Ontario funds one cycle of IVF per patient which clinics disperse through lottery, wait-lists DOMINIK KUREK dkurek@insidetoronto.com Toronto actor Daren Herbert recently had his youngest audience member watch him perform on stage - his daughter. But his newest fan (who slept through the performance) arrived after a long and tiring journey for Daren and his wife Joanne. Ori, born on May 4, came into this world thanks to modern medicine, following in vitro fertilization (IVF). The Regent Park couple has been married for 10 years, the first few of which they hadn’t worried about having children, thinking it would happen when it happened. But as the years went by, they became concerned. By 2013, they became serious about wanting children and found out there was an infertility factor for both of them. In 2015, they did their first round of IVF, which, at the time with medications and testing, cost approximately $20,000. The procedure did not result in a pregnancy. Less than a year later, they tried again. By the time of their second attempt, Ontario started funding IVF. With a cap on spending, not all couples get the funded procedure clinics are given an allotment which they disburse through such means as a lottery system or wait-list. The Herberts planned to go

Joanne went through in vitro fertilization (IVF) a modern medicine which is helping people become parents who otherwise would not be able to. ahead with the procedure whether they had to pay for it or not, and about a week before they were due to pay, they found out their IVF cycle would be covered. "We honestly didn’t know where the money was going to come from," Joanne said. "But, our bigger challenge was to get pregnant, not to worry about the money. We said to ourselves that when we’re 80, we’re not going to look back and say, ’thank goodness we saved that $20,000’." The second time around was successful and Joanne gave birth at age 40. "Life is delightful," Jo-
anne said of being a mom. "She’s pretty chill. She just communicates when she needs something, like when she wants a diaper change. When you don’t change it, she’ll lose her mind a little bit. But, if you pay attention to her, she’s pretty clear." The province pays for one cycle of IVF per patient, which normally costs around $10,000. Medications cost between $3,000 and $5,000 and optional genetic testing costs about $5,000. These latter costs are not funded by the province. "The government should be complemented on funding this and recog-
nizing the importance of funding fertility treatments," Ottawa-based fertility specialist Dr. Art Leader said. Leader is a board member of Conceivable Dreams, a group advocating for IVF funding. "It’s the right thing to do because it’s helping people build families. Families are the core of our society. And if you want to be selfish about it, somebody’s got to be earning money and paying taxes so that you and I can retire." Infertility affects about one in six reproductive-age couples in Ontario. It’s also on the rise, said Leader. For starters, as stigma
around infertility drops, the number of diagnoses rises. There are also real reasons for an increase in infertility. The biggest is that people are waiting longer in life to have children. "People are going to school longer, not everybody can get a full-time job, so they’re waiting until there’s financial stability, so people are waiting longer. Unfortunately, fertility declines after 32," he said. Another, but lesser, reason for increasing infertility rates is the environment. This includes everything from pollution in the air, toxins in our produce,
metabolic steroids used in the animals we eat and more. But science is improving too, Leader said. The first person born following IVF was in the U.K. in 1978. In the ’80s, IVF success rates were about 5 per cent. Today, it’s 45 per cent. Success rates for women under age 35 are actually greater than 50 per cent, he said. While IVF success rates are rising, Conceivable Dreams board member and Toronto lawyer Sandra Alsaffawi is encouraging women to talk about their fertility. In school, girls are taught how not to get pregnant; they don’t get taught they’re only fertile three to five days a month or that there is an expiration on their fertility. She wants women to avoid having to go through the IVF process like she did unsuccessfully. "Nobody chooses IVF," she said. "It’s not fun, it’s invasive, it’s painful." Women are required to visit their clinic daily for testing, take daily medications and give themselves a shot in the stomach that hops up their hormone. It’s a long process, and it’s expensive, even if the government pays for the procedure.

Jim Hart, a former city hall bureacrat who has spent the last year working local ward issues for the late Ward 44 Councillor Ron Moeser, was picked to fill the vacant Ward 44 seat with the support of 27 city councillors at a special meeting for the purpose June 28. The vote came after a day spent hearing from applicants for the job, that will last until a new councillor is elected and sworn in in the fall of 2018 and pay just over $117,000. A total of 48 people had applied, and many of those turned up to state their case. But support on council had already narrowed down to two names: Hart’s, and former Toronto Councillor David Soknacki, who had re-
presented Ward 43 a decade earlier and chaired former Mayor David Miller’s budget committee. Soknacki, in the end, received just nine votes from councillors. During his speech, he had expressed some dismay that councillors who’d initially promised to support him shifted over to Hart in the past week. "They’re going to have to look in the mirror in the morning," said Soknacki after the vote. "I acted in good faith, and I’ve no regrets." Soknacki wished Hart well. "He had an excellent campaign behind him and I can’t fault anyone for advancing their career and wishing to represent the residents of Ward 44." Hart came to city hall with an important endorsement - that of Heather Moeser, Ron Moeser’s widow.

