ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The City of Toronto is studying whether a traffic light is warranted at Warden Avenue and Continental Place, the intersection where a 33-year-old woman and her five-year-old daughter were struck and killed while jaywalking last week. Area resident Samir Shehadi said he has witnessed a number of near misses at the intersection. "Especially people crossing from the bus stop," he said. "My son almost also got run over by a car (while) he crossed the road." In February, Shehadi contacted ScarboroughAgincourt Coun. Norm Kelly who then submitted a request for a crosswalk study. "My suggestion to them was that either you’ve got to have a crosswalk so people can cross the road safely . or remove the bus stop. Then people will be forced to walk 150 metres," Shehadi said. "The bus stop is convenient but it shouldn’t be at the expense of safety." Kelly said city staff reported that a crosswalk is not warranted at the intersection. "They studied the pedes-

They counted I think 45 (pedestrians)," Kelly said, noting the five-lane Warden Avenue is also too wide. "Data shows that the wider the road, the less effective the crossing." The city is now studying whether traffic lights are warranted at the intersection. "Apparently they’re very close to finalizing the (study)," said Kelly. If the study indicates traffic lights are justified, a report will be commissioned. The intersection is unique in that the west side
is residential while the east side is commercial and industrial. "The solution may just simply be to take out the TTC stop on the east side," Kelly said. "The removal of the TTC stop would add maybe two minutes to a walk, but it would . certainly enhance the safety of crossing what is one of the busiest roads in Scarborough, if not the city." A few years ago, traffic lights were installed at Warden and Lupin Drive, about 150 metres north of Continental. The busy intersection of Warden and Ellesmere Road is about 150 metres south of Continental and also has traffic lights.
Three pedestrians killed jaywalking ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Three pedestrians were struck and killed by vehicles while jaywalking in Scarborough last week. On Thursday night, a 71-year-old man was hit by a vehicle on McCowan Road south of Steeles Avenue. "(The) pedestrian was attempting to cross from the east side to the west side when he was struck by the southbound vehicle," Toronto police Const. Clint Stibbe said. "This was a mid-block crossing." The 71-year-old was pronounced dead on scene and is the city’s 46th traffic fatality of the year. Stibbe said there has been "no determination on charges." About 24 hours earlier, a 33-year-old woman and her five-year-old daughter were crossing Warden Avenue from the west to east side just north of Continental Place (north of Ellesmere Road) when a northbound Audi A4 driven by a 35-year-old man struck them. Both pedestrians were thrown into the southbound lanes where the woman was hit by a southbound dark coloured fourdoor Honda Civic that fled the scene. Both woman and child

Police are seeking the public’s assistance in locating a dark-coloured, four-door, 2006-2011 Honda Civic, like this one, and its driver, that were involved in the collision that killed two pedestrians – a mother and her daughter. were taken to hospital where they were pronounced dead. "The entire situation is tragic," said Stibbe. "You’ve got a family that’s been torn apart as a result of a preventable collision. We’ve got a suspect that’s outstanding currently, so what we are asking is that the driver of that motor vehicle (Honda Civic) contacts a lawyer and then turns themselves in." During the collision, the 2006-to-2011-model Civic was damaged. The inner fender well line from the front passenger side wheel area was left at the scene. "Without a doubt, this driver would’ve known that they struck something and with all the news
coverage . they will know that that was in fact a person that they had struck," Stibbe said. "We don’t know what goes through a person’s mind after (being) involved in a collision. Everybody reacts differently. In this particular case, that person left the scene and they have a responsibility to return." Stibbe noted "if you were a passenger inside that motor vehicle, you have a responsibility to tell us what happened." Police continue to investigate both collisions and are asking anyone with information to call traffic services at 416-8081900 or Crime Stoppers at 416-222-TIPS (8477).
Driver charged in crash that killed man at bus stop ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A man faces charges after a 56-year-old man was struck and killed by a van while waiting for a bus in Scarborough. The crash happened at
Birchmount Road and St. Clair Avenue at 4:35 p.m. Thursday, Sept. 28. Toronto police Const. Clint Stibbe said a southbound Ford van "for reasons not yet determined left the roadway, struck the east curb, mounted the sidewalk
and subsequently struck a man" standing at a bus stop. "After that collision, the vehicle continued, struck a pole and then another vehicle, which was northbound." The 56-year-old pedestrian was later pronounced dead.
"He was waiting for the bus apparently," Stibbe said. The two occupants of the northbound vehicle were taken to hospital with minor injuries. "The driver of the Ford van was arrested," said Stibbe. "He’s facing four
criminal charges." The 49-year-old was charged with impaired operation causing death, dangerous operation of a motor vehicle causing death, criminal negligence causing death and over 80 milligrams operation of a motor
vehicle. This is the city’s 45th traffic fatality for 2017. Anyone with information should call police traffic services at 416-808-1900 or Crime Stoppers anonymously at 416-222-TIPS (8477).

