In September 2012, Catherine Hernandez, future author of Scarborough, a novel, spent 24 hours in a rubber raft filled with filthy water.

She volunteered for Operation Lifeboat to raise awareness and funds for natural disasters that occur in the Philippines. But Hernandez calls them unnatural.

When her mother was a child there, the Philippine capital of Manila might flood, and that was natural. There were enough trees to suck up the overflow of water.

But deforestation of indigenous lands for mining left nature no way to recoup itself. And Hernandez believes Canada "has a really big hand in all that."

People could look in through the window. Online, around 1,100 people were watching her live over 24 hours through a feed people could sign into.

Some apparently watched it for hours, going through their day, making dinner, and checking in to see if Hernandez was alive.

She ate no food, just drank water at intervals.

Storytellers, dancers, and spoken-word artists performed around her, different ones every hour, some trying to perform but in tears. Some performed in other parts of the world; there were 24 in all.

It takes about 24 hours to travel to the Philippines.

Hernandez was meditating on that, sending a message of love. She remembers it was a very solemn occasion, and it started and ended with a candlelit vigil.

"People understood the ritual of it all," she says.

Hernandez was inspired by seeing a picture of a little boy hanging onto a piece of driftwood in Manila. On the Operation Lifeboat poster, the photo shows the boy surrounded by floating plants and other debris; his head and left arm are visible, the water is up to his chin, and his identity is unknown. He looks like he’s trying to keep a few things together as he looks for help.

"My aim is to be in solidarity with this young child whose struggle through filthy waters needs to be known internationally, as well as to raise funds for the survivors of the Manila floods this year," Hernandez said in the press release. "I know that the culprits to this supposed natu-

ral disaster are political and economic."

At 8 p.m., on Sept. 22, she stepped out of the raft as an all-female ensemble, Pantayo, played a set of brass Philippine instruments, the kulintang, which is simple and gong-like.

There is a searing moment in Scarborough, a novel when one character tells another he is a disgrace as a father. "Your daughter deserves better," the man says. "Go home and change things. Or let her be fathered by someone else."

Hernandez says that speech isn’t meant for the parents at her daycare.

But she has come to recognize a cycle of abuse reflected in the novel, whose story is mostly told through the perspectives of children. Sometimes it starts, Hernandez says, when people choose their lover over the safety of their child.

She believes the way out of the cycle starts with caregiving, and that every child "needs to understand what misogyny looks like", and that "women are not servants, not here to do your emotional homework."

A lot of people, she thinks, aren’t ready to let feminine people become strong. When she was in an abusive relationship, Hernandez says, she didn’t believe "in the strength within me to leave sooner."

Now, she’s learned the sieve "through which people wanting to hurt you will never pass" is called selfcare.

"I am most definitely a person who speaks my mind."

MIKE ADLER madler@insidetoronto.com After years of study and changes to its plans, the City of Toronto seems ready to build new incinerators at the Highland Creek Wastewater Treatment Plant. The Beechgrove Drive facility’s current incinerators are obsolete, and in 2011, Toronto city council approved "beneficial use" - hauling away sewage sludge - as a replacement.

Residents near the plant appealed, however, and after a new environmental assessment costing $1 million, council chose new ’fluidized-bed’ incinerators in 2016. In April, Ontario Environment Minister Glen Murray said he’d refused a request to "bump up" the plant project to a full environmental assessment, which would have meant further study.

Licensed rooming houses could soon be coming to parts of Scarborough, North York and Etobicoke where they’ve never been allowed before.

The City of Toronto has plans to create five "pilot areas" in parts of the city where houses with up to seven dwelling rooms would be legal for three years.

These areas - south of York University’s Downsview Campus and Seneca College’s Newnham Campus in North York; in Highland Creek near University of Toronto Scarborough; and across three wards north of Highway 401 and east of Victoria Park Avenue in Scarborough; and in Etobicoke near Humber College - are Toronto’s top spots for complaints about illegal rooming houses.

