ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com David Lackey says he’s "maintained and invested in" his house for the 26 years he’s lived in northwest Scarborough. And he fears the recent influx of rooming houses will change the character of his residential neighbourhood.

"It’s a pride of ownership that we have in our area that we’d like to maintain," he said, noting that rooming houses are generally not well maintained.

"It’s a short term milking of their property, and those are meant to be single-family houses, not businesses," he added.

Lackey was among about 200 people who attended a public consultation meeting Wednesday (June 21) evening at L’Amoureaux Community Recreation Centre on a plan to legalize and license rooming houses (or multitenant houses, as the city is calling them) in parts of Scarborough, Etobicoke and North York.

After an introduction and question period, those in attendance then divided into several discussion groups, and The Mirror spoke with several people individually.

"I came to protest the legitimacy of commercial rooming houses in residential areas," Lackey said.

Russell Mustachi, vicepresident of Heathwood Ratepayers’ Association, said his whole community is also "totally against" the plan.

"They’re trying to turn a single-family residential area into a slum area," he said.

Licensed rooming houses are legal in the old City of Toronto, York and parts of Etobicoke.

City staff are proposing a temporary use bylaw for three years to allow multitenant houses in five areas where they are currently not permitted. One of the "pilot" neighbourhoods is northwest Scarborough while another is Highland Creek.

"I felt the decision has already been made, and

they’re doing this (meeting) just to make us feel good," Janet Martin said after the meeting. "It’s just a snow job, to be honest."

Not all residents, though, oppose the plan.

"I do support development and economic growth so if rooming homes is the way to go, certainly as long as there are rules and regulations around rooming homes that will respect the residents in the community as well as provide financial benefits for the homeowners themselves, I don’t see why not, especially in this very hot housing market," Connie Tang said. "Everyone deserves to make a

living with their investments."

Ward 39 Councillor Jim Karygiannis told the crowd he doesn’t support rooming houses.

"The people who are living in rooming houses are the most vulnerable people that we have: new immigrants and students, and they’re living in horrible conditions."

In a follow-up interview, Karygiannis said if rooming houses were to be legislated, he would want his residents to decide how many to allow in his ward.

"There’s got to be a limit."

The councillor noted 60

to 70 per cent of rooming houses are owned by "foreign buyers."

He said he also wants to see a "hefty penalty" of at least $200,000 for operating an illegal rooming house.

Ward 41 Councillor Chin Lee said his first plan is not to support rooming houses.

"My Plan B is to see what the residents are willing to put up with if the pilot does go through."

City staff will report back to the executive committee before the end of the year with recommendations. The committee will then decide to refuse, approve or amend the recommendations, and its deci-

sion has to then be taken to city council for approval.

"We believe that there’s an ability to allow rooming houses to be in those (proposed) areas under tighter regulation of the bylaw, which would then allow for us to license them, exact some inspections, ensure the safety of the residents that are there," city planning manager Klaus Lehmann said. "There seems to be a need in the area (for rooming houses) so we need to address those elements."

But longtime area resident Carol Laubitz suggested not many rooming house owners would want to be licensed. "Who is going to say, ’I own a rooming house, I voluntarily go and get a permit and then I will claim my additional income voluntarily,’" she said. "Who will actually go and do that?"

Laubitz said she originally believed if residents fought against the growth of rooming houses, the problem could come to an end.

"Obviously now there’s no end, and the city is endorsing it (rooming houses)," she said.

Klaus stressed the city is taking a consultative approach on the issue.

"There is no decision to go ahead at this point," he said. "We really are looking for input from the communities, and unfortunately there are just far too many people that won’t accept that."

This was the last public consultation meeting on the issue.

Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network.

The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion.

The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors.

The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Union Station Rail Corridor Lakeshore West Corridor – West of Bathurst St. to Burlington Kitchener Corridor – UP Express Spur (at Highway 427) to Bramalea Barrie Corridor – Parkdale Junction to Allandale GO Station Stouffville Corridor – Scarborough Junction to Lincolnville GO Station Lakeshore East Corridor – Don River Layover to Oshawa GO Station

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified.

Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. That’s what a Torontoarea group is urging of Canadian residents, businesses and institutions.

The national flag is flown at all federal government buildings, airports and military bases and establishments within and outside Canada.

That mandate should extend to all government institutions, including provincial and municipal, says Marga van den Hogen, who in 2009 founded Flag Flyers, an organization dedicated to promoting the Canadian flag.

"It’s the most beautiful flag. It stands out. It’s our Canadian emblem," she

said, adding the flag should be displayed "to show our patriotism and the government has to set the example for us to follow."

John Davies, a founding member of Flag Flyers, said the Canadian flag should be flown at public institutions like town halls and hospitals.

"We’re very proud of our health system, and the Americans seem to envy it, and yet we don’t fly flags in front of them (hospitals)," he said. "The government to me doesn’t seem to promote the flag anymore. I believe it should."

Davies suggested Canadians could take a lesson from the U.S. "You see flags all over the place in the States. People are very proud of it," he said. "We don’t seem to have the same pride. We have, I think, pride in our flag for some of the sports teams but not much else."

Davies also encouraged everyone attending Canada 150 celebrations to pick up a

"The government is spending a lot of money on such things as fireworks.

Perhaps it could ensure that all the people who go to see the fireworks are carrying a flag in show of sup-

port," he added.

Van den Hogen said residents should also "encourage each other" to display the flag.

"Just be proud Canadians and show your patriotism."

The national flag can be

displayed in many ways, from the front yard of a house to the top of a building, though there are some rules and regulations, according to the Government of Canada.

For example, if affixed to a vehicle, the flag must be

on a pole "firmly fixed to the frame of the car on the front right."

Nothing should be pinned to or sewn on the national flag, and it shouldn’t be signed or marked in any way.

The national flag should not be used as a table or seat cover or as a masking for boxes, the government says.

The flag takes priority over all other national flags when flown in Canada. The only flags that are given priority over the Canadian flag are the "personal standards of members of the Royal Family and of Her Majesty’s 11 representatives in Canada."

There is also a specific process for the national flag to be folded.

And when the flag becomes tattered and is no longer in a suitable condition, it should be destroyed in a dignified way.

The flag was adopted on Feb. 15, 1965; that date is now celebrated annually as National Flag of Canada Day.

Wave the Maple Leaf on Canada’s 150th What makes Canada one of the best places in the world to live?

Ask 10 people, you might get 10 different responses.

The international community certainly has some thoughts on the question.

Canada is consistently ranked among the best nations on the planet by the U.S. News & World Report, the University of Pennsylvania’s Wharton School and global brand consultants BAV Consulting.

In 2016, the Reputation Institute ranked us second only to Sweden, with Switzerland third.

We measure among the top according to the United Nations Human Development Index, as well as the FutureBrand index.

Reasons for our lofty status abroad range from our economic and political stability to our education and health care systems, to our relative safety. According to the 2017 Global Peace Index, released by the Institute for Economics and Peace, Canada was rated the eighth safest out of 163 countries.

In January, the New York Times announced Canada was its top recommended travel destination for 2017, citing our "cosmopolitan cities, barely-explored natural wonders and everything in between."

There are actually countless reasons why this is such an amazing country.

There’s Canada’s natural, rugged beauty.

We have inclusive social policies, a (mostly) welcoming approach to immigration and refugees. Diversity is not a dirty word here.

Our social support programs are there, as are our communities, when people need a helping hand.

Our government’s business is conducted, for the most part, in a reasonably transparent, civilized manner.

Our game, hockey, is easily the best, as is our side of Niagara Falls and our Rocky Mountains.

Our military has a history of punching well above its weight when called upon to defend freedom.

Our environment remains largely unspoiled, our cultural and geographic diversity incredible.

Many non-Canadians like to poke fun at our penchant for politeness, our readiness to deliver an apology if required, but we’re OK with that.

Canadians are patriotic, but we hesitate to blow our own horn.

Others do it for us.