to where he sat on the political spectrum. "I always look at issues on their own merit and would vote accordingly," he said. "We’re here to deliver great public services and it’s my intention to keep that mandate and carry on Ron’s legacy in the ward." Hart said that he would be immediately digging in to completing the Scarborough Waterfront Trail and dealing with development on Port Union Road. As well, there are several parks in the ward that need work. And there is the matter of rooming houses and student housing near the University of Toronto. "The big issue is not really behaviour - most are really well-behaved," he said. "It’s making sure the property standards in the community stay pristine as they have been. As long as they guarantee that."

Downtown baby boom calls for civic attention Ah, to be young, living in a vibrant and accessible city - and, of course, in love. It is a dream that is coming true for a growing number of young people who’ve chosen to start their lives in the condominium canyons of downtown Toronto. After sequestering themselves in a smallish apartment, small enough to encourage them to step out and enjoy the bars and restaurants and activities of downtown Toronto, it is inevitable that some of them will meet and fall for each other. It is only a step or two from there to where we are now: a downtown crowded with a new cohort that is even younger. Babies. Social Planning Toronto, an advocacy group looking at urban form and social justice issues, has released a report looking at the age and sex data from the latest census across all of Toronto’s neighbourhoods. And while the numbers of youngsters are constant across the city compared to previous censuses, there is a noticeable baby bump in the downtown. Over the past decade, the number of children younger than five has increased dramatically: some parts of the downtown by threefold, others by 70 to 90 per cent. If nature continues to take its course, there will be more now and even more in the future. This presents a challenge that city planners have been expecting for years but have still been struggling to meet: the need to transform Toronto’s downtown from its old role as a commercial and cultural centre into a collection of intensified residential neighbourhoods where space is at a premium. As it sits now, downtown Toronto is not especially family-friendly. Park and open space are very limited. There will need to be more classroom space as those toddlers move through the preschool stage to school age. The core will need more community centres, and a lot more licensed child care that’s affordable and close by. And developers raising condominium towers and rental units will have to make larger units a more common feature in their projects. It’s tough enough to squeeze two people into 600 square feet, after all - never mind a growing family. There are worse problems to have, of course. A whole clutch of growing families in a dense neighbourhood has been a dream of progressive urban planners for more than half a century, and that is exactly what we have downtown. Now, all we’ve got to do is make it work.

Byelections should always trump appointments Picking the councillor for Ward 44 in Scarborough was a long and occasionally entertaining process. Council had decided to appoint a councillor to fill the east-end Scarborough seat following Coun. Ron Moeser’s death in April, and as always in these cases, aspiring city councillors came out of the woodwork. A total of 48 of them put in applications, and most of those also came to a special council meeting last week to make their case. They needn’t have bothered. Councillors had already made up their minds on one of two obvious choices: a former city councillor with a reputation for fair-mindedness and a former city bureau-

Of course, it wouldn’t have done to tell anyone that, because doing so would only highlight how undemocratic it is for a city council to pick its own membership. This doesn’t happen at other levels of government. When a vacancy occurs federally or provincially, there’s a byelection - period. Picking their representative is a part of a citizen’s democratic franchise. As matters transpired in Ward 44, the electors there at least had their franchise respected. Jim Hart, the former bureaucrat, worked with the late Coun. Moeser for a year and will almost certainly fit well with the will of voters in 2014. But, that is not neces-
sarily always going to be the case. When the late Jack Layton left his Ward 30 seat to lead the federal New Democratic Party, there was a move afoot by conservative-minded councillors to install a right-wing appointee as caretaker until the next election. They didn’t prevail, but the only thing that prevented them was a hard push from council’s left and centre. I always give myself an extra 15 minutes of cushion time when heading to work in case of TTC delays or detours. And that’s on top of the already one hour and 20 minutes - consisting of five changes - it takes to get to the waterfront from home. The 15 minutes often comes in clutch, as the crackling, barely understandable loud speaker voice announcing service disruptions is an all too familiar part of my commute. But, recently, as I sat on the Scarborough RT for nearly 30 minutes - not moving due to signal issues, even my cushion time proved not to be enough. So, I tweeted about it. One person responded saying a similar thing happened to them during rush hour the week previous. This type of thing would be unacceptable on the YongeUniversity line, they mused. Being that I ride all three - commonly referred to as the blue, green and yellow lines - I would be inclined to

The Yonge-University line had seen the biggest reduction, with 2,898 minutes of delay in the first three months of the year, it said, offering some evidence to this theory. Another Twitter response I received pointed to the fact that this type of delay was nothing to be proud of, especially as just that day the TTC had won an award. An award, I thought? Really? Indeed, the Toronto Transit Commission had been named best public
transit agency in North America by the American Public Transportation Association. Perhaps, I thought, much like in everyday Toronto life, this award had been decided upon without any consideration of Scarborough. Even in sharp critiques of the TTC’s win, reasons it didn’t deserve it made little mention of the seriously lacking Scarborough service. I’ve also realized from several conversations with people who don’t live in Scarborough that many haven’t even ventured east of Victoria Park via public transit, let alone stepped foot on the blue line. Out of sight, out of mind it seems. Except, of course, for those of us who live, work or play here.