Weathered flags should be grounded With Canada Day celebrations, marking the 150th year in our nation’s history, rapidly approaching, flags will be flying from coast to coast.

In many cases, bright, pristine Canadian flags will be front and centre at legions, government offices, businesses, and private residences. They’ll be prominent at countless special events and even attached to cars and trucks. And, unfortunately, there might be a few cases where our cherished symbol looks less than pristine, maybe even a bit ragged and threadbare.

Want to fold your flag? The ceremonial folding of our national flag involves six to eight people following six specific steps.

Has your flag seen better days? "When a flag becomes tattered and is no longer in a suitable condition for use, it should be destroyed in a dignified way."

We’re not quite sure what constitutes a ’dignified’ disposal, but we do concur with the notion that the Maple Leaf should fly only in a pristine condition.

To display Canada’s national flag is to demonstrate one’s patriotism and appreciation for our good fortune in being able to live in the best country on the planet.

To display a weathered, shabby version is to do a disservice to this most important symbol of our nation.

Bringing stories of Toronto’s suburbs downtown I remember being disappointed two years ago when the Toronto Public Library released the Toronto Poetry Map. It’s a great idea: dots on the map, each linked to a snippet of verse describing that place, or this intersection in the city.

Except, some downtown places had overlapping dots, swollen with multiple mentions. All of Scarborough had just four dots.

The Toronto Zoo, Scarborough Bluffs, and the Hav-A-Nap Motel got mentioned, but not much else.

For our other suburbs, things weren’t much better.

Etobicoke, on that map, was a poetry desert. Ditto, East York.

Where were the words describing them? How can this be a city whose stories

men going to East Point Park for sex, the Scarborough East Pow Wow, a school literacy centre, a Caribbean restaurant, fights at a dollar store, fantasies of orangutans escaping the zoo.

The best-known Toronto novels and poetry are about the old Toronto, partly because many are set in Toronto of the past.

So, I’m grateful for the "What’s Your Story?" contest from which the Ontario Book Publishers Organization started to draw out diverse, but unpublished, writers from Scarborough, North York, Etobicoke and East York.

"Diverse people produce diverse stories," says Holly Kent, executive director, but it’s hard to get suburban writers to literary

events happening downtown. "It can seem very insular to an outsider."

This is the second year the group has received stories and poems inspired by these four former suburban cities. Once again, Kent says, the contest jury was "floored" by their quality.

You’ll be able to see this year’s winners reading their work this fall.

Now that the city’s major art groups and festivals are finally discovering the suburbs, the literary scene is making it out there too.

Through fiction, we’ll find more of the truth about this city. We might finally understand each other.

Toronto tech talent flourishes in the 416 City considered the place to start, establish a tech-based business HILARY CATON hcaton@insidetoronto.com Toronto’s technology ecosystem is a breeding ground for the latest startups and innovative technology. Companies like Uber, Google and Twitter have flocked to Toronto to establish Canadian headquarters because it’s seen as the place to foster the next wave of technology to move society forward.

And it’s not on a whim.

There are more than 400,000 people employed in the tech sector in the city and it is still growing. Because of that, the City of Toronto is putting more emphasis on nurturing its tech talent. According to Scarborough Southwest councillor Michelle Holland, the city’s first appointed official as advocate for the innovation economy, it starts by tackling the sector’s branding issue.

"Toronto really punches above its weight when it comes to being a tech city.

It’s the number 1 city for startups and a great place for people to start and grow a business," Holland said.

"But the problem is our own Canadian-ness, we don’t beat the drum enough. These guys are top talent at the forefront of thought leadership and innovation and we need to show that. The tech talent in Toronto is doing phenomenal and we just need to get the word out and not be so shy about it. We need to get over that."

Rover Parking is in talks to team up with the City of Toronto on a pilot project near Islington station, where parking lots have been removed. infancy, was much needed, said Holland. She aims to create growth in the technology sector in Toronto and the Toronto-Waterloo Corridor, with a focus on attracting and retaining talent with diverse backgrounds. Holland is currently working with a team out of the Civic Innovation Office at city hall to develop "a narrative" for Toronto’s global tech brand.

