeser lobbied for the trail to be at the water’s

edge. Others supported the detour and wanted to preserve another natural beach below Grey Abbey Park.

As a result of the controversy, the TRCA said its project team is doing a "comprehensive review" of the plan and comparing it to an "alternative" plan submitted to the authority.

Possible changes to the plan, the authority’s board was told, may include "increasing the length of sandy shoreline maintained; and minimizing, where appropriate, the size of cobble required along the proposed cobble beaches" along the future waterfront park.

The authority has promised to host another public meeting on the project, called a Public Information Centre, in Scarborough in late spring.

The City of Toronto believes people show up at Scarborough Bluffs Park in Cliffside expecting to find a parking lot and a beach.

When they discover there’s no beach, many visitors "use unsafe and dangerous methods to climb down the bluffs," trying to reach Bluffers Park and its shoreline below.

And that produced about 25 emergency calls last year alone to rescue people climbing down, says a report to Scarborough Community Council.

In an attempt to stop such behaviour, Scarborough councillors on May 2 voted to change Scarborough Bluffs Park’s name to Scarboro Crescent Park.

"The renaming of this property will reduce public confusion and disappointment when visitors arrive at the park and cannot reach the beach," the report said.

The city sees "unprecedented and significantly increased" numbers of people trying to reach Bluffers in spring and summer.

Scarborough Bluffs Park, on Undercliff Drive, has no legal parking, which also leads to congestion in the area, councillors were told.

The park has a trail leading to lower ground, but it ends far from the beach on Brimley Road.

People may be at parks atop the bluffs for other reasons. Neighbours of nearby Sylvan and Sunnypoint parks have complained about rowdy teens gathering in isolated areas.

When people visit a police station, it’s usually because something bad has happened.

But on May 13, north Scarborough residents are invited to 42 Division station for a fun experience: a barbecue and open house.

"They can take a tour, they can see what we do and meet the officers and the superintendent," Const. Gary Gomez said.

"For the kids, they like to come in and check the cells out."

The station will also have specialty police vehicles on display, a crash car courtesy of Accident Awareness Inc. and electronic fingerprinting for children.

"It’s a really good thing for parents to have, (and) it’s only for parents. We don’t do anything with the information," said Gomez of the fingerprints.

The event runs from

noon to 3 p.m. The station is located at 242 Milner Ave. near Markham Road.

The annual open house is a kick off to police week, which runs May 14 to 20.

According to the Ontario Association of Chiefs of Police, this year’s police week theme, Working Together for Safer Communities, aims to promote the concept that community safety is something that police, governments, businesses and ordinary citizens accomplish together.

Meadowvale street gets new name The Toronto Zoo is set to get its own street name in Scarborough, but the change will be ceremonial rather than real.

For years, the city considered changing the name of part of Meadowvale Road to Zoo Road in order to make the route to the zoo easier to find.

Costs of changing overhead signs on Highway 401, estimated in 2011 at $200,000, and recognized "inconvenience and cost" to owners of 21 addresses from the highway to Old Finch Avenue, stalled the plan.

Owners would have to change their personal doc-

uments and signs. City policy says 75 per cent of those affected must support decisions to rename a street.

Instead, Scarborough Community Council on May 2 voted to add secondary signs on Meadowvale recognizing the road as "Toronto Zoo Way".

Mueller said. "We are looking. Real estate costs in Toronto are very high."

While HFS is running into difficulties trying to find a location for a new shelter, residents who have moved out and into their own homes are finding it hard to keep them.

The shelter’s staff has seen many residents returning because of financial instability.

Rena Miciek used the shelter’s services five years ago and finds herself needing its help again.

"I couldn’t keep my home," Miciek said. "We had a mixture of complicated circumstances. Financial issues were one of them."

She and her husband were forced to return to the shelter in December 2016.

While many are struggling with financial instability, Mueller said there are other reasons why someone struggles to keep their home.

"It happens, especially if people are living in a roommate arrangement," Mueller said.

"If one of the roommates moves on and they can’t find another roommate that would work for them, they can’t manage their apartment on their own. Sometimes people become homeless because they (can’t) put up with their partner. There’s a myriad of reasons of why people leave or give up their housing."

The city’s Daily Shelter Census has been showing an average of 90 per cent occupancy for coed shelters.