After 32 years in prison, the mastermind behind Dirty Tricks Gang decided to go straight But Atkinson realized people bragging about the good times in prison were lying. He spent 32 years inside, and finally made the decision in his 40s to go straight, and help others do that too.

Prison was something you had to do as a criminal, and Atkinson was one. "I wasn’t afraid, I was excited," the former gang leader said during a visit to Scarborough’s Malvern neighbourhood. Sharp, tall and from a black, white and Aboriginal background, Atkinson grew up in Alexandra Park downtown, had worn a loaded .38 in his Grade 8 classes, and was the Black Panther Party’s second in command in Toronto. He’d been mad at the government, he told a young audience at Taibu Community Health Centre on Sept. 28. "I’m the first guy who used spike belts in North America against the police," At-

’Known to police’ are three words that need to go Words always matter – but when they’re put to work talking about the victims and perpetrators of violent crime, from the mouths of police to the pens of journalists, they matter doubly so. And they should be employed with great care. When someone is accused of murdering someone but not yet convicted, it’s irresponsible of police to call them a murderer, and wrong of reporters to describe them as anything other than the accused. When police offer up a description from eyewitnesses of a suspect in a crime, it’s the same thing: we speak of a suspect and not a criminal. When we do this, we are very mindful of the rights and presumptions of the accused - we must presume innocence. Sadly, we are not nearly so careful about the rights of victims - or the memories of those deceased. As Metroland Media Toronto’s crime specialist Andrew Palamarchuk tells us this week, both press and police regularly besmirch reputations and destroy memories, by including three simple words – "known to police" – when describing some crime victims. What does "known to police" mean? It doesn’t mean that police have carded the individual, or that they’ve called the police for help – so it’s not entirely innocent. But it also doesn’t necessarily mean that the person has been convicted of a crime. Police in Toronto use the term when a charge has been laid by police for a Criminal Code offense, of which the person may or may not be guilty. The term does serve a kind of coded purpose: it lets the public know that a violent crime that took place perhaps not far from their home may have been a result of a dispute between criminals, or in the commission of a criminal act. It is a comfort. The problem is, of course, that it really shouldn’t provide comfort. What it does provide is innuendo, against the reputation of people who on the face of it have done nothing worse than find themselves in a bullet’s path. And those people, and their friends, have every right to take offense. This happened following a July 23 shooting at a backyard party at the Scarborough home of Elma Lewis. Three people, including her daughter, were shot. Police used the phrase to describe each of them – to no end other than provide reassurances to the neighbours in the otherwise peaceful Scarborough neighbourhood that for them, nothing had changed. Reassurance paid for with the innuendo of "known to police" is no reassurance at all. Words matter, and we need to be more careful with those three.

Pedestrian deaths stand unmarked on our roads Warden Avenue south of the 401 is brutal and clogged, funneling traffic from the highway over and down a hill to Ellesmere Road. Trucks cut in, and you can sense frustration. By day, the five lanes crawl. By night, they speed up. At Continental Place, a plaza restaurant was still busy at 9:30 p.m. last week when a family of four carried their takeout food across Warden. The mother, 33, and her five-year-old girl were hit by cars going in both directions. The second driver fled. The next day, a scrap of yellow police tape around a concrete pole was the only sign two young, promising lives had ended violently there.