"We’re trying to retain talent and talent stays because they have opportunities to build their business.

It’s not about the cuisine or the diversity, as amazing as that is. In this ecosystem to retain talent and

draw it from other countries you need opportunities, and we’re always looking at how to do that," Holland explained.

In the last few years, Toronto has continued to push and create these opportunities for startups by offering incubators, accelerators and access to the tech community and it’s beginning to pay off. Toronto has a growing startup ecosystem containing between 2,500 and 4,100 active tech startups, according to a 2016 report released by TechToronto. It also states Toronto is the strongest startup ecosystem in Canada.

and there’s great talent here. I think there’s also a really good community you can tap into," said Chris Rickett, the manager of entrepreneurship services with Start Up Here Toronto. The economic development initiative was launched to support startups and connect entrepreneurs to programs, resources and events to help them start, grow and scale their business.

"There are over 60 incubators and accelerators from idea-stage programs like The Founder Institute to early-stage incubators like the DMZ, and bigger organizations

like MaRs and OneEleven that (help at the) post-seed stage. So there’s support for tech companies at every level giving them a chance to connect and get the right support at the right time."

But Toronto wasn’t always that way Rickett describes. Grant Brigden, the founder of Rover Parking, an app that allows residents to rent out their driveway as a parking spot in the city, remembers a time when Toronto was floundering to grasp what startups needed to thrive in the city.

"It’s gotten 300 per cent better in the last year and half.

Just the way people are thinking about startups in Toronto will push it to become one of the top leaders for tech," Brigden told Metroland Media.

He launched Rover Parking about two years ago and for eight years, until 2010, he worked in Silicon Valley for the company OpenWaves, which was later sold. He admits that when he decided to try and get funding for the company in the city, it was different from Silicon Valley, Toronto was "super frustrating".

"When we started there wasn’t much help. The problem Toronto had, if I had to simplify it, was they were confused between scale up and startup," he explained.

"When we went looking for money, they asked for things like metrics that startups don’t have yet.

Those numbers come at the stage of a scale up."

But Toronto has improved, he said, mainly due to the rush of companies like Facebook, Autodeck and Slack taking notice of Toronto’s potential.

"We’re starting to see a lot of organizations starting to realize they need to set up in Toronto because the next wave of entrepreneurs and startups will be a lot bigger in Toronto than the wave before that," Brigden said.

Rickett agrees: "The tech landscape in Toronto has kind of blown up. That global recognition of talent and innovative thinking is happening.

We’re just starting to scratch the surface on what Toronto’s tech communities can do."

The Toronto and Region Conservation Authority has approved for Scarborough what may be the largest wildlife hospital in Canada.

With a main building of 52,235 square feet on a 68-acre Steeles Avenue property, the Toronto Region Wildlife Rescue and Rehabilitation Centre is more than twice as large as the proposed home for the Toronto Wildlife Centre the Authority approved through a 2012 vote.

Then, the project was supported by Cilla Kent, wife of then-Federal Environment Minister Peter Kent, who had announced months earlier Rouge Park would be the nation’s first "urban national park."

Cilla Kent wrote the authority, saying TWC Executive Director Nathalie Karvonen and her colleagues "provide a unique essential service" in Toronto, and her husband "is making it his business to investigate all possibilities of finding an improved and appropriate home for TWC, in or around the new Rouge National Urban Park."

The project was since reviewed and scaled up to a $30-million facility east of Ninth Line. The Conservation Authority board on May 19 voted 14-1 to contribute $15

million.

The TWC started in 1992, with Karvonen and handful of volunteers. It now treats 5,000 animals at a 14,000-square-foot facility operating year-round in Downsview Park.

That building is "poor condition" and will be demolished after the lease expires in January, the board was told.

As a partner, TWC must raise at least $10 million for an endowment fund, and $5 million of in-kind contributions.

Scarborough Centre Councillor Glenn De Baeremaeker, a longtime TWC supporter and a Conservation Authority board member, said the new facility will be fabulous place, fitting well into the park despite its size.