According to Toronto’s average night census of permanent shelter systems, the occupancy is rising every month.

ing administration division said in an email that the increase in shelter demand in 2016 and 2017 is due in part to refugee claimants.

"The city is dealing with additional demand for shelter by adding more beds to the system," Anderson wrote.

"More than 660 beds have been added since last fall. Some additional beds have been opened in existing shelters. Some beds are through temporary new shelter programs - including the Homes First Kennedy Road location and a 36-bed program for refugee men operated by Sojourn House. Most additional beds are through motel contracts."

In an effort to prevent individuals from becoming homeless again, housing helpers at each of HFS’ shelters help residents define their housing goals.

"We try to work with the client in an intervention process, get a plan in place and help that individual develop strategies, such as making first and last month’s rent," Mueller said.

Still, many people are finding it difficult to stay out, especially since rent prices in Toronto overwhelm the monthly allowance provided by Ontario Works, which provides financial assistance.

Ontario Works’ basic monthly allowance in fall 2016 was $706 for one person and $1,205 for a family of four.

The average private market rent in Toronto was at $942 for a bachelor

apartment and $1,301 for a two-bedroom apartment.

Anderson wrote that housing allowances are also available to people experiencing homelessness.

"Allowances are up to $500 a month, depending on the household’s income and rent," Anderson wrote.

Mueller also said the individuals staying in shelters would benefit from programs that are not included within the funding they receive from the city.

"The City of Toronto supports shelters, but it supports the core funding of shelters," Mueller said.

"The foundation (Homes First Foundation) enables us to go beyond core funding to improve the quality of life and the dignity of our residents, through programs such as the volunteer program, the community development program and our mental health program."

Anderson wrote that the city "knows that operating a shelter is extremely challenging and that partner agencies can always put more funding to excellent use given that costs rise and client needs are more and more complex."

Miciek hopes that more funding for programs will be provided as the programs help encourage people and give them a reason to live.

"Their (the shelter’s) goal is to handle our issues here," Miciek said.

"They’re doing the best with what they’ve got.

They want to get us out."

Scarborough MPPs have called on Raymond Cho, the area’s only elected Progressive Conservative, to support a provincial bill allowing photo radar in school zones.

The Safer School Zones Act, which could also be used to lower speed limits around schools, would "have changed the situation" the day a six-year-old boy was struck and killed by a car outside East Scarborough’s Morrish Public School, says Parthi Kandavel, a public school trustee.

The senior kindergartener’s death a week earlier "devastated all of us," Kandavel told a told breakfast event on the Ontario

budget organized by Scarborough Rotary clubs on Friday, April 28.

Kandavel then said Cho and fellow PC MPPs should reconsider their position against the bill.

The bill includes both "school zones" and "community safety zones" as places where cameras could be installed. Both opposition parties have said they support photo radar around schools, but PCs want the bill amended to keep photo radar off highways and other roads.

At the event, Scarborough-Agincourt MPP Soo Wong suggested a community safety zone could be an area with a large number of seniors or retirement homes.

"If you don’t speed, you don’t have to worry about photo radar. Let’s call it like it is," Wong said at JC’s Grill House. "This young boy (at Morrish) didn’t come back home."

wood MPP Mitzie Hunter also mentioned the boy’s death. "He was hit right in front of his mother and died," she said, and asked Cho to tell the PC caucus "to do the right thing" on the Safer Schools Act. Cho, who recently won a Scarborough-Rouge River byelection, didn’t argue the point but did accuse Liberals of balancing the budget "only on the surface" and implied the party is responsible for Ontario’s "just enormous" debt.

PC leader Patrick Brown, Cho said, has called for a moratorium school closures, including two in his riding, he said result from irresponsible Liberal spending.

"There are 300 schools on the chopping block," said Cho. Hunter, who is also Ontario’s education minister, said when the status of schools is reviewed, it’s for a number of reasons, including their age.

Mayor John Tory’s ongoing campaign to draw provincial funding for transit and housing appears to have drawn a bit of blood.

Premier Kathleen Wynne’s Transportation Minister Steven Del Duca came to Tory’s doorstep – immediately following a meeting between Tory and Progressive Conservative Leader Patrick Brown on Monday – to make the Liberal government’s case and accuse Tory of going "a little bit over the line."

"I think his behaviour in the last few days is a little bit over the line," Del Duca told reporters outside Tory’s city hall office.