In recent years, the city installed accessible pedestrian signals down at Ellesmere and at Lupin Drive, a short walk north. But people cross where they cross; the family, perhaps hurrying to catch a bus, or because dinner was late and the children tired, tried the short way. Milorad Radiskovic, who lives north of the highway, was walking home. He said drivers barely seem to acknowledge pedestrians are there. "Where is it better? The downtown? It’s a hell everywhere." That evening, I left a meeting to find McCowan Road lit up by ambulances and police cruisers beyond the recreation centre driveway. I was looking at another pedestrian death scene,
and didn’t know it. A man of 71 was run down crossing McCowan. Hours earlier, on Birchmount Road, another pedestrian died, a man of 56. Murder stains neighbourhoods for years. But pedestrians’ deaths are forgotten. They stand unmarked. We don’t usually learn their names. Cyclists leave ghost bikes to mark fatalities. On Bayview Avenue south of 401, there’s one I’ve seen for years. No mistaking its message. Does Toronto now need ghost pedestrians too? How else can these deaths be seen? t’s a common question for detectives at homicide news conferences: Was the victim (or the suspect if he’s been identified) known to police? Investigators typically answer the question but decline to provide details. The term "known to police," particularly when used to describe victims of violence, has become controversial, with some victims’ families speaking out against its use. Police reportedly used the phrase to describe the three victims of a July 23 shooting at a birthday barbecue in the backyard of the Lewis family home in Scarborough, prompting the family to denounce the term. "Time and time again it has been noted for its ambiguity and inherent laziness. It does not inform the reader but instead is a device utilized to demean, injure and dehumanize the victim," a family spokesperson told reporters a few days after the shooting. "How does this chorus help the societal interest of fighting crime? How does it advance the societal interest of informing the public? . Without more, this chorus does nothing but victimize and denigrate. Ultimately, the continued use of this chorus diminishes us all as it seeks to deprive us of empathy and compassion that common humanity requires of all people." Cal Millar, a retired Toronto crime reporter, said the term, likely coined by journalists, was around when he began his career in the mid-1960s. "It meant does he have a record. It was a bit of a euphemism," he said. But today the term can mean more than a criminal record. "When we are asked, we will say known to police (when) there are charges that have been laid by a police service on this person for a Criminal Code offence," Toronto police spokesperson Const. Jenifferjit Sidhu said. But the term is not used to describe witnesses, victims or those charged with a Highway Traffic Act offence. It’s also not used to refer to those who have been questioned during a street check, a practice that was referred to as carding in Toronto. Millar suggested the term was used less in the ’60s, ’70s and ’80s because police were more open about the record of an arrested individual or suspect. "There was probably more

They weren’t as adversarial," he said. "When I started, it was like ’Here’s a copy of the police report.’ You actually got a copy of the occurrence to look at. . And we got mugshots." In the ’90s, police were more restrictive with releasing information on a person’s criminal history, and they and the media began using known to police more often. "In the past, it was referring
to a person who was arrested," Millar said. "But it’s come into common practice now to make references that way to some of the victims." Rob Lamberti , a retired crime reporter who teaches journalism at Humber College, suggested the term often helps reassure a community that a crime was not random. "It was a way of saying to our audiences that ’Don’t worry, general society is not at risk or is not a target because this
person (the victim) was known to police and may have exposed himself to a high-risk lifestyle,’" he said. "But the ambiguity has always bothered me. I just wish that we could be specific. Maybe they (police) can’t and they’re trying to meet us halfway." Louis March, founder of Zero Gun Violence Movement (which works with both murder victims’ families and former inmates), said he has a "major problem" with the term

CAL MILLAR because it creates a stigma. "It triggers a response when you say known to police. And that might not be the most beneficial statement if you want to solve the case," he said. "Once you use that term, people start thinking differently. . We need to stick to the facts. Report on the facts of the case." Jooyoung Lee, associate professor of sociology at University of Toronto, also argues the term shouldn’t be used. "It unfairly creates the presumption of guilt around the person, who in homicide cases is not around to defend their name," he said. "It’s just another way that society creates the image of a guilty crime victim. . It creates this idea that a person is guilty of doing something and that’s why they were a victim of a terrible crime." The term is entrenched in popular culture and the way police and some journalists communicate, the professor noted. "It is on one hand a very convenient shorthand for describing a person, but when you start to unpack it and scrutinize it, you realize that it’s really leaving out much more than it reveals." But Millar said journalists should report any information they know. "And if that’s all they know, that’s what they should be reporting because the public have a right to know."