De Baeremaeker suggested staff at the TWC could be equipped to prevent tragedies like the police shooting of a black bear that wandered into Scarborough’s Malvern area this month.

The property was formerly owned by a developer who wanted to build an estate subdivision there, with "5,000 square foot houses with manicured lawns," said De Baeremaeker.

In interactions between humans and animals, it’s usually the animal that loses, he said. "We have a moral obligation to take care of them."

MIKE ADLER madler@insidetoronto.com It’s been five years since Peter Kent and the late Jim Flaherty, then ministers in Canada’s Conservative government, came to Scarborough to announce funding for the country’s first national urban park.

They promised levels of financial support and protection beyond the reach of those who had managed park lands in the Rouge River Valley since 1995.

A long standoff followed between the Conservatives and Ontario’s Liberal government, which refused to turn over land in the valley because it wasn’t satisfied with the park legislation.

But the federal government changed, and an amendment to the legislation - Bill C-18, now in the Senate - should clear the way for Ottawa and Queen’s Park to join their holdings this year.

Pam Veinotte, entering her fifth year as park super-

intendent, expects the next five years to be busy.

During the dispute, Parks Canada could only control the north of the park, federal land in Markham which continues to be leased by farmers.

The park this month received 21 additional square kilometres of land banked long ago for a Pickering airport, and Veinotte expects to start soon on extending park trails north, east and west.

But though C-18 enshrines "ecological integrity" as a principle for the park, questions about the federal plan remain.

Jim Robb, general manager of Friends of the Rouge Watershed, was one of many conservationists concerned by Parks Canada’s plan to "balance" interests of farmers with ecology.

He still wants the park based around a wide "ecological corridor" included in previous park plans along the Little Rouge Creek in Markham, now

Scarborough councillor Glenn De Baeremaeker, a longtime campaigner for the Rouge, said he’s happy with Parks Canada’s management. "Our baby, our beautiful park, is in very good hands."

The 12-member board, which includes four city councillors, approved the zoo’s latest offer after receiving an update. No further talks were scheduled.

Managers are caring for the zoo’s 6,000 animals.

Five cheetah cubs were born on April 30, and two clouded leopard cubs on May 13.

High school using $8,000 Best Buy grant ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com It was an exercise in not only robot building, but team building.

And the robot, built by a group of students at St. Mother Teresa Catholic Academy in Scarborough, was showcased at a robotics demonstration at the high school Thursday, May 18.

Grade 7 and 8 students from nearby elementary schools attended the demo, which also featured a Toronto police bomb squad robot and a drone show put on by startup technology company Arrowonics.

Mother Teresa teacher Mary Charles Hills, who helped start the school’s robotics club, said students gained "real world" experience by the robot-building

exercise. "It’s team building to problem solving, and that’s what engineers do in the real world."

The high school received an $8,000 grant from Best Buy two years ago to promote robotics. Since then, the school has been working to integrate robotics into its curriculum, particularly in Grade 9 and 10 applied-level courses.

"It’s the way of the future, no two ways about it," Hills said. "And our students are very privileged to be a part of this and to experience hands-on how math is used in the real world as well as physics."

The student-built robot, named Leah, has so far participated in two competitions, one at Ryerson University and the other at the University of Western Ontario.

Student Dianne Lacadin said she got involved because she thought it would be "so cool to build robots" with friends.

Caregiver Show can offer help, ideas

JASMINE HUI jhui@metroland.com Carm Di Piazza became a full-time caregiver for her parents 10 years ago after her mother was diagnosed with Alzheimer’s in 2007 and her father’s health was declining.

She took care of her father until he died in 2014 and is still caring for her mother.

"It was challenging at first. I had two nervous breakdowns at the beginning because I was doing it all on my own," Di Piazza said. "It required a lot of patience, energy and time.

It wasn’t easy."