The Robbie wraps up its 51st year The Robbie International Soccer Tournament wrapped up a long weekend of play with championship finals taking place at Highview Park and Birchmount Stadium on Monday, July 3. The Under 13 to 18 games took place at multiple fields July 1 to 3, while the Under 7 to 12 age groups competed in The Robbie Festival June 24 to 25. The charity soccer tournament supports cystic fibrosis (CF) research and awareness, this year donating $50,000 to Cystic Fibrosis Canada. The Robbie since 1967 has donated more than $1.7 million to charity. "CF takes no vacation," said Meaghan MacRury, a 24-year-old woman living with the disease, at The Robbie kickoff last Friday morning. "When I have something exciting coming up or something to look forward to, I never know if
I’ll be well enough. CF makes it impossible to plan ahead." She shares the same genetic disease as Robbie Wimbs, the little boy who inspired the launch of the charity soccer tournament. His father John helped propel the event into a Canadian tradition. MacRury, who was diagnosed with cystic fibrosis at seven months old, described her life with the disease. As a child she knew she was different from the other kids, needing to wake early "to do breathing treatments, take handfuls of pills and do physiotherapy." Cystic fibrosis causes various effects on the body, but mainly impacts the digestive system and lungs, making it difficult to absorb nutrients and breathe. The Robbie Festival and International Tournament this year saw 435 teams register, including youth teams from across Onta-

The provincially and nationally endangered species has called Rouge Valley home for thousands of years, but prior to the first release in 2014, it was believed as few as six Blanding’s turtles remained in the park. Over the last four years, 116 Blanding’s turtles have been released into Rouge National Urban Park. The University of Toronto (Scarborough) has partnered with the project to assist with the longterm monitoring of 15 of this year’s released Blanding’s turtles, which have radio transmitters attached to their shells. The goal of tracking is to see how the turtles use their habitat and for staff to make adjustments to increase the quality of their surroundings. Bob Johnson, the Toronto Zoo’s curator emeritus of reptiles and amphibians, who started looking for turtles in the valley in 1982, said Blanding’s turtles have been known to roam across the city, and even into York Region from the Rouge Valley. "The park has so much biodiversity," he said as the tiny turtles were released. "Blanding’s turtles mature at age 15, so they will start to breed then." The Blanding’s turtle has a bright yellow throat and chin and domed shell. Its shell is black to brown with yellow flecks and streaks and can reach 27 centimetres long. Its head and limbs are black-grey and the bottom shell is rich yellow.

Toronto police said the victim was attacked by three youths near Henry Hudson Senior Public School on Orton Park Road and then ran to a nearby hospital. SIU charges cop after cyclist hurt The provincial Special Investigations Unit has charged a Toronto police officer in connection with a collision involving a cyclist in Scarborough. The SIU said police were called to the area of McCowan Road and Lawrence Avenue on the evening of Jan. 9. Officers responding to the call located a man riding a bicycle on McCowan at about 7:30 p.m. "A police cruiser driven by the subject of-
ficer collided with the man’s bicycle," the SIU alleged in a news release Tuesday, July 4. The 52-year-old cyclist was taken to hospital with serious injuries. The SIU assigned two investigators, a forensic investigator and a collision reconstructionist to the case. As a result of the investigation, Const. Cole Robinson is facing a charge of dangerous driving causing bodily harm and is scheduled to appear in court July 18.

Toronto police marked the 11th anniversary of the service’s Youth In Policing Initiative during a ceremony Tuesday, July 4. YIPI, which is funded by the province, provides 150 youth from priority neighbourhoods summer jobs at police units and divisions from across the city. Chief Mark Saunders congratulated this summer’s YIPI participants during the ceremony, which was held at the Toronto Police College in Etobicoke. Police said the youth will be "gaining job experiences and life skills through their work with the police officers and community members." The project began in 2006 and expanded in 2012 to include a fall and winter parttime employment period. In order to be eligible, youth must be 15 to 18 years old, must be attending school, must not have criminal charges before the courts, must be legally eligible to work in Canada and must not have previously participated in a YIPI program. Youth must also be a permanent resident of an identified priority neighbourhood in the city.