The appearance came the day after a Sunday morning news conference Tory held in Etobicoke North – Shafiq Qaadri’s ward, criticizing the province for failing to address more than $800 million in necessary repairs to Toronto Community Housing buildings in its April budget.

He also criticized Tory for not bringing enough city cash to the table for transit projects.

Tory had just wrapped his meeting with Brown and the two had spoken in front of cameras inside his office, where he had repeated his criticisms of the budget.

He said that, while the budget delivered last Thursday did offer some relief on housing and transit, it failed to deal with major issues.

"My frustration is that they did some things that

dealt with housing but (nothing) on the two biggest issues we’d talked about with them for months.

There is nothing on future transit projects and nothing on housing repairs," Tory said.

For his part, Brown would not commit to funding all of the major transit projects, which would include the downtown relief subway line and the waterfront LRT. He did confirm his party’s support of the Scarborough subway – which he maintained would be firmer than the support that the Wynne Liberals are currently giving the Line 2 extension to the Scarborough Towßn Centre.

As well, he said that a Progressive Conservative government elected in 2018 would take the stick to Bombardier and ensure that new light rail vehicles were delivered on time.

"We are having meetings to discuss shared priorities," he said.

"Unlike Premier Wynne and the Liberals, we are not taking any part of the City of Toronto for granted."

Scarborough now has a collection of cherry trees too, and they’re in bloom.

Some 45 trees - donated

by Sagamihara, Toronto’s sister city in Japan - were planted in 2015 and 2016 in the Birkdale Ravine, a park running from Ellesmere Road to Brimley Road.

Michael Thompson, the local councillor, returned there Sunday with members of the Japanese community who were involved in the planting. He described the scene as magical.

Sagamihara, a Tokyo suburb, actually signed a friendship agreement with the City of Scarborough before amalgamation with Toronto, she said. "Scarborough has a very special place in the mind of Sagamihara."

The mutual acts of passive aggression between the provincial Liberals and the Mayor of Toronto continued to escalate this week - as not coincidentally, the implications of Kathleen Wynne’s penultimate budget before the elections in 2018 continued to sink in across the city.

Wynne’s budget taken on its own was a good shot at redemption for a government that seemed out of options. It is balanced thanks to a robust economy, and offers up some real benefits to be enjoyed across a broad swathe of youthful voters.

Pharma-Care for Ontarians under 25, tougher rent controls and a foreign buyer’s tax to maybe make housing more affordable ... If anything can get out the elusive under-25 tenant vote, this just might. Fix public housing and fund transit expansion? Not this time, the premier has decided.

Liberal Peter Milzcyn, a former city councillor now representing Etobicoke Lakeshore, reminded us that Progressive Conservatives don’t have a great record on funding transit and housing in Toronto.

Best to settle in for the long haul: another year at least, and who knows how much longer if they both get re-elected.

With all the excitement surrounding the Leafs and Raptors in the playoffs, the spotlight sure has been off the Blue Jays.

But with their horrific start they won’t be able to hide in the Toronto sports scene much longer.

The Leafs surprised everyone except maybe themselves by pulling in front of the President’s Trophywinning Washington Capitals 2-1 on the strength of two exciting overtime victories. Then they plummeted back to earth in a hurry.

The Caps asserted themselves in the first period of Game 4. It was boys against men as the Caps built a 4-1 lead that they never relinquished. Washington rolled on from there, eliminating the Leafs in six.

After a slow start to the series for the Raptors, they advanced to Round 2, par-

Sooner or later, the city is going to wake up with a hangover after all the playoff fun of the Leafs and Raptors, and the Jays will be left, raw, exposed, with their butts flapping in the breeze.

No doubt they have benefited from flying under the radar as the sporting public was paying much more attention to the Leafs and Raps.

You can’t hide batting averages starting with 1.

You can’t hide the loss of two key starting pitchers, or former MVP Donaldson, even steady shortstop Troy Tulowitzki. I hope you are all enjoying the playoff ride, Maple Leaf Square, Jurassic Park. Because there isn’t likely to be much joy at the Rogers Centre this summer.

New pharmacare plan shows ’leadership,’ MPPs say MIKE ADLER madler@insidetoronto.com Joshua Joachimpillai, 22, says the Ontario government’s new pharmacare for youth gives him confidence.