A corner of Scarborough’s Kingston-GallowayOrton Park area is a little greener, thanks to volunteers for TD Tree Days. More than 30 volunteers planted 18 trees and 45 shrubs, including dogwood and serviceberry, around a cluster of Toronto Community Housing buildings at 3947 Lawrence Ave. E. on Sept. 23. Those green spaces, known as Lawrence Orton Park, had lost trees to the emerald ash borer. TD had also planted them during volunteer events in past years. Co-site leader Vishal Thakkar, a TD employee who lives close by, said the work brings people together and "shows the connection we have made with the community". After seven years of such events, TD has been responsible for 4,300 new trees and shrubs in Scarborough, the bank said in a release.

March 18 is byelection deadline A federal byelection to replace the late MP Arnold Chan in ScarboroughAgincourt cannot be held before Monday, Nov. 6, says Canada’s acting chief electoral officer, Stéphane Perrault. Chan, who was 50, died on Sept. 14 from nasopharyngeal carcinoma, a rare cancer, and Elections Canada received notice on Sept. 19 his seat is vacant. According to parliamentary rules, the byelection date must be announced between Sept. 30 and March 18, 2018. The minimum number of days for a byelection is 36, so Nov. 6 is the earliest possible date. There is no maximum byelection length, Elections Canada, an independent body, said in a release. Chan won a byelection to become ScarboroughAgincourt’s MP in June 2014, after Liberal incumbent Jim Karygiannis resigned. Chan was re-elected in 2015.

she hopes the Hotspot designation, planned for next year from May through October, will shed light on artistic activity in Scarborough’s centre and north. "There’s a vibrancy for sure, but some of it is just a little bit hidden," she said last week. Scarborough Arts is also a partner in the project.

A local business owner says Crystal works with him When the owner and operator of RJM Roofing, Shawn McDonald, needed to rent dumping bins, he turned to Kijiji. He was tired of businesses being dishonest and charging him for services he didn’t use and he knew it was time for a change. At least one Scarborough councillor is helping his community’s homeowners prepare to fight a City of Toronto plan to legalize rooming houses they clearly don’t want. The city is proposing five pilot zones for licensed rooming houses across parts of Scarborough, North York and north Etobicoke, where rooming houses are illegal. Scarborough-Rouge River Coun. Chin Lee, whose ward is in a pilot zone, is against the proposal, but didn’t have to convince homeowners who came to a meeting he hosted on Sept. 28. Many were at city consultations on the subject before, and turned up to say rooming houses, legal or otherwise, aren’t welcome in their neighbourhoods and won’t ever be. "We’ve told you over and over," Eden Gajraj, an Agincourt resident, said to a city official at Milliken Park Community Recreation Centre. "Regardless if you come 100 times, we’re going to tell you the same thing." Public consultations in June on the proposal, which is supposed to return to Toronto council’s Executive Committee for debate this fall, heard similar messages in all five zones. Lee said he knew his constituents "overwhelmingly" oppose the plan, but wanted another meeting because his homeowners said "our questions were not answered." His forum, which included heads of local ratepayer associations, included instructions on how to depute or send letters to the executive. Lee told the crowd signing petitions "doesn’t carry as much weight" as arguing their case at the committee. The current plan - details are at www.toronto.ca/roominghousereview proposes licensing homes with up to seven dwelling rooms for a three-year trial period. Klaus Lehmann, a city planning official, reminded the audience a single family home in Scarborough can legally include two roomers and domestic servants, as well as a rented basement apartment. He said seven was only an "exploratory number." The city, based on feedback at consultations, could limit it to four, base a number on home size, or require licensed owners to live in the house, Lehmann said. "Nobody gave us anything to work with," he said. "The only thing we heard was, ’Why are you here again? We told you four years ago.’" Lee admitted most homes suspected of being rooming houses in his ward are, on close inspection, occupied by large families or families with many cars. Residents awaiting end for East Side Motel MIKE ADLER madler@insidetoronto.com Raccoons have fallen through a square hole in Sue and Kerry’s bathroom ceiling, patched with garbage bags, and near the front door there’s a larger ceiling hole, blocked by a sagging tarp, nails and duct tape. This suite of rooms at Scarborough’s East Side Motel has been the couple’s home, and home to their two adopted children, for more than five years. They pay their landlord $340 a week, but as Sue sat on the couch, a visitor heard the scrapings of animals above her in the rotted roof. "It’s bad. There’s nothing you can do to make it better," says Sue, a tow truck dispatcher. The couple don’t want their last names used, but say in the winter, you can sometimes see your breath inside the suite. Most of the windows are plastic. You need pliers to operate the kitchen sink. There’s hot water sometimes; the shower works sometimes. People at the East Side, and there are perhaps 40 tenants here, including some children, say they’re trapped: the landlord takes most of what they earn, and tacks on $30 every day the rent is late, several tenants say. Many say they don’t have enough money to go anywhere else. And yet, all have to go, and soon. The City of Toronto, after buying the former Comfort Inn East next door in 2015 to convert it into a residence for homeless seniors, intends to demolish the motel. Last month, Scarborough Southwest Coun. Gary Crawford said the city, if it can’t reach a friendly agreement to buy the property "very near in the future"