Her parents did not want to be in a nursing home, so Di Piazza fulfilled their wish by taking care of them every day, do-

Cowman became her main caregiver, cooking meals and helping with tasks, such as grocery shopping despite having severe neuropathy in her hands and feet, which classified her as disabled.

"It’s worked out well, considering what we’ve both been through," Cowman said. "It was a bad three years for me and mum was there for me the whole time. I’ve done the same for her."

Mary Bart is the chair of Caregiving Matters, a registered Canadian charity that offers an online forum for peer support where caregivers can learn the issues and efforts that go into caregiving.

"Mum looked after me for close to one year," Cowman said. "After three years of people looking after me, mum and I moved into an apartment together."

Cowman recovered from her illness, but her mother went through severe dehydration and developed bowel issues.

Seniors invited to weekly dance

Park visitors urged to check carefully for ticks MIKE ADLER madler@insidetoronto.com It took about 30 seconds of dragging a sheet of flannel over the brush before Shannon McSorley found a tick in Scarborough’s Morningside Park.

"You can see he’s moving," the Toronto Public Health employee said on May 18 as she examined the tiny, spidery creature caught on the fabric.

She knew it was an immature black-legged tick, called a nymph, because it had three sets of legs, not four. Such ticks, now found in Toronto, can carry debilitating Lyme disease.

"He’s had one blood meal. He needs to have another one," said McSorley, who was steps away from a picnic ground that’s busy on weekends.

"We’re standing in ideal tick habitat right now."

So far, the Morningside and Algonquin ticks haven’t tested positive for bacteria which transmits the disease, said Dr. Christine Navarro, associate medical officer of health.

Last year, though, 29 of 63 found in Scarborough’s Rouge Valley tested positive. Black-legged ticks

can’t fly, but they can travel on birds and other animals.

Two ticks were found at Scarborough’s Cedar Ridge, one at Rowntree Mills Park in Etobicoke, and eight in a branch of Highland Creek not far east of Morningside.

One of those Highland Creek ticks tested positive, but Navarro said it’s not certain the ticks are there to stay. "At this point we don’t think the population is reproducing," she said.

It’s hard to predict the effect of Toronto’s wet spring on adults and nymphs, Navarro told reporters.

The city wants people to use repellent and wear long sleeves when visiting woody areas, checking themselves, children and pets for ticks afterwards.

Of 23 Lyme cases reported in Toronto, only a few were bitten here, Navarro said. Paul Ainslie, a Scarborough East councillor, said some residents have told him they’re not going to Rouge Park because of the ticks, but he has no fear of going there, or to Morningside.

"It’s all about taking precautions" he said.

Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process To keep up with our growing region, Metrolinx, an agency of the Province of Ontario, is transforming the way the region moves by delivering the largest transit infrastructure program in Canadian history to keep the region moving today and tomorrow. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 9 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement more GO service and make other infrastructure improvements to the GO system to help create new transit connections and faster service across the region. By 2025, electric trains will be running every 15 minutes or, all day and in both directions, within the most heavily travelled sections of the GO network.

The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between Don River and Scarborough GO Station in the City of Toronto.

The project involves: • Addition of a 4th track between the Don River Bridge and the Scarborough GO Station • Widening of three (3) bridges: Woodbine Avenue, Warden Avenue and Danforth Avenue • Modifying Underneath the Birchmount Road Bridge • Modifications at Danforth GO Station to improve access • Retaining walls • Three (3) culvert extensions: east of Coxwell Avenue, east of Kennedy Road and Scarborough Junction The Process The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow in order to complete the accelerated assessment of the potential environmental effects and decision-making within a 120-day regulated assessment timeline. Following this period, the regulation provides an additional 30-day public and agency review, and a further 35-day Ministry of the Environment and Climate Change (MOECC) review. Prior to the commencement of the TPAP, introductory pre-planning activities take place. These activities include the study of existing environmental conditions and potential environmental effects of the Project across the natural environment, socio-economic environment, cultural environment, and traffic and transportation, as well as public and stakeholder consultation. As part of the TPAP, an Environmental Project Report (EPR) is being prepared.