"I haven’t filled a prescription in a while, but I know it’s there if I need it," the University of Toronto Scarborough biology and psychology student said Friday.

Joachimpillai stood quietly beside five Scarborough Liberal MPPs at a Shoppers Drug Mart on Markham Road as they talked about the plan, which starts next January and could cost $465 million a year.

Children and youth under 25 will get free access to 4,400 medicines at pharmacies. Though some are already covered under a parent’s health plan, others aren’t.

Many young entrepreneurs and children of small business owners don’t have drug coverage, said Scarborough Centre MPP Brad Duguid, who is Ontario’s economic development minister.

Ontario had tried unsuccessfully to get Ottawa to launch a national pharmacare plan.

"We will continue to

Scarborough-Agincourt MPP Soo Wong said she knows some families have trouble filling prescriptions. "In order for a child to learn, they have to be healthy," she added.

Opposition leader Patrick Brown has criticized the Liberal plan, saying it wrongly extends drug benefits to the province’s wealthier families.

At a budget forum arranged that morning by local Rotary clubs, Dr. Peter

Markle, a Scarborough dental surgeon, agreed with that argument, saying as a higher income earner, it made sense his family should pay his "fair share."

"I want to keep these tax dollars for low and middleincome families who really need them," Markle said.

Before the budget’s release, Ontario’s New Democratic Party promised to implement a universal pharmacare system if it takes power.

Duguid said free coverage regardless of family income is fair and makes the Liberal program easier to run. The MPP said he didn’t want a system where Jerry Ip, an associate owner and pharmacist at Shoppers, "asks people to pull out their pay stubs."

Initial recommendations include: • Developing a simplified street network and a summary of key moves, including establishing a signalized at-grade intersection at McCowan Road and Progress Avenue • Improving pedestrian and cycling infrastructure throughout the Centre • Supporting future transit improvements This Transportation Master Plan study will follow Phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA) process, providing opportunities for public consultation at key stages. This study’s findings may result in amendments to the City of Toronto Official Plan.

More shelter beds urgently needed, advocates say JUSTIN SKINNER jskinner@insidetoronto.com The closure of the city’s emergency warming shelters and 15 of 16 Out of the Cold shelters on Saturday, April 15, is only exacerbating Toronto’s housing problems, and agencies serving the city’s homeless population are calling on all levels of government to address the problem.

Leaders and volunteers from several of those agencies gathered at Street Health on Tuesday, April 18, to discuss the critical need for more shelter spaces to combat the ongoing problem of homelessness.

According to city statistics, Toronto’s shelter system was at 97 per cent capacity in March, well above the 90 per cent target the city has set. That number was even higher - 99 per cent - for homeless women.

For many, emergency shelters are a lifeline throughout the winter months, but they are forced

to sleep on the streets once the weather warms up.

"On an average night this winter, 194 people slept at a warming centre or a 24hour drop-in, and approximately 100 people slept at an Out of the Cold," said Street Health executive director Capri Rabin. "That’s an average of nearly 300 people a night who slept on floors, mats and in chairs, and in facilities that don’t even have proper showers or enough bathrooms."

Rabin called on the city to open 300 emergency spaces on a permanent basis to meet the needs of Toronto’s homeless population.

She added that keeping warming centres open longer was hardly an adequate solution given the lack of beds and amenities on offer in such spaces. Facilities such as public gymnasiums or the city’s armouries could, by contrast, provide space for beds and shower facilities.

"Last night, Sistering had 57 women staying in our facility overnight, as they have done for the last year," she said. "We have 12 reclining chairs. That

means . 45 people sleeping on the floor in a facility that is not designed for that. It’s not a shelter, but it is better than a woman sleeping on a grate or sleeping in a park."

Out of the Cold was created as a temporary fix to the city’s homeless crisis, but after more than 20 years, the problem persists. Beyond simply giving people a place to stay, many drop-ins offer meals, health care and other lifesaving services.

For Brian Riccardi, who has benefited from dropins, the cutting of emergency shelters puts people at risk.

"For four months, people had a safe, warm place to go and a lot of times got help for the various things they need help with, including housing, clothing, food, abuse of substances," he said. "After those four months, they’re told in no uncertain terms, ’for the next eight months, you’re on your own - pray for the best and hope you’re back next December.’"

The speakers called on Torontonians to urge councillors to vote in favour of opening more shelter beds immediately.