In interviews, East Side residents say they want the public to know the motel’s unsavory reputation in the neighbourhood isn’t deserved. "We get a little bit tired of being called drug addicts because we live here," said Cindi Suddick, adding almost all motel regulars are everyday, working people without the savings or credit to live somewhere better. "You get into a bind and you can’t get out. And nobody’s looking for a handout; they’re just looking for a hand to get out," Suddick says. People heard about the expropriation and are on edge, she says, "wondering, ’Is tomorrow the day?’" Suddick lives with her daughter, Mary Anne Woodcock, her sonin-law and a seven-year-old granddaughter in a suite they say costs $375 a week. Shelves in the cramped front room are filled with clothes, toys, or food. Woodcock used concrete cement spray to patch a ceiling hole over her mother’s bed, and a sagging floorboard outside the bathroom, she says, "makes me nervous that the floor’s going to go at some point." She, her husband and their child sleep in the suite’s other room. "My whole room’s a bed." To plug in the microwave or other appliance, Woodcock says, people first have to disconnect their air conditioners, or the electricity "pops" and must be restarted. lords ask for first and last month’s rent, and refuse tenants with bad credit. Going to a shelter means giving pets away, and for Kerry and Sue, it means separation from their son, who’s nearly 21. Their family dreams of a safe two-bedroom apartment. "I just want a nice kitchen, to make a nice dinner. That’s all I want," Sue says. Suddick and her family also fear being split up when the time comes. "This place has allowed us to stay together," Woodcock says. Crawford says the city is sensitive to East Side residents’ needs. "We’ll be doing everything we can to ensure a proper transition," says the councillor. "We’ll work incredibly hard." Patricia Anderson, a manager for Toronto’s Shelter, Support and Housing Administration, says city
housing workers "can often resolve" issues around bad credit "by talking with landlords to discuss different ways to satisfy his or her need to know that the rent will be paid on time." "Housing workers can also be very resourceful in identifying housing and any housing benefits that a family might be eligible for," Anderson added. Crawford says some amenity, possibly a daycare, will replace the motel after a neighbourhood consultation. "People in the community have wanted this motel gone for a long time," he says. "The goal right now is just to get it out of there." In April, as Toronto councillors cleared the way for expropriation, a staff report told them the motel had "long been the subject of local community complaint and concern for a variety of reasons." Conditions for residents "are re-
ally pretty dire," says Judy Croon, a weekly visitor with City Street Outreach, a group delivering towels, sheets, toiletries - none of which are supplied by East Side management - as well as bread, toys, small pieces of furniture and other items. "There’s a lot of people going there that have absolutely nothing." A comedian, Croon interviewed Outreach founder Alex Smirnis for a podcast and became one of the charity’s volunteers. At the East Side, she’s seen how residents "have each other’s back." "I’m inspired by the strength, the gratitude, the fortitude that these people have," Croon says. Woodcock distributes donated goods at the motel and joins the group on rounds in Scarborough and downtown. "There’s always someone in worse shape," she says.