We know we are not perfect, that there are elements of our past that continue to haunt us.

But really, is there anywhere else you’d rather be?

On July 1, Canadians will mark our nation’s 150th birthday, with celebrations from coast to coast.

We hope everyone joins in and, with passion and appreciation, waves the Maple Leaf.

Toronto celebrates a future of possibility It is going to be a big day on Saturday: for Canada of course, but for Toronto too.

The country is 150 years old. Toronto is either 33 years older than that, if you count back to 1834 when Muddy York was renamed Toronto, or 130 years younger, if you count the point at which the Toronto we all know was amalgamated from six smaller municipalities.

That, certainly, was the point at which Toronto became if not a linchpin for the country as a whole, then the biggest kid on the block, the largest city in the land.

Forgive us, if we take a moment to feel smug about that - a smugness that may be incompatible

the army to shovel us out after a very heavy snowstorm.

Or that time that our third mayor, Rob Ford ... well, all those times.

But let’s not do this.

This is a birthday party for the whole country, and a good birthday party looks to the future as much as it does to the past.

And really, Toronto and Canada’s - future is filled with possibility.

In the short term, we have become an island of stability and sanity next to the United States and, so far, at least appear to be able to weather the turbulence from south of the border.

That’s good.

People will want to come here. To live and to do business.

That opportunity will also present us with challenges, but these are the same challenges that we’ve been facing with sporadic success for the past three decades: transit and transportation infrastructure, housing, and environmental stewardship.

We will, going forward, have to do better, and do better more consistently.

But that’s all right. We are 150 years young, after all.

That means we’re just getting started.

We recently spent a Friday night shadowing the 6’5", 320-pound security employee who started working with Titan Security and Protection Inc. only a month after quitting his construction job. The provincial government announced Tuesday, June 27, that applications are open for its Multicultural Community Capacity Grant Program.

"This diversity makes us stronger and more successful as a province," said Laura Albanese, Minister

of Citizenship and Immigration and MPP for York South-Weston. "However, we must also recognize that many of our diverse communities continue to face barriers to inclusion that must be overcomed to ensure everyone has the opportunity to fully participate in all aspects of life in Ontario."

"This is about community projects, but it doesn’t talk to some of the pieces of some of the actual support that is needed for individuals," she said. "So lack of housing, food . employment . the govern-

ment needs to help with some of the employment services in these communities to get families connected and really integrated."

NAIG coming to Toronto FANNIE SUNSHINE fsunshine@insidetoronto.com Mary Bryton Nahwegahbow’s love of singing and sport will intertwine when she takes part in the Toronto 2017 North American Indigenous Games (NAIG) next month.

This marks the first time The Games, held eight times since 1990, will be brought to Ontario.

From July 16 to 23, NAIG will welcome more than 5,000 participants from Canada and the United States to compete in 14 sports in venues across Toronto and the Greater Toronto Area.

Sport and cultural venues include Humber College, McMaster University, York University, University of Toronto Scarborough, City of Toronto venues, City of Hamilton venues, and venues within Six Nations of the Grand River Territory. Along with sport, weeklong cultural festivals will be held, featuring traditional teachings, indigenous artists, vendors and cultural performers.

All the sporting events are free to the public, but the opening ceremonies at York University’s Aviva Centre will be by invitation only.

The NAIG are open to teens aged 13 to 19 born of North American Indigenous ancestry.

Mary, who lives in Ottawa and belongs to the Whitefish River First Nations band, will be singing the Canadian national anthem - in three languages for the Games opening ceremonies.

"I’m so nervous," the 15year-old said of belting out O Canada in English, French, and Ojibwe, along with the American national anthem. "I’ve never sang the American anthem before."

She’s been taking singing lessons since age five, and also plays drums and guitar.

"My overall goal is to be a pop star," she said, naming Adele, Rihanna, Beyoncé, and Justin Bieber as influences.

"I’m excited," she said of her first NAIG. "I’m finally old enough to participate in the Games."