People say they don’t live at the East Side by choice, but getting out is next to impossible. Nobody has called the city to complain about conditions because they’re scared about losing their homes, Sue says. "Where are they going to go?" The motel and its seven acres at 3300 Kingston Rd. is owned by Kahlon Family Holdings Ltd. Its assessed value rose from $794,000 in 2012 to $2,292,000 in 2017, according to Municipal Property Assessment Corporation. Certain tenants work for the Kahlon family, minding the office
and performing other tasks, in return for reduced rent, Metroland Media was told. On Tuesday, Minty Kahlon, a real estate agent, confirmed she and her mother manage the motel, but said she didn’t "have any information to give out" on its possible expropriation. "We haven’t been given any letters, nothing," says Kahlon, declining to answer more questions that day about the motel. Reached while working at the motel on Wednesday, Kahlon said rents are set according to common sense and competition. "If you call the other motels, that’s what they charge," she says. Asked directly about a $30 late fee, Kahlon said she was too busy to speak further - "My hands are full right now" - but would call the reporter back. Newcomer youths try hockey for first time JOANNA LAVOIE jlavoie@insidetoronto.com For the first time in their young lives, 16-year-old Marwa Mazlomyar and 14year-old Ahmad Algzawe geared up, put on skates, and gave Canada’s favourite sport a try. Marwa, who came to Canada about a year and a half ago from Afghanistan, and Ahmad, a refugee from Syria, are one of about 30 students from Marc Garneau Collegiate in the Thorncliffe Park area to take part in the third season of the Hockey 4 Youth (H4Y) program. "It’s hard to play hockey, but I said to myself that it’ll be fun." Marwa smiled after her first skate. "I never thought girls could play hockey." Ahmad, who lives in the
Flemingdon Park neighbourhood, also knew it wouldn’t be easy to master a new sport, but said he’s determined to learn and excel. "I’m going to fall, but it’s good. I’m going to try," he said. Established by midtown Toronto resident Moezine Hasham, H4Y gives newcomer youth an opportunity to play hockey at no cost, while learning valuable life skills. Tuesday morning, students in grades 9 to 12 from the local high school along with some special guests gathered at Leaside Memorial Arena to kick off the 18week program. Female hockey stars Fatima Al-Ali, captain of the United Arab Emirates’ Women’s Hockey Team, along with two-time Canadian Olympic gold medalist
Vicky Sunohara, and Toronto Furies all-star Carlee Eusepi took part in the first skate. Al-Ali, who back in February was flown to Washington to practice with the superstar forward Alex Ovechkin and the Capitals, said it means so much to her to have been part of Hockey 4 Youth’s Season 3 launch and said she hopes her presence will inspire the young hockey players both on and off the ice. Care packages destined for Sri Lanka Scarborough-based Miracle Family Care (MFC) has sent its fifth annual shipment of 1,433 gifts for orphans, kids in low income families, widows, widowers and pregnant women in Sri Lanka. Its members and volunteers joined hands to complete this consignment of 169 cartons through Trico Maritime Shipping Company. The donors’ generous gifts are an investment in the well-being of some of Sri Lanka’s most vulnerable people. MFC also collected clothes in excellent condition for families. Also shipped were Kids Against
Hunger meal packages, stuffed animals, shoes, materials for the sewing centre, food items for orphanages, layette sets for pregnant ladies, craft materials for children with disabilities, crutches, wheelchairs, walkers, and canes. PVH Canada, Sew on Fire Ministries and the Tamilfest donors together with MFC donors helped to complete this consignment. MFC is thankful for the support.