Mary, who plays for Ottawa South United Soccer, said she’s also looking forward to meeting her fellow teammates and do some team bonding while staying in the McMaster University dorm rooms, and catching her best friend’s volleyball competition.

The teen started recreational soccer at age four before moving onto the competitive level four years later.

And if she had advice for young girls in sport, it would be this: "Never give up striving for your dreams and achieving your goals."

Dutton noted cameras will also be placed above the surgical table to project images onto screens in the viewing gallery so "people can see up close and personal the surgery that’s going on."

The wildlife hospital opens to the public July 1; an extra fee applies.

The media toured the centre at an "official opening ceremony" Monday, June 26.

Construction of the 50,000-square-foot facility began January 2015 and was completed earlier this month. It features the viewing gallery, an intensive care unit, an operating room, a treatment room, a diagnostic imaging room, an ambulance base, animal wards, veterinary offices, a

kitchen and reproductive labs.

The ICU also contains a bedroom for staff so they can stay overnight to provide 24-7 care.

Dutton said the centre is able to handle animals of many shapes and sizes from spiders to polar bears.

But some animals are too big or dangerous to transport.

"Then we will go to them," said Dutton, adding some equipment at the facility is mobile.

"We have both in-house X-ray machines (and) X-ray machines that could be packed up and taken out onto site and ultrasound machines that are uniquely mobile as well."

The wards at the facility also accommodate a wide range of species.

"They’ve been designed to deal with all manner of animals both in terms of size and strength and the environment that they re-

Mastromonaco noted people often don’t recognize the science that happens behind the scenes of a zoo.

"Hopefully with this facility being more accessible to the public, we can show them that the science and technology that is happening at universities and other big research institutes is actually happening here as well."

Toronto Public Library collected more than $2.7 million in fines in 2016.

These fines may have been for charges billed to library users in prior years but collected in 2016. Additionally, the library system billed its users $3.8 million in fines in 2016, but is waiting for some clients to pay up.

While Toronto’s 100 libraries charged quite a bit of coin for unreturned or late material, they were also fairly forgiving. In 2016, the organization waived $281,899 in fines, $80,000 of which was allocated through a city council-directed fine forgiveness program as part of the city’s poverty reduction strategy.

Libraries in Toronto’s Neighbourhood Improvement Areas (NIA) were allocated these funds to help users overcome financial barriers and return to using the library again.

The program helped 2,076 customers between January 2015 and March

2016 by clearing their accounts.

"It’s just about providing access to those who have stopped using the services because they’re too afraid or too embarrassed, or can’t afford to actually pay the fines and really do need the service," said Moe HosseiniAra, director of branch operations and customer experience.

"With this particular program, those individuals whose fines were waived borrowed about 140,000 items within the year after."

While the fines forgiveness program is officially over, libraries can still waive fees. Some fines may be waived to help individuals overcome their financial barrier. A fine could also be waived or reduced when a lost item eventually gets returned, or if there is an error and the individual should not have been billed in the first place. For the library, it’s most important to get the item back, as replacement is costly.

Staff are trained to use their judgment to waive fines, but it’s based on circumstance, Hosseini-Ara said.

Some individuals are also more forthcoming to describe their situation, he said, while others may simply stop coming back to the library.

Community librarians, who work in such places as shelters, employment agencies and elsewhere, can also use their judgment to waive fines when they meet an individual who stopped using the library due to unpaid fines.

For some people, using the library’s resources such as borrowing its materials or using its computers - may be a factor in their ability to get a job and improve their circumstances, Hosseini-Ara said.

Certain libraries are also more forgiving than others.

North York Central Library forgave the most in fines at $20,471, but it also had the highest volume of fines billed at $190,112.

Parkdale, which was the next most forgiving with $13,772 in waived fines, had only billed users $84,021 in fines in 2016. In comparison, Cedarbrae billed users $92,083 but waived only $5,676.

Hossenin-Ara said Parkdale could be more forgiving because it is in an area with a higher level of poverty.

"Parkdale is in one of those Neighbourhood Improvement Areas," he said.

"What it comes down to is serving the community."
